DAVAO City--The Department of Education (Deped) in Davao Region said it could not assure a smooth implementation of the K-12 program this year even if the schools are ready for the opening of classes on June 13. “We are ready for the opening of classes. We do that every year so we know the potential situa-

tion we’d face. It’s quite exciting and suspenseful as far as the senior high school is concerned since it’s our first time to make it happen. We will not say that we will be very successful [in] one year of operation,” DepedDavao spokesperson Jenielito Atillo said in mixed English and Cebuano in Kapehan sa Dabaw at SM City Monday. He admitted that the first year

of K-12 would still be experimental. “We are just starting. The first year will always be the guinea pig.” He said they are projecting a total of 1,109,874 enrollees for the school year 2016-2017. Of the number, 814,767 are elementary pupils and 295,107 are secondary students. Based on Deped-Davao’s records, the region has a total

of 1,630 public elementary schools, 303 public secondary schools, 527 private elementary schools, and 261 private secondary schools. Atillo admitted the additional two years in high school is a burden but encouraged parents to look at the benefits like making their children jobready after the six year-program.

CAGAYAN de Oro City-The Census of Population (POPCEN) results show that the population of Northern Mindanao was at 4,689,302 in 2015 up by 391,979 compared to the recorded count in 2010 at 4,297,323. Greenpeace urges Duterte to hasten shift from fossil fuels

RESPONDING to REN21’s “Renewables 2016 Global Status Report,” which showed a record-breaking past year for the renewable energy sector in terms of new installations, policy targets, investments and jobs, Greenpeace urged the incoming administration of President-elect Rodrigo Duterte to fast-track the shift from fossil fuels in order to ensure sustainable national development for the Philippines. “The Philippines should take advantage of renew-

able energy (RE), which is outpacing dirty oil, coal, and gas in terms of growth worldwide. President-elect Duterte should champion the country’s shift from fossil fuels to renewables, which would give his administration the higher moral ground when it negotiates lower carbon emissions from developed countries. Doing so would not only lower the main source of climate change, but also take advantage of the growing opportunities for jobs and investments, as shown in the

REN21 report,” said Reuben Muni, Philippine Climate and Energy Campaigner of Greenpeace Southeast Asia. “The report comes at an opportune time for the Philippines, just over a week after the Climate Change Commission issued Resolution 2016-001, calling for a comprehensive review of the country’s energy policy in order to reduce our dependence on coal and urging relevant government agencies such as the Department of Energy, the Department

of Environment and Natural Resources, and the National Economic and Development Authority, to come up with a national framework for a just transition to renewable energy. This will open the country to a low-carbon economic pathway. Any national development would not be sustainable if our power sector is still hinged on fossil fuels,” Muni added. The report showed that developing countries put in USD 156 billion in investments globally in renewable energy in 2015. This is a

reported 19% increase compared to 2014 and higher than all the investments for 2015 of developed countries combined. Greenpeace is optimistic that the results of the proposed policy review will open more doors for investments in the Philippines and provide more green jobs in the renewables sector in the country. Greenpeace says that the renewable energy sector showed very clear growth despite the hold of fossil fuel companies on the energy industry.

“Although the deck remains stacked against renewables - with fossil fuel subsidies, low fuel prices, problems accessing the grid, vested interests and government inertia - they are still breaking through. If renewables can add 147 GW of power in 2015 with this economic picture, imagine what they could achieve if the cards were even,” said Emily Rochon, Global Energy Strategist of Greenpeace International. ”Governments must

DAVAO City -- Many of the 52,556 Grade 11 incoming public senior high school students in Davao Region will face lack of space where they can hold classes, according to the Department of Education (DepEd) XI when it implements the first year of implementation of the K+12 program. This time, school principals may even have to give up their offices and other available spaces in favor of the incoming senior high school students in schools where there are shortage of classrooms. Atillo said they are as-

sured by the contractors that 482 classrooms will already be available by the time the school year opens next week while 453 will be available by August. “But we have discussed with our local school divisions on the shortage and have offered solutions to this,” Atillo told reporters in an interview. Atillo said school division officials will temporarily borrow classrooms in adjacent schools. This means senior high students will hold classes in the adjacent schools. In Compostela Valley, for example, school officials shift some rooms to senior high intended for the junior high school. They will also use the Local School Board-funded buildings, gymnasium. “ The non-academic

