AVAO CITY– A three-hour heavy downpour rendered this entire city submerged in flood waters Wednesday night with hundreds of passengers stranded and some areas experiencing a power interruption.

Wounded NPA rebel nabbed inside the bus DAVAO CITY -- Government troops captured a wounded member of the New People’s Army (NPA) on board a passenger bus during a checkpoint at Sitio Logdeck, Barangay Amor Cruz, Laak in Compostela Valley Monday night. Col. Buanaventura Pascual, commander of the 1003rd Infantry Brigade said that elements of the 72nd Infantry Battalion were conducting a checkpoint in the area when they flagged down a bus and arrested Jonathan Bustamante alias “Ka Natnat”. Pascual said Bustamante, with forest bushes wounds all over his body, immediately confessed to be a communist rebel and that he was among those who previously engaged in series of armed encounters in Laak areas. He said the rebel had also admitted to have hid his issued AK47 Automatic Rifle at Sitio Cogon, Barangay Baluarte, also in Laak. Construction of P20-M new BOC- Davao building bared DAVAO CITY -- The construction of the new administration building of the Bureau of Customs-Davao port is going full-blast and is set to be completed by October this year. Acting BOC-Davao district customs collector Edward James Dy Buco said that the bureau is spending P20-million for the completion of the new building which is located just at the back of the existing administration edifice. “The duration of the construction is five months. It started last April and so it will be finished by October,” Dy Buco said in a text message to the Philippines News Agency (PNA) Thursday morning. Earlier, BOC-Davao district customs collector Martiniano Bangcoy, who is still on-leave until June 15, said that the money used in the construction was the cash incentive for the Davao port after it was awarded as the number one port among other ports for surpassing its collection revenue target in the three consecutive years from 2010 to 2012. Self-sufficiency for poor families challenged DSWD By CARMELA C. DURON

DAVAO CITY -- With the need to ensure that social protection programs should reach the intended beneficiaries, Social Welfare and Development Secretary Corazon Soliman admitted during the recent Conference on the Philippine Social Protection Agenda that “our greatest challenge is to move poor families to self-sufficiency level by 2016.”

Soliman said that the department organized the conference to chart the course of the social protection sector by 2016 and identify steps to respond to the challenge of improving the condition of poor families. “In assessing and reviewing the Social Protection Framework, we must bear in mind that no one should be left behind in development. The framework should also be inclusive

of sustainable growth,” she said. Social protection constitutes policies and programs that seek to reduce poverty and vulnerability to risks and enhance the social status and the rights of the marginalized by promoting and protecting livelihood and employment, protecting against hazards and sudden loss of income, and improving people’s capacity to manage risks. Another DSWD official, Undersecretary Angelita Medel, said that social protection is one of the things the Philippines is getting known for. “Hence, the task facing us is to achieve a common understanding of the social protection framework and come up with priority outcomes by 2016,” she explained. In response to the challenge, the conference participants identified three priority outcomes for social protection by 2016. These include increasing the number of selfsufficient households; improving the coverage, value and impact of social protection programs for targeted poor and other vulnerable groups and households; and increasing the number of provinces, cities and municipalities offering responsive and applicable social protection programs and services.

Also during the conference, Undersecretary Florita R. Villar presented an overview of the national Social Protection initiatives in the country. She cited three key challenges in implementing social protection programs such as synchronization and harmonization of program implementation and operations across sectors and institutions to raise the number of self-sufficient social protection beneficiaries; timely and disaggregated data needed for speedy implementation of interventions so as to reach social protection target beneficiaries; and strengthening governance and mechanisms in order to improve access to social protection interventions especially at the local level. The conference brought representatives together from different development partners such as the World Bank (WB), the Australian Agency for International Development (Aus Aid), and the Asian Development Bank (ADB). Several national government agencies including the Department of Labor and Employment (DOLE), Department of the Interior and Local Government (DILG), and the National Economic and Development Authority (NEDA) also attended. DTI-DavOr to receive CSC Seal of Excellence By Carina L Cayon

