CAGAYAN de Oro City––More than 6,000 hills of marijuana plants were uprooted at a forestland in Cabanglasan town, Bukidnon, and burned by authorities. Police officers of the Regional Special Operations Group and the municipal police station uprooted the plants at sition Saluringan, barangay Canangaan. The authorities burned some 3,000 plants in the area as terrain, mobility and security constraints prevented them from extricating the plants. CAGAYAN de Oro City–– Chinese businessman Robert Kua and two companions who were all kidnapped Wednesday last week in Lanao del Norte were released Monday evening in Lanao del Sur. CAMP EVANGELISTA, Cagayan de Oro City––One of the suspects who reportedly participated in the Zamboanga siege waged by the Moro National Liberation Front (MNLF) last August was arrested here Tuesday morning, the military said. Capt. Christian Uy, spokesperson of the army’s Public Affairs Division here, said that Daniel Cruz Xavier, long wanted for falsely representing the United Nations in the Philippines, was arrested about 3:00 a.m. Tuesday morning at the West Bound Terminal in Barangay Bulua in Cagayan de Oro City. Daniel was allegedly posing as a UN representative and in several occasions introduced himself as

a member of the United States’ Federal Bureau of Investigation and Central Intelligence Agency. He said that elements of the Criminal Investigation and Detection Group (CIDG) armed with a warrant of arrest issued by the Zamboanga City court pounced on Xavier at the vicinity of the westbound terminal. Uy said that the Zamboanga City court has charged Xavier with rebellion under criminal case no. 28214 in connection with the Zamboanga siege staged by the MNLF-Misuari group that killed hundreds of people and paralyzed the economy of Zamboanga City. Prior to the Zamboanga attack, Xavier was seen and personally introduced by MNLF Chairman Nur Misuari in various social activities in Sulu, Uy said. “Police filed charges of rebellion and violation of the International Humanitarian Law against

person has in the past, or currently is authorized to represent the United Nations or any official of the United Nations in relation to any matter concerning the Philippines,” Jain said. “The UN wishes to take this opportunity to reiterate its commitment to support all parties involved in bringing peace to Mindanao, being an active supporter to, inter alia, the ongoing peace negotiations between the Government of the Philippines and the Moro Islamic Liberation Front.” It was not immediately known whether Daniel had contacted the MILF or entered into any business transactions or agreement with Filipino firms or government agencies or the rebel group which is currently negotiating peace with Manila. Rufus Rodriguez, 2nd District, Cagayan de Oro City has sought the approval of Congress of the bill that would convert the existing city and provincial road in Cagayan de Oro City and Bukidnon into a national road and an alternate highway.

The Committee on Public Works and Highways has originally approved House Bill 4982 as substitute HB No. 6132 on March 30, 2009 and was approved during the second and third reading on May 20, 2009. Rodriguez said that the bill was transmitted to the Senate on May 26, 2009 but the Senate did not act on it. In re-filing the bill, Ro-

Cagayan de Oro has new city health officer CAGAYAN de Oro City––The City Council here confirmed the appointment of a new City Health Officer during its regular session on Monday. Vice Mayor Caesar Ian Acenas confirmed the appointment by Dr. Fe C. Bongcas as City Health Officer. He said that the confirmation was contained in a resolution no. 11512-2013 in response to the recommendation letter of City Mayor Oscar Moreno. Acenas said that the City Council examined the qualifications and Bongcas who has served as a medical officer of the city government since 1988. Tomas External Study Center (BSU-STESC) here passed the September 2013 licensure examination for teachers (LET), a school official announced Tuesday. Those who passed the board examination for teachers in Bachelor of Elementary Education (BEE) were Atup, Ana Lou, Bagayan, Jeckyron, Balgoma, Gwen, Cabagunay, Jezreel, Dela Cruz, Maricar, Legaspi, Michelle, Mallorca, Jonell Carlo, Manabat, Maria Emelia, Pareja, Nekki, Pasilan, Marivic, Pines, Jonathan, Recto, Arden, Silagan, Anie Mae, Wenceslao, Florelyn. Bachelor of Secondary Education (BSED) passers were: Alisoso, Romie, Maliza, Roselle Yaun and Villarin, Emily Joy Sapuan. There were no graduates from BSU-Sto. Tomas in the Top 10. Teresita A. Gatoc, BSU-Sto. Tomas Center Administrator, said the whole school community has expressed their warmth congratulations to the Batch 2013 graduates who successfully passed the board examination for teachers despite all the odds they have encountered. “This is an good indicator that our school is continuously producing “quality and competitive” graduates who can be at par with the global standards. We all know that academic standards in education are constantly changing and they are (LET passers) a concrete proof of that we embraced change to improve our system,” Gatoc said in an interview. AFTER four years since the gruesome killing of 58 civilians took place in Ampatuan town, Maguindanao, relatives of the victims expressed frustration at the slow pace of the trial. Thirty-two of the 58 victims brutally killed on Nov. 23, 2009 were journalists. Addressing Aquino, Maria Cipriana Gatchalian, 61, widow of journalist Santos

