DAVAO City––A film on the Bangsamoro by a multiawarded Moro filmmaker has become yet another casualty of the Mamasapano Tragedy. The Film Development Council of the Philippines (FDCP), a body created in June 2002 under the Office of the President, has withdrawn funding support for the film, “moro2mrw

Dreams of a young Manobo evacuee

AVAO DEL NORTE – The fresh morning breeze, sparkling stars at night, the simple life in the community where they gather sweet potatoes for their food…these are some of the things that a young Manobo evacuee remembers after she left their home in Sitio Bagang in the village of Palma Gil in Davao del Norte’s Talaingod town.

At 12, Aileen Baliti became an evacuee, together with her parents who are both peasants. She said that she is afraid of the soldiers who have encamped in their community. She said that being an evacuee is not easy. She sleeps on a makeshift bed made of bamboo under an improvised roof in the evacuation center. Constantly, they are awakened every time a motorized vehicle passes by. As she narrates her story, she feels sick with fever. Aileen says she misses her home and hopes that one day the military will

leave their community. As a young girl, the sound of war and bombs are not new to her anymore. Along with her two siblings, she stopped going to school to join her community in their call for the government to pull out the military troops away from their land. Deep in her heart, she longs to go back to school and she knows that this dream will only come true once the military troops leave permanently. Before the evacuation, Aileen was on her second grade at Salugpongan ta tanu Igkanogon Community Learning Center at Sitio Lasakan.

Every day, she walks for two hours in order to reach her school. She dreams of being a teacher one day that’s why she wants to continue her studies. She says that there a lot of children in her community who need help in learning how to read and write that’s why she wants to be a teacher. Like Aileen, there are 93 more pupils among 200

evacuees from Talaingod and Bukidnon who are now in United Church of Christ of the Philippines’ Haran to seek refuge. According to Dolphing Ogan, Secretary General of Kusog sa Katawhang Lumad sa Mindanao (Kalumaran), the education of their children has been persistently under attack since the military troops use their school

as encampments and transformed them into military barracks. He said that militarization under President Benigno Aquino the Third’s Oplan Bayanihan has incessantly targeted the Indigenous Peoples. BBL disinformation campaign A Muslim leader has bewailed the disinformation campaign being waged by the critics of the draft Bangsamoro Basic Law (BBL) and fueled by some bias media practitioners cum commentators that tend to mislead a gullible public emotionally affected by the Mamasapano incident. Former Ambassador Macabangkit Lanto, has the moral perch to appeal for fairness. We can only agree with him that speculations and innuendos should be avoided. Contrary to what is being peddled by its critics, the draft law did not provide for an independent and separate Commission on Elections, Commission on Human Rights, Civil Service Commission, Ombudsman and Police in the envisioned Bangsamoro government. These offices are much like the regional offices which are extension of the national agencies or commissions exercising powers, authority and duty derived from the latter along the time-tested principle of autonomy and devolution of powers which political science experts and government administrators found as sound management tool and strategy. He admitted however that the autonomous powers of the proposed Bangsamoro government are much greater and enhanced compared to the powers of the ARMM because the powers of the latter have been found to be insufficient and ineffective in addressing the peculiar problems of the Bangsamoro. Lanto, a former Undersecretary of Justice cited Article 7, Section 9 of the draft law which created a Bangsamoro Electoral Office where the draft law is emphatic that it “shall be a part of the Commission on Elections and which shall perform functions of the Commission on Elections in the Bangsamoro”. And he added that the Director General who will head the office is not even appointed by the Chief Mininster but by the President. In other words, he argued, all these agencies proposed in the draft BBL are part of the national offices or commissions. Lanto, likewise said that under the present set-up of the ARMM, there already exist the office of the Civil

Service, office for Human Rights, COA and other adjuncts of the national offices which exercise powers “without prejudice to the powers, authority and duty” of the national offices and commissions as categorically and emphatically provided by the BBL. The devolution of the powers of the national commissions, he argued, does not in any way dilute or weakened its constitutionally mandated powers. It will in fact enhance and strengthen these powers because it will facilitate its implementation in the regional level, he said. He predicted confidently that these provisions of the BBL can easily pass the constitutional test given its flexibility and the fact that according to jurisprudence the Constitution is a “living document” capable of adapting to new demands of a changing nation and social and political imperatives. In the case of the Bangsamoro Police, Lanto said that the draft law is very explicit that the said Police Force “shall be part of the Philippine National Police” and the Bangsamoro Police Board “shall be part of the National Police Commission”. What perhaps triggered the alarm bell about the powers of these devolved offices is the word “Bangsamoro” preceding the name of these offices., he opined. He said that if it is a problem of semantics it is alright to amend some questionable provisions of the BBL but not a wholesale overhaul of the draft law because it might lose its raison d etre and the substance or principles agreed upon by the negotiating parties embodied in the Comprehensive Agreement on the Bangsamoro (CAB). Lanto, who once served as Governor of the Integrated Bar of the Philippines echoed the appeal of the Bangsamoro people for the legislators to separate discussion on the BBL and the Mamasapano incident as it might becloud the noble purpose of the BBL which is a roadmap for peace.

