PRESIDENT B enigno Aquino III has suspended the release of Priority Development Assistance Fund (PDAF) until the results of the ongoing probe into the P10-billion ‘pork barrel’ scam is over.

by PDAF. Failure to do so would mean the money would be returned to government savings.

DAVAO City––Not a single clinic or hospital in Davao City has been authorized by the Department of Health (DOH) to conduct stem cell-based therapy or treatment.

This was the warning issued by DOH XI Regulation and Licensing Officer Alex Daba to Dabawenyos who may be lured by these facilities into undergoing a treatment which is supposed to improve their health but which can put them in danger instead.

“All facilities providing stem cell-related therapies and treatments are considered illegal and unauthorized after the issuance of an Administrative Order from Health Secretary Enrique Ona which regulates the stem cell industry,” he said.

He said they have al-

ready scheduled a meeting with all concerned facilities to inform them of the AO and to warn them from providing further stem cell related treatments as they will be violating the Order.

Only those that will be given authority by the DOH and categorized as certified centers will be able to provide stem cellrelated treatments to people, he said.

As of Monday, only two clinics in the city have applied for accreditation as a stem cell facility, one at the back of Central Bank and another near a mall in J.P. Laurel Ave., Bajada.

He said even tertiary hospitals are prohibited from conducting stem cellrelated treatments unless they have the authorization from DOH. While these facilities

can be penalized for doing stem cell-related treatments without the authorization, Daba said they will only be warned for now while the DOH is meeting with them and informing them of the order to regulate the practice.

“This is a very expensive treatment which can start from P700,000 so make sure that the facility is authorized to provide such treatment before you pay,” he said.

Greenpeace advocates for the rights of Pinoys not corporations

Over the past few weeks, there has been a series of articles claiming that Greenpeace is anti-science, that we oppose development and - even more outlandishly that we are puppets whose strings are being pulled by European paymasters.

While provoking a few giggles from our staff who would love the luxury of being paid in Euros––as one of the sillier attacks would have it––mostly this smear campaign is just yawn-worthy. It echoes the same old recycled propaganda that is wheeled out time and again by giant companies and reactionary governments to limit the space of civil society to defend the rights of ordinary people.

So what is it exactly that

has got all the spin-doctors in a tail spin? This flurry of disinformation was prompted by the recent ruling by the Court of Appeals to stop the field trials of Bt eggplant.

The action filed by Greenpeace, Magsasaka at Siyentipiko sa Pagpapaunlad ng Agrikultura (MASIPAG) and fifteen other individuals including former Sen. Orlando Mercado, and Silliman University President Ben Malayang, aimed to stop the experimental trials by the University of the Philippines Los Baños Foundation, University of the Philippines Mindanao Foundation and the International Service for the Acquisition of Agri-biotech Applications (ISAAA), all of whom signed a Memorandum of Undertaking in

2010 to conduct these trials at seven (7) different sites across the Philippines.

In a classic case of the tail attempting to wag the dog, these attacks aim to distract citizens from the real issue: that if we are not vigilant our country will be used as an open-air laboratory for untested, unsafe Genetically Modified Organisms (GMOs). And rather like the story of the genie in the bottle, once those organisms enter our eco-system, they will be impossible to get back into the bottle.

Curiously, the columnists who use space in the media to attack us tend to gloss over the fact that more than 80% of GMOs are only grown in just four countries: the US, Canada, Brazil and Argentina. Elsewhere – other countries like India and

members of the European Union are exercising caution and have either established moratoriums or bans on GMOs. The reasons why our own Food and Drug Administration (FDA) insists that GMOs are safe for Filipino consumption remain opaque.

Globally there is still no consensus among scientists on the long-term safety of GMOS, either on the environment or human health.

In fact, scientific studies are increasingly showing evidence that certain genetically modified crops have led to an increase in pesticide use and also the emergence of weeds, particularly for herbicide tolerant crops that were genetically modified to tolerate massive doses of specific herbicides. Speculations as to who were responsible for these are widespread and varied but there is the general tendency of some people to link these attacks to the Muslim community.

I beg to differ.

I find it highly suspicious that the recent bombings worldwide are in one way or another connected to the Muslim community.

They seem too convenient to be a scapegoat to be the real people behind the horrifying scenes.

I say this in the light of recent events worldwide, particularly in the Middle East. On August 1, 2013, CNN’s Breaking News reported how CIA

The admonition is the reason why the blanket denials issued by the congressmen, senators and officials of implementing agencies linked to the P10 billion pork barrel scam of any involvement in such scam becomes revolting.

Those blanket denials are not what is contemplated as proof of their innocence in the bar of public opinion where guilt is presumed unless the public official and his private cohorts are able to prove their innocence.

