DAVAO CITY - Mayor Rodrigo Duterte ordered the police and military not to set up checkpoints imposing gun ban regulation relative to the holding of the Sangguniang Kabataan elections pending an official announcement from the poll body. Speaking in the public affairs program, “Gikan sa Masa, Para sa Masa,” he said the Commission on Elections, police and military cannot just arrest anyone based on the law that is unjustified. Duterte said even the Comelec has not issued an order to that effect

since Congress supports the proposal to postpone the SK elections from February 21, 2015 to October 2016. “Do not enforce the gun ban because until now, we have no official word. You cannot just arrest persons there on a law that is on the edge,” he pointed out. Duterte urged authorities to wait for the official announcement from the Comelec for the holding of the SK elections, and only then when all pertinent laws must be enforced. He stressed he will not allow check points just to search for gun

ban violations. Duterte observed the Congress mulls on removing the SK since it is delaying its deliberation on the issue as it wants everyone run on regular elections. Earlier, the Senate Committee on Local Government adopted the House Bill 5209 postponing the SK elections from February 21 to October 26, 2016, synchronizing with the Barangay Elections. DAVAO CITY - The Regional Trial Court (RTC) here will hear on January 30, 2015 the motion filed by Police Superintendent Leonardo Felonia urging the court to deny issuance of his warrant of arrest and dismiss the murder case against him. Felonia is facing criminal charges before the RTC Branch 16 under Judge Emmanuel Carpio after he was implicated in the murder of businessman Richard King on June 12, 2014. Felonia, through his lawyer Atty. Caesar Europa, reiterated his earlier motion for judicial determination of probable cause following a resolution of the City Prosecution Office (CPO) upholding its earlier ruling indicting Felonia to King’s murder along with alleged triggerman Paul Dave Labang and lookout brothers Rommel and Rodel dela Cerna. Felonia’s motion was already filed in court last year but the hearing was suspended to pave way for the resolution of the motion for reconsideration by the CPO. LAWMAKER, yesterday, urged the creation of a joint fact-finding body which would conduct a deeper probe on the armed encounter involving alleged members of the Moro Islamic Liberation Front (MILF) and operatives of the Philippine National Police (PNP) Special Action Force as they called on all sides, including members of the House of Representatives and the Senate, not to make rash decisions which could completely obliterate ongoing efforts to pass the Bangsamoro Basic Law (BBL). Ejercito cries Massacre, withdraws co-authorship of BBL Senator JV Ejercito expressed condemnation on the barbarous killing of PNP members, saying: “We condemn in the strongest possible terms the recent deaths of almost 50-members of PNP-SAF and the crimes allegedly perpetrated by members of the Moro Islamic Liberation Front. Considering that such cowardly acts occurred amid finalizing efforts to attain

lasting peace in Mindanao, it now led us to contemplate whether the proposed Basic Bangsamoro Law would really address the longstanding problem besetting Mindanao. I signed as a co-author with the desire of giving the BBL a chance to be the instrument of peace in Mindanao. What happened to the PNP-SAF troopers is not a misencounter but a MASSACRE! I am withdrawing my signature as a co-author of the Bangsamoro Basic Law as a result of this carnage. My heart bleeds for our policemen who were mercilessly killed.” Davao City Congressman Karlo Nograles admitted that the deadly attack against members of the elite SAF in Mamasapano, Maguindanao that killed at least 49 operatives is now endangering the passage of the BBL. Unconfirmed reports alleged that the killers are members of the MILF. Nograles, who is a member of the ad hoc panel on the BBL, said that there are now concerns that the incident is a manifestation that the MILF leadership is not in full control of their armed followers in the ground but noted that there remains a

strong commitment to pass the BBL which would make way for the creation of an autonomous Bangsamoro entity. “We condemn in the strongest sense the killing in Maguindanao and will be calling a congressional inquiry on the incident. And the committee is demanding a full report from the PNP and the Philippine Army by February 2 on what really happened and all the details of the incident. In the meantime, the ad hoc committee will continue discussions on the BBL,” Nograles said. “I cannot predict what will happen on February 2 when we receive the full report from the PNP and the AFP. The sentiment of the House might change. The issue here is Justice. How will justice be served for the SAF members who were senselessly killed and what about their family members? We cannot just sweep this under the rug. Those responsible for the killing must be brought to justice. They must have their day in court,” he added. In the meantime, discussions will continue and the vote on the BBL will be done

