House arrest for Senator Enrile? Minority lawmakers have sought congressional intercession for the grant of house arrest to former Senate President Juan Ponce Enrile. Minority Leader Ronaldo B. Zamora (Lone District, San Juan City) and Hon. Rodolfo T. Albano III (1st District, Isabela) authored House Resolution 1959 “urging the Sandiganbayan to grant house arrest to Senator Juan Ponce Enrile for humanitarian considerations. Several sectors have raised eyebrows on this development, but in the name compassionate justice let us give a chance to this proposal. Senator Enrile had been under hospital arrest at the PNP General Hospital in connection with the plunder charges he is facing before the Sandiganbayan. Lately on February 26, 2015, the Senator was rushed to the Makati Medical Center because of pneumonia. It is most humane to give the ailing old man

a chance to live his last few years in comfort. Zamora and Albano cited Senator Enrile’s advanced age and current state of health which would require certain medical procedures and facilities to ensure his continued well-being. There’s nothing wrong with this because the PNP General Hospital lacks the necessary facilities to properly address Senator Enrile’s current health condition. The lawmakers are also compassionate enough to plead for the mercy and consideration of the Sandiganbayan to grant house arrest to the former Senate President on “humanitarian grounds, pending the resolution of the plunder charges against him. Let’s face it, Enrile has also done many things for our country.

Basic Unit of our Republic (Part 1)

The Department of the Interior and Local Government (DILG) is urging everyone throughout the nation to attend their respective Barangay Assembly on Saturday, March 28. It is in compliance with PNoy’s presidential proclamation requiring all barangays to convene their Assembly twice a year (last Saturday of March and second Sunday of October), with an agenda provided through a memorandum circular for the purpose. However we may feel about such directive, particularly as to how it manipulates the exercise of sovereignty and our citizens’ right to assemble as often as we please, we might as well go along and view it as an opportunity to awaken our community to its role in the larger context—as the basic unit of the Philippine Republic and a microcosm of Philippine society. It is very important that we be conscious at all times that We, Sovereign Citizens, are the source of the government’s legitimacy and of its officials’ authority. Assertive Sovereignty Such community assemblies serve an essential purpose in fostering a sense of belonging and solidarity among the neighborhoods while heightening consciousness among the officials concerning their duties and obligations as public servants. Provided people take part in its deliberations and not allow

themselves to be dominated by officials who monopolize proceedings, the Barangay Assembly can rescue the community from being blithely ruled and manipulated by presumptuous traditional politicos (trapos) with selfish agendas and dynastic pretensions. Literally a constituent assembly, this Barangay Assembly affirms and embodies the paramount role of the popular will in the acts and decisions of government. Unless the people convene periodically, exchange views, and build consensus on how to secure their interests and the common good, the grassroots will remain helpless captives of trapos, their cronies, and other predators. It is incumbent upon the people to be vigilant and practice an assertive brand of sovereignty. Establishing Responsible Government Too many people forget that they are responsible for good governance at every level. Starting with their own barangay, their votes establish governments on all levels all the way to Malacañang and Congress. And they also forget that responsible governments are created by responsible citizens while irresponsible citizens create irresponsible governments. Thus the people’s essential role in creating governments cannot be overemphasized. Anyone unhappy with the conduct of government, espe-

cially their own barangay or municipal government, should look inward and consider if they themselves are to blame. But simply acknowledging the blame won’t do any good. It won’t make government or the officials change their behavior. Power of One Citizens with a desire for good governance—and who perform their role in its processes—can change the behavior of government. They can because their sovereign power, aided by the law, provides them the strength and the basis for imposing their will, bending wrongful conduct, and stopping graft and corruption. Asserting the sovereign power of a citizen, using it to reform government or politics, is the important point in the deliberations of the Barangay Assembly. For this Assembly is People Power in a real, actual sense. It is power which starts with an individual participating

in the governing process. This “Power of One,” combined with those of other individuals, strengthens the community’s collective power—which establishes or disestablishes government. To be reminded of this power, to wield it along with the rest of the community, is to bring about the realization of communal wishes and expectations and promote the common good. As a great American thinker wrote more than a century ago, “Let every man make known what kind of government would command his respect, and that is the first step toward attaining it.” (Henry David Thoreau, 1849, America’s first and foremost practitioner of the Power of One.) To enable every Filipino to make known what kind of government would command his respect, the Gising Barangay Movement offers an eight-point Agenda, which we shall detail in this column starting Part 2 onwards. He knows that if you’ll just let Him take full charge of your heart and character every day, He can start changing your life. Then you and I won’t be like children who need a lot of rules to tell us what and what not to

do. For example, if you truly love your neighbor, then you don’t need a rule to stop you from stealing from him, since you never steal from someone you really love and care about. When God the Son changes our heart and character inside, then everything we do comes from the new person we’re becoming. Jesus’ love and power starts to set us free from being a prisoner to our selfish greed and dishonesty. So won’t you ask Jesus to forgive you for your wrong, self-centered heart? Then ask Him to start changing you, so you can enjoy the success and freedom of having Jesus’ character and life yourself, which is so much more than rules. Just Think a Minute…