MATI CITY, DAVAO ORIENTAL - The Department of Trade and Industry-Davao Oriental Field Office (DTIDO) has added another feather on its cap as it received a Seal of Excellence Award from the Civil Service Commission (CSC). Of the 599 government offices surveyed by CSC last year, only 50 offices obtained an Excellent rating nation-wide, and only two government agencies are in Davao Region – the Philippine Health Insurance Corporation (PhilHealth) office in Mati City and DTI-DO. As lead implementer of Republic Act No. 9845 or the Anti-Red Tape Act (ARTA) of 2007, the CSC conducted a survey among government offices to gather feedback on the effectiveness and compliance with

the anti-red tape measures required of government service. As a general mechanism, the CSC checked on the agency’s compliance with ARTA provisions, physical working condition, frontline service provider, service quality, and overall customer satisfaction. Garnering a Report Card Survey score of 95.60 percent, the provincial office of DTI in Davao Oriental was formally awarded a cash prize of P75,000 and a Seal of Excellence plaque last May 21 at La-ne’s KitaAnan Hotel here. General Luna town exec vows to set up World Traveller 200-hectare marine sanctuary this year to feature Silay City

GENERAL LUNA, Surigao del Norte– –A 200-hectare marine sanctuary will be established within the year off the waters of this locality dubbed as the “Surfing Capital of the Philippines,” reelected Mayor Jaime Rusillon told MindaNews. He said the plan is long overdue since the ordinance creating the marine sanctuary was approved two years ago. Citing a report from the Bureau of Fisheries and Aquatic Resources in Region 13, Rusillon said the planned marine sanctuary is part of Siargao Island’s breeding ground that needs to be protected. The mayor said the establishment of the marine sanctuary will not just benefit the local fishermen in the future but also some boatmen, by bringing tourists to the area for snorkeling and diving. “This will become an additional tourism site aside from the beautiful islands in the area,” he said. The marine sanctuary will be located adjacent to the three islands

Firms told to accredit themselves

ZAMBOANGA City––The Dept. of Tourism regional office plans to accredit the tourism related business in the Zamboanga peninsula so they avail of perks and benefits provided by the agency in the region. DOT Regional Director Mar y Jane Bugante estimates that there are about 200 hotels, travel inns and the like, classified as tourism-oriented in the peninsula that can be accredited by the DOT. Bugante said the government is embarking on a campaign to accredit these tourism oriented establishments so they can be included in promotions undertaken by the government. Restaurants and food establishments does not need to be accredited because they are also patronized by the local populace, she said. She admitted that tourism oriented establishments are not convinced of the advantages of being accredited with the department. She said some of them does not see any reason for accreditation because they are already doing well in the business. However, she said ac-

Some divers and fishermen in the island welcomed the mayor’s plan, saying this will greatly help restore marine life and eventually benefit the local fishermen. “This is very important for a sustainable marine environment,” said Jonathan Meru, a diver from General Luna and the town’s police chief. Before his assignment here, he said he has been diving in the island and had seen corals destroyed by dynamite fishing and other destructive fishing methods. “This [project] would also attract

tourists to recreational underwater activities. The people and fishermen in the town will be the direct beneficiaries of this,” Meru said. Meru vowed to deploy policemen to the marine sanctuary once it is in place for its protection. Fisherman Prudencio Meras said the mayor’s plan “is good because the marine sanctuary will become a shelter for fishes and other marine life.” He said he expects other fishermen to oppose the imposition of a “nocatch zone” within the 200-hectare marine sanctuary. But this project will eventually be beneficial for the whole community as more fishes can be caught outside the marine sanctuary once it becomes a spawning ground, Meras said. Discouraging any forms of illegal fishing methods, Meras said he had seen friends lost their lives and limbs to dangerous fishing methods such as dynamite and “buso,” which employs the use of compressors so fishermen can breathe down the water. BACOLOD City––The Department of Tourism has chosen Silay City to be featured in the magazine World Traveller that has its circulation in China, Negros and Korea. OZAMIZ City, Misamis Occidental––The Ozamiz City Govoernment has conducted a synchronized clean-up in all its 51 barangays. The activity was in response to the call of MayorElect Reynaldo O. Parojinog, Jr., the president of the Associated Barangay Council of Ozamiz City, during a recent meeting of the punong barangays (village chiefs). Based on the monitoring done by the composite team of the Search for Healthy

Barangays and Households in the city, there are still a number of barangays wherein the campaign materials of the candidates in the May 13 elections and garbage are seen in along the sides of the streets. Thus, Parojinog has asked the village chiefs of the barangays to tear down all the campaign materials, particularly of Barangay Aguada, near the Misamis University (MU), Barangay Triunfo, Sta. Cruz, Tinago, Malaubang and Villa Consuelo, among others. Meanwhile, Parojinog has explained to the village chiefs

