Flawed recovery program fails to reach majority of Yolanda-affected families AS much as some 780,000 families have either no livelihood support or are relying on scattered efforts of nongovernment organizations (NGOs) and the private sector, a study by research group IBON revealed. trade and transport. Dawsay said that aside from the usual threats and harassments from the military, he is more appalled of military’s claim that the school is a “school of NPAs.” “Our school is a legitimate school because it is recognized by DepEd. It is owned by a community of civilians who want nothing but to live peacefully. We are worried by the military’s assertion because it legitimizes their presence in our communities which will have an adverse effect to our peace and order,” Dawsay lamented. Davao City - The Davao City Council recently passed a resolution expressing disappointment over the delay of the rehabilatation of Bankerohan Bridge II. T h e D P W H D av a o proposed target to accomplished the construction last November 6 2014. Majority loor Leader Bernard E. Police on high alert after series of bomb explosions Manabilang dies at 72 By SONNY SUDARIA ARMM Bureau Chief

MARAWI City--Retired General Haroun Omar E. Manabilang, one of the respected leaders in Lanao del Sur, died at the age of 72 at his residence in Barangay Madaya here on October 30. Manabilang started his career as member of the now defunct Philippine Constabulary-Integrated National Police (PC-INP). After his retirement with the rank of general in the Philippine National Police (PNP), Manabilang opted to continue his work with the government sector. He is one of the proponents for the creation of Mindanao State University (MSU) system. He also served as consultant for economic development of Bumbaran is also one of the elders of town; and the facilitator Lanao del Sur. CAGAYAN de Oro City–– The police force in Northern Mindanao went into heightened alert following the bomb explosions in Misamis Oriental and Zamboanga City where three civilians were injured and a policeman. Supt. Bernardo Mendoza, information officer and spokesman for the Philippine National Police in Region 10 based in Camp Alagar, Cagayan de Oro City, said they went on heightened alert as a

matter of “automatic reaction” to the blasts. Mendoza said they did not have to wait for a directive to increase their alert level. “We immediately deployed personnel to vital areas such as bus terminals,” he said. A cop and a K-9 dog were injured in the Zamboanga blasts caused by improvised explosive devices. Last week a bomb blast ripped through a public bus in Bukidnon, injuring four passengers. The bus was on its way

to Cagayan de Oro from Tacurong City. “We call on the public to be vigilant against suspicious persons and activities,” Mendoza said. He added that police posters providing hotline numbers have been posted in public places. In Cagayan de Oro, two bomb blasts in recent years remain unsolved. The first in 2012 occurred outside a hotel, killing two, and the second was in 2013 at a high-end night spot, killing six including a provincial board member of Misamis Oriental.

According to the report released by the Intergovernmental Panel of Climate Change (IPCC), the cost of reducing carbon-dioxide emissions in the short term would not brake global growth to any great degree. It said annual projected growth of 1.6 to 3.0 percent a year in consumption of goods and services would

be cut by just 0.06 of a percentage point per year if immediate action were taken. The report is a 40-page synthesis summing up 5,000 pages of climate change studies already published since September 2013. The use of the Internet in the educational environment has enabled easy access to many resources, and information sharing. Therefore, it also significantly increased student’s interest, attention and focused of the Internet. The number of existing educational resources in the Internet has increased so that it is possible for students to prepare assignments and projects in any place where the internet is accessible. However, the competence of information resources, authors’ experience and their academic qualifications should be considered carefully. The differences between information presented by authors who are qualified and those who are not, are issues that should be addressed. Writing style and unity of subject matter attracts attention immediately and can be easily understood but those who are less qualified should not be taken seriously. Although the efficiency of this technology is evaluated with use of proportion of the desired results in pupils’ achievement, it does not exactly come out and is difficult to determine. The effect of the usage of internet among students is varied. They sometimes, use the Internet for reasons other than educational, like games that depict violence. Addiction to these internet games may even hamper the student’s academic performance. Accessing purely entertainment-oriented games will undoubtedly have less of a positive impact on kids’ learning than would games with educational content incorporated into the games. For example, there are Cyber chase games that the same time are entertaining and also contain contents that exercises problem solving, math, geometry, science, etc. One of the many ways that the Internet can help is to move education out of the classroom and create support anywhere, anytime for students. Inter net access can help pupils to be fluent in technology. They are now comfortable in researching information, and with the fluency of information. Also, home Internet use benefits the academic performance of children as young as age 10. If they have more time online they can improve their reading comprehension and total reading scores higher. This was attributed to the text-heavy nature of the internet. Students logged on primarily to surf the Web. Web pages are heavily

