DTI DavNor trains CARP beneficiaries on food safety

Davao del Norte - To be able to compete in the ASEAN market, the Department of Trade and Industry (DTI) Davao del Norte Field Office trained recently at their function hall two beneficiarygroups of the Comprehensive Agrarian Reform Program (CARP) on Food Safety and Good Manufacturing Practices.

Kipalili, San Isidro, who are DTI-funded CARP beneficiaries, participated in the training. Said clubs produce banana chips and processed cacao beans respectively.

and medium enterprises (MSME), who are in the food business, to acquire registration from the Food and Drugs Administration (FDA).

AGAYAN de Oro City––Thousands of lumads, belonging to the Tagtabulon tribe in sitio Kamansi, Barangay Banglay in Lagonglong, Misamis Oriental, fled their homes due to alleged militarization and harassment in their area.

Governor Yevgency Vincente “Bambi” Emano said at least 250 individuals, including children, camped out at the capitol grounds since Thursday night due to massive presence of government troops.

Emano said the lumads also protested the presence of military camp near their residences for fear that they will be caught in the crossfire.

Provincial Disaster Risk Reduction Management Council (PDRRMC) head Fernando Dy said Governor Yevgency Vincente “Bambi” Emano has ordered the filing of charges against those

alleged involved in human rights violations.

Dy said the criminal complaints will be filed as soon as the the PDRRMC will be able to completely get the names of the accused individuals.

Aside from the filing of criminal complaints, Emano has instructed Dy to identify the soldier who accused the civilians of causing the chaos in Barangay Banglay.

In the vernacular, Emano quoted the soldier as telling the residents: “Ang hinungdan sa kagubot kay kamo mga katawhan.” The governor said that what the soldier did is to sow more

Organization and educational intuitions

It is common to deal with different people with different characters in an organization. In that condition, the people in that organization have to communicate one another by bringing their different characters blended in the attitudes during the interaction.

The longer the communication and interaction the more the people in the organization are recognized verbally and non-verbally.

Organization in the long run has improved and developed depending on the rhythm of the interaction.

One who has improved more quickly, he or she can learn a lot of value. In this respect, he/ she can manage the interaction well and get along so much with his/ her improvement. That is his or her character forming his or her personality.

In another situation, we can also find the people who are slow to learn during the interaction. For these people, the more the interaction with the organization, the more problematic they are. It is common we find someone in an organization that tends to be problematic.

If only one person is found in the organization having this character, it is said that this person is considered a troublemaker. He or she will finally be “dragged into a corner” having difficulty to get in touch with the rest-bigger number of the organization members. He is excluded.

Unfortunately, when the people who are slow learners are found to be in a bigger number, the case is different. For example, when almost the whole members are slow learners and unable to adapt to the best one, the case must be different. For example, they find one person who tends to be smart and quick to learn the organization

values. They will consider this person a trouble maker.

This person is excluded. He or she can be the brightest person among the members.

He or she might go beyond the rest of the members’ slowness.

How about if such a condition happens in educational institutions? Well, the answer to this question can be unique. For the people who have not yet got wellinformed about leadership and management, they are the powerful judges. Then, the person being excluded will feel the work like a nightmare. Every policy made by the leaders tends to be unfair. This is, again, the nightmare for the quickest learner.

Education and the system will no longer be in a good academic atmosphere.

The process of teaching and learning can be worse and worse. The members of the whole educational institution are not in harmony and eventually get bogged down in meeting the goals. All the objectives initiated in the planning phase tend to be un-executed. The “cold See djuwari, page A11

A proud man who thought he knew it all, liked to say: “You can disagree with me. After all, you have the right to be wrong!” Freedom is probably the most valuable thing we can have.

Many of us are free to choose our own leaders and government. We’re free to choose to study hard and get a good education. We don’t like to be forced to do anything, do we? We don’t want someone to marry us just because their parents forced them. We want our husband or wife to choose to marry us because they love us and want to live their life with us.

God could easily have made us like robots or machines, so we’d have no choice but just do exactly what He wants.

It’s because God loves us that He wants us to freely choose to love Him in return, and to enjoy living His right way. But we all rejected God’s love and His right, happy way of living. We chose to live our own way. We’ve chosen to do many things wrong: wrong thoughts and words, wrong attitudes, and wrong living.

Just look at all the problems around us because of people’s greed and selfishness, vicious gossip, angry, hurtful words, violence, immorality and lack of self-control, as well as dishonesty and corruption.

When you and I choose to live our own way, Jesus said that we’re also choosing where we’ll live after we die: separated from God in Hell. In Hell, evil, pain and suffering will never end. 148 HS grads qualify for 2015 DOST scholarship

UTUAN City - A total of 148 graduating students from Caraga have qualified for the 2015 Department of Science and TechnologyScience Education Institute (DOST-SEI) undergraduate scholarship.

