Coal exec belies Mindanaowide blackout originated from Steag

A SENIOR official of the Steag State Power, Inc. (SPI) on Friday expressed surprise over reports that its 210 Mega Watts (MW) coal-fired power plant in Villanueva town in Misamis Oriental caused the massive blackout that struck Mindanao on February 27.

“Based on the sequence of events few minutes prior to the collapse of the Mindanao grid, SPI’s power generation output gradually reduced,” said SPI President and Chief Executive Officer Dr. Bodo Goerlich in a press statement adding, “while the gradual reduction will affect the electric supply condition, it is not expected however to cause a cascading failure and tripping of other power plants and the

collapse of the entire grid.”

But a ranking official of the National Power Corp.

(Napocor) confirmed that the Steag State Power, Inc.’s (SPI) indeed caused the blackout that affected most of Mindanao last February 27.

Engr. Rudy Brioso, Napocor vice president for Mindanao, told MindaNews via telephone Friday that Steag’s reduced power generation situation was behind

the power outage and at the same time defended that it was not due to the tripping of an Agus power plant in Lanao.

However, Dr. Goerlich explained that the fluctuation of the load of power plants happens from time to time and the over-all effect is managed by adjusting either the supply or demand of the grid.

He said: “We have in the past experienced such a situation and it did not cause a massive blackout and total collapse of the grid.”

The senior coal official said that Units 1 and 2 are offline since February 27, 2014 after sustaining damage to its turbine-generators.

He said SPI experts estimate that barring any complications, Unit 1 is expected to be restored on May 4, 2014 and Unit 2 on June 1, 2014. Each unit has a net generating capacity of 105 MW. Not Agus plants but Steag

The state-run National Transmission Corp. (TransCo), through its president Rolando T. Bacani, also made the same announcement to media in Manila on Friday.

He was quoted as saying that the reduction of Steag’s generation caused the Agus plants to trip even though the Steag, in a statement, said their move was “not expected to cause a cascading failure and tripping of other power plants and the collapse of the entire grid.”

Brioso also revealed that the Napocor’s Pulangi IV hydro plant in Bukidnon, which originally generated 255 megawatts, has been generating only 80 MW since the third week of February because of the lowering of the water level at the Pulangi River as summer approaches.

He said only two of the three turbines are now operating at only 40 MW each. The other turbine, Brioso said, has been put

on “maintenance” status.

Each of the three generation units, which were commissioned in 1985, has a full capacity of 85 megawatts.

DOE circular The Department of Energy has issued on March 4, 2014 a department circular directing the operation of all existing generation units to increase power supply amidst the shortage.

The NGCP earlier said that as of Friday last week, the Mindanao grid’s system capacity is only 938 MW, or 334 MW short of its system peak.

Brioso said that the water level in the Pulangi on Friday was measured at 282 meters above sea level (masl), just two meters above the critical level of 280 masl.

He stressed that when water level goes down to the critical level, they will stop operating.

Full capacity to operate at 255 MW, he noted, requires at least 284.5 masl.

In February, the power plant was able to generate from 150 to 200 megawatts, he added.

Brioso said it is important for the government to be able to control siltation in the Pulangi River by regulating expansion of agricultural plantations. He said together with reforestation, it is important that these agricultural planta-

tions mitigate siltation from their areas.

He said dredging the river could help address the problem, too.

Working round-theclock Dr, Goerlich said that SPI employees have been working round-the-clock to restore the units back to the grid noting the volatile power supply condition of Mindanao.

“We empathize with those that are affected by the Mindanao power supply shortfall and rest assured that we are doing our best to restore the units back to the grid and help alleviate the island’s precarious power supply condition,” he said.

He assured that there will no longer be more outages in August this year as the Steag is carrying out all maintenance activities on other systems of the plant that were originally planned or, scheduled for August 2014.

He said the Steag is cooperating with the Department of Energy (DOE), the National Power Corporation (NPC), the National Grid Corporation of the Philippines (NGCP), and other stakeholders of the Mindanao power industry, in addressing the situation.

