A raw but reliable intelligence report relayed to the Duterte camp said big drug lords based in Luzon, Visayas and Mindanao have linked up to put up a united front against a Duterte Presidency. “Information gathered showed that there are three strategies to be employed in neutralising Duterte,” said a member of the Duterte camp who received the raw intelligence information yesterday. The first option would be to eliminate Duterte before he could even decide to run for the presidency through assassination, the intelligence information said. The second option is to launch a negative media

campaign and black propaganda against the Davao City mayor. The third would be the use of drug money during the campaign period and the elections to ensure the defeat of Duterte. Duterte has been advised to beef up his security following the receipt of the raw intelligence information. Security analysts said that while the intelligence report still has to undergo validation, a concerted effort by the drug syndicates against a presidential prospect who could work against the drug operations in the country is highly probable. A few days ago, Duterte issued a warning that unless the government focuses on the worsening drugs problem in the country, the young Filipinos today could be a “damaged generation.” Duterte’s warning came in the heels of an announcement made by the Philippine Drug Enforcement Agency (PDEA) that 92% of the barangays in Metro Manila

face drugs problems. In an article published by a national broadsheet, the PDEA reported that more than 8,000 barangays in the country are plagued with the drug menace. PDEA director general Arturo Cacdac Jr. said that based on its consolidated data gathered from operational reports and other law enforcement agencies, the PDEA said around 20.51 percent or 8,629 villages out of the 42,065 barangays nationwide have drug-related cases. “Metro Manila has the highest rate of being drug-

Energy firm to invest US$1b for 3 biomass plants in R-10

AGAYAN de Oro City--The renewable energy company Mackay Green Energy, Inc. is keen on investing US$1 billion (P45 billion) to build its three biomass power plants in Northern Mindanao. The biomass power plants, which will have a total generating capacity of 32 megawatts (MWs), will be built in the provinces of Bukidnon and Misamis Oriental. “It costs US$3 million (P136 million) per megawatt, all in, including the turbines,” James Mackay, chairman and CEO of Mackay Green Energy, Inc. said in a release. The planned biomass power plant in Misamis Oriental will be the biggest in terms of generating capacity among the three facilities, with 12 MWs, while the two power facilities in Bukidnon will each have 12 MWs. Mackay said that the Misamis Oriental Biomass Energy Corporation, Kalilangan Biomass Energy Corp., and Don Carlos Biomass Energy Corp. will utilize bana grass as fuel to produce power. Bana grass, a hybrid of Pennisetum Purpureum and Pennisetum Americanum, is considered a green grass like its sister napier grass. It is highly tolerant to drought and typhoons, is pest resistant and nonallergenic. “The gas from the bana grass is 60 percent methane. The methane will run the power plant and the byproduct is green coal,” Mackay said. Green coal or bio-coal

is produced by torrefaction, a mild form of pyrolysis or thermochemical treatment of biomass carried out under atmospheric pressure and without oxygen to change biomass properties to provide a much better fuel quality for combustion and gasification applications. The end product is a stable, homogenous, high quality biofuel with far greater energy density and calorific value than the original feedstock. Mackay’s torrefaction technology increases the calorific value of green coal by up to 35% to 11,400 BTU/ lb or 26.5 GJ/ton. Green coal is a valuable commodity and when pelletized, is non-hydroscopic and is better suited for transport due to its stability and density. For Mackay Green Energy, Inc., its green coal will also be sold domestically and abroad. “We have contracts here.

For Korea, Japan and Spain and the Thais, they are using it for existing coal power plants. We are also in talks with local corporations, in Mindanao, and also in Negros and Luzon,” he said. He said that bana grass is very ideal in warmth and humid climate of the Philippines. It is good for soil stabilization and thrives with minimal fertilizers on nonprime land. It is harvested thrice a year and a hectare of land yields up to 200 tons dry or 400 to 600 tons wet. “It’s a unique crop and a sister to napier grass but you only plant it one time. The yield is up to 600 wet tons per hectare per year. This crop is a dedicated biomass crop therefore it doesn’t interfere with the food crop,” added Mackay, Mackay Green Energy, Inc. currently has 130 hectares of bana grass plantation in Pantabangan, Nueva Ecija. The company also operates a new bana grass plantation totaling 6,000 hectares in Amlan, Negros Oriental. It is also planning to plant bana grass in a 1,000 hectares of land in San Miguel, Leyte. Bana grass is high in protein, with at least 16% protein content at around 8 weeks, making it good as a feedstock for any type of cattle. After four months, bana grass is harvested, with the top portion used for animal feedstock while the bottom portion is used for biomass fuel. Mackay said that the company will be “breaking ground by the middle of next month” and that construction is expected to be finished in nine months. (Bong D. Fabe)

