Mar orders crackdown on illegal firecrackers

INTERIOR and Local Government Secretary Mar Roxas yesterday directed the country’s governors, mayors and barangay executives to strictly enforce existing laws prohibiting the sale of firecrackers and other pyrotechnic devices that may cause injuries or death during the celebration of the Yuletide season.

Roxas, at the same time, instructed the Philippine National Police (PNP) and the Bureau of Fire Protection (BFP) to conduct “intensified joint inspections” of manufacturing sites and warehouses to avoid disaster in stockpiling of firecrackers and pyrotechnic devices.

Capitol grumbles on X’mas bonus

CAGAYAN de Oro City–– More than 3,000 workers at the provincial Capitol in Misamis Oriental would not enjoy the expected 14th month bonus this year, an official at the provincial Capitol said on Wednesday.

The official, who refused to be identified, said that the provincial Capitol workers would be celebrating a “blue Christmas” in contrast to the workers of the city government who would be receiving a 14th month bonus.

The City Council of Cagayan de Oro City has approved an Ordinance providing for a supplemental budget where each City Hall worker will receive a Productivity Enhancement Incentive equivalent to one month salary while contractual, casuals, and job order workers will receive P 8,000 each.

“We already received the

However, we were expecting that Gov. Bambi Emano would extend 14th month bonus to us too,” a provincial laborer said.

On Wednesday, the expectation of provincial Capitol workers were doused with frustration on learning that the provincial Capitol would be extending only P 2,500 for workers with appointment effective August 2013.

“We thought Bambi, the son of former Gov. Dongkoy Emano, would have shown the magnanimity of his father who always

look into the welfare of public servants,” a desperate worker told the Mindanao Daily News.

During the time of Gov. Dongkoy Emano, the provincial Capitol was the envy of local government units in Northern Mindanao because “Dongkoy” always make it a point that the lowly workers will get more during the Christmas, a worker recalled.

“It was true that the Commissions on Audit (COA) disallowed the payment of large sum of Christmas bonuses but we do not care even if we have to refund the excess amount

afterwards,” a female worker at the provincial Capitol said.

She said that COA ordered a refund of the excess amount paid by the provincial government as Christmas bonuses but “we were more than happy to oblige because we enjoyed the amount at times when we need it most.”

Provincial Captiol workers blamed the provincial board members for not taking the cudgels for them so they (workers) would enjoy bonuses this Christmas.

“We are frustrated on the way Gov. Bambi Emano is running the affairs of the provincial Capitol. We learned that Gov. Emano’s decisions are reportedly influenced by people known to be closed to him without regards to the provincial workers,” an employee said.

Efforts to reach Gov. Bambi Emano proved futile while the provincial administrator could not be reached for comment too.

‘Padayon’s ’Lim elected ABC Prexy, 56-24 votes

ALAM Lim was elected President of the Association of Barangay Captains (ABC) in Cagayan de Oro City in a lopsided election here on Wednesday.

Lim got a total vote of 56 while his closest rival Jocelyn Rodriguez of Barangay Nazareth garnered 24 votes as barangay captains of the city’s 80 barangays elected a President that would represent their voice at the City Council here.

Lim thanked those who supported his bid and exhorted the ABC members to work together by setting aside politics in order for the city to attain development through political stability.

The election of the ABC president is one of the most hotly contested posts in the local government unit because it depicts the situation of the political rivalry in the locality.

For instance, the ABC elections on Wednesday showed the strength of the rival political parties in Cagayan de Oro City as supporters of the incumbent administration and the opposition rallied together to endorse favored candidates.

Budget for City Hall 14th month pay okay CAGAYAN de Oro City–– The City Council here has approved an Ordinance for the release of more than P 70 million for the payment of Productivity Enhancement Incentives of the more than 3,000 City Hall workers here.

Vice Mayor Ian Acenas said on Wednesday said that the approved Ordinance NO. 12697-2013 granting Productivity Enhancement Incentives to all city government employees equivalent to one month salary based on the guidelines issued by the Department of Budget and Management.

He said that the bonus also covers contractual, casual, and job order workers who would also receive P 8,000 each.