Mrs. Gatchalian said that during the electoral campaign in 2010, several relatives of the victims had an audience with Aquino. “He talked to us and promised he would help speed up the case. BUTUAN City––A police official has made a rare appeal that may raise eyebrows: Help protect our forest resources to prevent climate change. Senior Supt. Inocentes Juntilla Capuno, OIC of Regional Logistics and Re-

search Development Division or R-4 of the Caraga Police Regional Office has urged the public to help in the government campaign to take care of and protect our forest resources to give meaning and substance to global efforts to prevent

climate change. Juntilla issued the appeal in the wake of the destruction wrought by Supertyphoon “Yolanda” last November 8 in Eastern and Central Visayas particularly in Leyte and Samar. The National Disaster Risk Re-

duction and Management Committee said in a report that more than 5,200 people were killed and damaged billions of pesos worth of infrastructure and agricultural crops in the aftermath of the “world’s strongest typhoon this year”.

According to Juntilla, taking care and protecting our forests and environment may not prevent the occurrence of typhoons but could prevent the occurrence of severe tropical cyclones that seemed to be increasing in number every year. He cited several scientists and climatologists who blamed climate change for the strong and destructive typhoons worldwide for the past five years. While thanking God for sparing Butuan City and most of Caraga Region from Yolanda’s path of destruction, Juntilla also urged Caraganons to help the typhoon victims especially in Tacloban, Leyte. Meanwhile, Agusan del Norte Police Provincial Director Senior Supt. Ernesto J. Flores reported that so far, no major incidents have been observed in his area of responsibility. After the October barangay elections and with

the approaching Christmas season, Flores said his men are constantly on alert for any untoward incidents that may possibly happen. In an exclusive interview with Mindanao Daily News (MDN), the new Agusan del Norte police director said incidents mostly caused by over indulgence in liquor may have marred a community’s peace but dismissed them as minor occurrences and could be easily handled by the local police. He urged the public to help the police in maintaining peace and order by immediately reporting to the nearest police station any untoward incidents or suspicious individuals who are not residents of their barangays. By doing this, Flores said, these persons’ moves in the community could be easily monitored. Flores said, public cooperation with the police has been tested and will always be the most important key to crime prevention and protection.

The history of the Sultanates has been explained in the light of Islam. The Almighty S.W.T. created diversity among human beings to emphasize their respective cultures and values while exposing wisdom, talents, and leadership skills in governing the people through the taritib and ijma, the traditional laws which are still used today. It is worth mentioning other ancestral laws, to wit: kawali (communal land), gerar (traditional positions), kokoman (justice system), adat (customary laws) and laws of relationship and others. The Moro and Indigenous People of MINSUPALA became a part of history that correspond to the prehistoric and historic past of the Indic and Chinese civilization which underwent a Malay Islamic transformation and struggled to resist the impact of western colonization. The own old folk governance under Sultaniah was scrapped out because this did not conform to the ideals of western society. The Sultaniah governance spearheaded and accepted the Islamic teachings through the expedition of the Muslim traders—Muslim scholars (Sharief) in Southeast Asia that includes Sultanate of Brunei, Molocus in Indonesia, Malado in Malaysia, Sulu, Maguindanao, Tago-

