DAVAO City––Invest ments worth P17.3 billion are expected “to be on the ground” in Davao Region this year, according to data from the regional office of Department of Trade and Industry (DTI). Data from DTI in Region 11 (DTI-11)said these came from the investment leads that the department recorded last year, where 28 companies committed to set up projects. The biggest project was the P9.9 billion-oil and gas venture being planned in Davao del Sur. A lady-lawmaker has initiated a congressional inquiry into the reported rampant entry of smuggled rice, logs and sugar in Zamboanga City. Rep. CAGAYAN de Oro City–– The Bureau of Customs in Region 10 (BOC) is now keeping an eye on two business establishments here over its alleged involvement in smuggling activities. Atty. Roswald Joseph J. Pague, acting chief of the administrative division of BOC-10, said the BOC-10
will now be watching the activities of EC Peninsula and New Dawn Enterprises, both consignees of the confiscated 130 container vans. Pague said the BOC-10 managed to confiscate 130 container vans loaded with glutinous rice (malagkit) and other agricultural products worth P80 million to P100 million. He said the abandoned cargoes were intercepted at
the Mindanao International Container Port Terminal (MICPT) in Tagoloan town in Misamis Oriental that arrived in November and December last year. The BOC-10, at the presence of some concerned government agencies, 70 container vans were opened in December last. Pague said the 70 container vans were loaded with 36,400 sacks of rice.
In January, Pague said another 60 container vans were opened and were found to be loaded with 31,200 sacks of rice. 701st Infantry Brigade Change of Command

ATI CITY, Davao Oriental - A former acting chief of staff for personnel and administration officer of the army for the past ten months will take command of the 701st Infantry Brigade in a change of command ceremony at the Brigade headquarters yesterday. Col Bienvenido Datuin will succeed Col Benjamin R Madrigal Jr, who will be assigned to 10th Infantry Division as the new Assistant Division Commander. Col Datuin is a seasoned officer who is experienced in both combat and non-co mbat operations. Prior to his designation as brigade commander he held several positions that require major responsibility to include platoon leader, company commander, chief of CMO Branch, operations and CMO officer of 703rd brigade, secretary general staff and admin officer, commanding officer of training school, assistant chief of unified command staff for operations of central command,
AFP, commandant of NCR Regional Community Defense Group and chief of unified command staff. He also had been the Commander of 28th Infantry Battalion, of 10ID and Army Personnel Management Center (APMC).He is a proud member of Philippine Military Academy "Sinagtala" Class of 1986. He also took up his Masters of Arts in Psychology in Saint Louis University, Bagiuo City and Master in Management Studies at the Australian Defense Force in Australia. His journey in the military service was guided by his able leadership, competence and dedication to his job having undergone various schoolings both in our country and abroad to include the following: Bachelor of Military Science at Philippine Military Academy in 1986; Scout Ranger Orientation Course at Scout Ranger Training Center, FSRR in 1986; Civil Military Operations Course at CMO School, Philippine Army in 1991;
Field Artillery Officer Basic Course at Combat Arms School, Training and Doctrine Command, PA in 1992; Political Warfare Course at FHK College, Taipei, ROC in 1994, Defense Acquisition Course at United Kingdom Ministry of Defense in 1999; Command and General Staff Course at AFP Command and General College in 2005 and the 36th Pacific Armies Management Seminar at Canberra, Australia in 2012. In his almost 29 years in service, Col Datuin has earned various awards and decorations. DAVAO CITY -- The Task Force Davao has further st rengt hene d s e c ur it y measures in the city and remain on heightened alert regardless of what happened in Mamasapano, Maguindanao. Military troops are enforcing strict policy and guidelines in checkpoints and other vital facilities in order to secure the safety of all Davaoenos. So far, no alarming text is reported pertaining to terroristic attacks in the city, neither recorded any plans to conduct atrocities nor entry of threat elements or groups into the city. The unit’s security measures are on top of priorities. TFD Commander Col Macairog Alberto had assured the public that “we will do our best for the safety of ever yone. As of now, we are on high alert status and we impose double effort especially on foot patrols.”
