CAGAYAN de Oro City–– Governor Yevgeny Vincente “Bambi” Emano of Misamis Oriental yesterday distributed 14 Laptops and printers to 14 Regional Trial Court (RTC) judges during Monday’s (March 2) flag raising ceremony at the capitol grounds.

Although Emano cannot tell the exact amount of the donated laptops and printers, he is optimistic that the portable computers can help the “rolling” judges simplify their tasks to get back all the needed

judicial documents after the January 30 fire that razed the Hall of Justice.

“We just asked the Commission on Audit (COA) to give us (provincial government) an authority for the emergency purchase of the portable computers and printers,” the governor told Mindanao Daily News.

Aside from the 14 judges, he said the provincial government will, again, ask authority from COA to purchase another set of portable computers and printers to be distributed to See judges, page A11

Steag’s unit 2 is back online

Body of young boy found, sister still missing

CAGAYAN de Oro City-Local coastguard authorities here on Monday have recovered the body of the 10-year-old boy who drowned together with here elder sister along the coastlines of Macajalar Bay

Sunday.

The boy identified as John Art Puno was drowned together with his elder sister Apple Jane Puno, 13, when buffeted by big waves while swimming along the coastlines of Cugman Sunday morning.

Local coastguard authorities and rescue groups in

this seaport capital launched a massive search and rescue Sunday after receiving reports of two children who went missing after being carried away by big waves.

Darkness and big waves compelled the rescue groups to suspend the rescue operations until Monday morning which resulted in the recov-

ery of the 10- year-old boy.

Apple, the elder sister, however, remains missing, prompting coastguard authorities to deploy frogmen to scour the depths of the coastlines of the Macajalar Bay Monday morning.

Duterte said cop killing of trike driver overkill

AVAO CITY – Mayor Rodrigo Duterte said the killing of a tricycle driver by a police in Mintal here last February 23 was an overkill.

Police Officer 2 (PO2) Jozel Salgon Jorolan, 33, a member of the Davao City Police Office (DCPO)’s City Public Safety Company shot and killed Mario Israel Magno. The Scene of the Crime Operatives (SOCO) recovered 23 empty shells from Jorolan’s 9 mm service firearm.

Also recovered were one empty magazine, one loaded magazine with seven bullets and a deformed slug.

The victim sustained 19 gunshot wounds.

Witnesses said they saw Jorolan arrive near a bank and parked his motorcycle in front of a terminal in Mintal at around 7:45 pm.

The motorcycle fell to ground when Jorolan, who was then speaking with someone in his cell phone, was about five meters away.

Magno picked up the motorcycle to have it back into its

position. But Jorolan thought the victim was stealing his motorcycle.

During his weekly program, Gikan sa Masa Para sa Masa, Duterte said even if the victim tried to steal the motorcycle, it is still unlawful to kill him.

Duterte said the facts presented “constitutes a murder charge.”

“It’s murder. The intent to kill is very clear,” Duterte said Sunday.

“It’s an overkill. And you can’t justify that it is in defense of a person or trying to protect a property. Besides the Supreme Court said you cannot kill a person if it’s just a matter of stealing your property because human lives are more valuable than a property,” Duterte said.

The Davao City Prosecution Office has already indicted the suspect for murder charges in a resolution dated February 25.

Duterte even doubted if Jorolan

was drunk during the incident.

“Hubog ba ni? Hubog basta ingon ana, mamusil ka lang og tao nga ang imong motor natumba naay tao nitindog niini (Was he drunk? He’s drunk if you just shot a person who tries to put your motor back in its position),” Duterte said.

Duterte also advised police and military officers not to drink in public.

Mayor calls for aggressive tourism promotion amid ASEAN integration TAGUM City -- Tagum City Mayor Allan Rellon Saturday opened the Musikahan Festival with his call for aggressive promotion of the city’s tourism industry as the country opens its doors to ASEAN (Association of Southeast Asian Nation) Integration.

He called on local primemovers of the city’s tourism industry to move ahead and not wait for the national government to promote “our place and (our) festivals as tourism destination.”

