700 teachers refuse to work as BETs in polls COTABATO CITY - - Close to 700 teachers from six towns of Maguindanao have refused to work as Board of Election Tellers for the Oct. 28 Barangay and Sangguniang Kabataan polls due to security reasons.

In a communiqué sent to Commission on Elections (Comelec) – Maguindanao polls supervisor Udtog Tago, the teachers said their refusal stemmed from being the targets of irate losing candidates during past elections in the province.

“The BETs forms part of the board of canvassers in the barangay level that is why the teachers fear for their lives as they are exposed to threats and violence during election time,” Tago explained.

1 in 8 people around world frequently hungry ROME -- About one in eight people in the world are estimated to be suffering from chronic hunger regularly in 2011-13, U.N. food agencies said in a report released Tuesday.

The latest tally of people in hunger, totaling 842 million, was lower than 868 million in 2010-2012 cited in a report released last year by agencies including the Food and Agriculture Organization and the World Food Program.

A majority of them were in developing countries, while around 15.7 million were in industrial economies, according to the report.

350 evacuate as fighting continues in MisOr town

MISAMIS Oriental––About 350 people, including women and children, were evacuated to safer grounds as sporadic fighting between the communist rebels and government troopers continue in the hinterlands of Misamis Oriental since Monday.

Gov. Yevgeny Vincente Emano of Misamis Oriental on Tuesday ordered the deployment of a team of social workers to the embattled area in the border of Lagonglong and Balingasag, all coastal towns in Misamis Oriental’s east district, where the fighting rages.

Edmundo Pacamalan, Jr., the provincial administrator, said that most of the evacuees came from Sitio Mingkamansi of Barangay Banglay in Lagonglong, Misamis Oriental.

T he e v a c u e e s we re moved to the borders of Balingasag in Barangay Kibanban to join the remaining evacuees from Sitio Lantad, Pacamalan said.

He said that relief goods from the provincial social welfare department were delivered to the area since Monday when the firefight broke out.

According to Pacamalan, the provincial government has expressed the concern on the plight of children and women who were normally vulnerable to the harsh condition in evacuation sites.

“We have provide d regular feeding sessions to children and the adult in the evacuation sites,” Pacamalan said.

4 government troops wounded MISAMIS Oriental--Sporadic fighting between government troopers and communist rebels continue in the hinterlands of Misamis Oriental as of Tuesday as fresh fighting erupted anew on Monday wounding four army soldiers.

Col. Evan Bermudo, commander of the army’s 58th IB, said on Tuesday

that the government troopers were conducting hot pursuit operations against communist guerrillas who overran an army base in Sitio Lantad in Balingasag, Misamis Oriental last Sunday dawn last week when the encounter took place.

Bermudo said that the army soldiers encountered the communist guerrillas in

Sitio Minkamansi in Lagonglong Monday morning when waylaid by about 20 fully armed rebels of the New People’s Army (NPA) that resulted in the running gun battle.

City mulls ‘One Barangay: One product’ scheme CAGAYAN de Oro City––The city council’s committee on tourism was putting to place plans to launch the “One Barangay: One Product” program here, City Councilor Candy Darimbang said on Tuesday.

Darimbang, who chair the committee on tourism, said that the project was one of the most feasible channels where local indigenous products endemic to a particular barangay could be provided maximum exposure.

She said that while the project basically cater to the city’s program to promote local tourism, the introduction of indigenous products could open up profitable opportunities in the local and international markets.

OZAMIZ City, Misamis Occidental––President Benigno S. Aquino III has issued Proclamation No. 655, “Declaring the Regular Holidays, Special (NonWorking) Days and Special Holiday (For All Schools) For the Year 2014.

Such proclamation says there will be a total of 19 holidays throughout the country in 2014, i.e., there are 10 regular holidays, four (4) special non-working days, two (2) additional special non-working days, two (2) Islamic holidays and one (1) special holiday for schools only.

Security guards will soon get the status equivalent to a policeman or agents of person in authority.

Rep. Gwendolyn Garcia (3rd District, Cebu) filed House Bill 2382, which aims to acknowledge the role of a security guard whose duty, in a real sense, is similar to that of a policeman or a close-in body guard of high-ranking public officials.

“Recognizing the importance of the role of security guards who are tasked with the duty of protecting and securing the life and property of their employers and people who may happen to be in their area of responsibility,” Garcia said.

Garcia said the role of a security guard is so important that one can almost be certain of his presence in all vital installations or property, be it public or private.

“Even during the spate of bank and van robberies, security guards were invariably the primary targets of the robbers,” Garcia said.

The bill seeks to amend Article 152 of Act No. 3815, otherwise known as the Revised Penal Code, by including security guards of duly accredited security agencies while on official duty in the term “Agents of Person in Authority.”

As defined in Article 152 of the Revised Penal Code, an agent of person in authority is one who is charged with the maintenance of public order, and protection and security of life and property. It is proper, if not imperative, to include security guards on official duty among the list of Agents of Person in Authority.

