THE Office of the Ombudsman ordered the dismissal of General Manager Segundino Buniel of the Cantilan Water District (CWD) for unliquidated cash advances amounting to P1,323,556.27.

Based on the audit conducted by the Commission on Audit (COA), Buniel’s cash advances from his various official travels remained unliquidated for eight years

in violation of COA Circular No. 2007-02 and Section 89 of Presidential Decree No. 1445.

Despite several demand letters given by the COA, Buniel refused to liquidate the cash advances and insisted that the unliquidated funds be offset against his uncollected Representation and Transportation Allowances.

Aside from dismissal from the service, the accessory penalties of cancellation of eligibility, forfeiture of retirement benefits, and perpetual disqualification from re-employment in the government service were imposed.

AVAO City – A regional Commission on Elections (Comelec) official on Thursday urges the voters to register their biometrics information in order to vote in the upcoming election on 2016.

Comelec Assistant Regional Director Atty. Marlon Casquejo said that there are still a lot of registered voters here who have not validated their biometrics registration.

“There are still a lot of voters in Davao City who do not have biometrics. We have a total of 179,967. If we think of it, we only have five months left,” Casquejo said.

Biometrics data refer to the automated identification of an individual, such as photograph, fingerprint, and signature.

These 179,967 are registered voters who have yet to register for biometrics.

“To be honest, 179,967 is difficult. We have to have more than 300 voters per day who will register for biometrics,” he said.

He also said that those who will fail to register their biometrics information will be considered unregistered

and will not be able to vote.

“Here in Davao, we have around 708,000 voters who already have biometrics,” he said.

“The usual peope who do not have biometrics are those who registered before 2004,” he added.

Casquejo said that they have already sent to barangays last year the lists of voters without biometrics.

“We already sent a final notice. Once you received that, you can go directly to our office to have your biometrics,” he said.

He also reminded the officials who plan to run next election to validate their biometrics registration.

“We have an incumbent official who does not have biometrics, if he cannot register for that, his name will be removed. He cannot run for the election,” Casquejo said.

Old peso banknotes to have no more value by 2017 DAVAO City - Old peso banknotes will no longer have monetary value beginning Januar y 1, 2017, this according to the Bangko Sentral ng Pilipinas (BSP).

During a press conference held at the BSP office in Davao City, Central Bank officials led by BSP Deputy Governor Diwa Gunigundo explained the demonetization schedule of the central bank for old notes (1985 New Design Series).

The 1985 NDS was replaced by the New Generation Currency (NGC) in 2010.

According to the BSP schedule. Old NDS notes can still be used this year however by January 1, 2016 to December 31, 2016 the old banknotes can no longer be used for daily transactions, they can only be exchanged in authorized agent banks and BSP Cash Department or any regional offices/branches.

However starting January 1, 2017 the NDS will be demonetized without any more monetary value.

Militarization driving children away from schools ACT Teachers Rep. Antonio Tinio has condemned the Armed Forces of the Philippines (AFP) for its intensified militarization of schools and for terrorizing lumad children, their volunteer teachers and school personnel, tribal leaders, and entire communities in the hinterland villages of Talaingod, Davao del Norte. He also scored officials of the AFP and the Department of Education (DepEd) Division of Davao del Norte for seeking to close community schools set up for Manobo children in the area by the Salugpunan Ta Tanu Igkanugon Community Learning Center (STTILC).

There are numerous reports that military elements are terrorizing schools in Southern Mindanao. This must be investigated by the Commission on Human Rights. Reports also indicated that said military men were interrogating the Lumad children and branded them as rebels . The teachers were also terrorized and school properties were destoroyed. They were reports of and strafing and encampment in schools, day care

centers, and other civilian buildings. Ironically, soldiers and paramilitaries used the Brigada Eskwela period to stop construction of school facilities and threatened the volunteers.

Datu Ginom Andel, chieftain of Sitio Tibukag, Davao del Norte, said elements from the 68th IBPA camping at a DepEd school near their STTILC school even dug foxholes in the area. The military called tribal leaders to a “meeting,” during which they were told to burn the school down and kill the teachers.