loan and Ranao which claimed to be seven (7) aklim or great state of Southeast Asia who believed and accepted Islam. Muslim scholars including Sharief Kabunsuan stayed in Maguindanao, Sharief Alawi in Tagoloan and their descendants stayed in Lanao. The Sultanate of Lanao is considered to be one of the richest, historically. The first ever Sultan of Lanao was Late Congressman Ibra Gondarangen son in Laws of Amai Manabilang during the time of American Colony in the Philippines. That time Amai Manabilang was appointed as the third board member of Mindanao and Sulu by the American Government. This was succeeded by the late Hadji Muhammad Malawani who became the second Sultan of Lanao. During the Japanese regime, the third Sultan of Lanao was crowned under the persona of the late Mayor Bato Ali. The late Mayor Cosain Naga continued the leadership as the fourth Sultan of Lanao. Then finally, Atty. Ferdausi Abbas assumed as the fifth Sultan of Lanao. All their enthronements came with proper endorsements from the datus of Lanao. To this date, the Confederation of the Royal Sultanate of Lanao is composed of the sixteen (16) Royal Houses, twenty-eight (28) legislative bodies (mbabaya ko Taritib), four (4) Datus of sovereign boundaries in Lanao together with five (5) datus in Marawi and other traditional and religious leaders as well as the clan of the Sultanate of Madaya including Sarip Batua and Datu A Petheelan from Radiamoda sa Puned , the ten (10) clans of Madaya and other local leaders. The aforementioned were in consensus in endorsing Honorable Mayor Mastura D. Manabilang for enthronement as the sixth Sultan of Lanao based on his integrity, leadership capability and credibility making him the perfect epitome to represent the Lanao Province locally and internationally to advocate the Bangsamoro nation specifically for the betterment and welfare of the Meranaos.

Edwin dela Torre were released around 9:00 o’clock Monday night, after successful negotiation initiated by former Cagayan de Oro City mayor Vicente “Dongkoy” Emano. According to radio reports, Emano confirmed the release of the kidnapped victims he person-

ally fetched in an undisclosed area. The Kua family reportedly has closed ties with the Emanos and had sought his help to negotiate for the release of the victims. The kidnappers reportedly asked for P15 million, but the victims were released without paying the ransom except for “board and lodging” fees.

The p olice and the military were reportedly blind on the negotiation and had no idea about the release of the victims until Tuesday morning. Emano thanked Moro Islamic Liberation Front (MILF) Division Commander Yasser Kandalada and Commander Bravo for helping him secure the victims safely.

DAR-10 holds GAD assessment and honors retirees By Florence A. Ramos

Cagayan de Oro – The Department of Agrarian Reform-Region 10 recently held a Gender and Development (GAD) assessment and honoring of retirees in this city. GAD is an initiative of the Philippine Commission on Women that actively promotes the advancement of women by combating the feminization of poverty through a series of GAD activities. The 2-day activity was attended by the Department of Agrarian Reform Ladies Association (DARLA) officers from the regional and provincial offices. The DARLA is primarily tasked to promote and implement GAD programs or projects for the employees in the department.

In the activity, the officers reviewed the association’s targets and prepared a catch-up plan to accomplish relevant activities until the end of the year. Earlier this year, DARLA initiated an exposure program to MALISA Homes, a facility for abused children and women, wherein the DAR employees donated two units of water drums

and grocery items. They also conducted a tree planting activity in Mapawa in coordination with the Clean and Green Project of the Civil Service Commission. They also participated in an outreach program to Berjaya relocation site for Sendong victims in Upper Camamanan. “Apart from the GAD assessment, we also honored

our retirees some of whom are DARLA officers, for the years of government service and for being our active partners in various GAD activities,” said Mabel Loyola, DARLA-10 president. With the recently approved DAR rationalization plan, many DAR employees opted to avail of the retirement benefits provided under Executive Order 366.