Marines hoist PH flag in Malik homebase in Sulu TALIPAO, Sulu––The Philippine Marines based in this town early Wednesday hoisted the Philippine flag at the residence of Ustadz Habier Malik in Tuyang village.

“This [Talipao town] is the base also of Maas,” said a resident, who declined to give her name for security reasons.

Maas is the revered title that some Tausugs use in reference to Nur Misuari, founder of the Moro National Liberation Front (MNLF).

This morning, MindaNews saw Talipao residents leading the officers and men of the Marine Battalion Landing Team 2 to the village of Tuyang, Malik’s residential area and MNLF homebase in Talipao town.

Malik led the MNLF members who laid siege on some coastal towns in Zamboanga City on September 9. The military is still

reportedly checking if he is still alive or was killed after three weeks of clashes that displaced 23,794 families or 118,819 individuals.

“We have conducted a community dialogue with the people there. We did not go there to engage in war. We are there to heal the wounds of war,” Col. Jose Johriel Cenabre, Joint Task Force Sulu and 2nd Marine Brigade commander, told MindaNews.

“The (Philippine) government is in a progressive engagement with the people, and the Marines entered Lampaya and reached Tuyang, the known lair of Ustadz Habier Malik,” he added.

DTI-Caraga Regional Director Brielgo Pagaran announced that in celebration of the Consumers Welfare Month, the one-day Diskwento Caravan at the Agusan del Norte Capitol Grounds here on Tuesday will kick-off the month-long celebration.

Surigao police to list poll hotspots

SURIGAO City––The city police here have started monitoring the locality’s 54 villages for the inclusion of some of them into the so-called “hotspots” or election watch-list areas for the October 28 barangay polls.

Supt. Joseph Nohara, city police director, recalled that

in the last May 13 national midterm and local elections, 12 villages were considered poll hotspots due to the presence of the New People’s Army rebels and “other armed individuals.”

These were the villages of Silop, Sukailang, Mapawa, Mat-i, Bonifacio, Poctoy, Trinidad, San Roque, Capalayan, Orok, Nabago and Cagniog, all in the mainland.

This city has 54 villages, 21 of them island barangays.

Nohara said they expect the poll hotspot areas to increase following the ongoing monitoring conducted by intelligence operatives in the different barangays.

Lawyer Novern Irish Pasco, Commission on Elections (Comelec) city director, said they expect the police to submit the list of poll hotspot areas

within the week.

Pasco said they have identified some villages as probable election watchlist areas but these are still subject for validation by the police and the Armed Forces of the Philippines.

The city Comelec will have meetings with the police and the military for the security measures in the upcoming barangay elections, Pasco said.

16 brgys undergo seminar on how make laws v trafficking in person VILLAGE officials from 16 barangays in Butuan City underwent seminar on drafting anti-trafficking in persons ordinance at the barangay level, said influential group Action for Nurturing Children and Environment, Inc. (ANCE).

The 16 barangays were Bading, Obrero, Ambago, Doongan, Fort Poyohon, San Ignacio, Ong Yiu, Holy Redeemer (first batch) and Anticala, Buhangin, Limaha, Lumbocan, Masao, Pagatpatan, Pianing and Tungao (second batch) were given a seminar on

drafting ordinance against trafficking in persons.

The seminars were given

by Atty. Aaron Pedrosa and Hon. Josephine Salise (Head of Butuan City Social Services Committee) respectively in Butuan City.

Pedrosa provided the officials a sample copy of anti TIP ordinance which they modified to suit to their situation and needs.

The barangay officials were urged to localized the RA 9208 and protect more effectively and efficiently their people, especially the minors against illegal

recruiters.

The barangay officials were committed to prevent the trafficking in persons to occur at their place and to protect their constituents especially the minors from being victimized by recruiters for sexual commercial exploitation.

The seminar was initiated by Action for Nurturing Children and Environment, Inc. (ANCE) headed

by Fr. Max T. Abalos, SVD with support from DKA Austria (Hillswerk der Katholischen Jungschar), a Catholic organization to

combat trafficking in persons in the Mindano area.

As of today, the following barangays have already their own anti-trafficking in persons ordinance were barangays Fort Poyohon, Ambago, Lumbocan, San Ignacio and Buhangin.

The other barangays have already tabled their proposed ordinance for deliberations and approval.

Students in Butuan organized against trafficking in persons Action for Nurturing Children and Environment, Inc. conducted a series of

advocacy sessions among high school students in Butuan City to heighten their awareness on the social menace of trafficking in persons.

After the information drive sessions, student leaders were selected to be members of Learning Action Cells (LACs) in school setting. The students become anti trafficking brigades and be an effective companions to fellow students especially those who are high risks to be trafficked.

To equip these leaders to

be LACs, they were given seminars on Understanding their Adolescence Stage and Peer Counseling Seminar.

These student LACs are the counterpart of the barangay level LACs who are composed of adult members in the community.

Like the adults, they will report to the school authorities, government line agencies and ANCE staff any recruitment activities especially if the recruited are minors.

