CAGAYAN de Oro City–– Despite having been elected as president of the Misamis Oriental chapter of the Liga ng mga Barangay Chairmen last December 18, Mario Emano was not recognized

by the provincial board as the legal representative to the Sangguniang Panlalawigan on Monday during the SP’s first regular session in 2014.

Vice Governor Joey Pelaez, as presiding officer, said he respected the decision of the board in voting

for incumbent ABC chapter president Arsenio Khu Jr. to sit in the session.

Pelaez said he has no power over what the SP decides and that the motion was approved to recognize Khu because Emano had not produced a confirmation from the national executive

board of the Liga ng mga Barangay Chairmen.

“As soon as Emano can secure a confirmation then he will automatically sit as representative of the ABC,” Pelaez said.

For his part, Khu said he will immediately step down if Emano is confirmed by

the Liga’s national board.

“There was a miscommunication in the date of the election last December,” Khu said.

“I had written to the national board for postponement of the December 18 election and this was granted,” he said, adding

The marathon budget hearing was supposed to be finished in 12 meetings, based on the schedule prepared by the budget committee.

The councilor said because of this, an executive meeting was called to decide on a system to be adopted to fast track the process.

“It was agreed that all projects and programs be referred to committees concerned, which will make recommendations to the budget committee to hasten the deliberation,” Elipe reported.

PROGRAM OF WORKS Councilor Elipe said projects and programs of departments should have corresponding program of works. He said this is the reason why deliberations on some projects could not

be pursued.

The councilor called on department heads to submit the respective POWs to support their respective projects for 2014. He said millions worth of projects have been submitted but no POWs were attached.

Elipe yesterday reiterated his call to department heads to submit these on or before January 15, as he reminded them of the order of the mayor for them to cooperate during the budget hearing.

The councilor said if all documents are submitted, deliberations will be finished by the end of the month.

Suspects shot cops conducting surveillance; 1 hurt, 3 arrested

BUTUAN City––Policemen doing some surveillance works Sunday afternoon were fired upon by four suspects, hitting one of them both on his legs which landed him at a local hospital.

Three of the suspects were however arrested during the ensuing police hot pursuit operation.

Reports from Agusan del Norte Police Provincial Office reaching the regional headquarters here Monday said that a shooting incident transpired at 1:30 a.m.

Sunday in Purok 3, Brgy. 6, Cabadbaran City.

Police investigation disclosed that personnel from the Cabadbaran City Police

Station Theft and Robbery Unit composed of PO1 Ernesto Davieh Corvera Mortola, PO3 Gary Ranque Gelbolingo, PO2 Vincent Alburo Cosicol, PO2 Rhyl Jaictin Torion and PO1 Aristeo Razon Dorado conducted surveillance and patrol on board their individual single motorcycles.

When the cops reached Purok 3, Lutao in Brgy. 6, the said policemen encountered two suspects riding a red and black single RACAL motorcycle, running on high speed using the opposite lane.

The policemen, accordingly, called on the suspects to halt, but the suspects instead of stopping tried to elude arrest. This prompted PO1 Mortola who was last in the group of policemen to

make a U-turn and chased the two suspects.

The other members of the group who had gone ahead followed suit by also making a U-turn to follow PO1 Mortola.

Accordingly, the other policemen suddenly heard some gunshots and saw PO1 Mortola fallen from his motorcycle to the concrete pavement, hurt but was returning fire.

It was known later by the policemen that the victim was hit on both of his legs. PO3 Gelbolingo and his companions conducted the hot pursuit operations against the two suspects who entered a riverbank community along the river dike.

PO1 Mortola was rushed to Cabadbaran City Hospi-

tal but was later referred to a private hospital in Butuan City. Police investigators recovered five fired shells of Caliber .45 pistol at the crime scene.

