CAGAYAN de City Mayor Oscar Moreno laughed off Councilor President Eiipe’s demand for the City Executive to submit to the City Council details of projects that the city government implements without the city council’s prior approval. “I am the City Executive and I am in charge in the disbursement of the city’s fund,” Moreno said in an interview over a local radio station here on Saturday.

Moreno was reacting to the call of the City Council for the Office of the City Mayor to exercise transparency and accountability in the implementation of various projects in the city “without the knowledge and approval of the city council.” He said that the City Council could not compel him to submit reports about how the projects should be implemented and the sources of funds for the project. “What does Elipe thinks of himself ? AS the Yuletide season draws near, the Cagayan de Oro Water District is planning to implement its approved rate adjustment before the year ends. This was revealed by COWD-Genereal Manager Rachel Beja yesterday during the meeting of the City Council committee on public utilities chaired by Councilor Roger Abaday. According to Beja, the water rate adjustment has been approved by the Local Water Utilities Administration (LWUA). The water district’s Board of Trustees and legal counsel have also opined that in view of the approval of the compromise agreement, COWD may now legally implement the adjustment. The Power learned that the approved 30-percent water rate adjustment will be implemented on a staggered basis starting on November 1 this year with a 10-percent adjustment. This brings the minimum charge from P168 for the first ten cubic meters to P184.80 for residential consumers and from P336 for the first ten cubic meters to P369.60 for commercial consumers. The succeeding adjustments of 10-percent will be carried out on February 1, 2014 and May 1, 2014. Beja said water rates adjustment is intended to fund service improvement and expansion projects including the non-revenue water (NRW) reduction program. The adjustment will also cover for the inflation of the cost of all consumables used in operations, which has increased since 2007 when COWD last implemented a rates adjustment. The committee referred this to the City Legal Office for comments and recommendation. It will be tackled again next meeting. (JBD)

COCOFED scholars support DA advocacy on mitigating climate change Aimed at reaching a larger audience in spreading relevant information and in generating a collective response in mitigating the effects of climate change, the Department of Agriculture-10 (DA-10) conducted a Multi-Stakeholders Forum on Climate Change participated by more than 100 former scholars of the National College Scholarship Program of the Philippine Coconut Producers Federation, Inc. (COCOFED). Engr. Roxana H. Hojas, DA-10 Regional Technical Director for Operations and also one of the pioneering batch of COCOFED scholars said that climate change is an issue which everyone can relate to. “Ang coconut “considered as the tree of life”, usa sa pinakaaffected sa climate change (one of the most affected by climate change) because it is not deeprooted and easily affected by drought and typhoon just like what happened in Davao Ori-

ental during typhoon Pablo, where vast coconut areas were seriously damaged. You can just imagine how it affected the lives of the coconut farmers,” RTD Hojas said as she urged her fellow scholars to support the government’s advocacy citing it as their way of “paying forward” to their former benefactors. The forum also served as the venue for the COCOFED scholars to reorganize the regional cluster and plan out possible “pay forward” projects such as scholarships, technology transfer on coconut and value-adding projects to support the coconut farmers. It also presented the Coconut Industry Road Map for the year 2013-2025 which aims to improve the competitiveness of the country’s coconut industry, spur its growth both in the domestic and international markets, increase income and employment of farmers in farm-related and value-adding

activities, and reduce poverty in coconut-growing communities. The COCOFED scholar also recited the “Panaad sa Pagdaginot sa Humay” to show their support to DA’s advocacy on the National Year of Rice and in mitigating the effects of climate change. They believed that responsible rice consumption will decrease the demand for rice, which will lessen the pressure for producing more rice, saving more water. They have committed to continue the DA’s advocacy campaign on responsible rice consumption, disaster preparedness and climate change mitigation in their respective areas of concern. With the forum at hand, DA10 Regional Executive Director Lealyn A. Residents ask: why did drug pushers go out? By CHRIS V. PANGANIBAN, Regional Editor-Caraga

