AVAO City - A member of the City Council has proposed implementing intercropping projects such as cacao and banana instead of massive oil palm ventures in Paquibato and Marilog districts. C o u n c i l o r Ma r i s s a Salvador Abella, chair of the committee on agriculture told she was wary of oil palm as a crop since it would not promote sustainable agriculture. However, Abella said the decision on which project

to support rests on the city council. She said there should be a parallel development of the other crops so in the city’s hinterlands instead of devoting these huge a single crop. She cited that there studies saying oil palm could affect the city’s watersheds. Last June, Vice Mayor Paolo Z. Duterte said the oil palm project could help address insurgency and poverty in some areas of Paquibato district.

“For so many years, the local government has been trying to solve the problem of insurgency and poverty in some areas of Paquibato district. I support the suggestion of the Mayor (Rodrigo Duterte) to put up a Palm Oil Plantation because I think this brings about a win-win solution to the problem,” Duterte said in a statement. The younger Duterte quipped at Jean Lindo, co-chair of Panalipdan Southern Mindanao, for

The area serves as a major production area of the city because of its agroforestry products, the CLUP said. Paquibato, meanwhile, has at least 110,000 hectares classified as brush and grass lands, with forest cover occupying 10,492 hectares. Around 1,700 hectares has b een classif ied as agricultural land. Both districts are occupied mostly by indigenous peoples, the Ata, Manobo, and Matigsalug. Paquibato and Marilog are also classified as potential geo-hazard risks due to its steep slopes, according to the Mines and Geosciences Bureau. During his one-day seminar on excellence held at the Bulwagan Building at the Provincial Capitol, Kong emphasized the role of the government in creating an ideal environment for the growth of its citizens. “Government should be at the forefront of modelling. When it comes to performance, excellence, integrity, you cannot mandate it. You can only model it”, he said. Kong advocates for the government to have a business-minded approach in its processes. At the provincial level, he said that this can be applied by creating a friendly environment for the economy to prosper. He said that a primary deterrent to potential investors is the long list of bureaucratic processes that one has to go through in order to establish a business. “The leaders in the government should provide a very friendly atmosphere where business is robust. Investments-steered economy

is better because there are jobs, income”, he said. To achieve this, Kong believes that the government should focus on preserving the peace and order, and highlighting values education among the youth. He hopes that this will inspire Filipinos to pursue endeavors geared toward national development. “Government should show performance of excellence by example. The inaugural ceremony for the new building was a celebration of sorts for the institution to show its appreciation for the grid operator’s donation. Nelson F. Cabangon, NGCP Corporate Affairs Department head, modestly said, “It is an honor for NGCP to have the opportunity to serve the students and the people of Wakat, Barobo, Surigao del Sur by way of donating this school building.” According to Cabangon, the school building was just NGCP’s gesture of returning the favor given by the

A just and decent pay for teachers and employees Advocates for quality education wants a just and decent pay for teachers and employees. Indeed its about time that government must realize how important it is to support sufficiently our teachers and employees of schools if we want quality education. The government committed to improve the quality of education and to provide free and compulsory primary education for all but the quality of education in this country is still very poor as shown in the low performance of students in the National Achievement Tests. The problem may lie on the lack of teaching efforts because the teachers are more focused on how to improve their livelihhod in order to fight poverty. More so, there are other considerations. The Alliance for Concerned Teachers said: “Provision of free and compulsory primary education for all on the other hand is

still just a slogan. Access to quality educationt especially in the rural areas is yet to be realized. Students continue to walk for miles just to reach the nearest school, classrooms are still lacking, large classsize still exist throughout the country and there is still no available sufficient numbers of educational facilities such as libraries and laboratories (for existing laboratories, equipment and materials are nowhere to be found); books to student ratio is still high, while there are students who opted to buy their own books just to have something to use.” These commitments of our government can only be attained if our education sector is allotted the necessary amount of funding. We continue to lag behind the 6% of the Gross Domestic Product prescription of the United Nations Educational, Scientific and Cultural Organization

