AVAO CITY – A Cebu Pacific Airbus carrying 165 persons on board from Manila veered off the runway here shortly after initiating touchdown around 7:30 p.m. Sunday, damaging its nose gear and left engine.

Airport manager Frederick San Felix told a national radio interview Monday morning that all passengers on board flight 5J 971 were evacuated safely and not one was brought to the hospital.

He said the plane was “in a landing mode” but it veered off course to the right at about 1,100 meters on Runway 23 where its nose touched ground.

“At visual observation, its left engine has been partially damaged, and its nose [landing] gear collapsed,” he said.

San Felix said the plane cannot be removed until investigators from the Civil Aviation Authority of the Philippines (CAAP) finish their probe. CAAP probers from Manila were expected to

arrive here Monday afternoon.

Flights to and from Davao were diverted to the nearest airport, General Santos City, located 150 kilometers south of here and a three-hour trip by land.

San Felix said Cebu Pacific officials would be sending equipment to remove the aircraft but he said all of these items would be expected to arrive via General Santos City.

He assured that the Davao airport has its own equipment and could coordinate with other persons or offices to get all the necessary equipment to remove the aircraft after the CAAP investigation.

He said airport authorities would clear the aircraft from the runway on or before 8 p.m.

Aquino signs Comprehensive Gun Law Candlelight memorial for PRESIDENT Benigno S. Aquino III signed on May 29 Republic Act 10591 “An Act Providing for Comprehensive Law on Firearms and Ammunition and Providing Penalties for Violations Thereof,” the Palace announced on Saturday.

Among the salient features of the new law are the standards and prerequisites for the issuance or obtaining a license to own and possess a firearm, Deputy Presidential spokesperson Abigail Valte said Saturday in a radio interview over dzRB Radyo ng Bayan.

The standard requires an applicant for a gun license to be a Filipino citizen;

at least 21 years old; has gained full work occupation or business or has filed an income tax return for the preceding year as proof of income, profession, business or occupation.

The applicant has not been convicted of any crime involving moral turpitude, has passed the psychiatric test administered by a Philippine National Police (PNP) accredited psychologist or psychiatrist.

The applicant must also pass the drug test conducted by an accredited and authorized drug testing laboratory or clinic.

Those applying for a gun license must also pass the gun safety seminar ad-

ministered by the PNP or a registered or authorized gun club.

The applicant has to file in writing the application to possess a registered firearm indicating the personal circumstances why he or she needs to own a firearm.

Applicants must get a police clearance to prove that they weren’t convicted or accused in a pending criminal case punishable with a penalty of more than two years.

They must also pay the reasonable gun licensing fees.

The law also has a provision for carrying firearms outside of residence or place of business and gun

owners must have a permit to carry firearms.

A qualified person may apply for a PTC if he or she is under actual threat or is in imminent danger due to the nature of his or her profession, occupation or business.

The law specifies professionals who are considered to be in imminent danger due to the nature of their profession, occupation or business and these include the members of the Philippine Bar, certified public accountants, accredited media practitioners, cashiers, bank tellers, priests, ministers, rabbis and imams, physicians, nurses, and engineers. DAVAO DEL NORTE, -- The City of Tagum joins in solidarity with the whole world in the global fight against HIV-AIDS by staging its own version of International AIDS Candlelight Memorial recently.

Advocates and social health workers gathered last May 30 at the city’s Freedom Park to light candles in an attempt to raise awareness around HIV, stand together with people living with HIV and remember the loved ones lost to HIV and AIDS. The candles were mounted on a metal resembling

that of the red ribbon, the global symbol in the fight against AIDS. Prior to simple yet meaningful ceremony, a Holy Mass was also celebrated with Rev. Fr. Emerson delos Reyes as the officiating priest.

The event was led by the City Government of Tagum thru the City Health Office and the Tagum City AIDS Council with the support from the Organization of Committed HIV/AIDS Advocates (ORCHIDS).

