Duterte slams human rights group’s call for investigation

D

avao City Mayor Rodrigo Duterte today assailed the New York-based Human Rights Watch (HRW) for wanting him investigated for alleged violations of human rights of criminals even as he maintained that his hard line policy against criminal elements has protected the lives of his constituents. “Are you telling me that these criminals have human rights to kill and human rights to continue their criminal activities? What about the human rights of the innocent victims and their orphans?,” Duterte said as he called the HRW as a bunch of hypocrites. Duterte said the US-based HRW has no right lecturing Filipinos on how we should conduct our own affairs when these hypocritical bleeding hearts cannot even protect the human rights of AfricanAmericans and other minorities in their own country. “(These US-based human rights groups) are inutile in dealing with genocide going on in Africa and other countries, yet their hearts bleed for criminals who rape

and kill innocents in my country, and want me to respect the rights of those who destroy the future of my country’s youth by peddling illegal drugs?,” said Duterte, who has transformed Davao City from a chaotic place in the1980s to the 9th safest city in world. Duterte said his experience as mayor of Davao City has convinced him that a leader cannot be soft on criminals. “A leader must be a terror to the few who are evil in order to protect the lives and well-being of the many who are good”. “I offer no excuses. I will not apologize to anyone. I am willing to go to jail so that my people can live in peace and achieve progress. So be it,” said Duterte who is

known for his “in your face” statements that sometimes offend those so-called bleeding hearts like the HRW and the Commission on Human Rights. HRW had said the lack of comprehensive investigation has been alarming considering that the existence of the death squad was well-documented in its 2009 report and that even the United Nations special rapporteur on extrajudicial killings urged the government to stop the use of death squads against criminality in Davao City. HRW said that in 2012, the CHR issued a resolution after it found probable cause on the allegations and

recommended for the Office of the Ombudsman to file murder charges against the mayor. But the Ombudsman limited its investigation to the police officers implicated in the killings–not Duterte himself–finding 21 of them guilty of ‘simple neglect of duty,’ and fining them the equivalent of a month’s salary. The country’s Court of Appeals later overturned the verdict, saying the Ombudsman merely used statistics against the police officers. To date, not one person has been convicted for involvement in any of the killings, still according to HRW. “If criminals in the book of these foreigners have their

human rights, peace-loving citizens should also be entitled to some human wrongs to protect themselves,” said Duterte who is also known to for his sarcastic remarks and a joker in playing with words. Reacting to the story on the HRW call for the government to investigate Duterte, netizens have taken up the cudgel for Duterte and urged human rights group to leave the mayor alone. Inquirer reader Rommel Senga said: “The CHR should focus its energy and resources for the benefit of the taxpaying and peace loving citizens of this country. Criminal minds have long discarded the idea of respect-

ing the law and that alone should be enough reason for the law to be tough on them. Give them due process but that should be just about it. Leave Duterte alone…. The man is doing us a favor actually.” “This world will never be safe as long as (these) human rights group is there to protect and side with criminals, murderers, rapists, drug pushers, smugglers, robbers, thieves. These criminals should not have human rights. What about the victims? The ordinary decent citizens, don’t they have human rights, too? No ‘quid pro quo’ offered to pro-BBL solons: Palace By Jelly F. Musico of PNA

A PALACE on Wednesday denied rumors that incentives have been promised to the congressmen in exchange for a positive vote on the Bangsamoro Basic Law (BBL). “Peace and prosperity in Mindanao. That’s the end goal of the BBL. I mean, if you are asking for any quid pro quo (something in return for something else), there is none,” said Presidential Spokesperson Edwin Lacierda during a media briefing in Malacanang. Lacierda also categorically denied speculations that House ad hoc committee on BBL chairman Rufus Rodriguez has been offered a slot in the Liberal Party’s senatorial slate in 2016. He said: “It’s a very, very categorical, yes, there’s none, whatsoever.” What the House panel did was “part of the deliberative process,” he added. “Again, as in any legislative process, it is determined by the majority, I mean, the wisdom of the majority will govern.” When President Benigno Aquino III talked to the congressmen over the weekend, Lacierda said the President has just emphasized the need to change the system in Muslim Mindanao. “You know the President's belief is that we need to change the system in Muslim Mindanao. We have already said previously that ARMM (Autonomous Region in Muslim Mindanao) is failed experiment,” Lacierda said. “We have established a

