Rufus says ‘ad hoc’ committee starts taking up proposed BBL By CRIS DIAZ Executive Editor
CAGAYAN de Oro City--It would take, at least, three days for the 75-member “ad hoc” committee to deliberate and study the 246 sections of the proposed Bangsamoro
Basic Law (BBL), a lawmaker said on Monday. Rep. Rufus Rodriguez, chair of the BBL “ad hoc” committee, said that there is a need to review and examine closely 60 sections, out of the 246 sections of the proposed BBL.
“We have to make sure that the provisions in the 60 sections would align in terms with the interpretation and understanding of the existing laws,” Rodriguez said. He said that the See STARTS, page A11
THE number of overseas Filipino workers deployed far outpaces jobs generated in the country, according to research group IBON. “This also means that more and more Filipinos are being forced to risk their lives abroad and in extremely vulnerable circumstances,” it said. The country deployed over 4,500 workers per day in 2014 which is much greater than the 2,800 additional employed domestically per day, the group said. IBON said preliminary deployment data from the Philippine Overseas Employment Administration (POEA) showed 1.7 million deployed overseas Filipino workers in 2014, or an average of 4,508 leaving every day. The Award, which is based on programs and projects initiated by local government units which aim to protect the rights of children, placed Davao City on top of the other bigger and richer cities, including Manila,
Quezon City, Makati and Cebu. Under t he le adership of Mayor Rody Duterte, Davao City pioneered projects aimed at helping and protecting children, including a halfway house for young cancer patients not
only from Davao City but the rest of Mindanao. The House of Hope, a special project of Duterte, provides shelter, counseling, and financial support to children suf fer ing f rom cancer w ho are seeking treatment at the Southern Philippines Medical Centre (SPMC). Duterte spends Christmas and other special holidays, including his birthday with the cancer patients and is known
to personally buy toys for the children. Duterte's concern for children's welfare is legendar y, including a tough anti-drugs and anti-crime campaign which he said is aimed at protecting the youth of the city. Child warrior surrenders to Philippine military DAVAO City – The Philippine Army said an elevenyear old boy, who claimed to be a member of the communist rebel group New People’s Army, has surrendered in Davao del Norte’s Asuncion town in Mindanao. Capt. Alberto Caber, a spokesman for the Eastern Mindanao Command, said the boy’ surrender to the 60th Infantry Battalion in Camansa village was made possible by the village chieftain Elizabeth Abad. He said the boy – a native of Mati City in Davao
Oriental province – told soldiers that he laid mines for the NPA during his six years stay with the rebel group and that he had been in six armed clashes with security forces in the provinces of Davao del Norte and Davao del Sur. His fantastic tale could not be independently confirmed, but Caber said they were coordinating with social workers in an effort to trace the family of the boy. nila Development Authority (MMDA) reported that motorcycle riders had the highest fatality accident rates among motor vehicles. He said Department of Health statistics showed there were 14,000 motorcycle-related injuries for the last quarter of 2012 alone. “Imagine 14,000 motorcycle accidents every three months? Injuries among children aged 0 to 19 had reached 34 percent of the total cases,” Sotto said. Under the proposed legislation, first time offenders would be fined with an amount not exceeding P5,000, second time offenders face a P10,000 fine while third time offenders and succeeding offenses face a P20,000 penalty. “It is necessary that we address this problem and ensure that no children will be injured or killed because we failed to provide necessary measures to prevent them,” Sotto stressed. Manny Pacquiao should know he has duties CAGAYAN de Oro City -- The Pacman is a billionaire many times over. And he’s getting wealthier by the day—not just from boxing but from all sorts of lucrative endorsements, sponsorships, and other contracts. The amounts, rewards, and entitlements he receives are way beyond ordinary Filipinos can dream about. And no one can say he doesn’t deserve them; for indeed he is a gifted pugilist whose ring performance impresses everyone—commoners, royals, and celebrities alike. The stuff of which living legends are made. So acclaimed is Manny that the nation hails him as a hero: the People’s Champ, Pambansang Kamao (The Nation’s Fist!), such that Sarangani voters have gifted him with the highest honor a community can bestow on one of its own: to represent them and be their lawgiver/ lawmaker in Congress. No other Filipino in the boxing world has attained this stature, nor anyone match his fame or fortune. And he earned these with what seemed an impecca-
ble attitude and behaviour: prayerful, humble, grateful, and respectful even in moments of triumph. ***** But somehow something is changing. Politics is getting into his head. The thought of becoming a senator next year turns on a twinkle in his eye, plus more twinkles at the thought of a presidency four years down the road! A little knowledge, they say, can be a dangerous thing. And hubris can bring down a god or a titan! So Manny had better be forewarned.... Fame can be a fickle thing; popular idols can fall from grace. With the MayPac affair on the sidelines now, he should start making up for lost opportunities in his career. He should start warming his cold, cold seat in Congress. Manny should start doing his homework, even a little at a time. It can’t be all boxing and basketball playing and coaching, you know. It’s time to get serious. Time for lawmaking, for championing his constituents. *****