During the hot pursuit operation, three of the four suspects were arrested, according to the police. At 11:30 a.m. Sunday, one suspect identified as Alex Monte Banglan “alias Mazo,” 22; single and jobless, resident of Purok 3, Brgy. 12, Cabadbaran City was apprehended in an apartment located in Purok 3, Brgy. 12, Cabadbaran City.

The two other suspects identified as Sailani Onti, 20; separated, jobless and a resident of Purok 3, Brgy.

Lutao Brgy. 12, Cabadbaran City, the driver of RACAL single motorcycle and a cer-

tain Camaroding Macadatar Carim alias “Dragon”, 37, a resident of the said place was also seen at the crime scene. He was said to have acted as the look-out and back-up of the said group.

Both were arrested in Brgy.

Taguibo in Butuan city at around 12:30 p.m. Sunday.

One suspect identified as Avan Mamao, and a resident of Funcion St., Brgy. 3, Cabadbaran City remains at large. The three arrested suspects are now temporarily detained at Cabadbaran City Police Station for proper disposition and for the filing of appropriate charges against them. Police are also looking into reports that the suspects were involved in illegal drug dealings. A report from the Philippine News Agency

CTO starts renewal of business permits ILIGAN CITY – The City Tre asu re r’s O f f i c e ( C TO ) throughiligan-city-hall the Business Tax Fee Division (BTFD) has begun its operation on the renewal of business permits of all establishments in the city.

According to Magdalena R. Carpentero, head of BTFD, the renewal of business permits

started on Januar y 2 until January 20, 2014 the deadline based on City Ordinance No. 10-55684.

CAGAYAN DE ORO CITY - The City Council here on Monday passed a resolution urging the Department of Public Works and Highways (DPWH) to put traffic and warning signs of ongoing construction along the national highways here.

City Councilor Ramon G. Tabor, chair of the city council’s committees on public utilities and on laws, took into consideration the report on the absence of early warning signs and devices on DPWH’s ongoing construction on the national highway that cut across the city’s downtown district here.

In a special report last week, Councilor Roger Abaday, chair of the city council’s committee on public utilities, asked the city council to take necessary steps that would require the DPWH to adopt safety and protective measures for the public on the streets.

Abaday said that the DPWH has not installed traffic signs and reflectorized markings along the Kauswagan-Bulua, C.M. Recto-Lapasan Highway while the construction of the center island along the area was ongoing.

Tabor said that the resolution urged the DPWH to put early warning devices beside the island to serve as guide to motorists and drivers especially at night.

The resolution cited several accidents occurring in the Kauswagan-Bulua highway and at the C.M. Recto area because of the absence of early warning devices. (PNA)

Here is another outlandish example of how politicians quibble to grab credit when none is actually due them.

This also goes to show that politicians are selfinterested individuals whose principal interest is to generate ‘popularity’ that should transform into votes rather than to perform ‘public service’.

Yet all these nitpicking over the Philippine economy are founded on the myth that government runs the economy [see previous discussion in The Myths Of Government’s Managing The Economy] We don’t have to go far to look for evidence.

Take a look at the chart above from ADB’s Managing Cities.

The chart reveals that the the informal economy or the shadow or the underground economy/sector, e.g. the tricycle driver, balut vendor, sari-sari stores and etc..., comprises 40% of the Philippine economy. These are the groups that don’t pay taxes and whose business are not registered with the government.

And why do informal economies exist?

behind the size and growth of the shadow economy are an increasing burden of tax and social security payments, combined with rising restrictions in the official labor market. Wage rates in the official economy also play a role.

Taxes and social security contributions add to the cost of labor in the official economy and hence are key factors driving the growth of the shadow economy.

The bigger the difference between the total cost of labor in the official economy and the after-tax earnings from work, the greater the incentive for employers and employees to avoid this difference and participate in the shadow economy. The difference can be very large; in Germany and Austria, for example, the tax and social security payments by firms and their workers amount to the wages that workers effectively earn. Since the difference depends broadly on the social security system and the tax regime, these are key determinants of the shadow economy.