Plan to boycott XU graduation rites snowballs Despite efforts and assurance of security measures, some parents are already thinking twice about whether to allow their sons and daughters to join the graduation rites at Xavier University this month. Even the students themselves have threatened to stage a lightning rally inside the university campus during the graduation rites. If it happens, we are thinking ahead that the university officials would certainly institute drastic measures against the students. However, no matter what disciplinary measures are on hand, an enraged studentr y and parents could not be blamed if they would not honor the commencement exercises. At the outset, many are puzzled why the university’s Board of Trustees is forcing the issue of inviting an “unwelcome guests” to the city. The university, a Jesuit run educational institution, has invited and would be conferring awards to members of the government peace panel during

the university’s 75th commencement exercises on March 26, 2015. Sec. Teresita Deles, head of the Office of the Presidential Adviser on Peace Process (OPPAP), is scheduled to receive a Doctorate in Humanities (Honoris Causa). Mohagher Iqbal, chief negotiator of the Moro Islamic Liberation Front (MILF) and Prof. Miriam Coroner Ferrer, head of the government peace negotiating panel will each receive the Fr. Masterson Awards. Foremost, the people of Cagayan De Oro City are not really against the giving of the awards. However, Cagayanons are complaining that the “timing” of the recognition awards is not conducive at this time. The Cagayanons are still grieving at the death of the 44 members of the PNP’s elite Special Action Force (SAF) during the Mamapasano carnage in Maguindanao last January 25, 2015. In fact, one of the SAF victims of the barbaric attack was reportedly a Cagayanon. Nonetheless, the University President Fr. Roberto Yap said that the Board

of Trustees has made the decision to award Iqbal, Deles, and Ferrer during a meeting last Nov. 29, 2014, two months before the killing of 44 members of the Special Action Force (SAF) during the Mamapasano tragedy. “The recipients of the awards are leaders who endeavor to keep alive the hope that dialogue, negotiations, and kept the peace agreements in lieu of guns, violence, and war,” Yap said in a statement released to the local media. Apparently, the university officials are trying to justify their decisions in an effort to appease the restless Cagayanons. But,

that is not the issue really. The issue being raised by those who opposed in the conferment of the awards is the “spirit and validity” of the award itself. Why give the award when the peace process or the “Bangsamoro Entity” has yet to undergo the test of times? Why give the award when the passage of the Bangsamoro Basic Law (BBL), the basis for the signing of the Framework Agreement, is now even uncertain? Whatever the motive of the board of Trustees to force its decision to proceed the untimely recognition to an “unwelcome guest” (this time), is definitely reserve to the university officials. However, one thing could not escape in the minds of those who are watching the unfolding events: The Xavier University could be doing this in order to protect the university’s interest in Mindanao. COTABATO City--To further strengthen the manifestation of sincerity and commitment of the Moro Islamic Liberation Front (MILF) to the ongoing peace process with the government, more than 2,000 of its members and combatants, including those in the key positions and the members of the Central Committee will join in a symbolic voter registration set by the Commission on Elections (Comelec) on March 7, Saturday in Camp Darapanan, Sultan Kudarat, Maguindanao. A preparatory and coordination meeting for the said registration was held on Wednesday, March 4 here that