that City Ordinance 1001-04 prohibits setting the garbage on fire, which the team of the Search for Healthy Barangays and Households has seen along the sides of the streets of the barangays. Civil society groups and their partners in government convene yesterday, June 5, 2013, in Cagayan de Oro to formulate a strategy for engagement with the incoming city administration to institutionalize the civil society local government partnership on good natural resource governance -- as its way of celebrating World Environment Day. “As a gesture of affirmative action, civil society in collaboration with partners from government agencies must assist the upcoming administration in Cagayan de Oro City frame an environmental agenda and come up with an engagement strategy anchored on the principles of sustainable development, specifically on climate change adaptation, disaster risk reduction, and the rehabilitation of its ecological support system particularly the integrity and biodiversity of the watersheds,” said Raoul T. Geollegue, forum convenor. The forum is organized by SULOG - One Sendong is Enough, Inc., in collaboration with Enterprise Works Worldwide Philippines (EWWP), B-WISER, ICRAF,

Earthsoul Solutions, DENR 10, and Hineleban Foundation, Inc. Geollegue said the impact of tropical storm Sendong (Washi) that hit Cagayan de Oro City on Dec. 16 and 17, 2011 became a major theme in the May 13 elections. “The issue in fact was pivotal in the changes of the political landscape of the city,” he noted. “With the welcome results of the May 13 vote, hope springs eternal for those who had long been calling for responsible ecological governance for the city, a call which was amplified by the Cagayan de Oro Ecumenical Bishops Statement on Earth Day last April 22, which underscored the need for transparency and accountability among government agencies and local government officials involved in the issuances of permits for the extraction of the City’s limited and fragile natural resources.” Geollegue said the forum is essentially an assessment of the environmental situation of Cagayan de Oro and its environs which covers the green (forest), brown (urban) and blue (coastal, river, marine) ecosystems. “To give a human face to the issues that beset each environ-

mental color, we have invited spokespersons for each of the negatively impacted sectors- farmers, IPs, and fishermen, to give testimonials of their respective ordeals,” Geollegue said. “This will be followed by a short presentation of the efforts, initiatives, and projects of each identified development partners. A round table discussion follows after the partners presentations.” In crafting its road map towards building resiliency and preparedness of the city to the foreboding impacts of climate change, the new administration must undertake a faithful assessment of the state of its environment -- What are the current compelling issues and challenges?; What are the existing efforts and initiatives to address these? Who are involved and who does what? It is hoped that at the end of the day, various discrete actions and policy support to enhance and strengthen the Local Government Units (LGUs) capacities in participatory environmental planning and management are identified and deliberated, he added. “We have high hopes this initiative will lead to a lasting, productive and meaningful en-

gagement among partners particularly between the city local government and civil society.” The Cagayan de Oro River Basin Management Council and the Dept. of Environment and Natural Resources, with technical assistance from the Enterprise Works Worldwide Philippines (EWWP) has formulated and began the implementation of the Cagayan de Oro River Basin (CDORB) rehabilitation plan as a long-term solution to the general degradation of the Cagayan de Oro watershed that stretches up to the Kitanglad and Kalatungan mountains in Bukidnon. “Fomenting solid support from the local government of Cagayan de Oro is very vital for the success of this initiative,” Geollegue said. “In fact, the CDORB rehabilitation work could be accelerated further by the passage of the bill filed by 2nd district Rep. Geollegue cited the following excerpt from the Rio+20 Declaration, UN Conference on Sustainable Development as the inspiration for the forum: “We acknowledge that democracy, good governance and the rule of law, at the national and international levels, as well as an enabling environment are essential for sustainable development, including sustained and inclusive economic growth, social development, environmental protection and the eradication of poverty and hunger. We reaffirm that to achieve our goals of sustainable development. We need institutions at all levels that are effective, transparent, accountable and democratic.” Along the same theme, United Nations Secretary-General, Ban Ki-moon said: “We live in a world of plenty, where food production outstrips demand, yet 870 million people are undernourished and childhood stunting is a silent pandemic. We must ensure access to adequate nutrition for all, double the productivity of smallholder farmers who grow the bulk of food in the developing world, and make food systems sustainable in the face of environmental and economic shocks.”

