AVAO DEL NORTE -- The Department of Education (DepEd) Region XI did not close some of the private schools in the region but only disallowed them to operate for the school year 20152016 due to its failure to renew government permit to operate.

“There is no truth about the allegations that they are being closed. We did not close any schools; they are just simply disallowed to operate for 2015-2016 school year because of that failure,” said DepEd XI Information Officer Jenielito Atillo. Atillo said that in their count, there are around 25 private institutions including those schools in Talaingod and Kapalong of this province that will not be allowed to operate for this school year. He cited Batas Pam-

bansa 2032 and Manual of Regulations of 2010, which stated that no private school should operate without government authority provided to them by the DepEd for basic education (kindergarten to highschool) or the Commission on High Education for tertiary education. He bared that according to law, the schools should have acted on their renewal last August 1 to September 30 of 2014, in order to operate on this school year. “They could still oper-

ate on 2016 and beyond provided they pass the requirements, which will then be perused,” Atillo said. He added that the department will still examine their papers including the facilities and human resources before they will be given the permit to operate. “If they will opt to continue to operate this school year, all efforts exerted by the school and the students will not be taken as official records and as within regulations by the department,” he said. Atillo said that they already issued notice of non renewal to the schools. “The best thing for them to do if they have already catered or enrolled students is to transfer them to public or private education institution with government authority,” he said. THE Catholic bishops have warned voters against “spin doctors” and their efforts to smear the reputations of political opponents. With a year before the presidential polls, the Catholic Bishops’ Conference of the Philippines (CBCP) issued a pastoral letter on elections amid “premature campaigning” by some politicians. Lower House will pass BBL after SONA; Iqbal says ‘come what may’ THE House of Representatives will finish its interpellations on HB 5811, the substitute bill to the Bangsamoro Basic Law (BBL), on Wednesday before Congress adjourns sine die but the period of amendments and voting will be done only when it resumes sessions after President Aquino’s last State of the Nation Address (SONA) on July 27. “Come what may. party for the presidency, no one knows what will happen from today until election time. Roxas was already set to run for president in 2010 only to be left with no other recourse but give way to Aquino because of the latter’s popularity brought about by his mother’s passing away a year before the election. Roxas at first did not agree to give way to Aquino. He was just forced to give way when he himself realized he did not have a chance of winning. Up to this point, Roxas remains the presumptive candidate of the ruling party. But who knows another earthshaking event happens where again he will be persuaded to give way to a more popular candidate. The other thing going against this wishful thinking on the part of the LP is that until now they have not persuaded Poe to run for vice president under Roxas. In fact, if we are to take Poe’s earlier pronouncements, while she considers Roxas a friend, she is more comfortable working with fellow senator Escudero.

It is believed that Poe’s lack of trust in Roxas is because of his perceived lack of understanding about poverty, a concern that is close to Poe’s heart. This lack of understanding of the dynamics of poverty on the part of Roxas made Poe to doubt his ability to address this problem gripping the nation since the Filipino people started to directly elect their president. The issue on poverty I believe is fundamental to Poe hence making it impossible for her to join forces with Roxas who many think will not seriously address this problem he being an haciendero. It is in this regard that many do not entertain the possibility of a Roxas-Poe tandem. But I still give this possibility a chance of coming into fruition. But that will only happen if the LP leadership is able to bully possible financiers who will cast their lot with Poe. If the ruling party is able to instill fear in the hearts of would-be Poe financiers thus closing any possibility of political funds coming her

UTUAN CITY – Mayor Ferdinand Amante, Jr. has obtained a P1.111billion loan from the Land Bank of the Philippines (LBP) and assigned as security 20 percent of this city’s Internal Revenue Allotment (IRA).

This development has caught observers by surprise noting that Amante’s move was in direct contrast to his previous years’ state-

ments that the city’s financial condition could meet obligations and finance local development thrusts. The city chief executive

did not deliver his state of the city address (SOCA) in 2014 and the public is anxious if he would do the same this year. Pursuant to SP Ordinance No. 4470-2014 dated November 18, 2014, the transaction is actually a buyout of former Mayor Democrito D. Plaza II’s loan with the Philippine National Bank (PNB) with an outstanding balance of P350 million.