“While our priority now is the repair and restoration of the units, we are also working closely with the DOE and other industry stakeholders in finding means of improving quality and reliability of power supply services in Mindanao,” said Dr. Goerlich.

A lawmaker is pushing for the construction of a 240-kilometer TransMindanao Superhighway to make the island a “land of promise” no more.

“Mindanao, sadly, is still known as the land of promise. We cannot afford to remain in a state of dreams.

Development is a must,” Rep. Rufus Rodriguez (2nd District, Cagayan de Oro City) stressed.

To transform Mindanao into a land of fulfilment, the lawmaker, with his brother and Abante Mindanao party-list Rep. Maximo Rodriguez, are pushing for the passage of HB 3929 to extricate from isolation several provinces of Mindanao by building the proposed superhighway.

“One vital step to achieving this development is to link all the provinces in the island,” the authors stressed.

HB 3929 provides for the construction of a 240km trans-Mindanao Superhighway connecting four provincial capitals in the Caraga and Northern Mindanao regions to the Laguindingan International Airport.

The measure mandates the Department of Public Works and Highways to construct the 240-km artery connecting Tandag in Surigao del Sur to the Laguindingan International Airport.

“This highway would pass thru Prosperidad in Agusan del Sur, Malaybalay and Talakag in Bukidnon which will connect with the Talakag-Barangay Dansolihon highway and the Barangay Dansolihon-Barangay San Simon-Laguindingan Airport highway,” Rodriguez explained.

The authors noted that Agusan del Sur and Surigao del Sur are isolated from Western Mindanao due to the absence of an East-toWest highway. Likewise, said major road artery would allow the people from the Caraga Region access to the Laguindingan Airport, with travel time of four hours from Tandag to the airport.

“As a result, people from Caraga would no longer have to travel to Cebu or Manila to have access to airports for their travels within and outside the country,” Rodriguez pointed out.

Furthermore, the authors said, a new highway would open up large tracts of land in Surigao del Sur, Agusan del Sur, Bukidnon, Misamis Oriental and Cagayan de Oro City to agricultural, commercial, residential and industrial development.

EO 23 reduces illegal logging hot spots in the country, says DENR executive BUTUAN City––A Department of Environment and Natural Resources (DENR) executive said that the President’s Executive Order 23 had significantly reduced illegal logging activities and hot spots in the country.

“At the onset of E.O.

23 there were around 197 municipalities which were considered as (illegal logging) hot spots. Now, it was trimmed down to 31,” DENR 13 Regional Executive Director Nonito M. Tamayo said in a recent forum. Tamayo said how-

ever that 17 out of the 31 municipalities are located here in the Caraga region.

The other municipalities according to Tamayo are mostly also in regions 11 and 10.

The DENR official however said that he is confident

that with the assistance of the military, the police and other law enforcement units which are tasked to enforce laws on protection and preservation of the environment and the natural resources, the number may still be decreased.

“We hope that in due time, we will be able to put into the barest minimum if not totally eradicate the incidence of illegal logging here in the region, and I think we are heading

towards such direction,” Tamayo said.

According to him, its commendable to award t ho s e w ho have b e e n wounded for the protection of the environment, “but it is more ideal to protect our environment without somebody hurt or had sacrificed a life,” he said.

He also pointed out that a good forest protection is not based on the volume of log confiscation. “A good forest protection is when no

Hydro plant gets help from DBP

THE State-owned Development Bank of the Philippines (DBP) signed recently a P900-million loan agreement with Asiga Green Energy Corporation (AGEC) to finance the construction of the 8-megawatt Asiga Hydropower Plant in Santiago, Agusan del Norte.

The project is part of DBP’s continuing thrust to promote new and renewable sources of energy in the country that protect the environment through reduced greenhouse gas emissions.

Aside from helping stabilize the power supply in the Caraga, the hydropower plant will also reduce an estimated 35,575.41 metric tons of carbon dioxide emitted to the atmosphere annually.