Several studies have found strong evidence that the tax regime influences the shadow economy. In Austria, the burden of direct taxes (including social security payments) has been the biggest influence on the growth of the shadow economy, followed by the number of regulations affecting firms and workers,

and the complexity of the tax system. Other studies show similar results for the Scandinavian countries, Germany, and the United States. In the United States, analysis shows that as the marginal federal personal income tax rate increases by one percentage point, other things being equal, the shadow economy grows by 1.4 percentage points.

Also in the United States, holding down the top marginal income tax rate may prevent further growth of the shadow economy...

Government regulations can substantially raise the cost of labor to firms in the official economy. Such regulations include license requirements, labor market regulations, trade barriers, and labor restrictions for foreigners. Employers in the official economy who shift most of the associated additional costs on to their employees give them a strong incentive to move into the shadow economy.

In short, the informal or the shadow economy exists as a consequence to government’s actions, particularly tax policies, assorted regulations, welfare programs and others.

Bottom line: The huge share by the informal or shadow economy only proves that the Philippine economy manages to grow in spite of the government. Therefore, credit is due NOT to politicians but to local entrepreneurs most especially to the shadow economy for defying all these regulatory and political obstacles.

The compliments of lies SOME readers have started to ask on how the provincial government of Misamis Oriental is faring these days. We have no direct answer to that question. After all, we have not seen any relevant accomplishment of the provincial government in the past six months.

What we learned albeit superficially is that Gov. Bambi Emano has a group of “cordon sanitaire” at the provincial Capitol. These Cris Diaz after hearing complaints that some department heads decide and influence the decision of the governor.

Well, the bureaucracy is the favorite playground of “carpet buggers” and “leeches” whose objective is to carry out personal agenda at the expense of others.

These people believed they deserved the exceptional privilege accorded to the power that be. What really is frustrating is that these people believed that the elected public official is indebted to them. Whatever that means, they always consider themselves as the “voice” that could dictate decisions of the policy makers.

In the case of the provincial Capitol or city government, these people enjoy the rare privilege of dictating the decision of the governor or the city mayor. Have anyone heard of the satirical dictum: “Approved without thinking?” The statement clearly demonstrates the power of the “select few” who influenced the decision

of elected government officials. More often than not, this is how the bureaucracy operates in the country. Of course, the presumption is always denied.

Perhaps, this is one of the reasons for the inclusion of public administration in the academia. The subject aims to dissect the way public servants administer the affairs of the government. The locus of the subject is to find out how the public servants, especially the elective public officials, serve the constituents. The subject also aims to examine the complexity of the bureaucracy as a system. This is the kind of bureaucracy that makes it easily vulnerable to graft.

Undeniably, the provincial Capitol - then and now – in Misamis Oriental and in the other provinces has exhibited the inherent symptoms of a rotten bureaucracy.

Consequently, the public has the mandate to check the signs of corruption that are gradually emerging at the provincial Capitol this day. The statement might be discriminatory for those who are enjoying the comfort at the Capitol.

The carpet buggers would always be upset to hear or see the other side of the closet. After all, enjoying the compliment of lies always make the day. That is what the politicians, who thrived on lip service, would always want to hear. That is where the “carpet buggers” and “leeches” are adept with too: “The compliment of lies.”

‘Friendly’ drones? one day, after super typhoon “Yolanda” left chaos and appalling, dreadful distress I received a phone call from Berlin/Germany. The editor-in-chief of news-television channel N24 (News 24) asked me if I would be able to deliver some reports about the disaster via telephone during the live news. I agreed.

From this moment on “Yolanda” and all its side effects have become one of the main topics of my journalistic work since staying in the Philippines for good.

Only bad (or negative) news is “good news” for media.

We all know that. But I also love to write or talk about positive news from time to time.