( U N ES C O ) . The pres ent administration is only allotting 2.2 % of our GDP for education. We didn’t even reach a half of the prescription. This is the main reason why quality education in the country is still a far cry for us,” ACT lamented. What hinders quality education in the country is the low salary level given to our teachers and education employees despite their overworked status, aside from the lack of budget for education. Despite the resounding support from lawmakers for the salary increase of teachers and employees, nothing has been done yet by the present admninistration. The shooting incident in Pangasinan involving a police officer that resulted in the death of three teachers speaks of the sad reality of the plight of our mentors. The ordinary teacher will tell

you that she can no longer take her salary home because the lending institutions already possess their ATMS. Teachers are forced to run to usurious leners to make both ends meet. What is worse is the fact teachers and school employees go to usurious 5/6 lenders where 20% interest is immediately deducted from their loans. “Öur ATM cards are no longer with us in these cases as this goes under the control of our creditors. They are the ones withdrawing our salaries and they will just give us the remaining amount after deducting our monthly fees. This situation is very dehumanizing. It is us who educate the populace and made born our intellectuals and professionals and yet, it is us who is less valued by the government. We are still buried in the bay of poverty,” ACT lamented. After listening to lectures and video presentations, the participants identified in a small group discussion the issues on the problem of improper garbage disposals, poor sewerage system, sand quarrying, and illegal logging as among those concerns that may put the city at high risk and vulnerable to climate change. City Administrator Danilo V. Alvaro said that 20 years ago typhoons seldom passed through the island. “Mindanao was a very safe place because we were seldom visited by calamities. But now, one can observe that in a year, we are visited by typhoons five to six times,” he said. “Climate Change brings us disaster. That is why we are here to open our eyes [to

the realities],” he said adding that whenever man-made or natural calamities occur, the city government is able to respond. Alvaro hopes that this will change and challenge the barangay leaders to equip themselves with knowledge and skills to respond to situations. “You are the first line of defense when it comes to disasters,” the administrator said. He urged the barangays to set up the initial mechanisms, structures, and procedures in the community level, like pre-identified evacuation centers, before the city government could support. The Philippine Information Agency (PIA) in Basilan led the discussion on climate change resiliency and mitigation through the 30-minute video documentation. Multipartite group to be created to monitor operations of Surigao mining firm SURIGAO CITY -- Following complaints from residents of the discoloration of a creek where they bathe and wash their clothes, a multipartite group will be set up next week to monitor activities of the Silangan Mining Mindanao, Inc. in the municipality of Placer in Surigao del Norte. According to Rene Gonzales, mines and safety division chief of the Mines and Geosciences Bureau (MBG) Caraga, the Multipartite Monitoring Team will be composed of representatives from the Department of Environment and Natural Resources (DENR) and its sub-offices (the MGB and the Environment Management Bureau), local government units, nongovernment organizations and the religious sector. Gonzales said no MMT has been set up yet for Silangan Mining to watch its activities because it is still in the development stage. He said he already talked with representatives of the mining firm about the creation of the MMT and the company has expressed its support. “We should come up with MMT to monitor them,” he said. Some residents in Barangay Boyongan in Placer are worried over the alleged polluted water in the creek, saying it has something to do with the ongoing mining operation of Silangan Mining. Last week, residents in Barangay Boyongan, Placer, Surigao del Norte said the discoloration of the water has been happening since late last year. Mamerto Tinaveras, a farmer, said the water appears whitish with some

sediments. He blamed it for his carabao getting ill. “We don’t use the water from the creek anymore because it is already whitish, sometimes it appears like milk,” he said in the vernacular. Gonzales said the water from the ground of the mining area are apparently treated with flocculant and coagulant but these must have settled in the pond, the reason it became whitish. He assured this has no ill effects on the environment but said it still has to be addressed. An MGB official also said that this water from the creek flows down to Barangay Timamana and Cawilan in Tubod town and in Magpayang in Mainit and would settle in Lake Mainit. Jerry Bayana, a worker of Silangan Mining, told MindaNews they will come up with solutions on the matter.

Silangan Mining Company, Inc. is a subsidiary of Philex Mining, which has substantial presence in Benguet Province. It is expected to mine gold and copper and is now undertaking works for an underground tunnel in preparation for its commercial operations in 2018. The company is also said to be considering to venture into open-pit mining in the area. RIPS at all-time high