SAN FRANCISCO, Agusan del Sur--- What really went wrong with the local police efforts to curb the rising illegal drug menace when some of the cases against the arrested suspects were dismissed for mere technicalities? A case in point was the dismissal of six alleged drug pushing suspects, including four men and two women, after the Provincial Fiscal’s Office dismissed their cases because the local police carried out the raid at the lodging house without securing a search warrant from the court. Senior Inspector Ephraim Detuya, local police chief, said it would be hard for them to get a search warrant at the time when the raid came by a surprise after they received a tip off from one of their intelligence assets. “It’s impossible for us to get the warrant when the suspects are moving targets,” he explained in an interview with Mindanao Daily News. But a concerned resident raised his eyebrows as to the police capability to properly pursue investigations in going after illegal drug cases especially in readying the very vital elements which are the search and arrest warrant from the court while the investigation is ongoing. The source, who is an old-timer of this town, questioned Detuya’s claim that the police has been building up the case for the last two months only to end up letting their targets slipped through their hands. “If they have been monitoring the movements of the suspects, why did they not secure the warrants in advance to avoid embar-

rassment?’ said the source who asked not to be named. The Fiscal’s Office finds the arrest was illegal for lack of the search warrant that led to the omnibus dismissal order even as the police filed three charges against the suspects including use of illegal drugs (shabu), illegal drugs pushing and illegal possession of firearms. Detour said the six suspects were under the watch list of the Philippine Drug Enforcement Agency (PDEA). According to earlier media reports, similar disappointments have been shared by the drug buybust operations initiated by PDEA operatives in Patin-ay Prosperidad. A Barangay kagawad in San Francisco nabbed for illegal drugs was also released from detention for the same predicament. Detuya has assured residents of this town the drug menace here is not as alarming from its neighboring towns like Barobo in Surigao del Sur and in Bayugan City where such cases are more pronounced. He however admitted some drug pushers still make the town as their playground because it is progressing and have plenty of nightly enjoyment amenities. But for concerned residents of this town, the drug menace should not be taken for granted because among those involved are those belonging to prominent families in the community. They raised this alarm after the killing of Rico Tiu in front of the gate of San Francisco Pilot Central Elementary School when school children were already going home after classes.

SPO1 Leodee Clerigo and PO1 Ivy Recimo, both trained personnel from Explosive Ordnance Division (EOD) of City PNP, detonated the said box using water disruptor with non-electric blasting cap at around 4:29pm. Caraga disaster mgmt council asked to take up regional concerns By PAT SAMONTE Regional Editor-Caraga BUTUAN City––Civil society organizations (CSOs) have asked the Caraga Regional Disaster Risk Reduction and Management Council (RDRRM) to discuss during its meeting set on September 30, 2013 critical issues in the region particularly in disaster risk reduction and management (DRRM). In a Caraga Summit at the Balanghai Hotel and Convention here on September 11, 2013, the more than 20 CSOs in Region 13 had urged the RDRRM to take up the concerns and challenges faced by most of them especially on matters involving capacity-building, lack of awareness on Republic Act 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010, not functional local DRRMCs, harmonization and coordination of initiatives, lack of baseline data, outdated community profile, and lack of funds or resources to assess or monitor disasters, among others. The summit was organized by the Coalition of Services of the Elderly, Inc. (COSE) and OXFAM, Philippines with COSE Program Coordinator Kate Pagsolingan and Project Coordinator Ayda Ombao handling the day-long affair assisted by Ruel Hipolan of the Commission Against Poverty. The summit’s objectives included: 1) To nominate four

In a letter to RDRRMCaraga Director Liza Mazo, the CSOs requested that documentation be shared with them on the evaluation of each applicant to the four civil society seats in the RDRRMC, to ensure transparency in the endorsement of the Technical Working Group (TWG). Criteria for the selection of CSO/PSR representatives

to the RDRRMC are: -A CSO must be endorsed by the majority of the RDRRMC; -The CSO shall be of recognized standing within its particular field of competence. The CSO’s proven track record must be regional in scope or covering at least two or more provinces; -The CSO must have at least two years existence in the region; -The CSO must be registered with the Securities and Exchange Commission, the Cooperatives Development Authority or the Department of Labor and Employment; -Preferential consideration will be given to CSOs that provide the RDRRMC audited and updated financial reports of its past operations. During the summit,

the CSOs elected two representatives to local DRRMCs in Butuan City, and two each to the five provincial DRRMCs in Caraga Region. Pastor Maxie and Remely Salazar were picked as representatives to Butuan City CDRRMC, Violy Jamito and Nielto Tingzon were elected to Agusan del Norte PDRRMC, Paul Baang and Elpidio Camuro to Agusan del Sur PDRRMC, Melas Malicay Van Vugt and Raul Montesclaros to Surigao del Sur PDRRMC, Marietta Espuerta and Ana Orillosa to Surigao del Norte PDRRMC, Ben Manta and Ana Orillosa to Dinagat Islands PDRRMC. The civil society groups have set September 25, 2013 as their next meeting.