Dated April 24, 2015, the loan agreement was intended: - (Term Loan 10) To refinance existing term loans with the PNB including prepayment fee of 5.0 percent of the outstanding balance and documentary stamp taxes - P650,000,000; - ( Te r m L o a n 9 ) To finance 1,000 hectares of new cacao farms – P60,000,000; - (Term Loan 11) To finance the unreleased portion of term loan with PNB for the construction of: a ) S o u t h Ma r k e t P12,000,000; b) Stadium, Football field and Rubberized Oval – P37,000,000; c) SP Main Building and Session Hall - P12,000,000;

and - d) (Term Loan 12) To finance the acquisition of various heavy, light, and medical equipment – P200,000,000. In an Omnibus Loan Ag re e m e nt w it h L B P, Amante a ls o obt aine d P140,000,000 for the construction of: - O n e - s t o r y D r y S outh Public Market Building amounting to P20,000,000; - S a n i t a r y L a n d fill (Phase III) totaling P30,000,000; and - Cultural Center for the Arts – P90,000,000. The Sangguniang Panlungsod has authorized the Department of Budget and Management (DBM) to deposit and remit directly this city’s IRA to its

Landbank account. For Term Loan 10, the city will pay P650 million within 10 years with no grace period on the principal while for Term Loan 9, it will pay P60 million within seven years with three years grace period on the principal. For Term Loan 11, the city will pay P61 million within 10 years with two quarters grace period on the principal, and for Term Loan 12, P200 million will be paid for 10 years with one year grace period for each batch of equipment. Interest rate on the loans is the prevailing LBP lending rate at the time of availment fixed for the term of the loans subject to a floor rate of 4.7 percent per annum.

BUTUAN CITY -- Ten units of troop carrier police vehicles are now at Police Regional Office 13 ready for disposal to the designated municipal police stations of Agusan del Norte. Police Regional Office 13 regional chief spokesman

PSupt Martin Gamba, in an interview on Monday morning, said that the vehicles which arrived at Camp Rafael C. Rodriguez on Thursday last week were procured by the Department of Budget and Management (DBM) and were shipped via Cagayan de Oro City port. According to him, the vehicles were already designated to the ten municipal police stations of the province of Agusan del Norte upon the receipt of their regional supply officer. He said he did not have any idea why only the municipal police stations of Agusan del Norte were made to be recipients of the police troop carriers, excluding the city of Cabadbaran. Each unit has already been marked with the names of the respective recipient municipal police stations upon its arrival at the Cagayan de Oro city port as received by their regional

supply officer, he said. The regional spokesperson chief also said that he did not know if there will still be more shipments of similar vehicles for the other provinces in the future. He said however, that the vehicles will soon be disposed and turned-over to the supply officers of the respective designated municipality. As to when and who will do the turn-over rites, he did not have any idea yet. Presently, according to Gamba, they are still on the process of checking and recording the vehicles and these may probably be turned-over anytime this week. According to Gamba that the troop carriers will be a big boost as to the mobility of the police and may greatly contribute to the peace-keeping, anti-criminality and antiillegal activity campaign of the municipalities of Agusan del Norte. NVIRONMENT Secretary Ramon J. Paje has given the Department of Environment and Natural Resources (DENR) in Region 10 until this month (June 2015) for a zero illegal logging hotspot municipalities and non recurrence of new illegal logging hotspot municipalities.

DENR 10 Regional Director Ruth M. Tawantawan said the order of Paje stemmed from Executive Order No. 23 signed by President Benigno S. Aquino III which declared the moratorium in the cutting and harvesting of timber in the natural and residual forests and creating the antiillegal logging task force. Tawantawan said Region 10 has ceased to be an illegal logging hotspot in 2013 up to the present. Forest protection personnel should be

always vigilant in preventing the occurrence of new illegal logging hotspots, director Tawantawan added. The Provincial and Community Environment and Natural Resources Officers with the Protected Area Superintendents have galvanized their commitment to the Secretary Paje’s order through a Declaration of Commitment signed recently in Cagayan de Oro City. The officials are committed to continuously implement forest protection activities and initiate actions and implement strategies in order to prevent illegal cutting, illegal transport, illegal sale and illegal processing of forest products within their respective area of responsibility. Tawantawan further said that any incidence of illegal logging activities in their respective area of responsibility where the apprehension was made by other law enforcement agencies of Local

