Davao to install more CCTVs for traffic control, crime monitoring DAVAO City––The local government here will saturate the city with closed circuit TVs (CCTVs) for traffic control and crime monitoring, the newly appointed chief of the Davao City Public Safety Command Center (PSCC) said. While retired Chief Supt. Francisco Villaroman said during the regular iSpeak media forum at the conference room at city hall that there is nothing wrong with Davao these days, the announcement came a week after three suspected kidnappers were killed in a shootout with authorities right in the middle of town during the rescue of Filipino-Chinese trader Sally Chua. How an odd-named barangay called Moog came to be the site of Laguindingan airport IT WAS in 1964 that it all started per my best recall. On that uneventful year I started my job as agency clerk with an Ayala group of companies all dealing with non-life insurance and reinsurance. The companies were FGU Insurance Corporation, Philippine Guaranty Co. and Universal Insurance. B eing the only employee of the Cagayan de Oro Agency office, I was made to share some leftover space with another then very popular Ayala life insurance company, Insular Life Assurance. We both occupied a good portion of the 2nd floor of the Casino Kitchenette building along the corner of Tiano Bros. and So. Divisoria Sts., in front of the Rizal monument in Divisoria Park. Suddenly one summer day, our office routines were upended with the arrival of a team of important-looking officials all sent by Ayala

The Ignatian Perspective Amado V. Neri Corporation. It turned out to be quite a high-powered team, when it was assembled in full force. There were marketing people, a geologist, a lawyer, engineers, etc. Some dressed ready to travel hard, noticeable by their Las Arenas cowboy hats, which were quite popular then. Las Arenas was another Ayala company which operated from Davao and though I thought it was in agriculture, also produced those nice looking ten-gallon hats. Many of us had them to parade around town. As far as I can recall, the team had personalities like Antonio Bangoy, Mario Camacho, a brother of Fr. Mondonedo, Mario Noble

who joined later, and familiar faces whose names escape me now. Like a burly and muscled gentleman who was an engineer, and who walked with a clear swagger. But who was friendly, ever ready with his disarming smile. This was the team sent by the Head Office with one critical purpose in mind. That was to purchase real estate in the then unheardof place of Laguindingan, in the barrio of Moog. As long-time city residents all we knew was that it was close to Alubijid and was indeed part of it at an earlier time. So for the next several months, this hardy and busy team toiled aided by support team members who drove

vehicles, or who knew the locale and the locals, or who were local legal eagles versed in the intricacies of real estate ownership under unique local conditions. Countless sorties to the area were made, originating from our office which promptly became their local office and their contact station for communications to or from the central office. Team members also promptly co-opted tables and chairs and office equipment from the regular office workers for their work. And obscure me in my little corner was not spared. As the months passed, the developing mysteries lurking in our minds begun to unravel. So in due time we learned that Ayala group had gotten into a partnership with a Texas-based cement company to open up a local cement factory to rival the then existing cement factories in Iligan. A financial system you can bank on MANY factors play in the success of an economy and one of these is the presence of a sound financial system. In the Philippines, the financial system is composed of banks and non-bank financial intermediaries that channel the savings of households, firms or governments into loans and investments. At any given time, there will be those with excess funds and those who are short of and in need of funds. What the financial system does is that it acts as a go-between between suppliers of funds and users of funds so that these resources can be used more productively and in the process help grow our economy.

The Bangko Sentral ensures the soundness and stability of the system through efficient and effective supervision and examination. The BSP ensures that management of banks pass the “fit and proper” test, that

they adhere to strict good governance and that at all times bankers discharge their fiduciary responsibilities which require high standards of integrity and performance. The BSP also requires banks to maintain a healthy and adequate capitalization, not just to service the needs of their client but also to be able to withstand unforeseen shocks, whether external or

internal. Capital Adequacy Ratio or CAR has thus become a very good indicator of the banking system’s resiliency. CAR has breached 17 pct and is expected to go higher as the BSP presses early compliance with Basel III capitalization requirements by January 2014. Banks in general have shown increasing trends both in deposit generation and in lending. These are indicative of the steadily growing confidence of the general public in the formal banking system. Advanced directives: should we or should we not

