C O TA B AT O C I T Y (MindaNews) – After 11 days in the hands of his abductors, the 19-year-old college student from Midsayap, North Cotabato who was abducted while inside a store at the height of military operations in the province against lawless elements on August 10, was released before dawn yesterday.

According to Jessie Ened, executive secretary of the Provincial Government of North Cotabato, victim Mark Anthony Baya was handed to a negotiating team tapped by Governor Emmylou Mendoza.

Ened, who is part of the team together with board members Dulla Sultan and Mohamad “Kelly” Antao and another local official of Midsayap, immediately brought the victim to the Cotabato Provincial Hospital in Amas, Kidapawan City for medical check up and stress debriefing procedure.

“He was so hungry and requested to eat some,” Ened narrated his first moment interacting with the victim.

He assured there was no ransom paid to the kidnappers because of the province’s stand not to tolerate ransom demands.

Supt. Reynante delos Reyes, Midsayap town police chief, said the victim was released in El Manuel Hotel in Cotabato City where he was fetched by the negotiating team.

But he said they don’t have full identification of the group of abductors yet, except that the head of the kidnap-for-ransom gang is a certain “Kumander Superpower.” Delos Reyes said they are still waiting for additional reports from the Anti-Kidnapping Group.

Baya was about to close their store at Barangay Tumbras in Midsayap when at least five armed masked men disembarked from a gray Mitsubishi vehicle and forcibly dragged him at gun point.

Baya is a son of a retired soldier who is now a village councilor Tumbras.

Tuna gab 2013 to highlight strides GENERAL SANTOS CITY (MindaNews ) – This year’s National Tuna Congress (NTC) will celebrate the partnerships and achievements gained by the local tuna industry over the last 15 years, organizers said.

Rosanna Bernadette Contreras, Socsksargen Federation of Fishing and Allied Industries, Inc. (SFFAII) executive director, said it is all systems go for the 15th NTC, themed “Celebrating 15 Years of Advocacy, Partnership and Collaboration,” on September 6 to 7 at SM General Santos.

“This is our [15th] year.

Through our humble beginnings and after laboring hard the past years to gather all the key players, stakeholders and supporters in the Philippine tuna industry under one roof to seriously discuss its opportunities and challenges, advocate untiringly for necessary reforms, we all deserve to break and rejoice,” she said in a statement.

“We need time [to] sit back for a while, reflect upon ourselves, [and] count as well as savor the blessings that we have had

the past years,” Contreras added.

Local tuna players established in 1999 the SFFAII to serve as the umbrella organization of seven associations with at least 100 companies involved in fishing, canning, fish processing, aquaculture production and processing, and other allied industries.

Contreras attributed the success of the local tuna industry to the partnerships forged between the private sector players and government agencies.

Because of this collaboration, “we all became part of a team, working hand in hand in tackling industry issues, challenges and finding solutions,” she said.

Over the years, the teamwork between the private and public sectors attracted foreign investments to the local tuna industry, Contreras noted.

The most recent milestone is the extension of Philippine fishing access to High Seas Pocket 1 for its fleet of 36 ice-chilled fishing boats, which was granted during the 9th Regular Session of the Western and Central Pacific Fisheries Commission

in December, she said.

For the country’s fisheries industry, tuna has been the top export ommodity with a collective volume of 76,888 metric tons (MT) for fresh/chilled/frozen, smoked/dried, and canned tuna products valued at US$294.114 million, according to the Philippine Fisheries Profile (PFP) 2011.

Canned tuna constitutes the bulk of tuna products being traded mostly to the United States and Europe.

This city, dubbed the “Tuna Capital of the Philippines,” hosts six of the country’s eight tuna canneries. The two others are in Zamboanga City, according to the PFP 2011.

The canned tuna sector in this city is being kept afloat by foreign frozen tuna catches, data from the General Santos City Fish Port Complex showed.

For the first half of 2013, imported frozen tuna accounted for almost 53 percent of the tuna landings at the fish port complex here.