Leyte mission: Legal or illegal? LAST WEEK, the provincial government of Misamis Oriental has sent a contingent of volunteers to selected areas in the typhoon devastated province of Leyte. The team, composed mostly of capitol workers, would stay in Leyte until end of November. Although the provincial government has spent P 3.5 million for the subsistence of 70 volunteers Cris Diaz and fueling about 22 trucks and vehicles, the amount was negligible compared to the services that the typhoon victims urgently need. No, the provincial volunteers did not go there to distribute relief goods- they went to Leyte to extend medical assistance to the helpless folks. Of the 24 medical personnel, 12 were medical doctors while the other half were nurses. There were also personnel from the province’s social welfare department who would conduct “stress debriefing” to survivors of the typhoon Yolanda tragedy. We commend the provincial government’s initiative of sending the volunteers there. However, some questions started to linger in the minds of the probing public. Did the provincial board of Misamis Oriental passed a resolution allowing the sending of the medical team to Leyte? Did the Sangguniang Panlalawigan approved an ordinance appropriating the P 3.5 million for the projected expenses of the provincial capitol’s volunteers? Granting without admitting that it was the initiative of the

provincial governor’s office to authorize the sending of the volunteers, the SP approval to that effect was still needed notwithstanding. The argument is not to demean the initiative of the provincial governor – we commended the provincial governor’s altruism. On the contrary, there are laws that should be followed. Nobody is suspecting the intention of showing one’s concern to the people in dire need in times of calamities or disasters. Yet, the law is clear. Consequently, if the SP in Misamis Oriental has not passed a resolution allowing the capitol workers to go to Leyte, then its good intention was defeated at the very start. By the way, the authorization granted in the resolution was supposed to be an appendage only of an approved Ordinance allowing the release and appropriation of the P 3.5 million. In the absence of the twin requisites (the resolution and the provincial ordinance ) the action taken by the provincial governor was technically illegal and the expenditures of P 3.5 million were technical malversation. Thus, although the public might have appreciated the sending of the volunteers from the provincial capitol of Misamis Oriental to the province of Leyte, the absence of legal authority might spark a political issue in the future. There are fears that the political issue regarding the Leyte mission would drag those involved for possible violation of the provisions of the anti-graft and corrupt practices act. These allegations, however, could be easily debunked. After all, the provincial governor can See ILLEGAL, page A11

Prepared? Who? WHO can prepare himself against the wrath of a super typhoon such as Yolanda thus get out from it unscathed? No one for sure but in the aftermath of its devastating fury, one can either choose to be a Good Samaritan to the victims or a callous grumbler who could not see anything good being done by the government for the victims. As what we’ve pointed out here shortly after Yolanda devastated central Philippines, the strength of its wind and the devastation it could cause can only be calculated before its actual land fall. Its strength and devastation can only be known after the fact. This point was clearly proved by the fact that concrete structures were no match to the typhoon’s strength. Public and private structures had their roofs blown off and those with glass doors and windows had these shattered. Yolanda

If this was the fate that befell stronger and sturdier buildings or edifices, imagine those houses made of bamboo with nipa roofs and those made of other light materials. Certainly Yolanda’s wrath did not spare them. These structures were likewise toppled down by the typhoon’s wind as if they were made of cards. Then think of the human victims of the typhoon. Where could they possibly seek refuge during its onslaught? Can the government erect 15 to 20 feet of sea

walls along the coastlines of its path in a snap of a finger so the people living in these areas be spared from the storm surges? Some say they should have been evacuated to higher grounds. This is easily said and done. How many times we saw on television residents being forcibly evacuated from danger zones due to flooding but still insist on staying put in spite of the risks they have to surmount for the reason they don’t want to abandon their homes? But was the government short in its information