by the ad hoc committee on February 17 according top Nograles. The adhoc body, however agreed with the proposals that a joint factfinding body must be created at once “to look deeper into what really happed that led to the carnage,”Nograles added. No g r a l e s , howe ve r, hopes that the MILF, as a sign of good faith, must surrender those responsible, and justice must be served according to Philippine law. “This is a test case for the BBL. If under our present system we cannot serve justice, how can we be assured that the Philippine justice system will work once the BBL is passed? This is a question of trust, which is the underlying principle that must govern the BBL,” Nograles said. Meanwhile, Liberal Party Secretary General Mel Senen Sarmiento also expressed support for the creation of the joint fact-finding body to ensure that the truth behind the incident would surface especially that there are reports of some operational lapses particularly on the aspect of coordination when the SAF operatives were deployed

PRDP-RPCO 10 braces for 1st WB mission

In preparation for the 1st World Bank (WB) Review Mission on the implementation of the Philippine Rural Development Project (PRDP), the Regional Project Coordination Office in Region 10 headed by Engr. Roxana H. Hojas, DA-10 Assistant Regional Director meet with representatives from the Mindanao Cluster Program Support Office headed by Engr. Renato Ramos, Head of the Intensified Building up of Infrastructure and Logistics for Development component of PRDP ( IBUILD) to fast track the implementation of its subprojects. The said consultation

centers on the implementing rules and guidelines of the project and the status of the sub-projects. Eighteen subprojects under the I-BUILD component have been approved for the year one of the project’s implementation which started in 2014. This would amount to more than Php 730 million and is expected to rehabilitate and upgrade a total 78.35 kilometer-stretch of farm-to-market roads (FMRs). As of writing five infrastructure sub-projects from year one are already on-going construction. For 2014, Region 10 targets to upgrade and rehabilitate a total of 97-kilometer stretch of FMRs which will amount

to around Php 1.1 billion. Meanwhile, under its Investments in Rural Enterprises and Agriculture and Fisheries Productivity component (I-REAP) the region has a budget of Php 120 million for 2015. The said sub-projects will support agricultural commodities which include banana, cacao beans, abaca fiber and cassava. The PRDP is an upscaled version of the Mindanao Rural Development Program (MRDP) which is jointly funded by the national government through the DA, WB and the participating local government units. With its country-wide

scope, the six-year development program of the national government aims for a modern, climate-smart and market-oriented agrifishery sector by establishing key infrastructure and facilities through its I-BUILD component and by providing technology and information that will enhance the productivity, income and competitiveness of its farmer-clienteles through its I-REAP component. The involvement of the MILF in the probe is extremely important to ensure that all parties involved will have a free exchange of information which would give light as to what really happened,” he added. Sarmiento also, cautioned that while the incident must be condemned, it is also equally important

that all stakeholders should cool their heads first before making any decision in relation to the BBL and in making the appropriate government response. “Our actions should be based on reason. We should not make any rash decisions which could put to waste years of hard work to secure peace in Mindanao,” Sarmiento said. “On the contrary, this unfortunate incident should inspire us even more to work harder to ensure that efforts by both the government and the MILF to finally forge a permanent and lasting solution to the secessionist problem in the Mindanao comes into fruition,” he added. The carnage of PNP special forces My heart grieved for the widows of those who perished in the Maguindanao encounter with the Moro Islamic Liberation Front (MILF) and the Bangsamoro Islamic Freedom Fighter (BIFF) last Sunday. The earlier PNP report said that 49 police personnel, most of them of the Special Action Force (SAF) and the Criminal Investigation and Detection Group (CIDG), were killed in an encounter that appeared to be a carnage. More than 50 police personnel went to Mamapasano, in Maguindanao to allegedly serve a warrant of arrest on a suspected terrorist. An Afghanistantrained bomb-makers identified as Jemaah Islamiyah operative Zulkipli bin Hir, alias Marwan; and his cohort Abdul Basit Usman were reportedly sighted in the area. The MILF and the Bangsamoro Islamic Freedom Fighter BIFF denied the presence or knowing the whereabouts of the alleged terrorists in their area. The alleged terrorists have been tagged responsible for a series of bombings in Central Mindanao and

carries a U.S. $ 5 million on their heads. Yet, the government lost more than the U.S.$ 5 million with the death of 49 PNP personnel and the wounding of a dozen more. Perhaps, most, if not, half of those who joined the raiding team were graduates of the famed Philippine National Police Academy (PNPA where the government spent about P 4 million for each of PNPA students until graduation (aside from the expenses involved in the training of SAF). Certainly, the absence of appropriate and detailed tactical planning resulted in the encounter. However, we do not believe that the officers, especially the PNP’s Chief Supt. in the Central Mindanao region, would simply allow his men to go into a war trap without appropriate preparation and planning. We do not also believe that the ground commander of the PNP team lacks the tactical knowledge in the handling of a delicate situation. Thus, for a highly trained PNP-SAF personnel, the incident should not have happened. If ever, the amount of losses would have been minimal.