“Giingnan mi sa sundalo ‘Sunugon na ninyo dapat kanang eskwelahan, kay mao kana sa komunista’,” reported Datu Andel. “Gitubag namo, ‘Ay dili namo na buhaton, kay kani nga eskwelahan maoy naghatag edukasyon, nya libre pa jud, wa ka lain bayaran’...Kung naa daw muabot na teacher gikan sa Salugpungan, patyon daw namo, kay sa NPA daw ang eskwelahan, ang teacher kuno kay NPA’.” (The soldier

When more than 21 million public school students return to their respective schools on June 1, most of them will find their schools cleaner and more beautiful than when they left it before the summer vacation.

Thanks to the tens of thousands of Brigada Eskwela volunteers who contributed their time, resources and, most important, their sweat to do minor repairs, painting and cleaning of public school premises.

The volunteers came from all walks of life - students, teachers, school officials, parents, community members, policemen, soldiers, firemen, local government officials, nongovernment organizations, church groups and the private sector representatives.

Some came for a day, others for a couple of days, still others for one whole week.

But they all came with one purpose. They all realized that while government has the main responsibility of providing free and quality education for every Filipino child and youth, the community has just an important stake in achieving this goal.

They have all come to

realize that keeping schools clean and beautiful is an innovative way to bring children to school, keep them there and ensure that they will learn.

Brigada Eskwela had its roots in Republic Act 8525, which was enacted during the time of President Ramos. The Adopt-a School Program aimed to encourage volunteerism and public-private partnership in public education. RA 8525 provided tax incentives for private interventions in schools. It is estimated that over the years, Adopt-a School Program has generated more than P6 billion in public school projects .

During the time of President Arroyo, the Brigada Eskwela took effect with the launching of National Schools Maintenance Week every third week of May starting 2003.

DepEd reports that in 2007, “Brigada Eskwela hit a record high of 90% participation among school communities, generating more than P2.5 billion worth of support-in-kind and volunteer man hours.

told us ‘You should burn that school down, because it is run by communists’. We replied, ‘We won’t do that, because this school gave us free education, we don’t have to pay for anything...

They said, if a teacher from Salugpungan arrives, we would have to kill them, because the school is owned by the NPA, the teachers NPA’s themselves”) The series of harassment and red-tagging forced at least a third of enrollees to drop out, with more children expected not to go to school anymore when they open next week.

Tinio also received a copy of a letter dated May 12, 2015 from Dr. Hosephine L. Fadul, Superintendent of the Division of Davao del Norte, recommending to DepEd Regional Director Alberto Escobarte the closure of STTILLC schools.

The letter did not cite any ground for the closure, which was allegedly requested by a “Talaingod Tribal Council of Elders.”

The so-called tribal council has apparent links to the AFP, with previous

press statements repeated by the 68th Infantry Battalion, Philippine Army and the dole-out units of DSWD, and posted in the Facebook account of the East Mindanao Command. The letter was copy furnished to Col. Harold Cabreros, commander of the 1003rd Infantry Brigade.

Fadul also asked for the “creation of a public school in Butay, Talaingod utilizing military personnel as para-teachers as has been discussed and agreed upon during our meeting with the Regional Intelligence Committee at NEAP last 23 April 2015.”

“This request smacks of child abuse and extreme ignorance of the law,” said Tinio. All units and officials of DepEd should know that military presence in schools endangers children, deprives them of the right to education, and violates international human rights law and international humanitarian law.

We call on Education Secretary Luistro to immediately act on these reports and put a stop to the militarization.

BOC-10 set to auction P25m worth of smuggled sugar

AGAYAN de Oro City––The Bureau of Customs in Region 10 (BOC-10) is set to auction the P25-million worth of smuggled sugar it seized on May 24 at the Mindanao Container Port Terminal in Tagoloan town, Misamis Oriental.

Lawyer Ruby Claudia Alameda, BOC-10 port collector, with Customs deputy commissioner Jessie Dellosa seized in favor of the government dozen of 40-footer container vans containing imported sugar, candies and toys but were all misdeclared as housewares and other items.

The 12 containers were disembarked May 24 from MV Valdivia, an international cargo vessel steaming under the Marshall Islands flag.

