OMPOSTELLA VALLEY -- The Rotary Club of Makati-South, headed by Pablo A. Panlilio and Steven Claros, incumbent president, turned over a four-classroom building and furniture to Cogonon Elementary School in New Bataan, Compostella Valley province.
Cogonon was one of the barangays that was heavily affected by Typhoon Pablo, which devasted including the school building. The children were temporary holding their classes in tent that was provided through foreign aid. The government did not build a school building
yet, because the area was consider by Mine Geosciences Bureau as Hazardous for flooding. However, a retired Municipal Health officer of this municipality took the innitiative. He ask the help of Rotary Club of MakatiSouth to donate a classroom building for those victims
of Typhoon Pablo. The Rotar y Club of Makati-South immediately responded to the request. Panlilio Visited the area and made a plan to make a school building with the help of the members of the Rorary Club of Makati and their supporters. Panlilio said it took them two years to finish the fourclassroom building with complete furnitures. Claros said they raise more than a million to build the fabricated School building. “We are committed to help whatever the needs of the less-fortunate people, as what the Rotary Club’s vision and mission are,” he added.
Meanwhile Rey Solitario, OIC-Office of the Schools Division Superintendent, said he is very thankful for the donation of the Rotary Club of Makati-South, the teachers, parents and children of the said schools, who are very thankful of the very condusive for learning school building. Evirardo Mangubat, barangay chairman of Barangay Cogonon also extended his appreciation to the Club. Also, the teachers and the school principal, Oliver S. Tuyor, have vowed they will take care what they received from Rotary Club, and they are proposing that the school will consider becoming an “adopted school” of Rotary Club.

OUT of the ashes, a new Hall of Justice will rise and is expected to be operational by 2018 but in another location. Speaking during weekly flag raising rites at City Hall last Monday, Mayor Oscar Moreno said the city government has scouted a huge tract of private property in uptown Cagayan de Oro for the purpose. Moreno added that the owners of the estate fronting SM City Cagayan de Oro have also expressed interest in the new regional Hall of Justice to be constructed there. Once realized, the new complex will be known as the Judicial Center of Mindanao. In a separate interview, city legal consultant James Judith said the owners of the land eyed for development are also willing to exchange their property to that of the existing Supreme Court (SC) lot located at HayesMortola. That piece of land is where the ill-fated Hall of Justice burned down last month. “Subo kita sa nahitabo sa Hall of Justice but there is light at the end of the tunnel siguro nahitabo kadto para ma-realize ang pangandoy nga Judicial Center of Mindanao,” Moreno remarked. For his part, Judith said that the new complex will be larger than the razed Hall of Justice which opened its doors in 1989. “Mas luag ni kay sa kanang Hall of Justice nga nasunog. Igo-igo g’yud ang parking space alang sa atong mga judges, sa mga prosecutor, sa atong mga clients ug sa ilang mga abogado ug sa uban pang mga tawo nga buot mosaksi sa mga hearings,” Judith said. CAGAYAN de Oro City–– Sarangani congressman and world boxing champ Manny “Pacman” Pacquiao is arriving here on Valentines day. General Manager Boboy Sabal of the Don Gregorio Pelaez Sports Complex said Pacquiao will join thousands of people who will converge in the sport complex for a 15-hour prayer rally. Sabal said about 5,000 congregations of the Jesus Christ Is Lord (JCIL) to attend the prayer rally with Pacquiao and Rev. Rex Silva. The prayer rally will start from 9 in the morning on Saturday (February 14) and will culminate at around 11 in the evening. Although Pacquiao will be joining the prayer rally at the sports complex at night, he is expected to pay courtesy call to Misamis Oriental Governor Bambi Emano. Sabal said preparations are now going for the event. The event, he added, will be attended by members of the JCIL from Misamis Oriental and Cagayan de Oro City. But the organizers