499 Out-of-school youths in Ozamiz benefit from SCALA B y R utchie C abahug Aguhob

OZAMIZ City, Misamis Occidental – At least 499 members of the Pag-Asa Youth Association of the Philippines (PYAP) benefited from the Sharing Computer Access Locally and Abroad (SCALA) Project in the city.

Of this number, 328 were females, 171 were males, of whom eight were persons with disabilities (PWD), Ludie Salud A. Raras, City Social Welfare and Development (CSWD) Officer, said.

Likewise, 322 of them, 193 males, 129 females and a PWD, are already working, 96 have gone back to formal school while the rest

are seeking for jobs in other places, Raras, said.

She also said most of the SCALA graduates have been hired as Encoders of the Community-Based Information Management System (CBMIS) of the City Planning and Development Office (CPDO).

Others have been referred to the different government agencies, such as the Technical Education and Skills Development Authority (TESDA), Department of Labor and Employment (DOLE) and the Public Employment and Services Office (PESO) for job opportunities.

Implemented by the Engineers Without Borders (EWB) of Canada and the

Local Government Unit (LGU), the SCALA Project is handled by the City Youth Information and Communication Technology Training Center for Out-of-School Youths (OSY) and Youth With Disabilities (YWD).

Under the SCALA Project, an OSY-beneficiary undergoes a 10-month training program in computer operations that would prepare him/ her for job opportunities, not only for domestic employment, but also abroad.

Meanwhile, she said the SCALA Project receives an annual budget of Php320,000 from the LGU for the operations of the training center.

IT IS UNFAIR TO BLAME US - STEAG CAGAYAN DE ORO CITY - Some quarters have been assailed for its unfounded claim blaming Steag in the February 27 blackout. It is for this reason that the power company issued a statement to media and the public on March 14.

STEAG State Power Inc. (SPI) President and CEO Dr. Bodo Goerlich, said he expressed surprise over reports that the massive blackout in Mindanao last 27 February 2014 was caused by or stemmed from Steag.

Billions of pesos lost to smuggling BUREAU OF INTERNAL REVENUE (BIR) figures released recently, showed that the projected total revenue loss from smuggling could amount to P200 billion today.

This is alarming. Two hundred billion pesos is no joke. The government is losing out on a very large source of taxes and revenue that could otherwise go to infrastructure, social services, and income for farmers and fisherfolk.

Smuggling and corruption are worse culprits that bring havoc to our economy.

Instead of funding the needs of the Filipino population, the perpetrators of smuggling and corruption are getting richer and richer.

There is a need to overhaul the processes in importation to prevent opportunities of corruption.

The overhauling of importation procedures would curb the smuggling into our country of agricultural and food products, as well as oil, vehicles, and electronics, among others.

Reports are laudable that the Senate will begin an in-

EDITORIAL vestigation on the rampant and incessant smuggling of foods—especially rice. The Committee on Agriculture and Food acting as the lead investigating committee should be supported by all sectors.

The Bureau of Customs (BoC) should be at the forefront of the drive against rampant smuggling of agricultural products by making transparent importation information contained in the Inward Foreign Manifest (IFM) according to a lawmaker. The IFM is a list containing details about the products being imported into the Philippines, such as the importer’s name, the source country, the shipping vessel, and the date of arrival.

Currently, only the Bureau of Customs has access to this information, making it easy for unscrupulous parties within the agency to get involved in smuggling.

It is now apparent that there could be some serious flaws in the system. These

offer unscrupulous elements several opportunities for corruption. If the procedures are efficient, we should see less opportunities, and therefore less cases, of smuggling and corruption, if none at all.

The Alyansa ng Agrikultura, a coalition of 42 federations and organizations representing all major agricultural sectors, has been advocating the automatic transmittal of the IFM from the Bureau of Customs to the Department of Agriculture.

The practice was done for a few years, but ended in 2009.

