MISAMIS Oriental––Storm surges spawned by typhoon “Glenda’s” tailend destroyed about 28 houses along the coastal towns in Misamis Oriental, the Provincial Disaster Risk Reduction Management Council (PDRRMC) said on Wednesday. “About 28 houses located in the coastal towns of Balingasag, Balingoan, and Magsaysay were destroyed by storm surges that buffeted the province’s coastlines Tuesday evening,” Edmundo Y. Pacamalan, Jr. , head of the PDRRMC in Misamis Oriental, reported. He said that the storm surges pummeled the coastlines in Misamis Oriental at the same time when typhoon “Glenda” made a landfall in Luzon. “The strong winds of “Glenda’s” tail-end has lifted the coastal waters to a height of more than one meter which resulted in storm

surges in some areas of the province’s coastlines,” Pacamalan said. He said that there was no report of casualties or injuries as the PDRRMC, which put up a headquarters in the component city of Gingoog, already has already evacuated residents in the coastal areas. URIGAO City - The Department of Trade (DTI) turned over P650,000 funding through the Grassroots Participatory Budgeting (GPB) process to three enterprise development projects of the municipality of Bacuag in Surigao del Norte. DTI-Caraga Regional Director Brielgo Pagaran and DTI-Surigao del Norte Provincial Director Celestino Negapatan handed the check to Bacuag Mayor Sheila Mae Cebedo during the recent Regional Development Council meeting at the Provincial Convention Center here. The projects include the Shared Service Facility for Nipa Sugar Production of the Cabugao First Farmers Consumers Cooperative and the Shared Service Facility for Banana Processing of Payapag Women’s Organization for the purchase and installation of common service equipment worth P250,000 and P200,000, respectively. The third project, Online Business Registration Hub, to cost P200,000, will be implemented by the municipal government in coordination with DTI-Surigao del Norte to enable online business name registration right at the Bacuag Business Permit Licensing Office. The project aims to help local businessmen save on traveling cost to register their business names at the DTI-Surigao del Norte provincial office here. Mayor Cebedo thanked the DTI officials for the financial support intended to help her constituents and hoped that with the funds released for the micro-enterprise projects, beneficiaries will be able to augment their household income thereby achieving the goal of poverty reduction through the grassroots participatory budgeting process.

DAR bares 2014 mid-year feat in SurSur TANDAG City - Provincial Agrarian Reform Officer (PARO) Benjamin Mataksil bared the 2014 mid-year accomplishment report of the Department of Agrarian Reform (DAR) Provincial Office in Surigao del Sur. It covers three operational areas: Land Tenure Services

(LTS), Agrarian Legal Services (ALS), and Technical Advisory Support Services (TASS). Mataksil, as usual, has put premium on Land Acquisition and Distribution (LAD) under the LTS, which aims to achieve 3,338 hectares until the end of the year. Under the LAD, he said

that as yet only 24 percent or equivalent to 807 hectares was hit, breaking down this as follows: 749 hectares of new lands for acquisition and distribution during the current year or just equivalent to 40 percent of the 1,860-hectare target; and 58 hectares or equivalent to just four percent of the set goal of 1,478 hectares which was said to be already in the pipeline for distribution next year. But, early this year, Mataksil assured that the target can be hit. Meanwhile, the DAR here has posted 85 percent overall on the achievement on ALS especially on Adjudication of Agrarian Reform Cases (AARC) which refers to the execution/implementation of the no. of resolutions, decisions, and orders. ALS involves planning and programming of legal information for effective delivery of legal services and assistance to agrarian reform beneficiaries and landowners and adjudication of agrarian reform cases. On the other hand, the said office has also made a significant leap on particular targets for the TASS, although the data shows a lot more has still to be done. TASS concerns with the programming and development of agrarian reform program beneficiaries, agrarian reform beneficiaries organization, and agrarian reform communities. Meanwhile, Sinsuat said MGB only conducts the geological assessment to determine whether or not the identified relocation sites are fit for human habitation, as provided in Republic Act No. 10121 or the “Philippine Risk Reduction and

Management Act of 2010.” In the assessment, the MGB conducts mapping in a certain municipality and studies the susceptibility of the LGU’s to landslide, flood and coastal erosion, aided by the Global Positioning System (GPS) for accuracy of location. Results of the geohazards mapping and assessment, with the advisories, executive summary and maps are

immediately presented to the concerned LGU’s for information and dissemination, as they are responsible for setting the direction, development, implementation and coordination of disaster risk management programs in their respective areas. National registration day for voters with disabilities

