Agusan Sur town gets P59m DA-MRDP2-funded projects

SAN LUIS, Agusan del Sur––The turnover of P59-million worth of projects became a celebration of sorts for this municipality last August 8, 2014.

The event was actually a hand-over of the remaining P5-million livelihood

projects completed under the third round of the Mindanao Rural Development Program’s Community Fund for Agricultural Development (MRDP-CFAD).

This town actually availed itself of at least P59-million worth of projects under the MRDP including a P40-million RCDG Bridge, P9-million Farm-to-Market Road, and P10-million See projects, page A7

KAUSWAGAN, Lanao del Norte––This once war-torn town has been named the top recipient of “Gawad Galing Pook Award” in a decision released by a 15-member evaluation committee.

The committee found the sustainable peace and development agenda of Kauswagan’s “From Arms to Farm” program an exemplary performance of good governance.

Town Mayor Rommel C. Arnado told Mindanews in an interview last week the program was intended for former Moro Islamic Liberation Front rebels who did not receive the assistance promised to them.

Arnado said the program did not require the rebels to surrender their firearms, just their willingness to support the peace initiative and at the same time avail of livelihood opportunities based on their needs and capacity.

He said the program succeeded because the MILF commanders approached them.

The mayor said among the MILF commanders who availed of the program were Benjie Lucsadato, Ysmael, Mutia and Limbona and some of their followers.

AVA O C i t y - A total of 134 cases of violence against women and children reported to the city’s Integrated Gender Development Division involved men in uniform, an official said.

IGDD head Lorna Mandin said that since 2004 when their office was created, 134 cases have been filed against men in uniform, 71 of such cases against members of the city police office.

The rest of the complaints were against members of the Armed Forces of the Philippines as well as barangay police.

M a n d i n , h o w e v e r, said less than 10% of the complainants pursued the cases.

She said cases of VAWC have continuously risen since the department’s creation in 2004. She said the numbers were in the thousands but she could not give exact figures.

She said that of the women who filed complaints against men in uniform, some were legal wives of the respondents while others were mistresses.

She said many complainants whose spouses or partners were policemen were “afraid” to report their cases to the police.

“But there are some who are brave enough. They ask for help from colleagues of the offenders or ask help from the IGDD,” she said.

Mandin said the aggrieved women should ask for assistance from IGDD. She assured they could get relief under the city’s Women Development Code as well as the AntiViolence Against Women and their Children Act. “The women can ask for a barangay or court protection and seek free legal help from the city,” she said, although she noted that some women were afraid to come forward because they did not have the funds to pay for litigation.

Mandin was a guest at Monday’s weekly Kapehan sa SM forum, along with Gabriela Partylist Rep. Luzviminda Ilagan.

The issue was raised on the heels of a YouTube video

posted by YouTube user Hudas Ka showing Davao City police chief Senior Supt. Vicente Danao hitting his wife.

Danao, in pre vious interviews, had refused to comment on the issue, saying it was a private matter.

But Ilagan said there is no such thing as a private matter when it involves

violence against women and children.

“Your city government slaps a comedian as ‘persona non grata’ for joking about the women in the city but look the other way [in the case of Danao]? Dili balanse ang atong lihok,” she said.

“We don’t have a sense of proportion. In the case of [comedian R amon] Bautista you punish, but

shift reactions regarding a person who should be a role model,” she cited.

Ilagan said she would push for a law requiring incoming appointed officials to be cleared of any case involving violence against women and children.

“We do not blame the victim,” she said. “Why divert the attention? Does the wife of Danao dserve to

be beaten simply because he said he has issues against the wife? Let’s focus on the issue and that is the domestic violence.”

She said she would als o dis c uss the issue with Interior and Local Government Secretar y Mar Roxas during their upcoming budget hearing in the next few weeks.

TAGUM City - Tagumenyos were asked to reflect on the value of modern-day heroism as the city joined the whole country in paying tribute to the nation’s revered heroes in time for the celebration of the National Heroes Day last August 25, 2014.

Mayor Allan L. Rellon led the city in paying homage to heroes of yesteryears and to those unsung heroes who have fought hard for the country’s independence.

Their sacrifice, as well as their tenacity, according to the local chief executive, should serve as an inspiration for everyone especially in the modern times.

“It’s not necessary that you sacrifice your life to be a hero, but living your life for the service to others can also be a measure of heroism,” said Mayor Rellon in his talk to the local media after the program.

