Global support to peace talks disproves terrorist tag on MILF

COTABATO City--The Office of the Presidential Adviser on the Peace Process (OPAPP) recently said that the ongoing peace talks belies the tagging of the Moro Islamic Liberation Front (MILF) as a terrorist group.

“By forging the peace agreement with the government, the MILF has committed

to renounce violence and terrorism as an ideology and a way of life,” GPH peace panel chair Prof. Miriam Coronel-Ferrer said.

Ferrer pointed out that the full implementation of the Comprehensive Agreement on the Bangsamoro (CAB) will ensure that the leaders and followers of the MILF will desist from going the way of the Islamic State of Iraq and Syria (ISIS).

Duterte warns power grab, war disastrous to country

DAVAO City Mayor Rody Duterte, who admitted that the government’s mishandling of the Mamasapano issue spawned talk of a coup d’etat, has warned that a power grab would be disastrous for the country.

“I have never seen a situation where people talk openly about staging a coup (d’etat),” Duterte told members of the Rotary Interna-

tional from the Visayas and Western Mindanao who gathered at the L’Fisher Hotel in Bacolod City Friday.

Duterte said he heard suggestions of a coup d’etat from retired and active military and police officials in the days following the Special Action Force (SAF) operation to arrest Malaysian international terrorist Zulkifli bin Hir, alias

Marwan, which ended in a disaster resulting in the death of 44 police commandos.

The Moro Islamic Liberation Front (MILF) claimed that 18 of its combatants and five civilians also died in the bloody day-long battle in the cornfields of Mamasapano, Maguindanao.

AVAO City Mayor Rody Duterte, took his Federal advocacy to a different level Wednesday night when he said that the concentration of power in highly Centralized Government based in Metro Manila has spawned biases against people from the provinces, including heroes and historical personalities.

"You are so unfair. Your heroes here like Jose Rizal and Andres Bonifacio are installed on pedestals and their birthdays are declared public holidays," Duterte told members of the different Rotary Clubs of Metro Manila who gathered at the Century Park Sheraton.

"But what have you done to our hero, Lapu-lapu, the first Filipino to fight the Spanish colonialists? You named a fish after him and everyday you have

fried Lapulapu and escabecheng Lapulapu," Duterte said drawing wild laughter from the Rotarians who filled the function room of the Century Park Sheraton.

"Lapulapu is our hero and he ends up in the chopping board.

We have another hero from Bohol, Francisco Dagohoy, who fought the Spaniards but his name is also given derogatory meaning," he said.

"In police lingo, "Dagohoy" means a holdupper," he said.

There are also other heroes from the Southern Philippines like Sultan Kudarat who ruled the plains of Central Mindanao in the 1600s who fought the invading Spaniards in bloody hand to hand combat.

He was declared a national hero, perhaps the only Muslim to be accorded the honor, by the late President Ferdinand Marcos.

Along with Lapulapu and Dagohoy, Sultan Kudarat is also largely unknown among people in the Northern Philippines.

"You have always looked at Mindanao as a distant star. But we are Filipinos just like you and I am here to ask you to make us feel that we are your brothers," Duterte told the Rotarians.

Clubs was part of the "Listening Tour" started by Duterte in January, which has brought him to the different parts of the country to advocate for a shift from the Presidential Unitary form of government to a Federal Parliamentary form.

He said that a highly centralized government where almost every action by the local government units requires approval from the Central Government has stunted the growth of the regions.

Duterte cited the proposed light rail project for the city of Davao which was submitted to the National Economic Development Authority for review and assessment.

"It has been there for three years now but so far I have not received a word on whether they

will approve it or not," he said.

The proposed light rail transit is planned to connect the southern most barangay of Davao City to its northern district to cut travel time and address the expected traffic congestion with the projected growth of the city years from now.

The South Korean consultants who have proposed the project, however, have complained that they have been given a runaround in Metro Manila.

"Kaya ang dapat itawag sa NEDA ay NADA, as in walang nada," he said. (“Walang nada in the Visayan language means “walang silbi” or good-fornothing.)

