Paying OJTs possible, says DOLE exec
DAVAO City--The proposal of incoming Education Secretary Leonor Briones to pay on-the-job (OJOT) students for their service would be possible but guidelines should be put in place to prevent possible abuses on the part of the academe and companies, a labor official in Davao Region said Tuesday. Department of Labor and Employment (DOLE) 11 director Joffrey M. Suyao told MindaNews that they welcome any proposal that will further improve the internship program of the students while noting that there are government agencies like the labor office and other private companies who pay the OJTs for their service. “All of these things are welcome. You have to review because this is for the improvement of the program and for the betterment of the students. Should paying OJTs become a policy, then that would be good because it will help our students also in the process. They will be earning while they are still studying,” he said. But Suyao added such scheme is vulnerable to abuses that certain measures must be put in place to protect both the students and the companies. He explained that the See possible, page A7

Youth grouth slams DepEd, urges Briones to scrap K+12 By RUEL V. PELONE Managing Editor
THE College Editors Guild of the Philippines (CEGP) in Northern Mindanao yesterday slammed the Department of Education (DepED) for its failure to accommodate all aspiring Senior High School (SHS) students this school year. In a statement, CEGPNMR Vice Chairperson Anjon Fredrick Mamunta urged incoming Education Secretary Leonor Briones to look into the flaws of the K+12, President Benigno
Aquino III signed into law Republic Act No. 10533 on May 15, 2013, otherwise known as the Enhanced Basic Education Act of 2013 into law, more commonly known as the K-12 program. “We denounce her previous statement during her latest press conference last June 6, the CEGP said, adding, “she [Briones] stressed her support to K-12, saying that the number of years in high school matters, yet did not even mentioned a single loophole on the said program.” The CEGP said the K+12
only serves as an argument for private higher education institutions to increase tuition and other school fees, a clear manifestation of a highly commercialized education system ubn the country. Not only the K+12 contradicts the Filipino youth’s constitutionally-guaranteed right to free public basic education, but also denied them access to higher education as mandated by law. The CEGP said the education department failed to accommodate more SHS See YOUTH, page A7
CAGAYAN de Oro City-Only 160 out of 1,700 municipalities and cities nationwide have complied with an important provision of the 2009 Climate Change Act – formulating their own climate change mitigation action plan. The catch – unlike the Solid Waste Management Act, there are no penalties for non-compliant local government units (LGUs). Thus, it is the duty for Climate Change Commission Secretary Emmanuel L. de Guzman to convince hardheaded mayors to come up with their respective plans.
By the start of 2016, de Guzman and the meager staff of the Climate Change Commission began touring nationwide, tapping the academe and experts from non-government organizations (NGOs) to train noncompliant LGUs. In his visits here in Mindanao, Mr. de Guzman discovered that many small LGUs are hesitant to come up their own climate change mitigation action plans because they don’t have expertise in certain fields such as formulating a cost-benefit analysis for instance.
