Z AMB OANGA City–– Government authorities have intercepted Wednesday a shipment of at least 200 grams of shabu worth hundreds of thousands of pesos at the Zamboanga International Airport (ZIA). ZIA Aviation Security Group (AVSEGroup) chief Senior Insp. Reycar Bassig said the shipment of shabu was intercepted around 8:15 a.m. Wednesday at the airport’s check-in area. Bassig said the shipment, which was sent through a private courier firm, is bound for Jolo, Sulu via Zamboanga City. Bassig said the shipment arrived in this city Tuesday from Manila and the origin of which is Las Piñas City. The shabu was wrapped in black plastics, placed in CANCELLED. TAGUM City––Davao Oriental and four towns in Davao del Norte have been declared under state of calamity after floods and landslides killed 15 people, injured 34, displaced some 31,062 families, destroyed two vital bridges, engulfed a school, and suspended classes up to secondary levels. The Office of Civil Defense Region 11 reported as of January 14, 8 am, a total of 31,062 families or 152,276 persons were displaced coming from 16 municipalities and two cities in the region because of flooding and landslides. Floods and landslides have struck

A landslide in Pulang Lupa in Barangay Bango, Compostela municipalty in Compostela Valley engulfed an elementary school last Sunday.Three were confirmed dead in the landslide, but here are still others missing. Mindanao power consumers to get P180m refund CAGAYAN de Oro City–– Electric cooperatives in Mindanao that source their power needs from power barge operator Therma Marine Inc. (TMI) will begin receiving refund this month, amounting to P180 million as a result of adjustments

made in rates for power delivered to them in 2011. Based on the January 3, 2014 decision promulgated with finality by the Energy Regulatory Commission (ERC), TMI has been ordered to implement the refund within six months

and likewise for power distributors to effect the necessary adjustments to their respective consumers. “It is the difference in the approved provisional power rate of the ERC and the latest final power rate, which was also approved

Commuters remain stranded in Lanao Norte By Cheng Ordonez Associate Editor

Hundreds of commuters remain stranded on both ends of the Napo Bridge that caved in Monday night in Lanao del Norte while the Department of Public Works and Highways are doing its best to re-connect

both ends through a steel bridge. Napo Bridge collapsed around 9:10 Monday evening, cutting off movements from Kauswagan and Linamon towns in Lanao del Norte. Commuters from Dipolog, Pagadian, Zamboanga, among others, are ferried to

the other end of the bridge via motor-outriggers and vintas, but the strong current are making the transport risky. Those coming from Iligan, Cagayan de Oro City and other areas have to do the same to reach the opposite side. DPWH Regional Director Evelyn Barroso summoned two engineering districts to work on the plan to re-connect the towns via a steel bridge. Bad weather condition makes it difficult for the DPWH personnel to fast track completion of the steel bridge. As t h i s d e ve l op e d, DPWH personnel are on full swing clearing up the

drainage along he national highway. Clogged drainage systems due to fallen trees, debris and waste materials cause flooding in the national highway. Two cities and one province in Region 10 suspended classes since yesterday due to heavy rains brought by a Low Pressure Area hovering Mindanao. Malaybalay City Mayor Ignacio W. Zubiri ordered the suspension of classes on Tuesday afternoon. He said classes would remain suspended until the order is revoked. The City Disaster Risk Reduction and Management Center (CDRRMC) reported that seven fami-

lies were evacuated in Sitio Bongbongon, Barangay Sumpong due to overflowing of the Kalawaig Creek. The families were temporarily housed at the Sumpong Elementary School. No casualties have been reported. The CDRRMC also reported flooding at Bukidnon State University, where two high school students were carried away by strong currents along Fortich Street, the cityâ€™s main artery. They were rescued by other students. In Ozamiz City, Mayor Reynaldo O. Parojinog, Sr., ordered anew the suspension of classes from preschool to high school, in all

public and private schools since Tuesday. Continuous rains since last weekend has caused the Labo River to overflow, flooding the urban barangays and threatening landslides in the hinterland areas. In Misamis Oriental, Governor Yevgeny Emano suspended classes in all levels since Tuesday. A 10-meter bridge in Brgy kamana, Manticao town, also collapsed yesterday. More than 200 individuals in Alubijid town were evacuated to safer grounds. Alert level is up in other flood-prone areas, like Opol and Tagoloan.

