8 die, 8 hurt in poll-related MILF infighting CARMEN, North Cotabato -- Eight persons were killed and eight others wounded Wednesday morning when two Moro Islamic Liberation Front (MILF) field commanders, who have been keeping a long-standing family feud, clashed in conflict which stemmed from previous elections in the province and the coming barangay polls on Monday. Capt. Antonio Bulao, speaking for the 602nd Infantry Brigade, said four armed men belonging to MILF Commander Bhuto Sanday alias Commander Bhuto were killed Wednesday dawn in a clash with MILF Commander Mokamad Andoy in Barangay Bagoinged, Pagalungan, Maguindanao. Four other followers of Commander Bhuto were also wounded. Bulao said the group of Commander Bhuto stormed the village of Bagoinged where Commander Andoy and his men were staying since one of his relative was seeking a village position.

2 killed, 5 wounded in Agusan firefight CAMP EVANGELISTA, Cagayan de Oro City - Two paramilitary forces were killed while an army sergeant and four other civilians were wounded in a 20-minute firefight with communist guerrillas in the Agusan del Sur, a report reaching here said on Wednesday. Capt. Christian Uy, spokesperson of the army’s Public Affairs Division here, said that the paramilitary forces were on patrol when they encountered about 30 fully armed rebels of the New People’s Army (NPA) in the hinterland village of Guadalupe in Esperanza, Agusan del Sur, on Monday. Town dads oppose coal plant in MisOr In a three-page Resolution No. 156, S, 2013, passed during a special session on June 10, 2013, the municipal council “expressed vehement opposition in the construction or establishment of a coal-fired power plant” in Misamis Oriental. The opposition of the municipal town of Tagoloan obviously ran counter to the resolution of the members of the provincial board that reportedly gave a go signal for the construction of a “highly pollutant” coal-fired power plant in Misamis Oriental during a session in Duka Bay, Medina, Misamis Oriental on October 8,2013. In that “infamous” Duka Bay Resolution, Vice Governor Joey Pelaez, who himself claimed to be a staunch anti-coal fired plant enthu-
siast, alleged that the resolution was “unanimously passed” because there was no opposition from the concerned sectors particularly the academia and the environmentalist groups. In contrast, the municipal council of Tagoloan said that the people in Tagoloan would “suffer immense pollution problems” that would be hazardous to the health of the province’ s inhabitants.” The resolution said that the proposed coal-fired power plant was the same project that was vehemently opposed by residents in Subic, Zambales, Ilo-ilo City, Masinloc, Zambales, and Limay, Bataan. The resolution signed by eight members of the municipal council of Tagoloan said that the Court
of Appeals has nullified the Environmental Compliance Certificate for the intended coal-fired power plant in areas where the local government and residents interposes an objection of its operation on the issue of pollution and health. The proposed P 30 billion coal-fired power plant was proposed by a power company known as FDC Misamis Power Corp., a subsidiary of the FDC Utilities, Inc. of the Filinvest Dev’t Corporation. An 84-hectare lot in the adjacent town of Villanueva, in Misamis Oriental, would host the proposed new coalfired power plant in the province. In a statement, Pelaez earlier cautioned local officials and stakeholders in Misamis Oriental of the hazards of two or more coal-fired power plants in the province. At the moment, a German model STEAG coalfired power plant is already operating in Villanueva,
CAGAYAN DE ORO CITY – A lady city councillor here has proposed the creation of a body that would study new technologies that could reduce power expenditures of the city government.
City Councilor Candy Darimbang said that the new technology was being used by some advanced neighboring countries in Asia such as China and South Korea.
She said that the city government’s power expenditure has gone up because the city government is still employing an obsolete lighting system that requires higher wattage.

CAGAYAN DE ORO CITY, Misamis Oriental – Town officials in Tagolo-an, Misamis Oriental has passed a resolution to oppose the construction of a new coal fired power plant in the province.
Misamis Oriental. Aside from the proposed 405 megawatt of the Filinvest Dev’t Corp. coal-fired power plant, CEPALCO, a local power distributor, also submitted a proposal to construct another coalfired power plant in the town of Balingasag. Pelaez said that “scientific studies have shown that coal is dirty, if not the dirtiest of all fossil fuels.” “It (coal plant) emits 29 percent more carbon than oil and 80 percent more than gas. It (coal plant) is one of the leading contributors to global warming and climate change,” Pelaez said in a statement read during the 5th regular session of the provincial board of Misamis Oriental on July 2013. He said that “burning coal releases massive amounts of harmful substances such as Mercury, a deadly Neurotoxin and Arsenic, a known carcinogen (cancer causing) which are both toxic to human health and the environment.”