Frozen tuna imports reached 42,323 MT during the period, data showed.

Across Mindanao Police nab man with bomb-making parts

CAGAYAN de Oro City The Cagayan de Oro City Police Office has filed a case for illegal possession of explosives against a certain Rodel del Puerto of Baungon, Bukidnon, who was arrested Monday evening.

Del Puerto had ordered drinks at a bar but refused to pay, prompting the owner to call the police station at Divisoria.

The responding policemen nabbed Del Puerto before the latter could flee with his backpack.

Police saw a piece of metal protruding from the backpack, which prompted them

to order Del Puerto to open his backpack.

The metal turned out to be a chisel but the backpack also contained suspicious chemical compound which turned out to be ammonium nitrate.

The backpack also contained two non-electric blasting caps and assorted pieces of rock.

Sr. Insp. Henry Cay-as, Divisoria police chief, said the confiscated items were sent to the police crime laboratory where it was determined to be possible ingredients for an improvised explosive device.

Cay-as said Del Puerto was also slapped with an estafa case of the bar owner

who said that the suspect did not pay for the drinks worth P260.

The suspect is now detained at the Maharlika jail of the Cagayan de Oro City Police Office but the offense is bailable.

Del Puerto said the items he carried were for his uncle at a mining area at the border of Cagayan de Oro and Bukidnon.

Police in the city are on high alert for the fiesta activities following the July 26 bombing at Limketkai Center.

People in crowded areas who will be watching fiesta activities are not allowed to wear caps and dark sunglasses and not allowed to carry backpacks.

PMA entrance examination in M’nao CAMP EVANGELISTA, Cagayan de Oro City –- The Philippine Military Academy (PMA) Office of the Cadet Admission will be conducting a PMA Entrance Examination at 4th Infantry (Diamond) Division, Philippine Army Gymnasium, Camp Evangelista, Patag, Cagayan de Oro City on August 25, 2013.

It requires all applicants specific qualifications such as: he or she must be a natural born Filipino Citizen,

physically fit, single and never been married; must be at least 17 years old but not a day older than 22 years on April 1 of the year following the date of examination; a High School graduate with a general grade average of 85% or higher; and, a minimum of 5 feet for both male and female applicants.

The PMA Cadetship Application form will be distributed nationwide and it can be downloaded from

the PMA official website, http://www.pma.ph.

All interested and qualified applicants must complete the information in the application form and subsequently attach two (2) copies of 2x2 ID picture, authenticated or NSO copy of birth certificate, and a certified true copy of High School Form 137.

Think a minute…You’ve probably heard the expression “A leopard can’t change its spots.” This, of course, is true of leopards. But is it true of people? Can people change? Are we humans just creatures of habit? Do we not have any control over our actions and habits?

Nur’s Bangsamoro Republik I was not surprised when I heard MNLF CHAIRMAN NUR MISUARI a few days ago declaring independence for a “Bangsamoro Republik”. I recall writing an article in this corner many months ago entitled ;”DO NOT DISPARAGE MISUARI”. He assembled his thousands of followers in a show of force then in a horse race track in Davao City to make known his opposition to the MILF peace agreement. I had a suspicion at that time that this declaration would take place if his moves would not attract attention and corresponding response from the government. Nur’s consistent and strong statements opposing the framework agreement with the MILF were ominous. He wanted that the whole Philippine government peace process, including the MILF negotiations, factor in or take into account the existing MNLF peace agreement.

It seemed he felt he was ignored. He feared that his nurtured 1996 Peace Agreement would be abrogated and set aside with the onset

You see, our habits become our character and our character becomes our life. As one wise person said: “First we make our habits, then our habits make us.”

But we humans don’t like to change, do we? So we come up with excuses, like: “I can’t be different; that’s just the way I am.” Or we say: “I was born this way.” And the good ol’ saying: “You can’t teach an old dog new tricks.” But that’s just it: we’re not dogs or animals. Moreover, the angst of Nur against the Malaysians got worse when he was arrested in 2001 after a failed MNLF attack of Jolo. I recall that after escaping from Sulu, he landed in his usual Malaysian hideaway thinking and confident, albeit erroneously, that he was still enjoying sanctuary status.

