Probe bombings in Mindanao thru a Truth Commission - solon A Mindanao party-list representative strongly condemns the series of bombings that rocked Mindanao the past two weeks and calls for a thorough investigation through a citizen-led truth commission. The wave of bombings that happened in Mindanao has killed more than 15 innocent civilians and wounded several others. The July 26 Cagayan de Oro City blasts killed eight (8) people and wounded 30 more civilians. Authorities recently filed charges against six (6) suspects who are allegedly members of Khilafa Islamiyah Mindanao, an unknown group with supposed links to the al-Qaeda. The bomb that exploded in Cotabato City on August 5 killed eight (8) people, including a child and injured 29 bystanders. Although reports say its main target was Cotabato City Administrator lawyer Cynthia Guiani-Sayadi, many Cotabato residents cannot help but be wary of the consequences as military and police authorities mount an investigation. Yesterday, another bomb exploded in Midsayap, North Cotabato at 3:00 in the morning, though no casualties were reported. Bayan Muna representative Carlos Isagani Zarate said he is “suspiciously disturbed of the timing of this latest series of bombings” in Mindanao, occurring as it has in the heels of the August 2 US State Department warning about possible terrorist threats from AlQaeda network against US

interests in Middle East and North Africa. Even more disturbing is the fact that soon after the US State Department advisory, a supposed video of Al-Qaeda chief Ayman al-Zawahiri circulated in the media, accusing the US government of orchestrating the overthrow of Egyptian president Mohamed Morsi and the Muslim Brotherhood leadership in Egypt. Zarate believes that as a consequence of the advisory, local authorities will again direct their investigations on Moro communities in Mindanao suspected of harboring alleged terrorist cells. In the past, this kind of operation has led to the rounding up and detention of innocent Moro civilians as well as heightened military operations in Moro communities. “It is disheartening to note that while the Muslims anticipate the feast of the Eid’l Fitr, the thought of them being the subjects of military and police operation, being made the ‘usual suspects’, also hangs in the air,” said Zarate. Zarate also calls for the revival of the citizen-led truth commission, similar to the Mindanao Truth Commission (MTC) that probed the series of terror bombings in Mindanao in 2003. The MTC investigations then pointed out to the alleged complicities of then Defense Secretary Angelo Reyes and former military intelligence chief Brig. Gen. Victor Corpus in the Mindanao bombings. DENR, 9 other agencies unite in new convergence strategy on poverty reduction MANILA, Aug 8 (PNA) -- The Department of Environment and Natural Resources (DENR) is converging with nine other government agencies to beef up government efforts to improve the quality of life of the marginalized sectors of the society. The convergence strategy was formalized with the recent signing of a memorandum of understanding (MOU) by officials of the DENR and the Departments of Agriculture (DA), Agrarian Reform (DAR), Health ( D O H ) , t h e I nt e r i o r and Local Government (DILG), Labor and Employment (DOLE), Science and Te chnolog y ( D O ST ) , S o c i a l We l fare and Development (DSWD), Tourism (DOT), and Trade and Industry (DTI). According to DENR Secretar y R amon J. P. Paje, the agreement provides a holistic approach as it involves almost all line agencies to ensure a more effective and efficient implementation of programs on poverty alleviation, job creation, food security, and healthy and safe environment. Paje said the MOU was consistent with the existing National Convergence Initiative for Sustainable Rural Development among the DENR, DA and DAR, which focuses on shared responsibility in sustainable development of natural resources and communities in the country’s rural areas. “The MOU is an expanded convergence that ensures our programs and projects, particularly