IN ONE of the case conferences that I attended, I overheard a group of Clinical Clerks discussing one of their patients, who is terminally ill. The one in charge of this particular patient was preparing the clinical summary just in case her patient dies. A member of her team was teasing her, why so early a summary, just because her patient has a DO NOT RESUSCITATE ORDER? I was struck by her answer: I want to facilitate the release of my patient in order not to delay further the family. Whew! I salute this incoming member of the Medical Community. In our country, being a tightly knit family and all,

A DNR is just a type of an Advanced Directive, wherein the patient makes his/her wishes known to his/ her family, friends and the Medical Staff. I have been witness to patients going

into a Cardiac Arrest or, patients who become comatose, or sometimes termed as basket cases, wherein life is being sustained by mechanical ventilators, and tubing everywhere. You can feel the pain and stress of the family and friends who watch a loved one in this condition. It would be worth it, though, if the patient will come off it, better. But studies have shown that survival rate once a patient undergoes resuscitation is in the 6-15%, in a hospital setting. Infra, livelihood projects turned-over to four NorMin towns

he Mindanao Rural Development Program (MRDP) of the Department of Agriculture (DA) continues to implement interventions that focus on poverty reduction to more farming communities in Region 10. Under its rural infrastructure component, MRDP has recently turned over seven rehabilitated, upgraded and constructed farm-to-market roads (FMRs) in Lanao del Norte, Misamis Oriental and Bukidnon amounting to P 36,457,947.07. These include the upgrading of the 2.3 km.-Matampay IlayaDumarawang Ilaya FMR and the 2.36 km-Raw-an FMR, the rehabilitation of the 2.39 km.Tenazas-Pendulonan FMR and the construction of the 1.7 km.Cabasagan-San Isidro-UpperMagpatao FMR in Lala, Lanao del Norte; the upgrading of the 2.568 km.-Nabataan-SalagsagYungod FMR in Salay, Misamis Oriental; the upgrading of the 0.942 km.-Sumalag FMR in Kinoguitan, Misamis Oriental; and the rehabilitation of the 2.574 km.-Ocasion-Licoan FMR in Sumilao, Bukidnon. The infrastructure project is seen to cover 6,260.81 hectares of farm areas that produce agricultural commodities such as rice, corn,

root crops, industrial crops, fruits and vegetables grown by 3,569 farming households. Constancio C. Maghanoy, Jr., DA-10 Regional Technical Director encouraged the residents and investors within the farming communities to support the local government unit in their efforts for the proper operation and maintenance of the FMR. Thus, the MRDP also conducted a training on Barangay Roads Operations and Maintenance (BROM) among barangay officials, representatives from the municipal local government unit, investors, other agri-stakeholders and project beneficiaries which will serve as guide for them in ensuring that the road is well maintained. Meanwhile, 12 livelihood projects under the Community Fund for Agricultural Development (MRDP-CFAD) were also handed-over to the local government unit of Libona and to the farmers and people’s organizations in Sumilao, Bukidnon amounting to P4.5M.

Five barangays in Libona, Bukidnon will benefit from livelihood projects such as the establishment of four solar dryers with warehouse for corn and production of sweet corn, while eight people’s and farmers’ organizations in Sumilao, Bukidnon will benefit from livelihood projects on integrated high value vegetable production, agricultural livelihood development, high value vegetable production for protected area management, integrated rice and vegetable production and integrated livestock production. With better roads and income-generating projects, the DA-10 Regional Executive Director Lealyn A. Ramos is optimistic that these interventions will spur economic development in the community that will support the country’s target on food sufficiency this year and onwards. “As this better road network facilitates efficient transport of goods, the farmers are encouraged to produce more so they can contribute to the food sufficiency program of the government,” Ramos said. # (VANESSA MAE S. Gensan police push reward system for crime witnesses, tipsters GENERAL Santos City–– Police officials here are pushing for the creation of a localized incentive or reward system for crime witnesses and informants in a bid to enhance their crime prevention and control initiatives. Sr. Supt. Froilan Quidilla, city police director, issued such recommendation to the city council here as he admitted that their ongoing efforts to resolve the recent