Eight containers contained sugar imported from China but processed in Thailand, one container

held toys, another held candies while another held tea.

The 400,000 kilos of sugar alone was believed to worth P25 million.

Alameda identified the consignee as AMD Royale Enterprises located at purok 10, Baloy Highway, Tablon, Cagayan de Oro City.

She said a certain Steve S. Semblante of Zone 1, 374 Kauswagan, Cagayan de Oro City stood as the alleged broker of the smuggled items.

There was no lawyer from the firm present during Dellosa’s inspection of the containers.

AMBOANGA City - Mayor Beng Climaco has extended the deadline for the renewal of tricycle franchises from May 31 to August 31, 2015 in consideration of the short period given for the completion of documentary requirements in the renewal process.

Climaco together with the Tricycle Adjudication Board (TAB) met with presidents of the different tricycle associations operating in the city to tackle concerns raised by operators in view of the May 31 cut-off date set earlier through a City Council resolution.

Council resolution 518, approved on May 5, 2015 sets the deadline for the renewal of tricycle franchises on May 31, 2015.

Operators however manifested that the time is too

short given the numerous requirements needed to comply that include securing police clearance, renewal of registration of units with the Land Transportation Office (LTO) and several others.

Mayor Climaco said the 90-day reprieve would be sufficient enough for tricycle operators to process all the requirements prior to the renewal of franchises.

She asked the officials of the tricycle associations present during the meeting to enjoin their members to make proper use of the extension granted to them.

2015 NATCAC launched in Caraga

UTUAN City – Caraganons as well as people from the neighboring provinces of the region can now avail free assessment and certification thru the 2015 National TVET Competency and Accreditation Certification (NATCAC) program which was launched recently at the Activity Center of Robinsons Place-Butuan.

Dr. Florencio F. Sunico Jr., TESDA Caraga regional director, underscored the benefits that people can get from the program. He said since this is offered

free of charge, interested individuals need not to worry about the assessment fee. “All they have to do is to see to it that they will successfully pass the

assessment,” Sunico said.

The program, which aimed to promote assessment and certification program at the company/ enterprise level, is offered for free at the regional and provincial levels funded by the Training for Work Scholarship Program (TWSP).

It also expands clients’ access to assessment and certification program as well as to enhance the competitiveness, employability and productivity of workers, and upgrade the qualification of existing works,

trainers and assessors to a higher level of qualification.

Workers, industry practitioners, professional, career shifters who want to undergo competency assessment, trainers of private and public Technical Vocational Institutions (TVIs), DepEd Grades 9 and 10 Technology and Livelihood Education (TLE) teachers, Public Utility Vehicle (PUV) drivers, returning Overseas Filipino Workers (OFWs)/Filipino Expatriates with relevant experience who want to undergo competency assessment and industry practi-

tioners who are prospective competency assessors.

Interested applicants must submit a duly accomplished form, selfassessment guide, three 2 x 2 passport size pictures in white background with name written at the back.

Said requirements must be submitted to the identified accredited assessment centers or the nearest TESDA Provincial Offices.

The schedule and venue for the national assessment per qualification will be determined by the regional and provincial offices. For

the first batch will be held this month; second batch is on August, and the last batch is on November.

As increasing numbers of employees work from home, organizations often overlook the security needs of remote workers.

Telework predates the BYOD phenomenon by decades. Despite Yahoo!’s move to the contrary, many organizations are shrinking their office spaces and expanding their employees’ ability to work from home.

Employees value the flexibility and the lack of a commute, while employers value lower operating costs and workers working extended hours. Even companies that don’t encourage telework specifically frequently have employees working remotely, whether for travel, to accommodate a sick child, or simply to save some extra hours of productivity.

Market research firm, Gartner, even confirmed in a June 2014 study that the desktop computer is, in fact, not dead. Of the 40% of respondents who reported using personal devices for work, the most common device was a desktop PC, presumably in a home office. The bottom

line for all of this, though, is that organizations need to take the security of their employees’ home offices seriously.

Let’s take a step back and think about what actually constitutes a modern home office. For some, it’s clearly a space in the home, quite possibly occupied by a desktop computer discarded by the kids in favor of a shiny new i-Device.

