Pelaez condemned, in strongest term, the alleged massacre of dozens of members of the Special Action Force (SAF) of the Philippine National Police (PNP) by armed groups on Sunday (January 25) in Mamasapano town in Maguindanao. Pelaez, who stood up to deliver his privileged speech during the 4th Regular Session of the Sangguniang Panlalawigan, blamed members of the Moro Islamic Liberation Front (MILF) for the death of 50 or more members of the elite police unit.
