Misor to use IRA to pay its 1,200 unpaid employees MISAMIS Oriental--Payments for the 1,200 unpaid casual and contract workers in Misamis Oriental would be taken from the province’s monthly Internal Revenue Allotment (IRA), a provincial official said on Friday. Provincial Administrator Edmundo Pacalan Jr. said that the provincial board has already approved the payment for the province’s casual and contract workers amounting to P 14 million. “We will pay the unpaid workers on a monthly basis every time the province received its monthly IRA of P 61 million,” Pacamalan added. He said that the province could not pay all the casual and contract workers on a “one-shot-deal” because of the liquidity problem left by former Gov. Oscar Moreno. “Apart from the fact that the province of Misamis Oriental is bankrupt, former Gov. Moreno has left more than P 200 million cash liability that the province is obliged to settle,” Pacamalan added. Pacamalan also said that the province has adopted strict austerity measures in the wake of the findings of the Commissions on Audit (COA) that Moreno’s administration incurred a deficit of P506 million. He said that the province will pay the unpaid casual and job order workers who did not receive their salaries for the month of April, May, and June 2013. Backpacks banned in Kadayawan fest By Joey Sem G. Dalumpines

DAVAO CITY-- Carrying of backpacks will now be banned in all the city thoroughfares in the duration of the Kadayawan Festival as part of the strict security measures, according to Superintendent Marvin Pepino, director for administration of the Davao City Police Office (DCPO). Speaking at the “ISpeak Forum,” he said uniformed police will be responsible to approach violators who will be asked to open their back packs for investigation before they are lead to the police precinct for further investigation. Pepino said the ban on back packs applies to all even foreign visitors. “Even if the backpacker is far from the activity area, he will still be invited for questioning by police authorities,” he said. Pepino clarified that those who merely pass by the city will no longer be invited for questioning in the precincts, instead they will be subjected for inspection on checkpoints. He said the police will look for ammonium nitrate and other components which can be used as improvised explosive device. “As special operation procedure, we will bring the courier and his things to the police station for further investigation,” Pepino said. He said backpackers will be required to deposit his bag to the police

precinct as the festivities progress. Pepino said couriers will be issued the corresponding receipt which will be used in claiming backpack when they eventually leave for home. “Inspection is done immediately once the police suspect that the backpack contains IED,” he said. Pepino discouraged residents from carrying back packs during the Kadayawan. He also assured that the police will be cordial in the conduct of inspection. “We are now ready with our security plan for the Kadayawan. Pablo victims laud gov’ts shelter assistance TAGUM CITY -- Septuagenarian Rosenia Semacas of Sitio Kasilak, Barangay Linao in San Isidro town, this province, could not contain her joy upon receiving the P10,000-worth of emergency shelter assistance (ESA) coming from the national government. The 77 year-old widow was alone in her small shanty when Typhoon Pablo, which was the strongest tropical cyclone to ever hit the island of Mindanao, utterly ruined her home last December. She was fortunate to have only suffered minor bruises when she survived the calamity. But, Semacas would

cringe at the mere thought of the devastation that crashed her humble abode, bringing along with it all the wonderful memories that she had cherished through the years. Mrs. Semacas has since lived with one of her four married children. As she slowly picked up the pieces, her longing to rebuild her house that was toppled by the storm grew stronger everyday. “Daghan kaayong sala-

Semacas was among the 282 recipients of the shelter aid from the 13 barangays of the municipality of San Isidro. Arnel Sitoy. Ricafort revealed that a total of P8.5 million was disbursed to help some 850 beneficiaries in the province rebuild their houses, which were totally damaged by ‘Pablo’. She said more assistance are coming for the repair of partially-damaged houses. Sitoy also vowed to put up a monitoring team that would keep an eye on the beneficiaries to ensure the assistance that was given