Our country’s problem on quality of education is being resolved. Observers say it is recently improving. But we need an honest examining of the perceived causes of a declining quality education. It is a fact that the quality of Philippine education has been observed as declining a few years back owing to poor results ín standard entrance examinations conducted for elementary and secondary students, as well as college entrants. P ro b l e m s i n c l u d e high dropout rates, high number of repeaters, low passing grades, lack of particular language skills, among others. There is also a perceived failure of government educational technocrats to adequately respond to the needs of students and pupils with special needs; failure of the government to efficiently address problem on overcrowded classrooms; and lack of school buildings and classrooms corollary to the rising student population. Poor teacher performances. It is being argued that this problem is more consequential than generic. For one thought, poor teaching performance can be traced to his or his school’s standard during college education phase. Was the school a diploma mill? Were the teachers inefficient and of low standard in intelligence and mental qualification? Did our education schools produced sub-standard
graduates? Were the curricula efficiently applicable to modern needs of the field? Other thought may harbour on the livelihood aspect. Do teachers have enough income to inspire them physically in their jobs? If a teacher’s children left at home are crying in hunger, how can he or she be at ease and mentally inspired to do the job? These perceived problems have greatly affected the quality of education in the Philippines. However, it is not a reason for us to be distraught. The government should first address the education sectors’ need for infrastructure, i.e. better classrooms, more buildings, better school equipment; sufficient salary and wages. On the problem of lack of teaching qualities, a special commission should be formed to assess the educational institutions as to its qualification and actual meritorious standing in training and teaching future teachers. Those institutions found inefficient should be rehabilitated, not necessarily barred from offering education courses. Te achers te aching education subjects must be diligently monitored whether they are technically qualified to do the job. Above all, the curriculum must be made fit to the present needs of the educational system.

Cagayan de Oro - The Department of Agrarian Reform in Region 10 and the Philippine Coconut Authority conducted a DAR-PCA consultative meeting for coconut-based agrarian reform beneficiary organizations (ARBOs) under Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) and Kaanib Enterprise Development Project (KEDP) recently in this city. The collaboration between the two agencies aims to identify and prioritize potential areas for coconut plantation and to further develop existing plantations thereby increasing farm productivity, improve household incomes and provide sustainable livelihood for the agrarian reform beneficiaries. “We have a lot of potential in our existing agrarian reform communities (ARCs) for coconut plantations. We just need to assist and provide them with the needed materials,” mentioned DAR-10 Regional Director Engr. Felix B. Aguhob. Further, PCA Regional Manager Luis G. Cruz stressed that proper organization could make the crop competitive in global markets. “The coconut commodity is one of the most important crops that will create a strong institution. When a calamity strikes leaving so much devastation, the normal behavior we have observed in the past is that we immediately rally collectively behind the victims supporting them in their material needs and comforting them for their loss, suffering and misery. The recent calamity, however, the 7.2-magnitude earthquake that left behind unimaginable devastation in Cebu and most especially in Bohol, a different behavior among our people has been observed to have surfaced. It’s a behavior that only ensures division amongst us. The behavior only aggravated the pain and agony of the victims. Sadly, even President Aquino fell into the trap of this behavior when on his visit to Cebu hours after the killer earthquake struck he allowed the ugly head of partisan politics rear by not dealing with the city mayor of Cebu who happens to belong to the opposite side of the political fence. And as if trying to tout the political foe even more, Aquino had himself surrounded by Liberal Party allies led by the political has-been Tomas Osmena. When Vice President Jejomar Binay went to Cebu to show his sympathies to the victims and to distribute relief goods that he made sure are labeled as coming from him, he just met also with his partisan political allies led by Cebu City Mayor Michael Rama. Perhaps Binay was just trying to emulate what Aquino did before him. These two incidents, and the numerous issues attached