For others, it might be a desk in the local library or a comfy wing chair at their local coffee house and be accessible to all family. In our exceptionally mobile world, our “home offices” can literally be anywhere that isn’t company property.

What this means is that “securing the home office” is really about taking a holistic approach to endpoint security and remote access rather than making sure that employees have something more than WEP securing their wireless routers at home. Here are some critical best practices for creating secure remote work environments, wherever they might be: 1. Use a VPN This is a big one. No matter how an employee accesses corporate resources, if done with a correctly implemented VPN tunnel, content moving to and from employee resources is secure. There are even VPNs offered as a service to secure mobile sessions over public WiFi, but building VPNs under corporate control is easy, cost-effective, and ultimately safer than relying on VPNs in the public cloud.

2. Enforce client antivirus installation and

updates Multi-layered approaches to security are critical to ensuring their effectiveness, both within corporate networks and outside of them. At the same time, it can be difficult to ask users to protect themselves or their employers’ networks. Running antivirus updates and OS patches tends to fall fairly low on their list of priorities so implementing services that enforce automatic updates on clients outside of corporate networks is a must for remote workers.

3. Prevent the use of consumer cloud storage products As consumer cloud storage products like Dropbox and Google Drive have become more full-featured and easy to use, it becomes very tempting for users to simply upload work files to the cloud, alongside Grandma’s pumpkin pie recipe and pictures from last summer’s vacation.

Unfortunately, when employees leave a company, there is no way for employers to ensure that corporate assets don’t stay on that desktop computer in the ex-employee’s home office.

Preventing access to these services while employees are on the network provides a layer of protection and

control, not to mention regulatory compliance for many industries.

4. Provide platforms that avoid the use of removable media and facilitate secure collaboration Of course, if users can’t upload their files to their personal cloud-based storage account, they’ll be tempted to load them onto flash drives or other removable media to access them at home. Well-publicized vulnerabilities on these types of media, though, make this a dangerous prospect. The solution?

Provide business-grade tools for secure file sync and share and enterprise collaboration so the temptation of thumb drives and cloud storage are easy to resist.

5. Wherever possible, secure the environment While it isn’t possible to go to every users’ home to deploy a access point, and centrally manage them as one can do in a corporate network with optimized security settings, it is possible to require home office users to implement strong encryption on their home routers. Even if that means stepping a user through the setup or offering 4G hotspots at a discount to employees (that use encr yption by default), it

makes sense to take steps to ensure a relative degree of security on home networks.

6. Security begins with education Security pros and hackers aren’t born with deep security and networking expertise - why should we expect employees to be automatically savvy enough to avoid the latest phishing scheme or bit of malware?

Unfortunately, that’s all too often the mindset for many organizations, the majority of which rely on firewalls, intrusion prevention systems, and antimalware software to protect their networks but ignore the real weak link in the security chain: users. Even large organizations with strong security measures have been brought down by unwitting users who fell for sophisticated social engineering and disclosed login credentials or introduced malware onto the network.

6 ½. Have a policy This is the “½ a consideration” because it seems as if it should go without saying. But recent research suggests that a lot of organizations have no written policy on personal devices, home offices, or remote access to company networks and assets. Perhaps

this should have been #1 - good, well-thought out policies that both IT and employees can live with is a cornerstone of good security. To implement policy with technology, companies need the underlying policy.

The SRA Sugar Order No. 8 requires a valid import permit for all sugar importations. Failure to secure an import permit from SRA makes the sugar importation unlawful.

According to the complaint, the illegal shipments of New Dawn Enterprises comprising of 10 container vans of refined sugar arrived in December 2014 at the Port of Cagayan De Oro. In its import documents, New Dawn allegedly misdeclared the sugar imports as kitchenwares and tiles.

New Dawn is already facing two counts of smuggling charges, both for the illegal importation of rice.

The first case charged last January by the BOC for the illegal importation of glutinous rice worth P28Million in Cagayan De Oro Port last November 2014.

The second case was filed last March again, for illegally importing rice worth P15.6-Million last December 2014.

Smuggling is a very serious menace to society. It takes away local jobs and business, and if found to be unfit for human consumption, smuggled food items can also kill.