OROQUIETA CITY, Misamis Occidental, Sept. 13 (PIA) -- All local government units (LGU) have been required to set aside amounts for the conduct of the 2013 Barangay and Sangguniang Kabataan Elections (BSKE). Such amount, however, shall in no case be less than P10,000, but not more than 10 percent of the general funds of the barangays which have been set aside for the SK, the Commission on Elections (Comelec) said. This provision is pursuant to Comelec Resolution No. 9739, entitled "In the Matter of Collecting the Shares of Barangays to Augment the Funds to be Used for the Conduct of of the 2013 BSKE."

Any and all amounts forwarded to the Comelec pursuant to this resolution shall be used primarily to defray the expenses of the board of election tellers, particularly, their transportation allowance in the amount of P500, each, and for their additional honoraria, trainings and meetings. As provided in Comelec Resolution NO. 9739, the amount shall be released by the LGU's to the Election Officers, who are directed to extend cooperation and assistance in the disbursements of these amounts, Atty. This fast-rising province has been organizing pilgrimage to Mecca and sending its contingent regularly since it started implementing its hajj program last 2002. The Lanao del Norte hajj contingent is divided into 11 groups with each group lead by a Sheik (Muslim leader). No, the organizers and the people participating in these activities cannot bring about the abolition of pork barrel funds, and the cessation of corrupt and plunderous diversion of the money, by themselves alone. They need God, first and foremost, in this fight, since it is clear that only God can touch the hearts and change the minds of those who have soiled their hands with the illegal use of their pork barrel allocations. P-Noy chops pork, keeps the bacon

Anti-pork-barrel-rally-Luneta-8-26-13.3LAST August 23, 2013, three days before the “Million People March” anti-pork barrel rally at the Rizal Park (Luneta), President Benigno “P-Noy” Aquino III, in a seemingly pre-emptive move, announced that its time to abolish the PDAF, the acronym for Priority Development Assistance Fund, or more commonly known as “pork barrel.” The rally, which was initiated by netizens, demanded for the abolition of pork barrel. A few individuals using Facebook barely two weeks ago, posted a call for “Martsa sa Luneta” on August 26, 2013. The attendance, which varies from 65,000 to 100,000, manifested the seriousness of the pork barrel scandal. The rally could be the “tipping point” of the people’s fight against pork barrel… and corruption. Many felt that P-Noy reneged on his promise of “Walang corrupt, walang mahirap.” Never before since the EDSA people power revolution of 1986 has an issue galvanized the people to rise in protest. The social media has taken the place of EDSA as the venue for people to vent their anger against corruption and incompetence in government. Just imagine how fast “news” travels around. It’s faster than sound and light; everybody is just a “click” away. It did not then come as a surprise when P-Noy called for an unscheduled press conference to announce that pork barrel has to go. He told reporters that he was not “threatened” by the “Martsa sa Luneta.” “Why should we be worried? We’ve gained more allies in fixing the system. Thanks a lot to them,” he said. He blamed the administration of former President Gloria MacapagalArroyo for all the anomalies the Commission on Audit (COA) found in a three-year study on pork barrel corrup-