He further encouraged the public to be vigilant and be alert of suspicious items left in public areas and to call Central 911 or the nearest police and military posts. “We need the help of the community for the betterment of our society. We need to cooperate and support the authorities for the convenience of everyone,” he said. “We wou l d l i ke t o ask the public, not to be alarmed of any text message circulating in regards to terrorism in the city. Our troops are ready and on call 24/7 in times of disaster, emergency and calamity,” he added. Meanwhile, Task Force Davao had conducted a “Test Fire and Maintenance Procedure” on three SIMBA Light Armor War Fighting Vehicles playing a crucial role as support asset to the current security measures of the unit. MISAMIS Oriental––Villanueva town Mayor Julio Uy insisted that he and his wife, first district Rep. Juliette Uy, will remain loyal to their Team Unity or the National Unity Party (NUP). Mayor Uy said this after he was endorsed as official gubernatorial bet of the local Liberal Party (LP) in the 2016 presidential and local elections by second district Rep. Peter Unabia. Rep. Unabia made the endorsement during his speech in time for the 45th

But Mayor Uy said it will not be easy to decide this early whether or not the plan of forging a coalition with the LP will be realized. Revisiting the ‘horse-drawn’ thinkers The establishment and the approval of the a new Comprehensive Land Use Plan (CLUP) for Cagayan De Oro City is a welcomed development. The CLUP would chart the future of the city in the coming years.The CLUP identifies the city’s various possible growth areas in the future. We notice, however, that the newly approved CLUP envisioned only the city’s predicted growth in the next 10 years. We have no idea how the CLUP is planned in detail other than being informed about the description of things that may take place in the city’s east, west, south, and north districts. They said that hallucination exercises the recesses of the mind’s creative genius. We hope that the present CLUP demonstrate the creative genius of our local legislative body, too. We are saying this because we seemed to notice that the CLUP lacks detail other than generalities. For instance, the plan talks about the incorporation of environmental protection. Yet, we have no idea how the
plan about the environment should be carried out. What about the roads and the drainages of the approved CLUP? More often, we cannot but sigh in contempt the shortsightedness of the past legislatures who planned most of the cities in the past. On the other hand, we cannot also blame our past legislators who saw the future with myopic eyes. For instance, the roads and bridges in the past were constructed with a width designed to accommodate only two “Kalesas” (a horse-drawn carriage). Obviously, the past legislators thought only horses as the only means of transportation at that time. Yet, although the orthodox legal luminaries in the past were focused on the “Kalesa” as the means of measuring a main thoroughfare, such thought actually persisted today. Certainly, the origin of the two-lane road width measurement was patterned after the “Kalesa.” Anyway, we are talking about the “Kalesa” on a Philippine setting. Thus, perhaps, it was different in the Euro-

pean setting, then, although some of the present day road networks in the Western world have still the remnants of the glorious past – most of them are no longer use as transport networks, but are preserved for tourist to simply feel the nostalgic past, circa 16th Century onward. To d ay, t he mo der n Europe and the Western cosmopolitan cities display an array of wide road networks – normally, eight to 16 lanes apart from the wide overpasses and underpass roads designed for the modern railroad transport system. The drainage system
of modern cities is like an underground arterial vein of a pulsating metropolis. Basically, the modern underground drainage system is like a major river where the tributaries are flowing toward it before the refuse is carried toward the seas or major rivers. Beside, the European and Western countries strictly observe the liquid and solid waste. In other words, the drainage system in other countries is only for liquid waste. In the Philippines our drainage system is like a sick human “cardiac system” that perennially suffers stroke due to arterial clogging out of plastics, woods, cans and carcasses. When will the Filipinos, especially the Cagayanons learn that the creeks and the drainages are not for plastics and solid waste? . Why do we talk about this? Inequality spawns poverty Television news reports the other night featured the simultaneous staging by Filipino Muslims in Mindanao of rallies aimed at forcing the government to immediately pass the Bangsamoro Basic Law so that peace could be had in the island. The premise of the call by the rally participants is fallacious to say the least because the proposed law does not answer, much more correct, in a concrete way the roots that brought about the unstable peace and order situation in Mindanao. I don’t think the proposed creation of a separate state to be carved out from the Philippine state and to function and operate within that state will ever result in long lasting peace. A state within a state is accommodation not a solution. It is accommodation because it is simply meant to give more powers to the current Muslim leaders in the area not enjoyed by them under the present set-up. The truth is that it is this concentration of power - economic, political and socio-cultural – in the hands of a few Muslim leaders that is causing so much inequality in Min-