TS ‘Quedan’ slightly accelerates, to exit Friday TROPICAL storm Quedan (Fitow) has slightly intensified and accelerated while moving northward, the state weather forecaster said on Wednesday.

Weather Forecaster Aldczar Aurelio said that as of 4:00 a.m. the center of tropical storm “Quedan” was estimated to be at 880 km east of Tuguegarao City (17.4°N,131.1°E).

Aurelio said the wind strength of Quedan increased from 75 kph Tuesday afternoon to 85 kph on Wednesday morning while its gustiness also rose from 90 kph to 100 kph.

He said “Quedan” is not expected to make any landfall and remains to have no direct effect to any part of the country since it is too far from the Philippines’ landmass.

He added the cyclone changed direction from north-northwest at 13 kph to northward at 17 kph on Wednesday.

If it continues its movement and speed, Quedan will just hover off the Pacific Ocean until it exits on Friday morning headed towards southern Japan.

If Quedan moves back to its north northwest di-

rection, Aurelio said it will exit towards Taiwan.

He said the cyclone is expected to further intensify before it leaves the Philippine territory.

Hike in SSS payment to take effect in 2014 A SENIOR official of the Social Security System (SSS) in Northern Mindanao would starting collecting an additional .6 percent in contribution from its members next year.

Tax-take on ‘income’ remains top revenue earner for N. Mindanao in second quarter

TAXES collected from taxpayers remained as the top revenue earner for Northern Mindanao posting P1.52 billion in the second quarter of this year.

The tax-take higher by 13 percent from the P1.34 billion income tax collections in the same quarter last year.

Based on the reports of the Bureau of Internal Revenue (BIR) in the region, collections from income taxes accounted for 68 percent of the total tax collections in the region.

The highest income tax collection was posted

by Revenue District 98 in Cagayan de Oro at P828.42 million, said Engr. Cecilio Clarete, Chief Economic Development Specialist of National Economic Development Authority (Neda) in Northern Mindanao during the just-held media forum.

RD 101 in Iligan City came in second with P274.80 million followed by RD 99 in Bukidnon with P 234.39 million. Income tax collection of RD 100 in Ozamiz was recorded at P130.73 million while RD 97 in Gingoog City was at P57.22 million.

Value-added tax

Collection from valueadded tax (VAT), on the other hand, was registered at P510.19 million during the quarter.

The VAT collections during the period which accounted 23 percent of the total regional tax collections increased by 28 percent compared to the P399.81 million collections in the same period last year.

Clarete said the good collection performance of BIR is attributed to the Burea’’s priority reforms such as the name-and-shame campaign against erring tax evaders, run after tax evaders, and Oplan Kandado.

She added the contribution rate has been stagnant for 23 years from 1981 to 2002 while pension increased 21 times.

As benefit payments catch up, the contribution rate has to be adjusted to allow the SSS fund to cumulate reserves; thus, provision of social security protection to all members across generations be sustained.

Deadline for 2014 annual procurement plan, Nov. 15 THE Procurement Service has reminded all government supply officers in Northern Mindanao that the deadline for submission of the 2014 annual procurement plan (APP) is on November 15 this year.

The reminder was sounded by Dalisay Conrina P. dela Chica, Planning Division Chief of the Procurement Service, during the Product Awareness Seminar held here last September 26.

Dela Chica said the latest APP form can be downloaded at the Procurement Service website.

She also explained that procuring agencies just need to put in the quantity in the part A of the form.

The APP form uses formula so do not make changes to or delete rows in the part A of the form because it will result to “XXX” which means the procuring agency has submitted but not complying, she further reminded.

According to her, the Part A of the form lists down the common-use supplies available at the Procurement Service.

Common-use supplies are those supplies, materials and equipment necessary in the transaction of the official business of the procuring agency and consumed in its day-to-day operations.

“We left the Part B blank so that you can put all those items that cannot be found in the Procurement Service and Philippine Government Electronic Procurement System (PhilGEPS),” she explained.

She also guaranteed that the prices in the Procurement Service are the lowest in the market.

When the Conjugal Dictatorship finally decamped in Febr uar y 1986, “People Power” entered the dictionary as our unique contribution to lexicography. It was a worthy counterbalance to “domestic worker” which came to define “Filipino” as a result of Marcos’s policy of pushing our brethren into serfdom abroad for the precious remittances he needed to prop up our failing economy.

Rise of People Power After Edsa, it dawned in the minds of many that in fact People Power had always been with us, but that it worked in unspectacular ways. They recalled that its stirrings had been foreshadowed in such terms as “popular participation” and “community organizing” that were in vogue in activist circles years before.

Moreover, they realized that it did not necessarily involve massing on streets or “inciting to rebellion”—as some did and others do.

It also occurred to them that there is People Power whenever groups, small or large, meet to address an issue—to draft a position paper, write a resolution, hold a group discussion, conduct a teach-in, or write a letter to the editor.

At other times they recognized People Power in action when advocacy groups made use of public service segments in broadcast stations, when funds were pooled to buy advertising space on media, or when citizens volunteered to serve in task forces and study groups.