After his Manila meeting with the Rotarians, Duterte flew to Bacolod for another leg of the "Listening Tour."

DAVAO City – The local government here has currently no breath analyzer, a device which is used to determine violators of anti-drunk driving law.

On March 12, the Land Transportation Office started implementation of the use of alcohol breath analyzer tests to find out if a motorist is driving under the influence of alcohol.

Under Republic Act No. 10586, also known as Anti Drunk and Drugged Driving Act, drivers caught driving under alcohol influence must pay a fine of Php 20,000 to Php 80,000 and face imprisonment for a minimum of three months. Fatal accidents are fined Php 300,000 to 500,000 and a maximum of 20 years imprisonment.

Mayor Rodrigo Duterte during his weekly television program, Gikan sa Masa Para sa Masa, said the budget for the government has not included procuring breath analyzers as it was just announced by the LTO almost a week ago.

“We do not have that, because this is a national law, the government could provide for the gadgets but the budget goes to corruption,” Duterte said.

Duterte estimated the cost of a breath analyzer at Php 10,000.

Duterte said, however, that the speed limit implemented in the city proper has minimized road accidents. He said the city has bought a lot of speed guns since it is cheaper.

“Just follow the 30-40-60

(kilometer per hour speed limit) so if you use your brake, you can still stop,” Duterte said.

The mayor admitted that in areas such as the highways between Davao and Bukidnon, he cannot control the speed of buses.

Duterte also ordered police and traffic enforcers to check if the brake of the violators is not the cause of a road accident since a damaged brake also causes accidents.

Meanwhile, Duterte said it is difficult to test drivers positive with illegal drug abuse.

“It’s a chemistry that is hard to (determine),” he said.

Duterte told the apprehending officers that if they doubt that a motorist is violating the law, they should not be afraid to apprehend them.

He said the police should draw a straight line on the street and ask the motorist to walk on it for sobriety test. Duterte said sometimes police are afraid to motorists who refuse arrest.

“Guyura ninyo (Drag him)” he said citing the police could tie a rope on the neck of the violator and drag him to the police station once he resist apprehension.

“If he would not go with you physically then you (the police) can do what you want,” Duterte said.

Duterte warns violators not to fight with the police especially if they are caught because of a valid reason.

Councilor questions legality of tax settlement

She also commented on the views aired by some senators labeling the MILF of having terrorist links by saying that: “If the MILF were considered a terrorist organization, why does the international community, including the United Nations and the ASEAN, support the peace process on the Bangsamoro?”

Various countries and multilateral bodies in the world had made official statements when the government and the MILF signed the CAB in March 27 last year, Ferrer added.

Guialani attached in his complaint the settlement agreement entered between the city government and Ajinomoto to change the tax dues of Ajinomoto between 2006 to 2012 from

Switzerland, the United Kingdom, United States of America, Japan, Brunei, Norway, Turkey, Saudi Arabia, the United Nations, the European Union, the Association of Southeast Asian Nations, and the Organization of Islamic Cooperation, she said.

“The UN Country Team commends the GPH for providing a global model for best practice on supporting a peace process,” Coronel-Ferrer emphasized, adding that the UN stands ready to support the implementation of the peace agreement through robust engagement.

The GPH peace panel chair added that several countries also reiterated their continued support

It was Guialani who made a follow up to the City Council’s action and submitted last Friday before the Ombudsman a complaint on the matter.

According to Guialani, Moreno and Bañez had no right to grant tax relief because it is only the City Council, which has the power to do so, citing Book II of the Local Government Code.

Guialani is also demanding that Moreno and Banez be put under preventive suspension, while the complaint is being processed.

In his earlier address before

last March 5 highlighted the importance of the peace process at a high-level forum attended by members of the diplomatic community, by saying that the “peace process provides the opportunity for development, for investment and for prosperity, in Mindanao and the Philippines as a whole.”

Aside from international organizations, local groups have also expressed their continuing support to the peace talks.

Among these groups include the Catholic Bishops Conference of the Philippines, the Catholic Educational Association of the Philippines, the Professors for Peace, and various business groups like

City Hall employees, Moreno urged his subordinates not to be coerced by the string of lawsuits filed by Guialani because they are merely forms of harassment.