“We must initiate aggressive campaign to forefront our local tourism industry especially to international market,” he said in his Musikahan Festival opening remarks Saturday, during which he unveiled the musical note marker to signal the start of the trio-event to unfold this week in Tagum City.

Aside from the Musikahan Festival, the City of Tagum will also be celebrating its 17th Founding Anniversary and will be staging Tagumenyo Bisa’g Asa which is a celebration of “successful and united Tagumenyos worldwide”.

Rellon revealed that efforts to position Tagum as the music capital of the south and the city of festivals

“has gained international recognition and appreciation” leading the city to foster sisterhood relations with Vermont of the United States through exchanges in music and arts.

“This will be a promising future venture to boost our local tourism industry,” he said.

He also expected the city of Tagum to draw international attention in 2016 as it is being considered to host the International Brass Band Competition next year.

Meanwhile, Rellon aired his call for Tagumenyos to continue creating festivities to hand down to the next generation the tradition of celebrating success, culture, joy and happiness.

Bringing the involvement of children and youth at the forefront of this year’s Musikahan Festival, the organizers will feature the hundred voices concert of the city’s local choral groups which are both school and community-based.

COTABATO City--The Bangsamoro Basic Law (BBL) will pave the way to fast-track the implementation of development projects and intensify the provision of social services and infrastructure in Bangsamoro areas particularly those that were affected deeply by armed conflicts.

This was the pronouncement made by Government of the Philippines (GPH) panel chair Senen Bacani.

Bacani added that repeated conflicts have turned Bangsamoro communities as among the poorest in the country and that strengthening of such communities is among the basic objectives of the peace process between the government and the Moro Islamic Liberation Front (MILF).

“Areas in the proposed Bangsamoro, which are mostly composed of provinces under the current ARMM have lagged behind in terms of economic growth for years due to armed hostilities,” he said.

The proposed P17 billion SDF will be divided into an initial tranche of P7-billion for the first year of existence of the BBL, with P2 billion a year to be released for five years.

Mandatory scholarships for indigent students

It is more than humane and compassionate if indigent students are given financial aid to the as it will encourage them to invest their time and effort in education and thus become productive citizens of the country.

This is possible if and when House Bill 2351, which seeks to grant mandatory scholarships and financial assistance to qualified indigent students, becomes a law.

In recent times, more young people do not have access to education and as a result, these out-of-school youth are exposed to various social perils. Statistics show that around eight percent of high school graduates proceed to college citing families’ incapacity to support and finance the education of the students.

Granting scholarships to students, particularly the poor and underprivileged will encourage them to pursue quality tertiary education, secure their future and make them responsible members of society.

The bill aims to institutionalize a mechanism that ensures the mandatory grant of full scholarships and financial assistance to deserving students. It also provides that the total number of beneficiaries shall be at least

five percent of the student population and shall cover all institutions, both public and private offering associate and baccalaureate degrees.

The proposal also provides for other financial assistance in the form of matriculation fee discounts starting from a minimum of 10 percent to a maximum of 90 percent to be determined by the screening committee of each college or university. The bill mandates the Chairperson of the Commission on Higher Education (CHED), in consultation with the accredited associations of universities and colleges, to issue the necessary rules and regulations, including fines and penalties for non-compliance, for the prompt and effective implementation of the Act. Although the national and local elections are still in 2016, the political pot now starts to boil. While the political activity is a neverending process, the heat becomes prevalent when the election year comes nearer by the day. In other words, nothing can hinder the excitement of the political season among the “wannabes” and the ambitious.

The local political scene is not an exception. In fact, more stories, hearsays, and insinuations, are now coming out every day about the possibilities, realignment, and alliances of future political forces and political parties.

Issues and controversies, whether imaginary or real, by political protagonists would now gradually pollute the print and broadcast media in an effort to sway the support of the voters.

Once again, the clowns in the political theaters and the charlatans of the rotten political system would exhibit the usual antics of “lies and hypocrisy.” What a mockery of mongrels and corrupt leaders who would always exert efforts to justify their actions under pretext fairness.

We are now trying to configure the political geography as some personalities have started to come out to reveal political intentions a year from now.