I L IG A N C I T Y - T he Commission on Elections (COMELEC) is stepping up its commitment to disability inclusive elections, with its latest Resolution, dated June 25, 2014, declaring July 20, 2014 as the National Registration Day for Voters with Disabilities, in all COMELEC local offices. News-7-11-2014(3) This move was undertaken in close coordination with the National Council of Disability Affairs, under Acting Executive Director Carmen ReyesZubiaga, as part of the activities under Proclamation No. 361, which declared July 17-23 of every year as the National Disability Prevention and Rehabilitation Week. CAGAYAN DE ORO CITY - The city’s local tourism board is pushing for the amendment of some provisions of the city’s ordinance on tourism establishments here. City Councilor Candy Darimbang, chair of the City Council Committee on Tourism, said on Tuesday that the amendment intends to reclassify the status of various hotels, pension houses, apartments, and resorts here. She said that the proposed amendment is intended for purposes of registration and licensing and the introduction of new tourism laws. The city’s Ordinance No. 5239-96, known as the Cagayan De Oro City Tourism Establishments Regulatory Ordinance of 1996, where some provisions have to be amended in order to cope with the demands of the time. For instance, Darimbang said, the deluxe hotels should be classified into 5- Star Hotel, first class hotels to be classified as 4-star hotel, standard hotels to 3-star hotel, economy class hotels to 2-star hotel and budget hotels. In a meeting with stakeholders last week, Josephine Roque, of the Department of Tourism (DOT), here furnished the committee with a copy of the assessment booklet, which shall be provided to all existing accommodation enterprises. Roque said that the material will update and appraise the owners of the hotels, resorts and apartment hotels of the new set of criteria and

standard that will be used in the assessment of the establishment’s star rating classification. However, tourist inns, pension houses and motels will still use the old classification system, the tourism committee said. The DOT said that the classification of hotels is represented with the “star point system” where the criteria is divided into seven dimensions to include the arrival and departure areas; public area; bedrooms; bathrooms; food and beverage, amenities and services and business practices. Catalino Chan, the DOT regional director in Northern Mindanao, said that the DOT would dispatch a team of auditors to evaluate tourism- related establishments in the city in order to ensure compliance of the new guidelines in the renewal of the accreditations. Chan suggested that the new guidelines should be included in the amendment of the local tourism code, especially the provision of, at least, two rooms for Persons with Disabilities (PWD) as well as the strict compliance of the installation of sprinklers, fire exits and elevators, that accommodate two wheelchairs. Darimbang also want the tourism code to compel hotels to have medicines to provide the medical needs of hotel guests, train personnel in basic lifesaving techniques, and hire “on call” medical personnel such as nurse and physicians to attend to the medical needs of hotel guests. Prohibiting contractual employment Lawmakers have filed a proposed measure prohibiting contractual employment in the country to uphold Filipino workers’ right to job security. House Bill 4396 authored by Gabriela Women’s Party Reps. Emmi De Jesus and Luzviminda Ilagan seeks to amend the Labor Code of the Philippines,. Proponents argue that the workers’ right to job security has been emasculated since contractual employment was allowed under the Labor Code, which was approved under the Marcos dictatorship. The Labor Code gives the Labor Secretary the power to issue guidelines on contractual employment. Although the Herrera Law amended the Labor Code in 1989, it did not remove such power from the Labor Secretary. The said power has been used by Labor Secretaries

Under the present government, Labor Secretary Rosalinda Baldoz has issued Dep a r t m e nt Order 18-A Series of 2011 to legalize contractual employment. As a result, contractual employees have grown outnumbering the regular workers. The ser vice sector, the biggest sector of the economy, has become a haven for contractualization, especially the malls, fast food chains and hotels. Special economic zones or SEZs, especially the export processing zones among these, also rely heavily on contractualization, where an estimated 80 to 90 per cent of workers are contractuals. Big agro-

corporations employ a huge number of contractuals. Proponents are right. Contractualization has a woman’s face since many work areas where contractual employment is rampant shows a high concentration of women workers. Contractualization has likewise has been used to weaken the existing unions in the country. Workers who retire or are laid off from work are replaced with contractuals until the latter constitutes a significant section of the workforce. In other cases, contractual workers are hired in numbers that turn unionized workers into a minority. Hence the labor sector has lost their front. Contractual employment has made it easier for capitalists to lay off workers and has therefore contributed to the wide-

Exemption of poor family homes from real estate taxation sought

ANIL A - House Deputy Speaker Giorgidi B. Aggabao has said there’s a need to further protect poor families from losing their homes for the reason of non-payment of real estate taxes. “Can you imagine poor families, already burdened by financial difficulties to sustain their daily needs, losing their homes simply because they cannot pay their real estate taxes,” Aggabao asked. Aggabao is author of House Bill No. 120 entitled “An Act to exempt

the family from the payment of real property tax.” The measure had been referred for consideration to the House Committee on Local Government. The Constitution, Aggabao cited, expressly recognizes the family as an inviolable institution that needs protection. The family home is defined as “the dwelling house where a person and his family reside, and the land on which it is situated.” Section 3 of HB 120 provides: “…. A duly constituted family home

is hereby declared exempt from the payment of the real property tax if the owner of the real property is actually residing therein and the current and fair market value thereof does not exceed five hundred thousand pesos.” Furthermore, the bill states that “If the current and fair market value of the family home exceeds the five hundred thousand pesos, only the first five hundred thousand pesos shall be exempt from the payment of the real property tax, and the excess shall be subject to