In this regard, congress-

men like Rep. Rufus Rodriguez is presumed guilty of corruption insofar as the handling of their pork barrel, which is a public fund, a fund drawn from the people’s taxes levied by the government, is concerned unless they are able to prove their innocence. The blanket denial issued by Rodriguez that he has not committed any wrongdoing with regard his pork barrel fund does not exculpate him from any wrongdoing.

His constituents and the constituents of the other congressmen expect

a transparent accounting of where the millions of pesos entrusted to them by the people to be returned back to them in the form of corruption-free projects and programs went. But congressmen like Rodriguez will only do this accounting if pressure exerted by the people becomes irresistible.

Let’s give them the pressure they are asking for.

A Bangsamoro basic law needs to be enacted -- for ratification of residents in the area -- to ensure automatic appropriation and regular release of the regional budget.

The law would replace Republic Act 6734 or the Organic Act for ARMM. The proposed region will include Isabela City in Basilan, Cotabato City, six municipalities in Lanao del Norte, and some villages in North Cotabato, in addition to the five provinces in ARMM -- Basilan, Lanao del Sur, Maguindanao, Sulu and TawiTawi.

The regional budget will be similar to the internal revenue allotment received by local government units.

The ARCCESS project is conceptualized and designed by the DAR as a government-led initiative that provides strategic and sustainable support services to increase farm pro du c t iv it y, i mprove household incomes and provide sustainable livelihood for agrarian reform beneficiaries through the organization of agri-related enterprises.

XSF is an attached organization of Xavier University through the XU College of Agriculture Complex that focuses on institutionalized efforts of promoting and enhancing the holistic development of people and depressed communities.

Under the agreement, XSF will provide agri-technology and agri-extension services in an institutionalized manner but would also follow the key criteria approach of ARCCESS. The areas covered are selected municipalities in Bukidnon, Misamis Oriental, Lanao del Norte, Camiguin and Misamis Occidental. Such services will include trainings for farmer technicians and ARBs, common service facilities management plan, farm production management plan, preparation of training manuals and

modules, among others.

By the end of such trainings, XSF will submit a terminal report to the DAR which will go through internal and external review of experts.

DAR Regional Director Engr. Felix B. Aguhob and Dean of the XUCA and Executive Director of XSF Roel R. Ravanera signed the agreement at the DAR Regional Office 10 on July 22, 2013.

The DAR-XSF engagement will be for a period of twelve (12) months starting July 29, 2013.

4,000 artificial reef domes to be deployed in Sarangani Bay GENERAL Santos City––In a bid to restore Sarangani Bay’s dwindling fishery resources, the municipal government of Maasim in Sarangani Province is planning to deploy around 4,000 artificial reef domes along portions of the bay in the coming months.

Rolando Tuballes, Sarangani provincial environment and natural resources office (PENRO) chief, said the local government of Maasim has partnered with a nongovernment organization and an industrial firm for the massive fabrication of the artificial reef domes.

He said the reef domes will ser ve as breeding

grounds and aggregating devices for marine life along the town’s coastal waters.

Tuballes said Maasim Mayor Aniceto Lopez Jr. and officials of leading cement manufacturer Holcim and the Conrado and Ladislawa Alcantara Foundation, Inc. recently signed a memorandum of understanding to jumpstart the project.

Under the agreement, he said Holcim will provide 2,000 bags of cement worth roughly P500,000 pesos for the fabrication of the reef domes.

Such move is part of the corporate social responsibility of the company in upholding its commitment

in managing resources responsibly and working with communities to develop sustainable options for their future, he said.

Tuballes said the reef domes will be fabricated by people’s organizations composed of fisher folk, who will be paid by the Alcantara Foundation P50 for each unit.

He said 14 of Maasim’s 16 barangays will benefit from the project.

“An addit iona l 270 domes that Alcantara Foundation produced in partnership with World Vision will initially be deployed starting this week, with 30 to 50 units released per deploy-

ment every Friday,” he said in a statement released by the Sarangani Information Office.

Tuballes said they initially proposed for the creation of a management plan to provide a clear guide for fisher folk in the correct usage of domes and the proper management of the project by the local government unit to ensure efficiency rather than “worsening the situation.”

Based on the results of PENRO’s seven-year assessment, Sarangani Bay’s coral cover has so far gone down to below 30 percent.

Philippine Education for Globalization

Quality education has been a battle cry for many years. When in fact, this is one of the common topics for debates on how to make Philippine Education to be globally competitive. Is the new curriculum the answer to our outcry for excellence in education? Is the new adventure in educational enterprises will be the solution in making public education to be internationally competitive?