For instance, in a bid to pursue political ambition, there are striving politicians who have started buying the sensitivity of the media.

Well, blame not the media.

After all, the job of the media is to deliver the message of the political benefactor according to its intention.

OUR CONFLICTING LIFE We are in conflict with ourselves many times during life. Our future gives cause for concern; the past hold up captured, therefore we miss the future.

The grief and sorrow asked the hope, “How are you?” The hope answered, “ I am a little bit low and sad today!” The sorrow replied sarcastic, “I hope so!”

Nobody want really to know what might happen after reaching the retirement age. Sure, if we can observe our neighbors and all other people in our surroundings, we really don’t like to know it. If we treat ourselves with care, our real age will not be shown. I don’t make any secret celebrating my 62th birthday sometime this year.

It seems that the respectable treatment of our beloved seniors around us are disappearing into the past and are forgotten by the younger generation. Praising the elderly nowadays means to attest them impudent and imperishable youthfulness I must confess, I am not much

better while talking to my mother, who is celebrating her 92nd birthday with the help of our Almighty God. And, I am sure, with HIS help, she is still strong, still indefatigable, still a phenomenon, still intellectual and still spiritual on top!

Let’s forget our respect, sometimes just being artificial or an affected stammering, that “our old lady” or “our old gentleman” hasn’t become senile yet.

On our way to an honorable and respectful age we should try to fulfill some of our greatest longings in life.

During the last decades, I met many people around the whole globe. Unbelievable, I found out, no matter where in this world, the conflicting attitude is ev-

erywhere. “It’s an absolute certainty, that’s doubts are the main certainty!” stressed already the German author, philosopher and dramatist Bertolt Brecht (1898-1956).

Please allow me, once in a while being able to say NO. Please allow me deleting inferior and defeatist feelings. Please allow me admitting, that I can’t do everything during a single day. Please allow me being no longer afraid about other people and their spiteful comments about me.

DA-GPB FMRS to boost economic activity in Dinagat Province

asilisa, Province of Dinagat IslandResidents of Basilisa, Province of Dinagat Islands were optimistic that the farm to market roads implemented by the Department of Agriculture in their town will further trigger its economic activities.

DA Caraga is implementing six farm to market roads in the said town now with more than 50% completion level funded under the Grassroots Participatory Budgeting (GBP).

Farm to market roads is underway on its construction at Ritaglenda – Sombrado, Sto. Nino, Sering – Melgar, Benglen, Villa Ecleo Highway and in Roma – Montag.

The six farm to market roads stretching 100 meters

each and fully concrete has a total allocation of six million pesos.

Benglen Barangay Captain Wilson Escalera Sr. said that DAs FMR will be a contributing factor towards the realization of their dream to be a trading center.

The FMR in Benglen is leading towards its barangay port projected to be a convergence area for the communities residing along the river areas.

DPWH-Butuan to close streets for drainage,sewer canal rehab

BUTUAN CITY -- District Engineer Alipio Grana of the Department of Public Works Butuan City District Engineering Office has sought the temporary closure of some city streets and re-routing of vehicular traffic along a major thoroughfare to make way for improvement and rehabilitation of drainage and sewer canal here.

Grana has requested Mayor Ferdinand Amante, Jr. for an authority for the Land Transportation and Traffic Management Office (LTTMO) to assist in the implementation of the rerouting plan until the completion of the projects.

The projects are the (1) Improvement/rehabilitation of sewer canal along the Butuan City-Malaybalay Road, and (2) Construction/Rehabilitation of Drainage along the same road, all at South Montilla Boulevard.

To be affected by the first project are four road street junctions based from J.C. Aquino Avenue, for the installation

of a single barrel box culvert at Pizarro Street, Libra Street, Aquarius Street, and 7th Street. The second project consists of road excavation and installation of a covered drainage canal from the corner where McDonald Restaurant is located to the junction of O. Vargas Street based from J.C. Aquino Avenue.

According to Grana, since the road is situated along a major thoroughfare, and considering the magnitude of the scope of works to be undertaken, temporary closure and re-routing of vehicular traffic passing through Montilla Boulevard and the four road junctions, are necessary.