surge in murders and other crime-related incidents in the city were hampered by the lack of witnesses. “Our efficiency in solving crimes is affected by adamant witnesses, inadequate personnel and logistics and (lack of ) community support,” he said. From January to June 15, the police official said they have recorded a total 802 crime-related incidents within the city’s 26 baran-

gays. Quidilla said 662 of these or 83 percent comprise robbery and theft cases while 48 or six percent were carnapping incidents. In terms of murder, he said they have recorded 37 fatalities in 49 shooting incidents during the first six months of the year. “Nine of these cases were already solved but 40 have remained unsolved,” Quidilla said in a presentation.

Of the profiling conducted by police investigators on the victims, 13 of them had involvement in illegal drug activities, 13 in theft and robbery cases, five in carnapping incidents and two in murder and homicide, he said. Quidilla said the background of the 24 other victims was unknown or no information involving them was immediately available. He noted that they have

We encounter different kinds of experiences when it comes to leadership as teacher. There are big differences between the old and new teachers. Some are considered best, some has higher positions and each teacher has his/her own teaching techniques. Being a teacher concerns not just teaching. It entails a great responsibility of being a leader in our own ways especially in dealing with students and the community where he belongs as a whole. Our role as teacher is very critical and crucial yet challenging. This is because we play a great role in molding our students to become productive citizens which is essential to nation building.

We, teachers, may have different kinds of experiences. But I am really sure that we share the same goal. If your actions inspire others to dream more, learn more, do more and become more, you are a leader. And that is a good indication that you are a good teacher and a good motivator. As mentors, we are not in the position to force our students to follow our advice. But rather, we can invite them heartily into the adventurous journey of life. In such journey, we can be somehow be a good influence to and to provide proper guidance to them in facing the real world after finishing their studies in college. Words of thanksgiving and simple texts of appreciation

from our students would be more than enough to pay our hardships and is a teacher’s priceless possession that he can be proud of. As a teacher, it is our great honor to serve as an instrument in making our students look into life in wider perspective and help the appreciate God’s wonderful creations despite of their daily struggles in life. Letting them know that their struggles is a good start to strive more and making them feel you are there to help would be a great relief for the students. I am not saying that I am perfect. As a matter of fact, I have a lot of weaknesses as a person. The only difference is, I am using them as my strength to fight different

challenges in my teaching career. But I am hoping that these weaknesses will not overpower my optimism in life especially in my profession so that I can continue doing things which i think is right. As what quotation says “Real leaders are ordinary people with extra-ordinary determination” and who I am referring to is a teacher. So, teachers all over the world, let us continue touching and inspiring students without comparison of our achievements in our chosen career. A LAWMAKER urged government to unload its large inventory of impounded smuggled rice, worth some P1.4 billion, to soften the price of the grain, which has temporarily gone up by P2 per kilo due to seasonal factors. “Government should draw on some 600,000 sacks of confiscated rice to thwart any upward pressure on prices,” said LPG-MA Rep. Arnel Ty, House trade and industry committee member. “Right now, these highly perishable sacks of seized rice from Vietnam are just wasting away,” Ty pointed out. Ty’s remarks came shortly after the Bureau of Customs (BOC) reported the theft of at least 100 sacks of smuggled rice stashed in a container yard at the Cebu International Port. Ty is counting on the Depar tment of Finance (D OF) and the Department of Agriculture (DA) to quickly resolve the impasse over the disposition of the

‘hot’ rice shipments. The sacks of smuggled rice are in the custody of the BOC under the DOF. The BOC has claimed it has no choice but to sell the contraband in a competitive public auction. However, the National Food Authority (NFA) under the DA has offered to buy the sequestered rice at a negotiated price. “The NFA should be allowed to purchase the rice from the BOC under an agency-to-agency contract. Then the NFA should turn around and release the rice into the open market. This will boost supply and ease prices,” Ty said. An agency-to-agency agreement would be an acceptable mode of government procurement under the law, subject to certain conditions, according to the Department of Justice. “The purchase price is not that big a deal. Government will merely be transferring money from one pocket to another,” Ty said.