When you hear the word “drone”, you may think of war and surveillance. But as relief efforts in the Philippines after super typhoon “Yolanda” (“Haiyan”) have shown, the unmanned aircraft can also help save lives in times of crisis.

A certain Mark Roesen has been working for the German aid agency I.S.A.R. (International Search and Rescue) for many years. He first deployed the drone -which was made available for free by Ascending Technologies- while working as a relief worker in the Philippines.

The drone enables people to film the area from the air and determines which streets are passable. Nobody no longer needs to send anybody out to scout the area. The disaster team is indeed relieved by this, as exploring a disaster zone without the help to up-to-date imagery can become very risky and time-consuming. When it comes to saving human lives, every second counts! Roesen and his team were able to treat more than 2,400 people over a period of roughly two weeks... .

Sayyaf leader escapes military assault

ASILAN – A notorious Abu Sayyaf leader tagged as behind the spate of kidnappings and terrorism in the southern Philippines escaped a military operation on Basilan, one of five provinces under the Muslim autonomous region, officials said Monday.

Officials said Nurhassan Jamiri who was with 11 other gunmen escaped rocket attacks from a military helicopter on a sandbar at Kalang Sibubong just a kilometer away from the village of Bato-Bato in Al-Barka town. The gunmen were having a picnic when troops spotted them.

The rebels escaped on a motorized boat to a mangrove area in the neighboring village of Cambug while the military dispatched a gunboat to pursue the Abu Sayyaf band, but lost them, according to Captain Jefferson Somera, a spokesman for the 1st Infantry Division.

“We have alerted troops and government militia forces in Basilan about the group of Jamiri.

They were told to stay alert and take precautionary measures to pre-empt hostile enemy plans,” Somera told the regional newspaper Mindanao Examiner.

He said there were no casualties in the military operation, but the Mindanao Human Rights Action Center said two minors

who were among a group of 70 picnickers were injured in the airstrikes on Kalang Sibubong.

It said the victims were residents of Al-Barka town.

The Mindanao Human Rights Action Center said the two victims were part of an Arabic school picnic organized by their teachers. “The victims sustained various injuries to their bodies.

They were taken to St. Peter Hospital in Lamitan City for emergency medical treatment.

One of the injured was already sent home today while the other is still recovering at the hospital,” it said in a report obtained by the Mindanao Examiner.

“The picnic was composed of students and teachers as well as parents. There were 70 persons who joined the picnic, as well as other civilians who were also in the beach but not part of the school excursion. According to the parents of the students, their children were traumatized by the

incident. Witnesses estimated that the air strike lasted for about 30 minutes and that the shells fell around 30 meter from them,” the report said.

LTO set to implement vehicle license plate standardization PAGADIAN CITY, Zamboanga del Sur - The Land Transportation Office (LTO) is set to implement the standardization of license plate for all types of vehicles this year.

“The implementation is ready anytime this year, once our computer system program and some materials needed for the implementation are available,” local LTO District Chief Johan Macaumbos said Tuesday.

Macaumbos said the new license plate number under the standardization will feature alphanumeric design such as three-letter and four-number combination for four-wheel motor vehicle and two-letter and five-number combination for motorcycle.

The current license plate design of three-letter and threenumber for four-wheel motor vehicle and two-letters and four-numbers for motorcycle have been in use since 1981.

Macaumbos said the new license plate will come in a black-and-white design patterned after that of Singapore and parts of Europe.

Macaumbos said the new license plate has multiple security features, including laser-etched bar codes containing selective data inputs which will allow data verification with the LTO. He said it has also a reflective sheeting material, making the license plate visible even from wide-entrance angles and up to a distance of 100 feet both daytime and night time and anodized bolt head screws and nuts with serial numbers that will prevent tampering and removal of the license plates from the vehicle once installed.