Going back to basic government priorities Ped Quiamjot reacted to this corner’s article titled ‘Manicuring Economic Improbabilities,’ June 3, 2013, Mon. Opinion Page. Here is his reaction: “Mr. Cris Diaz I was reading your column this lunchtime. So far, the economic writers have not analyzed well where the growth comes from. Your views helped to enlightened me. When I Cris Diaz was in Surigao Del Sur before the Election, I keep on wondering, why there are still barefoot children running around the streets.Tribal people have come down to the lowland begging for food. Looking back at the mountains where they come from and the vast tract of green land, there is no reason that these people should go hungry? Where is the growth of 7.8 % in the GDP?” [CD’s reply: That reported GDP figure was a misnomer. It did not indicate whether it was GDP in production – not a GDP on income or expenditure. Too bad, we have a lot of this nauseating economic boosting that happens contrary to what we feel. Nothing to be overwhelmed. Thank you, Ped.] Usually, optimistic technocrats swallow “hook-lineand sinker” government feed economic statistics until knowing that those figures sting. Perhaps, it would be of help to investors and stakeholders to go back to the basic of reviewing government priorities before sticking an objective economic appraisal. Appraising oneself economic status is the simplest method to prove government claims of a “robust economy.” If one believes that his or her standard of

living improves, then, there could be some validity to these claims. Even the rich could feel the actual status of the economy. With more obligations and commitments, the rich could make a difference in their daily transactions in a growing economy. It is not only the poor who would feel the discrepancy of an ailing economy. The rich would also feel the brunt of rising prices of commodities, of the losing opportunities, and melting investment. The only difference is that in a stagnant economy, the poor becomes poorer and the rich becomes richer. The widening gap between the rich and poor becomes appalling in an ailing economy. Has the Philippines economy grown in the last 10 years? Such disturbing question would always be a subject of intense economic debate. While the government believes that economic data would prove a lot of economic improvements, these economic aggregates never trickled down to the large masses of our people. Otherwise, the problem of unemployment and underemployment would never bother the Filipinos at all. Otherwise, the labour sector would not clamour for higher wages and benefits. Government economic managers would always say that the country’s economic growth could not be felt instantly. This is not a “hot pepper” economy that one would immediately feel the effects of the growing of economic fundamentals, so to speak. Granting without admitting, when will the Filipino people enjoy the economic growth? Unpreparedness is a national malady

THE reported inability of the cabin crew, flight captain and first officer of the Cebu Pacific flight that nosedived upon landing at the Davao International Airport Sunday evening to appropriately and timely react to such an emergency situation is not an isolated case but a national malady. What happened inside the aircraft within the 15-minute period after the accident occurred where the airline personnel in that flight were reported to be more shocked than the passengers is the same malady that grips the nation during any emergency. And it is for this reason that casualties are usually high when an emergency, natural or otherwise, strikes. We have witnessed this sad reality

The sadder part of this is our national psyche of leaving to God our fate in times of disasters and emergencies. And when death toll rises as a result of these disasters or emergencies, we simply say it was God’s will why such

tragedies whose magnitude are beyond imagination occur. God becomes the villain when it is our unpreparedness to handle and react during such emergency situation compounded by our abuse of nature resulting in an imbalance in the ecology that could be pinpointed as the culprit. There is no need to belabor the point that because of our balding

forest cover, rainwater easily turns into killer floods. Despite this naked truth, we have remained apathetic even if at stake here are our own lives. All the Cebu Pacific personnel in that ill-fated flight to Davao City from Manila for sure underwent rigorous training on how they should react, how they should behave in such a situation. It must have been their attitude that nothing untoward will ever happen to their flight just like in their previous flights that made them put their guards down. allowed the so-called “contractualization of labor” in the Philippines. Under this law, any employer can now prevent any laborer from becoming a regular employee by giving that employee a contract of employment that would allow him or her to work for only five months or shorter. This law is a curse against laborers because it deprives them of their “security of tenure” or their right to continue with their jobs. The literature on poverty alleviation, welfare and equity clearly identifies the linkage between health, education and poverty. There are significant relationships between education, poverty alleviation, and economic development. This linkage provided opportunities for CCT (Conditional Cash Transfer) that was widely implemented in the Latin America. The principle behind CCT is to provide cash incentives to the family provided that children stays in school and are regularly brought to the health centers to ensure their health. Increased human capital increases the likelihood for individuals to access to more diversified employment opportunities. The link is critical and the three are self-reinforcing. Education creates greater opportunities for the youth, who go on to work decent jobs in cities. The children remit money back to the parents, who spend on home improvements and the tuition fees for the younger siblings. College-educated individuals are much less likely to end up impoverished (about 1 in 44). Trade schools also create opportunities, with only one in 10 people with post-