classes will suffer. The principals are also committed to lend their offices as temporary classrooms,” he said. But, we have confirmation they will complete the rooms. Atillo reported that there are 63,065 senior high students who will be part of the opening salvo of the implementation of K+12, a program that covers 13 years of basic education. The Philippines is the only country in Asia and one of only three countries in the

world with a 10-year preuniversity cycle. As of October 2015, DepEd recorded a total of 52,566 Grade 11 students in public senior high schools and 10,499 in the private school or a total of 63,065. In the region, Atillo said there are 209 private schools offering senior high while there are 298 senior public schools. There are five schools, all located in hard-to-reach areas that do not offer senior high but the students will go to mother

schools. Earlier, President-elect Rodrigo Duterte expressed concern on the problem in education from the aberration created because of K-12. He said there are many students that could run to hundreds who cannot enroll for senior high school and the marginalized teachers who will be out of job because they do not know where to go. He said already talked to incoming Education Secretary Leonor Briones to

address the many problems created by K+12. Duterte sees the need to construct schools for senior high. If there are 20 to 35 students in a barangay, he aims to construct a school so that students do not have to walk 20 to 30 kilometers to the nearest school. “Ako na mismo ang magdala ng eskwelahan (I will be the one to bring school to you),” said Duterte, emphasizing that government must keep on spending even on small projects. Tallest hospital soon to rise in Cagayan de Oro mindanaodailynews@gmail.com

CAGAYAN de Oro City—A 10-storey hospital, said to be the tallest in Mindanao, will be constructed soon in Cagayan de Oro City. Dr. Ferdinand D. Miranda, head of a local consortium which will manage the hospital, said the groundbreaking of ACE Medical Center Cagayan de Oro will be held this Sunday, June 12 on the 118th commemoration of the country’s independence. Mr. Miranda said the 300-bed hospital will be part of the larger Allied Care Experts Group, a chain of hospitals founded 14 years ago by visionary physician-entrepreneur Amado C. Enriquez. Mr. Enriquez, a cardiovascular surgeon by profession, decided in 2002 that hospitals must be owned by medical professionals themselves. Thus ACE Medical Center Baypointe was born in Subic. Today there are eight ACE medical centers in operation including its Baypointe flagship. The others are located in the

cities of Quezon, Mandaluyong, Pasay, Pateros, Valenzuela, Malolos and in the municipality of Baliwag, Bulacan. Sixteen are either under construction or about to break ground. The Allied Care Experts Group business model is distinctive in such that it would invite physicians from the localities and become their investment partners. The ACE Medical Center Cagayan de Oro consortium is composed of 60 investors, 23 of them medical professionals based in Northern Mindanao. The 1,800-square-meter hospital will sit along Rosario Drive, Lapasan, Cagayan de Oro City and will compress the bed: population gap of the city. Capt. Joann Petinglay, 6th Infantry Division spokesperson, said the bombing transpired in a remote village of Meta here at about 4:30 a.m. Tuesday while the

ZAMBOANGA City -- Military forces are tracking down a group of lawless elements that harassed a construction firm undertaking a government project in a remote area of Zamboanga del Norte. Supt. Rogelio Alabata, Police Regional Office-9 (PRO-9) spokesman, said the harassment occurred around 2:30 p.m. Monday in Sitio Nasal, Barangay Puliran, Sibuco, Zamboanga del Norte. Alabata said the work-

ers of a local construction firm were constructing a concrete bridge when a group of lawless elements opened fire. Alabata said a brief firefight ensued as the squad of soldiers from the Army’s 42nd Infantry Battalion providing security to the workers returned fire. He said the lawless elements led by Jamaruddin Alih alias Boy Taka fled towards northeast direction heading to Barangay Puliran, Sibuco, upon sensing

the arrival of government reinforcements. He said no one among the construction workers and the security forces were either killed or injured during the brief firefight. He said the troops have uncovered an encampment of the lawless group around 500 meters away from the project site. He said the troops have strengthened the security measures to ensure the completion of the government project. (PNA)

DepEd reiterates ‘no collection’ policy ZAMBOANGA City -- The Division of City Schools has reiterated the Department of Education (DepEd) circular emphasizing on the “no collection” policy in line with enrollments from Kinder 1 to Grade 12 for

school year 2016-2017 in public schools. Dr. Rosalio Conturno Jr., education supervisor for school governance and operations division chief, said school administrators and principals should comply with the agency’s standing policy based on DepEd order 41 series of 2012 issued by Education Secretary Armin Luistro. Conturno said schools can only begin collections of authorized school fees by August “but then again, collections and fees remain voluntary and not compulsory.” Conturno said the authorized fees, but not compulsory include Boy Scouts and Girl Scouts membership fees, Philippine Red Cross, Anti-TB fund, school publication fee and ParentTeacher Association fee among others. He said the Division of