13 quakes hit Cotabato town in 24 hours; 5 hurt, 60 houses damaged

In less than 24 hours, a total of 13 earthquakes struck Carmen town in North Cotabato from the 5.7 magnitude Saturday evening which hurt five people including four children, damaged 60 houses and destroyed a bridge.

The Philippine Institute of Volcanology and Seismology (Phivolcs) recorded the first quake at 10:10 in the evening on Saturday with epicenter at 12 kilometers (kms) northeast of Carmen town. It has a depth of five kilometers.

The most recent was a 3.7 magnitude quake at 7:31 in the evening on Sunday with epicenter at 13 kilometers northeast of the town. Its depth is at one kilometer.

The Phivolcs, however, said only seven quakes were felt including the first and most recently recorded.

Also felt were the 3.7 magnitude at 10:20 in the evening and 4.3 magnitude at 10:40 in the evening on Saturday.

On Sunday, 4.3 magnitude was felt at 7:58 in the morning, 4.9 magnitude at 9:40 in the morning and 4.0 magnitude at 2:41 in the

afternoon.

Those that were not felt, the Phivolcs noted, are the 4.3 magnitude at 11:45 in the evening on Saturday and Sunday’s 3.6 magnitude at 10:45 in the morning, 3.4 magnitude at 10:59 in the morning, 3.5 magnitude at 12:14 p.m.; 4.3 magnitude at 4:39 p.m. and 3.9 magnitude at 6:50 p.m.

But a resident of Kibudtungan village told davaotoday.com they felt numerous aftershocks, some are even as strong as last night.

“The last we felt was 10 minutes ago,” said Aynaderka Sison in a phone interview at half past noon Sunday. “It lasted for about 10 seconds,” she added.

She wonders though why evacuation hasn’t been ordered yet. “We don’t know what to do. Our walls have huge cracks. Two more strong shakes and our house will already collapse,” she worries.

As of Sunday afternoon, Phivolcs recorded 80 aftershocks.

Agricultural and water facilities, school buildings and health centers were also damaged, the North Cotabato Provincial government reported.

Landslide and boulders also blocked part of the national highway.

The bridge in Sitio Mutian, Kidmasil village was also destroyed.

“We’re asking the DPWH (Department of Public Works and Highways ) to prioritize the rehabilitation of the bridge,” said Governor Emmylou Taliño-Mendoza in a television interview, as

she expressed worry that commuters will be greatly affected.

The bridge is along a national highway that connects Davao City and Cotabato province to Bukidnon province and Cagayan de Oro City.

The local government unit has been conducting clearing operations while DPWH personnel are still

assessing damages.

Taliño-Mendoza said the situation is still under control.

The earthquake last night was also felt in Tacurong City, and the towns of President Roxas and Midsayap, all in North Cotabato at Intensity 4.

Intensity 3 was felt in the cities of Misamis, Cotabato, Valencia and Marawi; the

towns of Tampakan and Magpet in South Cotabato; and in Makilala town, North Cotabato. Intensity 2 was felt in General Santos City, Malaybalay in Bukidnon, Misamis Oriental, Padada in Davao del Sur, Camiguin, and the towns of Mlang and Tulunan in North Cotabato.

Sabah tourism can pick up after Lahad Datu incident, says Masidi

KUALA LUMPUR -- Sabah’s tourism industry has the potential to pick up after a dip in tourist arrivals and hotel bookings due to the Lahad Datu incident.

Sabah Tourism, Culture and Environment Minister Datuk Masidi Manjun said negative perceptions about the incident have affected the tourism industry in Sabah, with the hotel industry in Kota Kinabalu being the worst hit as it is the transit point to other parts in Sabah.

But Masidi said Lahad Datu is outside the major tourism areas, and expressed confidence that Sabah’s tourism industry would grow with aggressive promotions and the emergence of Malindo Air. He was speaking to reporters at a media familiarization trip to Kota Kinabalu organised by Malindo Air recently.