The city’s observance of the National Heroes Day was marked with a

wreath-laying ceremony at the Freedom Park that was participated by City O f f i c i a l s , d e p ar t m e nt heads, members of the Veterans Federation of the Philippines, Sons and Daughters of Veterans, the Philippine National Police, Philippine Army, Bureau of Fire Protection and the Bureau of Jail Management and Penology.

A short program then followed the ceremony, where series of patriotic songs and dances were performed by the students of selected schools in the city.

21 municipal assessors receive new office equipment TUBOD, Lanao del Norte – 21 municipal assessors of this progressive province received brand new office equipment from the provincial government on August 20, 2014 through its Provincial Assessor’s Office (PAO).

DepEd launches Mobile Open High School in Misamis Oriental

MISAMIS ORIENTAL The Department of Education in Misamis Oriental provides another opportunity for learners to complete secondary education as it launches today Mobile Open High School Program (OHSP) in Lugait town.

Dubbed Diploma Ko, Kaya Ko!, the Mobile OHSP, a combination of the Alternative Learning System (ALS) and the OHSP, in partnership with the local government unit (LGU), is a new initiative of DepEd. According to Division Superintendent Cherry Mae l. Limbaco, it is designed and simplified to make out-of-school youth and out-of-school adults, aged 15 years old and above, fulfill their dreams of finishing high school.

The program is a modular, self-pace instruction suited for the

learners’ needs and convenience and a community-based learning where teachers visit the areas of the learners.

Upon completing all the requirements of the modules and passing the tests, learners can graduate and accorded with all the benefits a regular high school graduate can have.

Dr. Limbaco further said that this program is geared towards the full implementation in 2015 the government’s vision “Education For All.” With the Diploma Ko, Kaya Ko! Mobile Open High School Program, the secondary education for all is now within reach, Limbaco said.

Religious scholars in Lanao unify to support peace process MARAWI City, Lanao del Sur–– Muslim scholars and members of the religious sector in the province gathered here on Sunday, August 24, to unify themselves in backing the peace initiatives for Mindanao.

Alim Abdul Hannan M. Tago, one of the speakers during 2nd Ulama Summit Conference, said that “the religious scholars have to be united first before

they can unify all the Muslims in the region.”

Thus, the Muslim religious scholars who attended the summit unanimously agreed to reject disagreement, disunity and create appropriate solutions to any problem that may occur.

They also expressed optimism that the Bangsamoro cause will effect a just and lasting peace not just in the region but

in the whole country as well.

“Once there is peace and order in the region, it will also give peace not just to the adjoining regions but in the country as a whole because whether we like it or not, when there is no peace in Mindanao, there is no peace in the Philippines as well,” said Dr. Saffrullah Dipatuan, chairman of the Bangsamoro Development Agency (BDA) and

P24 million annex building of provincial hospital opened

ROSPERIDAD, Agusan del Sur – The muchawaited annex building of the provincial hospital here was recently inaugurated, offering much better health services to thousands of residents of the province and neighboring areas.

Gov. Adolph Edward Plaza with officials of the Department of health and the provincial government led the inauguration of the

P24 million annex building of D.O. Plaza Memorial Hospital.

Te p r o j e c t w a s constructed under the D O H He a l t h Fa c i l i t y Enhancement Program (HFEP). The new annex has a 50-bed capacity, is complete with hospital facilities, and can already accommodate additional patients coming from farflung village communities

in the province.

Plaza said the construction of the new building annex was realized in response to a growing demand of hospital services and facilities from patients in the province and even in the nearby towns of the neighboring provinces.

The governor has told reporters during his birthday celebration on August 21 that completing

all the needs o DOPMH especially its facilities and services is his foremost goal before his second term ends in 2016.

Such commitment dispelled issues raised by his political detractors that his administration has been short of giving attention to extend basic health s er vices to the majority of poor residents in the province.

Police investigate attack on rubber plantation by heavily armed men

BUTUAN City - The Agusan del Norte Police office is now conducting an investigation into reports of an attack on a rubber plantation in the municipality of Remedios T. Romualdez (RTR) on Sunday.