DENR 10 accomplishes all 2013 targets Despite the challenges confronted in 2013, the Department of Environment and Natural Resources, Region 10 (DENR 10) has achieved 104 percent of its targets for the year. Regional Executive Director Ruth M. Tawantawan said that “region 10 turned the challenges into opportunities to better our best in 2013 as espoused by our Secretary Ramon J. P. Paje”. She added that close coordination with various stakeholders was undertaken to resolve issues confronted by DENR in Northern Mindanao. Director Tawantawan thanked all DENR partners from the local government units, non government organizations, academe, military, police, Indigenous People’s, in-

QUEZON City––Rep. Lawrence Lemuel H. Fortun (First District, Agusan del Norte) has co-authored a substitute bill that seeks to modernize the Philippine Atmospheric, Geophysical and Astronomical Services Administration or the “PAGASA Modernization Act of 2013.” The bill revives a Malacañang-certified measure entitled “PAGASA Modernization Act of 2012” which the 15th Congress failed to act. The Upper House adjourned without acting on the proposed law due to lack of quorum. An earlier version of the bill was filed July last year. Fortun’s vital amendments to the original measure during committee deliberations were considered and paved the way for the submission of a substitute bill. When Congress resumes session, the proposed bill, with For-

tun’s important provisions, is set to come out through a committee report in the plenary. The proposed legislation affirms PAGASA’s critical role as the government’s primary agency tasked to monitor and report weather conditions to the public. PAGASA also assumes the crucial role in conveying precise weather information that forms part of disaster preparedness and risk management for the government. The bill’s explanatory note states: “Damage can be prevented and lives can be saved if we are scientifically informed and appropriately prepared. Because of this critical roles, it is pertinent “to elevate its technological and operational capacity to effectively and efficiently perform its mandate.” The bill’s objectives include: -To upgrade physical resources and operational techniques through the acquisition of state-of-the-art

Heavy rains force suspension of classes in Malaybalay, Ozamiz

ALAYBALAY CITY – Two cities in Region 10 suspended classes from the pre-school to high school Tuesday due to heavy rains brought by a Low Pressure Area over Mindanao. Malaybalay City Mayor Ignacio W. Zubiri ordered the suspension of classes on Tuesday afternoon through Executive Order No. 022014. He said classes would remain suspended until the order is revoked. The city has experienced moderate to heavy rains since Friday. The City Disaster Risk Reduction and Management Center (CDRRMC) reported that seven families were evacuated in Sitio Bongbongon, Barangay Sumpong as water from Kalawaig Creek overflowed. The families were temporary housed at the Sumpong Elementar y School, Jesusa Jazz Aquino, of the CDRRMC said via telephone.

No casualties have been reported so far. The center said water in a swampy area in Barangay 9 and in a drainage canal near the Bukidnon State University (BSU) overflowed. Photos posted on Facebook by some BSU teachers showed students who could not cross the street along the university due to the almost knee-deep water. Two high school students were carried away by strong currents along Fortich Street, the city’s main artery, but three BSU students rescued, according to dxBU broadcaster Ana Ninfa Bago Caballero and Reynaldo Oton, principal of BSU-Secondary School Laboratory. The commotion caused traffic congestion early afternoon just as heavy rains poured. Alejandro Dano Jr. of the Public Affairs, Information and Assistance office of the provincial government also posted photos of the strong current of Kalawaig creek just behind the Capitol building at around midafternoon. In Barangay San Jose, a village along the national highway, flood waters had reached knee-deep as of 2pm.

Ma. Leah Barquez, of the Provincial Disaster Risk Reduction and Management Center said they received no reports of flooding incidents elsewhere in the province as of 4:50p.m. Using the online Project Noah stream water level monitoring system of the Department of Science and Technology, water in the Sawaga River along Barangay Sumpong was at its highest around 1:50p.m., at 2.27 meters. In Ozamiz City, Mayor Reynaldo O. Parojinog, Sr., ordered anew the suspension of classes from preschool to high school, in all public and private schools on Tuesday, to ensure the safety of the students. The order came after the Philippine Atmospheric, Geophysical and Astronomic Services Administration issued an advisory that the rains might trigger flooding and landslides in low-lying areas, according to the Philippine Information Agency-Region 10. Ozamiz CDRRMC forms road clearing team By RUTCHIE CABAHUG-AGUHOB

OZAMIZ CITY, Misamis Occidental – The Ozamiz City Risk Reduction and Management Council (CDRRMC) formed a team to clear the city roads of impending obstruction caused by age-old leaning trees. This is a pre-cautionary measure so that the roads of the city will remain passable and safe from threats of the recent Low Pressure Area (LPA), which has brought quite a large volume of rainfall to the city, these past days, Mark Vincent Israel, CDRRM Officer said. The move will also save

the lives of the people, who live near the trees and reduce the risk of damage to their houses, especially, because such trees have been found to be hollow inside their trunks already and about to be uprooted by the floods, he said. The team, which has started to clear the roads of the leaning Mango trees in Barangay Las Aguadas, last Jan. 11, is composed of personnel from the Bureau of Fire Protection (BFP), City Engineer’s Office (CEO), Ozamiz City Police Station (OCPS), CDRRMC and soon the Misamis Occidental Electric Cooperative (MOELCI) II.