The government must look into all possible angles to crack down on these smuggling rings and probe into systems and processes, and gather information on possible food smuggling rings or syndicates operating within the bureaucracy.

We don’t want to see the day when a food crisis will erupt in our country because of the death of our agricultural industry, so if massive changes will have to be made, now is the time to do it.

As one could learn a couple of days ago: the Philippines hosted the recent 5th World Ecotourism Conference in Cebu City, which brought together officials and other policymakers in island coastal regions to network effectively and to find common solutions for the development of coastal regions and contribute to the sustainability of these areas.

Sure, and it’s easy to write it down: with the theme “Marine and Coastal Ecotourism: Oceans of Uncertainties, Waves of Opportunities”, the Conference discussed the impacts of ecotourism activities linked to the seas such as whale and shark watching, snorkeling, scuba diving, and recreational fishing.

He said the tax collection of the region has increased each year.

Although the region’s collection in 2013 did not reach its goal at only P8.6B, they are positive they can recover.

He said, the first two months of this year, the BIR collected P1.499B.

I have been and I will remain an intolerable, merciless, and unrestrained environmentalist. The sad fact is: ecodooms and the pollution of our environment go on without limits.

Such daily news infuriate and distress me.

I experienced several years ago, when large “Imelda” fishes went belly up in the Pasig River, while the surface of Bicol’s Lake Buhi was nearly covered with dead “Tilapia”. Many times, I enjoyed staying near Lake Sebu in South Cotabato with innumerable “Tilapia-sessions”. Last

time, fishkill really messed up my stay there.

Fishkill has been occurring with increasing frequency all over the Philippines in recent years, and not just during the typhoon season. The phenomenon, which can leave tons of fish decimated, has become a regular reminder of the need to clean up the Philippines’ waters. Fishkill is occurring more often as toxic waste is dumped into the waters around and inside the archipelago. Pollution is also killing spawning grounds of marine life, resulting in a steadily dwindling fish catch.

I feel horrible reading such news from Australia, where scientists have already warned that the attraction is in serious jeopardy, as global warming and chemical runoff

threaten to kill marine species and cause disease outbreaks. Conferences, such the one in Cebu are important. Following actions and education are not lesser important. How many times did I say this already? And not only me?

In January, there is a collection excess of P100M, but it was wiped out by the deficit in February which was P150M. He said they are planning ways on how to recover the deficit in March. If there are tax issues, he reminded taxpayers to just visit their office so they can help.

Further, Deputy Commissioner Lilia Guillermo of the BIR Information Systems Group said that this activity is extremely important. She called out the Philippine Institute of Certified Public Accountants (PICPA), Cagayan de Oro Chamber of Commerce and tax payers that the BIR needs them.

She said that collecting taxes is very hard.

She explained that without the partners, they could not achieve tax collection goals.

For this year, the tax collection target for the country is P1.456T, that’s 1Trillion and 456Billion pesos for the entire Philippines, she said.

The priority programs especially for 2014 are trying to balance two things: the way we treat tax payers, in making their lives easier through enough tax payer service, and the enforcement activities, she said.

The program ‘Run After Tax Evaders’ is very popular. It’s a big program running after professionals who are not paying taxes correctly and those high profile tax evaders.

She said that part of the delivery of tax service is automation such as issuance of electronic Certificate Authorizing Registration (CAR), electronic and interactive BIR forms where taxes are automatically computed,

Electronic Filing and Payment System (EFPS), and even the tax clearances and accreditation of printers will be automated soon.

She said, “These are tax services we offer to you.”

Also she said that the accreditation of importers is already handed down to the BIR. Fly by night importers will soon diminish, she said.

For the excise tax, cigarettes with no stamps will soon get stamps including alcoholic beverages to make sure they are taxed.

Finally, she said, “I hope you appreciate what we are doing. This will all translate to improving revenue collection. Translate to more bridges, school buildings, hospital. Improve the lives of each and every one of us.” (JMOR/PIA10)

NBI reaffirms support to ZCPO ZAMBOANGA City - The National Bureau of Investigation Regional Office IX has expressed its support for the local government and police authorities in maintaining security and pursuing anticriminality initiatives in Zamboanga City and the region.