Acenas said that the City Council also approved Ordinance No. 12701-2013 appropriating P 750,000 for the city’s “Students Scholarship Program” and for terminal

DAR-Agnor awards titles to 1,484 hectares in 8 days

BUTUAN City––The Department of Agrarian Reform in Agusan del Norte has given out titles to 1,484 hectares of agricultural lands to landless soil tillers from December 3-10, 2013 to fast track the government’s Comprehensive

Agrarian Reform Program in the province.

According to DAR-Agusan del Norte Information Officer Gil Miranda, 815 farmers received their Certificates of Land Ownership Award (CLOAs) in ceremonies in the municipalities of Santiago, Magallanes, Jabonga, and the city of Cabadbaran led by Pro-

vincial Agrarian Reform Officer Andre Atega.

On December 3, a total of 293 hectares of land was handed to 150 farmer-beneficiaries (101 hectares in Barangay Tagbuyacan and 192 hectares in Barangay Poblacion 2 ) in Santiago town.

In Taod-oy, Magallanes, 53 farmers received CLOAs to 58 hectares on December 5.

OWWA 10 holds PESO Capability Building Exercises Cagayan de Oro City -- For a more vigorous complementation between the Overseas Workers Welfare Administration and the Local Government Units (LGUs) in Region 10, OWWA Regional Welfare Office 10 conducted a Capability Building Seminar for the Public Employment Service Office (PESO) Managers to equip and empower them being the front liners in the delivery of key services to member-OFWs in the locality.

Sixty-three(63) PESO Managers from various LGUs in Region 10 attended the two(2) day live-in Capability Building Seminar held at the Apple Tree Resort and Hotel in Opol, Misamis Oriental. PESO Managers were grouped into two(2) batches with the 1st batch

Households should however take precation to make sure that what they prepare in their tables are safe and do not pose health risks.

Let us thank the Food and Drug Administration (FDA) for issuingfood safety tips to prevent foodborne diseases especially this Christmas season.

In an advisory (FDA Advisory No. 2013, 064), FDA chief Dr. Kenneth Y. Hartigan-Go gives tips for a safer and healthier celebration.

Before hitting the grocer y, FDA reminds shoppers to do their shopping first. Grocery goods and perishable items like fresh meat, fish, and fruits will have less chance of spoilage.

Consumers are also advised to place perishable grocery items separate from pre-packaged goods and to keep them (perishable items) in a cooler

Cool temperature slows down bacterial growth.

Meat should be placed in containers or wrapped in plastic bags before putting inside the freezer to avoid spoilage caused by bacteria. However, FDA advises meat in containers should be enough for one meal only since running water to thaw frozen meat may contaminate the meat and destroy its quality.

For fruits and vegetables, wash them before putting inside the refrigerator to avoid becoming source of contamination. Fruits and vegetables are sometimes sprayed with chemicals or exposed to soil and fecal contaminants.

It is important to wash and dry hands with clean cloth before handling food especially when feeding infants or assisting children when they eat.

Parents or guardians are advised not to place spoonful of hot food in their mouth before giv-

ing to infants or children.

Also, children must always be reminded to wash their hands first before eating or handling food.

When serving food, serving sizes should be just enough for the family to prevent food from unnecessary contamination.

FDA says that food should not be left open for more than two hours.

In cooking food, the public is also advised to use only clean cooking oil and clean cooking utensils.

A separate cutting board and utensils is suggested in preparing raw meats and poultry.

Meanwhile, FDA also advises the public to properly dispose all food wastes away from both human and animal scavengers.

When bringing home food from a party, it is important to remember that spoilage of food may set in within two hours. If in doubt about the safety of the food item, do not give it to others nor feed to pets.

Always remember to consult your doctor if food-borne illness is suspected.

Never compromise safety ON OUR way to Lipa, Batangas early morning Monday, we were caught in a monstrous traffic jam while approaching the Bicutan exit of the South Superhighway because of that passenger bus that landed on a travelling cargo van from the 10-meter high Skyway platform where it was traversing resulting in the death of 18 passengers.

Those passengers for certain did not take that bus and pay their fares to their respective destinations only to die tragically. They took that bus and paid their fare to be brought safely to their respective destinations and not to the cemetery.

But the driver and the operator of the bus failed to deliver their passengers to their destinations safely contrary to the contract of carriage entered into by them with the latter. And worse is that the driver and operator unilaterally and arbitrarily cut short the life of 18 of their passengers.

