Difficulty in facilitating return of CCP founder

DAVAO City--There might be some difficulties in facilitating the return of Communist Party of the Philippines (CPP) founding chair Jose Maria Sison in the country to talk peace with the incoming Duterte administration after the United States government placed the

CPP-New Peoples’ Army in the terrorist list.

In a press conference during the “When Blue Meets Red: A Conversation on GPH-NDFP Peace Process” at the Ateneo de Davao University on Wednesday, National Democratic Front of the Philippines (NDFP) negotiating panel spokesperson Fidel Agcaoili said that Sison’s

return to the country remains to be “a very ticklish issue” and needs an assurance from the Dutch, Norwegian, and even US government they will not interfere in a way that will result to the derailment of the peace negotiations.

“There should be a guarantee from the Dutch government, Norwegian government, and

the US government to respect the sovereignty of the Filipino people in their desire to pursue a just and lasting peace by allowing Sison to come home without interference,” he said.

DAVAO City--The next Senate President will be a Mindanawon, Senator Aquilino Pimentel III, outgoing Senate President Franklin Drilon announced in a press conference in Manila on Wednesday morning.

Drilon announced at the Kapihan sa Manila Bay that an agreement was reached evening of June 7 where some 16 to 17 senators from various political parties – the Liberal Party (LP), Nationalist Peoples’ Coalition (NPC), Akbayan and Laban ng Demokratikong Pilipino (LDP), among others – will support Pimentel’s bid.

A simple majority of 13 is needed to elect a Senate President.

Drilon also announced that based on the agreement, he will be the Senate President Pro Tempore while Senator Vicente Sotto III, who had earlier announced his bid for the Senate Presidency, will be Majority Leader.

Asked by the ABS-CBN Ne ws Channel (ANC) Wednesday noon if the Senate Presidency was a “done deal,” the younger Pimentel, President of the Partido Demokratiko Pilipino-Lakas

ng Bayan (PDP-Laban), replied: “if the agreement holds up to July 25, then (it is) already a done deal.”

July 25 is when the 17th Congress opens and President Duterte, PDP-Laban chair, will deliver his first State of the Nation Address (SONA).

Pimentel said he wants a written agreement signed by the senators based on common principles, and once he has a copy, will bring this to the attention of Senator Alan Peter Cayetano of the Nacionalista Party (NP), Duterte’s defeated running mate in the May elections.

Cayetano, Senate Majority leader, had earlier signified his intent to run for the Senate’s top post.

Pimentel said Duterte endorsed Davao del Norte Rep. Pantaleon Alvarez for Speaker at the House of Representatives but kept a “hands off ” policy in the Senate.

“I’ve never been a member of the House of Representatives,” Pimentel said, adding he was informed the dynamics at the House is different from the Senate’s.

“You could not apply the formula you apply to the House,” he said.

Asked by ANC about the proposed talk with Cay-

etano, Pimentel answered that he “aspired for the Senate Presidency, knowing Alan (Cayetano) is also interested.”

He said he wanted it to be a “friendly competition for hearts and minds” and will “extend the hand of friendship and invitation for Alan and his group to join us.”

“I also need his help, his ideas, his energy to support the legislative agenda of President Duterte,” Pimentel told ANC’s Karmina Constantino.

Pimentel said the coalition Drilon mentioned has a composition of “16 to 17 senators.”

“UNA (United Nationalist Alliance) is with us. NPC is with us. The Independents (Panfilo Lacson) is with us, PDP-Laban, LP, Akbayan and CIBAC (Citizens’ Battle Against Corruption) of Joel Villanueva,” he said.

He said they expect a coalition of 22 senators if Cayetano’s party joins them.

“Who’s going to be the opposition there?” Constantino asked.

Pimentel said the minority will “check on the majority in case we get reckless and we use our numbers…”

Pacifying the Pacific In the aftermath of the signing of the Enhanced Defense Cooperation Agreement (EDCA) between the United States and the Philippines, China unexpectedly took a conciliatory stance.