framework for peace, framework for development, and the BBL is the moving legislation to effect that moving forward --- the peace and prosperity in Mindanao,” he added. Lacierda said the passage of the BBL would bring more investors in Mindanao. “And I think having the chance for peace and prosperity is in our doorstep with the hopeful eventual passage of the BBL,” he said. Lacierda also said President Aquino was also concerned on the timetable set for the passage of the proposed law. “I think we should recognize the fact that there is a --- time is getting short. For the situation in Mamasapano obviously delayed timetable for us,” Lacierda said. The Mamasapano encounter that killed 44 elite police force on Jan. 25 has forced the House and the Senate to postpone all the BBL public hearings to give way to the investigations on the incident.

“We we need to catch up. We need to also capacitate the people from Mindanao, those who are going to take on leadership to ensure that they are equipped with capabilities to govern the area,” Lacierda said. Lacierda believed that every Filipino would agree that there is a need to pursue “this avenue for peace and development and eventual prosperity of Muslim Mindanao.” The BBL is a codification of the two peace agreements – the Framework Agreement on the Bangsamoro (FAB) and the Comprehensive Agreement on the Bangsamoro (CAB) signed between the government and the Moro Islamic Liberation Front (MILF) in 2013 an 2014, respectively. Once passed into law, a Bangsamoro government that will replace the ARMM will be established upon the approval of the people through a plebiscite. (PNA)

According to Matthew 24, there is an appointed

time (although undisclosed as of now) for the Second Coming of Jesus, and the end of the world by fire. The fact is that, if we worry, we are actually confessing that we do not have faith in God. We are actually saying that God will not be able to take care of our needs, and of our lives. We are in fact making God a liar, telling Him His promises of love, care, protection, guidance and blessings are not true, and that there is a force greater than Him that would ruin all these promises. Well, it is time to stop all these worrying. It is time to change our minds. This is what we should do---change our minds---as Romans 12:1-2 of the Bible is telling us. Knowledge & Wisdom = Competent leadership In vetting the crop of aspirants for the presidential race in 2016, knowledge and wisdom should be the primary yardstick because both traits will result to competent leadership. Knowledge is the depth of the aspirant’s understanding of the dynamics and causes of the suffering and misery of the people and how to effectively address them. Wisdom, on the other hand, is the aspirant’s ability to determine what, how and when to do the things needed to uplift the people’s lives for basically this is what competent leadership is all about. Sadly, however, this is not the way we vet the presidential aspirants. In fact, we do not do a serious vetting of our politicians given the personality-oriented brand of politics practiced in this country since we started electing our officials. Frankly, if only we do honest to goodness vetting of all the presidential aspirants, former Sen. Panfilo “Ping” Lacson would have been the overwhelming choice. Why did I say this? Not known to many, Lacson is the only aspirant with a

clear economic platform on how to extricate the Filipino people from the economic mess they are mired in. He has a very clear understanding of this particular problem because he himself belongs to that sector of the Philippine populace whose life from birth to present continues to be challenged by the hardships faced by the large majority of our countrymen. In fact, in the 2004 presidential race, Lacson was the only candidate that presented a comprehensive and viable economic platform. But because Philippine politics is always defined by the personalities involved in it, Lacson’s economic plat-

form was not given much attention by the cultist voters. This is actually the misfortune of this country. We chose our leaders not on what they can do to the country but what we think they can do for us individually hence the cultist nature of our politics. Many times over Lacson had proved beyond doubt he has the political will, the balls to see to it that what ought to be done is done and done accordingly. Seldom can you find a leader like him. Lacson is the only national police chief who successfully and effectively instilled discipline among the ranks of the police. He not only succeeded in eliminating kotong, a malaise that has become the norm in the police force before he became national police chief, he likewise succeeded in curbing the appetite of the commissioned officers ranks by ordering their bulging tummies melted. Abuse by the police officialdom as shown by their previous act of allocating for their personal use vehicles under police custody suspected of being used in