City information officer Maricel Rivera expanded further by saying that Guialani will never stop harassing the mayor unless he could get back the monetary compensation for his firm New Wishing Star Trading Corporation, whose contract to operate Carmen public market was rescinded by City Hall a few years back.

Moreno also said that the Ombudsman is a just an entity and will scrutinize all complaints filed before it whether they are true in substance or mere political vengeance.

The two panel members also asked if the basis for the alleged terrorist tag

on the MILF have been validated or cross-checked with credible domestic and international sources who have been following up the rise of groups like the Jemaah Islamiyah, ISIS and Al Qaeda.

“All throughout the negotiations and now the implementation of the CAB, we have always worked hand in hand with the security cluster of the Philippine government that is charged with collecting and processing all intelligence information relating to national security,” they said, adding that the peace agreement was based on a solid grounding on the social, political and security conditions obtained in Mindanao.

“By forging the peace agreement with the government, the MILF has committed to renounce violence and terrorism as an ideology and way of life,” said GPH peace panel chair Prof. Miriam Coronel-Ferrer. The panel needs public trust.

The full implementation of the Comprehensive Agreement on the Bangsamoro (CAB) will ensure that the leaders and followers of the MILF will desist from going the way of the ISIS. On statements made by certain senators on alleged terrorist links of the MILF, the GPH panel chief asked: “If the MILF were considered a terrorist organization, why does the international community, including the United Nations and the ASEAN, support the peace process on the Bangsamoro?”

Official statements of support were issued by several countries and multilateral bodies when the CAB was signed on March 27 last year. These foreign states and institutions include Singapore, Cambodia, Canada, Switzerland, the United Kingdom, United States of America, Japan, Brunei, Norway, Turkey, Saudi Arabia, the United Nations, the European Union, the Association of Southeast Asian Nations, and the Organization of Islamic Cooperation, among others.

The UN Country Team commended the GPH for providing a global model for best practice on supporting a peace process.

The UN stands ready to support the implementation of the peace agreement through robust engagement. Why cant we give our support also?

After the Mamasapano incident, several countries further reiterated their support. The Embassy of Canada wrote that “Canada continues to engage efforts to achieve peace and we remain committed to supporting the Bangsamoro peace process. We support the diligent efforts of both sides to bring

about an era of opportunities for the people of Mindanao.”

The US Embassy followed suit, stating that “the United States reiterates its support for the Philippine government’s efforts to combat international terrorism while promoting a just and lasting peaceful resolution to the conflict in Mindanao, ” although the US has a price-tag on the heads of several persons with links to global radical networks like JI, Al Qaeda and ISIS, Marwan among them.

The Australian Ambassador to the Philippines highlighted the importance of the peace process at a high-level forum attended by members of the diplomatic community. “The peace process provides the opportunity for development, for investment and for prosperity, in Mindanao and the Philippines as a whole. Australia is therefore a staunch supporter of the process towards lasting peace,” Ambassador Twidell said.

“The alternative to peace does not bear thinking about.”

National organizations have pushed for the continuity of the peace process on the Bangsamoro, among these, the Catholic Bishops Conference of the Philippines, the Catholic Educational Association of the Philippines, the Professors for Peace, and various business groups like the Makati Business Club, the Philippine Chamber of Commerce and Industry, and the Mindanao Business Council.

“You would not get this kind of national and international support for the peace process if we were dealing with a terrorist organization,” said Coronel-Ferrer. We agree.

All throughout the negotiations and now the implementation of the CAB, the GPH panel have always worked hand in hand with the security cluster of the Philippine government that is charged with collecting and processing all intelligence information relating to national security’ If the peace agreement was based on a solid grounding on the social, political and security conditions obtained in Mindanao, the BBL should be considered, albeit approved, in its entirety.

Troops rescue businessman in Isabela City Peace adviser

SABELA CITY, Basilan - Combined Army 4th Special Forces and militiamen have foiled an attempt to kidnap a businessman in an island in this city, a military official disclosed Monday.