The question is, however, if it is only the driver and the operator who are to blame for this tragic accident? Certainly not! The government agencies tasked at monitoring and supervising land transportation in this country are equally liable, if not civilly, at least criminally.

There is a law that penalizes any government official for failing to perform his task as such. In the case of that flying Don Mariano Transit bus, the Land Transportation and Franchising Regulatory Board (LTFRB) and the Land Transportation Office (LTO) both under the Department of Transporta-

It was not an accident. It was pure and simple human folly where the bus driver, the bus operator, the LTFRB and the LTO conspired to ensure the death of the 18 fatalities. Why did I say conspired to ensure? It is because if everyone only did their respective duty with the safety of the riding public in their minds, that tragedy would not have happened.

The bus company in this case clearly did not exercise due diligence in selecting their drivers, a task that is theirs to do. The bus company did not ensure also that their public utility vehicle is in tip top condition to ply its assigned route. The bus driver likewise drove the bus not cognizant of his duty to deliver his passengers to their respective destinations safely.

The LTO, on the other hand, miserably failed to see to it that the professional driver’s licenses they issue are indeed issued to the right person deserving to become professional drivers. As we all know, the LTO is an agency that blindly issues driver’s licenses to everyone who can pay the

necessary fee set forth for such privilege to drive along our streets.

Talks even have it that driver’s licenses can be issued even to sight-impaired persons as long as they pay the legal fees and come across with the illegal fees.

If there is truth to this, no wonder then why our roads and highways are as dangerous as hell to anyone using them.

Even the task of monitoring that drivers during the duration of the privilege granted them by the State to drive do not in any way violate such privilege like when they become illegal drug dependents or merely as occasional users is not being carried out by the LTO faithfully and consistently.

The LTFRB, on the other hand, never does its task of seeing to it that every public utility vehicle that plies our streets and highways are road worthy. Franchises to operate public utility vehicles are issued, according to talks, left and right with the LTFRB not inspecting the units or continue to monitor the road worthiness of these public transport vehicles.

Only when accidents happen that the LTO and the LTFRB are awakened and thus do tasks prescribed

Private vehicle owners like me are so incensed seeing public utility vehicles emitting black smoke when during annual registration this problem is checked and those that do not pass in smoke tests are not renewed. But why so many smoke-belching public utility vehicles are able to skirt this requirement is a real puzzle.

Tragedies such as the one that happened to that Don Mariano Transit bus and another passenger bus in Badian, Cebu are not acts of God. They are the result of human folly by people, private and public officials, who conspired to ensure that such tragedies happen.

How else can you describe their collective folly if not conspiracy to ensure the occurrence of tragedies?

Sadly, the tragedy that happened at the South Superhighway in Manila and in Badian, Cebu is not isolated. They are happening all over the country because the conspirators of this folly that ensure the occurrence of these tragedies are all over the country where there is public transportation.

But I don’t know if we will ever learn our lesson and thus put an end to these tragedies for the reason that safety should never be compromised.

Quite expectedly, government officials are desperately scrambling once more, because 21 people died in a bus accident last Monday, December 16, 2013, to announce that they are doing several things--like checking on the roadworthiness of public utility vehicles and increasing road patrols---ostensibly to prevent a repetition of that tragedy.

But then, up to when will all these last? Up to when will the government check the roadworthiness of

passenger busses, taxis and jeepneys, and implement more road patrols? Up to the time that the interest in the accident shall have already waned once again?

Then its back to “happy days of ineptness and carelessness” for the rascals in the public transport industry all over again?

When will we ever learn that all these palliative measures are, certainly, mere palliatives that will not really address the root causes of many of our problems as a people? If the government really wants to make a difference in solving these problems on a large scale, then we must do something that will really make a difference, and it is introducing spirituality among Filipinos by the reading of the Bible and obedience to God’s commands.

7th Mindanao People’s Peace Summit kicks off in Lanao del Norte

PAGADIAN CITY, Zamboanga del Sur -- The five-day 7th Mindanao Pe o p l e’s Pe a c e Su m mit (MPPS) kicked-off Wednesday in a bid to gather progressive action to contribute in building peace in the southern Philippines.

The summit, which is set to end December 22, is being held at the Mindanao Civic Center in the town of Tubod, Lanao del Norte.