A few days ago, I got reminded, during a recent clan reunion in my late father Martin’s hometown JANIUAY in Iloilo, that I have American blood in my veins. I was one year old and born in another Iloilo town GUIMBAL when our family migrated down south to Davao where I grew up and have taken permanent residence since then up to now. I am a Dabawenyo but an Ilongo forever. Going back to the family “memory lane” and meeting seldomseen relatives are always a source of unending joy. It’s reconnecting with the past that we never lived but only heard about, that’s valuable. **** FAMILY STORY -- Last Saturday, on our way to the venue of the Dureza clan reunion, we were passing through an old bridge being re-constructed, in entering the town when someone told us that the old, concrete turret or structure with openings for gun implacements at the foot of the bridge was where our late father, Martin, Sr. almost died during the war years when he was still a teenager. Someone should whisper to him that while philanthropy is great (sharing some of his bounty), indulging in patronage politics is not. He should know by now that playing with politics and politicos instead of working for reforms and good governance isn’t good either. Manny shouldn’t make the mistake of taking the goodwill and public adulation he enjoys for granted. He owes society. He has public responsibility. His powerful influence on the masses can go a long way to improve their political behavior and sense of public morality. A teaching mis-
sion, one might say, a duty to promote the common good. For the nation, his international renown can do a lot to raise our Republic’s honor, dignity, and credibility. Instead of hiring himself out to China as its boxing consultant—so there will be lots of Communist boxing champions!—he should tell Beijing to back off from the West Philippine Sea. What has he got to lose? He can as well be our ambassador—self-appointed, if necessary—championing our diplomatic causes, upholding our national sovereignty and security, earning more of our people’s eternal gratitude for doing it. ***** Instead of just playing basketball, he could be playing diplomat! Surrounding himself with good, knowledgeable advisers, he can go the rounds of South East Asia and urge ASEAN to ratify the Maritime Code of Conduct in the South China Sea that has been long overdue. Why I have American blood in my veins
Jess Dureza vehicle! Ah so this is what our father always told us about when we would sit by his side and he would regale us with his exploits as a young boy. Here’s his story. He was a teenager when Japanese occupation soldiers barged into their nipa hut, roused them up in the dead of the night and rounded up all males in the neighborhood. His father (our grandfather) was among those taken. Luckily our father Martin jumped out of the window and escaped. The following day, at daybreak, word got around that the men taken the previous night were all beheaded by the Japs. At nightfall, his family recovered his father’s headless body using a carabao-drawn
sled. The young Martin, with revenge in his heart did not return home and volunteered to join the local guerillas and in no time, he earned the local reputation of being a Japanese hunterkiller. He volunteered to be in the front lines during raids. One important mission for him one fateful day was to clear the bridge of the armed sentry guard to allow a guerilla dawn entry into town by silently killing without firing a shot the Jap soldier manning the gun turret. He volunteered, climbed the wall and engaged the Jap sentry. It was mission accomplished. But before the Jap gave his last gasp, he was able to thrust his bayonet at Martin who fell to the ground below mortally wounded. He however survived after months of treatment at an American hospital where it was said that he was saved because of the transfusion of American blood. Were it not for the massive transfusion, he would have died. (All 8 of us Dureza siblings would not have been around today.) Truth to tell, up to this day, I never stopped believing I have American blood in our veins -- but
still wondering why we don’t have the American GI looks! (Lol) ***** CONNECTED -- Being “connected” nowadays is a given. The cyberspace age makes this a normal “must do” with all the devices like phones, computers, IPADs, tablets, etc. While many of us consider this advance technolog y as breakthroughs, there are downsides to consider. CLONING -- I remember what a young, school-aged scion grandson of tycoon Henry Sy, Sr. told me while we were on a private plane enroute to General Santos City sometime ago to visit the SM mall there. He was on summer break from schooling abroad and accompanied his father Hans, Sr. to an inspection trip. I was surprised at his thoughts when we started talking about how the world advanced. He said that modern technology is both good and bad. The downside, according to him, has something to do with creating a clone of your private self and storing it in your phone or device. The privacy risk is allowing others to gain ac-

UTUAN City – The city government has granted senior citizens free admission to all movie theaters, and along with persons with disabilities (PWDs) given express lanes in all government offices and commercial establishments here.