Safely rescued although injured was Ramon Sanson, Jr., 56, a copra dealer and a resident of Barangay Santa Barbara, Malamawi Island, this city.

Lt. Col. Eliglen Villaflor, 4th Special Forces commander, said Sanson was seized at his residence around 6:30 p.m. Sunday by seven gunmen

clad in camouflage uniforms.

Villaflor said Sanson’s kidnapping was foiled after his neighbors, who heard the call for help by the victim and his family, immediately informed the nearby Civilian Active Auxiliary (CAA) patrol base “of the on-going crime.”

Villaflor said that troops from the patrol base led by a certain Cpl. Hingosa responded and intercepted the gunmen who were dragging Sanson into a waiting motorized banca.

“Guided with the Rule of Engagement and concern for the safety of the kidnap victim, the team of Cpl.

Hingosa engaged the abductors in a firefight by delivering deliberate and selective fires to avoid collateral damage to the community caught in a firefight,” Villaflor said.

He said the kidnappers scampered and left behind Sanson. They boarded a motorized banca and fled.

He said the kidnappers have beaten Sansom black and blue as he persistently resisted while being dragged by the gunmen.

Investigation is on-going in a bid to establish the kidnappers’ identities while combined military and police forces are tracking down their whereabouts. (PNA)

criticized for secret MILF program in Zambo ZAMBOANGA CITY – The local government of Zamboanga has strongly criticized the secretive programs being implemented by Presidential peace adviser Teresita Deles for Moro Islamic Liberation Front rebels and their supporters here.

Mayor Maria Isabelle Salazar said Deles, without informing the local government, has since 2013 implemented the so-called “Sajahatra Bangsamoro Program for MILF communities,” raising fears that rebels and their supporters have encroached Zamboanga.

Salazar said there are no MILF communities in Zamboanga and that local residents and village leaders are opposed to the inclusion of the city in the proposed Bangsamoro autonomous government.

She said village officials learned of the Sajahatra program through residents themselves.

“Barangay officials have been tasked to strictly monitor their areas of responsibility for possible uncoordinated activities such as those implemented purportedly for communities that are not recognized by the local government,” Salazar said.

“There may be individuals who are sympathetic to the MILF, but we would like to emphasize that there is no MILF community nor do we recognize one in the city,” she added.

Ang mga babae o anak na babae ay may mataas na pagpapahalaga sa kanila.

Sa kanila ang babae ay sagrado na hindi ito masyadong iniexpose sa nga patimpalak lalong lalo na sa mga beauty contest.

Ngunit sa aming Mababang Paaralan ng Pagompong ay nahikayat naming mga guro ang mga magulang na gumawa ng patimpalak tungo sa adhikain na makalikom ng pundo para pambili ng mga materyales sa paggawa ng aming “stage”. BPI, DOST award young scientists with grants, scholarships Science Awards best project of the year goes to Ateneo de Davao student The Bank of the Philippine Islands (BPI) Foundation and the Department of Science and Technology (DOST) presented the Best Project of the Year Award to Christian John S. Capirig of Ateneo de Davao at the 2015 BPI-DOST Science Awards, held at The Mind Museum, Taguig last March 12, 2015.

His project entitled: In Vitro Evaluation of Selected Bacteria Against Fusarium Oxysporum f. sp. Cubense Tropical Race 4, was chosen unanimously as the winner for its potential to protect our vital banana industry from getting wiped out by this fungal disease.

Coming in second was Raiza Elmira S. Imperial of U.P. Dilliman for her project: One-Step Fabrication of Superhydrophobic/ Superole0philic Electrodeposited Polythiophene for Oil and Water Separation, for its possible use in mitigating the effects of oil spills on the marine environment.

Alron Jan F. Lam of Del La Salle University placed third for his project: Breadcrumb: An Indoor Simultaneous Localization and Mapping System for Mobile Devices, which could enable users to have access to indoor positioning systems, much like the GPS yet for commercial spaces.

The BPI-DOST Science Awards encourages promising young students to reach higher levels of excellence in these specialized fields: mathematics, physics, chemistry, engineering, computer science and biology.