Sometimes, we think that our special forces still lack the skills in special warfare techniques. We have the observation that in the training of our special forces, we focused so much on the physical fitness of the candidate. We forget that the physical attribute is only secondary. We also get fresh recruits as members of an elite special force when it should not be the case at all. We should have a special forces who are veterans of various actual encounters. We need a special force who is an expert in varied fields. We should not be cynical of the age of the special force. What we need is an assurance that a special force would be able to take care all the equip-

ment and resources that we would assign to them, too. In any eventuality, we expect the special force to accomplish the desired mission sans casualty. In the Maguindanao incident, we observed that the operation was led by too many police officers and dozen of police teams. The situation appeared that the SAF and CIDG operatives were going to war! Even though, the SAF should not operate that way. Candidly speaking, I do not know how to handle guns, but I am theoretically equipped to direct an operation of that magnitude. I do need the expertise of special forces, but I would not send a battalion to arrest a person because of an “unsubstantiated information.” The lack of coordination is not an issue. Notwithstanding, the PNP hierarchy should relieve the entire PNP regional staff of Central Mindanao so that the fact finding committee could freely dig on the case. Here he is, for example, the healthy man is like a boulder in the surf, but surrounded by a world of war, flames and so-called military conflicts. But this man is still alive and as fit as a fiddler. Why should he wishes for a strong health...?

Well, maybe we have to formulate our wishes for something more improved. But what? discretion is the better part of valor. Let’s try it like a fairy-tale and ask for wealth, riches and abundance. These are the one and only things on earth, right? With money we can travel around the globe, find friends, even in far away distances, and we can do charities. Well, and

if we might become sick, maybe seriously sick, we must not worry. We can afford and finance the most affordable doctors and most updated hospitals to give us back our good health. And if not? In many fairy tales we can also find the one with unassuming manners, inconspicuous, poor dressedup, a little bit silly, mostly disregarded and easily to be overlooked. This guy has only one wish, such as eternal salvation and bliss with a little stool in heaven besides god. And guys, be sure, that he will get it, and, he is happy and very thankful. So far so good, it seems the simpleton has been the brightest. It’s all right: three wishes and no one more. A different thing, isn’t it? If all human beings on this entire globe could be all around happy, which

means to say: nobody must go hungry any more, nobody must be despairing, nobody must be worried about wars and catastrophes, and everybody could be able to enjoy health and happiness without bearing trials ... yes, if ... Then we wouldn’t need fairy-wishes... Real life looks different. Real life is not a fairy tale. We need prayers and should be more respectful and friendly to each other. Davao gears up for bigger Fun Sale '15 By Lilian C. Mellejor

AVAO CIT Y -- The Davao Fun Sale Executive Committee hopes to double record of the previous events with the expansion of participation among tourism industry players from malls, tour operators, restaurants, wellness spa, hotels and resorts in the city. From 195,713 hotel occupancy in 2014 and 190,344 in 2013 from March 1 to April, City Tourism Officer Lisette Marques is optimistic the numbers will double this year considering that the previous Fun Sale was participated in by malls only. Marques told reporters dur-

ing the Kapehan sa Dabaw at SM Monday, the occupancy rate indicates there is reason why people are coming to Davao City during the months of March and April. The Davao Fun Sale is slated from April to May 17. In terms of tourism receipts, Lisette said they recorded P3 billion at an average of P4,000 per day spent in Davao. D e p ar t me nt of Tou r is m (DoT) Regional Director Roberto Alabado said there were 7,000 that registered which showed people are looking for shopping. Alabado said the second run of Davao Fun Sale is expected to be more successful than last year because there are more

packages to attract not only locals but tourists. He said they have also linked with airlines to help promote the event. Dondi Alentajan, the vice president of the Retailers Association of Davao City, said the event was started by the malls purposely to promote the city as a premier destination. “We (malls) have enjoyed a moderate success last year,” said Alentajan on their first try. This year, the Davao Fun Sale is carried as one of the events of Visit Philippines 2015. Fides Bernabe, president of Davao Wellness and Spa Association, will be offering the “Madayaw Massage”, a welcome massage for tourists at P100 for