The Malaysians promptly intercepted him as soon as he landed and took him into custody. He was dumped in a detainee’s celland cut off from the rest of the world for sometime. I was secretly dispatched to Malaysia (on board a C-130 plane in the middle of the night ) to fetch Nur and fly him back to a waiting, specially furbished prison facility in Santa Rosa,Laguna.

He spent almost the whole 5 hours of flying time from Kuala Lumpur to Manila relating to

me how he was badly treated by the Malaysians. (And to think that many thought he was luxuriously billeted in some plush hotel or villa.) I was sure he did not expect such treatment from them who were his patrons and supporters during his rebellion days against Philippine authorities.Malaysia, in fact, was the arms supply depot and staging point of MNLF rebels at the height of the rebellion. NUR FAILED TO NOTICE, or perhaps ignored, THE PARADIGM SHIFT in the international scene.

NOT A SPENT FORCE-I have not personally talked to him for sometime now so I cannot as yet divine what’s in his mind.. But I am certain that how NUR will be handled from hereon will be crucial.

As things stand, we cannot afford to have another potentially explosive front to deal with while we are tackling the end game of the MILF peace agreement. Not to mention the upswing of terrorists’ incidents here and there.

But let me repeat: Do not discount nor ignore Misuari.

Do not treat him as a spent force. Do not disparage him

as one whose time has passed.

Otherwise, we may all be in for a big, big surprise.

Up to today, and as far as I know, he is still considered the representative of the country’s Bangsamoro

by OIC leaders.

SABAH -- This Bangsamoro Republik announcement can mean going to an instrumentality or agency of the United Nations seeking recognition of the “republik”.

And my hope is that Misuari’s new mission for independence will remain within the realm of a non-violent, peaceful pursuit.

Govt sets survey for anti-poverty drive

IN A bid to further enhance the government’s antip over t y pr og r a m , the Department of Social Welfare and Development (DSWD) will conduct the second nationwide assessment in the last quarter of this year to identify the number of poor families needing assistance.

The assessment will be undertaken through the DSWD’s project dubbed as ‘Listahan’- Talaan ng Pamilyang Nangangailanganor the National Household Targeting System for Poverty Reduction.

Listahan, is an information management system that identifies and assess who and where the poor are.

Listahan makes available to the national government agencies and social protection st a keholders a pioneer d at a ba s e c on si s t i ng of comprehensive information about poor families nationwide.

The assessment will cover 15.3 million households estimate f rom t he 2010 Census of Population results for both rural and pocket of poverty in urban areas.

It can be recalled that the DSWD conducted the first assessment in 2009 where 10.9 million household were

DSWD said that the 2013 assessment field workers will be using android tablets instead of the traditional paper and pencil as the primary data collection tool in urban areas.

“The use of tablets as data collection tool and encoding device will minimize the

risk of losing the family assessment forms during shipment and expedite the data collection process in urban areas,” said DSWD Secretary Dinky Soliman in a statement.

However, due to t he absence of reliable internet connection, enumerators assigned in rural areas will continue to use paper and pencil.

This year’s assessment will also use the barangay community characteristics der ived f rom t he 20 09 Census of Population and

Housing as determinants of poverty status in the new PMT model.

This year’s nationwide assessment has a budget of P1.9 billion that includes the cost of service of field staff, procurement of IT equ ipment , produc t ion family assessment forms, and conduct of validation activities, among others.

Rodriguez disclosed that he re-filed last week HB 1047 or An Act Providing for a Magna Carta for Journalism, which he first filed on July 8, 2010 but failed to get the approval of the 15th Congress. It was referred to the Committee on Public Information, then headed by Rep. Ben Evardone, on August 2, 2010 but had not passed muster at the Committee level.