secondary degrees living below the poverty line. Unfortunately, the ratios drop precipitously after that. One in three high school graduates and half of elementary school grads are impoverished. Here are the sobering education statistics: There are various poverty alleviation programs in the Philippines yet there are still many poor counted everytime the FIES (Family Income and Expenditures) is conducted. While the poverty rate have changed (Reyes, 2002) noted that population increase faster than those crossing than the poverty threshold, therefore maintaining a huge number of poor households. Growth in human capital is an important requirement to mitigate the poverty trap. Poverty alleviation programs should be multi-pronged, noted (Nordveit, 2008).Integrated rather than marginal interventions are more optimal. For example, children attending school while hungry or in poor health will not accrue the human capital that is expected from the access of education. Health and education programs must be integrated to increase the

cognitive functions of children. Poverty reduction measures, like those promoted by Henry George in his economics classic Progress and Poverty are those that raise, or are intended to raise, enabling the poor to create wealth for themselves as a means for ending poverty forever. In modern times, various economists within the georgism movement propose measures like the land value tax to enhance access by all to the natural world. Poverty reduction, or poverty alleviation, has been largely as a result of overall economic growth. Poverty alleviation also involves improving the living conditions of people who are already poor. Several papers focused on strategies towards reducing poverty. Economic growth, employment needs to be fully articulated and empirically substantiated. Improved education is valuable in itself and also contributes to poverty reduction. The process would thus complete the virtous circle of economic growth via growth of employment with rising productivity and higher rates of economic growth.

compliant with the safety requirements. The amount of the ESA can only be determined upon the assessment of the DSWD social workers. They base their assessment on the qualifications and their living conditions. The DSWD emphasizes that only a maximum of P5,000.00 shall be given to those families whose houses were assessed as partially damaged, and a maximum of P10,000.00 for families whose houses were assessed as totally damaged. The DSWD however clarifies that some may receive an amount lesser than P5,000.00 or P10,000.00 depending on the need and living condition of the families. “As much as we want to accommodate all the communities’ demand, we are still bound by the policies and guidelines of the ESA. Rest assured, there are still other DSWD social services and social protection programs available to the communities of which they can avail,” Ms. Ramos said.

Solon wants congressional inquiry on aircraft mishap DAVAO CITY – Reelected Davao City Rep. Mylene J. Garcia-Albano has filed a resolution seeking a congressional inquiry on the recent runway mishap at the Davao International Airport to review existing aviation rules and safety regulations. Garcia-Albano said she filed House Resolution 3056 just as Congress went to recess Tuesday but vowed that she would again refile the measure when the 16th Congress opens in July. “I am very much concerned about what happened at the Davao airport. The incident had a lot of implications and disturbing effects especially on air travel safety, aside from the negative impact on trade

and commerce and the general public,” GarciaAlbano said. She cited the complaints of many passengers that “despite the emergency situation and while they were still in the plane after landing, the response of the airport and airline personnel, the plane crew, and ground staff when the passengers were already on the ground were just not at par with what was expected.” “It is imperative to review the safety rules and regulations and emergency preparedness and response of airlines in general, the Airport management and the CAAP, as against what actually happened on the ground to prevent the recur-

DOTC: Hi-tech aviation safety systems to be fully in place by 2015 The Department of Transportation and Communications has sealed a deal that paves the way for a worldclass state-of-the-art aviation system in the Philippines. In a statement, the DOTC said the agreement would ensure the availability of CNS/ ATM (Communications, Navigation, and Surveillance/Air Traffic Management) Systems within two-and-a-half years. Under a Contract Ame n d me n t si g n e d last week between the DOTC and the Sumitomo-Thales Joint Venture, the latter will immediately restart the construction of an air traffic management building and the supply of various components such as automation equipment and terminal radars, to enable the use of the satellite technology-based system. The original contract between the parties was

signed in December 2010, but was disallowed by the Commission on Audit (COA) in May 2011. After a review of its concerns, however, the COA lifted the disallowance in March 2013. The DOTC and the Joint Venture then worked on the Contract Amendment in order to update the project timeline, scope of works, and prices, to allow the project to proceed. The state-of-the-art CNS/ATM Systems will modernize aviation safety and security capabilities, increase airport capacity, and minimize flight delays and aircraft collisions by providing safety alerts and warnings, managing the use of the airspace and air traffic flow, and enhancing the communications and monitoring capabilities of the Civil Aviation Authority of the Philippines (CAAP). “This project will bring the country closer to the highest of interna-

tional aviation safety standards. Ultimately, it will also result in more revenues for the government, bolster the country’s tourism goals, and lower pollution emission levels through efficient air traffic management,” said DOTC spokesperson Migs Sagcal. Sagcal added that Transportation Secretary Joseph Emilio Aguinaldo Abaya secured the joint venture’s reassurance that the CNS/ATM Systems will be fully in place within President Benigno S.