The Revenue Integrity Protection Service (RIPS) has achieved its highest performance in its 11-year history. A marked improvement in 2014 with 85 investigations initiated over the eight-month period from January to August represents a 45 percent increase compared to the previous highest record of 58 attained in 2013. RIPS’ accomplishment in the Successful Decisions category also increased by 116 percent, where for the period of January to August 2014 it attained 13 favourable decisions compared to the previous record of 6 successful decisions set during the same period in 2011. Successful decisions refer to cases resolved in RIPS’ favor, usually resulting to suspensions, dismissals, penalties, and or criminal convictions. Out of the 13 resolutions, six of them imposed the penalty of dismissal from the service. This is a marked improvement from the period of 2003-2013, when the average dismissal from the service attained by RIPS was one dismissal per year. Department of Finance (DOF) Undersecretary Carlo A. Carag of the Revenue Operations and Legal Affairs Group said, “This is the best performance RIPS has registered in history. These are encouraging numbers as we continue to investigate and crack down on erring public

officials in our campaign to root out corruption and reform the government.” Ephyro Amatong, Chair of the DOF Regulatory Compliance and Anti-Corruption Cluster, welcomed the news, saying, “The measurable improvements by RIPS to date reflect the Aquino Administration’s continuing resolve to combat corruption. We will carry this fight for good governance to the very last stretches.” The DOF noted that the total number of cases filed against erring government officials, including Bureau of Customs (BOC) collectors, increased from only five cases in 2010 to 101 by June 2014. During the current administration, a total of 108 personalities have been charged at the Office of the Ombudsman (76) and at the Civil Service Commission (27), while five personalities were referred to the concerned agency for formal filing of charge. Notable RIPS cases include Paulino C. Elevado IV, a Porsche-driving BOC messenger found guilty of serious dishonesty, falsification of public documents, and dishonest declarations in his Statement of Assets, Liabilities, and Net Worth (SALN) by the Office of the Ombudsman. BSP reports 20% up in reg’l bank deposits in E. Visayas TACLOBAN City - Eastern Visayas posted a record high bank deposit in 2013 at Php 58.78 billion or 20 percent up than a year ago, driven by high remittances and post-Yolanda financial aid from international humanitarian organizations. Last year’s total bank deposit in the region is a big increase from the Php48.84 billion recorded in 2012, the Bangko Sentral ng Pilipinas (BSP) said in its recent report. Bankers attributed the growth to high remittances and pouring out of funds from the humanitarian relief organizations after super typhoon Yolanda struck the region in November 2013. “Bank deposits grew because a lot of cash have been coming to help the victims. Many people opened new accounts and those with existing accounts had put in more funds in banks,”

Deposit liabilities refer to money placed by an individual or corporation into a banking institution for safekeeping. “Much of the deposit was driven by income of corporations and individuals,” said Fernando Y. Silvoza, BSP Department of Economic Statistics deputy director, in a recent visit here. The record-high increase in total deposits is paralleled with the region’s 5.7 percent economic growth last year. “Number of operating banks in Region 8 also increased to 161 in 2013 from 150 a year ago,” Silvoza added. Total accounts were pegged at 673,685 in 2012 or a 2.6 percent growth

from the 691,426 last year. All provinces also posted significant growth in both accounts and deposits. Data from the Philippine Deposit Insurance Corporation (PDIC) showed that of the total P58.78 billion deposit portfolios, P38.11 billion were in Leyte, Php6.34 billion in Samar, P5.89 billion in Southern Leyte, P4.17 billion in Northern Samar, Php2.83 billion in Eastern Samar, and Php1.41 billion in Biliran. Tacloban City, the region’s capital city with 39 operating banks, recorded deposit liabilities of Php2.42 billion maintained by 231,740 accounts. “The impact of super typhoon Yolanda to the banking sector would be minimal because of the pouring in of funds for reconstruction from the national government and non-government organizations,” Silvoza said. Capitol, STEAG launch new developments in tourism sites By Irene Joy B. Dayo

T

he provincial government of Misamis Oriental, in collaboration with its private organization partners, has conducted a groundbreaking ceremony to finally mark the start of construction of a multimillion projects. The groundbreaking was held September 23, 2014 in two different sites in Jasaan, Misamis Oriental. Agutayan White Island in Jasaan is the location site of Agutayan Reef Watchtower. It is a 6.6-million project, funded by STEAG State Power Inc. as a part of its contribution to the social and environmental protection programs for its host communities. According to STEAG, it will help in enhancing the Jasaan local government unit’s capability for environmental monitoring and environmental laws enforcement in the area. In addition, the project will also address the ecotourism drive of the provincial government. The tower will be a twostorey structure, having 83.92 square meters that include observation room, viewing decks, lantern room and catwalk. It is expected to be completed by December this year. It is a 10-million development project funded by Philippine Tourism Authority.