30 minutes from 1:00 to 5:00 p.m. The association has 30 participating members. Benjie Lizada of the Restaurant Owners Association of Davao City, said they have grouped themselves according to clusters to get more visibility. He said there are 106 restaurants participating in the event. According to Lizada, restaurants will identify one project each day at 20 percent discount. This mechanism will also apply for hotels and resorts. May Aranda, president of the Hotel and Resorts Sales and Marketing Association, said not all rooms will be offered for promos and packages in terms of rates. Each property

will identify certain packages under the Fun Sale event. She however, noted that there are rooms on sale for those booking online. Aranda said there are 38 hotels and resorts participating in the Fun Sale. Likewise, nine tour operators will also offer packages for local tours. Edmund Mayormita, vice president of the tours consortium, tour packages will include island hopping for P1,500 and other fun packages at P2, 300. For the Fun Sale, DoT will set up an application where tourists can just download “passports” which will serve as entry to avail of the promos and packages. (PNA)

Auto industry up 27%, surpasses 2014 target MANILA -- The Philippines' automotive industry has surpassed its sales target for 2014 after expanding by 27 percent in the previous year. Association of Vehicle Importers and Distributors (AVID) disclosed Thursday that sales of its members in 2014 grew by 13 percent to 35,565 units from end-2013 sales of 31,399 units. The country's largest organization of auto firms

This measure covers banks and non-bank and quasi-bank institutions with head offices or branches in Regions III, IV-A, IV-B, V, VI, VII, VIII, and XIII. For thrift banks, rural banks, and cooperative banks, the relief include exclusion of outstanding loans of borrowers in affected areas from the computation of past due ratios provided these are restructured or given relief, reduction of five percent general loan loss provision to one percent for restructured loans of borrowers in affected areas. Also, the non-imposition of penalties on legal reserves deficiencies of RBs, TBs, and Coop banks, moratorium on monthly payments due to BSP for those undergo-

ing rehabilitation programs, booking of allowance for probable losses on a staggered basis over maximum of five years for all types of credits to individuals and businesses although this is subject to approval by the central bnak; and the non-imposition of monetary penalties for delays in the submission of supervisory reports. For all banks, they are allowed to extend financial assistance to their officers and employees affected by the calamity and these assistance include even those that are not included under the existing BSP-approved Fringe Benefit Program. For rediscounting banks, they are given a 60-day grace period to settle outstanding rediscounting obligations as of December 6, 2014 and to restructure with the central bank, on a case-to-case basis, the outstanding rediscounted loans of borrowers affected by the calamities. Sibugay police bares identities of Korean businessman’s abductors

AMBOANGA CITY - Police authorities have tagged members of a kidnap-for-ransom-group (KFRG) with ties with the Abu Sayyaf Group (ASG) as the ones responsible in the abduction of a Korean businessman in Zamboanga Sibugay province. Senior Supt. Robert Roy Bahian, Zamboanga Sibugay police director, disclosed the identities of the suspects based on the testimonies of the victim’s companions who managed to escape when the victim was seized. The victim, Hong Nwi Seong, 73 (not Noui Hong Sung as earlier reported), was seized by gunmen aboard a mini-van around 9:30 p.m. Saturday in Barangay Surabay, R.T. Lim, Zamboanga Sibugay. Those who managed to escape were Hong’s son, Gobui, and Park Gisuk. They

sustained bruises during their escaped. Bahian said the witnesses were able to identify three of the suspects through photographs shown to them in the course of the investigation. Bahian said the suspects were identified as Abral Abdulsalam of Barangay Mamagon, Naga, Zamboanga Sibugay, and Munib Enriques of Barangay Tenan, Ipil of the same province. Bahian said the third suspect, who was also identified through a photograph, is an Abu Sayyaf member

based in Basilan province. He said that Abdulsalam is the younger brother of Waning Abdulsalam, the leader of a kidnap group known as the Abdulsalam group based in Zamboanga Sibugay. He said that Enriques is a cousin of Ayub Enriques. Both are members of the Abdulsalam group. Ayub (Enriques) was arrested January 16 at his residence in Barangay Tenan, Ipil, Zamboanga Sibugay. He has two standing warrants of arrest for the crime of murders. Bahian said that Hong arrived last Thursday in R.T. Lim, Zamboanga Sibugay purposely to visit as well as to check on the small-scale mining business of his son. He said that prior to Hong’s abduction, the victim together with his wife, Sik Young Lee; son, Gobui; Park; and another Korean national, Jong Beoum Kim took their dinner at the residence of Bert Bayona,