Rearing of ugly head A deeper view Jesse E.L. Bacon II to the giving and delivery of relief goods to intended victims in Cebu and Bohol, only fanned the fire of speculations on about everything in media and cyber space. This only resulted in more confusion, more criticisms, founded or unfounded. And surely it did not do any good to the victims who only ended up becoming victims the second time around. Every Tom, Dick and Harry had a heyday criticizing everything and everyone in the government. Those in the private sector were not spared either. Even if government agencies were trying their best to respond to the needs of the victims for food, water, sleeping gears, and even generator sets, the national government ended up accused of not doing anything for the victims. This so-called failure was then conveniently compared to the billions of pesos lost to corruption and even the $1 million that Aquino donated to the 7.4-magnitude earthquake victims that struck Japan two years back. The ugly head of partisan politics had a heyday rearing. This made people demand how much the national government out of its numerous lump sum appropriations had
appropriated for the victims. Everyone seems to be of the view that rehabilitation of the destroyed infrastructure can be done three days after the earthquake. The mayor of Maribojoc in Bohol even went to the extent of flushing out from his town Red Cross volunteers because they refused to accede to his order that they surrender their relief goods to the local government. The mayor was quoted as saying that the town officials and the barangay captains are in the better position to equitably distribute relief goods to their constituents. But many were afraid the distribution might just be used for partisan political purposes considering that the barangay elections are just a few days away. Private relief operations groups are also afraid that the relief packs good for five days might just be repacked to last only for one day so that there’ll be more recipients. What the mayor inexplicably forgot is the dictum that recipients can not demand anything from the donors. If the donors want a particular private agency to carry out its relief operations, no Pontius Pilate can ever order otherwise.
Instead of quarreling with private relief operations efforts, local officials should instead welcome everyone and respect their manner of distributing their relief goods. No matter how the mayor insists that they can do a better job of distributing the relief goods, if it is not what the donors tapping the Red Cross, for example, want, the mayor could not do anything. Perhaps it is good for us to go back to our previous behavior of coming to the succor of calamity victims just like in the past instead of pulling each other down. This new behavioral phenomenon is truly a surefire formula toward our own destruction as a people. Let us not continue fanning the fire of division, hatred, anger toward anyone at this time when our unity as a people is demanded. But public officials should show the way how we could be united. Aquino’s inexplicable act of allowing partisan politics come in the way in the discharge of his duties toward those who he fondly call as his bosses did not do any better to him and to the people. Aquino should stop listening to the petty advice of his LP allies for him to be petty even in times like this. Let Mar Roxas destroy himself because the truth is there is nothing left of him anymore that could be destroyed. Politically he is a total wreak already. Zambo health office taps NGO to help prevent spread of STDs in evacuation center

AMBOANGA CITY – The City Health Office has tapped the assistance of a nongovernment organization (NGO) to help prevent the spread of sexually transmitted diseases (STDs) at the Joaquin Enriquez Memorial Sports Complex that has been turned into an evacuation center since September 9. Rodelin Agbulos said the decision was made fol low ing reports on the presence of commercial sex workers at the sports complex, the biggest evacuation center for families displaced by the 20-day standoff between government forces and the Moro National Liberation Front (MNLF) under
founding chair Nur Misuari. The standoff started last September 9 after the MNLF laid siege on some coastal villages in the city, and was declared “over” by September 28. Agbulos said his office and the Health Development Empowerment Ser vice (HDES) have strengthened their campaign against STDs and Hu-
man Immuno Virus-Acquired Immune Deficiency Syndrome (HIV-AIDS). HDES is an NGO working against the spread of HIV-AIDS and against child exploitation. Agbulos said they are utilizing the assistance of “peer educators” who are volunteermembers of HDES in the advocacy campaign. He said these “peer educators” are former freelance sex workers. “They are the ones who go around and distribute condoms and they are the ones who go around checking on the possibility of sexually transmitted disease infection,” he said. He said it is understandable that the sex workers will prefer
to stay at the sports complex since there are thousands of persons staying there, some of whom are potential customers. “Freelance sex workers are highly mobile. They don’t stay in one place. They go from one place to the other but with the curfew, they would rather stay in a place where there are plenty of people and that is the sports complex,” he said. The curfew remains in effect, from 12 midnight to 4 a.m. Agbulos disclosed he also received reports that there is a strong competition among the freelance sex workers citing some of them have resorted to so-called “bagsak presyo” (bargain) scheme. DIPOLOG CITY – The city government here in partnership with the Kristiyanong Kabataan para sa Bayan (KKB) of the Jesus is Lord Church (JIL) is slated to conduct a screening of the movie entitled “Boses” on Nov. 25 to encourage the public to support a crusade against child abuse. ZAMBOANGA CIT Y Most of the schools used as evacuation centers for the flood and conflictaffected families in the city have been vandalized, ransacked and many school equipment were reported stolen, City Schools Division Superintendent Melchor Natividad said in a recent news conference. H o w e v e r, t h e D e partment of Education’s (DepED) priority is “to provide the evacuees humanitarian service in spite of their misdemeanors.” Natividad disclosed that “chairs, doors and other school facilities were destroyed, classroom appliances like electric fans and DVD players were stolen, and the canteens in some schools were ransacked.” In spite of this, Natividad ordered the teachers and school personnel to be tolerant, at least for the meantime. “Our priority is to provide them with service. We have to consider that they
have been under heavy stress for the past several weeks,” Natividad pointed out. He added that “school authorities should make an inventory of the stolen items and report the incidents to the police.” He said that the school personnel will submit a report of all the expenses for the information and appropriate action of the Crisis Management Committee (CMC). In the Zamboanga City High School’s main campus in barangay Tetuan, a ceiling fan was literally removed from its socket. Pacifico Dela Cruz, the school’s administrative officer bared that lockers were destroyed, and the shirts kept inside them for the students were stolen. The faculties’ personal storage spaces were also breached. Dela Cruz said they would be submitting a formal report on the stolen items, as well as the extent of the damage to school