He added the new security features will promote safety and reliability in accordance with international standards.(PNA)

AVAO CITY -- The chief of the Demolition Group of the Davao City local government announced the holding of a whole-day demolition briefing with all sidewalk vendors of the city on January 10 at the Almendras Gymnasium to iron out kinks in the implementation of the local demolition policy, particularly, the move to manage the sidewalks and clear it from illegal vendors.

said the primary concern of the meeting is to clear out issues like death threats hurled against him by some

He recalled that one member of the Demolition Team was killed while conducting a clearing operation in December, 2010 in Bangkerohan.

Jimlani claimed that a threat was hurled against him emanating allegedly from the vendors in Tibungco for doing his job.

He said that as a former military officer, he is used to threats from the enemies of the state.

Jimlani also asserted that the street vendors

were never allowed to sell their wares during the Christmas Holidays along the city thoroughfares.

However, he clarified that the vendors were given due humanitarian consideration to continue their trade in the spirit of Christmas up to January 2.

“Even with the due consideration, they continue to defy the local government policy by selling their goods even in the prohibited areas,” he said.

Jimlani said all vendors from Calinan, Lasang and Toril will be gathered to

discuss about the demolition policy and the move to establish a night market starting January.

He also lauded the sidewalks vendors of Toril for taking the initiative to clear the sidewalks after the holidays without the intervention from the City Demolition Team.

Jimlani said that the City Demolition Team will continue to work with the Traffic Management Center.

The FDCUI’s will construct three units of coalfired power plant with a capacity of 135-MW each inside the Phividec Industrial Estate where it initially plans to operate two units at 270-MW in 2016 and the other unit in 2018.

In constructing the plant, it said it will use the latest and modern technology called the “circulating fluidized bed (CFB) boiler” and other environmentallyfriendly systems such as the electrostatic precipitator (ESP).

CFB is a process that ensures less emissions, reusable waste or by-products––where bottom and fly ash are usable inputs to cement production or as coarse materials for road construction––and overall lower hazard to human health, safety and environment.

Unlike the older or “typi-

cal” coal-fired power plants that generate black ashes, those plants that employed CFB generate whiter bottom and fly ashes.

The CFB boiler is able to break down fuel (coal) better due to the circulating motion which is unique to the CFB itself, according to the document obtained

by Mindanao Daily News.

Older thermal plants use pulverized coal systems (pre-crushed coal boiled much like a kettle boiling water), the document reads.

To complement the CFB boiler technology, FDCUI also adopts other mechanisms that contribute to having a comprehensive clean coal approach.

ESP, or electrostatic air cleaner is a particulate collection device that removes particles from a flowing gas (such as air) using the force of an induced electrostatic charge, according to wikipedia.org, an online encyclopedia. Electrostatic precipitators are highly efficient filtration devices that minimally impede the flow of gases through the device, and can easily remove fine particulate matter such as dust and smoke from the air stream.

FD CUI also adopts covered systems for coal handling to ensure minimal fugitive dust within the premises of the power plant.

Likewise, part of FDCUI clean coal approach is transparent, multi-sectoral and consultative approach to plant operations and community building by organizing the multipartite monitoring team (MMT).

The MMT will be composed of representatives from local government unit, community, civil society organization, Department of Environment and Natural Resources (DENR), and other key stakeholders whose primary role is to conduct periodic monitoring of the power plants to ensure strict compliance to government guidelines and transparency.

“We share the view of environmentalists that there is a need to protect people and the environment,” said the FDCUI in a statement, adding “this is why FDC-Misamis has proactively chosen the CFB technology for its 405-MW power plant project and has taken measures to ensure its investment is not only economically viable but environmentally sound.”

But the peculiarity of our practice is that the person also plays a very important role in the determination of who the voter elects, hence, the description of our presidential election as very personalityoriented.

Given his background and experience, Giberto “Gibo” Teodoro, was perhaps the best material for the presidency.

But the persona of sitting president Benigno “Noynoy” Aquino at that point in 2010 was more acceptable to the people hence his landslide victory over all his equally if not more qualified foes.