Malindo Air, a joint venture between Malaysia’s National Aerospace and Defence Industries and Lion Air of Indonesia, began its inaugural flight on March 22 with three departures daily to Kota Kinabalu and four departures to Kuching from the Kuala Lumpur International Airport.

Aguinaldo’s grandson calls for patriotism; says oldest Philippine Flag deteriorating AS THE heirs of the late President Emilio Aguinaldo are struggling to preserve the oldest Philippine flag which is now 115 years old, they are also reminding Filipinos to instill the values of the flag.

During the National Flag Day celebration held at the Emilio Aguinaldo Shrine last week, Emilio Aguinaldo Suntay III, a great grandson of the country’s first president, stressed that the respect of the Philippine flag in this time of incursions in Philippine territory is “probably the best time for Filipinos to internalize the message of patriotism and nationalism symbolized by the flag.”

“Every moment that we show these flags is a moment shed out of its lifetime but this is a choice that we risk to only instill the symbolism and values of the flag and the patriotism and nationalism in our hearts then we can be assured that the flag will last for as long as the Filipinos race lasts,” Suntay said as he lamented that the oldest Philippine flag and the other flags in their safe keep are slowly deteriorating.

“The country’s oldest flag and another flag hoisted by Gregorio Del Pilar only have less than 50 years left before they crumble into pieces,” Suntay said.

“There is nothing that we can do, we are in a dilemma.” Suntay said this describing how the flags are kept in the Aguinaldo Museum.

The old flags are kept in a climate controlled room where a Light Emitting Diode lighting system is installed and temperature and humidity are regularly monitored, at least to prolong the lifespan of the flag.

The Aguinaldo flag is placed in mesh which holds the delicate silk and satin fabric inside an acid and humidity resistant glass case.

Suntay said that they can prolong the life of the flags by keeping it away from the public but then it

will be forgotten.

On June 12, 2013, the Aguinaldo Museum will again take the risk by opening their museum to the public and showing their flags and collections in time for the 115th Independence Day celebration.

The oldest flag was hoisted by General Aguinaldo in Kawit, Cavite during the declaration of Philippine Independence 115 years ago The museum houses the oldest Philippine flags including the old military and personal memorabilia of General Aguinaldo and the other heroes of the country and it is open to the public with schedules of visitations. Cebu hosts blogging workshop for heritage RAMON Aboitiz Foundation Inc. (RAFI), in partnership with Cebu Bloggers Society Inc. (CBSI), recently organized a seminarworkshop geared towards heritage promotion.

Dubb ed “Rep or ting Heritage for Bloggers,” the seminar-workshop held May 25 trained Cebuano bloggers how to report and blog about heritage subjects.

The activity also aimed at encouraging Cebuano bloggers to post more about Cebu’s cultural scene.

The event also prepared bloggers on how to blog about events that showcased Cebu’s heritage like the ‘Gabii sa Kabilin’ or Night of Heritage last May 31.

Gabii sa Kabilin (Night of Heritage) is an annual program of RAFI executed in coordination with RAFI’s partner museums and heritage sites every last Friday of May. Dr. Jocelyn Gerra, executive director of RAFI’s Culture and Heritage unit, stressed that information, particularly on histor y and culture, should not be hoarded in educational institutions alone.

“We should free up information. We should know who we are. This is where bloggers can come in,” Gerra said.

Joselity Costas, one of the resource speakers of the seminar-workshop and at the same time president of Hambin, a Cebuano heritage advocacy group, observed that only a few local blogs tackle or specialize in heritage since such niche requires time and effort, especially in obtaining credible and reliable information.

Costas said blogging and social media are effective tools to promote cultural heritage to a larger audience, and as channels for people to understand, experience, and get engaged in heritage.

“Blogging and social media promote a participatory culture where individuals aggregate on the basis of common interests,” Costas said.

The quake was tectonic in origin and was recorded at 4:08 a.m.

Its epicenter was located at 17 kilometers northwest of Carmen, North Cotabato and the quake had a depth of three kilometers.