campaign about the coming super typhoon and its possible devastating effects? I don’t think so. It just so happen that Yolanda’s expected devastation could not be compared to any storm in the past thus the people had a hard time picturing what’ll happen to them because of Yolanda. Everyone just took the risk hoping God will spare them, an attitude that is not uncommon among us Filipinos. Indeed this faith in the Almighty even in the midst of imminent danger is rare. And God must be very thankful to us Filipinos for such display of faith in him. Perhaps this is the reason why as a people we can easily rise up from the ashes of monumental disasters such as Yolanda. The rush to build power plant generators in South Cotabato and Davao are now undertaken by San Miguel Corporation and Aboitez Power with the encouragement and support of the government to solve the power problem. In a form of BOI tax perks and incentive as pioneering industries these power players were assisted with borrowed funds from the government financial windows. When these projects were undertaken, none of the power plant players put its board room decisions on the development of clean and renewable technolo-

gies like wind and solar in Mindanao. Government regulators through the Department of Energy have played deaf ears to institute alternatives sources of energy to curb climate change. The DOE from the former watch of Secretary Rene Almendras up to the reign of current Secretary Jericho Petilla have supported the use of natural gas, coal and bunker fuel to operate these industries and solve the power deficiencies. Coal power plants were given the green signal by the government in spite of the opposition of the local government units of South Cotabato and Davao del Sur. The four implementing agencies of the government – departments of Agriculture (DA), Environment and Natural Resources (DENR), Agrarian Reform (DAR) and Interior Local Government (DILG) of the Convergence Initiative (CI) Program have convened with representatives from the local government units (LGUs) to a Regional CI Briefing and Planning Workshop, here in Cagayan de Oro City. Engr. Roxana H. Hojas, Regional Technical Director for Operations of DA-10 (right photo) said that the meeting is primarily intended to brief the LGUs, being the partners in the implementation of the different agencies’ programs and projects; to update the LGUs on the commitments and accomplishments by and of the implementing agencies; and to assess the LGUs’ understanding of the Program. She added that hopefully the assembly will be able to attain the Program’s foremost objective that is to implement a ‘seamless convergence’ for all interventions poured out at the local level. RTD Hojas further said she is expectant that there will be no duplication, but complementation in the delivery of services in order to maximize the resources being pooled from the prime movers of the said Program. Since the year 2011, the Program has showered assistance to agro-enterprise clusters, namely: the Mt. Balatukan Range Cluster in Misamis Oriental and the Royale Cluster and Mt. Inayawan – Illana clusters in Lanao del Norte. 8 trucks deliver P5M relief aid from DavNor

AGUM CITY, Davao del Norte – Oplan Tabang of the Diocese of Tagum will be bringing about P5 million worth of relief assistance loaded in eight trucks to Palo, Leyte to leave at 11:00 Tuesday night.

In an interview, Father Emerson L. Luego serving as action officer of Oplan Tabang said the relief goods of food, clothing, tarps for tents, mosquito nets and other immediate needs of Typhoon Yolanda victims, came from local government units (LGUs), private individuals, companies and institutions in Davao del Norte. Also loaded up in the eight-truck caravan of Oplan Tabang delivery were relief goods from parishes in the cities of Mati (Davao Oriental), Davao and Digos (Davao del Sur), he said. Luego revealed the assistance of the Provincial government of Davao del Norte which deployed three trucks to transport the loads of relief assistance. The city government of Panabo and Tagum also sent out their trucks while

