OROQUIETA City, Misamis Occidental––The Department of Interior and Local Government (DILG), this province, said the Commission on Elections (Comelec) has reset the October 28, 2013 Sangguniang Kabataan (SK) Elections to February 21, this year.

The October 2013 Sangguniang Barangay (SB) elections was the latest national electoral exercise, conducted by the Comelec supposedly simultaneous with the SK Elections, Sanivier G. Patoc, DILG provincial director, said.

THE region’s biggest food festival kicks off today the Activity Center of the Ayala Centrio Mall in Cagyaan de Oro City.

Dubbed “Big Bite Northern Mindanao Food Festival”, the three-day event will kick off today with Misamis Oriental’s Kuyamis Festival, but would also feature the food products and dishes of the Region X’s other provinces: Green Bukidnon, Food

Basket of Mindanao on Saturday (January 10) featuring the province’s vegetables, pineapple, beef and coffee; and The Bounty of the Sea on Sunday, (January 11) highlighting the foods and dishes of Camiguin, Iligan and Misamis Occidental.

Events will be held at the Centrio Mall Activity Center while the exhibitors will be located al fresco at the Centrio Gardens.

Marasigan also said that successful trainees were also given equipment for there use and are said to have already earned an income derive from the small business.

IPMR selection for Kagan reset to January 12

DAVAO CITY -- National Commission on Indigenous People (NCIP-Davao City) has reset the conduct of validation and selection process of the new Indigenous People Mandatory Representative (IPMR) for Kagan tribe in the City Council of Davao to a later date.

After the three-year term of the first IP representative in the council, represented by Councilor Berino Mamboo of ATA tribe, the Kagan tribe is poised to assume next.

Davao City has 10 tribes recognized and represented in the council.

During the selection process, the NCIP explain how it is done and also how the tradition of Kagan tribe choose their leader.

Kagan tribe is represented by 37 Baragawa or tribal council in different Jemaah or tribal communities.

There are eight aspirants in Kagan tribe, running for IP Representative in the City Council, namely, Datu Mike Apadan, Datu Larry Cabaguio, Datu Japar Pandadayun, Mr. Joel Bustamante, Former Brgy. Chairman Lito Llapitan, Mr Janor Balo, Datu Nicanor Muhammad and Former SK

Federation Chairperson Bai Halila Sudagar.

However, after a close-door meeting and consensus of the aspirants, some of them waved their right to run in favor of one aspirant -- who is Datu Mike Apadan. They expressed support for Apadan when they were giving their speeched as aspirants.

As for former chairman Lito Llapitan of Barangay Tigatto, he did not concede, but has vowed to support the consensus of the other aspirants.

Meanwhile, the only woman among the aspirants who ran for IP representative, Bai Halila Sudagar, a former city councilor as SK representative, proceeded with her candidacy under the slogan that women are capable to lead the Kagan and IP in the city.

"According to our customary (practice) and the tradition of our tribe, men and women have equal rights to education and politics, aside from being Imam (religious leader) or a judge in Muslim laws," Halila said.

The withdrawal of some aspirants, dissapointed members of the tribal council who walked out after the deliberation.

The NCIP official reset the selection and validation process to January 12, 2015, because of lack of consensus with the aspirants being shortlisted to three, namely, Apadan, Llapitan and former Sudagar.

Iconic pipe bridge crossing to rise in Davao DAVAO CITY- An eyepleasing pipe bridge crossing will soon be a landmark along Davao City's historic Governor Generoso Bridge.

The Davao City Water District (DCWD) is currently building a suspension-type of pipe bridge crossing Davao River that will hold its 1000 millimeter water pipe.

The earlier pipe bridge which held 650 and 700 mm pipes was destroyed by floods two years ago and the temporary remedy was to place the pipes along the bridge. However Department of Public Works and Highways limited the capacity to just two 200 mm pipes.

"It drastically reduced capacity to 65%, affecting 45,000 connections." said DCWD spokesman Atty.

With the new pipes which has actually a bigger area than the combined 650 and 700 mm pipes there will be an 8% increase in water capacity as compared to the previous plain-looking pipe bridge before it was damaged by the flood.