Reports reaching the regional headquarters here Monday said that at 5:20 a.m. on Sunday, the

RTR Municipal Police Station received a text message through its mobile phone hot line f rom a certain Robert S. Lipke, of legal age, a farmer and resident of Barangay Tulosa, Cabadbaran City informing that his caretaker called up his cellular phone at about 5:00 a.m. stating that his rubber plantation located in the vicinity of Apugan, Sitio Kaunlaran, Barangay San

Antonio, RTR in Agusan del Norte, was attacked by armed men.

The report said the group of attackers comprised about 30 heavily armed men with assorted high powered firearms, and burned about 12,000 fully grown rubber trees estimated to amount to P60,000.00 and a storage house including three tons of rubber cap lump and

other personal belongings.

RTR police had already coordinated with their AFP counterparts in the area to verify the veracity of the report.

In S eptember 2013, more than 300 followers of Moro National Liberation Front (MNLF) founding chairman Nur Misuari laid siege to Zamboanga City which sparked a threeweek fierce fighting with government troops.

The fighting left more than 200 people dead and over 100,000 homeless.

Catapang said the Marine units that will be deployed to Zamboanga City will come from Sulu.

But the move will not left Sulu undefended as the 1st Infantry Division and the Joint Special Operations Group will be tasked to protect the province from threat groups like the Abu Sayyaf which is known to operate in the area.

Aside from Zamboanga City, the AFP chief said he is also looking at the possibility of deploying Marine units in Tawi-Tawi, Batanes and Palawan.

He added that this is ideal for the latter as their concept of operations is amphibious in nature and very mobile.

"I want the Navy to play bigger role. It's a chain of bodies of water so we need to strengthen our Navy,” Catapang concluded.

In a climate change advocacy forum conducted on Friday by the Philippine Information Agency (PIA), a 30-minute video documentary on climate change produced by PIA and a six-minute video produced by the GMA Network were shown to the students, followed by an open forum.

The students were also asked to give their suggestions and recommendations to mitigate the impact of climate change.

“We have to plant trees so that we can help the government address climate change that is already affecting us today,” said Armie Jay Anlap, a senior

high school student adding that “human beings are now suffering the adverse effects of climate change and so with our agriculture.”

Grizzell Elardo, also a senior high school student, said “we have to observe proper disposal of garbage and avoid burning of plastics, as these would contribute to global warming and climate change.”

“No one will be spared from the severe consequences of climate change. We need to act now. Otherwise, we will all suffer,” Elardo urged.

Yamaha takes on M’nao off-road challenge with XTZ125, Serow250 D

AVAO City - Yamaha Motor Philippines, Inc. announces a very promising prospect in sales of its XZT125 -- hitting more than a thousand unit sales -- after its successful launch last month at the Yamaha Head Office in Lima, Batangas, and on August 24, 2014, revved the off-road tracks, at the heart of Mindanao adventures -- Davao.

Yamaha takes the Mindanao off-roads at the 29th Kadayawan Cyclomax Mx in Davao Crocodile Park Complex in Ma-a, where riders in the south were treated to twin demonstrations and exciting race, at the dirt tracks with the arrival of, not just one, but two off-road gems -- the XTZ125 and the Serow250.

Yamaha put to race its XZT 125 model on Sunday at the Davao Crocodile Complex Park in Davao City. The event introduced motorcycle enthusiasts to the latest Yamaha models -- XZT 125 and SEROW 250 -- now available in the Philippines.

Gov’t pursues investments in Mindanao with 29.5% of P287.83-B DPWH budget

At least, Php63.12 billion, 29.5 percent of the Php287.826 billion of the 2015 proposed budget of the Department of Public Works and Highways (DPWH), is allocated to Mindanao, where Php18.33 billion is intended for Region 10.

Public Works and Highway Secretary Rogelio Singson earlier said the total Php63.12 billion budget for southern Philippines is divided to five regions, which aims to construct undertakings, including the Mindanao Logistics Network and the Autonomous Region in Muslim Mindanao Infrastructure Program.

The DPWH will pursue investments for next year in upgrading quality and safety of roads and bridges, better access to tourism destinations, airports, seaports and RORO Ports and food production areas and flood risk reduction program and structure resilience and

resiliency and disaster risk management projects.

The allocation for the said regions are as follow: Region IX (Php11.81 billion), Region X (Php18.33 billion), Region XI (Php13.73 billion), Region XII (Php8.89 billion) and Region XII (Php10.36 billion).