those for communitybased sustainable livelihood and enterprise d e vel opme nt , w i l l b e complementary, harmonized and therefore more inclusive to a wide swath of society,” he clarified. The MOU specifically identifies priority and high-impact programs and projects from each of the 10 agencies that have common interests and objectives, particularly those aimed at alleviating poverty in municipalities. The National Greening Program – which seeks to plant trees on 1.5 million hectares for six years ending in 2016 – was identified as the DENR’s main contribution to the convergence, with its various activities as support to poverty alleviation, food security and climate change mitigation. Among these activities are site identification and development, seedling pro duc tion and plant propagation, adoption of environment-friendly technologies, provision of planting materials and technical assistance, and conduct of monitoring and evaluation. O t h e r g ov e r n m e nt projects identified in the new convergence program include the Agri-Pinoy Program of the DA, the Program Beneficiaries Development of DAR, the Enhancing Economic Growth and Competitiveness of Local Government Units Program of the DILG, and the Integrated Livelihood Program towards Community Enterprise Development of the DOLE. T h e D OL E i s a l s o tasked to assist trainees

of its attached agency, the Technical Education and Skills Development Training (TESDA), in creating community-based sustainable livelihood and enterprises. Other contributing programs are the DOST’s Small Enterprises Technology Upgrading Program; the Sustainable Livelihood Program, particularly through the Micro-Enter pris e Development Track or the Employment Facilitation Track of the DSWD; and the DTI’s National Industry Cluster Capacity Enhancement Project. The MOU directs the DOH, through the Food and Drug Administration, to ensure the safety, efficacy, purity and quality

of all regulated products through monitoring of all covered establishments. The DOT, on the other hand, is directed to develop training modules and conduct training programs to upgrade the quality, competence and excellence in the delivery of tourism services. The MOU is the latest initiative of the Executive Branch to implement President Benigno S Aquino III’s “social contract” with Filipinos to reduce poverty incidence by building capacities and creating opportunities, while recognizing the vital role of farms and community-based enterprises in contributing to food security and economic growth. SouthCot to undertake reforestation to prevent flooding GENERAL SANTOS CIT Y (MindaNews/07 August) – Environment personnel in South Cotabato province are planning to launch a massive reforestation program to rehabilitate the area’s denuded forests and critical watersheds. Siegfred Flaviano, acting Provincial Environment Management Office chief, said they are currently drawing up a feasibility study for the reforestation program, which was earlier identified by the local government as a long–term strategy to resolve the flooding problems in parts of the province. He assigned their office’s forest and land management division to lead the study and come up with a project profile for the program. “Our main priority is the headwaters of our major rivers and other upland areas in the province,” he said in a radio interview. As directed by South Cotabato Gov. Daisy Avance-Fuentes, Flaviano said the reforestation activities will begin in the upland areas and will eventually go down to the lowlands or downstream areas. Citing initial details of the program, he said they are planning to reforest the river headwaters, watersheds and other upland areas through the development

of tree plantations. He said they will tap landowners and residents within their target areas as the main implementers of the program. “We initially hire people to do the reforestation work for each of the identified plantation areas,” Flaviano said. He said the hired implementers will be assigned to monitor and take care of the planted trees and eventually manage the tree plantations. The reforestation program will initially cover the headwaters and watershed of the critical Allah River, which traverses six municipalities in the province. The river, which traces its headwaters to the upland portions of T’boli and Lake Sebu towns, also passes through five localities in Sultan Kudarat and eventually drains at the Liguasan Marsh and the Rio Grande de Mindanao. Allah River’s headwaters and watershed are within the Allah Valley Protected Landscape, which covers a total of 102,350 hectares in four municipalities in South Cotabato and Sultan Kudarat provinces. Waste, garbage disposal still a big problem Local government units are somehow less serious in enforcing the Ecological Solid Waste Management Act or RA 9003. This was the recent comment of a senator. The same should be the common stand of lawmakers, and Malacanang should take to task all LGU officials to strictly implement this law because failure to do so would endanger not only the environment but also more lives and livelihood in their respective communities. The role of LGUs in Solid Waste Management expressly stated in Section 10 of RA 9003, provides that LGUs shall be primarily responsible for the implementation and enforcement of the provisions that includes segregation and collection of solid waste. Very few LGUs however, are faithfully complying with the law. Segregation of wastes at the barangay level specifically for biodegradable, compostable and reusable wastes are nowhere seriously