away will really serve its intended purpose. Senior Superintendent Ronald de la Rosa, director of the Davao City Police Office said terror groups would create more impact if they create trouble here than in areas where they come from. Newborn baby among 10 newest HIV victims in General Santos GENERAL SANTOS City - A 24 year-old mother and her newborn baby have been added to the growing list of human immunodeficiency virus (HIV) victims here. Dr. Mely Lastimoso, coordinator of the City Integrated Health Services Office’s (CIHSO) social hygiene clinic, said Friday the two were among the 10 new cases of HIV that were detected in the city in the last three weeks. She said the additional cases of HIV, the infection that causes the acquired immune deficiency syndrome (AIDS), were confirmed through tests conducted by the Department of Health’s STD (sexuallytransmitted diseases)/AIDS Cooperative Central Laboratory in Manila. The new HIV cases have so far brought the total number of infections in the city to 91, around 50 of which have already developed to full-blown AIDS. Five of the new cases were affirmed by the confirmatory test results that came out in late July while the other five were based on the test results released earlier this week. “Our data has been increasing because more residents have been submitting themselves voluntarily to undergo the HIV tests,” Lastimoso said in an interview over TV Patrol Socsksargen. The official said the latest mother-to-child HIV transmission was the fourth case that

they recorded in the city since 2001. She said the young mother, who has two other children, was reportedly infected by her “philandering” husband. Lastimoso said they are presently monitoring the condition of the mother, her newborn baby and other members of the family. “We have to take care of the mother as well as the baby. That includes also the husband and the other children,” she said. Lastimoso said the new HIV patients will be given maintenance or antiretroviral drug treatment, which mainly stops the multiplication of the infected person’s viral load and eventually prevents them from further spreading the disease. In some countries, the use of antiretroviral drugs has helped effectively lower the incidence of HIV infection to about one percent and eventually stabilized the detected cases. She urged residents, especially those who have engaged in risky sexual behavior or “had sex with more than one partner at some point in their lives,” to undergo the tests so they would know their health status. Lastimoso said it’s also important for pregnant women to undergo HIV tests so they can be treated early if they’re infected. She said a pregnant mother who is HIV-positive may not

infect the baby in her womb if she undergoes early antiretroviral treatment. “The good thing about the program is that all individuals who turn out positive will immediately be subjected to maintenance treatment. That way, their lives could be prolonged and they can even live normally with their families,” she said. Through the program, Lastimoso said they’re hoping to eventually minimize or lessen the cases of new HIV infections in the area. “We’re targeting that by 2015, we will have no new HIV infections here,”she said. As of the second week of July, the CIHSO confirmed that HIV cases in the city had reached 81, 22 of which were detected in the first four months of the year. At the end of 2012, CIHSO records showed 55 confirmed cases of HIV in the city. Last year alone, a total of 27 HIV cases were confirmed by the CIHSO through its free screening or testing program. CIHSO said most of the confirmed HIV/AIDS cases in the city were found among male professionals in the 22 to 25 age bracket who were engaged in“risky sexual behaviors.” They include gays, bisexuals, men who have sex with men or MSMs and others who engage in unprotected sex and with multiple partners. THE Commission on Audit (COA) Friday bared its findings on the special audit it undertook on the Priority Development Assistance Fund which showed the misuse of billions of pesos of the so-called pork barrel by lawmakers and other government agencies.

Every student has encountered various kinds of teachers in which some of them are hated and some are loved. However, it is pretty sure that they love even those teachers who disappointed, scolded and insulted them because it is where learning came from. After all, they are teachers whose aim for students is to learn from them. Being a teacher is all about being a servant to the public she doesn’t even know one by one. It is about being a parent to children who are not from her own home. It is all about moulding minds of future educators. It is also producing leaders who could possibly her own leader someday. Teacher’s experiences with the students are beyond ordinary. They are the one who correct them when they have done wrong and scold them when they commit mistakes. Moreover, teachers are also the one who comfort them when they felt bad and congratulated them when they succeed. Teachers are heroes. They educate the people for the future world.