danao spawning grinding poverty among the Filipino Muslims there. The call for a lesser involvement of the central government in the life and affairs in the predominantly Muslim communities in Mindanao has over the years been made the excuse why Mindanao has been lagging behind in so many aspects compared to the areas predominantly occupied by Christian Filipinos. This is another argument loaded with loopholes because the non-Muslim areas in the country are likewise in deep suffering and misery. It just so happened that because media and civic society in non-Muslim areas are a bit stronger and more resolved in their crusade
against corruption that this menace in the cited areas had been minimized somehow. But even with media’s and civil society’s vigilance, still corruption thrive in these areas. But corruption is more unabated in community’s that are very patriarchal in its structure such as those in Mindanao and other areas predominantly occupied by indigenous peoples. Why? Because in such communities the populace could hardly question their leaders thus making these leaders behave like gods to their subjects. This social structure spawns inequality and thus poverty because power in all aspects is just concentrated in the hands of a few. Carving out a state within a state so that more power could be given to the ruling class in that carved out state will just ensure the perpetuation of power in the hands of these patriarchal leaders. It’ll never address the need for the restructuring of the social order so that more will be empowered economically, politically and socio-culturally. Besides, we should understand that there is another force greater than the

Calming and silencing these patriarchal leaders would mean, as far as America is concerned, peace in Mindanao. And peace in the area would mean unhampered operations of American companies in search of petroleum and other mineral reserves in the island that many say are abundant there. At this point, America is very aggressive in looking for alternative sources of petrol since it is believed that the petroleum products now sourced from the Middle East has reached its saturation point already and it is believed the oil drills there will soon dry up. UTUAN CIT Y – The Bureau of Plant Industry (BPI) has heightened its measures to prevent the entry of apples contaminated with Listerosis bacteria from the US. A press release emailed to Mindanao Daily NewsButuan Bureau said the BPI has alerted all ports of entry in the country to closely monitor the possible entry of said products. The D epar tment of Trade and Industry recalled the shipment of California apple packer Bidart Bros. to the Philippines after the US Food and Drugs Administration (FDA) alerted the Philippine government that tests in the apple packing facility of the company confirmed it is contaminated with Listeria monocytogenes bacteria.
The US FDA said that exposure to the bacteria causes Listeriosis, a rare but serious illness that may cause death. It can cause flu-like symptoms, diarrhea and meningitis, among others. After an advisory from the DTI, the BPI immediately alerted the country’s main ports, the Manila International Container port and South Harbor, for strict monitoring on the entr y of apple imports. BPI’s port operations consist of inspection and taking of samples arriving in the country. “Our office is verifying the issued Sanitary and Phyto-Sanitary (SPS) Import Clearance if such importation is already in the country,” BPI Director Paz Benavidez II said. Zamboanga del Sur town exec rapped with graft for illegal appointment ZAMBOANGA del Sur -- The Office of the Ombudsman filed on Wednesday before the Sandiganbayan a case for violation of Section 3(e) of Republic Act No. 3019, or the “Anti-Graft and Corrupt Practices Act,” against former Mayor and now Vice Mayor Allan Damas of Kumalarang, Zamboanga del Sur in connection with the appointment of his first cousin as municipal treasurer in 2007. In affirming the finding of probable cause, the Ombudsman found that Damas gave unwarranted benefit, advantage or preference to his cousin Nellie Toledo as she was appointed in violation of Section 79 of the Local