by unfortunate events and lessons of the recent past, this is not easy. The interregnum period should be put to good use to do this. Yes, there are trust and confidence issues that have to be addressed. There are also stringent and sacrosanct perimeters that must be observed. BIGOTRY. That this has been a divisive issue is a given. The lively and insightful debate can continue. But bigotry on all sides has no place in this spirited discourse. A “bigot”, by the way, is one who stubbornly shuns and exhibits complete intolerance of any creed, belief or opinion that differs from his own. To call our peace negotiators “traitors” is way below the gutters. It smacks of political grandstanding, which in the onset of the political season is perfectly understandable but definitely not acceptable and tolerable. On the other hand, to label those against the BBL as “anti-Moro” is also an act of bigotry, pure and simple! We should relegate all those bigots to the ignominy of the stinking garbage dump where they properly belong (Pardon the strong language but I mean every word of it)! Although we understand the big disappointment, bordering on anger of those who support the Bangsamoro, saber rattling or the threat of war will not work. It will only create a backlash. Let us not begrudge Congress for doing due diligence. Let us also not take it against all those who raise the alarm. When the smoke clears, the bottomline for us is to really pass a law that is inclusive and sustainable; we badly need a legal framework to address that oft-quoted but

We should have no doubts about this at all. If things turn awry, Congress can even later strike down the law, if need be. The sovereign people have the final say. But to spurn a hand of peace is, I say again, sheer folly! Whatever it takes, let us all, --- the Bangsamoro and the non-Bangsamoro -- stay the course. There is no other option. DENR calls support for decarbonized economy B UTUAN CITY -- The Department of Environment and Natural Resources (DENR) strongly supports and advocates decarbonizing economy by replacing fossil fuels with renewable sources of power such as hydro, geothermal, wind, solar, and bio energy in running the economic activities and by planting more trees that can absorb carbon dioxide and other greenhouse gases (GHG). IN the Philippines, the Biofuels Act of 2006 mandates a 2% biodiesel blend in diesel and a 10% bioethanol blend in gasoline.

According to Maruyama and others, the Act has fuelled a rising interest in biofuels and how they can help mitigate climate change. The African oil palm (Elaeis guineensis), one of the oil-palm species planted in the Philippines, produces three to eight times more oil than other oil crops, including sunflower and coconut. The oil produced can be used as biofuel and in other non-edible products, like plastics and detergents. Not only does the African oil palm provide greenhouse-gas savings compared to the use of fossil fuels it also sequesters carbon from the atmosphere, as has been described in the

The researchers assessed the carbon contents of six oil-palm plants from plantations aged two, five, six,

seven, eight and nine years of the Philippine Agricultural Land Development and Mills Inc in Bohol. They divided the plants into six par ts—tr unk, fronds, leaves, fruits, flowers and roots—and measured the biomass of each to estimate how many tonnes of carbon could be sequestered by each plant and, by extension, each plantation. When examining the

biomass of the plants, the researchers found that older plants had more biomass than younger ones. Biomass is proportional to the amount of carbon stored, meaning that more biomass in the plant equals more stored carbon. This also means that older plants with higher biomass can fix, or sequester, more carbon. The results showed that the trunk with frond butts had the largest amount of carbon per plant, followed by the fronds. Converting grasslands,

which only sequester a tonne of carbon per hectare per year, into oil palm plantations would help in sequestering larger amounts of carbon. According to Dr Pulhin and team, ‘… converting one million hectares of grasslands into oil-palm plantations will store about 55 million metric tonnes of carbon’. However, this only applies when converting barren areas, not forests, because forests store more carbon than the expected amount from oil-palm plantations.

The AI did phenomenally well. “To our surprise, the average performance of human beings is a little lower than that of our proposed method,” the researchers

said. Of course, this system is custom built for IQ tests, which follow a fairly rigid formula. A real-life scenario straying from those strict parameters could prove more difficult for the computer. Still, it’s a major step forward in computer science. The event also doubled with a sounds quality and loud and clear anarchy competition whose participants circled a total of 15 meters within the Provincial Capitol Grounds. Since the pageant was national in scope, participants came all the way from Kidapawan, Davao, Digos, Pagadian and Cebu.