Killed on the spot was Senior Inspector Crisanto Molina, chief of police of Kabanglasan town in Bukidnon, who suffered major injuries on his back due to the blast. His deputy commander, Inspector Dexter Garcia, was pronounced dead on arrival at a nearby hospital due to shrapnel and bullet wounds. A civilian aide, identified as Mariel Taduay, was injured in the attack. Police Chief Supt. Agrimero Cruz Jr., OIC, Police Regional Office 10, identified the suspect as PO1 Gorospe Alsola Cairo of the Cabanglasan municipal police station. Cruz said Cairo was
found positive in a random drug test last month and was disarmed a few days before the incident. Hansel Echavez, chief of the Bukidnon Provincial Public Affairs and Information and Assistance Office, quoted Cabanglasan Vice Mayor Lolita Obsioma as saying that Cairo lobbed the first grenade at the dining hall while his two superiors were having dinner at the kitchen of the police station, Cairo hurled two hand grenades inside the kitchen. Garcia managed to ran outside, but the suspect went after him and pumped bullets, hitting Garcia in the head and body. Policemen dashed to-
ward their posts, thinking the police station was under attack by communist rebels. Cairo escaped through a single motorcycle, which was later found abandoned at Purok 8, Poblacion, Kabanglasan. It was not known where Cairo got the grenades and firearm he used in the attack since he has already been disarmed after having been found positive in the drug test. In honor of the Fallen 44 A lawmaker has proposed to declare January 25 as National Day of Remembrance for the 44 members of the elite Special Action Force (SAF) of the Philippine National Police (PNP) who were killed in the Mamasapano siege last January 25 and all the other police personnel that died in the line of duty. It is a laudable move to declare the National Day of Remembrance tas proposed in House Bill 5383, so that the Filipino people will be able to continue to honor the lives and heroism of the members of the police force who made the supreme sacrifice in order to fulfill their duty “To Serve and Protect.”
The proponent says that the National Day of Remembrance shall ensure that the nation continues to honor the lives and heroism of the members of the police force who were killed in action and pay respect and gratitude to the entire police force whose lives are at risks as they perform their jobs. The entire nation was outraged over the deaths of the 44 SAF members who were killed in Mamasapano, Maguindanao during a bloody operation to capture high profile terrorists Zulkifli bin Hir alias Marwan and Abdul Basit Usman in January 25 this year. The w hole count r y grieved the huge loss of
Editorial lives among the SAF, with no less than President Benigno S. Aquino III declaring a National Day of Mourning on January 30, 2015 for the fallen SAF members. The uncommon brand of gallantry and love of country these policemen heroes demonstrated in Mamasapano should be imprinted in the minds of Filipinos not only today but also in the future. On the other hand, the country should also show gratitude not only to the fallen heroes but also the other members of the police force who have sacrificed their lives to protect fel-
low Filipinos and maintain peace and order. The National Day of Remembrance shall be observed as a working holiday to allow the country to commemorate the heroism shown by the fallen members of the police force. In commemorating the sad incident, all public institutions and military installations are mandated to lower the Philippine flags to half-mast every National Day of Remembrance. Congratulations to the proponents. Through the measure, the ordinary citizens pay their respects and gratitude to the entire police force who risk their lives in the performance of their noble mission.