HB 1047 seeks the creation of the Philippine Center for Journalists (PCJ) which will act as the accreditation center of all journalists in the country.

The PCJ will also administer professional examinations for all journalists before they are allowed to work in the journalism profession.

“Accredited journalists

shall be entitled to all benefits and privileges to be accorded to them by law, by their employers and by the PCJ,” he said in his proposed measure.

Journalists who have at least 10 years continuous experience in the journalism profession are exempted by PCJ examinations.

The PCJ is also mandated to promulgate a code of ethics for journalist. And any journalist found guilty of violating the code of ethics will be suspended and/or his accreditation withdrawn.

“It is necessary for the enactment of a law that will ensure a living wage, an atmosphere conducive to productive journalism work, reiterate value of ethics, provide for development programs that will deepen the practice of their profession, and promote the defense and protection of freedom and human rights of journalists and their organizations,” Rodriguez said in the bill’s

explanatory note.

Once passed into law, the Magna Carta for Journalists a s s u re s a l l a c c re d it e d journalists to be “provided with benefits packaged at par with the current benefits enjoyed by those in the labor force.”

“If we lawyers must first take an exam; like doctors and other professions; why not journalists? This way, we can professionalize the journalism profession and weed it from unscrupulous characters,” he said.

Rodriguez also urged all journalists to put into writing their objections, comments and suggestions about the proposed measure and give them to him so he can amend his bill for the good of all journalists.

“I suggest you help convene the Cagayan de Oro Press Club and discuss this bill. Then give me all your inputs, favourable or not, so I can also make the bill better,” he said.

Instructional Supervision is the process that guides the teacher in his teaching-learning episode in order to be more effective and efficient. It is also an assistance extended to the teachers who need help in doing his daily activities in order to attain success and achieve higher learning outcomes. In spite of being essential in the teaching-learning process teachers then are afraid of and they

don’t want to be observed. Is it really a foe? ... or a friend?

Traditionally, supervision was focus on teacher’s fault most of the observers negatively criticized the teachers rather than helping them to improve the teaching skills and guide them on what to do in his teaching.

Teachers felt that they were jeopardized by their administrators. Old-fashion school administrators make the instructional

supervision as tool in threatening the teachers especially if they have abhorrence particularly those who failed to follow what they wanted to.

With the present style of instructional supervision and the use of new techniques in observing classes it is then considered as clinical type of observation. Little is known about Hapids who was reportedly a close associate of Reneer Lou Dongon, alias Rolly Unting, alleged leader of Khilafah Islamiyah Mindanao.

Dongon and another member was arrested by the police in Marawi City last May 11 but was released by the courts, according to PNP 10 Regional Director Catalino Rodriguez.

Rodriguez said the sizable bomb making materials found in the possession of Dongon during his arrest were similar to the explosives used in the Maxandrea Hotel along J.R. Borja Street here last year.

City Prosecutor Fidel Macauyag said the panel of prosecutors overseeing the clarificatory hearing of witnesses and complainants Tuesday afternoon are expected to come out with their findings by Thursday.

“If the panel finds that there are enough evidence against the six suspects, then we expect [the warrants to] be issued on Friday or next week,” Macauyag

said.

Five witnesses and two complainants – the widows of Misamis Oriental Board Member Roldan Lagbas and Cagayan de Oro resident Antonio Paredes – attended the clarificatory hearing at the City Prosecutors Office here Tuesday.

Supt. Michael John Deloso, of the Cagayan de Oro Police, said multiple murder charges were filed against

Usman Hapids and the five other suspects who were identified by the witnesses.

Hapids was the only one among the six suspects who was identified by name by the witnesses and the police.

“The witnesses positively identified Hapids because they say they were just five to six feet away,” Deloso said.

Deloso said Hapids and the suspects ate dinner first at the nearby Gloria Maris Restaurant. They left the restaurant around 7 p.m., Deloso quoted the testimony of a witness.

From October to December, Datukan said they expect to harvest a total of 515,457 MT of palay from 127,991 hectares of farmlands.