tion. Blaming Gloria Source: Department of Budget and Management Source: Department of Budget and Management P-Noy should stop blaming Gloria for all his problems. While it may be true that the pork barrel scam ran by Janet Lim-Napoles started during Gloria’s time, it did not end when P-Noy ascended to the presidency. In fact, the COA report shows that the pork barrel scam increased in volume and more lawmakers – 12 senators and 180 congressmen – were involved in raiding the PDAF funds and splitting the funds 70-30 with the lawmakers getting the lion’s share. But blaming Gloria is not going to work this time around. Department of Budget and Management (DBM) records show that in 2010, Gloria’s last budget year, PDAF was P6.9 billion. The following year, with P-Noy having full control of the budget, he could have pared down the PDAF allocations. But instead, PDAF allocations took a quantum leap. In 2011, PDAF more than tripled from 2010’s P6.9 billion to P22.3 billion! In 2012, it was increased to P24.89 billion. It was for the same amount in 2013. But in 2014, PDAF will increase to a record P27 billion! P1-trillion presidential pork Noynoy-one-trillion-porkbarrel.2Recently, it was reported in the news that Bayan Muna Rep. Neri Colmenares and former Treasurer Leonor Briones “want the executive department to explain the lump sum items in the national budget which they believe are the President’s version of lawmakers’ pork barrel funds.” Briones estimates the lump sums under the President’s discretion to be around P1 trillion.” She explained that any “lump sum” fund that is under the discretion of an official

like a senator, congressman or president, is considered a “pork barrel.” She defined “pork barrel” as an allocation with no details on how and where it will be spent.” She also said that the power of the President to redirect or realign funds in the budget would make the whole national budget his “pork,” which he can use any which way he wants. The following is a breakdown of the presidential pork by category: Special purpose funds P310.1 billion, which includes big items such as PDAF (P25.42 billion), Budgetary support to state-owned corporations (P45.7), and miscellaneous personnel benefits fund (P80.7 billion). Unprogrammed funds – P139.9 billion, which include Support to foreign-assisted projects (P16.124 billion), Support for infra projects and social programs (P56.349 billion), AFP modernization program (P10.349 billion), Debt management program (P10.894 billion), and Risk management program (P30 billion). Under the President ’s control - Budget for school buildings (P200 billion). PAGCOR and PCSO – They contribute to the social fund. PAGCOR will contribute about P2 billion to the President’s social fund this year. Malampaya funds – More than P100 billion will be at the disposal of P-Noy this year. Miscellaneous – Debt servicing (P352 billion) and Internal Revenue allotment (P341.5 billion) “allegedly” under the President’s control. If you add the miscellaneous items to the P1 trillion that Briones estimated, then you are looking at a whopping P1.45-trillion presidential pork! That would represent 55.7% of the P2.6-trillion budget for 2014. Denial Budget Secretary Florencio “Butch” Abad disputes Colmenares and Briones’ observations. He claimed that P-Noy “has been prudent in spending.” If so, how much is left over and where did it go? Perhaps P-Noy should allow COA to audit his P1-trillion pork to the satisfaction of his “bosses,” the people. The lack of transparency and accountability makes the people suspicious of abuses like the

Think a minute…There was a baker who bought his butter from a local farmer. One day the baker decided to weigh the butter. He was surprised that the farmer had been giving him less butter but still charging him the same price. The baker got very angry! He told the farmer he was a dishonest crook and took him to court. In court the judge asked the farmer: “Do you have measuring weights and scales? The farmer answered no. So the judge asked: “Then how do you weigh the pound of butter you sell to the baker?” The farmer said: “When the baker started buying butter from me I wanted to help him too, so I started buying his bread for my family. Since then I’ve been using the baker’s 1-pound loaf of bread as the weight to measure my butter. So if the weight of the butter is wrong, that means the baker has been dishonest and selling less than a full pound loaf of bread to me!” Many of us are quick to see the faults and wrongs of others, but we’re slow to see and admit our own. In fact, many times we draw attention to other people’s problems and faults precisely because we don’t want to face our own. We think we’re wise experts at knowing