Phivolcs said Intensity 6 was felt in Carmen, North Cotabato; while Intensity 5 was felt in Kabacan, North Cotabato Roxas; Intensity 4 in Matalam, North Cotabato; Intensity 3 in Kidapawan City, Cagayan de Oro City, Davao City, Pres.Roxas, Arakan, Magpet and Makilala, North Cotabato; and Intensity 1 in Butuan City.

DENR-12 yet to file case vs S. Kudarat illegal loggers THE Department of Environment and Natural Resources (DENR) in Region 12 remained clueless on who could be behind the massive illegal logging activities uncovered recently in Bagumbayan town in Sultan Kudarat province, a top official said.

Datu Tungko Saikol, DENR-12 regional director, said no case has been filed against those behind the seized 300,000 board feet of illegally cut lumber, valued at P13.5 million.

“Wala tayo ma file-lan ng kaso kasi hindi identified kung sino sila (We cannot file a case because we don’t know whom to sue),” he said in a telephone interview.

But Saikol said that various armed groups, which he did not identify, have surfaced as possibly behind the illegal logging activity, noting though “that the DENR could not pinpoint them.”

With still no one to be held accountable for the seized illegal lumber flitches, Saikol said they would automatically be forfeited in favor of the government.

The official said the sawn forest products are considered illegal with the issuance of President Benigno S. Aquino III of Executive Order 23 in 2011, which

DENR-12 said the uncovered illegal logging activities fall within the Industrial Forest Management Agreement (IFMA) area of Silvicultural Industries, Inc. (SII).

It was the SII management who sought the assistance of the local DENR to quell the encroachment of illegal loggers in their IFMA area, the statement said.

The operation was jointly carried out by elements of the Army’s 46th Infantry Battalion based in Barangay Kamasi, Ampatuan, Maguindanao, and the DENR personnel stationed in Tacurong City.

Saikol lauded the efforts of the Army personnel for risking their lives in going after the illegal loggers.

He said: “While our regulators have a responsibility to balance the interests of shipowners with the need to protect the environment and the interests of wider society, they also need to be pragmatic and to have an understanding of the impact that their actions are having on the industry’s own long-term sustainability.

DILG declares June 10-16 Disaster Preparedness Week WITH the onset of the rainy season, the Department of the Interior and Local Government has declared June 10-16 as Disaster Preparedness Week.

Undersecretary of the Interior and Local Government Francisco Fernandez, who has responsibility over urban poor and other concerns, said the declaration is intended to focus on government efforts to provide safe, decent, affordable, and permanent relocation to informal settler-families living in danger zones and waterways in Metro Manila.

“This is part of the DILG program, under Secretary Mar Roxas, to put dwellers along river banks, railroad tracks and other danger areas out of harm’s way before the rainy season sets in,” Fernandez said.

Everyone thought that the Navajo Indians, the largest Native American Indian tribe in the United States became extinct. This protected Indian tribe spread throughout Arizona, New Mexico, Utah, and Colorado.

The first Navajo Indian who belonged to the American Indian group called “Athapaskans” lived in Canada more than a thousand years ago.

Who would believe that the Navajo Cris Diaz Indian tribe would have traces of its aborigines in the island Pacific?

Incredible as it is but this corner believed that its last Indian strain could be living in one of the corners in the Philippines.

It seems the couple Ritchie Salloman and his wife Nonet nee Torres had the Navajo Indian blood running in their veins. The couple who lived by the sea in one of the coastline barangays in Cagayan de Oro City has just celebrated their “Silver Wedding” anniversary last week. The Sallomans had their wedding vows renewed in an elaborate ceremony at their private beach resort in Bayabas, about 8 kilometers north of Cagayan de Oro City in an unusually strange customs. Yes, folks, the couple were clad in Indian customs that startled the invited guests in awe.