Chinese Foreign Ministry spokesman Qin Gang said in a press conference that EDCA does not seem to intimidate China. “It is justifiable for people to ask any agreement between the US and the Philippines be consistent with this principle and not at the cost of mutual trust between regional countries and regional peace and stability,” Qin said. “With regard to President Obama’s visit to the four Asian countries, we have expounded on our principled position on China-related issues. We believe that relevant parties should all make positive efforts to enhance mutual trust and cooperation and promote common peace, stability and prosperity in this region, rather than the opposite.

Duterte and the illegal drugs

I praised President-elect Digong Duterte for his pronouncement to kill drug lords found to be pushing illegal drugs in the country. Duterte will give Five million reward for a drug lord killed. While I do not support his idea of killing people indulged in drugs without due process, I saw the president’s determination to annihilate the big problem confronting the country and people nowadays. I have been saying as early as in the 70s that our country was in danger of a new battle against drug addictions.

Well, our country and people need strict enforcement of laws. We have lots of good statutes but are not implemented because our enforcers are not are not doing their job seriously.

Some of them are lazy while others became drug addicts themselves and still some are hit by the power of cash.

So with some law enforcers dancing with the criminals, society literally becomes helpless and eventually lay flat to the ground in defeat.

While the president has so much power granted him by the Constitution, the the world of the criminals, like the drug lords, have also their secret or hidden constitution that fears no one. So when the president ordered the killing of the drug lords, the latter also retaliated and ordered the assassination of

the president and his aide with a reward double the amount or the sum of Ten Million pesos. I was badly stunned by this declaration of the drug lords because it shows clearly they are openly and boldly fighting the government. These drug lords must be strong, capable and able specially they fight under the shade of darkness.

Now I see how strong the drug lords are nowadays and their willingness to pursue with their business dead or alive. This is a big challenge to the police the underground criminals are ready to fight. It is easy to imagine how far the illegal drug business had gone into the innermost chamber of our society. They must have built unbelievable strength as the years went on. This is definitely shocking. My position is still- - to hell with the drug lords.

I could predict that unless the government makes a strong posture against the drug lords, we can even fall to our knees. When crimes rule our country, it means the end of society and the future of our children. It is only appropriate that the citizens must support Duterte on his war against this menace in our midst that is destroying our dream and aspiration in life. The new regime of Duterte cannot do this alone without massive support from us.

I wish to say that Filipinos in foreign lands are particularly worried about our country in relation to the effects of the illegal use of drug. The matter reached them through daily TV newscasts of killing, robbery, rape, murder, and the like connected to drug use, etc. All these things have frightened Filipinos in Europe, Canada, America and other places.

Since Duterte cannot win this fight all by himself, we must rally behind and support his program to defeat the enemy. CAGAYAN DE ORO CITY -- Senator Cynthia Villar has cautioned members of the Cold Chain Association of the Philippines (CCAP) of smugglers who are using some cold stores to carry out their illegal activity.

Villar, chair of the Senate Committee on Agriculture and Food, was the keynote speaker during the 14th Annual General Membership Meeting and Training Conference being held from July 8 to 10, 2016, at the Limketkai Luxe Hotel, here.

Villar told the delegates that she went around the country to inquire about rampant smuggling. “I found out that smugglers are using some cold stores to carry out their illegal trade,” Villar said.

“Nalaman namin na may mga smugglers na binabayaran ang ibang cold stores sa probinsya para huwag tanggapin ang mga crops or harvest ng mga farmers or farmers’ groups or coops para mabulok ang

mg ito. Of course, kapag nabulok ang mga local produce, mabebenta ang mga imported ones, at kasama na rin ang mga smuggled,” said Villar.

“To prove it, we inspected some cold stores and we discovered that they were empty, (even) when they refused to store crops at ang sabi nila puno raw,” Villar said.

Villar told the delegates that he pointed the illegal practice to them because she doesn’t want CCAP and its members to be dragged into the smuggling issue.

“I know that like any legitimate and upstanding organizations, you can police your ranks. You also represent their individual and collective interests in policy-making, standardssetting and industry development,” Villar told CCAP conference attendees.

very crucial, saying CCAP also aims to achieve effective handling, storage and distribution of products with the consumers in mind.

When asked for his reaction, Anthony Dizon, president of CCAP-Koldstor Centre Philippines, Inc., said he attempted to clarify the matter with Senator Villar and he believes that the lady senator was referring to a particular industry-sector, where the stakeholders or owners of those facilities are not members of the cold chain association.