It will go around the city to identify which trees needs to be cut down and cleared with clearing equipment from the CEO that includes a chain-saw, bolos and other gadgets. Formation of the team was done during an emergency meeting called by Mayor Reynaldo O. The Philippines can attain sustainable economic growth faster if it complements export promotion with an inclusive trade and investment agenda that will benefit all. Foreign and local economists and analysts during the Philippine launch of the Asia-Pacific Trade and Investment Report 2013 (APTIR 2013) forecasts that regional export growth will stay below its historical rates—just over five percent in 2013 and six percent in 2014. With global trade slowing, the Philippines cannot become overly dependent on external demand from developed economies to spur economic growth. Instead, it should move beyond the orthodox model of export-led growth toward inclusive trade and investment, the report said. The Asia-Pacific region remains a leading investment destination, with its developing economies absorbing 33 percent of global foreign direct investment (FDI) inflows. Intra-regional FDI is playing a stronger role, with China and the Association of Southeast Asian Nations being the most attractive destinations. However, the Philippines has met with “limited success” in reducing the costs of doing business and improving its trade facilitation performance, undermining its benefits from global trade and FDI inflows, stated the report. “This is evidenced by the Philippine ranking in the

Mikic, chief of trade policy and analysis at the Trade and Investment Division of the United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP), spoke at the launch via web conferencing from Bangkok, Thailand. Policymakers should consider complementary policies that will ensure that benefits from opening up markets will cascade to smaller companies and the marginalized poor. Specifically, such measures must enable domestic small and medium-size enterprises to become integrated into the national, regional, and global distribution networks. Inclusive trade and investment can also be hastened by

APTIR is an annual publication of the UNESCAP that analyzes national policies as well as regional and global developments affecting trade and investment in Asia-Pacific. This year’s edition notes that while economies in the region have generally sustained their economic growth and reduced poverty levels, income inequalities have been increasing. Regional policymakers are exhorted to consider more innovative development strategies that will pursue inclusive growth while promoting trade and investments.

Peace

Newly-named cardinal, Cotabato Archbishop Orlando Quevedo, vowed to make peace the cornerstone of his pastorate in that capacity as the newest prince of the Roman Catholic Church in that part of the country. But it would have been better had the good cardinal spelled out in no uncertain terms how he will work for peace other than assuring his flock that he had been into the task as an active member of the ChristianMuslim-Ulama dialogue in Mindanao. Peace we should all work for. This is an imperative especially to Christians. But working for peace calls for a deep understanding why there is unpeace in our land. Peace is not just the absence of war. It is far greater than that. When parents are forced against their will to send a teary-eyed hungry child to sleep because they could not give the child any food, that situation gives both parents and child unpeace. When children could not go to public elementary grades much more to high school and college, that situation gives them unpeace. And their life of illiteracy will give them a lifetime of unpeace. Peace, we should understand, is the causal result of justice. There can never be peace in a society where injustice is the rule rather than the exception. And injustice, we should also understand, is the direct result of unrighteousness, a state where humans fail to grasp, much more practice, what is right because they have been uprooted from the righteous God.

Unrighteousness is present when people can no longer distinguish right from wrong, moral from the immoral, ethical from the unethical. This inability from the theological perspective is brought about by one’s being alienated from God. The absence of God in the lives of people results in unrighteousness thus their ability to commit injustice against fellow human beings further resulting in unpeace. Wiping out unrighteousness primarily means teaching the people about the righteousness of God. This task falls squarely on the lap of Christ’s body, the church. Sadly, however, the Church has not been very faithful in teaching the righteousness of God to others hence instead of learning God’s righteousness they learned and embraced the unrighteousness of the human nature. When unrighteousness becomes the rule in any given society rather than the exception, expect that society to be in chaos, if not in a state of anarchy. That is what is happening in our country today. There is so much unrighteousness that even the misery of a vast majority is being turned into an opportunity by the unscrupulous few in and outside of government for them to earn illegal money. This we saw when Janet Lim Napoles and her cohorts in and outside of government divided among themselves almost a billion pesos of the Malampaya funds intended to help agrarian reform beneficiary farmers recover from the devastation that typhoons Ondoy and See PEACE, page 11

DIPOLOG CITY - The city government here through the Livelihood Skills Development and E n hanc e me nt C e nte r (LSDEC) in partnership with the Department of Labor and Employment ( D OL E ) h a s re c e nt ly conducted an orientation for the first batch of out-of-school-youth (OSY) to undergo a livelihood training at the said center in Galas this city. A press release issued by the City Information Office (CIO) disclosed that the said training, which started on Jan. 6, would last for 20 days. In her message during the opening program, Mayor Evelyn T. Uy challenged the trainees “to work hard, so that despite their not being able to finish a four-degree course, they could still find a decent job after the 20-day training.”

