35 NPA rebs now part of mainstream society

THE Cagayan De Oro-based 4th Infantry Division on Thursday announced it has formally accepted the surrender of 35 former New People’s Army (NPA) fighters and is busy integrating the latter back to society. The surrendered rebels handed over 42 assorted firearms to military authorities. For this, they received a total of P1,169,000 from the Office of the Presidential Adviser on Peace Process (OPAPP). The ceremony was graced by Eastern Mindanao Command Lt. Gen. Ricardo Rainier G. Cruz together with Gov. Adolf Edward Plaza of Agusan Del Sur, Gov. Yevgeny Vicente Emano of Misamis Oriental and PNP Director Manuel Barcelona, Director, Directorate for Integrated Police Operations in Eastern Mindanao. All the 35 were regular members of the NPA rebels operating in the hinter areas

of Caraga and Region 10, composed of 17 individuals from Agusan Del Sur, six from Bukidnon, six from Surigao Del Sur, three from Surigao Del Norte, two from Agusan Del Norte and one from the province of Misamis Oriental. “We in the 4th Infantry Division are very much happy to welcome our brothers and sisters who have finally decided to return to the folds of the law. We know that they have been led a life full of hardships they endured while they were still in the mountains fighting against their brother Filipinos,” 4th Infantry Division commander Brig. Gen. Line trucks normally used for transmission line inspections and repairs were used as storage and delivery vehicles of more than 7,000 relief goods intended for the victims of the 7.2 magnitude earthquake in Bohol.

Bohol receives help from NGCP Devastated by the 7.2 magnitude earthquake two weeks ago, Bohol province is slowly getting up on its feet and recovering from the disaster, thanks to the many donors who readily sent donations and relief goods to the different evacuation centers in the province. The country’s sole electric transmission service provider, National Grid Corporation of the Philippines (NGCP), is one of the companies who immediately reached out to the earthquake victims. “As soon as it is safe for our people to mobilize, we organized relief operations for Boholanos who badly need food and water,” said Mr. Nelson Cabangon, Head of NGCP’s Corporate Affairs Department. NGCP gave out 7,000 relief goods last October 24 and 25 to ten municipalities – Danao, Antequera, Maribojoc, Tubigon, Calape, Loon, Cortes, Corella, Sagbayan, and Carmen. The relief operations were done in close coordination with the Municipal Social Welfare and Development offices to help identify priority families and individuals. NGCP’s partner-customer Bohol Electric Cooperative I (BOHECO

I) assisted in packing and distributing relief goods. Because of difficulty in land transportation, NGCP used its helicopters to deliver the relief goods to the municipalities. “We exhausted various means to efficiently distribute the goods. We used our chopper and line trucks to expedite the delivery to the ten municipalities,” stated Mr. Cabangon. Bohol is host to 250 circuit kilometers of 69-kilovolt (kV) transmission lines and three substations of the grid operator. NGCP is also constructing a new 138-kV backbone in the island. NGCP is a privately-owned corporation in-charge of operating, maintaining, and developing the country’s power grid. It transmits high-voltage electricity through “power superhighways” that include the interconnected system of transmission lines, towers, substations, and related assets. As a corporation with a public service orientation, NGCP supports the communities hosting its transmission facilities, which it considers as a true partner in nation-building.

NGCP conducts nationwide consultation workshops on environmental permits In compliance to environmental policies, the National Grid Corporation of the Philippines (NGCP) launched a nationwide series of consultation workshops, particularly on the processing of special tree cutting and land use permits. A joint project with Department of Environment and Natural Resources (DENR)’s Forest Management Bureau (FMB), the 4-city workshop aims to address encountered environmental issues and streamline the DENR clearance process in relation to the grid operator’s construction of new transmission lines. Its first leg, held in Quezon City on October 9-10, was attended by environmental officers from the Central and South