“I think she was referring, in particular, to storage facilities for onions.

Although, we do have members in the association who handle onions, there are facilities that are not in the roster of CCAP members,” Dizon said.

“I woud like to think that whoever the good senator (Villar) was referring to is most likely not a member of the association,” said Dizon.

advocacy and its objective is attaining higher level of food safety, because they believe if they are able to introduce

DENR calls to combat biodiversity loss, protect wildlife TANDAG CITY, Surigao del Sur -- The Department of Environment and Natural Resources (DENR) has renewed its call to all Filipino people to help fight against biodiversity damage and protect wildlife in the country as the agency commemorates Philippine Environment Month.

DENR Sec. Ramon J.P. Paje urged every Filipino to help save and protect the environment and natural resources which are the vital sources of food, livelihood and leisure. Specifically, he renewed his call to help in the fight to save and protect the majestic Philippine eagle (Pithecophaga jefferyi), as the nation celebrates

the Philippine Eagle Week (PEW) from June 4-10 with the theme “Saving eagles, Protecting forests, Securing our future: Stop the Killings.”

“The Philippine Eagle is a unique heritage, found only in this part of the world that needs to be nurtured as it is the Filipino people’s gift to the global community,” Secretary Paje said.

“There is a need to usher in a renewed commitment to protect the eagle and other wildlife from extinction and allow them to perpetuate for future generations,” he added.

In celebrating the whole month of June as Philippine Environment month,

Secretary Paje encouraged everybody to reaffirm its commitment and action on the critical role to save and protect the environment.

“We celebrate Environment Month this year with the renewed and strengthened conviction to care for the land we live on, the air we breathe, and the water which gives us life. More than any time in this planet’s history, it is now that we must put our acts together to combat increasing threats to our ecosystems,” Secretary Paje pointed out.

Meanwhile, Surigao del Sur OIC PENR Officer Raul Rosales appealed all Surigaonons to revive their

dedication and support in the environmental initiatives and advocacies.

With this year’s Environment Month theme, “Go Wild for Life, Combat Biodiversity Loss. Beat Climate Change,” PENRO Rosales said that the fight against environmental crimes is the key to prevent biodiversity loss and mitigate global climate change.

“The fight against wildlife trade, illegal logging, and other environmental offences must continue with the help of everyone,” PENRO Rosales said.

“The natural calamities brought by global climate change are the result of biodiversity loss and en-

vironmental crimes which have already affected our economy and livelihood particularly in agriculture and fishery sectors. By reviving our commitments to save and protect our environment, we can restore our biodiversity, preserve

BUTUAN City -- The Philippine Statistics Authority (PSA) Caraga conducted a two-day training to all Local Civil Registrars of the cities and municipalities of the five provinces of Caraga concerning the revised implementing rules and regulations (IRR) of Republic Act (R.A.) No. 9255.

RA 9255 allows illegitimate children to use the surname of their father, amending for the purpose Article 176 of Executive Order No. 209, otherwise known as the “Family code of the Philippines.”

Two batches were scheduled for the said training, it was learned. For the provinces of Agusan del Norte and Agusan del Sur, the training was conducted last May 12 and 13 while for Surigao del Norte, Dinagat

Island and Surigao del Sur, it was held last May 24 and 26.

Both trainings were conducted at Almont Hotel’s Inland Resort, this city.

It can be recalled that the revised IRR governing the implementation of RA 9255 otherwise known as the Administrative Order No. 1, series of 2016 (AO I s. of 2016) issued by Civil Registrar General, Dr. Lisa Grace S. Bersales was already published on March 24, 2016.

The revised IRR took effect on April 7, 2016, fifteen days after its publication.

In institutions of higher education, it is imperative for students to think critically. The content of education at this level requires higher order thinking such as the ability to apply critical evaluation, give evidence for their opinions, and ague the validity of facts they receive from teachers, however, the critical thinking ability is not prevalent among students.

Critical thinking is also regarded as intellectually engaged, skillful, and responsible thinking that facilitate good judgement because it requires the application of assumptions, knowledge and competence and the ability to challenge one’s own thinking.