Ordinance No. 4571-2015 “Requiring all Government Offices and Commercial Establishments in the City of Butuan to Provide Express Lanes for Senior Citizens and Persons with Disabili-
ties at the Point of Sale and Transaction Areas Only, and Providing Penalties for Violations Thereof,” and SP Ordinance No.4583-2015 “Granting Senior Citizens Free Movie Admission to all Movie Theaters in the City of Butuan.” The Free Movie Admission ordinance entitles senior citizens to free admission in any movie house or cinema house in this city but disqualifies those from other cities or municipalities and established residency here unless they can provide a Voter’s Certificate
issued by the Butuan City Comelec and/or a Certificate of Residency from the barangay where he/she is a resident. Violation of the ordinance penalizes offenders P500 for the first offense, P1,000 for the second offense, and P1,500 for the third and succeeding offenses. WEmboree gathers 69 youth in AgSur PROSPERIDAD, Agusan del Sur - Some 69 youth identified to become frontline volunteers in times of calamities convened recently at the covered court here in order to gain the skills designed for them to become effective in extending their roles in times of calamities thus, realizing the aim to have zero casualty and less damages on properties. Spearheaded by the Department of the Interior and Local Government (DILG), the activity is the 5th component of the program called WEmboree, which is part of the holistic approach in increasing the community’s awareness and sense of responsibility on disaster risk reduction and climate change adaptation. It is a gathering of young, able-bodied people from different communities, academic institutions and organizations, celebrating one goal: Changing the mindset of participants and all stakeholders from “ME” . . to . . “We”. “I am very glad and proud that another set of young volunteers are gathered here today to signify their noble intention to become front liners and become part of the provincial search and rescue teams in times of calamities and disasters. Honestly speaking, it is your group that can do something in terms of advocacy, team building, strategic actions, responses to situation and many more because you are young, strong and able. Kidnapped retired soldier freed in Sulu Z AMBOANGA City – A retired Marine soldier who was kidnapped last month was released by the Abu Sayyaf Group (ASG) in the island province of Sulu, a top military official announced Monday. Released was MSgt. (ret.) Renato Fernandez, 55, a resident of Barangay Simbahan, Pangutaran, Sulu. Col. Alan Arrojado, Joint Task Group Sulu commander, said the Abu Sayyaf bandits released Fernandez around 10:20 p.m. Sunday in Indanan town. Arrojado said Fernandez was immediately taken to the Trauma Station Hospital at Camp Bautista in Jolo, the capital of Sulu, for medical check-up.