Government Units without their knowledge shall cause their relief by the Regional Director. After June 30, 2015, the field officials committed that any incidence of commercial logging within their respective area of responsibility shall also cause their immediate relief by the Regional Director. DENR 10 records showed that from 2009 to 2014 the areas with frequent apprehensions include Barangay Nangka, Baloi, Lanao del Norte; sitio Buenavista, Barangay KanoKanao, Bonifacio, Misamis Occidental which is within Mt. Malindang Range Natural Park; barangays Dansolihon, Lumbia, Puerto and Tablon, Cagayan de Oro City; barangays Eureka, Sangalan and Kalipay, Gingoog City; Iligan City, Lanao del Norte; barangay Bagumbayan, Kauswagan, Lanao del Norte; San Fernando, Bukidnon; Sapad, Lanao del Norte; and barangays San Isidro and Dominorog, Talakag, Bukidnon. Tighter watch over these areas is

being undertaken by the respective field officials. It was clarified that a certain locality i.e. municipality and province can be considered as illegal logging hotspot when there is several incidence of confiscation in commercial quantity of illegally cut, gathered, transport including possession of forest products from the natural and residual forest, government reforestation projects, including from private lands without permit. Areas can also be considered as illegal logging hotspots when timber poaching is frequently occurring in those places. DENR stated that a commercial quantity can be qualified in terms of volume of which at least 1,000 board feet of lumber from plantation logs or an equivalent gross volume of 2.35 cubic meters. It is also written that the Philippines, in terms of economic value, will give Vietnam P17 billion within few years, P28 billion within 10 years, and P75 billion within 20 years—making the Philippine coffee importers and the Vietnamese rich, but Filipino farmers will still remain poor. Nonetheless, Cortejos encouraged the growers to continue farming coffee beans. His presentation showcased business opportunities that the participants can benefit from. He also clarified that Nestlé factories don’t buy coffee beans just from traders; they also accept products from small farmers granting that a minimum of 25 kilograms is reached. Cortejos added that buying stations in almost all over the Philippines, during harvest season, are open for farmers to sell their products. Meanwhile, in the afternoon session, business opportunities and investments in cacao industries were emphasized. According to Wilson Lagdamin of Department of Agriculture (DA) in Region 10, the domestic demand for cacao beans is six to eight times higher than domestic

production. In fact, said Lagdamin, the country’s cacao consumption in the year 2014 ran up to an estimated 55,000 MT (metric tons) surpassing its production that totalled to only 7,000 MT. The data on cacao’s domestic supply is a big contradiction to the production in the late 1980 which attained to as high as 35,000 MT. Aside from shortage in cacao supply, Lagdamin pointed out current problems faced by the industry: unorganized cacao farmers, lack of quality planting materials, limited consolidators, lack of farmers’ sufficient technical knowhow about the crop, limited cocoa processors, and lack of funding and marketing support. But beyond all of these, Lagdamin stated that the threat of domestic and global cacao shortage is optimistically seen as an opportunity for farmers to produce more cacaos. He also added that the cacao farmers will surely have a guaranteed market due to its very high demand worldwide. To avoid being victimized by Phishing scams, the BSP is advising the public not reply to suspicious emails and ignore and delete the message. Do not click any link in a suspicious message and do not give personal and financial information requested through e-mail, the BSP said. Call your bank instead and send a letter to verify if such e-mail request is real. Ferrer replied quite indirectly by saying that the functions of the IGFPB inter-government are not provided elaborately in the law (BBL) because it just provided for the body. “But there are some elements across the different sections that refers to the functions of this Intergovernment Fiscal Policy Board,” she said. Section 35 of Article 12 of the BBL provides that there is hereby created an Intergovernmental fiscal Policy Board that shall address revenue imbalances and fluctuations in the regional financial needs and revenue-raising capacity of the Bangsamoro. Marcos then asked Ferrer how the members of the IGFPB are to decide on issues such as the review of the block grant; the periodic review of taxing powers; and tax base and rates of Bangsamoro government to address possible disputes between the national government and the Bangsamoro government. Again, Ferrer failed to give categorical answer but explained that the concept of the board is similar to the Local Government Code on intergovernment relations and is only developed further in the BBL to provide some kind of a forum for both the national government and Bangsamoro of-

