DAVAO CITY (PNA) -Presumptive President Rodrigo Duterte is mulling on a massive revamp in the Philippine National Police (PNP) from the highest officers down to the rank and file as wake-up call to their sloppy performance and get rid of those involved in illegal activities. “I will sleep on it tonight,” Duterte told reporters in a two-hour press conference midnight Wednesday at the Royal Mandaya Hotel. He said he would implement a massive reshuffling not only the officers but everybody once he sits as the President. Norfolk, Va., U.S.A., Cagayan de Oro City’s planned Extension Project could undergo substantial changes if plans for the conversion of the Lumbia Airport to a U.S. military facility push through under the Enhanced Defense Cooperation Agreement (EDCA). The city government aims to establish a new city center under its Planned City Expansion (PCE) in 820 hectares of land in Barangay Lumbia, including the 150 hectare Lumbia Airport which is now controlled by the Philippine Air Force. However, the Lumbia Airport has been identified by the Philippine government as one of five key areas to be converted into a U.S. military facility under the E.D.C.A. If this pushes through, the city may lose additional areas around the Lumbia Airport since U.S. military aviation protocols call for a buffer zone in its landing and take off approaches where aircraft would most likely crash in case of accidents.

Despite this, Philippine Ambassador to the U.S. Jose L. Cuisia, Jr. last May 21 told Oro delegates to the 1st Adult Exchange Program under the Norfolk-Cagayan de Oro Sister City Agreement to be open to the establishment of the U.S. military facility at Lumbia since it would substantially improve the city’s infrastructure and employment like what happened to the Clark Air Base in Pampanga and the Subic Bay Naval Station in Zambales. Similar encroachments by real estate developments had in fact long been experienced in and around military facilities in Cagayan de Oro’s sister city of Norfolk, Virginia where local governments have had to invest substantial funds to purchase lands around military air bases as a buffer zone. Norfolk City has a long history as a strategic military and transportation point. Since Norfolk serves as the commercial and cultural center for the unusual geographical region of Hampton Roads (and in its political structure of independent

cities), its economy is integrated into the region pretty much like its sister city of Cagayan de Oro in Northern Mindanao region. Hampton Roads is a major military center, especially for the U.S Navy along with one of NATO’s two Strategic Command headquarters. It serves as the home for Naval Station Norfolk, the world’s largest naval installation, which supports naval forces in the United States Fleet Forces Command which operates in the Atlantic Ocean, Mediterranean Sea and Indian Ocean. NS Norfolk is the world’s largest naval station, supporting 75 ships and 134 aircraft alongside 14 piers and 11 aircraft hangars, and houses the largest concentration of U.S. Navy forces. Port Services controls more than 3,100 ships’ movements annually as they arrive and depart their berths. Changes may take form in abolition, revamps or reorganization

Giving warnings this early to officials engaged in corrupt practices, presumptive President Rodrigo Duterte is praised by constituents. His statement against supposedly corrupt and inefficient government agencies and officials showed his determination to effect change in governance. Duterte said the Bureau of Internal Revenue (BIR), Bureau of Customs (BOC) and Land Transportation Office (LTO) are the “most corrupt” agencies that should be abolished. He added that it may be better to simply disband these agencies. But these are already established agencies that are needed to run the bureaucracy. As a suggestion, what should be changed is the organization. Those officials and employees with cases could be suspended and ultimately removed from public service once found guilty or sentenced by a competent court. All the others within the local and regional offices and the national directorate may be re-shuffled, re-assigned to communities they are not familiar with. If the “useless” Philippine Drug Enforcement Agency (PDEA) is inutile in its combat against illegal drugs because many of its own officials are embroiled in the narcotics trade, then there is no other alternative but just to abolish it. High-ranking PDEA officers allegedly in connivance with drug syndicates, should not be only sacked from the agency, but should be jailed too. A military take-over is in order given the “sick” situation of PDEA. Duterte ‘s plan of appointing military men to head the Bureau of Immigration (BI), and the Bureau of Corrections (BuCor), which maintains the New Bilibid Prison (NBP), must be reconsidered. There are more competent civilians who could be effective managers of the said bureaus and who are more competent with psychological knowhow than just plain bravado.