Arrojado said Fernandez was under debriefing after the medical check-up. Fernandez was abducted last April 6 in the waters of Patukunan Island, Panglima Tahil municipality, Sulu. Fernandez was operating his watercraft, M/L RJ Express, ferrying passengers from Jolo to Pangutaran when seized by seven Abu Sayyaf bandits disguised as passengers. The bandits, at gunpoint, transferred Fernandez to one of the two motorized bancas that tailed the victim’s watercraft and sped towards mainland Sulu. Fernandez, after retiring from the military service, have settled in Sulu since his wife is from the prov- Sulu Gov. MUSIC CLUB “SCHOOL RONDALLA” The Impact on Learners’ Development By LOLITA A. LOFRANCO, Teacher III Bugo Central School East District II, Bugo, Cagayan de Oro City
T he Bu go C e nt r a l School Music Club is limited to Rondalla Activity. The recipients of the organization are for pupils who have inclination to musical strings like guitar and bandurria. No written application process has been required for as long as the pupils can afford to acquire bandurria instruments, he/ she is immediately accepted as member. The pupils from Grades II to VI who have instruments are trained on how to pluck songs like folk and modern. Devotional and carols will be taught later. As far as Rondalla presentation is concerned, our group has presented in all significant occasions
from July to March or whole year round especially for this SY 2013-2014. The club also performed pluck of string instruments at Barangay Bugo during the “One Barangay , One Heart “ program last February 14 ,2014 at the Plaza fronting Sacred Heart Parish. Rondalla activity has great impact on the learners’ development. Plucking the instruments alone is one of the best forms of brain exercise. Each tip of the finger is the reflex point of human brain thus allowing the learners to react powerfully. It’s one way of eliminating dizziness and promoting mental alertness on the part of the string instrument users. To those who can’t afford to buy string units for them
but are interested, we allow them to borrow from classmates in a form peer tutoring. So, our group is also service oriented. It’s a sort a habit formation to perform a certain mission in life in their own little way. In my class, I’ve been using it as one of the right intervention activities for learners at risk. “I happened to have a pupil before who was always absent in the class. I was worried because she was one of my MTAP contestants. During the home visit at Greenville Subdivision, the mother told me that it had been her daughter’s problem when she was sent to private school. I made some arrangement and tried to motivate the pupil to join School Rondalla. Thereafter the mother had purchased string instrument like ban-
durria for the purpose because she has really known her daughter as inclined to instruments. To cut the long story short, the said pupil has become a member of our group and from that time on, she has been interested to report to classes regularly. During rehearsals, I’ve maximized also the use of electronic keyboard “piano” in my classroom to accompany bandurria presentation and also during our Music classes. In our organization, we would like also to welcome slow readers for the next school year as our recipients of the program. We shall cater them in reading and singing of so fa syllables with string and piano accompaniment. We want to instill in their young minds the relationship of reading to the real world of Music that it is really fun, enjoyable and stress free.

K to 12 Basic Education Program is the newest system of education believed as best strategy to improve quality of country’s human resources especially about their participation and competition in the global arena. It is now running its fourth year of implementation. There are a lot of people, individual and in groups, who has strong belief on the prime of K to 12. In a news article published in a national newspaper earlier April 2015, it was stated that K to 12 has the support of City Mayors nationwide. League of Cities of the Philippines has recently published a press statement stating that they are fully committed to work with the national government for the effective and success-
ful implementation of the program. Their reason is that it is already high time to implement the education reform in the country. They also backed the Senior High School Program for it is a significant and necessary component of basic education reform. Even on the outset of the year 2014, a lot of people and groups showed support for K to 12. Included are businesses and academes who expressed their strong support for they saw that additional years of schooling have a positive impact on wages and the economy’s annual GDP growth. Moreover, benefits of the reform measure include the enhancement of the education system, production of “college-ready” students, career-ready students by the end of their schooling, producing globally competi-
tive graduates, an increased demand for quality faculty, lower unemployment rate and higher wages; and overall economic growth and social inclusion. However, as the same, there are quite a number of people who are still against it. It is because according to them, there are a lot of problems seen in the initial implementation. In a news article published in a national newspaper on March 2015, one of the problems is the readiness of government to fully implement the K to 12 program. Philippine senator and committee chair on education, arts and culture Pia Cayetano even questioned the K to 12 Program. She said that there are gaps in the government’s education reform program such as inadequate budget and lack of time for its full implementation, among other concerns. News in different angles also came out about delay
in classroom construction in year 2014 and K to 12 Program causing thousands of jobless university teachers. In this, most of the articles spread nationwide might be telling the truth about the problems, but Department of Education has not stopped in providing measures and solutions to the problems. The department is standing still on its belief that the program aims to make the country’s education system at par with other more developed countries, despite additional cost to families and problems on educational infrastructure. Let us reiterate: K to 12 is the newest system of education believed as best strategy to improve quality of country’s human resources. It is still new. Look at the gaps, but instead of abolishing K to 12 fully, let it overcome and solve these gaps.
