million metric tons, 2.4 percent bigger than the 2013 record output of 18.44 million metric tons. Anti-smoking task force arrests 4,396 violators

AVAO CITY – Authorities here arrested more smokers than the previous years, as they noted also an increase in the number of establishments which violated the anti-smoking ordinance.

The Anti-Smoking Task Force recorded a total of 4,396 arrests last year, which include individuals and establishments, for v i ol at i ng t he C it y Ordinance No. 0367-12, known as The New Comprehensive Anti-Smoking Ordinance. Dr. Domilyn Villarreiz, co-chairperson of the

Anti-Smoking Task Force, said the number of arrests this year is much higher than the previous years. “We used to have just 3,000 plus, usually 3,500. It increased to around 800,” she said. “There are still violators among restaurants and night spots. There was one night spot that

I visited which allows people to smoke in an outdoor space where there are people,” she said. The city ordinance disallowed smoking in outdoor areas near entrances and exits of buildings or establishments. But as the number of arrests increased, Villarreiz said this also translated into higher revenues, reaching P2, 370,796 from the period June 2013 up to November last year. “We c ol l e c te d P 1 . 4 million last year alone,” she said. Streamline government bureaucracy to prevent wastage of limited resources There’s a growing need to reorganize and streamline the entire government bureaucracy to prevent wasting limited resources. According to neophyte lawmakers, sound expenditure management in the bureaucracy should be accorded high importance because through the years, government resources have become limited and the needs of society remained inexhaustible HB 24 is entitled “An Act Reorganizing the Government Bureaucracy, creating a Government Reorganization Commission, Defining its powers and functions and for other purposes,” and will be known as the “Government Reorganization Act of 2013.” The proposed Government Reorganization Commission will undertake studies and propose measures to abolish, merge, integrate, transfer, regroup, or restruc-

ture departments, bureaus, offices, government-owned and controlled corporations and other agencies of the Executive Branch in order to eliminate overlapping and/ or fragmentation of functions related to programs and activities. Indeed, as argued by the proponents, the present set-up of the government made it a significant contributor to the tremendous waste of resources in the Philippine economy. By focusing the government’s limited resources on the provision of basic services, the government would effectively reduce poverty and possibly bring about the economic resurgence of the country. A massive trimming down of the bureaucracy is needed to do away with the unnecessary and redundant appendages of the government. Un d e r H B 2 4 , t h e

Cans of Worms’ at the Provincial Capitol While the verbal tussle between the Executive Department and the City Council in Cagayan De Oro City continues to rage, the provincial Capitol in Misamis Oriental is also digging the skeletons in the closet. There are insinuations that former provincial Gov. Oscar S. Moreno left cans of worms at the provincial Capitol before hopping and running for the mayoral post in Cagayan De Oro City in 2013. There were accusations that Moreno scooped the treasury of Misamis Oriental and left a debt of about P 2 Billion. One of the most intriguing issues was also the allegation that the Moreno administration failed to pay more than P 200 million obligations to the PhilHealth in Misamis Oriental. The financial woes that Moreno allegedly left to his successor was one of its kind in local governance. Perhaps, this is one of the reasons why the incumbent provincial governor becomes slim and slender? When everyone thought that the problem is over, comes some more surprising find. Now, this is all about the

transactions made by the Provincial Engineers Office and the Bidding and Awards Committee (BAC) during Moreno’s incumbency. This time, the Commission on Audit (COA) in Manila has released a Notice of Disallowance to former Gov. Moreno and former BAC members in connection with the payments made from 2007, 2010, 2011 to 2012, amounting to more than P 20 million. Aside from the Notice of Disallowance, the COA also issued a separate Notice of Suspension for the payment of another P 20 million on transactions made from 2008, 2009, and 2010. It is also noticeable that the transactions made under these contracts were mostly

for equipment rentals. Except for the Earthtools Development Corporation, which entered only about three transactions, the rest of the transactions were made by the Equipment Corporation which totaled to almost P 20 million. Perhaps, the COA noticed this, too. Anyway, it was not the transaction that caught the eye of the COA ‘though. The COA noticed that all those transactions did not undergo proper bidding. COA also scoffed on the canvassing that were reportedly rigged. In effect, the COA has given Moreno and the former members of the BAC to return the more than the P 20 million paid for the alleged anomalous transactions with the Equipment Corporation. It was not only Moreno, who was held liable of the alleged anomalous transactions. Likewise, the COA also ordered the former members of the BAC to return the taxpayers’ money, which were spent under an alleged irregular transactions. The other members of the former BAC include Elmer N. Wabe, acting provincial budget officer, Patrictk Gabutina, provincial ad-

