Evasco to meet Duterte on Cabinet Secretary offer DAVAO CITY (PNA) -The national campaign manager of presumptive President Rodrigo Duterte and incumbent Mayor of Maribojoc town in Bohol is committed to help the incoming administration realize “change” but whether to accept the Cabinet

Secretary post remains to be seen.

While he does not want to abandon Duterte, Mayor Leoncio Evasco said he has yet to discuss the offer with him. Evasco has been serving Duterte’s administration since the first term of the 20 years of Duterte’s mayorship in

this city.

As Cabinet Secretary, the main mandate is to provide technical support to the Cabinet and primary advisory counsel to the President.

Evasco, who is expected to visit the city this week, said he could not decide on the offer yet

until he talks to Duterte.

“I am happy that he still trusted me but I need to talk to him first... I would want to help him because all of us conceived the real change especially for the poor to happen under his administration,” said Evasco.

DAVAO CITY (PNA) –Presumptive President Rodrigo Duterte is ready to pardon former president Gloria MacapagalArroyo and allow the burial of former president Ferdinand Marcos Sr. at the Libingan ng mga Bayani to “erase” the stigma of hatred among Filipinos.

Duterte disclosed to reporters on Monday night that he has talked to Arroyo and offered to grant her pardon, but the former president refused because she must admit the sin to be eligible for pardon.

“To my mind she should also be released. Lahat ng mga kasama niyang nademanda, nasa labas na. Si Mrs. Arroyo na lang (All those with her in the case are out. It’s only Mrs. Arroyo),” he said.

If not pardon, Duterte urged Arroyo to apply for bail like her co-accused, former Philippines Charity Sweepstakes Office (PCSO)

As a prosecutor and lawyer, Duterte believes that there is no good case against Arroyo. “I offered.

would allow the burial of Marcos Sr. in the Libingan ng mga Bayani not because he is a hero but he was a Filipino soldier.

He said the issue on whether to allow Marcos Sr. to be buried has created a division among the Filipino people and hurt some, especially the Ilocanos.

Duterte said it depends on the Marcos family as to when they prefer to bury the former dictator.

“They can arrange it immediately,” he added.

His planned moves may be unpopular to some especially to Martial Law victims, but Duterte said by doing these to the country’s former presidents, he said he could ‘erase’ at least one hater.

When asked if his decision to bury Marcos could draw haters, Duterte said: “Eh nandyan na ‘yan, anong gagawin mo diyan? (It has already happened, what else is there to be done?)”

“Kailangan ko lang yes or no (All I need is yes or no),” Duterte told reporters on Monday night at the Leticia Suites here.

Duterte emphasized the release of prisoners as part of confidence-building between the two sides.

The release of political detainees would even include couple Benito and Wilma Tiamzon, the chair and finance chief of the CPP, respectively. The couple was arrested in Cebu in 2014.

Duterte said there could be a workable plan to assimilate the Tiamzons back into society.

“I might even decide to free all of them before the talks (could formally start),” Duterte said.

He stressed that if the leaders of the CPP-NDF are confident that his government would work for everybody especially for the poor, not corrupt and satisfied, “I can welcome them back.”

When asked about the criminal cases filed against political detainees, Duterte said it would be part of the pardon.

“For as long as we deal peace in good faith. (Talking) peace must be in good faith, wala akong agenda basta huwag lang akong lokohin (I do not have an agenda just do not fool me),” Duterte said.

The formal peace negotiations with the CPP-NDF has been stalled since 2004 after the communist movement withdrew from the negotiating table on account of the renewed inclusion of Sison and the CPP-NPA (New People’s Army) in the US terrorist list.

The NDF also reportedly backtracked from their commitments and insisted on their demand that the government release their 14 priority consultants, who are all facing criminal charges in various courts, before formal negotiations are resumed.