Private economists ’14-’16 inflation forecast steady in 2nd Quarter ‘14 MANILA - Mean inflation forecast of private economists surveyed by the Bangko Sentral ng Pilipinas (BSP) showed a steady level in the second quarter of 2014 compared to the previous quarter’s projection. Central bank data show that mean inflation forecast of the 28 economists is still at 4.1 percent for 2014 and 3.8 percent both for 2015

and 2016. “Analysts expectations of higher inflation going for ward due to pending electricity rate adjustments, weakening peso, and possible increase in food prices (on account of weatherrelated disturbances) were tempered by expectations of capital outflows as US i nte re st r ate s b e g i n to normalize,” the central bank

said in its Inflation Report for the second quarter of 2014. The inflation forecast for this year alone ranges from as low as 2.8 percent to as high as 4.5 percent. The lowest forecast is below the lower end of the government’s three to five percent target for the year. For 2015, the forecast ranges from 2.9-4.5 percent.

The government’s inflation target for 2015-17 is between two to four percent. For 2016, the private economists’ lowest inflation forecast is 2.9 percent while highest is at 4.5 percent. As of last June, inflation averaged at 4.2 percent. For last June alone, rate of price increase slightly declined to 4.4 percent from monthago’s 4.5 percent. (PNA)

NPA rebel dies, policeman wounded in Zamboanga del Norte clash

AGADIAN CITY, Zamboanga del Sur – A New People’s Army (NPA) rebel was killed while a policeman was wounded in a clash in the Municipality of Sergio Osmeña in the nearby province of Zamboanga del Norte, military and police officials said Wednesday.

Army’s First Infantry Division Public Affairs officer-in-charge Capt. Franco Suelto said the clash broke out around 9 a.m. Tuesday when policemen from the Provincial Public Safety Battalion (PPSB) spotted a group of NPA rebels while conducting security patrol in Barangay San Francisco, Sergio Osmeña. Zamboanga del Norte p olice director S enior Supt. James Mejia disclosed that one policeman

deployed in the nearby barangays of Macalibre and Princesa Lamaya in a bid to prevent the escape of the NPA rebels. Soldiers from the Army’s 32nd Infantry Battalion were als o p ositioned as blocking forces in Barangay Kauswagan to block the retreating

NPA rebels. Policemen were also positioned as blocking force and to conduct clearing operations in Barangay Maligaya in the nearby Municipality of Polanco following the reported evacuation of residents in the area as an offshoot of the clash.

Suelto said the troops have recovered the remains of a slain NPA rebel around 5:30 p.m. while conducting clearing operations in Barangay San Francisco, Sergio Osmeña. Suelto said the troops also recovered an improvised explosive device, a grenade, ammunition for

AK-47 assault rifle and subversive documents of high intelligence value. He said the clash triggered evacuation of civilians to the Sergio Osmeña municipal covered court. The Municipal Social Welfare and Development Office provide them relief assistance. (PNA)

Kadayawan, business as usual despite terror threats

AVAO CITY – A month before the Kadayawan festival, tourism officials here urged police to ensure peace and order in time for the forthcoming tourist attraction. City Tourism Officer Lisette Marques said Monday during the weekly “Kapehan sa Dabaw” at SM City Davao Annex that “the assurance is making sure that our police is up to their toes and not taking any unverified threat lightly.”

Pres. Benigno Aquino III recently relayed to Davao City Mayor Rodrigo Duterte the presence of terror threats in the city, a report that turned out to be raw and unverified. “We are sending out a statement from the city

that it is really secured. We have groups that have signified their commitment to come [to the city, but] they just want a statement from our side that security is implemented during the Kadayawan,” Marques said, adding that both the city government and the private sector remained unfazed despite the terror rumors. “It is a continuous effort from our side and especially the private sector in making sure and showcasing the city that it is still business

as usual,” she said. Threats to the city are not new. Last year, the Davao City Police had implemented the “no backpack policy” during the Kadayawan Festival following the bomb blasts that occurred in Cagayan de Oro and Cotabato. GENERAL Santos City–– Alarmed with the rising number of persons with mental disorders or illnesses roaming the streets here, city officials urged the national government to establish a mental hospital in the area. In a resolution, the city council specifically asked the Office of President Benigno Simeon Aquino III, Department of Health (DOH) and the Department of Budget and Management to pursue the development of a mental hospital or a related facility that will cater to patients from the city and other parts of Region 12. City Councilor Elizabeth Bagonoc, who authored the resolution, said Wednesday she pushed for such move to address the growing number of mentally ill persons roaming the streets in the area. Figures are not immediately available but she said their presence in the streets and other public places poses serious risks to the safety of local residents. (MindaNews)