Government Code (LGC) of 1991 which prohibits the appointment in the career service of any person who is related within the fourth civil degree of consanguinity or affinity to the appointing or recommending authority. The Ombudsman resolution said that Damas’ “lame excuse that he does not recall the contents of the certification he issued in favor of Toledo…is unavailing” as “it only shows his gross disregard of a fundamental legal requirement in recommendations or appointments to the career service of the local government and his cavalier attitude to and appreciation of the basic tenet that underlies the prohibition.” (PNA)

Mayor Climaco issued the statement anew following the planned peace rally or caravan in Zamboanga City by a group of civil society organizations supporting the peace process and the draft Bangsamoro Basic Law. “The public is advised to stay calm but remain vigilant. Man is said to be the most intelligent among God’s creation thus enabling him to do great things that helped him reach his hearts desires and aspiration. As he pursues these objectives, for the development, he used the power of science to the technologies that could help him attain his goals. Coupled with man’s curiosity and intelligence, he is able to develop and make things such as the different means of transportation communications and ways of living that make man’s life easy and comfortable. Through the wide evolution of science and technology, we are able to express deeply our ideas and thoughts which also promotes academic excellence and good leadership as to individuals pursuit to increase his knowledge and understanding. One of the technologies that man has developed is the computer, which its use and contribution is very evident in our present situation. With the help of these facilities, students, teacher, employees and other individuals around the world obtain more knowledge and ideas easily by surfing the internet and the Encarta where any information needed to be learned are provided and found without any hassle. In connection to computer’s good use, another thing that science and technology has contributed is the easy communicating to our dear love – ones and friend as well as those near to us, with the
use of the cellphone. “You can reach the world”, is in fact the tagline of one of the biggest telecommunications company in the world, what their distinguished and noted line implies is the with these gadgets, we are able to extend our love and care to others no matter how far or near they are and regardless of the difference in time and season we reached them through the use of our cellphone without any effort of going then, thus enabling us to save personal expenses and time as well. Another essential contribution of science and technology is the making of television and radio facilities where invented before the computers and still used even this modern times. It introduces many things to the viewers and listeners that maybe new to them. Television also provides activities added learning and insights to the individual and with other people in the society. By watching valuable programs in the television and even listening, the person becomes aware of things that are happening in his environment, like the news and current events programs, therefore creating in him the love and desire to help his country and alleviate its condition through peace, order and unity for its total development with the initiation of collaborative and cooperative effort among his countrymen. According to St. Agustine, “The world is a book and those who do not travel, read
only a page. This quotation implies the importance of transportation as another contribution of science and technology to mankind. With the use of buses, jeepneys, motorcycles, airplanes, ships and other transportations, the individual is able to travel to other places which gave him the chance and privilege to discover new things and scenarios in every place he reached. We are also able to transport our goods and other items from one place to another which made us comfortable and easy. Science and technology really has great contribution to man’s development as he interacts with his environment but it all depends on how individual uses it and adapts those to his own way of living. These gadgets should be used for a good purpose with proper care, the he will get the benefits that science and technology could offer him but if he will abuse and use it improperly, it might bring him destruction. Always remember that in every development that has offered to mankind depends on how he uses it, for himself to others and to his country. By taking technology into good use, we can also achieve peace and order preventing chaos to appear therefore creating unity among us, toward the achievement of the country’s objectives for development, good leadership, brotherhood and upliftment of every family’s status of living thus becoming contributory citizens to our nation and to the whole world.