From what Indian tribe are you? An amazed guest asked. “We are from the Navajo Indian tribe,” Mr. Salloman jokingly replied. Actually, Ritchie Salloman was just trying to be different. Once, a correspondent of a national daily newspaper, Salloman has to give up the

job of a news correspondent. Salloman decided to become a fulltime government contractor. He succeeded in his newfound vocation that he was able to build a comfortable beach house. He rented and developed a large portion of the neighboring beach into a commercial resort, too.

Clad in complete Indian attire, husband and wife separately rode a stallion when they went to the resort for the ceremonial renewal of their wedding vows.

Especially invited guests were in complete “cowboy” regalia along with Salloman’s children. The couple entered the resort following a dance trouped from a local university as curtain raiser. The dance troupe gyrated in a specially choreograph Indian dance.

A pastor cited readings from the Corinthian verses of the Holy Bible as the couple renewed their vows “in sickness and in health, ‘til death do us part.” By the way, Ritchie Salloman has constructed Indian teepees where a beachgoer could rent for a night.

Well, the Salloman’s are not Indians – they are Filipinos. Their aboriginal stock was of the Malay decent.

However, the Philippines have earned the moniker as the “melting pot” in Asia where a mixture of various races intermarriage. This resulted to a mixture of Portuguese, Chinese, Americans, and Spanish blood in the Filipinos.

While Ritchie Salloman was simply showing his creativity when he came up with the Navajo Indian tribe customs as the main motif of their “Silver Wedding” anniversary, one could not set aside the thought that the Indian stock could be one of the unrecognizable blood strains of modern day Filipinos.

THE results of the last elections with 48 percent of the new mandates belonging to dynasties, we are either extremely stupid or we are trying to reinvent what the world has proven to be true over centuries.

Dynasties have never served any country well and never will.

China and Europe have suffered as written in history books on how dynasties have caused misery to Harry Tambuatco the countries and its people.

Economies have stagnated and suffered over the generations till such time the dynasties were finally booted out.

For the more aggressive leaderships they literally wiped out the dynasty using extreme measures and yet in the Philippines both the electorate and the dynasties pursue the same models for doom.

While we suffer the consequences dynasties bring about we continue to place in power dynasty leaders who pursue their ambitions to the detriment of the people and the country for their selfish and personal interests.

Unless our leaders are just as stupid which it seems to be, they will continue with their disregard of the constitution on Article II Section 26 knowing well they cause harm to the people.

Their pursuit of power to extricate monies corrupted from the government (meaning the Filipino people) will without a doubt lead us to the road to perdition.

With the elections we hoped for the people to make the right and correct choices which has proven to be frustrated.

Now if only our leaders would open their eyes and comprehend from the history books and lead with intelligence and honesty to realize dynasties cannot be good for any leadership; we are for certain doomed.

Education takes at least a generation on the short term for people to understand this and with the entire hullabaloo the education departments are fusing with they fail to introduce into the curriculum classes to educate the masses on our politics.

The elections by itself is serious business and should not be presented with ati-atihan dancers and gyrating presenters as if to trivialize the process.

Only thru the elections can we democratically remove dynasties that get away with their corruption to amass millions literally for their pockets.

In the last elections alone, how can these politicians who spent hundreds of millions on TV ads alone get a return of monies spent?

The corrupt politicians who paid for their votes; how on earth can they retrieve their expenses other than to steal from the offices they were voted into?

It has become so glaring and erudite politicians spend so much to get elected and reelected that they will rob the government coffers as soon as they are in power.

Never mind the monies stolen but since this affects the lives of the very poor and the citizens on multiple platforms––this has to be stopped! But who will stop this practice? The president? Problem is; he too is a dynast.

CAGAYAN DE ORO CITY, - The Department of the Interior and Local Government (DILG)-10 conducted an Orientation Workshop on Cloud Computing last May 23 and 24, 2013 at the Local Governance Resource Center, Regional Office.

The training which delved on Online Submission and Database of Reports was participated in by regional office personnel and Program and Cluster Leaders of every province on the second day.

It was intended to introduce and develop a database of reports, and to establish a system of submission and consolidation of reports using Cloud Computing.