AVAO CITY -- Davao City Mayor Rodrigo Duterte cited the kind act of the Cebu City local government in 2003 during a deadly terrorist bombing in his city when the Mayor handed out assistance to quake-stricken local government units (LGUs) in Cebu and Bohol.
"They were here when we needed help and now it's our turn to show our gratitude to these people," Mayor Duterte said. The Mayor was referring to the act of then Cebu City Mayor Tomas Osmena and his City Council who visited Davao City in 2003, days after a powerful bomb ripped the passenger waiting area of the Davao International Airport killing dozens of innocent bystanders. Last Sunday (October 20) Mayor Duterte flew to distribute P5-million to the province of Cebu with quake affected Cebu towns and cities receiving P500,000 each.

said during the annual Foreign Correspondents Association of the Philippines (FOCAP) forum held at the Manila Hotel. He said government law enforcement agencies are still hunting Misuari and 60 of his followers who have been charged with rebellion by the Department of Justice (DOJ) for the Zamboanga City standoff. Misuari is accused of sending MNLF fighters to

MANILA -- The Supreme Court has found 10 persons guilty of kidnapping for ransom for abducting a rich fish dealer in 1998. In an en banc ruling promulgated on Oct.1, 2013, the SC upheld with modifications a decision of the Court of Appeals on accused-appellants Halil Gambao, Eddie Karim, Edwin Dukilman, Tony Abao, Raul Udal, Theng Dilangalen, Jaman Macalinbol, Monette Ronas and Nora Evad. They were found “guilty beyond reasonable doubt as principals in the crime of kidnapping for ransom and sentenced to suffer the penalty of reclusion perpetua, without eligibility of parole.”

Elipe as the lead committee and granted him full authority to prepare the schedule of the marathon hearing by departments or offices. In view of this, all committee meetings for the duration will be suspended except in cases involving measures certified as urgent and without prejudice to the submission of documents to committee members for perusal. They will participate, cooperate and contribute for the team to succeed. In a classroom setting, teamwork is very important especially in school activities such as group discussion. One example of this is the discussion that involves teacher and students. Perhaps, there is only one person, basically the teacher, who is talking most of the time. However, she still need the participation of her students. Such participation will be seen through listening attentively to the teacher’s discussion, answering her questions and of course, understanding her lessons very well. Another instance is the teamwork that should exist in the group of students conducting a school
activity. This activity may be in the form of classroom assigned task or event hosted by clubs, alliances or societies. There and then, as the same, there will be leaders who will stand in front of the group. Furthermore, this leader will also need the participation of his members. Such participation is through following his requests and as well, contribute ideas to their plans and strategies with regards to the activity that will be conducted. Teamwork along the group should be exercised to the extent that all group members will participate. As such, teamwork means working or accomplishing tasks as a team. The group is not divided nor members are separated. Instead, they are working for a goal. And it is when this goal is successfully accomplished, learning, as the same, will be successfully attained.