They took over his ship, and then put him and his few loyal men on a small row boat out in the middle of the Pacific ocean. I am not saying she converted the amount for her personal use but I sure think she should be able to account it to the last penny. days when the people had no water to drink and electric power to light their homes and streets. What is happening to this self-proclaimed city of golden friendship? Has friendship been blown by excessive political fighting? Or political hatred still run deep in the veins of its people. I remember many years ago when there was drinking water but salty. He is a simple man even if he hailed from the jungle of wealthy hacienderos. One time when he came to San Francisco, California, he and his secretaries ate at the McDonld restaurant, a thing other president can not do. 000 In the world of sinners, the lesser evil is still better. Bishops and priests do kneel in front of an altar to pray not only for themselves but for all people and world peace. Most of the time they stay in the convents praying and doing religious works. Yes as human beings, they too are sinners but definitely much lesser than some politicians. I don’t agree that they should be ridiculed publicly They are covered under our laws and if they commit crimes, they can be summoned by the court for trial. to improve their produce this planting season. In a press conference held here Tuesday, a team from DA-9 told the press that the DA would assist the corn farmers through its programs such as seed exchange, soils analysis, provision of farm implements/machineries and vertical dryers as well as

training on the latest corn production techniques for farmers. DA-9 is now intensifying its help to the corn farmers in the region after losing 9,500 metric tons of corn production or some P130 million to El Niño. “Throughout the region the affected farmers account for 9,622 cover-

ing 7,300 hectares,” Ray Anthony M. Credo, DA-9 El Niño focal person reported. Moreover, Engr. Tessy Montano, regional corn reports officer, disclosed that Zamboanga del Sur is one of the top 10 cornproducing provinces in the country and its cornproducing towns are San

Miguel, Dinas, Dumingag, Mahayag, Molave and Aurora including Pagadian City. The major corn varieties grown in the area are white corn for human consumption and yellow corn for animal feeds. Dried white corn grains ground into grits are a

A cup of cooked corn grits contains 182 calories and one gram of fat, which is good for those who want to lose weight as they get a full feeling without consuming excessive fat calories. I am a newbie in DEPED and I had the chance to be designated to function and give assistance to the legal concerns of the said Department. Grievance Machinery Procedures, Fact Finding Investigations, some legal research and other administrative concerns summarize the work descriptions of being in this Office. During my stay, I significantly noticed numerous compilations of Administrative Collection Cases pending before the Office within Northern Mindanao Region. In summation, it simply depicts lack of financial literacy among teachers. As a result, some teachers suffer financial problem leading to economic constraints basically triggered by mismanagement of salaries in the long run, thus, making some of them irresponsible to settle and pay their financial obligations.

These unending mismanagement of economic resources caused friction as to inter-personal and familial relationships. Because of these phenomena, work-related functions were at stake, causing inefficiency and inaccuracy in dealing with their designated tasks. Since economic crisis can trigger even the minutest emotion, the slightest penetration of a friction can cause a greater impact to one’s personal, social, emotional, spiritual and physical well being. Thus, it is highly suggested to make a nationwide awareness or in the smaller scale, the agency concerned for that matter, to impose as a policy for the proper information in financial expenditure, with the main emphasis to spend one’s salary within his/her reach so as to avoid reiteration of the same factual finding in the future.

University lauds University students receive LET topnotcher, BPI-DOST Science Awards new teachers CAGAYAN DE ORO CITY -- A graduate from Xavier University ranked third in the March 2016 Licensure Examination for Teachers (LET) – secondary level. Leslie Gisele ClimacoSabellano garnered 91% along with two other takers. Xavier reaped a 79.69% (51 of 64) passing rate in the secondary level LET and 55.56% (10 of 18) passing rate in the elementary level LET. The national passing rates for the elementary and secondary levels are 28.37% and 35.43%, respectively. “We thank Dean Dr Jovelyn Delosa and the faculty and staff of our School of Education for continuing to maintain the high quality of our teacher training programs,” said XU president Fr Roberto C Yap SJ in his

message to the academic community. “Congratulations to our new XU Teachers! You touch the future when you teach!,” greeted Fr Yap. The Professional Regulation Commission and the Board for Professional Teachers announced on May 19 that 12,128 elementary teachers out of 42,739 examinees and 18,810 secondary teachers out of 53,090 examinees successfully passed the LET given last March 20 in 20 testing centers across the country. Ken R aymart Añabieza’s study on “Chemometrics-Assisted Chelatometric Dispersive LiquidLiquid Microextraction (CDLLME) System for Flame Atomic Absorption Spectrometric Determination of Ultra-trace Cu(II) in Water Samples” probed the potability of tap water by examining copper content in three sampling sites in one of the barangays in the city. Ken, BS Chemistry, said he was “concerned over heavy metals mixing with our drinking water.” Guided by his thesis adviser Dr Heidi Rabanes, he was inspired to develop a simple, fast, safe, inexpensive and environmentally-friendly met ho d in deter mining ultra-trace copper in water samples. Copper, a form of heavy metal, is toxic when taken in large quantities. His study showed that