Pork by any other name… While P-Noy said that the PDAF would be abolished, he instructed the Senate and the House of Representatives to “find a new way to deal with the needs of constituents ‘in a manner that is transparent, methodical and rational’ and ‘not susceptible’ to abuse.” In other words, pork barrel is here to stay; only the name would change. In my article, “For the love of pork…” (August 23, 2013), I wrote: “It is interesting to note that the PDAF can trace its provenance to 1989 when P-Noy’s mother Cory created the Mindanao Development Fund (MDF) and the Visayas Development Fund (VDF), with an appropriation of P480 million and P240 million, respectively. In 1990, the MDF and VDF were combined and expanded nationwide as the Countrywide Development Fund (CDF) with an appropriation of P2.3 billion. In 2000, the CDF was renamed PDAF.” It seems that we are once again going through the rigmarole of renaming “pork barrel” into something else. But like a lot of people are saying, “Pork by any other name is still pork.” What is it this time? As someone suggested, why not BADAF, which is an acronym for “Benigno Aquino Development Assistance Fund” or BACON, which stands for “Budgetary Allocation for Collaborative Outreach Nationwide”? I believe it is time to get rid of PDAF, which is the number one cause of corruption. While P-Noy might be “prudent” in spending his pork barrel funds as Abad said, who knows what the next president would do? He or she might not be as “prudent” as P-Noy. For P-Noy to chop the P27-billion pork but keep the P1-trillion bacon is not only unfair, it is unconscionable. PNoy is now at the crossroads of his political life; he can follow a “daang matuwid” (straight path) or take a detour to a road that would lead him to ignominy. Mr. President, it’s time to act… resolutely.

-ooo FIGHT VS. `PORK’ CAN SUCCEED, BUT… : If the fight against pork barrel misuse will not take these Biblical considerations into account, I am saying, based on the Bible, that nothing good will really come out of that fight, once again, in the same way that nothing good really came out of two previous political exercises which saw the downfall of two presidents of this country. Ramon Zagala on Saturday said that the death toll in the Zamboanga City stand-off has now reached 52. “We have suffered casualties due to the ongoing operations. But rest assured we will press the fight to protect civilians,” he said. He said the fatalities as of Saturday

morning include five police/military personnel killed in action; 43 MNLF members; and four civilians. Zagala said at least 46 government forces were wounded in action while 19 MNLF members have surrendered or have been captured so far. On the other hand, he said 20 civilians were wounded. The crisis in Zamboanga City entered its sixth day Saturday, with the MNLF still holding on to civilian

hostages. Zagala did not give an estimate of how many hostages the MNLF is still holding. He added that while the military wants a peaceful solution, it cannot agree if the MNLF continues to fire their guns. GENERAL SANTOS CITY — The Department of the Interior and Local Government (DILG) has released an initial P16.9 million in financial grants for the construction and development of potable water systems in various “waterless” municipalities and villages in Region 12. Reynaldo Bungubung, DILG Region 12 director, said the funds represent the first tranche of the region’s allotment for the implementation this year of the Sagana at Ligtas na Tubig sa Lahat or Salintubig program. He said the grants were

specifically released to 12 of 24 “waterless” localities or local government units (LGUs) in Region 12 that were earlier identified as beneficiaries of the program. The 12 LGUs are the municipalities of Alamada, Aleosan, Midsayap, Pigcawayan, President Roxas and Tulunan in North Cotabato; Alabel and Malungon in Sarangani; Bagumbayan, Lambayong and Lutayan in Sultan Kudarat; and Cotabato City. “These LGUs have satisfactorily complied with the requirements for the release of the grant’s first tranche,” Bungubung said in a statement.

The official said the total releases for the program’s first tranche has reached P16,945,000, which amounts to 25.72 percent of around P66 earlier allotted for Region 12. The region comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong Kidapawan and Cotabato. For the remaining 12 recipient municipalities, he said they are presently working for the release of their allotted funds within

this month. He said they will be released after the submission of the documentary requirement to the regional office. Under the program’s 2012 component, nine LGUs have qualified and received financial grants ranging from P1 million to P7 million or a total of P45 million. DENR, Surallah sign MOA on bamboo gene bank GENERAL SANTOS CITY -- In a bid to enhance Region 12’s thriving bamboo industry, the Department of Environment and Natural Resources (DENR) is pushing for the establishment of a regional bambusetum in Surallah town in South Cotabato. Dr. Bighani Manipula, DENR-12’s regional technical director for research, said they have signed a memorandum of agreement with the local government of Surallah for the joint development starting this year of the bambusetum, which will house living collections of various bamboo species. He said the bambusetum, which is mainly a gene bank conservation area for various bamboo species, will serve as the agency’s research and demonstration base for bamboo in the region. It will be established within the periphery of the six-hectare cluster sanitary landfill operated by the local government of Surallah in Barangay Colongulo, he said. “This project will have a significant role in terms of the transfer of applicable environment and natural resources technologies to industry stakeholders and adaptors,” Manipula said. Under the agreement, DENR 12 and the municipal government of Surallah will engage in collaborative works and provide administrative support for the establishment and mainte-

