DAVAO City––The Makabayan Bloc in Congress will file charges against outgoing President Benigno S. Aquino III and some of his appointees for technical malversation, the Disburse-

DAVAO City––Dozens of farmers in the province of Sultan Kudarat urged incoming Agriculture Secretary Emmanuel Piñol and President-elect Rodrigo Duterte to investigate the controversy surrounding the distribution of the lowgerminating white corn seeds worth millions of pesos. In May this year, dozens of farmers were given seeds as part of the government’s El Niño mitigation program, but they decided not to use the OPV white corn seeds PSB Cn 93-27 (USM Var 10) after learning its low germination rate. The farmers said the seed were allegedly distributed by Department of Agriculture Regional Executive Director Amalia Datukan of Region 11. THE Department of Labor and Employment (DOLE) in Region 11 gave AboitizPower subsidiary Therma Marine, Inc. (TMI) Mobile 1 in Maco, Compostela Valley the highest distinction available for companies that are committed to ensuring the safety and health of their workers in the workplace. DOLE-11 Regional Director Joffrey Suyao handed over the Gawad Kaligtasan at Kalusugan (GKK) award to TMI Operations Director Jan Risager on May 30, 2016. The GKK is a biennial national award given by DOLE in recognition of the outstanding achievements of establishments and individuals in terms of responding to the safety and health needs of workers, workplaces and community. AboitizPower’s 300MW baseload power plant Therma South, Inc. located in Binugao, Toril, was also nominated for the award. “This is an achievement of all our team members. Through them, we aim to be a world-class organization,” TMI VP for Operations Jan Risager said. “Truly you are a testament that there is a lot to gain by raising the benchmark of excellence in OSH (occupational health and safety), protecting the workers and inspiring the whole Philippine labor force to regulate such achievements,”
said Occupational Safety and Health Center (OSHC) Deputy Executive Director Jose Maria Batino during the awarding. For the first time, winners were selected from regional and national levels from four categories: industry, individual, microenterprises and informal sector, and government offices. All companies with notable achievements under the four categories were invited to participate. Qualified applicants for the regional validation were subject to site visits by a team of experts from OSHC, ECC and DOLE regional offices, including representatives from each applicant’s company. The results of the regional validation were deliberated on by the Regional Selection Committee, chaired by the DOLE regional director to determine the regional GKK champions that garner an average score of not less than 80%. All Regional GKK champions underwent final judging to determine the National GKK Champions. A board of judges composed of representatives from the Social Security System, Philippine Health Insurance Corporation, professional groups, the academe and DOLE offices will rate the contenders’ OSH practices and programs.
Aside from the 10th regional GKK award, TMI was also 2013’s Regional Awardee of Tripartite Certificate of Compliance on Labor Standards (DOLE) and No. 1 Real Property Taxpayer from 2014-2015 from the local government of Maco, Compostela Valley. The company was the regional nominee to the Search for Outstanding Volunteers from the National Economic & Development Authority - Phil. National Volunteer Service Coordinating Agency last 2015. T MI also earned recognition from the National Coast Guard through the Marine Environmental Protection Command for the Oil Spill Awareness and Emergency Response Seminar, and for the Marine Mammal Stranding Response for Pygmy Sperm Whale from the Bureau of Fisheries and Aquatic Resources Region XI. The two Therma Marine power barges in Nasipit, Agusan del Norte and Maco, Compostela Valley are currently providing 200 MW of dependable peaking power to Mindanao. It is one of the most efficient peaking power plants in the region and it is helping 23 customers electric cooperatives and distribution utilities - by cutting brownouts in these areas significantly.

CAGAYAN de Oro City–– Internally displaced persons (IDPs) from the Higaonon tribe trooped to the provincial capitol of Misamis Oriental Thursday morning and staged a protest rally to urge the provincial government to facilitate talks with the Army’s 4th Infantry Division and end their twoweek long displacement
from their community. “We evacuated from our homes last June 5 after another military operation in our communities…. The worst part is that this is the fourth time that we have been displaced from our homes,” said Nenita Hilugon, secretary general of Tagtabolon, a Higaonon tribal organization. She said the evacuees number about 200 com-
ing from 46 families from Sitio Camansi and Sitio Tapol, Barangay Banglay in Lagonglong town. Hilugon pointed out that they have no problems with soldiers passing the area but it is a huge risk having soldiers stay in their community. “At first [the soldiers] said they were just conducting a community activity but we got alarmed when