TWO persons -- an uncle and his nephew – were killed yesterday afternoon when a fire struck a dense urban block in Cagayan de Oro. Senior Supt. Shirley Teleron, city fire marshal, identified the victims as Jason and Jerbie Dumagat, residents of a slum area located along Yacapin St., Barangay 35, this city. Five persons in the vicinity were also injured in the conflagration that started at around 2:40 p.m. at the house of a certain Inday Findo, who escaped unharmed. Jane Campaner, the barangay secretary, said that more than 100 persons have been displaced by the fire that razed mixed light and concrete houses in Barangay 35 along Yacapin Extension, a street that leads to the Limketkai Commercial Center here.

The fire was totally contained at 4:04 p.m. A total of 200 to 300 homes within the two-block radius were destroyed and a still undetermined number were damaged. All in all, 2,000 families lost their shelters because most of them were jampacked in the houses as renters. The Cagayan de Oro City Fire District could not yet determine total amount of damages as of presstime. The cause of the fire is likewise still investigated. The victims of the fire were immediately taken care of by the barangay council in the area. Teleron said that the fire investigators are still conducting an investigation of the incident. DAR-Agnor gives out 94% of total work scope, serves 20, 312 farmers

UTUAN CITY – At least 20, 312 farmers are now owners of the land they till. After 27 years since Pres. Corazon Aquino signed the Comprehensive Agrarian Reform Program (CARP), the Department of Agrarian Reform has implemented the government’s flagship program in Agusan del Norte by way of equitable distribution of lands. Total hectare handed out in the province is now 40, 423 hectares or 94 percent of the total revised provincial CARP scope of 43, 216 hectares of which 20, 312 farmers are beneficiaries. Since year 2000, program implementation in the province took an upward growth with 22,860 hectares of land distributed and posted a 5.7 percent climb. The trend was maintained from 2004 when Provincial Agrarian Reform Program Officer (PARPO) Andre Atega took his post in 2004 up to present. For the books, Atega broke all land distribution records as CARP implementer. According to Atega, DAR Secretary Virgilio delos Reyes had ordered all remaining land acqui-

sition and distribution balance to be delivered this year. “The directive was given during an assessment meeting in Manila following DAR-Caraga Regional Director Faisar Mambuay’s presentation of the CARP status report of Caraga,” Atega said. The new system is the integrated framework for voluntary compliance and enforcement of labor laws, inculcating a culture of fair, expeditious and non-litigious settlement of disputes and at the same time strengthening tripartism. The 76 companies will have a bonus of two years exemption from being inspected by DOLE compliance officers. The 3,000-hectare Phividec Industrial Estate straddling the towns of Tagoloan and Villanueva is currently home to 76 companies after it was declared an economic zone in 1974. Of the 76, 42 are service providers while 34 are in manufacturing. The number of internally displaced persons (IDPs) in Maguindanao has breached the one hundred thousand mark on Monday, the 3rd week of the military offensive against the BIFF. As of 5 pm Monday, a total of 123,537 individuals or 24,714 families have been displaced by the AFP operations. The Autonomous Region in Muslim Mindanao (ARMM) said in a report posted on its website that the regional government is spending at least P2 million a day for food packs for the IDPs as of Friday. It also launched last week the Tabang Sibilyan, a donation drive to help those displaced by the conflict. Rochelle “Bibing” Mordeno, executive director of the Cagayan de Oro City-based BMFI, said during the group’s regular meeting (MMM) that Balay Aleosan, based in Aleosan, North Cotabato can be one of the hubs of humanitarian relief operations or as drop-off point of relief goods. The BMFI, at present, is sourcing funds and goods from its partners to help the IDPs in Maguindanao. Balay Aleosan, like the rest of BMFI’s unit, has an ongoing peace campaign in North Cotabato and neighboring barangays in Maguindanao. BMFI is also thinking of ways to immediately mobilized relief goods and volunteers for the IDPs. Mordeno said that Balay Aleosan is open to host volunteers who are doing humanitarian work to help the IDPs in Maguindanao. On its 5th year, this time, CIC shall hold the very first Barangay Culinary Livelihood Program in the city titled Lutong Panginabuhian! with the theme: “Panginabuhian alang sa Kalamboan, I-alagad sa Katilingban.” The main purpose of this event is for the school to impart and to share the CIC education to mothers and families in different Barangays focusing on practical livelihood topics, recipes and food sanitation. One of the highlights of the BCLP is the Kagay-an Barangay Cook-Off. Five teams comprising five members each are to compete against each

other and the dish that the teams shall cook will only be revealed during the Cook-Off.