CDLLME is an effective method for extracting copper at low concentrations and gives a precise and accurate measurement of copper at 9093 percent recovery. It further concluded that tap water in the three sampling sites in barangay Agora are safe based on the guidelines set by the US Environmental Protection Agency. Ken’s fellow awardee Melody Kimberly Pitoc, BS Chemical Engineering, studied the viability of Napier grass as an alternative source of biooil, syngas and char. Her study, “D etermination of Operating Parameters for the Fast Oxidative Pyrolysis of Napier Grass in a Fluidized Bed Reactor,” done with teammates Rashida Ryhanna Bantuas and Jill Carlotha Cajote under the guidance of Dr Ma Theresa Cabaraban and Engr Edwin Richard Ortiz, found that the low ash content, high volatile matter and low fixed carbon of Napier grass make it suitable for bio-oil production. Bio oil can be converted into biofuel, a substitute for petroleum. With energy being an

environmental concern, Mel wanted to explore a greener source of energy to help address the energy crisis felt especially in Mindanao. Her study previously won the inhouse Renewable Energy Studies Award of the College of Engineering. The Ass o ci at ion of Educators for Interrelated Research and Studies had conducted an International Seminar in Teacher Education with its theme: “Scaffolding Teachers’ Skill in Upgrading the Learner’s Level of Performance in the Era of the K to 12 Implementation” as per DepEd Advisory No.16, series of 2016 held on May 13, 14 and 15 at GV Tower Hotel, Cebu City, Philippines. There were five hundred plus participants coming from different divisions all over the Philippines and I was only the participant from Magsaysay, Misamis Oriental. Day one was the registration of participants. On May 14, 2016, the seminar proper started at exactly 8:00 AM. The first speaker was Dr. Allan S. Macaraeg, NEAP Tainer, DepEd Region 1 Education Program Supervisor, San Carlos City,

Pangasinan. He talked about the Historical Background of K to 12 and the significance of having the Enhanced Basic Education. One of the visions that have Socio-Economic relevance is that: graduate is ready to take his/her place as a productive member of society and equipped to take on every opportunity in life he/she chooses to find to work and to engage in higher education. According to him, the seven 21st Century Lifelong Skills are: critical thinking-anddoing, creativity, collaboration, cross cultural understanding, communication, computing/ ICT literacy and career learning self-reliance. Those skills are very important because Filipino students nowadays must complete primarily in a new global economy. Now a day the society is sadly plagued with kids who are on drugs, kids who easily get pregnant, and kids who are drunk. Of course, there are laws banning the sale of tobacco and alcohol to minors, laws on the age of consent, etc. but this has not prevented these realities. To counter this, the government encourages our kids and youth to channel their brains into more extra-curricular activities so that they can in turn encourage their fellow youth to be responsible citizens of society. There is a running joke that states, “If you are the youth of today, where will you be spent $129 million to buy 2,347 acres near Oceana. The efforts were hailed as a national model, and last year the city declared the program a success that helped save one of the region’s economic engines. Similar efforts have been made in Chesapeake near Fentress Naval Auxiliary Landing Field, where city officials have spent $3.8 million buying 106 acres since 2014. The city also has started backing off when the Navy complains about permitting new developments near the airfield where fighter jets simulate landing on an aircraft carrier. R. A10172/R. ANo.9048

But this joke has an actual flip of seriousness. If you reflect on that, where will be the youth ten years from now? Will they become corrupt politicians once they enter the adult mainstream? Or will they become change agents as developmental organizations all over continue to espouse? Surely, there is hope for this nation. Every now and then, we hear of students from the basic education excelling not just academically but in other fields as well. Here in our school, kids as young as fifth graders are already exposed to politics by voting for their respective class presidents and other officers. I hope that this minute exercise can certainly have an effect on their lives as they grow older.

Hampton has spent $3.7 million since 2013 buying 17 properties near Langley Air Force Base. One of the main reasons the Lumbia Airport was moved to Laguindingan was due to increasing encroachment by residential housing projects on the approach and departure flight paths of aircraft using the airport. It would be interesting to see if the local government would be willing to exercise its prerogative to establish a buffer zone around Lumbia Airport at its expense, like what its sister city of Norfolk and its nearby cities did to accommodate the US Navy.