The full implementation of K-to-12 also adds to the perennial shortage of teaching personnel. According to the Alliance of Concerned Teachers (ACT), more than 79,000 teachers and non-teaching staff stand to be displaced due to the curriculum shift. A Grade 10 completer from Quezon City-based high school Florida A. Ylagan says that his school is not SHS-ready. There are only 42 SHS-ready public schools in Quezon City, while there are 208 nonDepEd (private schools and State colleges and universities) schools that are SHSready. In 1997, a study titled “Beyond Innocence” conducted by the Pamantasan ng Lungsod ng Maynila (PLM) found that the age of discernment of in-school Filipino children is 15 years old. (PAYO), a child rights network assisting children in conflict with the law in the country, also conducted a similar research in 2002. PAYO’s “Arrested Development” study, which targeted out-of-school Filipino youth who are the ones who figure in crimes, revealed that the age of discernment of OSY children is 18-years old. “ These studies validated that these minors don’t know what is right or wrong,” said Diamante, who had been working in the prison ministry for more than two decades now. “They should also make decisions based on studies and not from their own observations,” he added. The Department of Education (DepEd) dubbed this week’s opening as the best ever as the country is smoothly embarking on K-to-12 and is more than ready for SHS rollout. However, indications of SHS-unreadiness as well as government’s aggressive partnership with the profitoriented private sector in delivering education services buttress the criticism by progressive educators, student groups and citizens of the neoliberalization of the education system. Ill-prepared amid perennial shortages DepEd reports that there are a little over 11,000 SHSready schools. But only a little over 50% of these or 5,990 are public or DepEdoperated and funded. However, under the scenario, the winning candidates would certainly insist on assuming the post as mandated under the COMELEC rules. Otherwise, the supporters and leaders of the incoming winning candidates would go out to the street to demand justice for the elected candidates. Of course, the LP hierarchy, on a “hold over” status pending the final resolution of the petition

And yes, we wholeheartedly agree that even doing

Lobregat met with Zamcelco officials on Thursday to obtain the latest accomplishment reports with regard to the completed, ongoing and evaluated projects for bidding and implementation all over this city. NEA allocated PHP25.379million for the electrification of 15 sitios. Eng’r. Edgardo Ancheta, Zamcelco general manager, said that 14 sitios have already been energized by the cooperative through the SEP. Ancheta said there is also an ongoing electrification project, which is scheduled to be completed by the end of this month. He said there will be five sitios in Barangay Limaong, 83 kilometer east of City
Hall, that are to be energized through the same program. The NEA has allotted PHP13 million for the five projects. Lobregat said that prior to his initiatives to include sitios in District 2 and as well as District 1, he has coordinated with second district Rep. Lilia Nuño for him to be able to make the necessary follow-up at NEA for the implementation of this program in both districts. Nuño has been appreciative of Lobregat’s effort in pushing for the sitio electrification in the second district. Lobregat said that he will continue to seek subsidy funds from NEA for the energization of the remaining un-energized sitios in this city. (PNA)

ARMM ready for implementation of senior high school program MARAWI CITY, Lanao del Sur, June 17 (PIA) -- The Education Department in the Autonomous Region in Muslim Mindanao (DepEd-ARMM) is now ready for the implementation of the senior high school program, the centerpiece of the new K to 12 basic education system. Out of 304 public secondary schools in the region, the DepEd-ARMM has already identified a total of 156 that offer senior high school program.
The region is expecting around 35,000 Grade 11 students this school year, the pioneering batch of senior high school students. This year’s program covers the last two years of the K to 12 and includes Grades 11 and 12. In senior high school, students will go through a core curriculum and subjects under a track of their choice. It will allow students to choose from specific tracks namely: academic, technical-vocational-live-
lihood, arts and design, and sports. These tracks will prepare future graduates should they decide to pursue higher education (college), seek immediate employment, or become entrepreneurs. Marjuni Maddi, DepEdARMM’s assistant secretary for academics, admitted there are still problems in the implementation of the program such as lack of teachers as well as classrooms that are still under construction.