Luzon offices of NGCP and DENR. Director Irma Exconde of the Department of Energy was also present to extend the department’s support. “DOE commends NGCP and DENR for this initiative, as the adequate supply and timely delivery of power is crucial to the energy industry. Through this consultation workshop, we see the start of the convergence between the private and public sector to address environmental issues and improve necessary processes to answer the many challenges in the power sector,” stated Dir. Exconde. NGCP, through its Environmental Management Division, expressed interest to hold consultation sessions

with the FMB in light of concerns on its transmission projects that traverse public and forest lands. The special tree-cutting and special land use permits awarded to NGCP will enable the grid operator to clear areas that transmission lines and facilities will pass through, upon submission of environmental requirements and prior clearance from DENR. “All of NGCP’s projects undergo in-depth review to determine the best direction with the least impact on the environment. However, it is inevitable that in the pursuit of reinforcing the power grid, we will have to traverse public and forest lands. In that event, See permits/p.11

BUTUAN City––The City of Butuan and the Province of Agusan del Sur, and four Caraganons were recognized as outstanding implementers of the government’s organic agriculture program during the recent 10th National Organic Agriculture Congress (NOAC) at the Philippine International Convention Center in Pasay City. Butuan City garnered the Outstanding City LGU plum while Agusan del Sur took the Outstanding Provincial LGU of Mindanao award. The four Caraganon awardees were Violeta Alegado of Buenavista, Agusan del Norte, as Outstanding Rural Woman; Marianita Gemina of Mainit, Surigao del Norte, as Outstanding Agricultural Extension Worker; Arsenia Luchana of Butuan City as Outstanding

OZAMIZ CITY, Misamis Occidental – The Philippine Coast Guard Station in Ozamiz City (PCGS-Ozamiz) has taken the lead in setting-up the Passenger Assistance Center (PAC) at the Port of Ozamiz City to ensure that sea travel will be orderly, safe, convenient and secure. Part of Operation Plan (Oplan) Ligtas Biyahe: Undas 2013 of the Department of Transportation and Communication (DOTC), the PAC is a help desk aimed to ensure the orderly operation of sea transport facilities and safe/ convenient travel of the seafaring public. Through the PAC Help Desk, requests for assistance and complaints of the riding public can

be immediately and properly addressed by the concerned agencies and entities, Chief Petty Officer (CPO) Anecito W. Tero, Commander of PCGS-Ozamiz, said. It has been observed in the past that thousands of the seafaring public will flock to the Ozamiz Port in going home to join their families during the long week-end due to the traditional holidays, All Saints’ Day and All Souls’ Day, observed on November 1 and November 2, Friday and Saturday, respectively. This is because the Ozamiz Port serves as the disembarking and embarking point of passengers from and to the neighboring provinces of Misamis Occidental, namely: Lanao del Norte, Lanao

del Sur, Zamboanga del Norte, Zamboanga del Sur and Zamboanga Sibugay. It seems at times to be the favorite game of PNoy’s administration. Remember when general agitation over pork was mounting? But stung by the charge, Jinggoy (Sexy) sought to defuse the issue by striking back with an expose` during a privileged speech in which he charged PNoy with bribing senators and congressmen ranging from P50 million to P100 million to declare impeached Chief Justice Renato Corona guilty. Sexy named the source of the fund used to bribe the Senate and House porkies: Disbursement Acceleration Program (DAP), a variation of pork that no one knew existed. Soon even Budget Secretary Butch Abad has to admit that fully P137.3 billion had already been released as part of DAP. Naturally, DAP drew fire and quickly hugged the front pages, putting PNoy and his apologists

TWO days after the conduct of the National Barangay Elections, teachers are still waiting for the full release of their honoraria from the Comelec and the local government. “We are saddened by the fact that after the painstaking discharge of duties of our teachers, the full release of their honoraria has not been released immediately after the elections. Our teachers religiously and diligently attended their tasks and delay in the release of their honoraria is a form of injustice to them,” said Alliance of Concerned Teachers (ACT) national president Benjie Valbuena. As of the moment, ACT through its Election Hotline received reports that in the provinces of Pangasinan, Baguio, Cabanatuan, Masbate, Laguna, Olongapo, Biliran, Bulacan, Marinduque and Cavite in Luzon; Leyte, Northern Samar, Negros Oriental, Aklan, Bacolod and Cebu in Visayas; and Iligan City, Cotabato City, Zamboanga del Sur, Misamis Occidental and Lanao del Norte in Mindanao did not receive any from the Comelec. “The same is true for the teachers of NCR. In the cities of Taguig, Las