Beyond Filipino Hospitality: Pope Francis’ Visit WE, Filipinos, are famous for our hospitality, and it’s our own brand – it stems from all the exaggerated preparations, the friendliness we exude in welcoming our guests, during and even after the visit. What we witnessed, however, in the 5-day visit of the Holy Father, was far beyond our hospitality. It was of a different dimension. What I believe is the biggest accomplishment the heroism of the 44 Special Action Force commandos of the national police has achieved is the stalling of the approval of the controversial Bangsamoro Basic Law, that law carving a large part of Mindanao to become a republic within a republic. The second biggest thing that the death of the 44 SAF commandos had accomplished was for President Aquino to let go of a friend who has become a liability not only to his presidency but to the nation as a whole, referring to resigned police director general Alan Purisima. But what a price to pay for the two accomplishments over and above the main accomplishment which is

As in Tacloban and Palo, where the saddest incident took place – the family of Crystal was just accepting of the fate of their beloved – and those in Palo whose encounter with the Pope was cut short, we only heard about the gratitude that they felt that at least the Pope chose to be one with them despite a signal #2 Amang typhoon. Perhaps all these stem largely from the tone set by the Pope himself, that of simplicity and quiet transparency. We saw the absence of huge tarps that bore his picture (days before his arrival) brought down from their tall steel frames. We knew about the quiet
organizing that the core committee had done, where even high ranking diocesan clerics were not privy to, not out of wanting secrecy and security, but refusing to engage more than what was necessary – bare essentials only, so to speak. This Papal visit has manifested a level of maturity that we seemed to have grown into as a people – perhaps from the many trials that we have gone and go through every day of our collective lives. We are therefore truly grateful of this – because we now see and know what all of us Filipinos are capable of – order, cleanliness, obedience to authority; and

The heroic death of the 44 SAF commandos brought to fore this proposed law that’ll grant more autonomy to the MILF in managing their affairs as a state within a state. Everyone is now interested to know what is this law all about whereas before the proposed law’s scrutiny was only confined among legal luminaries opposed to it and citizens who view the law’s passage as detrimental to their own existence in Mindanao. As of this writing, the House of Representatives
has officially suspended deliberations on the proposed BBL. While deliberations on the proposed law is being suspended, I do not know, however, if the congressmen will go out of their way to know more about the sentiments of the stakeholders who’ll be directly affected if it becomes a law. I hope the suspension is not just another knee-jerk reaction on the part of our legislators as an aftermath of the carnage that happened in Mamasapano. Everyone hopes Congress will seek the views of those in Mindanao who will become subjects of this new state to be carved out of Mindanao. We can’t afford to have a Ukraine-like situation in Mindanao where the people themselves are forced to

UTUAN CITY - Regional Peace and Order Council Chairman and Butuan City Mayor Ferdinand M. Amante Jr. on Monday paid tribute to the “Fallen 44” Special Action Force Commandos, who died in action in Mamasapano, Maguindanao while serving arrest warrant against an international terrorist on January 25.
RPOC Chairman Amante was the guest of honor and speaker during the 24th Foundation Day Celebration of Police Regional Office 13, held at Camp Rafael C. Rodriguez parade grounds, this city. The occasion was spearheaded by the command group led by Caraga PNP Director David Y. Ombao, the directorial staff including the deputy chiefs and RESPO, special staff, regional officers, Provincial PNP Directors, national support units (NUSPs) and the non-uniformed personnel (NUPs) of Police Regional Office 13. Also attending the celebration were the Brigade Commander of the 401st Philippine Army Brigade Col. Alexander L. Macario, 402nd Army Brigade Commander Isidro L. Purisima, F/SSupt. Leonides P. Perez, SSupt Dennis U. Rocamora, BJMP and other stakeholders. Amante earlier led the wreath-laying at the monument of the late Col. Rafael
C. Rodriguez who headed the Agusan Constabulary Command from June 24, 1951 to January 15, 1953. In 1975 the Integrated Philippine National Police was created paving the way for the renaming of the command as Agusan del Norte PC/INP Command. On June 26, 1981, the command headquarters was moved from Brgy. Agao now known as the “PC Barracks” to its present location which then was known as the “PC Reservation.” The camp was also named Camp Rafael C. Rodriguez in honor of the late colonel. In 1990, the unveiling of the monument at Camp Rafael C. Rodriguez was proudly graced by Director Umberto A. Rodriguez, the son of the late colonel and the Chief PNP at that time. Another unveiling was held on May 19, 2006 led by the then Caraga PNP chief PCSupt. Geary L. Barias. During the 21st PNP Foundation Anniversary on February 6, 2012, a marker