Although there had been informal talks through the facilitation of the Royal Norwegian Government (the third party facilitator) as an attempt to revive the negotiations these were stymied by prejudicial questions, impediments and preconditions raised at the negotiating table. (PNA)

Poultry Summit addresses Asean, technology challenges

CAGAYAN de Oro City–– The broiler industry, a subsector of the agriculture sector recently gathered its key stakeholders to address major challenges affecting the industry through the conduct of the 2nd Exclusive Poultry Summit for Broilers, at Limketai Luxe Hotel, here.

Born and raised in Mindanao, this writer was a witness at a time when the relationship of the Moslems and the Christians were unsullied by the idiosyncrasies of religious and cultural bounds.

The CYNOSURE remembered a childhood buddy, a son of a Moslem who grew up without a mother. My friend grew up like me, a deprived and struggling childhood, who eke a living, one day at a time.

My friend, whose father died of a lingering illness, has to fight the travails of life at a tender age. He did not even finish an elementary education.

In the end, I was happy when informed that my

friend later married a Christian and raised a happy and contented family.

Both of us ‘though survived the test of the time and the mockery of poverty – at least, we could now eat three square meals a day.

We were self-made.

There was nothing special on the account of our childhood memories. What lingers is the fondness of recollection of a relationship between the Moslems and the Christians in Mindanao when both, then, co-exist peacefully as neighbors and family friends.

With Duterte as the President from Mindanao, the natives and the Mindanaoans are optimistic about the future. Everyone wants the relationship of the Moslems and the Christians

Improving the nation through education

I have not followed the progress of any political and social affairs since two weeks ago. I have no time to peep the news covered by the media about political and social affairs. This is beacuse I had joined the Applied Approach training (AA training). However, this article can be of good information for the leader in any country.

The AA training is actually prioritized for the young lecturers in Indonesia. The AA training is the training on how to put the national education system into action. This system is broken down into the national education goal. From this, the goal can even be broken down into the university goal and down to the earth connected to every subject’s goal.

The subject that the lecturer teaches in the classroom should be clearly stated in one goal. From this

goal, the lecturer can divide it into some objectives which are to be achieved in every activity in the classroom session. The goal is termed learning outcome (LO). The process of determining the LO is important because it will lead to the process of learning in the classroom.

It can be recalled that the ASG has set a deadline to decapitate their remaining hostages, among them a Canadian and a Filipina, if a ransom is not made.

Earlier this year, the head of Canadian John Risdel was discovered inside a bag in Jolo, Sulu, after the deadline for a ransom was not made.

“The AFP is continuous in its operations, deadline or no deadline,” Tan said.

The actual demonstration was held at Lumagwas Spring Resort, Adtuyon, Pangantucan,Bukidnon on April 9, 2016 (Saturday) at 8:00am-12:00nn.

Many campers with their parents attended. With

the assistance of the personnel in LLDRRMC, most of the campers and even PCES faculty, staff and parents experienced being saved and some are the one who saved.

We may not know how will the dilemma affect us, the knowledged that we gained from the aquatic safety demonstration will be very useful for us in times of undesirable moment during our summer bonding.

We just need to secure the area first and keep our eye on our family.

Another aim of the school in conductiong such training is to prepare thelearners and the teachers for the rainy seasons in which floods will most likely to happen.

A bill to further protect the 50-million strong depositing public is expected to be passed into law soon.

Senate Bill No. 2976, amending Republic Act 3591, as amended, or the charter of the Philippine Deposit Insurance Corporation (PDIC), is now awaiting President Aquino’s approval. It was passed by the Senate in December 2015 and adopted by the House of Representatives as an amendment to House Bill No. 6020 in January 2016.

thorities to implement measures to further improve depositor protection and promote financial stability. The bill is authored by Senator Sergio R. Osmeña III, Chairman of the Senate Committee on Banks, Financial Institutions and Currencies. Its counterpart bill in the House of Representatives was authored by Rep. Nelson P. Collantes, Chairman of the Committee on Banks and Financial Intermediaries.