Senators are each given P200 million in pork barrel funds every year while congressmen receive P70 million each. Surprisingly, one lawmaker, whom she declined to name, allegedly received P3 billion of PDAF in all. 2. Some funds were released for projects outside of a congressman’s legislative

district or sector. 3. One non-lawmaker, a certain “Luis Abalos,” received P20 million PDAF and no agency could explain how this happened. 4. No endorsement from the agencies for which the funds were released, which violates the DBM’s own rules. See pork, page 11

THE Land Bank of the Philippines (Landbank) and Smart e-Money, Inc. (SEMI), a wholly-owned mobile financial services subsidiary of Smart Communications, Inc. (Smart), have jointly launched on Wednesday a pioneering partnership that will benefit over four million Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries and more than five million small farmers and fisher folk in the agricultural sector. The partnership is for a mobile-based incentivized credit, voluntary savings, insurance and livelihood program. Dubbed Panalo SIKAP (Sa Ipon at Kabuhayan Aahon ka Pinoy, which roughly translates to “through credit and livelihood, Filipinos will grow”), the program is the largest publicprivate partnership for inclusive growth, financial inclusion and financial literacy in the mobile arena and a world’s-first out of the over 40 conditional cash transfer deployments worldwide. Supporting the program

are: the United States Agency for International Development (USAID); the Bangko Sentral ng Pilipinas (BSP); the PLDTSmart Foundation (PSF); the Department of Social Welfare and Development (DSWD); and the Department of Agriculture(DA). Panalo SIKAP aims to address savings mobilization and micro enterprise development to generate micro savings across the country especially within the basic sector, which largely remains underbanked. The program also seeks to reduce vulnerability of the poor through financial literacy, promotion of culture of savings, and micro entrepreneurship. It highlights an innovative social protection enhancer with a socialized interest of only 5 percent per annum from the usual 20- to 35-percent annual interest from other microfinance institutions. “This is another milestone for concretizing financial inclusion efforts through a sustainable and scalable program targeting the base of the pyramid. As a bank, it gives us the opportunity to create and develop credit profile and credit score among the poor by

Steele, USAID mission director in the Philippines. Under the program, recipients of the government’s Pantawid Pamilyang Pilipino Program can voluntary participate by authorizing LANDBANK to auto-deduct from cash grants for their auto-savings. The amount can vary from P50 to a maximum of P100 per month or P100 or P200 per bimonthly payout depending on the beneficiary’s choice. The auto-savings will be the basis for loan availment. LandBank, in turn, can

provide 50 percent of the total accumulated future savings of the beneficiary as loanable amount. Based on the beneficiary payout, the amount can either be P1,500 or P3,000. This credit facility can be used to avail of a Panalo SIKAP livelihood package that includes a startup phone, a free retailer SIM, merchandising material, selling guide, and an initial P2,500 initial load inventory. Aside from their autosavings, beneficiaries who voluntary participate will pay a maximum amount of P56.61 a month which is just 4 percent applied to loan repayment of the total deduction. The rest goes into savings. They will also be required to set aside a minimum of 20 percent from their gross revenues per month from the Panalo SIKAP livelihood business as additional savings build up. All the income will be stored in mobile savings build-up account enabled by the Smart e-Money platform and linked to the beneficiary’s LandBank ATM cash card. Through the program, beneficiaries will not only

enjoy the auto-savings features but at the same time have the opportunity to have immediate access to a credit facility for livelihood and in the process, providing them access to financial services and capital. Those who avail of the loan can also enjoy a mortgage redemption insurance that covers death or total disability of the borrower while the loan is outstanding. This program is on top of the existing P250-billion credit facility of LandBank set aside annually for its mandated and priority sectors, and focuses on the provision of a retailer load micro-enterprise in the countryside and among the bottom of the pyramid segment. Mindanao Development Authority (MinDa) is pushing for regional growth corridors called Mindanao Innovation and Growt h C or r idors Development Program that will drive economic activities in the region as it will become a trade gateway for ASEAN members. “Growth Corridors can spur economic activities in rural areas and urban centers, providing more opportunities for our industries and enabling them to participate in the ASEAN community through our export gateways,” said MinDa chair Luwalhati Antonino. In a statement of MinDa, the Department of Public Wo r k s a n d H i g h w a y s (DPWH) Secretary Rogelio Singson presented during the Mindanao Business Conference that the department allotted