Pinas, Malabon, Caloocan, Pasay, Valenzuela, Manila, Paranaque, Pasig, Marikina, Makati and San Juan not a single centavo was released to the teachers while only 2,000 pesos has been released in the cities of Quezon and Pasig (short of 500 pesos based on Comelec pronouncement),” added Mr. Valbuena. The Comelec said that teachers will receive a total of 2,500 pesos of which the 2,000 pesos will come from the Comelec while the 500 pesos will come from the local government. in accordance to standards set by the agencies involved in the rehabilitation efforts. Meanwhile, she said that they are still handling 22 evacuation centers to date, which caters to the welfare and protection of 9,338 families comprising of 41,863 individuals. She said the DSWD, in coordination with the local government, also provides food packs to 10,678 displaced families who are staying with their relatives and friends. (PNA)

ZAMBOANGA CITY – Employees found a dependable friend on the Employees Compensation Commission (ECC) as it informs workers of additional employmentrelated compensation during the Department of Labor and Employment’s (DOLE) Talakayan yesterday. ECC-9 Information Officer Cerna Ahmad said aside from the regular benefits that employees get from the Government Service Insurance System (GSIS), Social Security System (SSS) and Philhealth, ECC gives separate benefits for workers under the Employees Compensation Program (ECP). “To be covered by this, a worker should be a compulsory member of the SSS, except for self-employed or voluntary members for private sector. Sea-based overseas Filipino workers (OFWs) are also covered here. For government sector, all GSIS members including members of the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), the Bureau of Jail Management and Penology (BJMP) and the Bureau of Fire Protection (BFP),” Ahmad said. Ahmad encouraged all

employers, especially the private sector, to enroll/ register their employees with the SSS and they are automatically included in the program from day one of the enrollment. Employers’ share is very minimal with P10 to P30 monthly contribution for SSS members receiving P14,500 monthly salaries or below. Offices of GSIS members with a monthly salary of P10,000 and below are to contribute the equivalent of 1% of their salary, while those receiving over P10,000 a month has a fixed contribution of P100 per month. With these minimal contributions, Ahmad said, employees are assured of various assistances to ensure that they are properly compensated. Under the ECP, employees are entitled to income loss benefits when a worker is rendered unable to work due to work-related injuries; medical assistance and others in the event of work-connected sickness, injuries, or death. There are 30 work-related sickness listed by ECC as compensable diseases. They also provide death benefits in the form of a

monthly income pension plus 10 percent for every child dependent not exceeding five, and P10,000 funeral benefit. ECC also provides medical assistance covering the payment for hospital confinement, medical attendance by accredited doctors, surgical expenses, and reimbursement of medicine expenses, provided official or certified true copies of receipts are presented. Ahmad said a worker or the family of the worker can claim these benefits up to three years from the day of the accident or death. Ahmad reminded the employers of their responsibilities to make sure that their workers are properly compensated. “We are reminding our employers of their responsibilities to contribute to SIF, register their workers under SSS, provide safety devices, come up with their log book containing a chronological list of the sickness, any injury or death of their employees. The log book should include the name of the employee, the date, place and nature of contingency and the number of absences,” Ahmad said. (FPG/MVC/PIA9-ZBST)

All Saints’ Day marks start of countdown to 4th anniversary of Ampatuan Massacre

ORONADAL CITY —Media groups in the country are set to launch later Friday, All Saints’ Day, the “23-day action against impunity,” marking the countdown to the fourth anniversary of the Ampatuan Massacre, where 58 persons, including 32 media workers, were brutally killed on November 23, 2009.