According to DOST Caraga scholarship coordinator Meriam B. Bouquia, 1,227 graduating high school students from different private and public institutions regionwide applied and took the challenge

of the qualifying examination last September 26, 2014 and only 12.06 percent of them surpassed.

(ADN), 39 from Agusan del Sur (ADS), 36 from Surigao del Norte (SDN), 34 from Surigao del Sur (SDS), and 9 from the Province of Dinagat Islands (PDI).

They shall enroll to courses under engineering, natural, physical, and applied sciences based on the priority courses enumerated by the scholarship program.

Mining Engineering, Agriculture, and Fisheries will be given a P6,000.00 monthly stipend while those who will enroll in other priority courses are entitled to P5,000.00 monthly.

The program will also provide P1,000.00 book allowance per academic year, P10,000.00 tuition fee subsidy per semester, and P1,000.00 MS/PE clothing allowance.

Daily brownout affects BIR operations in Region 9

AMBOANGA City -– The Bureau of Internal Revenue (BIR) disclosed that the daily brownout has greatly affected the operations of the agency here in Region 9.

Atty. Alert Alocilja, BIR regional director, said Friday everything is on a standstill during brownout since the operations of

their offices are computer-based.

Alocilja said they cannot even issue a taxpayer’s identification number (TIN) during brownouts.

Alocilja noted this city had been experiencing six to seven hours daily rotational brownouts for the past months brought about by the lower power generation by the Mindanao grid.

The nearby provinces are also experiencing daily rotational brownouts.

Aside from this city, Alocilja’s office covers the BIR offices in the Dipolog City, Zamboanga del Norte; Pagadian City, Zamboanga del Sur; Ipil, Zamboanga Sibugay; Isabela City, Basilan, Jolo, Sulu and, Bongao, Tawi-Tawi.

Alocilja said he foresees there will be less collection of taxes here in the region due to brownouts.

The BIR central office has task Alocilja’s office to collect PHP6.57 billion in revenues here in the region this year.

With the power problem, Alocilja said they are set to purchase power generators to be able to

better serve the taxpayers in the region.

He said they have already conducted bidding for the purchase of generators for the BIR offices in this city, Pagadian City, Zamboanga Sibugay and Sulu.

“Once we have genset, we can continuously serve the taxpayers,” he said. (PNA)

Climaco blasts Tripoli pact provision in new BBL draft:

Dares Senate’s independence in BBL scrutiny ZAMBOANGA City - Mayor Beng Climaco strongly dissented before the Senate on Wednesday against a new provision in the watered down draft of the Bangsamoro Basic Law (BBL), which, she claimed, was similar to that of the 1976 Tripoli Agreement between the Philippine Government and the Moro National Liberation Front (MNLF).

In a three-page statement she read before the Senate hearing on the prop o s e d BBL , w he re she reiterated for the nth time Zamboanga City’s stand against any attempt to include the city in the

Bangsamoro entity, Mayor Climaco bewailed the insertion of Section 4, Article XIV (Plebiscite) in the amended version of House Bill 4994 as approved by the House of Representatives’ Ad Hoc Committee on the BBL. The provision reads “Any local government unit or geographical area outside the territorial jurisdiction of the Bangsamoro Autonomous Region, but which are contiguous to any of the component units of the Bangsamoro Autonomous Region and within the area of autonomy identified in the 1976 Tripoli Agreement may opt to be part of the

Bangsamoro Autonomous Region…”

“This provision is totally unacceptable to the City of Zamboanga,” Climaco protested, stressing that under the 1976 Tripoli Agreement 13 provinces were identified, including all the cities and villages in these areas, the City of Zamboanga included.

“We are both saddened an appalled by the draft amended version of HB 4994… Dozens and dozens of public hearings were conducted in Mindanao purportedly to listen to the various and divergent views of the stakeholders.

Millions of taxpayers’ money were spent.

But while hearings were conducted, it appears that these were not listened to,”

Climaco lamented.

She further decried that the people of Zamboanga were made to believe that the city shall be totally out of the Bangsamoro entity.

According to her, no less than Rep. Ruffus Rodriguez, chair of the House Ad Hoc Committee on BBL, on several occasions had stated that there shall be no more expansion of the areas of the Bangsamoro as identified in the initial draft BBL, which meant that Zamboanga City shall never form part of it.

“But, in the end,” she said Rodriguez’s committee even unilaterally amended the Framework Agreement (FA) and the Comprehensive Agreement on the Bangsamoro (CAB) by providing the Tripoli

Agreement provision under Section 4, Article XIV in the diluted BBL draft.

The city’s chief executive then challenged the Senate’s independence in its ongoing scrutiny of the proposed BBL and to exercise its constitutional mandate, it being part of the three coequal branches of government.