“In terms of investigation, rest assured that your NBI will be one in helping and assisting local PNP, including other enforcement units, maintain the peace and order, as well as anti-criminality campaign,” said Director for NBI Region IX Ferdinand Lavin during the press briefing at City Hall Monday, March 10.

For technical support, Lavin said that the NBI conducts autopsies and other forensic examinations, but that due to the ongoing rationalization, these services have been centralized in Davao City.

Aside from security support measures, the NBI is also working on improving the system for the issuance of the NBI clearance. According to Lavin, aside from the sheer amount of applications, the clearance system in Zamboanga City was bogged down due to the NBI switching database providers this year, and the additional influx of

applications from Pagadian City, whose system experienced technical problems.

On average, the NBI processes 30,000 applications a day, but the amount of applications doubles during the first quarter of every year.

At present, the regional office in Zamboanga City can only process 300 applications per day, noted Lavin.

To accommodate the applications, the NBI workforce is working on rotation, and strives to begin operations as early as 6 am to entertain applicants from the islands, and those who have been in line since the night before.

“While this is a security nightmare for the NBI, we have to balance security issues with public service,” he said.

Lavin also added that they are getting a helping hand from the City Government.

“While this is not a problem of your City Government, the Mayor is helping the NBI process the clearance applications more efficiently by way of providing us power during periods of power interruptions,” he said.

DepEd urges Zambo police to arrest charge teacher’s kidnappers

AMBOANGA CITY - The Department of Education (DepEd) has urged the local police to pursue the filing of criminal cases against the kidnappers of a neophyte public teacher in this city.

City Schools Division Officer-in-Charge Pedro Melchor Natividad made the call after the kidnappers released Cathy Mae Casipong following two months and 20 days in captivity.

Casipong, 23, of Si-

bogtok Primary School in Barangay Limaong, 83 kilometers east of this city, was released Tuesday along the highway in Barangay Sanito, Ipil, the capital town of Zamboanga Sibugay.

“On behalf of the DepEd, I’m calling for justice. I urge

the police to file cases and arrest those are supposed to be arrested,” Natividad said.

Natividad made the call as he express elation that Casipong has been freed and is reunited with her family.

Casipong, who was barely on her sixth month of assignment as a public school teacher, was seized by 10 gunmen aboard two motorized bancas last December 18 near Sitio Paraitan, Limaong.

Casipong and her coteachers were aboard a motorized banca on the

way to the city proper via Barangay Vitali, 73 kilometers east of this city, when the gunmen waylaid the group and seized her.

Meanwhile, Natividad said they will allow Casipong to go on vacation “so she can rest.”

Natividad said he will transfer Casipong to a school near where she lives and her psychosocial needs will be attended too.

Natividad said he already communicated with the DepEd central office and requested to grant Casipong financial assistance. (PNA)

Former AFP General faces new battle at Davao Customs

AVAO CITY - At last, this city has someone at the Bureau of Customs who looks and sounds like he’s serious and determined to clean up this agency of the Department of Finance based at the Davao seaport in Sasa.

We don’t really care to know the guy he replaced at the bureau as District Collector simply because there’s a lot of cleaning up to do in Davao City ---which has been described by the commissioner of Bureau of Internal Revenue as the “weakest link” in the revenue collection efforts of the government---something that gets Mayor Rudy Duterte’s blood pressure shooting up in anger.

It’s nice to hear straight from the mouth of Ernesto Ruiz-Aradanas, the new District Collector here what he’s doing to clean up the ranks as well as the en-

tire image of the Bureau of Customs which had been buckling on its knees from so many complaints and accusations from so many exporters, importers, traders and businessmen in this southern city.