Through a House resolution, Ty has been urging government to ensure national food security by strategically stockpiling reserves of essential grains such as rice, corn and milled soya. The lawmaker cited the need “to cushion the Philippines from highly volatile commodity prices and potential future shortages.” He warned that extreme climate conditions have put the world’s food crops under constant risk of being lost due to severe flooding and harsh drought. Established by a Marcos-era decree, the NFA is mandated to secure the country’s supply of grains, particularly rice. The NFA carries out several strategies, including buffer stocking, processing activities, the procurement of paddy from farmers, the dispersal of paddy and milled rice to key locations, and the distribution of the grain to marketing outlets at appropriate times, such as during natural or man-made

calamities or emergencies. The agency also stabilizes the production and supply of rice by buying the grain at farm-gate prices that allow farmers to earn a profit, and then turning around to sell the grain at affordable wholesale and retail prices. In March, the NFA said it will have to import some 187,000 metric tons (MT) of rice this year to augment the country’s stockpile. The volume is about 63 percent less than the 500,000 MT of rice imported by the NFA last year. The smuggled rice in the BOC’s custody consists of around 500,000 bags seized in Cebu City in March this year. Worth some P1.2 billion, the confiscated rice bags from Vietnam arrived in a total of 1,194 container vans misdeclared as shipments of stone and wooden slabs. The BOC also has possession of another 94,000 bags of rice worth P200 million, also from Vietnam, intercepted in Legazpi City in September last year.

It is important to discuss these matters with their Clinician, in order to appreciate the medical condition of their patient,

what to expect and the prognosis, in order for them to arrive at an informed decision. It eases the burden on the family in making that crucial decision with regards the continuance or discontinuance of certain treatment modalities for their terminally ill patients. A major consideration would be, if

the benefits far outweigh the burden, and if the intervention can improve the quality of living of the patient. But more than the unburdening the family, is the very thought, that the patient is spared from the unnecessary pain and suffering. For to die with dignity is as much of a right as well as a gift.

but I shall revisit this topic later. Since the estate was planted to coconuts, the owners became coconut harvesters, selling copra as their product. Some years later in the early 70’s, the head honcho of BankPI, Enrique Zobel had an airstrip made in Barrio Moog close to the ocean so he would be able to land his private plane when he visited the BankPI branches of Mindanao or when he went on his private leisure trips. Like scuba-diving? And usually, officers of the bank would get the honors of picking him up from his private airstrip. So fast-forward almost 50 years later and that site has become the newest

airport, reputedly of international airport caliber, of Cagayan de Oro. And auspiciously, we see the current head honcho of Ayala in the person of Jaime Augusto Zobel Ayala (JAZA) as one of the more important guests during the airport’s inauguration this week, and who appeared to be all smiles. And why not! He has all reasons to be happy, not only for having opened recently the newest Ayala mall in the city’s downtown, but because its Laguindingan estate surrounds or abuts this newest airport. So how big of a real estate goldmine is Ayala sitting on in Barangay Moog, Laguindingan? The

airport complex is listed as being contained in an area of 4.17 square kms. Or translated differently, about 400 hectares. Now remember part of this was donated – presumably by Ayala. So can we assume that the original estate of Ayala was about 1000 has. or about 10 square kms. at least? Is Laguindingan big enough to accommodate such a size? Yes, its total area composed of 11 barangays is about 44 square kms. So funny-sounding Barangay Moog has gained nationwide renown from this point on. All because of a botched partnership, derailed by a global disturbance?