Curriculum in the Philippine Education has been continuously evolving in order to cope with the changing demands of time. On the other hand, we need to update the standard of instructions suited to the needs of our learners. It is in the administration of his Excellency President Semeon Benigno Aquino III is realized the dream of globalizing our education and adapt the 12 basic educational system which is tantamount to the international system of basic education. Finally, the dream of every Filipinos has come to realize yet in the process of striving in order to reach our goals. Indeed, we are initially successful with our implementation.

The K to 12 curriculum is really an answer to the problem

that we are facing today particularly the shortage number of years in basic education in the country. With this, we are equating our educational system in the globe which is 12 basic years in education. In the new curriculum kindergarten is compulsory to all five year-old before enrolling grade school.

Six years in the elementary, four years in the Junior High School and Two years for Senior High School making it 12 years basic education which is equivalent to the global systems of education.

On the other hand, Grade 11 and 12 focus on specialization.

Students may choose a specific field of specialization such as: Entrepreneurship, VocationalTechnological Courses and College Preparatory Courses.

If students opted not to continue college education after 2 years training in Voc-Tech they will be ready for the job using the TESDA License they obtained during their Senior High School Curriculum. Meaning that after the training they will be ready for work not only in our country but as well as around the globe.

Nevertheless, students are then ready for employment since

they are equipped with the skills required in the global market.

With its two years implementation of this new curriculum it has generated an optimistic outcomes in Philippine Education. The use of Mother Tongue-Based and Multilingual Education (MTBMLE) make the curriculum simple and easy to understand with the pupils particularly in Grade-I and Grade-ll. Moreover, teachers felt that using the mother tongue instructions are made very easy, pupils are interested and participative in the lessons. Using the local languages in teaching it help the pupils learned fast in reading as well as in the academic.

Therefore, with this new venture in educational endeavor we are confident that Philippine Education conformed the global standards yet produce quality graduates equipped the skills necessary in the field of work.

Department of Education hopes that with this new curriculum we will make Philippine Education more advance and competitive.

Finally, we should work together for the realization of this colossal dreams thus making our country’s education highly recognize worldwide.

Misuari urges to recall calls for M’danao Independence

AGAYAN de Oro City--The declaration of Mindanao Independence announced by former Autonomous Region in Muslim Mindanao (Armm) Governor Nur Misuari last week was baseless and should be recalled, a lawmaker from Mindanao said on Tuesday.

Rep. Rufus Rodriguez, 2nd District of Cagayan de Oro City, said that a Misuari’s declaration of Mindanao Independence was anti development and anti-peace which would likely create peace and order problems in the island’s future.

Rodriguez also expressed the fear that Misuari’s statement would affect the Framework Agreement be-

tween the government and the Moro Islamic Liberation Front (MILF).

“Misuari’s declaration of Mindanao Independence might result in the failure of the Bangsamoro framework with the MILF in the future,” Rodriguez added.

Misuari’s should instead support the Framework Agreement and the peace initiative of the government and the MILF, Rodriguez

said.

According to Rodriguez, since the peace initiative set into motion three years ago, countless development projects have already been poured in the two Southern Philippines provinces of Sulu and Tawi-tawi.

The provinces of Sulu and Tawi-tawi were the stronghold of Misuari 25 years ago, Rodriguez said.

“I am appealing to Misu-

ari to recall his declaration of independence and be part of the ongoing peace agreement with the MILF,” he said adding that the peace accord would benefit all Christians and Muslim people including himself (Misuari).

But for Jerry Ben Villaver Sasam, a public school teacher of Sto. Tomas Central Elementary School, said that he strongly opposed the said order, citing that our country has been already widely known by the name Philippines or Pilipinas.

Calling it Filipinas, Sasam said, may also be a source of confusion since the same word may also mean the plural form of the female inhabitants of this country.

Lorna Pepugal Padilla, a Filipino teacher of Maryknoll High School of Sto. Tomas, noted that the name Pilipinas was coined and used using our national language. She said that it was even used by prominent and progressive figures of our national history such as Bonifacio, Aguinaldo and others.

She said that changing the name from “Pilipinas” to “Filipinas” is not just a simple technical issue of changing its spelling but rather it is an issue of identity and self-worth of our country.

“Although, we recognize the noble purpose of the language commission, KWF must, however, consider and employ a more sensible approach in this issue. We could promote a sense of patriotism by urging Filipinos to use more often Tagalog as our national language.

But changing its name, is untimely and unlikely,” she added.

It was a complex task.

McLaughlin said the device not only had to have many small motors to mimic the flexibility of the human hand, it needed human-like strength. The thumb was especially difficult because it allows the hand to grasp objects. And everything had to fit into a space about the size of a hand.