depicting the life of the late colonel was also unveiled. Yesterday’s rites was proudly witnessed by his youngest son Mr. Manuel Rodriguez. In his message for the occasion, Mayor Amante paid tribute to the “Fallen 44.” He said that “the death of the 44 brave SAF heroes has left many questions unanswered, many reactions and controversies.” He said that it may lead to any direction whether to wage war or to give the Bangsamoro Basic Law (BBL) a chance which may lead to peace and reconciliation. He added that opinions had been expressed which may range from revenge to forgiveness, justice or proceed with the peace

Mindanao civil, religious groups call for lasting peace PAGADIAN CITY – People living in Mindanao long for nothing but genuine, lasting peace. This was the gist of yesterday’s press conference held here by civil societies and religious organizations, tackling the Mamasapano incident and the Bangsamoro Basic Law (BBL). In a statement read before the members of the press, the Consortium of Bangsamoro Civil Society (CBCS) expressed its sympathies to the families of the 44 members of the Special Action Force (SAF) killed in an “uncoordinated encounter with the members of the 105th MILF based command and some members of the Bangsamoro Islamic Freedom fighters (BIFF) in Tukanalipao, Mamasapano town, Mauindanao.” The group also appealed to the public “to refrain from issuing statements that would aggravate the situation” and to exercise sobriety to attain peace in Mindanao. It likewise called on the media practitioners to be always balanced, non-partisan, impartial and objective in disseminating information to the public, and to “avoid provocative reporting.” On the other hand, Sultan Maguid Maruhom, Muslim convener of the Interfaith
Forum for Solidarity and Peace, admitted that that the Mamasapano incident had really affected the passage of the Bangsamoro Basic Law (BBL) but he is hoping that it would still be considered as it would usher in lasting peace for Mindanao. “It is easier for non-Mindanaoans to call for all-out war, but the people living here are already tired of war and all they want is lasting peace,” Maruhom stressed. A similar call was aired by Rudy Arpon of the Social Action Center Apostolate, reiterating the Catholic Church’s support to the peace process. Pastor Diosdado Marquez of the United Church of Christ in the Philippines (UCCP) here also said “the UCCP is always supportive of all efforts at attaining lasting peace in Mindanao.” It could be recalled that the government had already forged a peace agreement with the Moro National Liberation Front (MNLF) in 1996 leading to the creation of the Autonomous Region in Muslim Mindanao (ARMM). AMBOANGA CITY – About 300 members and supporters of the Moro Islamic Liberation Front (MILF) in Tawi-tawi staged a rally in the capital municipality of Bongao this morning as part of the simultaneous move to push for the passage of the Bangsamoro Basic Law (BBL), the military reported. The gathering – which include men, women and the youth – began at 8:15 a.m. as participants assembled at the Department of Education compound. They then staged a peace parade in downtown Bongao and dispersed 30 minutes later. Peace marches and rallies are also expected in other parts of Mindanao to express peacefully the MILF and its supporters’ common stand to seek for the passage of the BBL.
The BBL is viewed by the MILF “as the solution to Mindanao conflict” and the “way to lasting peace and prosperity.” Deliberations in the House of Representatives, however, have been suspended following the incident in Mamasapano, Maguindanao where 44 members of the Philippine National Police’s Special Action Forces (SAF) were killed in clashes with the MILF and the Bangsamoro Islamic Freedom Fight-

Education is an important tool in developing a person in various possible ways which could enable him to be more productive in life. However, not everyone are given the chance to attend school because of different reasons, including financial problems. In 2012, the Department of Education identified a number of Filipino youths that do not attend school. This group include those who do not have interest in schooling, and also those who do not have other choice but to stop going to school, such as individuals experiencing financial instability, family problems, difficult access to school, lack of interest and confidence, bullying, personal crisis and several others. The education department is aiming to lessen this problem among young people. Thus, the creation of ‘Abot Alam’ project is made possible. This project is a nationwide campaign pushing for an improved delivery of free and quality education and eradication of out-of-school youths (OSY) in the country. It is organized by Depart-
ment of Education and in partnership with National Youth Commission. ‘ Abot Alam’ intends to minimize the number of out-of-school youths and even targets zero percent by year 2016. This is done with the efforts coming from barangays and municipalities. OSY aging 15-30 are encouraged to register in a website in order to be recognized and be part of the ‘Abot Alam’. These individuals will then be referred to Alternative Learning System coordinator to schedule their classes, since this project constitutes home study and face to face method. At the end of the classes, an assessment will be conducted in order to design programs suited for students. Honest to say, achieving zero percent OSY and complete eradication of their number might be too ambitious in the minds of most people. However, this is not impossible if everyone will join handin-hand in promoting the importance of Education and as well share its wise ways, such as the ‘Abot Alam’ project.