AC Energy is also involved in the development of a 2 x 600MW power plant in Bataan beside the existing GN Power Mariveles plant, which is 17 percent owned

by AC Energy.

The new power plant has yet to achieve financial close, which is targeted in 2015.

In the meantime, the first unit of its 2 x 135MW coal-fired power plant in Calaca, Batangas under South Luzon Thermal Energy Corp. (SLTEC), a joint venture with Trans-Asia Oil and Development Corp., is scheduled to start commercial operations by the first quarter of 2015.

The second 135MW unit of the plant is currently

under construction and expected to be complete by the end of the year.

AC Energy’s wind farm projects have also reached completion in 2014.

The 19MW expansion of Northwind Power Development Corp. (Northwind) in Bangui, Ilocos Norte was done last October 2014 and has since been successfully delivering power to the grid.

T h e e x p ans i on h a s brought total capacity of Northwind’s facility to 52MW. The Department of Energy (DOE) has issued a Certificate of Endorsement for Feed-in-Tariff for this expansion.

(NLREC), also completed its 81-MW wind farm in Pagudpud, Ilocos Norte last November 11, 2014.

It has likewise been operational and has received the Certificate of Endorse-

ment for Feed-in-Tariff from the DOE. Combined, Northwind and NLREC put Ayala’s total wind power capacity at 133MW. AC Energy President and CEO Mr. Eric Francia said: “The completion of these projects is quite timely given the anticipated tightness in power supply this year.”

“We hope these power generation assets will help augment the country’s power requirements,” said Mr. Francia.

He said: “In the past three years Ayala has committed over US$700 million in equity to build much needed base load capacity and to develop renewable energy sources.”

“We continue to work on a pipeline of power projects together with our partners to meet our goal of assembling over 1,000 MW in attributable generating capacity over the next few years,” said Mr. Francia.

The hopeless dream continues Considering that the cost of fuel has gone down, the government should exert efforts to scale down the prices of goods. However, with the spiraling prices of goods, it becomes certain that the government is not doing anything to unburden the economic woes of the common people.

The prices of prime commodities and the staple food remain high. For instance, the kilo of first class commercial rice remains at P 38 to P 45.

In this case, the government argues that the consuming public should patronize the rice supplied by the National Food Authority (NFA) which is sold at P 28 per kilo.

Prices of canned goods and milk products remain a burden to the ordinary citizen. A sachet of milk sells at P 21. In this case, it is usual for a poor family to have their baby drink sugar-sweetened warm water as substitute for milk. No wonder, the baby suffers stunted growth. Malnutrition becomes a problem in the country because a family

could not afford to buy and consume nutritious food.

Whenever a mother goes to the barangay health center to avail of medical treatment for her child, the health attendant would simply prescribe “Vitamin C” for the child.

If by chance, a government doctor is around, the doctor would simply ask the mother to let the child eat more of “Moringa” sc. Name: Moringaceae (Malunggay).

Sadly this is what is happening to so many people now. They are so consumed by their love for money that they will do anything and everything just to satisfy their greed even if they end up corrupted to the bones as humans.

In yesterday’s column I talked about how the New Bilibid Prisons officials and guards were corrupted by the high profile convicted criminals they were charged to guard for them to close their eyes to the travesty of the law these convicts did when they had their prison cells converted into hotel-like rooms and their having lived lives as if they are not convicted criminals while actually serving their prison terms.

What is appalling with this is the fact that when these high profile convicts were temporarily locked up at the National Bureau of Investigation prison cells, they immediately succeeded in corrupting their NBI guards by allowing them to have large amounts of cash in their possession as if they have use for it while under incarceration and even use of communication gadgets.

This is how the love for money works. It corrupts everyone. Or is the love for money a state of being corrupt already?

Yesterday’s newspaper carried another appalling news about how agriculture officials led by the agency’s highest ranking official himself, Secretary Proceso Alcala, were bribed to the tune of P200 million just so they will allow the importation of garlic based on a fictitious scarcity of supply of the item.

These officials would not have allowed themselves to be corrupted by these unscrupulous garlic traders if not for their being consumed by their love for money.

We have to understand that to be corrupt is a choice.