nance of the bambusetum. The agreement was signed by DENR-12 regional executive director Datu Tungko Saikol and Surallah Mayor Antonio Bendita. Saikol said that once fully established, the bambusetum will serve as a center for bamboo genetic resource exchange and eventually a source of planting materials in the region. “We’re looking at developing the facility as a venue and learning site in spreading knowledge as well as increasing people’s awareness and interest on bamboo conservation, propagation and utilization,” he said. As set in the agreement, Manipula said the DENR will be responsible for the collection and planting of the bamboo seedlings at the site. “We’re targeting to collect and plant a total of 200 species of bamboo, both endemic and exotic, within a two-year period starting this year,” he said. The official said the DENR central office has allocated an initial funding of P100,000 for the project while the Surallah municipal government committed to provide an additional P100,000 as counterpart. “The site will be landscaped and may be adopted by the local government of Surallah later on as an economic enterprise. DAVAO DEL NORTE - The Program Monitoring and Coordination Center of the National Task Force Diwalwal (PMCC-NTFD) will conduct a two-day Orientation Seminar on Disaster Prevention and Preparedness set in Pantukan, Compostela Valley from September 16 to 17. Department of Environment and Natural Resource (DENR) Regional Executive Director Joselin Marcus Fragada, PMCC head , said the orientation-seminar was set due to the vulnerability of Compostela Valley Province to natural calamities.

“The PMCC has decided to conduct the seminar-workshop centering on disaster preparedness and prevention. This activity aims to provide substantial knowledge to better prepare us,” he said in his invitation letter. On day 1, Armed Forces retired Brig. Gen. Loreto G. Rirao, regional director of the Office of Civil Defense will do a presentation and update on the Disaster Risk Reduction Management Act or RA 10121 of 2010. This will be followed by the overview on the Incident Command System by Raul Villocino, the Compostela Valley Provincial Risk Reduction Mgmt officer.

On day 2, the Mines and Geosciences Bureau (MGB) XI will present the geo-hazards in the Diwalwal Mineral Reservation Area (DMRA). This will be followed by the presentation of the Philippine Information Agency Regional Director Efren F. Elbanbuena on SMS and Protocol on Disaster Reporting. Representatives of member agencies to the PMCC-NTFD will then be given a chance to share their ideas, raise questions or discuss their concerns regarding disaster risk reduction management in DMRA during the open forum, after which they will be planning what actions to take in

relation to project/activity implementation in the DMRA. PMCC-NTFD groups together the regional line agencies tasked under Executive Order 258 issued on Dec. 13, 2003 to provide government interventions to once was violence-laden gold rush area where conflict and rivalries of mining claims were happening. Member-agencies of PMCCNTFD are grouped into tasks groups on Mining and Environment, Socio-Economic, Information, Peace and Order/Security and Political Task Group. PMCC NTFD is chaired by DENR and co-chaired by the Department of National Defense and

Among its member agencies are the departments of Interior and Local Government, Justice, Health and Labor and Employment, National Commission on Indigenous Peoples (NCIP), National Economic and Development Authority (NEDA), Bureau of Internal Revenue, Office of the Press Secretary (now the Presidential Communications Operations Office). IMPASUG-ONG, Bukidnon–– Large-scale chromite mining activities allegedly operating illegally have invaded a proposed “minahang bayan” (people’s mining area) straddling two villages here, the newly-formed caused-oriented group Barog Bukidnon said. Last month, proponents for the declaration of the 2,000-hectare minahang bayan told residents during a consultation that they need the measure to protect the town from large-scale mining operations. In a report to the Department of Environment and Natural Resources (DENR) on September 13, Barog Bukidnon showed photos from an ocular inspection in Sitio Abaga, Barangay Impalutao, Impasug-ong town last week that a large-scale mining operation exists in the area. “Barog Bukidnon and concerned individuals/groups find it to be improper and hazardous considering the destruction it may cause not only in the locality but even in the neighboring places in the eastern part of Misamis