done because their municipalities or cities are not efficient in the garbage collection of non-recyclable materials and special wastes. Inefficient garbage coll ectio n and solid waste management can lead to serious complications such as clogging of canals, waterways and drainage connections. In extreme cases, these can lead to environmental tragedies such as when typhoons occur in the country. Critics say high government authorities should conduct environmental audit of the LGUs’ role to see whether environmental laws, including the Solid Waste Management Act, are properly and effectively complied with. Lead implementing agencies should also assess regularly whether the LGUs are strictly enforcing these laws. Are guidelines and targets for solid waste avoidance and volume reduction properly implemented and understood by LGUs? How many in the community are aware that

measures for reducing the source of wastes and minimization of garbage problem include composting, recycling, re-use, recovery, green charcoal process, and others? What is the present state of our dumpsites and collection facilities? The law provides that wastes and garbage should be disposed in appropriate and environmentally sound solid waste management facilities. Are our garbage dumpsites environmentally sound? Proper segregation, collection, transport, storage, treatment and disposal of solid waste should follow the best environmental practice in ecological waste management which exclude incineration. But our dumpsites are still burning and emitting obnoxious smell. Worse, people are still allowed to build their houses and shanties very near the dumpsites. Should these situation continue unabated, the primary purpose of the law which is to ensure the protection of the public health and environment is defeated.

Bombing as politics

Cagayan de Oro City Mayor Oscar Moreno should better be careful because the July 26 bombing that claimed eight innocent lives and left several others wounded might serve as the wick that may cause his political downfall. What’s my reason for saying this? Arrests of suspects in Monday’s powerful bomb explosion in Cotabato City had already been effected a day after the incident. But up to this point, Moreno and the city’s police force are still facing a blank wall in their investigation of the dastardly act that occurred on the last day of a national physician’s convention. Cotabato City Mayor Japal Guiani Jr. seems to be telling Moreno and the local police that if you want to solve a dastardly act such as the bombing on July 26 they should do it the way he did with regard Monday’s bombing in his city’s central district where innocent lives were likewise claimed. Have you realized the difference between the two bombing incidents? Moreno should not forget that the mandate reposed on him by his constituents call for him to ensure that Cagayan de Oro is peaceful. The mandate that in the first place he sought calls that criminals and criminality should not have a place in the city. He should not fail the people who reposed on him such mandate. Resurrection of the Marcoses As an opinion writer, I have noticed lately the deliberate effort at rewriting the

country’s history by resurrecting the Marcos family name as heroes and not the villains they are known to be up to this point. The effort is clearly meant to pave the way for the late dictator’s son and namesake to have a crack at the presidency in the 2016 presidential race. While it is anybody’s right to seek any elective office like the presidency, those interested should not just possess the needed qualifications, they should be above any suspicion much more involved in crimes against the people. Let us not rewrite history. Let us admit that what the elder Marcos had done was a crime against the Filipino people – he stifled freedom and democracy resulting in deaths of a good number of our compatriots and he looted the coffers of the government. The young Marcos is as guilty as the father since he and the rest of the members of the Marcos family partook, participated, benefited and enjoyed what the elder Marcos did. Corruption and the killing of journalists Statement of the Freedom Fund for Filipino Journalists