Square Garden Cagayan de Oro’s

ID you know our pre-Spanish Kagayanon ancestors once had their own version of the famous Madison Square Garden? Present-day Kagay-anons will be proud of the fact that they share a common bond with their 15th century forefathers-they all have, at one time or another, taken a stroll along our local square. Our square was once one of these things: an arena similar to Blasco Ibañez’s Blood and Sand epic, a baseball park, a military camp, a place of Catholic worship, a battleﬁeld, and a dreaded execution site. It is now a lovers lane, a place for evening meditation, a jogger’s delight, and a place where a royal prince fell in love with a Moro princessthus giving the town its name, Cagayan. If a tape recorder were available during these

different eras, we would be able to hear the different events that transpired at the Square. The “hisses”, the “boos”, the thunderous ovations, the sobs, the laughter, the “vivas!”, the groans of deep pain, the religious hymns. What a delight it would have been to be able to “hear” history in the making! During the pre-Spanish era, the Square was a fortified place where the royal family of Cagayan lived. It was here where the Higaonon chieftain, Bagani, and the Maranaw princess, Bai Lawanen, met and fell in love at first sight. The legend dwells on the shame the loving pair brought on their tribes-a shame, locally translated as kagayha-an. Voila! The settlement finally had a name! Then the Spaniards came. As usual, the fair-skinned colonizers started bastardizing the local names of places. Finding “Kagayha-an” a

tongue-twister, the kastilaloys chose the sexy-sounding “Cagayan.” The name has stuck to this day. Now when you think Spanish, you usually think matador. The Spaniards, naturally, influenced our fashion, manners, our religious beliefs, our culture, and our hobbies. The most popular sport during that era was the Juego de Toro. Not the torotoro some present Pinoys enjoy but the real thing! A bullfight during those days drew in the crowds from far and wide. The Square was the arena. A local, Bernardino Daang, was acclaimed the best Pinoy matador. He was said to be agile in his movements, swift in his passes. What a glorious sight the Square was then! Oles! and Bravos! literally filled the air. During our first encounter with the American forces, the fight for freedom saw Filipino bolos and spears matching the American rifles. The Pinoys lost the fight but the gallant defenders won the respect of the enemy. The Square witnessed the clash of weapons and the cries of the dying. There were no gas chambers or “hot seat” during the early American occupation. Criminals, mostly bandits, were executed by public hanging. The Square saw hundreds die. The crowd-drawer was the execution of the notorious Balodong, the outlaw. His life and exploits were as savage as America’s infamous Dillinger. Just before World War I (i.e., 1914-1918), the Square

became the local afficionados’ diamond - much like the World Series playing field. Winning teams included: Smith Bell, Constabulary, Government Employees, Central and High School. They played real baseball then, not kid stuff. A familiar sight during such games was the famous “Cracker Jack”, a junk food similar to the present-day popcorn. Kagay-anon volunteers for overseas duty -the National Guard- trained at the Square during World War I, prior to their assignment to the Middle East. The 1918 Epidemic of influenza claimed a heavy toll among the volunteers. Nevertheless, the survivors were able to embark on the USS Liscom with their American officers for Camp Claudio at Baclaran. During the pre-war years, on the evening of the Feast of Corpus Christi, altars were built around the Square. Believers

visited each altar with deep reverence. Hymn-singing devotees were a common sight during these festivities. Before the Second World War, the Square was transformed into an aesthetically landscaped park. It served as the town’s playground. The estate belonged to the provincial government, but after the war, it was deeded to the municipal government. Now, the Square- locally known as Gaston Park- stands proudly as a mute witness to Cagayan de Oro’s colorful past and glorious heritage. Lover’s lane, jogger’s delight, snatcher’s paradise, or haven for the homeless... Gaston Park may be all these today but what park isn’t? Gaston Park may have lost its past glamour just as the oncefamous Luneta has, but both landmarks have HISTORY written all over them. Well can other parks beat that?