Barog Bukidnon furnished copies of its report to President Benigno Aquino III, Interior and Local Governments Sec. Mar Roxas, local government officials and church leaders. The report, prepared by San Isidro College professor Fred Martinez, said that mud from the chromite separator equipment used in the operations flows to the Dila Falls and into Tagoloan River. Barog Bukidnon said the situation they found in Sitio Abaga, a guarded area, shows “that what was permitted to be small-scale mining is actually operating on a large-scale basis.” According to the group, the mining operator, which it did not identify, uses a jackhammer, a spiral flusher to separate chromite and water pumps. “(The high-grade chromite) mining operation is rather a large-scale mining operation,”

Martinez added in his report, which he presented to the meeting of the leaders of the Diocesan Commission on Tuesday. The day before, the group presented the report to Malaybalay Bishop Jose A. Cabantan, who backed plans by the group to widen the campaign opposing mining in Impasugong to the towns of Tagoloan and Vilanueva in Misamis Oriental, which are downstream of the Tagoloan River. They said they will seek the help of Cagayan de Oro Archbishop Antonio Ledesma. Martinez said the mudflow contributes to the siltation of the Tagoloan River. “No mining (activity) considered as responsible would look like the evidence we found,” said Martinez, who heads the Barog Bukidnon affiliate group Task Force Against Corruption. The group cited that the Abaga mining site is small compared to the one in Kapayawan Mountain, where the group failed to enter due to heavy security. Barog Bukidnon said mining interest in the town is fueled by the prospect of gold and other

minerals in Impantaw Mountain, the main target for mineral extraction in the area. The group vowed to oppose mining in Bukidnon to protect the environment from the ridge in Bukidnon to the reef in Macajalar Bay in Misamis Oriental. The municipality of Impasugong was declared the “Tribal Capital of Bukidnon.” About three-fourths of its 42,972 population belong to the Higaonon tribe spread in 13 barangays of the town’s 107,167 hectares land area. Municipal officials, during the consultations late in July and early August in barangays Kap. Bayog and Impalutao, said they need to declare the area as minahang bayan so that large-scale mining will not penetrate the town. Noel Lumoyod, Impasug-ong municipal environment and natural resources officer, told villagers that mining is a national policy and to ensure it is “operated sustainably,” a local mechanism must be put in place to ensure protection. He said the municipal government will put up its own protective policies as the national mechanism

‘Pacquiao will finish Rios in 8 rounds’ MANILA – A highly focused Manny Pacquiao is a dangerous opponent for any fighter, and this is what he needs to be when he goes up against Brandon Rios this November. According to Filipino trainer Marvin Somodio, Pacquiao has the edge on punching power and quickness against the MexicanAmerican brawler. If the fighting congressman uses these attributes properly, then Rios will be finished in just eight rounds, said Somodio. “In terms of power and speed, Rios will be swamped by Manny,” said Somodio in an interview with The Philippine Star’s Joaquin Henson.

Somodio is now part of Freddie Roach’s staff at the Wild Card Gym in Los Angeles. “Driving while intoxicated” charged against NBA’s Odom Former Los Angeles Lakers star Lamar Odom was charged Friday with driving while intoxicated, after being arrested while driving erratically in LA last month, officials said. Odom — the subject of a rash of news stories about alleged drug use and troubles in his marriage to reality TV show star Khloe Kardashian — was detained in the early hours of August 30, according to the California Highway Patrol (CHP) police force. An arrest report said the 33-yearold former Lakers and Los Angeles Clippers standout, an NBA player for 14 seasons who has not signed a deal for next season, was seen driving his white Mercedes SUV in a “serpentine manner at 50 miles per hour.” Odom, who showed “objective

signs of intoxication and was unable to perform field sobriety tests as explained and demonstrated,” was arrested on suspicion of driving under the influence of alcohol and/ or drugs, according to CHP. He was transported to a local police station, according to the report. Bail was set at $15,000, and he was released more than three hours later. Odom’s driving license has been suspended for a year, after he refused to take either a blood or breath test, CHP spokesman Leland Tang said. “Because he refused both tests, we took his license and gave him a form stating that his license was automatically suspended for the next year.