Northern Luzon got 23.3 percent or Php49.73 Billion of the total budget, distributed to CAR (Php10.18 Billion), Region I (Php11.30 Billion), Region II (Php8.28 Billion) and Region III (P20.00 Billion) while Southern Luzon was given P43.84 Billion or 20.5 percent, Region IV-A (Php17.16 Billion), Region IV-B (Php12.48 Billion) and Region V (Php14.20 Billion).

For the Visayas, Php37.85 Billion or 17.7 percent will be given to three regions, Region VI (Php13.96 Billion), Region VIII (Php13.04 Billion) and Region VIII

(Php10.85 Billion).

Singson explained that the allocation is part of the DPWH’s regular budget. The rehabilitation of Zamboanga City, which has been included in last year’s allocation, is excluded. The same with the calamity and Bangsamoro funds.

The budget for the region for next year does not include the Yolanda Rehabilitation/Reconstruction budget amounting to Php22.7 Billion.

The National Capital Region (NCR) got the smallest amount at Php19.29 Billion or 9.0 percent.

He added that the total capital outlays for 2015 is at Php269.71 Billion, 64 percent or Php173.51 Billion is allocated to the construction and rehabilitation of highways (roads and bridge) nationwide.

Meanwhile, Singson reported that a total of 4,106 kilometer of newly paved national roads were completed comprising 88

percent by the end of 2013.

Nine MSMEs, firms in GenSan cited for role in local economy

ENERAL Santos City - The city government has recognized nine local enterprises and companies for their contributions to the area’s thriving economy and micro, small and medium enterprises (MSMEs) sector.

Mayor Ronnel Rivera said Tuesday they gave out special awards and citations to selected MSMEs and companies based or operating in the city for their outstanding performances and resiliency in the wake of various socio-economic challenges confronting the sector.

He said they conferred the special recognitions at the recent 6th Yaman Awards spearheaded by the local government and the city’s Small and Medium Enterprises Development (SMED) Council.

The event, which was supported by the Department of Trade and Indus-

try (DTI) Region 12, was among the highlights of the city’s annual Yaman (Yabong Maliliit na Negosyo) GenSan business month celebration.

Among the awardees was the Rey Store, one of the longest-running general merchandise shops in the city, which was recognized as the Loyal Enterprise of the Year.

The award is given to enterprises that have long been existing and continually providing quality services to local residents.

For the Local Taxpayer of the Year, which is given to entities with the highest local tax remittance, the awardees were the Gaisano Dadiangas Inc., KCC Property Holdings Inc., Philip Morris Fortune Corp. Inc., Toyota General Santos Inc. and the Philbest Canning Corporation.

entire Region 12 or Soccsksargen’s biggest shopping malls.

For the Entrepreneur of the Year, the Yolly’s Puto and Pancit Malabon received the award for the microenterprises category; Mix & Magic cakes and pastries for the small enterprises; and, the South Cotabato Integrated Port Services Inc. for the medium enterprises.

The microenterprises category covers business entities with capitalization of P3 million and below while the small enterprises

were those with infused investments of P3 million to P15 million.

The medium enterprises category involves ventures or businesses with capitalization ranging from P15 million to P100 million.

The city SMED Council noted in a report that the awardees also received cash incentives from the local government.

It said the Loyal Enterprise of the Year and Entrepreneur of the Year awardees received incentives of P25,000 each while the

top five Local Taxpayer of the Year awardees received P10,000 each.

Dorecita Delima, DTI Region 12 assistant director, said this year’s awardees were chosen by a panel of evaluators coming from the city government and the private sector.

She said the selection of the awardees were based on specific criteria and dimensions, and is not “subjective”.

“It was based on available data, figures as well as results of quantitative and qualitative assessments,”

Delima said.

Rivera said they will push for the institutionalization of the Yaman Awards to encourage more local MSMEs and companies to strive and perform better.

“We will also implement measures to ensure that the needs of the MSME sector are properly addresses,” he said.

Such move will focus on motivating and assisting local MSMEs to continue with their growth and expansions, he added.

Port congestion blamed for import decline in June Imports fell for the second straight month in June

The country’s imports fell for the second straight month in June due in part to the congestion at Manila ports, the government said Tuesday, August 26.

Data from the Philippine Statistics Authority showed imports fell 3.6% in June to $4.715 billion from P4.889 billion in the same month of 2013. In May, imports fell 4%.

The National Economic and Development Authority (NEDA) said in a statement that lower shipments of capital goods pulled down imports and offset gains in other items.