They saw it at work too when citizens demanded public hearings on contro-

versial issues or testified in them. And it was manifested when people invested in socially meaningful ventures such as the Gawad Kalinga program or Habitat for Humanity.

Such are the elements of a quiet revolution. Unspectacular social action, really.

Some are routine activities in the course of business or profession. Unfortunately, there are many who think it unnecessary to engage in essential affirmative acts that greatly impact on the community, such as taking part in its governing processes. They figure that they already have lobbies, connections, and influence in high places—something the poor don’t have.

So the poor or lower classes are left to themselves with no connections or influence in high places, feeling powerless.

T h is p owe rl e ss ne ss drives them to play along with political and economic predators that coddle and manipulate them for political gain. As a result, because of their sheer numbers they overpower the views and votes of the elite—who don’t bother to speak out or show up in the commons.

The presence and the voice of the middle and upper classes, without whose backing or support no revolution can succeed, are the missing element needed for the success of a quiet revolution in the community or barangay—which is the level of the grassroots, the primal base of our Republic.

It’s not enough to replace Corrupt Leaders Unfortunately for the elite and the elitists who claim to want reforms, they don’t seem to know that voice and visibility are important for the reform movement. Nor that anyone with a yen to straighten out politics, arrest graft and

corruption, or neutralize abuse, need not look beyond his own community.

All political chicanery and the insidious schemes of trapos are played out in the barangay’s neighborhoods.

The problems of governance start there and stay unless responsible residents next door do something about them.

The trick is to know what brings about corruption and bad governance: how it starts in the neighborhood and spreads, how it spirals upwards, how it trickles back down, how the cycle goes on and on, and why only the community can break the cycle.

Actually people already know the causes of corruption and bad governance but either ignore them or prefer to do other things. Mostly they think nothing can be fixed except in a spectacular way such as through another Edsa uprising or through a coup or revolution.

But they’re wrong. We’ve had two Edsa upheavals and all we accomplished was replace Ferdinand Marcos and Joseph Estrada while the national condition continued to worsen.

Simply replacing the one in power with another who’s eager to be in power doesn’t solve the problem. The motive for being in power would still be the same; the way to the top would still require guns, gold, goons, or “Hello, Garci….”

Ultimately the officeholder would still dictate the conduct of governance, not the Rule of Law nor the will of the people.

Bottom line, the people would still be powerless, bypassed or taken for granted, unable to influence governance. And the system becomes a mere caricature of democracy.

Strictly speaking, there’s no way to stop graft and corruption for good.

A four-year-old girl was seriously hurt in a car accident.

She had lost so much blood that she would probably die. Her only hope was for someone else to give her blood. But her blood type was very rare and the doctors did not know if they could find anyone in time with her same blood type who was also willing to give their blood. Then, they discovered that the girl’s seven-year-old brother had the same blood type as hers.

The doctor led her brother into his office to tell him that his baby sister was very sick and unless she received some blood, the angels would probably need to take her to heaven.

CAGAYAN de Oro City– –“Revolutions happen in quiet places.” This was a popular mantra printed on posters in the 1960s, the decade of fiery activism here and abroad. Plastered on walls in work places and dormitories of activists and “street parliamentarians,” this ubiquitous poster reflected the mood of the times as that decade wore on.

It was the decade that saw the rise of protest movements in the world’s capitals,. And that was when our own youth learned to attend or conduct teach-ins, seminars, and workshops, at first in discreet corners of their neighborhood or in the suburbs, then in the heart of campuses as their advocacy became more and more militant.

And it did come to pass that what started out as quiet exchanges and sessions analyzing socio-political problems turned into revolutionary fervor and a resolve to work for reforms.

Resolutions and manifestos would be issued left and right by placard-bearing advocates whose marches became commonplace in metropolitan areas.

Thus was a societal ferment for change and reform stirred up in the halls of academe, inflaming the rank and file of studentry.

It simmered, frothed, and picked up force, accelerating till it erupted during the First Quarter of 1970 to protest the corrupt elections that gave Ferdinand Marcos an unprecedented second term.

The revolutionary mood raged on through the decade of the 70s and into the 80s, gaining strength even more from the fall of Ninoy in August 1983. It refused to die, and it found expression in nightly noise barrages and subtle protests, increasingly

of these were forged in the past yet.

The pocketing through ghost deliveries of the P900 million Malampaya funds intended for agrarian reform farmer-beneficiaries to enable them to recover from the disastrous “Ondoy” and “Pepeng” typhoons that hit the country in succession happened also in the past administration.

Admittedly, however, bad habits and bad people are hard to die. They continue with their evil designs even in the matuwid na daan hoping perhaps they can still get away with it.

But the matuwid na daan mantra itself served as the incendiary that served as lid in the implosion of corruption right in the face of the Aquino administration.

If Aquino pursued the same path pursued by his predecessor, do you honestly think this implosion would have happened? I personally doubt. Corruption in government imploded because evil governance which is corruption has now been put beside good governance which is the matuwid na daan mantra.