On the other hand, Ms. Megan Ligutom of DOLE also said that her of f ice will also assist those put up their own business. She likewise explained the livelihood programs of the agency, including the employment opportunity for the youth. A m ong t h e c ou rs es of fere d by LSDEC for t he f irst batch of training are metal craft, heavy equipment operator, housekeeping, food processing, masonry and plumbing. Police tag Abu Sayyaf behind ambush in Southern Philippines

AMBOANGA CITY – Police have tagged the Abu Sayyaf as behind the recent ambush on a convoy of patrol cars in the southern Philippine province of Sulu. Gunmen ambushed the convoy in Luuk town and sparked a 45 minute firefight that wounded three policemen. Senior Superintendent Abraham Orbita, the provincial commander, who was in the convoy, said they were attacked by a small band of Abu Sayyaf gunmen that eventually swelled to about 400 after armed supporters of the terror group blocked the village of Tanduh Bato to prevent them from getting out.

He said two wanted Abu Sayyaf gunmen have been positively identified by the police as among those who ambushed them. The fighting was so fierce that police managed to hold their ground until police reinforcement arrived, but the gunmen broke into smaller groups and dispersed. Some of those who survived the ambush also denied media reports released by the military in Sulu that the clash was between police forces and government militias.

The military also said that soldiers were accompanying the police convoy when it was attacked and that the clash was only brief. The military also said that the wounded policemen were rushed to a marine hospital in Jolo town, but the police dismissed all military statement and claimed the reports were simply not true. “We were on our own and we stood our ground and fought the attackers for 45 long minutes. Our wounded were brought to a civilian hospital in Jolo,” one policeman said. “Higher authorities can investigate or ask my companions or our superiors so they would know the truth.” In May 2009, the police

Boy drowns, sister missing in Zambo Sur ZAMBOANGA CIT Y – An eight-year-old boy died while his elder sister remained missing and was feared dead after they were swept away by strong currents on Monday in Josefina town in Zamboanga del Sur, the police reported. Chief Insp. Ariel Huesca, Police Regional Office-9 information officer, identified the fatality as Jomarie Acosta. His elder sister, Margie, 22, remained missing and was feared to have drowned too. Huesca said the Acostas were swept away by strong currents while they were crossing a flooded river on the way home in Barangay Litapan, Josefina, around 2 p.m. Monday. Rains brought by a Low Pressure Area over Mindanao have caused flooding in several provinces in the island. Worst hit are Regions 10, 11 and 13 (Caraga). Huesca said Jomarie’s body was recovered by policemen, the Municipal Disaster Risk Reduction Management Council (MDRRMC), and barangay officials. One who frequently sin against chastity has the vice of impurity. If one commits robbery and ever after avoids that sin, he stops sinning. A vice is easily acquired. This is one reason why we must be very careful not to commit sin. If we should be so unhappy as to fall into sin, we must at once cut off the possibility by contrition, penance and resolution not to sin again. After the first fall, one more readily yield to the next temptation. Each yielding weakens the will for the next. Thus step by step one who starts a sin will soon find himself the slave of a habit. CY 2013. The accomplishment of the year was highlighted with the proclamation of Mt. Malindang Range Natural Park in Misamis Occidental as an ASEAN (Association of Southeast Asian Nations) Heritage Park. This brings to 2 ASEAN Heritage Parks in the region. Mt. Kitanglad Range Natural Park in Bukidnon is the first proclaimed ASEAN Heritage Park in the region. The Ecosystems Research and Development Ser vice (ERDS) implemented 18 Research, Development and Extension Projects (RDEPs). Seven of the 18 ongoing RDEPs were completed in 2013. The General Administrative and Support Services (GASS) garnered 110% of its accomplishment for CY 2013. The men and women of the Administrative and Finance divisions, Human Resources Development Division, Legal Division, Planning and Management Division and the Regional Public Affairs Office were instrumental in surpassing the targets.