was facilitated by COMELEC regional office in the Autonomous Region in Muslim Mindanao (ARMM) and top officials of the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), the members of the Coordinating Committee on the Cessation of Hostilities (CCCH) of both the government and the MILF and the Office of the Presidential Adviser on the Peace Process (OPAPP). Family of slain PNP-SAF from S. Kudarat gets benefit from ECC GENERAL Santos City––The Employees Compensation Commission (ECC) has released P20,000 in funeral benefit to the family of a police commando from Sultan Kudarat province who was among those slain in the bloody clash in Mamasapano, Maguindanao last January 25. Ofelia Domingo, Department of Labor and Employment (DOLE) Region 12 director, said Thursday they delivered the cash benefit recently to the family of the late Police Officer 2 Roger Cordero, who hails from Isulan town in Sultan Kudarat. She said the release of the benefit was facilitated by ECC Region 12, which is an attached agency of DOLE-12. “It was in response to a directive from our central office,” she said. Domingo said Labor Secretary Rosalinda Baldoz specifically ordered the speedy release of “employees’ compensation, insurance and funeral benefits” due to families of the 44 Philippine National Police Special Action Force (SAF) troopers who died in the Mamasapano encounter. The SAF troopers were serving arrest warrants for Malaysian bombing suspect Zulkifli bin Hir alias Marwan and local bomb expert Abdul Basit Usman in the outskirts of Mamasapano, Maguindanao when they clashed with the members of Moro Islamic Liberation Front and the Bangsamoro Islamic Freedom Fighters. Marwan, who was reportedly killed in the operation, and Usman were included in the terror list of the United States and carry a combined bounty of US$6 million. Domingo said the funeral benefit released by the ECC was mainly drawn from the Government Service Insurance System (GSIS). She said the families of the 44 slain police commandos were entitled to receive benefits from the GSIS under the employment-compensation claims and benefits component. Aside from the funeral benefits, she said the dependents of the slain policemen will also receive monthly pensions that have yet to be determined. The beneficiaries include the surviving spouse until she remarries and their children under 21 years of age, she said. ECC-12 and GSIS-General Santos personnel earlier visited the family of PO2 Cordero as part of their Quick Response Program, she said. Domingo said the two agencies assured the slain policeman’s spouse that they will coordinate closely for the release of the benefits and other assistance until she receives her survivorship pension, which also covers their nine-year-old son. and Senior Superintendent Noel Armilla, PNP director for ARMM. Atty. Sumalipao said that COMELEC will assign 5 registration machines at the gymnasium in Camp Darapanan to cater the registration of the MILF combatants. Those who will be involved in the registration will be members of MILF who are stationed at Camp Darapanan. He clarified that after the registration of the more than 2,000 MILF members, registration of other MILFs from various areas in Mindanao will continue in accordance with the continuing registration of voters for the 2016 elections. Security measures and other coordinating matters were already finalized during

the meeting that includes the role of the PNP in ensuring the orderliness in the area especially on the flow of traffic in the Narciso Ramos Highway. Both the government and the MILF representatives agreed that the upcoming event will help boost the ongoing peace process. From combatants and warriors, the move will show the transformation of MILF into peaceful members of communities by effecting changes through the electoral process. The registration of voters on March 7 will be witnessed by chair Henrietta de Villa of the Parish Pastoral Council for Responsible Voting (PPCRV) and COMELEC Commissioners Al Parreno and Floriana de Guia.

Fourteen ASG were killed and 19 wounded since the start of the offensive last week against them in Sulu. Before the clash, three soldiers were killed while six others were wounded when the ASG set off an improvised bomb fashioned out as a landmine along the road linking Barangays Pansul and Panglayahan, Patikul. Pansul and Panglayahan road when they tripped on a landmine. Arrojado the troops returned fire and engaged the ASG in a firefight. “Immediately, we sent reinforcement to the engaged troops. There were reports that the bandits suffered number of casualties as they fled from the encounter site. Our troops are pursuing them,” he added. Norte’s southern towns one in fighting illegal fishing LILOY, Z amboanga del Norte– Driven by their desire to stop illegal fishing in their municipal waters, the nine coastal municipalities of the third district of Zamboanga del Norte have recently taken the first step against illegal fishing and all forms of illegal activities in the area. This started with the signing of the Multi-Sectoral Memorandum of Agreement (MOA) creating the Bantay Dagat Kalikasan Task Force spearheaded by the congressional office of Congressman Isagani Amatong of the province’s third district and the 10th Infantry Battalion and government agencies concerned. 10TH IB Commanding Officer, Lt. Col Leonel Nicolas said the task force was formed after the municipal mayors of the southern municipalities aired their concern on the rampant illegal fishing in their municipal waters. Aside from the congressional office and 10th IB, other signatories to the MOA were Vice Governor Senen Angeles, the municipal mayors of the costal municipalities as well as the representatives of Bureau of Fisheries and Aquatic Resources (BFAR), Department of Environment and Natural Resources (DENR), Philippine Maritime Police, Philippine Coast Guard and the Philippine National Police(PNP), Assistant Regional Director Joseph Florig of BFAR-9 said “the creation of the task force is so timely due to the excessive damage inflicted by the illegal fishing activity,” adding “unlike in agriculture wherein the farmer will have to invest first and cultivate their farm to have something to harvest, at sea