We recognized corruption under this administration because we already know what corruption is.

Whether we like it or not

this ability to see the evils of corruption was brought about by Aquino’s relentless battle against this menace in governance. But the battle is far from being won. And it is not easy to win this battle considering what Aquino inherited from the previous administration where corruption was made the usual way of doing business in government.

But let us not forget also that Aquino had to work within the framework of the present multi-party presidential form of government. The model that we followed in adopting this form of government is that of the US but we went beyond by not adopting the two-party US model. This multi-part form that we now have made the President’s job even harder because he had to deal with so many political parties in pushing for his legislative agenda.

If US President Barack Obama failed in wooing the two-party bicameral Congress to pass the budget, imagine the hole that Aquino had to figuratively pass through with our multiparty bicameral Congress.

Let’s continue tomorrow our discussion on this issue.

Parish in Sibugay bids for longest ‘biko’

ABUHAY, Zamboanga Sibugay — A parish in this island municipality of Zamboanga Sibugay launched its Guinness World Record bid on Monday, September 30, for the longest biko (rice cake).

San Miguel Parish, which belongs to the Diocese of Ipil led by Bishop Julius Tonel, produced biko that measured 360 meters long, 10-cm thick and 30.8-cm wide, under Claim ID No. 436682 of the Guinness Records Management Team.

In a statement, Felmar Castrodes Fiel of the Diocese of Ipil said the said attempt was part of the parish’s fiesta celebration.

“This idea to set a world record came as part of the ‘halal’ (not forbidden) fellowship move of the Catholics to welcome those of other religions and denominations,” the statement said.

Zambo City recovers from 3-week crisis

ZAMBOANGA CITY --- On an ordinary day, Zamboanga City’s traffic congestion is bad – bumper-to-bumper.

Most of the roads are too narrow to accommodate thousands of vehicles plying daily. Rarely has there been a day when motorists and public utility vehicles would not be stuck in traffic, sending many to complain as if it would miraculously ease the congestion.

But 23 days following one of the most publicized tragedies in Zamboanga, the people have grown to see traffic in a new perspective. It isn’t as bad, after all.

On Oct. 9, Moro National Liberation Front (MNLF) rebels infiltrated the city, taking several residents of the barangays Sta. Catalina to Rio Hondo area hostage. The otherwise cheerful Zamboanguenos were shocked at such an occurrence. For days and nights on end, shots and explosions could be heard.

Over a hundred thousand people have left their homes for evacuation centers.

Homes have been burned down. Lives have been lost.

Mayor Beng Climaco was quoted as saying that “Zamboanga will never be the same again,” But she remained optimistic that the city could rise above its present condition.

As soon as the last shots have been fired last Friday night - when all the hostages have been rescued, and a few remaining MNLF fighters being pursued by the government troops - shops and business establishments opened up.

People are anxious to get back with their normal lives. All of them are raring to catch up and earn a living.

For one, bank branches that opened up were increasing day after day. Zamboanga Bankers and Financiers Association President Alma Paculanan disclosed that of the 61 bank branches, only six banks have remained closed until today. These six branches are within the clearing area designated by the authorities.

The long queues in ATMs commonly observed last week, have now become sparse.

The Zamboanga City Hall, the seat of the city government, is operating with most of the employees reporting back to work.

Mayor B eng Climaco led yesterday’s flag-raising ceremony, and emphasized that the pole will only fly the Philippine flag. The flag, however, is raised in half-mast, in honor of those who died in the three-week conflict. It is tattered and frayed on the ends because it stayed flying at the pole for the whole duration of the crisis.

Several malls within the downtown areas have also opened. Southway Square and the Gateway, located less than two kilometers from the conflict zone are now open, along with the Shoppers chain of stores.

Mindpro Citimall, which is a little bit farther from the two malls, has been open since Thursday. But security remains stiff, and the police and military presence remains.

As of this writing, the government troops have only sealed the areas within the immediate vicinity of barangays Sta. Barbara-Sta. Catalina-Rio Hondo. Police Chief Inspector Ariel Huesca said that they are still conducting intensive clearing operations to rid the area of explosives.

Meanwhile, buses can only leave the city until 5 p.m. The curfew outside the immediate areas of concern has been moved from 8 p.m.-5 a.m. to 10 p.m. to 4 a.m.

The Department of Social Welfare and Development (DSWD) also announced that it has now shifted from relief operations to rehabilitation.

Relocation sites for the families whose homes have been devastated are being studied.

Mayor Climaco has also instructed the local officials to swiftly define the areas of resettlement.

Koronadal launches relief drive for Zambo ‘bakwits’

ORONADAL CITY -- The city government here has launched a relief campaign for residents of Zamboanga City who were displaced by the standoff between government forces and members of the Moro National Liberation Front under founding chair Nur Misuari.

Mayor Peter Miguel said Wednesday they are currently raising funds and gathering various relief goods to augment the needs

of at least 20,000 families or 105,000 individuals that have evacuated as a result of the conflict.

nated the city hall lobby as drop-off area for donated relief items, which would be delivered later on by the local government to Zamboanga City.