The proposed legislation provides for the settlement of deposit insurance claims based not only on the closed

bank’s records but also on the depositor’s evidence of deposit. Depositors with uninsured deposits will also benefit from the bill as it elevates the status of uninsured deposits from an ordinary credit to ordinary preferred credit which will improve their chances of recovering their hard-earned uninsured deposits in closed banks.

The proposed amendments to the PDIC Charter are also intended to minimize disruption to the financial system and promote financial inclusion by providing depositors with

continued access to banking services. Among the highlights of the bill are reform measures in bank resolution and liquidation, immediate access to deposit insurance claims, elevation of status of uninsured deposits to ordinary preferred credit and enhanced governance and institutional framework for the state deposit insurer.

With a strengthened resolution authority, PDIC would be able to play a more proactive role in resolving problem banks while these are still open, preserving the bank’s franchise value and

On the other hand, the new bank liquidation framework will remove the 90day receivership period ensuring a seamless transition from bank closure to liquidation and hasten the disposal of closed banks’ assets for immediate payment to creditors. The framework also adopts other liquidation tools such as the purchase of assets and liabilities to help prevent the dissipation of the value of closed banks’ assets and enhance the chances of recovery of the creditors and depositors of their claims against the assets of closed banks.

Pursuant to the bill, PDIC will have greater independence and stronger organizational structure. It will also have expanded investment and fund management options to protect and build up the Deposit Insurance Fund, the funding source for payment of deposit insurance and assistance to distressed banks. With enhanced governance and institutional framework, PDIC will be able to respond more quickly to the changing financial landscape and align its services with international best practices in deposit insurance.

The bill has undergone consultations with stakeholders and is supported by the Department of Finance, government regulators such as the Bangko Sentral ng Pilipinas and the Securities and Exchange Commission, and the Governance Commission for GOCCs. Fighting corruption When Duterte entered the presidential race last November, he promised to fight corruption.

“If I will become president, corruption has to stop,” he said. He added that it has been bleeding the nation dry and pushing the people deeper into poverty.

When he was asked if he could really do it, he said he gained his experience of fighting corruption when he worked as a prosecutor for the Tanodbayan, the predecessor of the Ombudsman. He said that he “hounded” the corrupt when he was a Tanodbayan prosecutor.

“Once upon a time, I was one of only two Tanodbayan investigators in Mindanao.” With a tinge of populism, he would tell government officials not to shortchange the public. “Don’t grab from people’s mouth what they are about to eat. What is theirs is theirs,” he’d remind them. His passion for the masa gives him credibility that he is capable of fighting corruption.

During the last days of the campaign, Sen. Antonio Trillanes IV dropped a bombshell accusing Duterte of enriching himself while in office. Duterte then opened his bank account to public scrutiny to prove that there was only P17,000 in it, not P211 million as Trillanes had alleged. His quick response added credibility to his character.

By contrast, when Vice President Jejomar Binay, one of his presidential rivals, vowed to fight corruption and go after corrupt officials, nobody believed him.

And when asked to disclose his bank accounts, Binay refused.

How could the people believe him when he has several plunder charges filed against him before the Office of the Ombudsman, and secretive about his wealth?

He has zero credibility.

Economic growth Not content with outgoing President Benigno Aquino III’s economic growth of an average of 6 percent, Duterte plans to pursue a growth of 7-8 percent or higher.

“If we want to reduce the poverty rate, we need a higher growth,” his spokesman Peter Laviña said. And this begs the question: Can he do it?

Yes, he can. However, as what had happened in the administrations of Aquino and his predecessor Gloria Macapagal Arroyo, who have sustained high economic growths, it did not alleviate the suffering of the poor. In spite of the Philippines’ high economic growth – it’s the “best economy in Southeast Asia today” — poverty and hunger are on the upswing.

Why? In 1973, World Bank president Robert McNamara spoke about poverty, saying: “Despite a decade of unprecedented increase in the gross national product of the developing countries, the poorest segments of their population have received relatively little benefit [because] rapid growth has been accompanied by greater maldistribution of income in many developing countries.” He went on to say that “the growth of GNP is essentially an index of the welfare of the upper income groups. It is quite insensitive to what happens to the poorest 40%,

who collectively receive only 10-15% of the total national income.”