Luego used three personal vehicles to haul and deliver the donations directly to the command center of the Diocese of Leyte in Palo. Seven personnel of the Davao del Norte Police Provincial Office (DNPPO) and five from the 60th Infantry Battalion will secure the transport of such relief assistance which Luego expected to arrive in Palo, Leyte about Wednesday night. Tonight’s delivery of relief assistance from Davao del Norte will be the second round as Oplan Tabang already made its first on Nov. 12, using three dump-trucks of Davao del Norte provincial government. The ma l l, howe ver, opened with only 36% of its tenants in operation and the major mall features such as the supermarket, department store and cinema were unable to catch up with the opening date. “Actually this date is two weeks early than we anticipated. Supposedly we would open in December but we considered the need to be in full operation by December,” said Salarza. The RLC official stressed that super typhoon Yolanda was also a major factor in the delay in the opening of several of the mall’s stores and facilities. “We experienced delays in the shipment when Yo l a n d a a n d Z o r a i d a struck the country; the boats carrying our shipments were not able to leave their ports of origin,” she said. She added they had to reduce the volume of their shipments in favor of humanitarian efforts for areas hit by the typhoon. She said they opted to push with the opening as previously promised. “We promised before that we would be opening on this date, November 25, and so we have to stand by our word. So far the reception of the people had been very overwhelming and the local government of the city has been very kind in lending their support. We target to have our department store section opened on November 29 and the supermarket to be opened on December 10,” she said. A super visor in one of the food outlets who asked not to be named said she was surprised that many people came for the opening. “The number of people is so very overwhelming, and we are happy that we have opened today since our sales just skyrocketed. We are even having a hard time just trying to keep up with the number of people buying and with our deliveries,” the supervisor said. The mall management said they will announce the grand opening in the first quarter of 2014 and hoped it would create a bigger impact on Butuan’s fiesta celebration on May 19. Kobe gets 2-year extension from Lakers

WASHINGTON, Nov. 26 (PNA/Xinhua) -- Kobe Bryant inked a two-year contract extension with the Los Angeles Lakers on Monday. The 35-year-old star would reportedly receive 48.5 million dollars from the extension, keeping him as the highest-paid player in the league. Kobe and the Lakers tweeted the photos about the contract on Monday. Kobe had been playing for the Lakers ever since he joined the league in 1996. He had won five NBA championships for

Pacquiao to lead relief mission for ‘Yolanda’ survivors GENERAL SANTOS CITY,, Boxing icon and Sarangani Rep. Emmanuel “Manny” Pacquiao will embark on a relief mission this week for survivors of super typhoon “Yolanda” in parts of the Visayas region. In a press conference at the Sarangani provincial capitol on Monday night, Pacquiao said he has long been aching to visit Tacloban City and other areas affected by the typhoon to personally deliver relief assistance to the victims. Pacquiao, along with his team, returned to this city on a chartered flight from Macau, China late Monday afternoon, a day after his impressive win over Mexican-American brawler Brandon Rios. “Even before, I already wanted to visit the affected areas but I also wanted to concentrate first on my fight. Now that it’s over, it’s time for me to go there,” he said. He initially instructed his staff at the Sarangani congressional district office to prepare the relief goods that will be delivered to the typhoon-hit areas. The lawmaker and his staff will finalize Tuesday the schedule of the relief mission, which will cover parts of Samar and Leyte provinces as well as other areas in Visayas. “I’ll be bringing my chopper there so we can extend the relief goods to areas that would be difficult to reach by land travel,” Pacquiao said. Days after the onslaught of the typhoon last November 8, the lawmaker reportedly tried to take a break from training so he could visit the affected areas but was prevailed upon by his trainers. The eight-division world boxing champion earlier dedicated the Rios bout for the victims of typhoon “Yolanda” and promised to immediately return home after fight so he could attend to them. Following his stunning knockout loss to Mexican nemesis Juan Manuel Marquez in December last year, Pacquiao hastily returned home to lead a relief mission then to victims of typhoon Pablo, which devastated parts of Eastern Mindanao. Pacquiao took the World Boxing Organization’s international welterweight belt in a unanimous decision over a bloodied and badly beaten up Rios following their fight at the Cotai Arena of Macau’s Venetian Hotel and Casino. His team, which includes promoter Bob Arum, trainers Freddie Roach and Buboy Fernandez and Canadian adviser Michael Koncz, arrived at the General Santos International Airport at around 4 p.m. amid a rousing welcome from local officials and residents. It included Pacquiao’s wife Sarangani Vice Gov. Jinkee, mother Dionisia, brothers Roel and Bobby and close ally City Mayor Ronnel Rivera. The city government staged a two-hour grand motorcade around the city for Pacquiao as part of its prepared hero’s welcome.