The first project commenced last December 17, 2014 and is scheduled to be completed on June 12, 1015 while the second project started on February 18, 2015 and will be completed on October 8, 2015.

Meanwhile, City Councilor Jaime Cembrano has submitted for approval of the city council an ordinance temporarly closing the affected thoroughfares to make way for the construction projects.

Bislig OFW dependents join values formation, financial literacy seminar BUTUAN CITY - Some 20 Overseas Filipino Workers (OFW) dependents actively participated in the Values Formation and Financial Literacy Seminar facilitated by Overseas Workers Welfare Administration (OWWA) Caraga recently held at Florland Resort, San Vicente, Bislig City.

OWWA Programs and Services OIC Chief Ma. Ireen Cambaling said “the activity aims to provide the OFW dependents mainly the youth, insights on financial management and likewise to reorient them on essential values they can apply in their daily practice.”

In her opening statement, Bislig City councilor Margarita Garay, Committee Chair on Women and Family, shared her insights on OFW family relations.

“Being an OFW is never easy but because of their love for the family, they chose to work overseas in order to provide the needs of their loved ones. However, some OFWs lost love and time in exchange of money,” expressed Garay, who is also a mother of an OFW. Aside from being a successful entrepreneur herself, Garay also added inspiration to the youth by citing a story of a utility worker who turns into a successful entrepreneur.

“Success comes when you put your creative idea into action,” Garay claimed.

To provide the participants deeper understanding on Financial Literacy, Cambaling also facilitated the workshops.

Moreover, Rev. Fr. Edwin Decena focused his lecture on Values Formation by giving emphasis on the essence of Family Values.

Decena conveyed that, the family is the most important bond where everyone can find the sense of belongingness.

“It is the family who takes care of our well-being and also who gives us teachings that guides us throughout our lives and these are the values we carry everywhere we go,” added Decena.

Sylvia Daroy, President of the Youth OFW dependents organization in Bislig and also an OWWA scholar, opined that the seminar drawn her to realize the value of the family in molding them to become better individuals.

The ZPRAA 2015, which saw action thousands of athletes from the region, was held from Feb. 25-28 in this city.

Dr. Malcolm Garma, DepEd regional director, said Zamboanga City ruled the elementary level and garnered 37 gold, 31 silver, and 32 bronze medals.

Garma said Zamboanga City is followed second by the athletic delegation of this province with 27 gold, 27 silver, and 30 bronze medals while Dipolog City ranked third with 24 gold, 21 silver, and 13 bronze medals.

Garma said the standing of the other athletic delegates to the ZPRAA 2015 are as follows: fourth, Pagadian City, 20 gold, 22 silver, and 9 bronze medals; fifth, Zamboanga del Norte, 10 gold, 13 silver, and 33

bronze medals; sixth, Zamboanga Sibugay, 10 gold, 10 silver, and 19 bronze medals; seventh, Isabela City, eight gold, eight silver, and 16 bronze medals; and, eighth, Dapitan City, two gold, nine silver, and eight bronze.

He said this province emerged as the champion in the secondary level garnering 55 gold, 39 silver and 25 bronze medals.

He said Zamboanga City followed this province as second in the secondary level with 35 gold, 35 silver, and 32 bronze medals and followed third by Dipolog City with 16 gold, 19 silver and 30 bronze medals.

He said the standing of the other athletic delegates are the following: fourth, Pagadian City, 10 gold, eight silver, and 26 bronze medals; fifth, Zamboana del Norte, seven gold, 13 silver, and 22 bronze medals; sixth, Dapitan City, six gold, nine silver, and 11 bronze medals; seventh, Zamboanga Sibugay, five gold, five silver, and 16 bronze medals; and, eight, Isabela City, one gold, seven silver, and eight bronze medals.

Meanwhile, Garma said special awards were also given to three athletic delegations.

The Alliance of Concerned Teachers (ACT Phils) has promoted, protected and advanced our rights and welfare as teachers. Through the collective efforts of its members nationwide, ACT Phils has won concrete gains for Public School Teachers including Salary Increases, Additional Election Service Pay and Service Credits, among others. It has actively campaigned against onerous GSIS Programs and Policies. It has been assisted School Level Associations to claim Benefits and in the forefront of improving quality education by fighting for SMALLER teacherstudent RATIO through Hiring Additional Teachers, Building of Additional Classrooms, Additional Budget for Textbooks and other facilities.