It wouldn’t take a social scientist or economist a long time to figure out that this was exactly the problem the Philippines faces today, which is: maldistribution of income. Add corruption to the mix and the outcome is: The rich get richer and the poor get poorer.

Indeed, if there is one challenge that Duterte will be faced with, it’s how he’s going to bridge the gap between the rich and the poor? To find the answer, one has to look at our Asian neighbors, the socalled “economic tigers.” If there is one measure of their success, it’s their growing middle class, which increases as the lower class decreases.

It’s noteworthy to mention also that a lot of social scientists are of the opinion that corruption creates poverty, not the other way around. If Duterte makes good of his promise to fight corruption, he’d have a good start in fighting poverty as well. And with his empathy for the poor, Duterte could feel at ease in starting a peaceful political and economic revolution.

Platform for success Duterte has a three-pronged platform that he plans to implement in the first six months of his presidency, which his spokesman Peter Laviña had outlined as follows: 1. Pursue a 24/7 fight against drugs, criminality, corruption, and poverty; 2. Call on Congress to pass a law for the election of members of a Constitutional Convention to undertake a “major rewriting” of the 1987 Constitution. The objectives are to institute a shift to a federal parliamentary form of government, and to ease the current restrictions on foreign ownership of land, public utilities, educational institutions, and participation in the exploitation of natural resources; and 3. Pursue negotiations and forge peace agreements toward political settlements of the protracted armed conflicts both with the Left revolutionary forces and the Muslim rebel organizations.

One might say that his platform is ambitiously quixotic. But he has one chance to succeed. If he fails, he’d finish his term just like most of his predecessors – mediocre.

If he succeeds, he’d be looked upon by generations to come as the Father of the Sixth Philippine Republic. But he can only achieve that if he remains what he is today: a strongman with a soft spot for the masa.

Amid all the expectations, it is worth to remember that Mindanao is now at the forefront of the country’s development: It is no longer the “back door,” as the political leaders of Luzon described it. Mindanao is no longer the “land of promise.” On the contrary, Mindanao is now the fulfillment of the promise.

CAGAYAN de Oro City--At least 325 hectares of forest areas in Misamis Oriental were badly affected by the long drought brought about

by El Niño phenomenon, an environment official said.

In an interview, Misamis Oriental community environment and natural resources officer Aldrich S. Resma said they are still to account for the exact number of trees which succumbed due to both drought and forest fires.

Mr. Resma’s coverage spans three cities and 10 towns in the province.

Many of the species that succumbed to El Niño were narra, mahogany, falcata, rubber, bamboo, rattan, gmelina, coconut, rambutan and coffee.

The damage was particularly sustained in the hinterland parts of Cagayan de Oro City as well as the municipalities of Claveria and Opol.

Because of this development, Mr. Resma said the Department of Environment and Natural Resources (DENR) is embarking on a massive regreening program to compensate for the lost species.

He said forest trees are

important for the preservation of the Cagayan de Oro watershed as these species absorb carbon dioxide, making it part of climate mitigation.

With this, Mr. Resma’s office is requesting the national government through the DENR central office to immediately release funding for the replanting of trees.

Mr. Resma made the request upon hearing the news that El Niño is about to end.

“Now is the right time to plant tree species because it’s already raining in our forest areas,” he said, adding that the seedlings are now in the hands of people’s organizations which will be assisting DENR in the regreening.

The species that will be planted include falcate, rubber, cacao, coffee, timber and fruit trees.

DENR will be assisted in the area by various deputized personnel, forest technicians, farmers and people’s organizations.

Momentarily, the volunteer-planters are involved in clearing, hole digging and making fire lines paving the way for the planting of seedlings.

More than 600 hectares of forest area are slated for regreening.