“We’re calling on our residents to join us in this campaign. We will accept donations for rice, canned goods and other food and relief items,” he said in a radio interview.

For its part, the mayor said the city government is sending an initial P400,000 as financial assistance to

the local government of Zamboanga.

He acknowledged that the release of the assistance was quite delayed, noting the local government had to find sources of fund for such purpose.

Miguel said they were able to come up with the initial amount through the realignment of some of its programmed expenditures and other funding priorities.

“But even at the height of the standoff, we already resolved to extend our help

to the affected residents there,” he said.

As of Tuesday, the National Disaster Risk Reduction and Management Council said a total of 23,794 families or 118,819 individuals have been affected by the conflict in 14 barangays of Zamboanga City and one village in Zamboanga Sibugay.

It said 20,810 families or 105,705 families are currently staying in 37 evacuation centers set by the government and in other outside

shelter areas.

The Department of Social Welfare and Development (DSWD) in Region 12 earlier sent some 10,000 family food packs and other relief items for the evacuees or ‘bakwits’ in Zamboanga City.

The DSWD, Department of Education and the Department of Health in Region 12 sent some of their personnel to assist the ongoing relief, medical and psychosocial activities for the affected residents.

GENERAL SANTOS CITY -- More small businesses are being put up in Sarangani Province due to the area’s improved economic condition in the last three years, an official said.

Nenita Barroso, Department of Trade and Industry (DTI)-Sarangani provincial director, said their records showed that the number of business name registrations in the area for single proprietorship has continually increased since 2010.

In her report to the Sarangani provincial board, she said a total of 1,248 businesses were registered in the area in the last three years.

Barroso said they recorded 319 new business name registrations covering various ventures in 2010, 458 in 2011 and 471 in 2012.

From January to Sep-

tember this year, she said a total of 374 new businesses have so far registered with their office.

“The increase could be attributed to the improving economy of the province,” Barroso said in a statement released by the Sarangani Information Office.

She noted that among the proofs that the area’s economy has been growing are the continuing infrastructure developments like road rehabilitations.

Complementing it are the convergence initiatives of local government and its partner organizations, she said.

For this year, Barroso said they are confident that the trend on new business registrations will continue and possibly even surpass last year’s figures.

She said the agency is presently processing a

number of new business registrations coming from the province’s seven municipalities.

“We’ve been continually reminding residents to register their businesses, even the small ones, and they also expressed willingness to do so,” she said.

Aside from the increase in business name registrations, Barroso said the number of owners who applied for renewal has been growing since 2011.

DTI records showed that 34 renewals on single proprietorship businesses were made in 2011, 45 in 2012 and 77 from January to September this year.

She said entrepreneurs are mandated to renew their business names with the DTI every five years while their business permits, which are processed by the local governments,

are renewed annually.

“It’s important for entrepreneurs to renew their business names to avoid losing them to other interested parties and at the same time, maintain the image of their businesses,” she said.

Barroso said that the agency has already rationalized the processes for business registrations as part of their efforts to create a business and investorfriendly atmosphere in the area.

She admitted that in the past, business registrations could take about a year to complete due to the number of requirements and agencies or offices involved.

“Now it’s faster. Entrepreneurs can get the needed documents within three days,” she added.

ARMM okays Small businesses sprout in Sarangani P390-M new investments

KORONADAL CITY — The Autonomous Region i n Mu s l i m M i n d a n a o (ARMM) has approved the investments of two large companies worth P390 million, an official said.

Lawyer Ishak Mastura, ARMM Regional Board of Investment (RBOI) chief, said the board recently approved the investment registration of La Frutera, Inc. and Iron Blaze Petroleum, Inc. La Frutera is engaged in banana production while Iron Blaze is an oil industry player.

These investments are expected to generate 500 jobs, he said in a statement.

“After careful evaluation, the board provisionally approved their reg ist rat ion considering the social impact of these projects in terms of employment and capital inflow to the region’s economy,” Mastura said.

He said the two companies will enjoy incentives like income tax holiday and duty free importation of capital equipment for registering with the board.

Iron Blaze is investing P90 million for the construction of an oil depot in Polloc Port in Parang town in Maguindanao, RBOI data said.

On the other hand, La Frutera, a subsidiary of Unifrutti Group of Companies, is expanding with 300 hectares of banana plantations in Pandag town, also in Maguindanao, with an investment of around P300 million, it added.

Mastura said La Fr utera’s exp ansion is expected to produce 1.2 million boxes of banana annually in response to

the rising demand of the commodity in the world market.

The current banana production of La Frutera is insufficient to meet the demand of the growing markets in China, Japan and the Middle East, he added.

Ed Bullecer, a representative of Unifrutti, said in the statement that as investor, they play important roles in the communities “by working with the culture and getting involved in mitigating conflicts to sustain peace.” “[Our expansion would have] a positive effect in the investment climate of the ARMM,” he said.