In Calamba, Laguna, a Grade 7 public school teacher says that their school is only one of the many public schools in the province that could not offer SHS due to space limitations. Of 56 SHS-ready schools in Calamba, only 14 are DepEd schools. The teacher remembers that there was a plan to construct a new building on a vacant lot beside their school but it has not materialized. Funding business in education Instead of building public facilities to realize the Filipino youth’s right to free and accessible education, government has arranged to either pay private and higher learning institutions to accommodate students from public schools through the SHS Voucher Program or allow investors to build more schools. The Aquino administration allocated Php12.2 billion for the program for 2016. It also allocated Php16.2 billion as payment to magnates Henry Sy and Bayani Fernando over ten years for the Public Private Partnership (PPP) in Schools Infrastructure Program. The SHS Voucher Program subsidizes private education with Php22,500 per year for both Grades 11 and 12 for public school Grade 10 completers enrolling in non-DepEd schools in the National Capital Region; Php20,000 per year for those in highly-urbanized areas; and Php17,500 for the rest of the provinces. For the first year of SHS implementation, government has paid APEC, which operates 27 schools in Metro Manila, Rizal and Batangas, a minimum guarantee ranging from Php500 million to PhP 1 billion. Some parents, especially from low-income families are not amenable to K-to12 because it only prolongs the education process and translates to more expenses. According to them, the government subsidy cannot cover students’ uniforms, school supplies and food, which can cost them more than Php25,000 over K-to-12’s four additional semesters. Relatedly, the Quezon City government signed a PPP deal to develop SHS support in Quezon City public schools with Magna Anima Education System. Magna Anima will gather private sector support to build, operate and maintain SHS facilities in the Arts track at the Esteban Abada High School and Kamuning Elementary School; Sports track at the Belarmino Sports Complex and Jose P. Laurel High School; and Maritime track at the Apolonio Samson High School. Government counterpart includes providing tax incentives to Magna Anima, a subsidiary of the Lopez family’s ABS-CBN network,and an additional Php5,000 voucher per head on top of the DepEd-provided voucher. Education for nationbuilders The Aquino administration has promoted K-to-12 as part of the country’s integration into the global community. This education program was a recommendation by the Joint Foreign
Chambers of Commerce supported by the United States Agency for International Development (USAID) through The Arangkada Project Philippines (TAPP/ Arangkada). Arangkada is a major advocacy launched in 2010 to improve the Philippine investment climate. Its specific recommendation is to “extend basic education by two years and add one year before elementary school. Students should graduate high school at age 18 prepared either to enter the workforce or college. Increase technical/ vocational skills training in the high school curriculum.” It argues that “having a large pool of skilled manpower is an attraction to foreign direct investments, which in turn improves economic activity.” The global market thus prescribes K-to-12, which has compounded the woes of commercialized education and further instituted training the Filipino youth to become appendages of the corporate world. Instead of this, however, it is sorely imperative for Philippine education to serve the Filipino nation. It needs to be accessible and geared to mold the Filipino youth to their fullest potential as patriotic, analytical, and innovative citizens. This transformative education will build the country’s capacity to forge vibrant industries that cater foremost to the peoples’ basic needs and usher national development.

As NGCP expands its safety and ROW information campaign, it tapped MTRCB to help them reach wider audiences by showing their safety and anti-pilferage public service videos in movie theaters. MTRCB, being the entity that supervises and regulates the public exhibition of motion pictures, television programs, and publicity materials, was more than willing to help NGCP by “making available relevant expert information and other resources, to enable NGCP to mobilize the dissemination of its line safety campaign material to local theater operators.” The grid operator expressed its appreciation to MTRCB stating that the partnership between NGCP and MTRCB is “a strategic cooperation between the public and private sector will further advance the advocacies of NGCP, particularly on spreading awareness on transmission line safety, anti-pilferage, and rightof-way issues.” NGCP is a privately owned cor p oration in charge of operating, maintaining, and developing the country’s power grid. It transmits high-voltage electricity through “power superhighways” that include the interconnected system of transmission lines, towers, substations, and related assets. That they will take away our problems and help us? They are not helping us, they are making it worse for us to live in peace,” said Ayuma. He expressed his hopes that the leadership of the Army will listen and talk with them. “I hope that the Army, especially the leaders in the 58th Infantry Battalion, will be kind enough to leave us alone, give us peace in our community. I have nothing against them passing by. But for them to stay within our tribal community and putting up a detachment, I fear it would only endanger us all,” said the tribal leader. Ayuma added that the dry spell brought by the El Niño phenomenon has made their lives worse. “This situation has only made our problems worse, especially after the recent drought that destroyed much of our crops,” seconded Hilugon. She said they began to plant only recently as the rains came. “But after we left our homes due to the military operation, I’m afraid that most of our crops have already died in our absence,” Hilugon added. Angeles Kabanlas, a farmer, narrated the experience of her two sons and husband when the gunfire and explosions erupted. She said they have a farm in the area, which is their only source of livelihood. As they were planting bananas, corn and string beans, they heard an explosion around 3 p.m. “My two sons ran towards our horse to secure it, but they were shocked when soldiers chased them and aimed their guns at them,” Kabanlas narrated. She said her sons aged 18 and 16, as well as her husband, were so frightened as they are not used to someone pointing a gun at them. “I hope that these soldiers when they operate in the mountains, they would not aim their gun at just anybody. They should not just accuse anyone of being