ministrator, Atty. Imelda Marie Beltran, provincial legal officer, Atty. Jose Sabanal, provincial legal officer, Elsie Lopoy, provincial general services office, Engr. Rolando M. Pacuribot, assistant provincial engineer, Danilo O. Maputol, provincial agriculturist, Leenmar Tinagan, PGSO canvasser, Equipment Corporation and Earthtools Development Corporation. By the way, are these former workers at the provincial Capitol given juicy positions in the City Hall? Just asking.. The COA also ordered the incumbent Governor Bambi Emano to desist payments of the more than P 20 million to Equipment Corporation and Earthtools Development Corporation until the issue is resolved. Somehow, we could only say that unless formal cases are filed against Moreno, et al., in court, all these insinuations and allegations are nothing but nonsense. Acenas said this is one of the reasons why the 17th City Council decided to override the veto of Mayor Oscar Moreno on several provisions of Ordinance No. 12903-2014, otherwise known as the General Appropriations Ordinance of 2015. He said the P3.8 billion budget submitted by the city mayor for this year is a 65-percent increase in the P2.3 billion budget last year. He said an increase of 148.5-percent was projected by the executive department on business tax collections, from P444,695,600 last year to a high P1.1 billion for 2015. Meanwhile, real prop-

Abu Sayyaf Group behind bomb explosion in Zamboanga City By Teofilo P. Garcia Jr.

ZAMBOANGA City––Authorities have tagged the Abu Sayyaf brigands as thode responsible in the powerful bomb explosion Friday that killed two people and injured 52 others in this city. Mayor Ma. Isabelle Climaco-Salazar in a press conference Saturday at City Hall said the incident was related with last Monday’s foiled plan of Abu Sayyaf Group (ASG) members to escape from the local detention facility. The bomb exploded around 3:15 p.m. Friday in front of a pub house located across the bus terminal in Barangay Guiwan, this city. It was placed aboard a car that was parked in front of the pub house. Salazar said the ASG plan was to set off the bomb to divert the attention of the security forces while the ASG detainees will stage jail break while another group would storm the detention facility

It may range from from mild to severe and life -threatening. Lack of access to highly nutritious foods is one of the common cause of malnutrition Poor feeding practices, offering wrong foods also contribute to malnutrition.Poverty has a big impact in contributing malnutrition.It is one of the basic problems encountered by our government. Previously, the government remains deaf and blind with this problem. It seems that malnutrition is just an easy problem that can be solved with our own.. We even anticipated that malnutrition affects the daily development of a child in school, how can they interact in the school if they are weak ? How can they perform well and absorb their lessons if their brains and other system are not functioning properly because of poor nutrition?. We are so lucky that the government now gives attention to it and kills the very root of the poor performance of the children in school and that is the “malnutrition “. The DepEd Secretary Armin Liustro ordered the implementation of

the School Based Feeding Program ( SBFP) to address undernutrition and short term hunger among public school children nationwide. Luistro said that 120 - day SBFP is expected to teach the children nutritional values and behavior and to improve their health, resulting in 85- 100 percent classroom attendance. The SBFP aims to give the children hot meals based on malunggay recipes and 20 -day cycle menus using locally produced or grown food, assuring beneficiaries of 300 additional calories to address their nutritional deficiencies. Teachers, parents, pupils and barangay officials work hand in hand to be this program a successful one. We are challenge every day to reach our goals and to aim for zero malnourished children. It is fulfilling if there is an improvement on their weights, seeing our malnourished children getting better and performing in the school well, this is an indication that we are doing right. And with this we are motivated by out pupils to be more dedicated to our work. Seeing them more active and having healthy lifestyle is an indication that they will be having high and good performance in school that will lead them to a good and secure future.

Professor German Calfat, an expert on the relationship and nature of trade and national development at the University of Antwerp, shared this conclusion during a seminar-forum organized by state think tank Philippine Institute for Development Studies (PIDS). His presentation was based on the findings of his research on Poverty impacts of changes in the price of agricultural commodities: Recent evidence for Argentina (an ex-ante analysis). The study found that, in the experience of Argentina, an increase in world prices of agricultural commodities have positive macro effects on the Argentinian economy. However, the poorest

and most vulnerable sector of society were negatively affected. The changes in labor income positively affected only the middle class, in that labor income increased. But the positive changes weren’t enough to compensate the overall increase in commodity prices. Professor Calfat recommended that, as a countermeasure, Argentina and any country facing a similar situation should enforce complementary actions to address the distributional impact, especially on the poor, of raising international commodity prices. The models used in Professor Calfat’s study relied on data from individual households. They demonstrated the relationship between wages, the increase in international prices, and the respondents’ highest educational level. The study, however, did

not include non-labor income in its models. Professor Calfat’s conclusions raise questions on the notion that trade liberalization is good for all. The study shows that is not always the case. Professor Calfat encouraged more studies to be done on the matter. Government

measures that anticipate price changes and the interacting nature of their impacts must be enforced to protect those most vulnerable to the negative effects. Philippine researchers and policymakers can replicate the models used and undertake their own study to gauge the distributional

impact of trade liberalization and its relationship to poverty. One relevant area worth looking into is the rice sector and the effects of the World Trade Organization’s (WTO) extension of the high duties on imported rice. The WTO Council for Trade in Goods approved the