The science competition enables a new generation of leaders and innovators to address competitive issues in science, research and technology development and challenges them to create lasting impacts in society.

Butterfly effect

IT was fine Sunday afternoon and I was napping at our home. That was the 8th of January in 2012.

While I was leisurely dozing off, my phone rang.

The line on the other end belonged to Ercel, an event organizer. Ercel was asking me if I could be one of the judges of the swimsuit competition of Miss Bayabas 2012. It seemed that the mourning of the whole city by the tragedy spawned by tropical storm Sendong hardly reached the barangay council of Bayabas at the time. They decided to clash head-on with the generally gloomy mood of Cagayanons and proceeded with their Sto.

Knowing Ercel, I immediately said okay and went to Sonrisa Vista Resort where the swimsuit competition was held. We the judges were introduced to each candidate. Because I had a camera, I also took pictures of each bet while they introduced themselves on stage with scenic Macajalar Bay as backdrop.

Throw in a slowly setting sun and you’ll appreciate what I mean.

Our judges’ scores were eventually tallied at a later date. Back home, I chose the candidates who were not underage anymore and sent them private messages on Facebook. Two did reply

Councilor Salcedo for his part said the majority’s determination of the projected income for 2015 is not just a usurpation of powers but utterly wrong, as the 2014 actual income of P2.7 billion already surpassed their income estimate of P2.2 billion.

Another usurpation by the council majority is the post enactment provision of requiring the mayor to seek approval from the council and requiring a program of works and estimates before the 20 percent development fund could be used.

The City Council, as a local legislature is an independent branch of the local government vested with the powers, among others, of the purse. But it is elementary law that this power stops with the approval of the budget ordinance.

The Supreme Court in striking down as unconstitutional the Pork Barrel or the Priority Development Assistance Fund in November 2013 clarified that Congress no longer has any powers to determine how to specifically spend the budget it has approved as it is already the power of the executive.

Applied to the local government, project implementation, which includes planning and the program of work and estimates is no longer a task of the local legislators. And as such putting in the condition on the use of the development fund constitutes post-enactment and therefore invalid.

If any, the power of the local legislature in the budget or any ordinance is oversight, but not direct participation in execution of programs and projects.

Cagayan de Oro has played a significant role in restoring the country’s democracy. One of the country’s democratic icons is former city mayor and senator Nene Pimentel, the principal brains of the Local Government Code.

The case filed by the council minority is also a test of the local judiciary in putting to action the powers vested in it by the Constitution to prevent oppression and tyranny by a few elected officials whose legacy would have been as slaves of a small town dictator, stamping pad for 15 years, now pretending to be fiscalizers, but are in fact spoilers of a renaissance

administrations.

Mayor Oscar Moreno had said that he accepts the cuts by the PaDayon majority as a political reality. And he is confident his administration can stand on its merits. What with the 309 classrooms in only two years compared to zero in 15 years; rescuing the city hospital from the intensive care unit into a real life saving facility, 41 and counting rural health centers that are PhilHealth accredited to handle maternal health cases, and so on and so forth.

But the mayor cannot also sit idly by. Despite his hesitance and discomfort on ‘bara-bara’ style of politics, Mayor Moreno and his allies have to stand by the people and the cause of justice, if only to prevent the slaves in the council to commit irreparable damage on the people of Cagayan de Oro City.

Truly, when reduced to numbers, democracy is debased.

“Some people may not be happy with the way the President (Benigno S. Aquino III) explained his side of the Mamasapano disaster, but staging a coup will create more problems for the country,” he said.

Duterte also blasted groups, including national political leaders, calling for an all-out war following the killing of 44 SAF members in Mamasapano.

“Do you know what war is? Do you really understand the meaning of the war?”

Duterte asked.

“I have seen the horrors of war with my own eyes. I carried in my arms the body of a nun whose brains were dripping out of her head in the Sasa (wharf) bombing,” he said referring to the terrorist attacks in Davao City several years ago.