text based. Thus, whether searching for information about school-related projects or searching for information about personal interests and hobbies (e.g., rock stars, movies), children who were searching the Web more were reading more, and more time spent reading may account for improved performance on standardized tests on reading. Internet usage may result into higher standardized test scores in reading: “More time online was associated with higher reading comprehension and total reading scores, according to a study.” They attributed these results to the text-heavy nature of Internet Students logged on primarily to surf the Web. “Bullying” means systematically and chronically inflicting physical hurt or psychological distress on one or more students or employees. In 2012, House Bill 5496 or the Anti-Bullying Act of 2012, was submitted to Congress. It sought to promote greater awareness of the impact of bullying and how it can be prevented. But before the legislation was passed, the Department of Education (DepEd ) has adopted Order No. 40 or the Child Protection Policy to ensure special protection of children from abuse and bullying. It was a huge step when President Benigno Aquino III signed Republic Act 10627, or the Anti-Bullying Act of 2013, which requires all elementary and secondary schools to adopt policies that will prevent and address bullying in the classroom. The Act was signed last September 12, 2013. It defined bullying as the use of written, verbal or electronic expression, or a physical act or gesture to cause physical or emotional harm by one student to another student. Bullying can also mean

the creation of a hostile school environment, inf ringement of student rights, and “material and substantial” disruption of the school’s education process, according to the law. The school is our children’s second home. Lawmakers said the school authorities should be proactive and responsive to the law in order to ensure the safety of the students. DepEd finds the AntiBullying Act of 2013 as a “landmark piece of regulation” as it .enhances the DepEd’s existing Child Protection Policy and allows us to further develop our schools into learnercentered institutions. The law now mandates schools not only to adopt policies addressing the existence of bullying inside the campus, but also to conduct a rehabilitation program for victims of bullying. Schools are now required to set up clear procedures and strategies that will protect students who report on acts of bullying to prevent retaliation. Students may report anonymously, but the school may not take disciplinary action solely on the basis of an anonymous report. Names

of students who committed the act of bullying will also be strictly confidential except to persons involved in the case such as school administrators, teachers, and parents. Appropriate sanctions will be made by the Secretary of Education on school administrators who will fail to comply with the act’s implementing rules and regulations. This applies to both public and private schools, wherein private schools’ permit to operate may be suspended. Bullying is now the number one non-academic issue that most educators face, and is one of the top concerns of many parents. Defined as an act of repeated aggressive behaviour in order to intentionally hurt another person either emotionally, verbally, or physically, bullying is characterized by an individual behaving in a certain way to gain power over another person. Bullies may behave this way out of jealousy or because they themselves are bullied. When they leave school, they will most likely carry on their bullying in the workplace. A study conducted recently, revealed that most students in high school have experienced various forms of abuse either from their peers or from their teachers. It also defined violence against children as any act that violates chil-

dren’s rights, particularly their right to physical and mental health, security and bodily integrity. Children‘s perception of violence is focused on acts that hurt them physically or emotionally. This even includes punishment given to them by teachers for misbehaving, like being made to squat, stand in the corner of a room, or stand under the sun (commonly practiced in schools in rural areas). Although the children generally understood that these punishments are a way of disciplining them, the respondents said that they prefer a more positive way like being talked to or counselled by their teachers. They even consider bullying, when being called stupid or other demeaning terms, or being teased by their classmates. The implementation of the Anti-Bullying Act of 2013, provides relief for the millions of students who experience bullying in school. It is hoped that the Anti-Bullying law will help schools create a peaceful environment where children can develop their full potentials. It is high time that violence against children especially in schools, considered to be children’s second home and places for learning must be eradicated.

SURIGAO City—A tiger shark fished in waters between Bohol Island and Camiguin Island by a group of fishermen last Wednesday contained some unusual finds. Fishermen from Punta Bilar in Surigao City got the surprise of their lives when they found human bones in the shark’s belly. Fisherman Bodoy Gorgod, 48, who caught the fish, said they also found a human head and chomped lower leg, both parts with half-digested flesh. “The smell is so disgustingly foul and we cannot bear the awful smell,” he said. Until his latest catch, Gorgod, who has been fishing since he was 20, said he had never encountered a shark with human parts inside its belly. “It was a huge shark and we think it weight at least 300 kilos,” he said in the dialect. Fearing the ominous find, they threw the whole shark body, including the human remains back into the sea. “We had to ditch it because it might only bring bad luck,” he added. Police injured as two bomb explode in Zamboanga City

IT’s already the third week of November and for some reason, I just have this intuition to write about the youth of today in the region. Maybe because I’l be judging the regional eliminations of the Ten Accomplished Youth Organizations (TAYO) today here in Cagayan de Oro City. Or maybe there’s just many things that the youth in Northern Mindanao have

It’s 10:07 p.m. in the office as of this writing and I just received a text message from Cheenee Sebastian requesting a Mindanao Daily copy of the November 10 issue where their group – the SKETCH Bags feasibility project of Xavier Ecoville – was featured. The story behind the SKETCH Bags project is awe-inspiring. As early as 2012, seven Business Administration students from Xavier University already concocted a social enterprise project for their feasibility study, which is a major subject that runs through three semesters.