Philippines’ waiver request for a special treatment on rice until 2017. The country sought the extension to give farmers time to enhance their production capability and adjust to the increasing competing with other rice-producing countries in the region. (PIDS)

K to 12 Basic Education Program has been an epitome of changes in the Philippine educational system. This program is created following the government’s purpose to elevate education here in the country. In a Department of Education article, K to 12 Basic Education program, including Senior High School, is made to fixate the problems on education and to fundamentally reform the basic education curriculum so that learners can have a true mastery of basic competencies and a more deliberate path to the world of work and entrepreneurship or are better prepared for higher learning. Senior High School is part of the system’s 12-year education cycle. The curriculum for Grade 11 along with Grade 4 was supposed to come out in 2016 while those for Grade 12 and Grade 5 were due in 2017. So, the original plan for Grade 11, the first stage of Senior High School, nationwide is to commence by June 2016.

However, under K to 12 flagship, President Benigno Aquino III decided to implement the senior high school (Grade 11 to 12) a year earlier than scheduled as he wish to see the K to 12 reform through during his term. He wanted half of the Grade 11 students to already start by June 2015. The government selected some schools in the Philippines to do pilot implementation to test the program by year 2012-2013, way ahead of the mandatory implementation in 2016 as mandated by Republic Act 10533 or the Enhanced Basic Education Act of 2013. It is good to think that pilot schools such as the University of Makati produced good results. Fact be told, several feedbacks fronted the SHS program. However, the important is Philippines is looking ahead. Thinking about the growing population and a budding economy, the demand for quality education is high, and making education higher in quality is the current administration’s initiative.

Mayor Climaco-Salazar told a press conference at City Hall on Saturday that the bombing was related to Monday’s foiled escape of Abu Sayyaf members from the Zamboanga City Reformatory Center. Salazar said the plan of the ASG was to explode the bomb last Monday to divert the attention of the police and military forces while the ASG detainees will stage jail break and another group would storm the ZCRC to rescue their comrades. “Their target was really to destabilize the government by creating a diversionar y tactic,” Salazar added. She said the main target was to rescue from the Bureau of Jail Management and Penology (BJMP)-administered ZCRC the two brothers of Basilan-based Abu Sayyaf leader Furuji Indama, namely, Benzar and Musang. Chief Insp. Julius Arro, ZCRC warden, said there are 56 suspected members of the ASG, including the two Indama brothers, who are in their custody. Salazar said the ASG pushed through with their planned bombing on Friday although the plan to rescue their comrades last Monday was foiled. “They were unsuccessful with the plan to rescue but they pushed through their intention,” she said citing it is “to scare us” and to show they have the capability to carry out their bad intention. The rescue plan was foiled when the BJMP personnel detailed at the ZCRC seized on Monday three caliber .45 pistols and 140 rounds of ammunition delivered to an ASG detainee. The guns and bullets were concealed at the bottom of two home-made concrete charcoal stoves delivered to an ASG detainee by three persons, two of them women, at the ZCRC. HEN a group of ten local restaurateurs and chefs hang out together over a bucket of ice cold beer, what do you get? A new dining concept was born. Jonathan Mempin (Chino’s Deli), the group’s de facto spokesperson, said that popup joints have already achieved cult following in places such as Los Angeles, New York or even certain cities in France, Britain, Cuba, Finland and Australia for the past five years or so. This time, they’re introducing it to CDO. The concept of a popup is similar to that of your suki barbecue vendor in Cogon where they mount their tables and chairs for the night and start whipping

up their skewers. But Plato CDO wants to elevate that to a more classy and avantgarde almost noirish style. So how will they do that? To understand better on

what they’re planning, let’s know first the background of the restaurateurs and chefs who have formulated this innovative idea. Jonathan’s cousin Chino Mempin is the owner of Chino’s Deli. Ryan Rivero is currently the executive chef of High Ridge. Josef Martin Javier is the owner of the upcoming Dahilayan bed and breakfast Balay sa Wahig. Angelo Reyes has been head chef for eight years in an international cruise ship and has been fe atu re d i n Pam a h aw Espesyal’s Busog Trip. He’s also a food blogger. was with her classmate and they would be having their internships here. At the time (and even to this day….hehe) I was busy with the Lifestyle page of this paper. Of course, I couldn’t help noticing her pulchritude, her sexiness, the mole below her left eye which was just about right. But at the time too, Stella was busy assisting the 1st Northern Mindanao Journalism Awards so we really had no time to get acquainted, just mere hi’s and hellos here and there. Even during the ICT Awards at Centrio, I didn’t even care to be near her. But as the clouds of November rain slowly dissipated and December came a’callin, I couldn’t resist any longer and began to chat with Stella where we exchanged numbers.

Days later was our annual Christmas party and the whole gang went night-outing after. The midnight quickly turned into dawn with Stella, her friend and me chitchatting and whiling the time away. It was pretty much like that scene in Spring Breakers (2012) where there was nothing but ecstasy and partying. After that was a two-week long holiday in the office.