Mastura said the administration of ARMM Gov. Mujiv Hataman is continuously seeking for investors in the agriculture sector with the region’s vast and rich agricultural lands.

Late last year, Delinanas Development C or p., a subsidiary of Del Monte Philippines, Inc., poured P569 million for a banana plantation venture in the town of Datu Abdullah Sangki, Maguindanao, targeted to employ around 900 workers.

The investment seeks the development of 550 hectares of banana farms, with the company eyeing an expansion involving another 500 hectares in the towns of South Upi, North Upi, Datu Odin Sinsuat and Parang, all in Maguindanao, the RBOI earlier reported.

South Cotabato honors outstanding barangays

KORONADAL CITY, South Cotabato -- For the second year, Barangay Poblacion in nearby Tupi town won top prize in South Cotabato’s Dungog sang Barangay.

Dungog sang Barangay is an award system implemented by the provincial government to recognize barangays that have excelled in the implementation of internal housekeeping. The recognition was largely patterned from the Seal of Good Housekeeping of the Department of the Interior and Local Government (DILG).

Winners of the search were revealed as a highlight of the Liga ng mga Barangay Day celebration yesterday at the South Cotabato Gymnasium and Cultural Center here.

Provincial DILG director Josephine Leysa said, as the first place winner, Tupi received a cash prize

of P500,000, which the barangay could use for any development project the barangay council deemed necessary and important.

Others winners in the Dungog sang Barangay search were Benigno S. Aquino of Norala, Polonuling of Tupi, Lopez Jaena of Norala, Esperanza of Norala, and Teresita of Sto. Nino, Leysa added.

Respectively, they received cash incentives of P400,000, P300,000, P200,000, P100,000 , and P75,000.

Poblacion, Tupi and BS Aquino also topped last year’s Dungog sang Barangay search.

Leysa said, the system of recognition should challenge other barangay officials to perform better to be recognized in the next round of assessment for the said award.

Ninety-four other barangays were also given P50,000 each for comply-

ing with the criteria set for the provincial LGU’s award system.

South Cotabato is comprised of 199 barangays.

Like DILG’s Seal of Good Housekeeping, criteria for evaluation centered on compliance with the four areas of good governance in internal housekeeping, namely: good planning, sound fiscal management, transparency and accountability, and valuing of performance monitoring.

It was institutionalized last year through Ordinance No. 03 series of 2012, which amended Ordinance No. 06 series of 2003 which calls for the conduct of an annual search for outstanding barangays in the province.

Under the program, the city government of Koronadal and the 10 municipalities nominate three best performing barangays in their respective jurisdiction. These barangays are

assessed based on the mentioned criteria by a team of evaluators composed of 11 members appointed by the governor.

Members come from the Sangguniang Panlalawigan (SP); Provincial Social Welfare and Development Office (PSWDO), Provincial Agriculturist Office (PAO), Integrated Provincial Health Office (IPHO), Provincial Planning and Development Office (PPDO), Provincial Population Office (PPO), Provincial Accounting Office (PACCO), Provincial Treasurer’s Office (PTO), Provincial Environment Management Office (PEMO), Department of Education (DepEd), and a non-government organizations (NGO) engaged in administration or environment advocacy.

Gov’t urged to rechannel PDAF for peace efforts DAVAO CITY — Mindanao’s top local chief executive have urged the Aquino administration to redirect the Priority Development Assistance Fund (PDAF) in bankrolling local peace-building efforts.

With PDAF under fire, Governor Rodolfo del Rosario, Chair of the Confederation of all the Local Chief Executives in Mindanao (Confed), has proposed the rechanneling of the fund to be used in financing local peace-related actions through the various Regional Peace and Order Councils (RPOCs) in the country.

Del Rosario, who is also the chair of the Regional Peace and Order Council (RPOC)-XI, also put forward the renaming of the PDAF into Peace and Development Assistance Fund.

In his keynote address during the recent summit on security sector transformation, the Governor made it clear he does not

favor abolishing the PDAF or pork barrel, saying it would be better for the fund to be channeled to propel local peace initiatives.

“It should be substantially targeted towards peace-rebuilding and peaceenhancing activities on the ground,” he said.

The of f icial recommended the fund shall be coursed through the respective RPOCs for the councils to direct the money to the local government units for the proper implementation of important peace-building programs and projects.

Digos takes lead role to continue Army’s internal security effort DIGOS CITY – The Local Government of Digos City has taken the lead role of ensuring the continual implementation of the peace and security program of the Philippine Army in the city through the Internal Security Effort (ISE).

The Army’s 39th Infantry Battalion of the 10th Infantry Division handed over on Monday (Sept. 30) during the flag-raising ceremony at the city hall lobby, the tasks and responsibilities of the LGU through the City Peace and Order Council (CPOC) in carrying out the internal security operations.

Following the handover was the signing of a Memorandum of Agreement between the 39th IB represented by commanding officer Lt. Col Norman S. Zuniega and the city government and CPOC headed by Mayor Joseph R. Peñas.