To date, 93 of the accused remain at large, and none of the suspects has been convicted. At least three crucial witnesses have been killed, while others were barred from testifying. Families were allegedly being offered settlement to withdraw from the case, according to the National Union of Journalists of the Philippines (NUJP). Former Maguindanao governor Andal Ampatuan Sr and his sons Andal Jr., former mayor of Datu Unsay town, and Zaldy, former governor of the Autonomous Region in Muslim Mindanao, were among the primary suspects. They are detained at Camp Bagong Diwa in Taguig City. Of the 197 suspects, 105 have been arrested so far, data from the Center for Media Freedom and Responsibility showed. The 22-day countdown for the Ampatuan Massacre will be unveiled in a brief program at 6 p.m. Friday at the Boy Scout Ro-

tunda in Tomas Morato, Quezon City, NUJP said in an advisory. The activity marks the start of 23 days of action, online and offline, for the fourth year commemoration of the massacre and the third International Day to End Impunity on Nov. 23, it added. Candles will be lighted in memory of the 32 fallen colleagues in the Ampatuan Massacre and other victims of targeted killings against journalists and free expression advocates. Songs and prayers will be offered during the activity. NUJP and other groups requested the public to light candles, and to post messages over Facebook and Twitter demanding to put an end to killings and other attacks to press freedom. People are encouraged to use the hashtag #endimpunityinPH. To recall, the victims were on their way to Shariff Aguak in Maguindanao to file the certificate of candidacy of then Buluan vice mayor Esmael “Toto” Manguda-

datu for governor when their convoy was waylaid in Ampatuan town on Nov.23, 2009. Around 100 gunmen allegedly headed by Ampatuan Jr. herded them off to a hilly portion of Sitio Masalay in Barangay Salman, where they were brutally killed.

Mangudadatu was spared from the massacre after he sent his wife Genalyn and several female family members to file his candidacy. The media workers were part of the convoy to cover the filing. The Ampatuan Massacre has

M AT I C I T Y, DAVAO ORIENTAL — Priority development projects were outlined in Davao Oriental's proposed P175 Million Annual Investment Program (AIP) for 2014 presented during the recent Provincial Development Council Meeting held in Mati City. To be sourced out from the 20% Local Government Development Fund (LGDF), the set of programs, projects, and activities poised for implementation next year focuses on the economic, social development,and the environment sectors.

The biggest allocation is the investment for economic support such as the rehabilitation of roads, bridges and other infra support facilities. Meanwhile, based on the AIP, the province has also earmarked counterpart funds for projects bankrolled under the Philippine Rural Development Pro g r am ( PR DP t he n MRDP), primarily onagri infra support and the ongoing big-ticket project—the Construction of the Cateel Irrigation Project, which is set to irrigate additional 2,000 hectares. “This project is our big stride towards realizing our dream of making Davao Oriental rice sufficient,” said Governor Corazon

ABUJA, Oct. 30 (PNA/ Xinhua) -- The Nigeria Football Federation (NFF) on Wednesday expressed fears that the Golden Eaglets may suffer a defeat in the quarterfinal match against Uruguay at the ongoing FIFA Under 17 World Cup hosted by the United Arab Emirates. Abdulrafiu Yusuf, Chief Technical Officer of the NFF, told reporters in Abuja that Uruguay, which will confront the Nigerian side on Saturday, could pose a threat to the Golden Eaglets. He urged the Nigerian team to be wary of allowing complacency to set into their game. "Uruguay can be a threat if the Golden Eaglets allow it. But, if they can change their style of play, they will progress to the next round of the competition," Yusuf said. 3 areas bidding for hosting of UniGames in 2014 BACOLOD CITY, Oct. 30 (PNA) -- Three areas have expressed interest in hosting the 19th edition of the University Games (UniGames) in October next year. These are Tagum City in Davao del Norte, Dumaguete City in Negros Oriental, and Iloilo Province. UniGames president Roger Banzuela has yet to confirm which of the three will likely be chosen. This year’s 18th FilOil UniGames was hosted by the University of St. La Salle (USLS) from Oct. 20-28. The USLS has hosted the collegiate sports competition 11 times since 1996. The late USLS president Bro. Rolando Dizon, FSC founded the UniGames in 1996. Foundation University of Dumaguete City has also hosted the event thrice in 2000, 2002 and 2008.