It was preceded by a meeting at noontime Wednesday in Dableston, Sultan Naga Dimaporo, Lanao del Norte and a “caravan for peace” by delegates coming from the region, Davao areas and Cotabato provinces to the event’s venue in the municipality of Tubod.

The activity is spearheaded by the Mindanao People’s Peace Movement (MPPM), which is a convergence and network of

grassroots of tri-people organization working to build peace and solidarity.

MPPM Chairperson Rodelio Ambangan said Wednesday that 350 participants from different grassroots peace and human rights organization in Mindanao are attending the summit.

Ambangan said among the major issues they would tackle are concerning human rights, peace and right to self-determination as a framework for peace in Mindanao.

He said they would come-up with a united stand and collective progressive action to contribute in building peace here in Mindanao.

The summit is anchored on the theme: “Pursuing Inclusive Right to Self-Determination t ow a rd s a Ju s t , Su s tainable, and Peaceful Mindanao.”(PNA)

AMBOANGA SIBUGAY A bus passenger was injured after he was attacked by one of five gunmen who robbed them in the southern Philippines, police said Tuesday.

Police said the armed man hit the victim with the butt of his gun while the others were robbing the bus, owned by Rural Transit of Mindanao, in the town of Ipil in Zamboanga Sibugay province.

Davao inventors seek creation of ‘idea hatchery’ One inventor alone could produce around 10 ideas

DAVAO City––Local inventors have asked the city government to build a center that can help develop inventions and research ideas into saleable products.

Called an “idea hatchery” by its proponents, the center will serve as a facility where ideas from groups like the academe can be pursued beyond the research phase.

Virgilio M. Sangutan, Davao Inventors Association (DIA) president, said in an interview that the organization had asked the city government for

an area.

“We’re aiming to help future graduates from universities and colleges in Mindanao create businesses in the region,” Sangutan said.

He said the organization had foreseen that in the next 20 years, there will be a mismatch between jobs and unemployed college graduates who will be living in Davao City, including migrants from Visayas and Luzon.

The plan is to make use of locally available raw materials such as coconuts,

coir, activated carbon and organic fertilizers.

“The facility will be a hatchery of ideas,” Sangutan said, describing the area as an agribusiness processing zone.

He said that a group of private entrepreneurs had already pledged the use of a 67-hectare area in Catigan, Toril for the proposed facility.

“But we’re keeping the names of the donors, pending the presentation to the city government,” he said.

Sangutan said the project would help counter the

exodus of the country’s inventors who could not get local support for their projects. One inventor alone could produce around 10 ideas, he said.

“With factories where the idea can be immediately processed, thousands could already be employed, and the raw materials from farmers are readily available,” he added.

City councilor Bonifacio Militar said they had scheduled a committee hearing on the proposal on the second week of January next year.

“Inventors have had to set up their factories outside Davao City since we are the only place without an export processing zone,” Sangutan said.

To set up factories, inventors had to buy properties in Digos City and Carmen and Panabo City in Davao del Norte where property valuation is lower.

Sangutan said the DIA, which has at least 30 members, might ask the Department of Agriculture for support not only in documentary requirements but also in the development of

the agricultural products.

“The potential yield would be beneficial to the farmer sector,” he said.

Militar said that fellow councilors who are members of the committees on science, technology, and trade and industry had expressed interest in cosponsoring an ordinance for the government to donate an area for the center.

DAVAO CITY -- The Public Private Partnership (PPP) Center is encouraging local government units (LGUs) to take advantage of the internship program they are offering so they can encourage private investors to finance projects that will help with the development of their areas.

“We want to capacitate LGUs and we can train their people on how to set up a PPP project,” PPP Center-Capacity Building and Knowledge Management

Service Director Eleazar E. Ricote said Monday.

However, he added, they need the LGU’s commitment especially when it comes to finishing what they have started.

Ricote said LGUs are required to set up their own PPP sub-committees based on Memorandum Circular 2011-16 of the Department of Interior and Local Government (DILG).

The MC is very broad so the DILG is set to issue a clarificatory Memorandum

which will guide the LGUs on how to operationalize it.

He said the LGUs have to very serious in honoring their commitment to the private partner because the PPP agreement is legally binding.