Davao City suffered four terrorist attacks over the recent years. The San Pedro cathedral in downtown Davao City was bombed twice, once during the time of Mayor Luis Santos and then during Duterte’s first term as Mayor.

Explosions also killed civilians in the Sasa Wharf and at the Davao City International Airport. Duterte said that in war, the worst victims are civilians who are caught in a crossfire.

“We have to talk even if it will take us 100 years. For after all of the killings and the bloodshed, conflicts are always settled in the peace table,” he said.

“Let me repeat what I said earlier: Let us rise above our national outrage and anger to find a way to resolve the conflict in our country through peaceful means,” Duterte said.

Earlier, Duterte called on the country’s leaders to summon Mindanao officials to a summit to prepare a back up plan to sustain the peace efforts in the Southern Philippines in the face of the expected rejection of the Bangsamoro Basic Law in Congress.

“We have to prepare a Plan B and I believe Federalism is the best option to a failed BBL,” he said.

Duterte was in Bacolod City to continue his advocacy for a shift from a Presidential Unitary form of government to a Federal Parliamentary.

Under the Federal system, the establishment of the Federal States, including a Bangsamoro State, is expected to address the neglect of the countryside in development.

Women’s Month

WOMAN – the general term for a female human.

Throughout history, women have assumed or been assigned various social roles.

The symbol for the planet Venus is the sign also used in biology for the female sex. In many prehistoric cultures, women assumed a particular cultural role.

In hunter-gatherer societ-

ies, women were generally the gatherers of plant foods, small animal foods and fish while men hunted meat from large animals. In more recent history, gender roles have changed greatly. Today, women in different parts of the world dress in different ways with their choices of clothing being influenced by local culture, religious tenets

and traditions, social norms and fashion trends. Different societies have different ideas about modesty. Women have throughout history made contributions to science, literature and art.

In 1988m, by virtue of Proclamation No. 227, the National Women’s Month was declared to be celebrated every March of each year.

Here in the Philippines, women make up almost half of the entire Philippine population. The Philippine Commission for Women is enjoining all Juanas to occupy 50 percent of the leadership in their respective communities, whether at the people’s organization level or the national level. That’s because women have different perspectives and priorities over men.

Here in Cagayan de Oro, both the provincial government of Misamis Oriental and the city government of Cagayan de Oro held activities honoring the National Women’s Month. At the Capitol, Misamis Oriental Gov. Yevgeny Vincente Emano joined his female employees in dancing for women’s rights. At City Hall, more than a thousand women and not just City Hall employees joined in the dance celebrating Women’s Month at the City Hall grounds. They came from non-government organizations (NGOs), line agencies, academe, Barangay Women’s Development Councils and focal persons of gender and development.

There was also a forum/ symposium on the state of women in the city held last March 6 at Dynasty Court.

A group of artists calling themselves Babae held a month-long art exhibit at Limketkai Center. Using mixed media on various platforms, Kristie Sabanpan, Shamae Casiño, Adeva Jane Esparrago, Roxanne Jul Tandang, Claire Dailo, Marigold Garrido and Gigiyah Casiño etched artworks espousing women’s themes.

At Inside Out, producer/director Maia Poblete pooled together the women and transgender artists of CDO to hold the Vagina Monologues 2014. Notably breaking out in their respective performances were Shaun Pilapil, Mai Santillan, Nadine Hendrikka Legaspi, Evans Yonson, Sam Tan and the rest of the stellar cast.

Robogals CDO, a group of female engineering

students, went beyond their college campuses to teach basic engineering skills to female elementary students in the city, hoping that one day, their beneficiaries would enroll in engineering, which is still a male-dominated field around the world.

American Field Service female volunteers Maike Ehrenschneider and Amelie Geal Galdo connected with Move this World Pilipinas to help eradicate basic education bullying in the country and slowly moving forward lobbying for adult peace education to achieve cultural harmony among the diverse peoples here.

The National Women’s Month and the International Women’s Day (March 8) were created to recognize the role of women in society. But it wasn’t intended for women to be honored only this month. They must be taken care of year-round. They are our mothers, our mentors, our inspirations. They are women.