Aquino emerged winner also because of the platform of government that he espoused and stood for which is the pursuit of the daang matuwid. That was the most

apt platform at that time for a candidate wanting to replace a perceived corrupt president.

The victory of P-Noy could never be attributed to money because at the start he had none. In fact, his presidential run had to be bankrolled by his running mate, Mar Roxas, during its initial stage. It was only when his victory became apparent that donors flocked to his camp.

Manny Villar who had all the money he needed even fared badly compared to Erap Estrada who did not have the money either and whose battle cry was solely anchored on his desire for vindication after his ignominious fall from power.

At this point, I think it would be to the nation’s welfare and interest if the people start to consider who to endorse to replace Aquino in 2016.

It should be the people who should determine who can best represent their agenda, their interests after Aquino.

The practice of allowing the aspirants to choose themselves, to anoint themselves to run for the presidency in 2016 should be stopped.

The process of selecting the candidates should be given back to the people not the politicians who, more often than not, seek the office for their own selfish and vested interests.

The truth is that so far there are only two presidents who personally did not aspire to become one. They are mother and son Cory and P-Noy. Cory never dreamt of running for president. She was reluctantly thrust into that office.

P-Noy for his part never had any intention of running until Cory died and the people

cried for him to run. P-Noy was never in the radar of any political party or any political interest group to be groomed for the presidency.

Circumstances, however, presented the opportunity for both Cory and P-Noy to seek the presidency even if against their will.

I could still remember how Cory refused to be cajoled by her party mates, political supporters to seek the presidency in 1992 on the ground that the one term limit for the president does not apply to her.

But she adamantly refused.

And I also remember how agonizing it was for P-Noy to make that decision of seeking the presidency when doing so was never in his mind even in his wildest dreams.

The time I believe is already ripe for the people to commence the process of selecting a truly people-chosen candidate for the presidency in 2016. The people should not leave this very important decision to the whim and caprice of politicians such as Vice President Jejomar Binay and Interior and Local Government Mar Roxas.

But this does not mean that they should not be considered.

Far from that! But the selection of any candidate should be made by the people not by the eager-beaver politicians whose only dream in life is to be in power all their life.

Political leadership, we should not forget, is servanthood not ego-tripping as displayed by the two touted presidential aspirants in 2016.

Born (February 11, 19580 )and raised as a poor man’s son in his native Town of Calamba, Misamis Occidental, a loving Father, a responsible Family Man, a perfect Husband, a dedicated Legislator, and a Public Comforter passed away last December 24, 2013. Survived by his wife, Mrs. Beatriz Gamalinda Florida and children; Don Delano, Alamo Bay and little sister Beatriz Athena.

As a public servant, BM Florida as a Lawyer landed on his first job as a Law Office staff of the son-inlaw of former President Carlos P. Garcia, become a

Congressional staff in the halls of Congress, once a S.E.C. employee and was trained by the FBI Academy in the US, but he want to serve his people.

BM Edwin in May 2010 as a Lakas-CMD party mate runs and elected as Board Member of Misamis Occidental representing the 2nd District.

In 2013, he was again elected (for his 2nd term) but never finished his dreams as the majority floor leader of the Sangguniang Panlalawigan of Misamis Occidental for he perished due to an illness that makes him suffer for

almost 16 months, but he tried to hide it from his colleagues and continue serving the people of Misamis Occidental.

BM Edwin as friends and colleagues, legislative staff, co-workers of the government calls him joined his creator on December 24, 2013, and on Monday (January 6, 2014) he was given a day in his Sangguniang Panlalawigan for him to be visited by them thru a necrological rites and last vigil and on Tuesday (January 7, 2014) he will be laid to rest at Pryce Memorial Gardens in Dimaluna, Ozamiz City.