Kabanlas it was the same in the 1980s, and hinted that maybe how the soldiers treat the poor people in the mountains caused many to join the NPA. “Why are they doing this to us? We are civilians, we are farmers. The people in the urban communities and cities will not have enough food to eat without us farmers. No matter how you try to justify, twist the situation, we are there to farm and tend to our livelihood in the mountains,” she pointed out. Capt. Joe Patrick Martinez, spokesperson of the Army’s 4th Infantry Division, explained that the military operation was due to reports coming from the neighbors of those who evacuated. “Our soldiers would not be there if we don’t have legitimate and valid reasons,” he added, stressing they were only doing their mandated duty of suppressing insurgency. “We are not picking on one community. They make it sound like it is only their area. We are operating in several communities, not only in Sitio Camansi, but other nearby communities as well,” Martinez said. He cited the recent encounter against the NPA in a mountain village in Talisayan town, whose mountain range connects to the mountains of Lagonglong. The displaced Higaonons waited at the provincial capitol for the dialogue with the Army and the governor, but the group claimed the Army did not make it to the planned dialogue Friday morning. The Army, on the other hand, said they did not go to the capitol simply because they were not informed about the talks.

Parilla, also from Zamboanga City who is at the moment “awaiting her assignment instruction,” Gatinao said. Parilla is set to work this month (June) either in Zamboanga del Sur or Zamboanga Sibugay. The Next Rev – Yamaha Club Grand Touring As if to end the summer season with a bang, Yamaha Motor Philippines took more than a hundred riders on an epic journey along the scenic coastal roads of Cebu. Dubbed as “The Next Rev: Yamaha Club Grand Touring”, the 134-kilometer route might have been a bit short for seasoned riders but it is precisely so to allow novice riders to join in a weekend of fun and camaraderie. The trip began early morning at Kart Zone in Cebu city. After breakfast, the participants were arranged into four groups to make the entire convoy of motorcycles easier to manage
on the road. The same group assignments were used for the activities and games that awaited them at Brumini Resort in Oslob, Cebu. To my delight, Yamaha assigned this writer an NMAX motorcycle unit and taking the trip on the saddle made the experience all the more fulfilling. There was a light drizzle when we reached Oslob and this made the otherwise perfect road a bit slippery. The NMAX is the only scooter in its category that comes with anti-lock brakes and it gave me confidence to squeeze out every bit power the 155 cc mill has to offer.
Before noon, we were already receiving room assignments at Brumini Resort. The fun, however, was far from over. A quick boodlefight lunch and we’re off to Sumilon island. Even after a night of partying, everyone was up early the following day. We were all excited to see the Butanding (whale shark) up close and personal. Yamaha regularly organizes and sponsors touring rides like this for Yamaha Club members, as a means of showing appreciation for their loyal patronage. Fire up the streets – Honda CB150R Streetfire The Honda CB150R Streetfire is powered by a liquid cooled 149.16 cc single-cylinder DOHC engine which churns out 12.9 kw @ 9000 rpm and 13.8 Nm @ 7000 rpm. This writer had the privilege of having initial riding impressions at the Honda Safety Driving Center in Paranaque and the latest offering from the Honda stable did not disappoint. Having the entire 2.4 hectare facility to myself, I was able to put the bike through its paces. Acceleration is phenomenal, even with a 200-pound rider on top. Tipping the scales at 136 kilograms, the Streetfire is not quite the lightweight but it did hide its heft well. Switching directions required little effort and handling is quite stable especially in corners. You’d definitely want to make all those turns as the stock IRC

The Department of Energy (DOE) and Petron Corporation yesterday issued Fuel Economy Rating certificates to 22 car brands, which participated in the recent DOE Euro 4 Fuel Economy Run. Twenty-one car companies in the Philippine market fielded a total of 70 models of various body types and engine displacements last May 27 to mark the 12th Fuel Economy Run led by the DOE. They traversed a preset route of 280-kilometers starting from Petron Clark station in Angeles City, Pampanga, through SCTEX (Subic-Clark-Tarlac Expressway), TPLEX (Tarlac-PangasinanLa Union Expressway), and back, in a controlled run to approximate standard driving conditions. Fueled by Petron XCS (95-RON), 27 out of 38 gasoline vehicles, or a sig-
nificant 71% of the entries, produced fuel economy ratings exceeding 20 kilometers for every liter. For vehicles powered by Petron Turbo Diesel, 21 out of 32 participants (66%) achieved over 20 km/l. The best performances were registered by a Suzuki Celerio with 29.14 km/L using Petron XCS, and an Isuzu D-Max getting 38.46 km/L on Petron Turbo Diesel. The fuel economy ratings obtained in the run serve to expand the Philippine Energy Standards and Labeling Program (PESLP) of the DOE.