The PSA said 3 out of top 10 commodities imported in June posted declines. These were industrial machinery and equipment, electronic products, and “other food

PDIC to continue processing claims of Asian Consumers Bank depositors

T

he Philippine Deposit Insurance Corporation (PDIC) announced that it will continue to receive and process deposit insurance claims from depositors of the closed Asian Consumers Bank (A Rural Bank), Inc. at the PDIC Claims Counter, 4th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A.

Rufino Street, Makati City.

Claims may also be filed through mail.

PDIC conducted the onsite claims settlement operations (CSO) for the closed Asian Consumers Bank at the bank’s premises and completed the CSO on July 17, 2014.

Meanwhile, PDIC paid 394 claims during the onsite CSO involving 340 accounts for a total amount of P75.1 million deposits.

As of July 17, 2014, PDIC has yet to receive deposit insurance claims for 171 accounts that require the filing of claims. The total amount of deposits covered by these outstanding accounts is P26.2 million.

When filing deposit insurance claims, depositors are advised to personally present their duly accomplished Claim Form, original

evidence of deposit, and two (2) valid photo-bearing IDs with signature of the depositor. Depositors may also file their claims through mail and enclose the same set of document requirements.

Depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar as an additional requirement, with the Claim Form signed by the parent. Claimants who are not the signatories in the

bank records are required to submit an original copy of a notarized Special Power of Attorney (SPA). In the case of a minor depositor, the SPA must be executed by the parent.

The procedures and requirements for filing deposit insurance claims are posted in the PDIC website, www. pdic.gov.ph. The Claim Form and format of the Special Power of Attorney may also be downloaded from the PDIC website.

In accordance with the provisions of the PDIC Char-

ter, the last day for filing deposit insurance claims in the closed Asian Consumers Bank is on June 27, 2016.

After said date, PDIC, as Deposit Insurer, shall no longer accept any deposit insurance claim.

Replacing unreliable or incompetent officials CAGAYAN de Oro City–– Any barangay, municipality, or city that made a mistake in its choice of officials during the last elections can do something about it even now to weed out the unresponsive, the incompetent, or the unreliable.

2015 Prezy lump sum budget includes P30-billion ‘profit guarantee’ for PPP investors

Independent research group IBON disclosed that among the lump sum funds under presidential discretion in the proposed P2.61trillion budget for 2105 is a P30-billion fund to guarantee the profits of investors participating in government’s centerpiece program Public-Private Partnership (PPP).

IBON said that the item “Risk Management Program”, worth Php30 billion, is among those listed in the P123.06-billion Unprogrammed Appropriations for the next fiscal year.

At more than 24% of the total, Risk Management Program is the second single largest item in the Unprogrammed Appropriations, behind the Php53.9-billion Equity Buy-out of the Metro Rail Transit Corp (MRTC).

According to IBON, as a discretionary lump sum under the total control of President Benigno Aquino III, the Risk Management Program shows how the country’s scant public resources are not only being wasted and drained through corruption and political patronage but also through questionable economic policies that only benefit a favored few such as big business groups involved in PPP projects.

A performance undertaking usually involves government assuming debt or other financial obligations related to a PPP project.

Aside from performance undertaking, the P30-billion Risk Management Program

will also cover “contingent liabilities arising from regulatory risks assumed by the National Government”.

IBON cited the P64.9billion LRT 1 extension and privatization, the largest PPP project that government has bid out so far, as among those with regulatory risk guarantees that will be covered by the Risk Management Program.

Impeach raps could take ages to resolve

-oooIMPEACH RAPS COULD TAKE AGES TO RESOLVE: Now that the justice committee of the House of Representatives voted on August 26, 2014 to uphold the three impeachment complaints against President Aquino, what will happen next?

Let’s see what the 1987 Constitution says about it.

Article XI, Section 3, in its sub-sections 1 to 8, requires the justice committee to submit to the plenary a report of the voting which upheld the three impeachment complaints. within a period of sixty days.

Sixty days from August 26, 2014 would be October 26, 2014. Assuming that the report would be submitted on October 26, 2014, it would then be calendared by the House within 10 session days from receipt thereof.

Once the impeachment complaints reach the plenary, there is no time frame within which congressmen are to finish their deliberations.

There is also no deadline within which their votes, whether to endorse the complaints to the Senate for trial or not, would have to be made. Indeed, only God knows how long the House will resolve these complaints. It can take ages, really!