Critical thinking is the intellectually discipline and the most important indicators of student learning quality. Critical thinking can be seen as having two components: 1( a set of information and belief generating and processing skills, and 2) the habit, based on intellectual commitment, of using those skills to guide behaviour. It is thus to be contrasted with: 1) the mere acquisition and retention of information alone, because it involves a particular way in which

information is sought and treated; 2) the mere possession of a set of skills, because it involves the continual use of them; and 3) the mere use of those skills (“as an exercise”) without acceptance of their results.

This can be applied in the strategy of formulating higher-order-thinking skill questions to test student capabilities for grasping ideas and in applying in the field. These skills are qualitative that suggest a path for effective action.

Teachers, must encourage the learners to develop their higher order thinking skills do not merely play the role as a teacher but also plays to be a mentor, a consultant and a coach.

The teacher acts as the facilitator of knowledge while the students create new understanding for him. Teachers should construct opportunities for students to develop their higher order thinking skills. Unlike other forms of thinking, critical thinking requires the use of selfcorrection and monitoring to judge the reasonableness of thinking as well as reflexivity. Thinking provides the foundation for inventions and finally it leads to human growth and development.

Miyako and Okinawa Island lies the 161-mile-wide Miyako Channel, which connects the East China Sea to the Philippine Sea. This is a major chokepoint to the Pacific Ocean.

According to a recent Wall Street Journal (WSJ) article, five military camps are being considered as possible sites for American facilities to be built in the Philippines under the EDCA. One of these sites is the province of Batanes, which WSJ described as a site that offers “an excellent vantage point from which to monitor a key maritime chokepoint for any vessels departing China for the Pacific Ocean.” Batanes, which consists of several islands, is located between two channels in the 160-mile-wide Luzon Strait: Bashi and Ballintang. Batanes is about 100 miles from the main Philippine island of Luzon and about 120 miles from Taiwan.

Whoever controls the Miyako, Bashi, and Ballintang channels controls the First Island Group, which runs from Japan all the way to Vietnam through Taiwan, Philippines, Borneo (Indonesia), and Malaysia. Prior to the signing of EDCA, the Philippines was the weakest link in the First Island Chain. Not anymore. EDCA strengthened the chain link; thus, containing China to the confines of East China and South China Seas.

Vince Lombardi once said, “A good offense is a good defense.” By bolstering the defense capability of U.S. allies – Japan, Taiwan, and the Philippines — along the First Island Chain, Chinese expansionism into the Pacific Ocean is held back.

“We can still provide that volume but we might be needing more when 2017 sets in but we need the Tamugan project to finish earlier,” he said, referring to Apo Agua’s project in the Tamugan River.

“Assuming we don’t look for (other) sources, our water supply will be insufficient. There is a necessity to look for other sources before 2019,” he said.

The city has a total of 57 productions wells, much of it dependent on the ground water sources in Dumoy, Tugbok, Cabantian, and Panacan water systems at about 99.7 percent and very little on the surface water.

Delima said the entry of Apo Agua Infrastructura Inc., a joint venture between Aboitiz Equity Ventures (AEV) and J.V. Angeles Construction Corporation (JVACC), will reverse the current mix.

This new project is still in stage of securing permits while actual construction is expected early 2017.

By 2019, he said only 10 production wells will be running while resting the 47 others to allow them time to replenish. However, he said the DCWD will gradually operate by at least 10 more every five years starting 2025 to meet the increasing demand.

Exploration stopped Delima added they have temporarily stopped the exploration of new wells after the recent failed attempts to find new sources in Panacan and Cabantian areas due to water “quality and quantity” issues.

He added exploration will resume either by the last quarter of 2015 or first quarter of 2017.

But three new wells – 38, 39, and 40 – will be activated in Dumoy that can supply about 15,000 cubic meters a day.

Dumoy has potential new aquifers because of its proximity to the country’s highest peak, Mt. Apo, according to Delima.

He announced that starting July 2016 they will implement fees adjustment for the ancillary services such as new service connection, reconnection, transfer meter, service charge and meter maintenance.

New service connection will be P3,900 from P3,000, reconnection to P300 from P200, transfer meter for primary connection to P1,600 from P1,500, and meter maintenance to P25 from P21.

He said a P4 increased in meter maintenance will be reflected on the consumers’ monthly bill starting August 2016.