If those New Bilibid Prisons officials and guards, those NBI agents tasked to guard the high profile convicts from Muntinlupa, those agriculture officials led by Alcala bribed by equally corrupt garlic traders said no to the lures of being corrupted, for sure they would have avoided becoming corrupt.

But they chose to be corrupted because of their love for money. They wanted to live lives beyond their means. I am sure that their

Somewhat, there could be some truth to the government’s claim. With the prices of fuel products going down, the government could have gain a lot - in terms of the value of international commitments. But, telling the Filipino people that the economy becomes brighter than ever is another thing.

How could that be when poverty remains a predicament of the majority of the 100 million Filipino people?

With the salaries and wages of ordinary workers remaining at poverty level, with the spiraling prices of goods, with the unemployment in the corridor - who would say that, the economic condition is getting better?

Perhaps, the economy would become rosy only

when the prices goods become affordable to the ordinary citizen. The economic condition would be better for the Filipinos if the salaries and wages of ordinary workers could meet the daily nutrition requirements of their families.

Yet, we are always apprehensive that under the present condition, all these things could be nothing but a dream of pessimism. Until the government’s monetary value becomes independent from the United State Dollar, nothing in this country could improve in the near future.

With a dollar-peso still at P 44 to a US dollar, the prices of goods in the country could not be tamed. After all, the commercial activities of the country’s biggest entrepreneurs are always “dollar based.” In other words, until the country’s economy becomes independent from foreign capitalist, our people will continue to suffer the consequences of a doomed economy. -0- react: crisguardian@yahoo.com

K to 12 Basic Education Curriculum:

A solution to uprising unemployment in the country

C

hange is never easy, especially when it is about a big undertaking such as the implementation of the new K-12 curriculum in the Philippines.

A recent change in the Philippines’ educational system was implemented starting in 2011.

Adding three years to the country’s basic education curriculum was formed into a law signed by no less than the President of the Philippines, Benigno S. Aquino in 2013.

It requires all Filipino students to have one year of kindergarten, six years of elementary schooling, four years of junior high school and two years of senior high school.

The implementation of the K-12 Basic Education Curriculum is the key to the nation’s development.

Twelve years of being in school is beneficial to the students because graduating at the age of 18 fully equipped with skills will be employable and competitive already.

They will be equipped with skills needed for a specific job even without a college degree.

Another good reason

for having this K-12 curriculum is that the graduates of this program will be more prepared to enter the labor force.

It is also designed to enable graduates to join the work force right after high school and suitably prepare those who want to continue on to higher education.

K – 12 is commended to be the great solution of the uprising unemployment in the country because graduates of this curriculum will be more prepared and well-trained that will make them qualify for employment.

In the recent survey, it was found out that many of the graduates of various courses were unemployed after college.

But with the graduates of the K-12 Basic Education Curriculum, it was expected that this will lessen the unemployment problem in the country because skilled workers are in demand globally.

It is high time however, that we join the rest of the world and improve the quality of the basic education system and the graduates for the betterment of the nation building.

Mayor asks BOC for protocol on LGU action vs smuggling

AMBOANGA CITY -- Mayor Beng Climaco has asked Customs Commissioner John Phillip Sevilla to come up with guidelines and protocol pertaining to campaigns against smuggling undertaking by local government units in coordination with police, military and other line agencies.

This, in view of what she described as slow response from the Bureau of Customs when police and military authorities intercepted a motorboat loaded with alleged smuggled sugar in barangay Sangali Tuesday morning.

“Per report, the PNP and Coast Guard responded but it took 12 hours for the Bureau of Customs to allow Coast Guard and PDEA to inspect the boat.

There is a lapse in

Customs response to line agencies who assist them in the campaign against smuggling,” the appalled Mayor Climaco said after an emergency meeting with the authorities yesterday morning at the BOC building at the port area.

A check with the Customs Central Office, according to the mayor, the sugar regulatory agency did not grant any permit for any sugar shipment.

Confiscated were 1,146 sacks of 50 kilos alleged smuggled sugar and upon verification, the motorboat’s crew members failed to present pertinent papers for the sugar being transported.