“We seek and expect the Senate to pass a law that is consistent and harmonious with and not contrary to the 1997 Philippine Constitution, a law that truly addresses grievances that br ing ab out s ecession and armed conflicts in the Southern Philippines, and not merely for appeasement, a law that treats every Mindanaoan on even keel, a law that respects the sovereignty and territorial integrity of the Republic of

the Philippines,” Climaco stressed in a statement.

The mayor also reminded the senators and other resource persons present during the hearing about “our rich experience (in 2008) from the defunct memorandum of agreement on ancestral domain (MOA-AD) which the Supreme Court had eventually declared as unconstitutional and contrary to law.”

“The (Senate) legislative branch of government is mandated to enact laws not contrary to the constitution,” Climaco averred even as she appealed forcefully to the senators: “Please, enact a law that shall pass judicial scrutiny and not a law that is based on legislative avoidance, and leave it instead to the Supreme Court to decide upon its validity.”-(Vic Larato)

I live in Cagayan de Oro City and I’m teaching in Tagoloan NHS. Punctuality is part of teacher performance, so I have to speed up my motorcycle to a top–speed of 105 km/h to reach school on time. I feel fear and I’m mad when I am still late because of traffic, tire explosion and unexpected happening.

When it rain unexpectedly, I am forced to stop driving and wait until the rain stops. Wearing a raincoat during a heavy rain is not a guarantee because of rainwater leaking into it. During Typhoon signal #1, wind is very strong and road visibility is poor

but I still have to report because of fear that I’ll be marked absent since LGU&DepEd advisories are late. On sunny day, travelling from school under the heat of the sun makes me feel like I am inside an oven. It causes my blood pressure to rise and burned the skin of my exposed body parts.

I encountered near death experiences because of undisciplined PUJ drivers, pedestrians and because of my carelessness. Motorcycle saves time, money and effort but is risky to life Time management and discipline is part of teacher efficiency which is also needed to have a safety travel to and from school.

Although Amoy (today Xiamen) was the exit port, most of the traveling Chinese came from the Yuegang and Fujian areas.

In the case of Ygua, however, his native town was really Amoy.

Sia Ygua established himself as a merchant in Cagayan.

Later, in 1882, he built himself a big house on Calle del Mar using bricks he imported from China. The bricks were loaded aboard Chinese junks were they served as ballast for the

long voyage.

In Cagayan, the bricks were unloaded on the banks of the Cagayan river. From this house, Sia Ygua built the Chinese family with the most number of descendants in Cagayan.

Some of these branches were those of his grandsons from his son Sia Kiam, Sia Simon Velez and Sia Tonhio, all of whom

distinguished themselves as hard working entrepreneurs and loyal supporters of the local Catholic church.

Later, Sia Ygua himself participated in the patriotic activities of Cagayan during the Philippine-American War. His house subsequently figured as a landmark for those historic events.

On April 7, 2000, the National Historical Institute of the Philippines recognized Sia Ygua’s patriotic contribution by installing a national historical marker at his house, today known as Casa del Chino Ygua. (source; A Cagayan de Oro Ethnohistory Reader by Antonio J. Montalvan II) published 2004

The Brick House of Insik Ygua in del Mar-Victoria Streets

INSIK Ygua, a native of Amoy, China, came to Cagayan towards the last quarter of the 19th century, about 1860.

He started out as a food vendor (perhaps also sold puto). He made friends with the Recollect priests of San Agustin church. Due to his industry, and the help given him by the fathers, he gradually amassed a fortune.

Like most Chinese who settled in Cagayan, he took active part in civic and public life. He was known for his good heartedness. It is said that when he died, practically

everyone in Cagayan wore black.

A f t e r ma ny ye a r s in Cagayan he returned to China and there got married. It seems that his wife remained in his native land. However, his children (Sia Tong Joo, Sia Simeon Velez) followed him to Cagayan where they settled down.

Insik Ygua built a brick house at del Mar-Victoria streets. It was said to be the second “balay nga bato’ or ‘house of stone’ in Cagayan.

During the revolution, many Filipino soldiers died a violent death in this house, massacred by the Americans.

The bodies were buried in the backyard. To appease the souls and save the inhabitants from disturbance, Insik Ygua turned their burial place into a temporary cockpit. The blood from the fighting cocks was believed to appease the restless souls. Also, on All Souls Day, until quite lately (1971), candles were lighted along the house in memory of the dead soldiers.

Today the house is much smaller and lower than it used to be, due mainly to the ravages of the last war.

It has been renovated and the brick walls glossed over with cement coating. Many passers by forget that it is perhaps the oldest existing house in Cagayan de Oro City.

The ground floor has been converted into the well known novelty store, Sia Bon Suan, which underlines the take-over of the old by the new.