the commission of crimes was finally put to an end when Lacson ordered the return to Camp Crame of such vehicles. I could still vividly remember that all the vacant spaces in Camp Crame was not enough to accommodate all the vehicles returned by the police officials who abused their position by using those vehicles for personal gain. If Lacson does not have the political will, he would not have done what he accomplished while chief of the national police. As a senator, Lacson showed to all and sundry that politics is not all about giving dole outs through the infamous pork barrel fund of the senators. He proved to one and all that performance is not equated with projects associated with the pork barrel fund by refusing to avail of his P200 million yearly pork barrel allocation. (ASELCO) affirms their support as they come in mass to attend the coop’s 33rd Annual General Membership Assembly (AGMA) held recently here. The province-wide attendance tallied an overwhelming 25,497 number of MCOs. “The coop anticipated an increase of MCO attendance but never this many,” said Dir. Corazon D. Cullantes, ASELCO Board President. It can be recalled that a total of 19,892 MCOs attended the assembly in 2014. Boy Ocariz, 67 years old

Initial ILP will reduce brownouts by one hour

AMBOANGA City - City Mayor Beng Climaco motored to two of the city’s canning companies to lead the ceremonial switch on of generator sets paving the way for the initial implementation of the Interruptible Load Program (ILP) scheme, an immediate solution to the crippling power situation in the city.

The mayor powered on the 1.2MW genset at the Permex Producer & Exporter Corporation and the 3MW genset at Ayala Seafoods Company which will jointly help reduce power curtailment in the city by one hour. Several other business establishments are expected to enroll in the ILP program, implemented by the Zamboanga City Electric Cooperative (ZAMCELCO), in the days to come that will further decrease the power deficit. In return, the participating business establish-

ments will be compensated through an incentive program formalized through a City Council ordinance. The ILP is a demandside management solution regarded as one of the countermeasures meant to help mitigate the projected power supply strain in the summer months of 2015. It works by calling on consumers with loads of at least 1MW to run their own generator sets during peak hours instead of drawing power from the grid.

The de-loaded energy will then be diverted to residential areas. The scheme is expected to produce enough energy to significantly reduce the power shortage in the city, thereby decreasing the duration of rotational power outages. The mayor was joined by City Investment and Promotions Officer Marie Angelique Go, representatives from the two companies and Zamcelco and other stakeholders. The mayor had earlier issued an executive order enjoining ZAMCELCO to exhaust all means to implement the ILP plan to minimize power outages in the city. The city’s current power requirement is 90MW but the current supply reaches only 66MW leaving a deficit of 24MW which is equivalent to 6 hours rotational brownouts daily. 4MW of deficit is equivalent to one hour rotational brownout. Ayala Corporation posted P5.0 billion in net profits in the first quarter of the year, driven by sustained positive momentum in its real estate, banking, telecom, and electronics manufacturing businesses, while new businesses, particularly in power generation, have moved to execution phase. Without the effect of the P1.8 billion divestment gains from its business process outsourcing unit in 2014, Ayala’s first quarter earnings grew 39 percent. With the divestment gain considered, net profit declined 8 percent. Ayala’s positive earnings momentum in the first quarter is further reflected in the 11 percent sequential growth from the strong fourth quarter results in 2014. T h e ov e r a l l s t ron g performance of Ayala’s business units in the first three months of the year contributed a total of P6.4 billion in equity earnings, 27 percent higher yearon-year. Compared to net income inclusive of the

net divestment gain in the same period last year, equity earnings declined 7 percent in the first quarter of the year. “We continue to be encouraged by the strong performance of the businesses across the group. We remain optimistic that we can sustain the strong first quarter results throughout the rest of the year, and stay on track to meet our strategic goals and financial targets,” Ayala President and Chief Operating Officer Fernando Zobel de Ayala said. Real Estate Most of Ayala’s core businesses reported double-digit earnings growth year-on-year in the first quarter. Its real estate unit, Ayala Land, reported a 19 percent growth in net earnings to P4.1 billion, boosted by a 13 percent growth in real estate revenues. Recurring income for the first quarter comprised 44 percent of net income, driven by the steady performance of its malls, offices, and hotels and resorts.