It’s probably safe to assume that Aradanas knows exactly what is happening in the Bureau of Customs---the smuggling that had been going on for many years here, not just rice but also other commodities imported by local traders conniving with customs officials who sign those documents referred to only as “ID” or Import Declaration forms for a sealed

fat envelope slipped inside his drawer. (It takes “two to tango”, you know.)

In our recent “ambush” interview with Aradanas together with other reporters from the Philippine Daily Inquirer and Business Mirror at the Seda Hotel beside Abreeza Ayala Mall recently, he made it clear to us that he knows exactly what is happening and taking some critical steps to minimize or totally eradicate this practice.

Perhaps it’s also safe to assume that Aradanas is fully aware about complaints of local exporters, mostly members of PhilExport Davao, that they cannot get their export shipments off the Davao port unless their “ED” or Export Declaration has been signed by a customs officer who can sit on their export documents for a long, long time, unless five blue bills in an envelope is slipped for “merienda” or “dinner”.

During his short talk before members of the Davao City Chamber of Commerce, the new District Collector said he’s working out something to boost the government salaries of his customs collectors at the Davao port area so they won’t be tempted to accept those envelopes from exporters and freight forwarders, all frantic and desperate to get their export shipments off the port.

To us, this seems to be quite a tall order for this former brigade commander of the Philippine Army in Maguindanao, the former Brigadier General Ernesto Aradanas who went into battle facing warrior rebels in that war-torn area of Mindanao.

If he risked his life winning those battles in Maguindanao, we’re very sure this battle-scarred former general will also win his battle at the Bureau of Customs here in Davao. (PNA)

Davao Oriental typhoon victims discouraged from joining protest rallies

DAVAO City – Residents of Typhoon Pablo (International Name: Haiyan)hit town of Cateel, Davao Oriental said they were discouraged by a barangay official and an Army officer from joining a rally last month that demanded “fair distribution of food and other relief materials”.

The rally was organized by the group Barug Katawhan, an organization formed by the typhoon Pablo themselves. One of their rallies last year ended in a forcible taking of relief goods from inside a temporary storage area in the regional office of the Department of Social Welfare and Development.

Renalden Palmera, 26, of Sitio Bulao, Barangay Taytayan of Cateel, said he and other residents were called to a village meeting at the barangay hall on March 2 by their barangay captain.

Many of the sitios of the barangay are five to six kilometers away from the barangay center.

“All of us who attended the rally were invited. They have an attendance sheet and all of us got letters with our names on it,” said Palmera.

Palmera said the barangay captain allegedly told them “sa pag-adto namo diri, nagpakauwaw ra daw mi dili lang sa barangay apan sa tibuok Davao Oriental (when we went here [Davao City], we put our barangay and the whole

“He told us not to join rallies especially those organized by Barug Katawhan,”Palmera said.

Ester Canabe, 57, also a resident of Barangay Taytayan, said she told the barangay captain that they “would not stop our participation in Barug Katawhan until we get our demands.”

However, Canabe said that a certain “Lieutenant Soquilla” of the Army joined the conversation and warned that “siguradaha lang nga sa inyong pag-adto ang inyong mga anak dili mabutang sa kaalutan, mao na iyang sulti (Just make sure that your children will not be put in harm’s way, that’s what he (Soquilla) he said),” said Canabe.

When asked how she took the alleged soldier’s statement, Canabe said that “mura kog gihadlok, nganong moingon siya atimana imong kabataan, kinsa mang inahan dili? (it [statement] was meant to scare me, why would he say that I take care of my children, what mother wouldn’t?)”

Barug Katawhan spokesperson Karlos Trangia said that “such system of inefficiency, favoritism and militarization of relief has been the problem of the Typhoon Pablo victims of Davao Oriental”.

“These are the legitimate calls which Barug members carry with them when they go to rallies in the first place, to demand that a more sincere and realistic system be put in place. It’s the government’s role but it failed,” said Trangia.

Trangia said that government agencies “should not wait or respond only because victims rally.”