THUS, ORDINANCE NO. 595-2014 AN ORDINANCE AMENDING ORDINANCE NO. 21-81, THE TRAFFIC CODE OF OROQUIETA CITY SPECIFICALLY SECTION 15 AND SECTION 16 THEREOF. Be it enacted by the Sangguniang Panlungsod of Oroquieta City, in session assembled: Section 1. Agri-coop bags TOFARM Award

HE Department of Agriculture - Regional Field Office 10 (DA-RFO 10) joins a non-profit organization in lauding the movers of agriculture in Northern Mindanao as the latter garnered awards and citations during the awarding of The Outstanding Farmers of the Philippines (TOFARM), on January 30, 2015, held in Makati City. The search and awards for farmers is an initiative of the Junior Chamber International Philippines and the Universal Harvester Incorporated Philippines that recognizes the resiliency, ingenuity and the strength of hardworking Filipino farmers in the country. The Northern Mindanao Federation of Dairy Cooperatives (NMFDC) of El Salvador City, Misamis Oriental bagged the Gold Award as the Outstanding
Agri-Cooperative. On the other hand, the San Isidro Upper Rural Improvement Club (RIC); Mr. Fredimor G. Pueblos and Mr. Juan C. Mangcao all from Lala, Lanao del Norte bagged the Silver Award for the Agri-initiative category and Outstanding Farmer category, respectively. The NMFDC received a cash award of Php 100 thousand, certificate and a gold plate of appreciation while the other finalists received a cash prize of Php 25 thousand, certificate and a silver plate of appreciation. The special citation with a certificate and plaque of appreciation was also given to the City Agriculture and Fishery Council (CAFC) of Malaybalay City, Bukidnon and the Provincial Agriculture and Fishery Council (PAFC) of Misamis Oriental. The NMFDC of Misamis Oriental, represented by its manager Bismela Lancin (fourth from the left), receives (MGBSta. CAGAYAN DE ORO CITY -- The Department of Trade and Industry-Misamis Oriental (DTI-MOR) here starts the year by conducting price monitoring activities on basic necessities and prime commodities from January 5 to 29, 2015 on a weekly basis. Basic Necessities include: canned sardines, canned and processed milk, coffee, instant noodles, laundry bar, detergent, candles, salt, and bottled water. On the other hand, those under Prime Commodities are: flour, canned meat, bathroom soap, vinegar, patis, and soy
sauce. Aside from the regular price monitoring, products are checked for proper labelling, e.g. ingredients, content size/ quantity, place and date of manufacture, expiry date, and price tag. Violations found on these conditions are punishable under the Consumer Act of the Philippines (RA 7394). So far, business establishments regularly monitored are found to be compliant and willing to abide the minimum requirements of the law. They have built-in monitoring system to ensure that their own merchandise bear the correct prices and not expired. On the other hand, the National Price Coordinating Council (NPCC) during their meeting on February 3 in Manila met the representatives from the private sectors. C ement companies reported that prices of cement have increased by P10 per 40kg bag effective 01 February 2015. This is due to quota, internal and the port congestion issues. It said majority of the investments were on transportation, logistics and storage projects in Davao del Norte. Romeo L. Castañaga, provincial director of DTIDavao del Norte, said earlier in an interview that these were the projects of Hijo International Port Services Inc., San Vicente Terminal and Brokerage Services and HLC Construction and Development Corp. which were granted fiscal incentives by BOI. Based on the records from BOI-11, Hijo International Port Services Inc. is pouring P5.724 billion for a seaport and container yard in Tagum City that can accommodate 450,000 20-footer equivalent units (TEUs) a year. The other investor, San Vicente Terminal and Brokerage Services, a unit of Anflocor Group of Companies, has set up a P2.653billion Davao International Container Terminal in Panabo City. project in Panabo City to the tune of P116.210 million. Apart from BOI-11, Castañaga said Robinsons Land Corp. was also able to gain fiscal incentives from the local government of Tagum City for its P2.7 billion-mall. OOQ, the video-on-demand service from the startup joint venture between Singap ore Tel e communi c ati ons (Singtel), Sony Pictures Television and Warner Bros Entertainment, will kick off in the Philippines from late February in partnership with Globe Telecom. Hooq will enable its customers to enjoy unlimited online streaming access and an offline viewing option to top Hollywood and Filipino movie and television content, via any device including computers, smartphones and tablets, Globe Telecom said in a statement. Filipinos can look forward to more than 10,000 movies and television episodes and TV shows including titles from partners Sony and Warner Bros such as Harry Potter, SpiderMan and Inception, as well as popular TV series. Local film and TV content will also be available through partnerships with the country’s top studios, such as GMA, Viva Communications, Regal Entertainment, and ABS-CBN, Globe Telecom said. Customers can watch local high-grossing films such as Metro Manila, A Secret Affair, Shake Rattle and Roll and Ang Tanging Ina, as well as classics including Dyesebel, Bagets and Bituing Walang Ningning.