Banking In banking, Bank of the Philippine Islands’ net income climbed 36% to P4.9 billion from the same period last year. Net interest income grew by 15% year-on-year due to an expansion in average asset base. Non-interest income rose by 23% during the period mainly from higher securities trading gains. Positive Discipline is a parenting style that educates children and guides their behavior. It teaches children their duties and responsibilities while respecting their rights. It also helps the children develop moral values and empathy, which they can carry from childhood to adulthood. “Children learn kindness, gentleness, and love from their home. We, parents, can model behaviors that they can emulate when children become parents themselves,” according to Maja Cubarrubia, Country Director of Plan International. poral punishment that some Filipino parents still use. It is a disciplining method that teaches children the proper way of expressing love and respect to other people. Some of these parents believe that even though their methods hurt their children, they are doing these out of love for the children whom they want to grow up as responsible adults. This way of thinking, however, confuses the children. Inflicting pain as an expression of love sends wrong signals. It instills the idea that violence is an acceptable way of settling conflicts with friends, classmates, and family members. It also puts the children at risk of being victims of domestic violence when they grow up. According to Plan International, parents can determine if they are prac-

ticing positive discipline by evaluating their techniques. A disciplining method can be deemed positive if it does not cause pain or humiliation, create fear, or hinder the children from learning and communicating their thoughts and feelings. Plan International is currently implementing a three-year project that encourages families, schools, and communities to practice non-violent means of disciplining children. It is supported by European Union and implemented together with the Philippine Legislators’ Committee on Population and Development, and Lihok Pilipina Foundation. The vocational track in K to 12 education

THE K to 12 new curriculum is experiencing birth pains. And just like all birth pains, it’s a bit confusing for all concerned stakeholders. Take for example when one enters Grade 10. The enrollee will have to choose on whether he or she wants to take up Accounting in college or opt for a program leading to an NC II certification instead. Young as they are, these 16-year-olds who belong to the poor in the community may have already known that their chances of getting employment abroad and receiving higher salary compared to their compatriots back in the Philippines are high if they have NC II

certification. So during summer in between Grades 9 and 10, they go to their parents and tell them they’ll avail the vocational track for their Senior High. Okay, they proceed and graduate Senior High. Suddenly the kid’s father wins the lotto and tells his kiddo to proceed with the BS Nursing program. But then again, the college doesn’t allow the fresh high school graduate in because he graduated from the vocational track. In short, his last two years of training in high school were not pumped to prep him to be a physiologist someday. So he needs a bridging course of one more semester so he can go to college. Now that’s what is confusing.

The purpose of schools is to gather students in one arena and introduce them the value of education, and encouraging them to appreciate it. In doing such, these stakeholders should be exposed in a rich kind of environment wherein successful learning process is possible.

Thus, what does it take to be a kind of rich learning environment? Learning environment that is open is encouraged. It is open, in a sense that this school welcomes the basic needs of learners in order for them to see school as a home. Being a respectful place to people who has varying beliefs and practices is one idea of this. Another is to be a caring and safe place for students resid-

ing inside the school premises. These are important for a school to maintain because it reflects its image and quality of discipline a particular school is offering. The best way to exercise the openness characteristic of a school is based on the rules and regulations imposed inside. It also give parents the assurance that their children are well-cared, protected and has been

given with approriate learning. These also summarized the school’s intention in providing respectful, caring and safe place for learners. Learning is not just teaching ABCs and 123s. The existence of the school is to coil values to the students. In doing so, the learning environment must be open in order for the school to perform its mission successfully.