Information Technology Officer (ITO) Engr. Ulrich Lee F. Uy facilitated the Google

Cloud Computing.

He introduced the different tools in the Google drive after giving an overview of the program and its governing principles.

The important highlight of the training was the hands-on training and application of the program by the participants.

Cloud computing is a current trend in the development of reporting system as it allows faster and easier approaches to information management.

Its relative ease of access in searching and acquiring data from monthly, quarterly and annual reports has been identified by several institutions to be its primary strength in optimizing operations, particularly in progress tracking, monitoring and evaluation.

The top three (3) for each category that garnered at least a minimum score of 85% will advance to the national level. Those that have garnered a Gawad KALASAG award for three (3) consecutive years in the same category shall be given a Hall of Fame Award.

National winners will receive cash awards that can be spent for DRRM-related activities of respective LDRRMCs, and these are: P100,000.00 for 1st place, P75,000.00 for 2nd place, and P50,000.00 for 3rd Place for each category of the awards.

PPI sets 17th annual confab, to re-examine media On its 49th year and 17th annual conference, the Philippine Press Institute also known as the national association of newspapers, will re-examine the journalism practice in the country and assess how newspapers are surviving in the digital age in this year's National Press Forum (NPF) "Watching the Watchdog: Reexamining Ourselves" on June 13 and 14 at the New World Hotel in Makati.

The annual event highly anticipated by PPI members from Luzon, Visayas, Mindanao and the NCR will gather publishers and editors who will also discuss other issues and concerns related to sustainability and even threats that make it even more difficult for community newspapers and journalists to survive. Also invited to attend are members of the diplomatic community, journalism and communication students and

educators, business groups, representatives from the civil society organizations, media executives and government officials.

We need to be critical of ourselves too," says Malaya publisher and PPI chairman Amado 'Jake' Macasaet during the final meeting of the PPI Board first quarter of the year.

Mindanao exhibitors clinch US$4.3M total sales at int’l food expo

FOOD producers and processors from Mindanao clinched US$4.3 million in total sales at the recently concluded International Food Exhibit (IFEX) 2013, proving once more that Mindanao food products are gaining ground in the international market.

The value of immediate and booked sales orders cornered by the 71 Mindanao exhibitors came close to US$1.7 million throughout the four-day exhibit, while the projected value of sales orders following the expo amounted to more than US$2.64 million.

“Mindanao industries are poised for the international market as proven by the significant domestic and international sales they generated from IFEX, reaffirming the potentials of food products from the region,” said Luwalhati Antonino, Chair of the Mindanao Development Authority (MinDA).

She added that IFEX, the country’s largest gathering of food producers, processors and exporters, provided the Mindanao food sector a venue to position its finest food products to international buyers.

“These figures do not yet include the sales generated by other Mindanao-based companies which decided to set-up exhibits outside of the Mindanao Pavilion during IFEX,” explained Antonino by adding that more sales are expected from orders of international buyers which are currently under negotiation.

STA. CRUZ, Davao del Sur - The Local Government of Sta. Cruz has recently inked a Memorandum of Partnership Agreement with the Department of Environment and Natural Resources XI (DENR) for its Land Titling Program.

DENR Regional Executive Director Joselin Marcus E. Fragada said this new partnership is expected to answer manpower problem of DENR as far as land titling of public lands in Sta. Cruz is concerned.

The project is also aimed at expediting land titling process which has over the

years been solely handled by the DENR through its Land Management Bureau.

Sta. Cruz is the first municipality to have forged such a partnership agreement with DENR with this kind of program.

DENR regional technical director for lands, Atty Felix S. Alicer said LGU

authorities have full knowledge regarding public land claimants and it will be very imperative to really involve the LGU in the process of land titling.

“Before the actual program implementation, there will be series of trainings for LGU personnel who will be handling the project es-

pecially on land disposition and adjudication,” Alicer stated.

For his part, Mayor Joel Ray Lopez is thankful for this joint endeavor especially since Sta. Cruz is the first recipient of the program.