The ACT – Region X is a union that will fight for our16 main concerns which will be proposed in a Collective Negotiation Agreement (CNA) between the Union and Dep Ed Region X Administration namely: 1. Salary Upgrading 2. Higher Allowance (Chalk, Productivity, Clothing, ADCOM, PERA, Hardship, etc.)

This will require a petition expressing the desire to register ACT Region X with the Department of Labor and Employment (DOLE) duly signed by its members. With Registration and Accreditation, recognition will enable us to further advance and improve our Economic Benefits and Democratic Rights as public school teachers. The question is, Can public school teachers form union The Philippine Constitution guarantees our right as a government or public sector personnel to form and join unions. Article III, Section 8 states “The right of the People including those employed in the Public and Private sectors to form unions, association or societies for the purpose not contrary to law shall not be abridged”; moreover, Article IV-B Section 2 (5) disclosed “The right to self-organization shall not be denied to government employees”; and Article XIII, Section 3 declares “The state shall afford full protection to labor, local and overseas, organized and unorganized and promote full employment and equality of employment opportunities to all”. So, the answer is definitely YES! Personally, I accepted and abided the Constitution and By-Laws and supported the application for registration, recognition and accreditation of ACT-Region X. With the issuance of the Public Sector Labor Management Council Resolution entitled “Registration and Accreditation of Public Elementar y and High School Teaching Personnel Organizations in the Department of Education (DepEd) on September 2, 2011, we can now register ACT as a union at the regional level”.

“Most of those who engaged the military there were not fighters. They were children as young as 10 to 15 years old,” Pangiliman said referring to the Army offensive in Camp Omar in 2012 in Datu Saudi Ampatuan and Datu Unsay towns, Maguindanao.

Both Pangilinan and Mangudadatu lambasted the BIFF for using allegedly using minors as combatants and civilians as human shields.

The BIFF allegedly attempted to close the highway yesterday by planting an improvised explosive device near the residential area in Maitumaig, but it was immediately defused by military bomb experts.

Last Friday’s offensive against the BIFF in Datu Unsay and Datu Saudi Ampatuan forced 3,000 civilians to flee.

Barring any complications, he said the unit 1 is expected to be back on line on or before March 16, 2015. The unit went offline for a planned preventive maintenance beginning February 21, 2015.

SPI’s power plant at the PHIVIDEC Industrial Estate in Misamis Oriental is composed of two identical power generating units, each with a net generating output of 105MW. Since start of its operations in November 2006, SPI has already delivered more than 11.5 billion kWh of electricity representing about a fifth of Mindanao’s total power supply.

DFA: Beware of fake caregiver jobs in Canada

THE Department of Foreign Affairs on Monday warned of a possible scam targeting nurses and other healthcare professionals in the Philippines by offering them non-existent jobs in Canada.

A statement by DFA spokesman Charles Jose said a Philippine-based agency, Primera Human Resources Services, is offering fake caregiver positions to Filipino health workers at the Ian Anderson House, an in-resident cancer hospice in Oakville, Ontario.

Jose said the Philippine Consulate General in Toronto received a report that an invitation is being circulated through email for a two-day seminar on March 7 to 8 in the Philippines where invited participants are asked to pay Php 3,800 in exchange for guaranteed employment at the hospice.

“Upon consultation with the representative of the Ian Anderson House, the consulate general has verified that the facility is not seeking employees or offering employment opportunities at this time and that it is not in any way connected with the purported seminar,” Jose said.

A quick check with the Philippine Overseas Employment Administration’s website likewise revealed that Primera Human Resources Services “is a licensed agency,” but “does not have approved job orders from Canada.”

“In view of this, the public is strongly urged to exercise caution when responding to this invitation or similar offers of employment and to verify the same with POEA to avoid being victimized by unscrupulous individuals,” Jose said. A report from the Philippine News Agency