Doloiras noted that the presence of several registration papers in the Montero was apparently intended to divert authorities. He lamented that the dragging of his name into Chua’s kidnapping has “caused us so many problems” and hopes the error is immediately corrected. According to Francisco Villaroman, chief of the Public Safety Command Center (PSCC) in Davao City who gave reporters an update on the Chua kidnapping during the I-Speak Forum on Thursday, the Montero vehicle used by the kidnappers who were killed in the shootout was bought in Baliuag, Bulacan and owned by someone from Angono, Rizal. produce electricity in the process. The electricity output from MFCs is relatively small. An added benefit, according to the scientists, is that what’s left of the urine is purified and can be released into the environment without having to go through a waste treatment plant. Now that the concept has been proved, Ieropoulos says the process needs to be refined so that MFCs can charge a cell phone battery to full capacity. One day, MFCs could be installed into bathrooms to harness the power of urine and could supply enough electricity to power lighting, and other small appliances. “One product that we can be sure of an unending supply is our own urine,” said Ieropoulos. “The beauty of this fuel source is that we are not relying on the erratic nature of the wind or the sun; we are actually reusing waste to create energy.”

The education department will likewise enjoy a whopping 106-percent increase in its budget for the provision of learning resources, which will receive P8.3-billion next year. This will cover the provision of textbooks and science and mathematics equipment, among others. Meanwhile, the DPWH is set to implement a stronger Transport Infrastructure Program under 2014 budget, with P137.7 billion sought for its implementation. The program covers the rehabilitation, construction, and maintenance of national roads, the development of flyovers/interchanges, and the construction and maintenance of national bridges. Another P33.4 billion is also being eyed for the public works agency to support its flood control projects nationwide. Meanwhile P14.2 billion will be used to strengthen the country’s Tourism Development Program, through which the DPWH will construct or improve access roads to declared tourist hotspots. “The budget we’re proposing for the next fiscal year is at once comprehensive and forward-looking, effectively addressing not only our most urgent development requirements but also our long-term growth

objectives,” Abad said. “The aggressive development of infrastructure and capital outlay will continue to figure prominently in our economic growth strategy. Given this, however, we must continue to rationalize and induce greater efficiency in the implementation of infrastructure projects from 2014 onward, with particular attention to the pace of our releases and the absorptive capacity of our implementing agencies,” he added. Meanwhile, the Department of Interior and Local Government (DILG) will receive the third-highest allocation under the proposed budget, with P135.4 billion set for it in 2014 to support the agency’s capacity expansion efforts and service delivery improvements for local governments nationwide. He noted that they now need more people as they are changing work shifts – from the current two shifts a day to three so that the personnel will be on an 8-hour shift instead of the current 12 in the center’s 24/7 monitoring. It is a fundraising activity for the medication of freelance fitness instructor Cherry “Chai” Araneta, who has a kidney failure problem. Lebanon remains suspended; barred from playing in Manila MANILA – Lebanon five, one of the top contenders in the upcoming 27th FIBA Asia championship, will not be able to play in the tournament after FIBA or the International Basketball Federation upheld the suspension it meted on Lebanon. In affirming its July 11 decision to suspend Lebanon, the world’s highest governing body in the sport cited the failure of that country’s basketball federation to put its state of affairs in order as per FIBA requirements. “The governance issues affecting basketball in Lebanon are much deeper and much more serious than the mere absence of proper appeal and disciplinary regulations within your statutes. Accordingly we are regretfully not in a position to reconsider our decision of July 11, 2013, and the Lebanese basketball federation remains suspended,” said FIBA in a statement. “Despite your attempts and those of the FIBA ASIA secretary-general within the past few days to find solutions to these

issues, the situation remains highly unstable,” the statement added. The FIBA also stated: “The scenario represents without any doubt the most serious violation of the FIBA General Statutes and all principles under which the Olympic sports movement is founded.