The owner of the vessel was identified as Mayor Abdulsalih Asmadon of Jolo Sulu and the owner of the sugar was a certain “Hasim.”

Philippine Coast Guard personnel issued Enforcement Inspection Apprehension Report (EIAR) for the said violation and certificate of inspection.

From the site, the motorboat, escorted by Coast Guard, Police and Army troops, was brought to the PPA wharf around 8:10pm the same day.

The vessel, cargoes and crew were formally received by a representative from the Zamboanga Bureau of Customs at 9am of Wednesday (Jan. 7) for proper disposition.

We cannot deny the fact that in the Philippine setting, politics is aggressive. Yet to this man, even how much he’s exposed to the reality of political inclination, undoubtedly acted upon his dream to help and raise the community by diving into an agricultural business.

It was first a family business of the Chiong but when their father died the company seemed to have lost its way in the hardware industry and was later on declared bankrupt. Wilfredo “Willy” T. Chiong Jr. then tried to revive the company, opening it as the sole owner with only no more than 50sq. meter establishment as a display center in the year 1996.

Willy’s company rented to such establishment for few years and in the year 2001, he was able to relocate the companies display center and store to a new and bigger area where he was able to establish a two storey building at the port road in front of Gaisano Mall Ozamiz bearing the same name of their once family hardware business as a tribute to his father’s legacy.

Building Resources Inc. gained more profit as more and more people trusted the company and patronized its products.

It seemed to blossom in the hardware industry as Willy opened a new branch of the company in Pagadian City, Zamboanga del Sur in 2002 and Molave branch in the latter year. The company then took some biddings and was able to make contractual projects not only to places where its branches are located but so with its neighboring cities and provinces like Dipolog City, Dapitan City, Lanao del Norte, Lanao del Sur and more…

They said the goods that they sell were at a low price compared to other stores in our municipality. Thus, I keep on buying on his store which is located near the town’s market.

Then one day, I noticed photos posted on one of the store tables. The array of photos was taken in different places outside the Philippines with the cashier man on it. Curiosity got me that I began to ask my co-teacher Ms. Nathalie of who the man behind the cashier table is. She even jokingly replied that Arvin Roa, the cashier/owner of the store is looking for a girlfriend who works as a teacher. No way! Not that he is ugly but I find him too busy for everything.

I never knew back then that he had also his own struggles in life. Not to mention that his family name is Roa, prominent people in Clarin. He actually belongs to a brood of ten and had to work abroad to support not only himself but also his own family.

Nevertheless, his hardwork paid off when he went back to his homeland and opened a mini-store. He is always there and held the rein so fightly that the mini-store became a grocery store after a year. Two years after it ventured to other business opportunities like a lotto outlet and a meat shop. Then rose his Sitio Arvin located near the Clarin Suman House with four apartments on it.

Arvin Roa Store, Lotto Outlet, Loading Station, Meat Shop, Sitio Arvin and who knows what’s next.

At thirty-nine he is still very busy for everything even his own love life. No wonder, he keeps on accumulating more assets to become financially stable.

A nobody? Definitely, he is somebody.

Out of curiosity I asked the two guys if they were delivering the bags of tube ice to stores owned by the mall. And they gave me a no answer.

The bags of tube ice were orders by tenants of the malls who are into food services. Because they can only order this particular item from the mall itself.

If this is not greed at the highest level, pray tell what is. Can you imagine this mall killing the small tube ice companies by prohibiting them from doing business with their tenants because they want their tenants to be their captive clients of this particular item?

This is truly how the love for money can transform humans from being bearers of God’s image to being beasts in human form.

Unlike traditional education in which one goes to school regularly to meet teachers and classmates, a student availing himself or herself of distance learning can attend classes while at home or in the workplace with the use of modules, e-mail, chat and video conference to name a few.

Like the traditional learning experience, distance education follows a curriculum, but studying can be done at one’s pace.

To ensure efficiency and quality, mechanisms are employed to monitor and ensure the academic progress of the students.

“As long as the necessary support for the efficient implementation of the system as enunciated in the bill are followed, open learning and distance education could well serve as effective engines to develop our people and nation,” Villar added.