DSWD pays half million to indigent senior citizens in Jasaan town Misamis Oriental -- The Department of Social Welfare and Development recently handed in a total of P580,500 to 387 indigent senior citizens in Jasaan this province as their social pension for the last three months. The Social Pension program implemented by the DSWD is the national government’s response to the needs
of the indgent senior citizens under Republic Act 9994. Atty. Araceli F. Solamillo, Regional Director of the DSWD, says that indigent senior citizens are paid a monthly stipend of P500 for their daily needs such as medicine and food among others. “We believe that P500 is only very minimal as this has
to do with our limited budget allocated for such program,” Solamillo says, “yet DSWD is still working with the legislative body on increasing the budget for such program to either increase the amount or decrease its age coverage.” Qualified beneficiaries for the social pension program are
those senior citizens who are 65 years old and above, and who are also included in the Listahanan, also known as the National Household Targeting System of the DSWD, or those who do not have sources of income, and are not recipients of other pension programs. (Charmaine P. Tadlas, DSWD)

This, in order to go along on modern trend and for schools to cope up through the attitude and mindset of 21st century generation kids, modern learning environment should be established and for one, through making use of Information and Communication Technology. ICT is important to be accessed in classrooms. Students should be exposed in this kind in order to widen the scope of their learning. In addition, they will be updated and taught on what is already existing in real life. Exposing them to modern technologies could also help them to be at par with the advancing knowledge. Moreover, ICT can help them in their school tasks. Mathematics, for example,
is a subject that encourages more research and exploration. Thus, computer, being a machine which prime use is to provide information, is a great use in learning Math. It could help students to further acquire more understanding to what a teacher has introduced in class. In an instance, computers contain applications such as spreadsheets under excel, computer algebra systems, databases and communication facilities. These are the tools used for educational computing and are used to analyze and process words and numbers programmed by a student and suggest results. Modern technologies are made in order to make life easier and more comfortable. Computers are not exception on that. Human life through the years is evolving and as well as the knowledge, lifestyle and trend that goes with it. Thus, it is important that even in the matters of learning, ways involved should be transcended as well. The ones mentioned above are just few.

K to 12 Basic Education is the new system of education in the Philippines, seen as an efficient strategy to elevate the economic status of the country through enhancing the skills and capabilities of its manpower. In K to 12, some parts of the curriculum are modernized in ways that could parallel the kind of lifestyle this generation already has. For example is the Senior High School program where tracks or specializations are created in order to produce graduates that could be a great and good help for a specific community. Along with this elevation, there is also a need to level up the controlling system, especially when it comes to monitoring the implementation of K to 12 Basic Education Program. Computers and Internet access are becoming increasingly frequent tools and resources. Teachers
and other education personnel could do discussions and review of the K to 12 implementation through published documents online and other sources. This show the range of uses, suggest as the best practices with respect to computer technology. The positive things are coming to be recognized with respect to computer technology and its use in K to 12. Some of these practices are planning, staff development, curriculum integration, use of library media centers, and professional communications, among others. Some other practices, such as creation of school websites so that K to 12 will be more understood and appreciated. It is a fact that computer technology has already established a good use in society, especially in the field of information and education.

HE Department of Education (DepEd) City Schools Division in Cagayan de Oro held last Thursday and Friday a two-day training on early childhood reading.
According to Mary Ann Allera, chief education supervisor, Curriculum Implementation Division of the City Schools Division, the training was held to update public school teachers on the new trends in teaching learners how to read, improve teachers’ skill in teaching learners how to read and improve the academic performance of our learners. Or when the Internet or network is lost. When the “network signal” is lost or gone, we all become disconnected. Even the most expensive phone or most modern computer is less useful if it is not connected to a network. The priest intoned: If we all want to be always connected with one another and feel complete, let God be our “network”. God is the uninterruptible “wi-fi”. Good thoughts.