JANET Napoles and company may not have merely orchestrated the P10 billion pork barrel scam. It now seems that they could also be among the beneficiaries of the misuse of P728 million in fertilizer funds in 2004. Whistle-blower Benhur Luy has revealed that Napoles and company were involved in the fertilizer scam allegedly masterminded by former Agriculture Undersecretary Jocelyn “Joc Joc” Bolante, the local manifestations of which Tacurong City journalist Marlene Esperat was among the first to expose, and for which she was killed in March, 2005. Esperat thereby joined those other journalists—90 percent of them—who were killed from 1986 onwards for exposing corruption and criminality. Esperat was killed in her home in the presence of her children, on the orders, according to prosecutors, of two officials of the Region XII office of the Department of Agriculture who feared exposure of their involvement in the use of the funds for the 2004 election campaign of then President Gloria Macapagal Arroyo. Both officials have yet to be taken into custody, despite the issuance of an alias warrant against Osmena Montaner and Estrella Sabay last June, after months of delay due to their lawyers’ questioning the legality of the previously issued warrants of arrest, and the slowness of the courts involved. The Freedom Fund for Filipino Journalists (FFFJ) has been at the forefront of the effort to bring the alleged masterminds to court. While the case is by itself crucial to the imperative of ending the culture of impunity that continues to embolden the killers of journalists, an added dimension to it is the need to completely expose the extent to which corruption has not only compromised governance but has also contributed to the persistence of the killings, harassments and threats against journalists and media workers. It is in this context that FFFJ is once again calling the attention of the Department of Justice, the Police and the Courts to bring the case against the suspected masterminds to a credible closure, and for the media and the public to monitor developments in a case that has become key to the citizenry’s understanding and appreciation of the web of corruption and murder that plagues this country and its impact on the media and the safety of journalists. Masongsong also pointed out that even “the DoE has expressed the likelihood of increasing power rates in Minda nao w it h t he introduction of the IMEM that will ultimately burden electric power consumers.” DoE and PEMC projected t hat IMEM’s i mplementat ion w i l l increase Mindanao electricity rates from P0.03 – P0.72 per kWh. Masongsong pointed out that the National Statistical C o ord i nat ion B o a rd ’s (NSCB) “First Semester Per Capita Poverty Incidence among Families, by Region and Province: 2006, 2009 and 2012”, Mindanao posted 28.6 poverty incidence in 2012, against the national average of 22.3%. There are around 2 million power connections in Mindanao, an estimated 40% of whom are lifeline users. And “many of them are unable to pay their electric bills despite the minima l amount. This is a sad fact. Hence, we require our concerned agencies to take this into consideration.” He also urged the PEMC and DoE to first resolve the issues on pricing, and whether IMEM will use contracted capability or contracted capacity. PEMC has proposed to use the same pricing methodology being used in the WESM wherein the price for all offers made by generating companies

(GenCos) for a pricing interval in the next day will be the highest offered for that interval. “However, we have to note that the inception of the WESM [Wholesale Electricity Spot Market] as a trading platform in June 2006 and its operation in Luzon and the Visayas did not stop electricity price hi kes, which led some groups to speculate that price manipulation is happening in the electricity market. It is, therefore, imperative and I highly recommend for the review and further deliberations on the pricing methodology in order to come up with safety mechanisms to avoid those speculations.” Masongsong also stressed that PEMC has “yet to establish that the IMEM is a sufficient and efficient solution to the problem of load curtailment” the National Grid Corporation of the Philippines (NGCP) is imposing on ECs in the island. “Is IMEM sufficient or will it enable the electric cooperatives to purchase their day-to-day energy requ i rement s? On t he efficiency issue, the PEMC should demonstrate that the power capacity that will be made available by

embedded generators can be purchased at the lowest price.” Lastly, PEMC has failed in its information campaign about the IMEM. I n a re c e nt m e d i a presentation at the WESM in Ortigas, PEMC admitted that majority of end-user power consumers in Luzon and the Visayas are unaware of the WESM. “Puede ho kaya nating i-request na maipaliwanag ang sistema sa salitang maiintindiha n ng mga ordinaryong mamamayan? Because at t he end of t he d ay, t he u lt i mate power stakeholder is the consuming public or the end users,” he pointed out. Masongsong also urged Congress to do its part in urging DoE and PEMC through legislation to defer IMEM’s implementation. “A s t h e p e o p l e ’s r e p r e s e nt a t i v e s , i t i s incumbent upon Congress to become an avenue for better understanding of key government programs and policies. This humble representation, therefore, reiterates that we need to defer the implementation of the Interim Mindanao Electricity Market or the IMEM in September, for want of further study and evaluation.”
