Although Emano cannot tell the exact amount of the donated laptops and printers, he is optimistic that the portable computers can help the “rolling” judges simplify their tasks to get back all the needed

judicial documents after the January 30 fire that razed the Hall of Justice. “We just asked the Commission on Audit (COA) to give us (provincial government) an authority for the emergency purchase of the portable computers and printers,” the governor told Mindanao Daily News. Duterte said cop killing of trike driver overkill

AVAO CITY – Mayor Rodrigo Duterte said the killing of a tricycle driver by a police in Mintal here last February 23 was an overkill.

Police Officer 2 (PO2) Jozel Salgon Jorolan, 33, a member of the Davao City Police Office (DCPO)’s City Public Safety Company shot and killed Mario Israel Magno. The Scene of the Crime Operatives (SOCO) recovered 23 empty shells from Jorolan’s 9 mm service firearm. Also recovered were one empty magazine, one loaded magazine with seven bullets and a deformed slug. The victim sustained 19 gunshot wounds. Witnesses said they saw Jorolan arrive near a bank and parked his motorcycle in front of a terminal in Mintal at around 7:45 pm. The motorcycle fell to ground when Jorolan, who was then speaking with someone in his cell phone, was about five meters away. Magno picked up the motorcycle to have it back into its

position. But Jorolan thought the victim was stealing his motorcycle. During his weekly program, Gikan sa Masa Para sa Masa, Duterte said even if the victim tried to steal the motorcycle, it is still unlawful to kill him. Duterte said the facts presented “constitutes a murder charge.” “It’s murder. The intent to kill is very clear,” Duterte said Sunday. “It’s an overkill. And you can’t justify that it is in defense of a person or trying to protect a property. Besides the Supreme Court said you cannot kill a person if it’s just a matter of stealing your property because human lives are more valuable than a property,” Duterte said. The Davao City Prosecution Office has already indicted the suspect for murder charges in a resolution dated February 25. Duterte even doubted if Jorolan

COTABATO City--The Bangsamoro Basic Law (BBL) will pave the way to fast-track the implementation of development projects and intensify the provision of social services and infrastructure in Bangsamoro areas particularly those that were affected deeply by armed conflicts. This was the pronouncement made by Government of the Philippines (GPH) panel chair Senen Bacani. Mandatory scholarships for indigent students

It is more than humane and compassionate if indigent students are given financial aid to the as it will encourage them to invest their time and effort in education and thus become productive citizens of the country. This is possible if and when House Bill 2351, which seeks to grant mandatory scholarships and financial assistance to qualified indigent students, becomes a law. In recent times, more young people do not have access to education and as a result, these out-of-school youth are exposed to various social perils. Statistics show that around eight percent of high school graduates proceed to college citing families’ incapacity to support and finance the education of the students. Granting scholarships to students, particularly the poor and underprivileged will encourage them to pursue quality tertiary education, secure their future and make them responsible members of society. The bill aims to institutionalize a mechanism that ensures the mandatory grant of full scholarships and financial assistance to deserving students. It also provides that the total number of beneficiaries shall be at least

five percent of the student population and shall cover all institutions, both public and private offering associate and baccalaureate degrees. Likewise, scholarship grants shall be in the form of free (100% discount) matriculation and the number of beneficiaries with free matriculation should be at least 20 percent of the required total number of beneficiaries per school. The proposal also provides for other financial assistance in the form of matriculation fee discounts starting from a minimum of 10 percent to a maximum of 90 percent to be determined by the screening committee of each college or university. Although the national and local elections are still in 2016, the political pot now starts to boil. While the political activity is a neverending process, the heat becomes prevalent when the election year comes nearer by the day. In other words, nothing can hinder the excitement of the political season among the “wannabes” and the ambitious. The local political scene is not an exception. In fact, more stories, hearsays, and insinuations, are now coming out every day about the possibilities, realignment, and alliances of future political forces and political parties. Issues and controversies, whether imaginary or real, by political protagonists would now gradually pollute the print and broadcast media in an effort to sway the support of the voters.

Once again, the clowns in the political theaters and the charlatans of the rotten political system would exhibit the usual antics of “lies and hypocrisy.” What a mockery of mongrels and corrupt leaders who would always exert efforts to justify their actions under pretext fairness. We are now trying to configure the political geography as some personalities have started to come out to reveal political intentions a year from now. For instance, in a bid to pursue political ambition, there are striving politicians who have started buying the sensitivity of the media. Well, blame not the media. After all, the job of the media is to deliver the message of the political benefactor according to its intention. What is unacceptable ‘though is when politicians

For the media who seriously practice the profession of letters and the broadcast with a sense of pride, it is necessary to resist the divide and rule tactic instigated by the ambitious politicians. rebuffed any politician who have the clear intention to exploit the independence of the media. This early, we want to expose the character of politicians who have employed the services of the media in the pursuit of their political aims. The point is not to prohibit the media or the politician to do so. After all, it is the right of every media practitioner to accept offers. It is important ‘though that the offer must be within the bounds of fair reporting and a decent commentaries. Thus, the politician has no right to “dictate” the media on what to write in newspapers or comment over radio programs, especially if the object is to destroy the person or political adversary. OUR CONFLICTING LIFE We are in conflict with ourselves many times during life. Our future gives cause for concern; the past hold up captured, therefore we miss the future. The grief and sorrow asked the hope, “How are you?” The hope answered, “ I am a little bit low and sad today!” The sorrow replied sarcastic, “I hope so!” Nobody want really to know what might happen after reaching the retirement age. Sure, if we can observe our neighbors and all other people in our surroundings, we really don’t like to know it. If we treat ourselves with care, our real age will not be shown. And, I am sure, with HIS help, she is still strong, still indefatigable, still a phenomenon, still intellectual and still spiritual on top! Let’s forget our respect, sometimes just being artificial or an affected stammering, that “our old lady” or “our old gentleman” hasn’t become senile yet. On our way to an honorable and respectful age we should try to fulfill some of our greatest longings in life. During the last decades, I met many people around the whole globe. Unbelievable, I found out, no matter where in this world, the conflicting attitude is ev-