Valencia City mayor bares accomplishments for 2013 Editor’s Note: Below is the accomplishment report of Valencia City Mayor Jose M. Galario Jr. which was delivered

by Merlita R. Delin during the first convocation on January 6, 2014 held at the city hall ground. The accomplishment report covers the month from July 01 to December 31, 2013.

IN 2001, when Mayor Jose M. Galario Jr. first assumed office as the local chief executive of the city of Valencia, he never waivered in his commitment to serve the Valencianos through expanded provision of social services, agriculture development, construction of relevant infrastructure projects, stabilizing peace and order in the city and initiating such other programs, projects and activities aimed at uplifting the lives of the Valenciano especially the poorest among the poor.

Now that Galario reassumes the role as the “father of Valencia City,” we can expect that more relevant and appropriate programs, projects and activities on social services with emphasis on health and nutrition, peace and order, economic and infrastructure development will be implemented in this year and in the coming years.

On this note, I am pleased to impart to you the highlights of accom-

plishment of the Office of the City Mayor for six (6) months from July-December 2013.

• For human resource/ personnel matters, our City Mayor approved the promotion of 21 regular

employees, appointment of 61 new employees occupying regular positions and hiring of 406 & 1,367 employees with perennial and Job order status of appointment, respectively.

• For sports develop-

ment, our City Mayor sustained the conduct of sports activities particularly during the fiesta and civil service month celebrations. In fact, because of our City Mayor’s full support Our Mayor also provided full support to Valencia Golden Harvest Team which led to the following accomplishments: -Champion, Araw ng Kinoguitan Invitational Basketball Tournament -Champion, Kapatagan Invitational Basketball Tournament -Champion, Talisayan Invitational Basketball Tournament Champion, Laligan Invitational Basketball Tournament -1st Runner up, Maramag Invitational Basketball Tournament -2nd Runner Up, Valencia Fiesta Open Invitational Basketball Tournament • Also, City Mayor Jose M. Galario, Jr., sustained and expanded the city nutrition programs which ultimately led to the successful implementation of the following major nutrition programs -implementation of home, school and community food production in coordination with the City Agriculture Office, Rural Improvement Club (RIC) and Barangay nutrition Committees (BNC).

-Conducted micronutrient supplementation to children, pregnant and lactating mothers, food fortification -Conducted massive Information Education Campaign (IEC) on Food Fortification which basically focused on the use of iodized salt and consumption processes food products with Sangkap Pinoy Seal.

-Facilitated 1-meal plus program, a food feeding program intended to decrease prevalence of Protein Energy Malnutrition (PEM) among pre¬school and schoolchildren in the City -Conducted “Pabasa sa Nutrisyon” and distributed free nutria-guide -Provided livelihood assistance to families with severely underweight children and coordinated with the City Health office in the conduct of nutrition essential Maternal and Child health Services.

• Consistent with the present administration’s commitment to boost the local tourism industry and provide worthwhile entertainment to Valencianos in the Christmas and Charter day celebrations, our City Mayor thru the City Tourism Office launched the Panlibatuhan Festival on December 18, 2013 attended by city government officials, employees of the City Gov-

ernment, representatives of the business sector, NGOs, POs and CVOs and the 31 barangays.

The Panlibatuhan Festival will culminate on January 12, 2014 in celebration of the 13th Charter Day Anniversary of the City of Valencia. A civic parade will kick off the celebration to be participated in by the officials and employees of the City Government, the 31 barangays and other stakeholders in the City to be followed by various activities carefully lined-up to make this celebration even more momentous for the people of Valencia and the rest of the visiting public.

Other priority projects of the present administration includes the Seed Subsidy Program implemented thru the City Agriculture’s Office, providing educational assistance to poor but deserving students, hospitalization assistance to indigent families, financial assistance to individuals in crisis situation and burial assistance to bereaved indigent families.

Another major initiative carried by the City Government under the administration of Mayor Jose M. Galario Jr., is the special JMG Program which benefited hundreds of constituencies with health conditions. --MRS