Canabe said that “two years after, we are still very short of food and our homes are still in tent which drips even during light rains.”

One day before the February 25 protest of Barug Katawhan in Davao City, President Benigno Aquino visited Cateel town.

LIGHT cancellations at the Laguindingan airport could soon be a thing of the past. Or, at the very least, minimized to an acceptable level.

Derisively dubbed “Dimalangdingan Airport” by irate air commuters when flight cancellations reached unprecedented levels last Januar y, the Civil Aviation Authority of the Philippines (CAAP) is working closely with the Project Management Office (PMO) of the Laguindingan Airport Development Project (LADP) and Department of Transportation and Communications (DOTC) to fast tracking a more advanced navigational system which hopefully would enable pilots of domestic airliners now serving the airport to land and take off even in inclement weather.

“We are now testing a new Global Positioning System (GPS) satellite based system which if successful, could

be implemented in two months,” said Engr. Jose P. Bodiongan, CAAP Area IX Manager during the general assembly of the Cagayan de Oro City Tourism Council (CTC) held Tuesday at the City Hall’s Executive House.

Dubbed the Performance Based Navigation (PBN) system, Mr. Bodiongan said the present fleet of Airbus A320s now serving the airport is already equipped to operate within the system which would facilitate a smooth transition to an upgrade from its present status as an exclusively Vi s u a l F l i g h t R u l e s (VFR) airport. Required Navigation Performance (RNP) approaches and associated procedures can be performed by any Airbus aircraft equipped with GPS and the second-generation flight management system (FMS2).

RNP represents the latest in navigation techniques, allowing aircraft to fly precisely along a predefined route using state-of-the-art onboard navigation systems and the GPS – resulting in improved efficiency, capacity and environmental performance for the global

air transportation system.

Additional benefits of RNP include improved precision of flight operations and increased access to airports – particularly in low visibility conditions; while requiring fewer groundbased instrument landing aids, decreasing flight time and fuel consumption, and reducing noise and emissions.

“Pilots need to have a vertical ceiling of 5,000 meters and visibility of 1,500 meters to be allowed to land in Laguindingan under the present Visual Flight Rules,” said Mr. Bodiongan. “When we had to the unusual climate conditions last January, we had no choice but to disallow many flights from landing when these conditions necessary for VFR landings were not met.”

Flight statistics at the L aguindingan Air por t complied by the CAAP show that for the 10-day period covering January 10-22, 2014 some 304 commercial flights or 56 percent of 546 scheduled flights were cancelled due to limited visibility brought by inclement weather and the lack of landing lights

and navigational aids.

Flight cancellations over the period averaged 12 flights a day or 57 percent of the 21 flights scheduled daily.

The bulk of the cancellations occurred during the period Jan. 19-22 with 74 flights or 49% of the total 152 cancelled due to Tropical Storm Agaton and the Low Pressure Area (LPA) which immediately followed.

However, the CAAP official said should tests now being conducted by CAAP prove satisfactory, the new PBN system which utilizes GPS satellites could be operational in two months time, vastly improving Laguindingan airport’s capability to receive aircraft safely even in adverse weather.

The Performance-Based Navigation (PBN) concept allows for the optimization of the instrument procedure through the aircraft navigation performance, without the need for groundbased navigation aids which would be commissioned by the last quarter of 2014 yet, Mr. Bodiongan said.

PBN allows an aircraft to fly precisely along a predefined route using

a GPS. This concept is used en route, and can reduce aircraft separation, including the terminal area, and used to optimize arrival and departure procedures.

The CAAP, in consortium with the Direction Générale d e l’Av i a t i o n C i v i l e , (DGAC or French Civil Aviation Authority), and Airbus S.A.S. subsidiary Quovadis, an air navigation service (ANS) provider, is supporting the development of a full PBN network at 11 major airports in the Philippines. The program is also supported by the French Civil Aviation University (ENAC) and Philippine airline operators Philippine Airlines, Cebu Pacific Air, PAL Express and Zest Airways.