P34 billion infrastructure development for Mindanao in 2014. It was noted that DPWH’s 2014 budget for Mindanao is the highest fund that the department has allocated for the region. ”Separate infrastructure support to ARMM totaled to P8.78 billion, inclusive of other projects funded from 2011,” stated by MinDa. Likewise, the Department of Tr ansp or t at i on and Communications (DOTC) is set to improve 15 airports and 46 ports in Mindanao to improve transportation and logistics system. ”Sec. Marina freezes all ships of 2GO, Sulpicio Lines Maritime Industry Authority (MARINA) administrator Maximo Mejia Jr. on Saturday ordered the immediate suspension of all ships belonging to Sulpicio Lines and 2GO Shipping so they can be inspected by authorities. This was after cargo vessel Sulpicio Express Siete collided with passenger ship MV St. Thomas Aquinas at the seawaters of Talisay City in Cebu Friday night. Mejia said although the two shipping companies’ papers are in order and that the involved ships’ structural integrity and stability are not in question, Marina deemed it necessary that all their vessels undergo rigid inspection to ensure their seaworthiness. “It was also decided that the immediate inspection be reinforced by a suspension order of all the ships belonging to the two companies and many of these ships are still out at sea but the directive is for these ships be immediately inspected as soon as they arrive in port,” Mejia said during a press conference at the Philippine Coast Guard headquarters in Manila. He said an order was issued to all Marina regional chiefs to do the inspection of the two companies’ ships within their areas of jurisdiction. Mejia said he convened on Saturday morning a maritime crisis management committee wherein they conducted an initial investigation on the incident. “During which, we collected all documents relating to the two ships in question, checking all the validity of the certificates, the sequence and found that all certificates are in order. There is no reason to believe that the incident has anything to do with questions of stability of structural integrity of the ships,” he added. Learning about subject matters depends on how one absorbs the information and how it was delivered to him. In a classroom situation, it depends on how intently the student listens to his professor and how the professor delivers the lesson. According to a website of Skills You Need, an online portal that discussed on developing human skills, there are various barriers of effective communication. These are commonly observed to listeners such as in the classroom settings. One is the use of jargons. These jargons are technical terms that are not used in usual conversation. Listeners may find these unfamiliar or vague preventing them to understand sentences or statements mentioned in the discussion. Thus, it is very important for the teachers to define the terms used in his lessons. Another barrier to an effective communication is emotional barriers and taboos. In this barrier, a student find it difficult to express his emotions and personal opinions on a certain issue discussed in the class. It is perhaps because of tense and stage fright. Taboos can also cause the same worry. The student may apprehend that he is avoided to speak about a topic because there are limitations. Lack of attention, interest, distractions, or irrelevance to the receiver or speaker is also barriers to effective communication. This is possible if the student find the lesson discussed in front boring or he may not interested with the one talking. Another is the differences in perception and viewpoint. In the classroom setting, a misunderstanding may arise between the teacher and the student because of differences or clash of opinions. In another words, what is right to the teacher may not be favourable to the student and vice versa. Physical disabilities such as hearing problems or speech difficulties would also be a problem in a conversation. The teacher, in this situation, would not be successful in delivering his lesson because the student cannot hear it properly or perhaps, the student cannot understand him due to his speech difficulties. Physical barriers to non-verbal communication are another common barrier to an effective communication. These will appear when the student failed to see the nonverbal cues, gestures, posture and general body language which make lesson delivery less effective. Learning is not just sharing the subject matters that should be learned but also on how the lesson was presented, shared and absorbed. Detecting common problems and giving careful measures are helpful ways in achieving quality kind of learning especially in teacher-student interaction. Is there really a chance that Chairman Nur Misuari of the Moro National Liberation Front (MNLF) will ever agree to sit down and talk with the leaders of the Moro Islamic Liberation Front (MILF), an organization which was merely a part of the MNLF years ago before it broke away and ultimately became MNLF’s present-day rival for power in Mindanao? I am asking this question because Gadzali Jaafar, the vice chairman of the MILF, said on Friday, August 16, 2013, in an interview with Joe Taruc and Milky Rigonan of radio station DZRH at the program “Damdaming Bayan”, that the MILF is willing to sit down with Misuari, and settle their groups’ differences towards a united Bangsamoro. Misuari was reported to have declared Mindanao’s independence from the Philippines last week, obviously in protest over the forthcoming peace agreement between the Aquino government and the MILF. Misuari and the MNLF are of the view that the peace agreement being worked out by the Aquino government and the MILF violates the peace accord which Misuari and the MNLF signed with the Ramos government several years back. -oooPEACE IN MINDANAO WITH OTHER GROUPS LEFT OUT?