Availment of DA big ticket projects bared The Department of Agriculture - Regional Field Office 10 (DA-RFO 10) through the Field Operations Division (FOD) conducted an orientation on the availment of big ticket projects for Calendar Year 2015 on February 3-4, 2015 held at Cagayan de Oro City. Senior Agriculturist Audy G. Maagad said that the purpose of having the activity is for the Local Government Units (LGUs) to know the different services that the banner programs and special projects under the department has to offer for availment of farmers this year and particularly noting on how to accelerate the procurement process. These big ticket projects include farm machineries, livelihood, infra-
structures, and planting materials, among others that would cost Php 500, 00.00 and above. In her message, DARFO 10 Assistant Regional Director Engr. Roxana H. Hojas urged the participants to move faster in terms of submitting the required documents for the procurement process. She added that last year, a lot of projects were hindered due to the behind time submission of requirements and liquidation reports of the recipients. This, after hearing the concerns and sentiments aired by Judge Dennis Alcantar of the Regional Trial Court (RTC), Regional Prosecutor Jaime Umpa, Public Attorney’s Office (PAO) head Atty. Nunila Garcia, MTCC Executive Judge Romualdo Galarrita and City Prosecutor Fidel Macauyag during the regular session yesterday. In the aftermath of the fire incident last January 30 which totally razed the Hall of Justice building, City Prosecutor Macauyag said the priority need is a workplace. He said without this, the criminal justice system in the city will be crippled as all inquest cases, traffic violations, criminal cases are filed with the City Prosecutor’s Office. He cited that the criminal justice system if not crippled will definitely slow down without a workplace. Extraordinary solutions Councilor Ramon Tabor, who authored three resolutions in response to the incident, stressed the need to adopt extraordinary solutions to address problems faced by the judiciary. ‘Extraordinary times require extraordinary solutions,” he cited. Tabor, chair of the committee on police, fire and public safety, offered the use of vacant cubicles and the session hall as a venue for court hearings. The councilor said the session hall is more than sufficient for the courts to use in hearing cases. It is only a matter of arranging chairs for the witness, the stenographer, interpreter and litigants, he cited. Since regular sessions are only once a week, Tabor said the place could be arranged after and committee meetings can be held in
the conference room and properly scheduled for the purpose. “We may not be able to give them all but this is an assurance that this council in unison is more than willing to give our share and would contribute a little sacrifice so they can start the ball rolling so to speak in the administration of justice,” he said. “We cannot accommodate them all but to show our concern and sympathy and empathy to these offices whose function is vital to any government we should share a little sacrifice,” Tabor added. ‘Little’ sacrifice Taking the suggestions, Vice Mayor Acenas thanked members of the City Council for their consideration and kindness even as he sought for their indulgence on adjustments that will be made to accommodate the functions of the Hall of Justice. Since the session hall has been offered for court hearings, committee meetings will be possibly held in some offices, he said. The vice mayor said he hopes that these solutions will meet some of the needs of the judicial branch of government. “From the legislative to the judiciary, in this gesture of ours to help you we hope that the help that we can offer to you can lessen the burden you are suffering right now,” he cited. According to the vice mayor, allowing the use of the session hall and offices and other assistance is the least the legislative branch can do to also ensure that the wheels of justice will continue to turn. The vice mayor also expressed the city’s sympathy for the loss of the lives of two employees during the January 30 fire.