Besides Laguindingan, the major airport radars that will be upgraded with next-generation airtraffic management systems include NAIA, Puerto Princesa, Z amb oanga, Butuan, Dumaguete, Legaspi, Iloilo, Clark, Bacolod, Tacloban, Kalibo, Laoag and Subic.

The current aviation navigation procedures in the countr y require

aircraft to use ground-based navigation systems, such as the distance-measuring equipment, ver y highfrequency omnidirectional range and radar which lead airlines along zigzag routes in the sky to follow pre -determined routes defined by the ground based navaids.

The PBN does away with such tracks or radials, and instead allow airliners to follow “aeronautical highways” more accurately and d i re c t ly to t h e i r destinations.

The program aims to build CAAP’s expertise in various domains for safe and efficient PBN implementation, which includes procedure design, obst acles d at a sur ve y training and training for air traffic controllers and flight safety inspectors.

Up on t he proj e c t’s completion, the entire region will benefit from the advantages of increased air traffic management capacity, reduce emissions through shorter tracks and transform Philippine airspace into one of the world’s most advanced PBNoptimized areas.

House energy committee chair and Mindoro Oriental R e p. R e y n a l d o Um a l i and MinDA chairperson Secretar y Luwalhati Antonino specifically asked the Department of Energy and the ERC to fast track the approval and release of the applied rates and COCs of the generator sets, he said.

The approval of Socoteco I’s rate application and the COC for its leased 12-MW generator sets remained pending at the ERC since its installation was completed in October last year.

Among those that have pending rate applications and COCs are the South C otabato II Electric Cooperative (Socoteco II), Davao del Sur Electric Cooperative and the Agusan del Norte and Agusan del Sur electric cooperatives.

Socoteco I, which lists a daily peak demand of 3 3 M W, i s c u r r e n t l y implementing five to six hours of daily rotational brownouts due to the power supply cuts imposed by the National Grid Corporation of the Philippines (NGCP).

The electric cooperative serves Koronadal City, eight municipalities of South Cotabato province and Lutayan town in Sultan Kudarat.

Based on the NGCP’s power situation outlook as of Friday morning, the Mindanao grid’s system capacity is only 938 MW or

334 MW short of its system peak of 1,272 MW. Tudio said the load cuts were mainly due to the reduction of power supplies coming from the hydroelectric plants of the National Power Corporation (NPC) in Bukidnon and Lanao provinces.

He said the power supply shortage was triggered by the declining water levels in the last several weeks in Lake Lanao and the Pulangi River, where the hydroelectric plants are located.

“The Agus and Pulangi plants were de-rated by the

NPC as the water levels there already reached the critical level,” he said.

Citing an advisory from the NGCP, Tudio said the shortage was compounded by the breakdown of two coal-fired power plants of the Steag State Power Corporation in Misamis

Oriental.

“Wit h t h e s u m m e r season now approaching, we expect the shortage to even worsen in the coming weeks. So we really need to run our modular generator sets the soonest possible time,” he added.

Modular generators to plug M’nao power woes

The worsening power shortage affecting parts of Mindanao is seen to ease by the end of the month with the targeted streaming of around 100 megawatts (MW) of additional power supplies from the dieselfired modular generator sets leased by several local electric cooperatives.

Santiago Tudio, general manager of South Cotabato I Electric Cooperative, said Friday the Energy Regulatory Commission (ERC) has signified to deliberate and resolve today all pending rate applications and certificates of compliance (COC) for the leased generator sets to facilitate their immediate utilization.

He said the ERC’s legal department specifically assure d t hat it wou ld expedite the processing and issuance of the necessary permits within the next two weeks.

“It (ERC) will deliberate a l l ap p l i c at i o n s f i l e d by electric cooperatives that have either leased or purchased their own modular generator sets,” Tudio s aid in a radio interview.

He said the ERC scheduled the deliberations following interventions from the House of Representatives’ committee on energy and the Mindanao Development Authority (MinDA)-led Mindanao