DA-GPB FMRS to boost economic activity in Dinagat Province

Farm to market roads is underway on its construction at Ritaglenda – Sombrado, Sto. Nino, Sering – Melgar, Benglen, Villa Ecleo Highway and in Roma – Montag. The six farm to market roads stretching 100 meters

each and fully concrete has a total allocation of six million pesos. Benglen Barangay Captain Wilson Escalera Sr. said that DAs FMR will be a contributing factor towards the realization of their dream to be a trading center. BUTUAN CITY -- District Engineer Alipio Grana of the Department of Public Works Butuan City District Engineering Office has sought the temporary closure of some city streets and re-routing of vehicular traffic along a major thoroughfare to make way for improvement and rehabilitation of drainage and sewer canal here. Grana has requested Mayor Ferdinand Amante, Jr. for an authority for the Land Transportation and Traffic Management Office (LTTMO) to assist in the implementation of the rerouting plan until the completion of the projects. The projects are the (1) Improvement/rehabilitation of sewer canal along the Butuan City-Malaybalay Road, and (2) Construction/Rehabilitation of Drainage along the same road, all at South Montilla Boulevard. To be affected by the first project are four road street junctions based from J.C. Aquino Avenue, for the installation

of a single barrel box culvert at Pizarro Street, Libra Street, Aquarius Street, and 7th Street. The second project consists of road excavation and installation of a covered drainage canal from the corner where McDonald Restaurant is located to the junction of O. Vargas Street based from J.C. Aquino Avenue. According to Grana, since the road is situated along a major thoroughfare, and considering the magnitude of the scope of works to be undertaken, temporary closure and re-routing of vehicular traffic passing through Montilla Boulevard and the four road junctions, are necessary. The first project commenced last December 17, 2014 and is scheduled to be completed on June 12, 1015 while the second project started on February 18, 2015 and will be completed on October 8, 2015. Meanwhile, City Councilor Jaime Cembrano has submitted for approval of the city council an ordinance temporarly closing the affected thoroughfares to make way for the construction projects.

Bislig OFW dependents join values formation, financial literacy seminar BUTUAN CITY - Some 20 Overseas Filipino Workers (OFW) dependents actively participated in the Values Formation and Financial Literacy Seminar facilitated by Overseas Workers Welfare Administration (OWWA) Caraga recently held at Florland Resort, San Vicente, Bislig City. OWWA Programs and Services OIC Chief Ma. Ireen Cambaling said “the activity aims to provide the OFW dependents mainly the youth, insights on financial management and likewise to reorient them on essential values they can apply in their daily practice.” In her opening statement, Bislig City councilor Margarita Garay, Committee Chair on Women and Family, shared her insights on OFW family relations. “Being an OFW is never easy but because of their love for the family, they chose to work overseas in order to provide the needs of their loved ones. However, some OFWs lost love and time in exchange of money,” expressed Garay, who is also a mother of an OFW. Aside from being a successful entrepreneur herself, Garay also added inspiration to the youth by citing a story of a utility worker who turns into a successful entrepreneur.

“Success comes when you put your creative idea into action,” Garay claimed. To provide the participants deeper understanding on Financial Literacy, Cambaling also facilitated the workshops. Moreover, Rev. Fr. Edwin Decena focused his lecture on Values Formation by giving emphasis on the essence of Family Values. Decena conveyed that, the family is the most important bond where everyone can find the sense of belongingness. “It is the family who takes care of our well-being and also who gives us teachings that guides us throughout our lives and these are the values we carry everywhere we go,” added Decena. The ZPRAA 2015, which saw action thousands of athletes from the region, was held from Feb. 25-28 in this city. Dr. Malcolm Garma, DepEd regional director, said Zamboanga City ruled the elementary level and garnered 37 gold, 31 silver, and 32 bronze medals. Garma said Zamboanga City is followed second by the athletic delegation of this province with 27 gold, 27 silver, and 30 bronze medals while Dipolog City ranked third with 24 gold, 21 silver, and 13 bronze medals. Garma said the standing of the other athletic delegates to the ZPRAA 2015 are as follows: fourth, Pagadian City, 20 gold, 22 silver, and 9 bronze medals; fifth, Zamboanga del Norte, 10 gold, 13 silver, and 33

THE Department of Foreign Affairs on Monday warned of a possible scam targeting nurses and other healthcare professionals in the Philippines by offering them non-existent jobs in Canada. A statement by DFA spokesman Charles Jose said a Philippine-based agency, Primera Human Resources Services, is offering fake caregiver positions to Filipino health workers at the Ian Anderson House, an in-resident cancer hospice in Oakville, Ontario. Jose said the Philippine Consulate General in Toronto received a report that an invitation is being circulated through email for a two-day seminar on March 7 to 8 in the Philippines where invited participants are asked to pay Php 3,800 in exchange for guaranteed employment at the hospice. “Upon consultation with the representative of the Ian Anderson House, the consulate general has verified that the facility is not seeking employees or offering employment opportunities at this time and that it is not in any way connected with the purported seminar,” Jose said.