more, to the offers of being educated in which it should be enjoyed by all, because before having of all those benefits, Education is a right first and foremost. This is the reason why Department of Education, together with its partners in providing free and quality Education for All, has initiated various educational programs to aid the gaps that challenge education system in the Philippines. Examples of these programs are the Greater Opportunities! Education or GO! Education and ‘Abot Alam’ project. GO! Education is a program designed to extend education to those families who

cannot afford to send their children to school. This program is realized through tapping and seeking support and contribution from big organizations that assist education sector, such as Philippines Business for Education, Australian Agency for International Development, United States Agency for International Development and many others. The other one, “Abot Alam” project, is also a program that ease access of education in the country. It is a nationwide campaign that intends to improve the delivery of free and quality education. Moreover, it targets to decrease the number of

out-of-school youth up to zero percent on the outset of 2016. It must be tough for most poor Filipinos to send children to school, especially that completing three square meals a day is already difficult to sustain. However, everyone shall just have to participate like promoting the said programs and informing people about it so that these programs will reach those ones that should be reached. In that way, a lot of Filipinos will be given what are set to be theirs: their right for Education and the offers it brings, for them to be productive people of this country.

May as the Month of the Ocean Dahino cites importance of The Department of Environment and Natural Resources, Region 10 in partnership with Macajalar Bay Development Alliance (MBDA) celebrates May as the Month of the Ocean (MOO). This year’s celebration will focus on the Information Education and Communication Campaign on coastal environment protection and coral reef monitoring. This is the 16th year of celebrating the “Month of the Ocean” by virtue of Presidential Proclamation No. 57. This proclamation mandates the Department of Environment and Natural Resources and the Department of Agriculture (DA), through the Bureau of Fisheries

and Aquatic Resources (BFAR) in collaboration with other entities like the academe and the local government units to conduct activities that highlight the conservation, protection and sustainable management of the Philippine coastal and ocean resources. This formula entangled him with the infamous Arroyo administration whose leadership mantra is to do what is wrong and jail those who insist on doing what is right. It was for this reason that the Arroyo administration did its best to send Lacson to jail. But divine justice prevailed. Lacson was absolved by the courts from the trumped up charges levelled against him just so the Arroyo administration could get even with him. As the Yolanda rehabilitation czar, Lacson successfully put in place the framework of the rehabilitation program of the typhoon-ravaged areas in Leyte, Samar and the rest of the Visayas hardly hit by that super howler. Opol town shaping up as tourist destination OPOL, Misamis Oriental – This fishing village of Opol, is becoming a tourist hub in Misamis Oriental, said town Mayor Max Seno on Tuesday. “No less than Sen. Allan Peter Cayetano has acknowledge that Opol would b ecome the future tourist destination in Misamis Oriental,” Seno said. Cayetano was here last Saturday to turn over Php 150,000 as an initial livelihood program for a local drivers’ association, Seno said. Seno said that Cayetano promised to extend additional financial assistance to the drivers’ association after six months if the initial seed capital would improve. He said that the Senator also pledged to allocate a total of Php50 million for the construction of five covered courts for five villages here before the elections in 2016. for the TVIs and TTIs staff involved in the packaging of applications for program registrations under the Unified TVET Program Registration and Accreditation System (UTPRAS). To date, there are twenty seven (27) Training Regulations (TRs) in various sectors that have been amended/ enhanced to align and update with the current competencies required by the industry. “ This activity will definitely equip

the trainers with knowledge and skills in the formulation of CompetencyBased Curriculum (CBC) cohesive with the amended TRs and the industry where it represents, thereby enhancing their capability to fully understand their role as developers other than to facilitate learning”, as stressed by Provincial Director Leo Vega Velez during the Opening Program. Consistent with this development in TVET , existing programs that need

migration to higher level shall be re-registered under UTPRAS. Consequently, TESDA will set-up infrastructure re development of Assessment Tools (ATs) and accredit Assessment Centers and Assessors to qualify as trainers of these qualifications under PTTQF. At the end of the training, the participants will fully appreciate the Philippine Qualification Framework (PQF), review the new Training Regulations (TRs), differentiate the importance of Competency Standard (CS) and CompetencyBased Curriculum (CBC), and identified relationship of both competencies in the development of modules and instruction and course design. Mr. Gerry Constantino Quiblat, Senior TESD Specialist from the Regional Office and expert in Curriculum Development was tapped as the Resource Person.