This project includes construction on function hall, room rentals and shower and rest rooms. Governor Bambi Emano expressed his gratitude to the partner organizations for the collaboration that aimed to develop tourism site in the province, specifically in Jasaan town. “Through these projects, our dream for

the province is becoming a reality,” he said. The governor, under his flagship, develops and promotes sites that can bring jobs and provide livelihood to the residents. “With the rich resources and fertile land, we still have people who can’t eat three times a day. These projects are more than just to be projects, these are livelihood

projects,” he ended. Further, Governor Emano challenged the Jasaan people in terms of maintenance and sustainability because once they failed to protect the sites; tourists will no longer come back in their place. Jasaan municipal administrator and former mayor, Engr. Redentor S. Jardin, in behalf of Mayor

Grace Jardin, thanked the provincial government and partners for choosing Jasaan sites as beneficiary of development projects. He committed that in their lead, residents will protect the sites. For the Sagpulon Falls site development project, the province targets first quarter of 2015 for it to be completed.

Ecological Agriculture. Greenpeace along with its partner organizations launched its nationwide project dubbed as Yes to Ecological Agriculture Diversity Fair in Cagayan de Oro City. It took place at Centrio Mall from September 19, 2014 and concluded on Sunday, September 21. The fair displayed various organic products such as organic rice, corn and peanuts. The project seeks to promote ecological agriculture in the Philippines to ensure nutrition and food security. Moreover, this discourages individuals on instant and processed food that are loaded with artificial flavors, additives, pesticides, harmful chemicals and especially, genetically modified organisms (GMOs). Night after night before I went to sleep, there were voices whispering into my mind: “It is all your fault. You are so dumb. Why would you risk everything without counting the consequences? TXS presents Agatha Christie’s Ten Little Indians

T

he seemingly innocent title, which is also a famous nursery rhyme, is rather misleading – considering the author is English crime novelist, short story writer, and playwright Agatha Christie. Agatha Christie’s tale of 10 people invited to an isolated place only to find that an unseen person is killing them one by one was also brought to life by British director George Pollock in a 1965 film adaptation. The Xavier Stage (TXS) kicks of its Theatre Season Production with its own adaptation of Ten Little Indians. This time, as translated by Don Pagusara and Directed by Hobart P. Savior, which premiered September 20, at the Xavier University Little Theater (XULT). Xavier Ecoville Project (XEP) coordinator Ryan Madrid gives us an overview of the adaptation: “Ten Little Indians by Agatha Christie, as translated by Don Pagusara, revolves around the intertwined stories of ten seemingly normal individuals: a previously alcoholic but successful doctor, a cold and imposing judge, an attractive and self-confident secretary, an old and mentally unstable former major, a self-assured and adventurous police, an inquisitive and judgmental detective, a cocky and thrill-seeking young adult, a stubbornly conservative and prudish old maid and a hardworking but grouchy husband and wife house help. All strangers have crossed paths in an island resort in Davao Oriental upon the invitation of a certain Mr. and Mrs. Dalisay. Everything was set for a perfect summer holiday. Except, there was no Mr. or Mrs. Dalisay. A strange recorded voice incriminates the ten guests of criminal acts, setting into motion an interrogation that revealed dark secrets and haunted pasts. A supposed fun party turns dangerously bloody as one by one, the guests mysteriously fall to their death to the tune of the ‘Ten Little Soldiers’

nursery rhyme. As the guests realize the danger they are in, they begin to suspect one another. And then it became clear: the madman on a killing spree is one of them! The story evolves into an expanse of thematic suspensions to include guilt, conscience, disbelief and righteousness. As the story develops with its societal undertones in the present day context, the audience will begin to question the thin line between cruelty, justice and the common good.” Director Hobart P. Savior explains the concept of this year’s TXS season: “Misteryo is The Xavier Stage’s detour from its original plan of staging the absurd. The company feels that it has to prepare first its artists as well as its audiences. Staging mystery theatre play is a convenient resort that serves as a better transition before leaping to and engaging with the absurdist’s constructs. Misteryo holds audiences in suspense. A careful rendition of ‘who has done it’ and inquisition leads the audience in finding out who the murderer is and who’s next – a gripping technique that glues the audience makes Misteryo a terror delight. This move aims at approximating their plots into our contemporary murder mystery possibilities. All the productions in this season are written in the Sebuano language.” Misteryo is part of Siete Artes: Xavier Center for Culture and the Arts’ 7th Cultural Season. The team placed second in the tournament, securing a slot to the IeSF 2014 World Championships in Azerbaijan in November. Philippines’ Team Mineski took home USD3,000 after placing second at the 1st Asian eSports Championship during the SUN Cellular-GameX eSports Festival in SM City Cebu.