Villar is also the principal author and co-sponsor of Senate Bill No. 2272 that has also been signed into law, Republic Act 10647.

The said bill aims to strengthen the ladderized interface between technicalvocational education and higher education.

Ladderized education allows students to progress between technical-vocational education and training (TVET) and college, and vice-versa.

At the same time, it opens opportunities for career and educational advancement for working and non-working students. It seeks to provide alternative methods and systems of education for working students and out of school youths.

Gov’t pours in P480M tourism infra support

AGAYAN DE ORO CITY – The National Government has allocated more than P480 million for infrastructure support to the Province of Misamis Oriental, noting its priority programs for tourism development.

Director Catalino E. Chan III said this is in line with the government’s tourism road convergence programs of the Department of Tourism (DOT) and Department of Public Works and Highways (DPWH) for the construction of local road projects in priority tourism destinations in the province.

He cited that there are some spots that are not accessible for tourists.

Chan further said during the opening of the 2nd Kuyamis Festival that the government has vowed to support in the pursuit of Misamis Oriental on its tourism program and commended the province for holding such activity as he echoed the statement of Tourism Secretary Ramon R. Jimenez Jr that it is best to have more activities

like this rather than promoting violence in Mindanao.

Further, he said, “Let us make this province the coconut destination of the country.”

Among the D OT-DPWH Convergence Program for Tourism Road Infrastructure Project Prioritization (TRIPP) for the province include access road for Sagpulon springs in Jasaan, falls in Naawan, and junction road from Opol town to Laguindingan airport. As the province commemorates its 85th Founding Anniversary, the provincial government opened its weeklong 2nd Kuyamis Festival on January 5, 2015 with the theme “Panagdait alang sa Mauswagaon, Malambuon ug Malipayong Misamis Oriental,” to perk up the local business and tourism industry.

Kuyamis Festival is an occasion associated with the founding of the province of Misamis Oriental since it became a separate and independent local government unit on January 1, 1930, by virtue of Republic Act 3537.

Historical jottings and sources reveal that Kuyamis is the orignal name of Misamis. It is a variety of sweet coconut,

which was a staple food of the earliest known Negrito settlers of Misamis. The word "Kuyamis" later named to "Misamis" when the Spanish colonizers came.

The highlight of the Kuyamis Festival, an agro-tourism festival, is the showcasing of products and by-products made out of the tree of life—the coconut. Items, handicrafts, articles, stuffs and food of Filipino delicacies that necessarily use coconut and its parts are sold by different participating municipalities. Art exhibits are also conducted by local artists from the province.

We aimed to establish a unique character for Misamis Oriental through featuring our own variety of coconut, the “kuyamis” that is abundant in our province, said governor Yevgeny Vincente B. Emano.

Tourism remains one of pillars of growth and inclusiveness. In this, DOT is asking for continuous support especially for VPY 2015 for, after all, it motives to attract domestic and international tourists that would invest in the country.

T

he Department of Tourism Region 10 has launched locally the Visit the Philippines Year 2015, another gist of the department for all local and foreign tourists in experiencing the enduring promise of “It’s More Fun in the Philippines” campaign. It was held January 6, 2015 at Centrio Mall, Cagayan de Oro City.

The Visit the Philippines Year 2015 aims in promoting the highlights of the Philippines to the world. It is trying to promote ‘It’s More Fun in the Philippines to the world, DOT-10 Regional Director Catalino “Butch” E. Chan III introduced before the tourism officers, department regional directors and representatives from academes, government agencies and CDO businesses, and guests.

He said that the logo for VPY 2015 looks like a stamp because it symbolizes travel, and means exploring different places and festivals in the Philippines that anyone could be proud of.

Chan said in his speech that he is also happy, knowing that one festival in Region 10, particularly in Misamis Occidental, is the first to be accredited as a major festival or event of VPY 2015 which means more tourists will be visiting Region 10 in 2015.

During the launching, local pride such as DOT10 Singing Ambassadors gave their piece. Kagayan Performing Arts also showcased their talents through interpreting Mindanao culture.

Moreover, the regional director encouraged everyone to help spreading VPY 2015 because it is a great opportunity to share what Region 10 has to offer. It is also best way to invite people to visit