City Schools has set up a Balik Eskwela Action Center at its office in Barangay Baliwasan, this city, to cater to complaints, reports and all other issues and concerns related to school year 2016-2017 particularly the opening of classes on June 13. He said the action center was set up on May 28 and will remain in operation until July 18. The DepEd is expecting that at least 300,000 students will be enrolled for school year 2016-2017 in this city. Dr. Pedro Melchor Natividad, DepEd assistant regional director, said that 240,000 of them are expected to enrol in public and private grade schools. Natividad said that 50,000 are expected to enrol in Junior High School and 10,000 in Senior High School. (PNA)

But since the three decades that had passed since the EDSA revolution, a new breed of Filipinos – the postmartial law babies and the millennial generation – has come of voting age. And they were the sources of Bongbong’s strengths, not to mention the vaunted “Solid North” that had brought sons of Ilocandia — Elpidio Quirino, Ramon Magsaysay, Carlos P. Garcia, Ferdinand E. Marcos, and Fidel V. Ramos – to the presidency in the past. With the clannishness of Ilocanos, it is not unusual to hear them proclaim their loyalty to Bongbong Marcos, the heir to the Marcos dynasty. “Marcos pa rin kami” (We’re always be for Marcos) became their rallying cry during the campaign. A waiting game With Bongbong’s Senate term coming to an end on June 30, 2016, what’s in store for him? Is he going to retire from public service or is he going to seek an appointment from his good friend, president-elect Rodrigo Duterte, so he could remain in the political limelight while he mulls over his future? At 58 years of age, he could still run a great

deal of political mileage including another run for a Senate seat in 2019 and the presidency in 2022. By that time, he’d be 64 years old, which would be his last chance to reclaim the glory and power his family had held – and enjoyed — for so long. But Bongbong going for the presidency in 2022 would be a lot more complicated – and challenging – than it was when he ran for vice president. Needless to say, Leni Robredo would most likely run for president too; thus, making their face-off a rematch but at the higher heavyweight division. But as vice president for the next six years, Leni would be “president-in-waiting” and just a heartbeat away from the presidency. Indeed, the vice presidency is the best “on-the-job training” without doing much… just waiting. The clash between Bongbong and Leni in 2022 would set the direction of where the country is going to be in the next quarter century. Surmise it to say, Bongbong represents the country’s elite while Leni identifies with the common tao – the “tsinelas” followers of her late husband. But while Leni’s pursuit of the presidency is a given, Bongbong’s mission in life appears to be to vindicate his father. If he loses, then it will give the people a glimpse of how history will treat Ferdinand E. Marcos. It has been said,

HOME schooling is one basic education option in the Philippines. This has always been the cheaper option and with the arrival of online curricula such as K-12, homeschool programs have become more popular. The providers hold seminars and meetings to lure parents out of traditional schools. Education was once considered to be a great equalizer that narrowed the gap between the haves and have-nots. Home schooling, also known as home education, is the education of minors inside the home as opposed to the formal settings of a school. Home education is usually conducted by a parent or tutor. Many families that start out with a formal school

structure at home often switch to less formal and often more effective ways of imparting education outside of school. Home schooling can be used as a form of supplemental education and as a way of helping children learn under specific circumstances. The term may also refer to instruction in the home under the supervision of correspondence schools or umbrella schools. In a unit study approach, multiple subjects such as math, science, history, art and geography are studied in relation to a single topic. So any moment while writing, we may refer Duterte as the alleged “killer” or just plain “womanizer”. We are safe from libel because it was him who described himself on these words. We know the guy as having a mouth that spits bad words. One time he urged people not to believe all what he said. Many women were angry of some of his words that belittled them. To me it is not frankness but pure and

simple joke or recklessness. In our case writing is a profession, an art and a science to inform and entertain the public. People who indulge in this occupation go to school to be able to express himself, convey legibly and communicate. As he write, there is a sword hanging on his head like that of Damocles while his right foot in jail and his left foot in the cemetery. The risk is horrible and the only thing we get is prestige, honor and dignity. Almost always little pay. We die a pauper but mourned by some people who recognized the job we perform. Among all the 80 barangays in Cagayan de Oro City, only Barangay Gusa had been strictly implementing its own curfew since 2014 based on the 1994 ordinance.