the business partner of his son. After the dinner, Bahian said the Hong family and their two Korean national companions went home to their rented house in Barangay Surabay, R.T. Lim. The house is owned by Suzette Rubio Espinosa of the same place. He said that suddenly a mini-van with gunmen aboard arrived and barged in while the Koreans were about to go to sleep. He said the gunmen forcibly took Hong, his son, Gobui and Park but the two managed to escape except for Hong. Pursuing policemen found the mini-van of the suspects, which was already burned, in Sitio Limono, Barangay Roxas, R.T. Lim town. Meanwhile, Bahian said they have taken Hong’s wife and son as well as Park and Jong to safer place and provided them security escorts. (PNA)

Mayor assures city’s support to blast victims ZAMBOANGA CITY Mayor Beng Climaco has assured that the local government in cooperation with the health agencies and the congressional representatives will support and assist the medical needs of wounded victims and burial of those killed in the Guiwan explosion Friday. The incident, which authorities attribute to the Abu Sayyaf Group, claimed the lives of Reynaldo Tan, 39 of Talabaan and Dante Valente, 33 of Sto. Niño and wounded 52 others. Only 8 remain in the hospitals as of press time. “We express deepest condolences to the families of Reynaldo and Dante who perished and the government will provide assistance to the families but it should not end here, we want to bring their deaths to justice because their deaths should never be in vain and even the other victims who were affected,” the mayor said. The mayor Friday afternoon inspected the blast site confer with authorities doing post blast investigation. She later proceeded to the different hospitals

where the victims were rushed to assist them in their needs. On the other hand, the chief executive said Zamboangueños should send the message that the residents are not afraid of the challenges besetting the city. “We are not afraid of terrorism and for as long as I am mayor of the City, I will utilize all that is within my power and authority with God’s grace to really stop terrorism not only in the killing of innocent lives but also in preventing them,” she declared. The mayor called on the people anew to continue support and help authorities by sharing information about any suspicious activities happening or items found in their area. She added that the authorities are now following some leads relative to the Guiwan explosion incident. "Improve public service," TESDA-13 personnel told

During the 2015 Corporate Planning and Regional Quality Management Committee (RQMC) Meeting held recently at Amontay Beach Resort in Nasipit, Agusan del Norte, TESDACaraga regional director Florencio F. Sunico, Jr. said since the agency has been recommended for an ISO Certification, the general public has high expectations toward the services they will receive from TESDA. “We have already recommended by TUV SUD Philippines for an ISO 9001:2008 Certification. This means that our clients expect a more organized system in our delivery of services which is anchored to the vision, mission and quality policy of TESDA,” Dir. Sunico said. Dir. Sunico further stressed the conduct of

the activity is to review and analyze the 2014 performance. These simple acts of community service can very well serve the residents of this city,” Fontanilla expressed. Fifty students will be given employment to five McDonald stores in the City located at

For 52 days, P15,912 will be disbursed to each beneficiaries at 40 percent and 60 percent sharing between DOLE and

McDonalds. McDonalds will pay the amount in cash at P9,547.20. The remaining amount of P6,364.80 will be shouldered by DOLE through educational voucher for the tuition and book fees. People in the school-community of Macabalan National High School, Macabalan, Cagayan de Oro City wonder where the brilliant, humble, and charismatic School Head Mr. Richard I. Licayan is now. Mr. Richard I. Licayan was assigned to Macabalan National High School in February 28, 2014 and officially served the school beginning March 1, 2014, a few days before the conduct of the National Achievement Test. The community support was very evident during his administration, even making the entire multi-purpose hall an ocean of people, all because of his motivational technique up kept by the teachers and students. Mr. Licayan flew in October 2014 to Rutgers, the State University of New Jersey, New Brunswick New Jersey USA to finish his dissertation. And whether or not he is coming back to Macabalan National High School after his contract, the school-community wishes him all the best, for they know he always does his best, reason why he attracts the best. The pupils were having parent consent to be presented before tooth extraction done. Pupils were having mixed emotions, happy and excited as their parents promised them for an ice cream. Some were scared as they imagined the injections and blood that will come out. But

fortunately it was a successful event / mission. The dental team was so tired and yet fulfilling their part for they extend their unending help to the children who were less fortunate and can’t afford to go to a private dentist.