The local government should also present a conducive and friendly business climate to encourage private partners to go into PPP projects with them, he added.

The LGUs do not have to spend anything to get their

people trained on the PPP process because the Center can pay for the travel cost of their trainors.

We only ask that they feed our people during the training as the counterpart of the LGU, he added.

“Some projects in the local level can be proposed, approved and implemented in the local level so it is important that the local PPPs are well-equipped to handle the process,’ he said.

It is important that the City Councils pass a resolu-

tion creating the local PPPs so they can already move forward with their own projects, he added.

There are many types of eligible project under the PPP scheme including power plants, road construction, education, health and tourism facilities.

However, most agriculture projects are not viable unless there is a stable financial structure and stable demand which will give the

private partners a chance to get their return on investment (ROI).

For someone who’s just about to be launched on Philippine TV through her first leading role, Julia Barretto is already getting more than her share of bashers this early in the process.

The tirade of anti-Julia bashers began early this month when Julia’s leading men in the series Mirabella were changed, from Kiko Estrada and Diego Loyzaga to Enrique Gil and Sam Concepcion.

MIAMI (AP) -- LeBron James did not practice with the Miami Heat on Tuesday because of a sprained left ankle, leaving his availability for Wednesday night’s matchup against the Eastern Conference-leading Indiana Pacers in some doubt.

Myanmar fans riot after footballers knocked out YANGON - Police fired water cannon to disperse rioting Myanmar football fans who tore up seats, burned shirts and hurled stones at officers after the hosts were dumped out of the Southeast Asian Games.

Monday night's onegoal loss to Indonesia at the games, an event seen as a "coming out" party for Myanmar after major reforms, devastated local fans who have filled the 50,000 Yangon stadium to capacity during the group stage.

BERLIN - Vitaly Klitschko has vacated his WBC belt but was named champion emeritus on Monday, leaving the door open for the leading Ukraine politician to one day return to the ring.

Klitschko, the ruling World Boxing Council champion, is unlikely to box again as he joins thousands of protesters in weeks-long demonstrations against the government in Kiev.

Six swimmers honored by Dagupan government DAGUPAN CITY, Six swimmers who represented the city of Dagupan in the 2013 Speedo National Long Course Swimmimg Championship held at the Rizal Memorial Stadium in Manila last Nov. 27- Dec. 2 were honored Dec. 18 by the city government.

Leading the honorees was 13-year old Dyrham Palfrey, a student of Columban School in Lingayen who bagged the gold medals in 200-meter breaststroke and 50 meter breast stroke.

He also earned two silver medals and another two bronze medals in separate events, making him as the most bemedalled swimmer of Dagupan in that competition.

Twelve-year old Rianne Isabelle Casipit also bagged the gold in the 50-meter breaststroke while 11-year old Sofia de Vera won silver in her own event.

Three other members of the team did not win medals k that competition but the consolation is they broke their own records in their respective events.

WNCAA XI Meet opens in Davao on Jan. 18 DAVAO CITY, The Women’s National Collegiate Athletic Association (WNCAA) Southern Mindanao Meet will formally open on Jan. 18 at 9 a.m. at the Cor Jesu College in Digos City.

This was announced Wednesday by WNCAA XI regional director Dr. Arlene De Vera.

“Next year’s edition is much bigger with the addition of the Basic Education schools, both from private and public,” De Vera said.

However, out of the 27 member schools, only 15 were able to beat the deadline on the submission of the requirements.

“All coaches must also have to attend the required recollection on Jan. 11-12 for college and basic education, respectively,” De Vera said.

“Value formation is more important for us in WNCAA,” said Rogelio Bayod, sports coordinator of Cor Jesu College.

Bayod said that they are trying to get the permission of Digos City Mayor Joseph Penas to use the Digos City gym for the opening games in basketball featuring the Ateneo de Davao University against Holy Cross of Davao College.

The second game pits Cor Jesu versus John Paul College of Davao.

Also confirmed are the women’s volleyball matches pitting San Pedro College against HCDC and Cor Jesu against University of the Philippines Mindanao campus.

“We will also have games in soccer, badminton, swimming, taekwondo, athletics, chess etc.,” Bayod said.

WNCAA will also hold a Mindanao Meet in Davao City next year with the winners to advance into the National Meet slated in Pampanga. (PNA)