Vice Governor Angeles, on the other hand, assured the provincial government’s support to the creation of the task force and he challenged the mayors of the southern municipalities to sustain the initiative and not just end after the MOA signing. He also cautioned the municipalities in the issuance of business permit to the fishing operators and reminded them to specify the 10.5-kilometer limit under the jurisdiction of the municipal waters. Angeles added that the problem of illegal fishing has been the problem of the province for quite sometime and it is one of the major concerns the Uy administration is now giving a priority. Boosting rice farming through farm mechanization BUTUAN City- To further boost the rice production in Caraga Region, the Department of Agriculture (DA) recently turned-over around 53 units of floating tillers to various farmers associations. The turn-over ceremony was held at DA Research Station in Taguibo, Butuan City graced by DA Caraga acting Director IV Edna Mabeza. Of the 53 units, 19 units were turned-over to farmers associations in Agusan del Sur particularly from municipalities of Loreto, Talacogon, San Francisco, Sta. Josefa, La Paz, San Luis, Trento and Bayugan City; nine units goes to Surigao del Norte particularly to municipalities of Gigaquit, Bacuag and Surigao City; nine units goes to Butuan City; seven units to Agusan del Norte for the municipalities of Kitcharao, Santiago, and RT Romualdez; four units also to Surigao del Sur for the municipalities of Marihatag, San Miguel and Barobo; and two more units for the Province of Dinagat Islands. Recipients of the remaining three units are yet to be finalized. In her message, Director Mabeza said that the floating tillers are part of the implementation of the farm mechanization program for the year 2014 and urged the recipients to maximize the use of the said farm implements. Floating tiller is an on-farm machine that aids farmers to an easier, faster and efficient land preparation. Dionisio Ruperez, chairman of the Capalayan/Guiso/ Mananod/Canlangan or CAGUIMACAN Irrigators Association of Capalayan, Surigao City said that their group is looking forward

to use the said equipment as it is a big help for their livelihood. He said that using the floating tiller they will probably saved around 30-40 percent of the cost on one hectare lot during the land preparation than the traditional way of using the carabao. “Siguro sir makatipid mi ug mga 30-40 porsiyento sa among galastuhan pag-andam sa among basak, maong mapasalamaton gyud mi sa DA (We can probably save 30-40 percent of the cost during land preparation that is why we are so thankful to DA)," Ruperez said. For Johna was able to establish a lot of businesses not only in her adopted state but also in her home country – from appliance stores to restobars and pretty soon a fashion boutique. Graduating with a degree in commerce majoring in management, Johna already possessed a business mindset at a tender young age. She used to sell candies in elementary school and high-end makeup in high school back in Gingoog City. Even though residing in Arizona these past 16 years, Johna makes it a point to establish businesses in the Philippines so she could help the communities back here. Her business degree coupled with unmatched communication skills, those qualities catapulted Johna to be awarded the prestigious 2014 Young Filipino-American Entrepreneur of Arizona. “I couldn’t have done it without the

loving undying support of my husband. Patience is key when dealing with business and you have to be willing to take risks. Don’t be afraid of the future and stay focused,” she quipped. Now a mother of twin daughters and a wonderful supportive wife to husband Don Elgie, Johna says one key to her success is her belief in helping others. The other is

teaching her workers the right way instead of short-changing them with quick fixes. Johna is also very much active in a nonprofit that would usually organize groceries to be delivered to 540 families each month, feeding a total of 400 children twice a month. THERE are many documented cases of allergic reaction to fragrances. Statistics show that fragrances account for 35 to 40 percent of contact dermatitis in cosmetics. If fragrance is bad for the skin, why is it that the ﬁrst thing almost everyone does when testing any skin care product is smell it? A product with a wonderful aroma will almost always have the edge. It’s 2015 now. How high has this number increased? If you are one of those prone to allergic reactions, it is best to look for truly fragrance-free products. This can be very tricky and challenging. Products labeled as fragrancefree may still contain scent-masking ingredients with potential for irritation. These are usually essential oils that can contain the very same allergens found in fragrances.

The more commonly used essential oils with offending allergens are lavender oil (linalool), rose oil (geraniol), cinnamon and vanilla (eugenol), chamomile (cinnamal), citronella (citronellol) and citrus (limonene). These are among the 26 fragrance ingredients in the EU Cosmetic Directive (March 2005) requiring that these be included in ingredients list at concentrations >10 ppm for leave-on products, and >100 ppm in rinse-off products. The bottom line: for the majority - and that means over 90 percent of the general population, fragrances in cosmetics need not spell trouble.