The MOA explained that the 39th IB recommended the handover of the ISO responsibility lead role to the Digos City CPOC in view of the existing peaceful security situation, and after the Army cleared the city of the Local Communist Movement (LCM) influence.

In the MOA, the CPOC committed to provide appropriate support for the operations and capacity building activities to the Philippine National Police,

Armed Forces of the Philippines and other agencies, which would be necessary for the maintenance of peace and order.

The Council would also conduct other activities aiming to prevent resurgence of the LCM, and would ensure that community development efforts and people empowerment would also be undertaken.

The 39th IB, on the other hand, committed to ensure effective functioning of the Integrated Territorial Defense System (ITDS) to support the CPOC in the implementation of ISO, and to actively support its capacity building activities.

Digos City information officer Roberto Zamora said in an interview that Mayor Peñas was thankful for the trust and confidence of the 39th IB to the Council to head the implementation of the internal security efforts.

Zamora explained that the handover of the ISE was not a total pull out of the Army’s interventions and assistance to the city. “There will still be detachments to be retained. The Army’s interventions will only be minimized,” he cited.

In Section II of the MOA, it was stipulated that “the handover of ISO lead role responsibility does not preclude the AFP units from taking parts in ISO even take the

lead, should there be a need.”

The MOA also specified a commitment from Digos CPOC to create a Sub-Committee to be chaired by the 39th IB, within a month after the approval of the MOA, aiming to monitor and periodically assess and submit a report to the CPOC Chair of the prevailing internal security situation. (RGA/CLC/PIA-XI)

He further pushed the creation of Human Development Committee in all the RPOCs in the country to handle peace-related activities in the respective regions.

Del Rosario last year created the Human Development Committee of the RPOC-XI, along with the Security Affairs Committee, to focus on improving access to improved health, better education and more income opportunities.

These significant interventions, he said, are critical to achieve lasting

peace, particularly in the conflict-affected or prone areas.

In the same forum, the governor also heralded Davao del Norte’s success in localizing the government’s peace process through its Convergence for Peace and Development program.

In partnership with the army and police, he said, the province blazed the trail in bringing together government resources to economically depressed and politically threatened areas every Friday of the week.

STA. MARIA, Davao del Sur – A group of agrarian reform beneficiaries (ARBs) here are keen about making their kakanin (delicacies) business big in the future.

The Women’s Organization of the PCEC KUMASSIE Agrarian Reform Beneficiaries Multi-Purpose Cooperative (PKEARBAI) of Brgy.

Basiawan thought of venturing into kakanin business after realizing that their almost 60 hectares of cacao farms are no longer productive.

PKEARBAI chair Gil A. Ramos said that between 1982 and 1985, their cacao farms were earning well since those were the time when the cacao trees’ productivity was at its peak. However, their cacao trees are now more than 25 years old, which is their maximum productive life. Thus, the coop has to face the annual 30 percent mortality rate of their trees.

Due to this scenario, the nine women members of the cooperative looked for other avenue where they can help their families earn a living. These members, along with the wives and daughters of the PKEARBAI members, form the Women’s Organization, an offshoot of the cooperative.

In April 2012, these women members started producing bibingka (rice cakes).

Women’s Organization board of director Cecilia Baclay shared that despite having no skills on bibingkamaking, they still took the challenge with the help of DTI-Davao del Sur. Baclay said the agency gave them a training on bibingka-making for free, the first step that encouraged them to really pursue their kakanin project.

Baclay said their bid for making their kakanin business big someday was further boosted when DTIDavao del Sur awarded them an SSF project worth P150,000 last June 18.

The said SSF project includes a wood-fired oven, wood-fired pugon, coconut grinder, coconut milk extractor, electric rice grinder/mill, steamer, stainless steel work table, stainless steel ladle, stainless steel basin, and stainless steel vat.

“Before these equipment were awarded to us, we just borrowed our cooking utensils and did everything manually especially in grinding the coconut and extracting milk from it,” Baclay said.

With the equipment and tools awarded to them, the group also produces putong puti and chocolate moron right now. Therefore, their income is expected to increase by 40 percent.(DTI-11/JenMendoza)

DAVAO CITY -- A Davao City Councilor is proposing through an ordinance the creation of the Film Development Council of Davao City.

The resolution was introduced by first district Councilor Leonardo Avila during the October 1 Sangguniang Panglungsod (City Council) session.

According to the resolution of Councilor Avila, there is already a thriving film industry in Davao City which has become a favourite destination for location shoots, both for national and international films.

Last August, a big South Korean film production company shot several important scenes in Davao City and Davao del Norte which starred popular Korean stars, with the support of the Department of Tourism which is marketing the region as an alternative film location for the lucrative South Korean film industry.

Aside from film locations, the Sineng Pambansa (National Film Festival) of the Film Development Council of the Philippines (FDCP) was held last year in Davao City, aside from the Sineng Pambansa, the city also hosts the Mindanao Film Festival which is the longest running independent film festival in the country.

According to Avila, there is a need for the local government to support film industry and harness its potentials. Last year the City Government and the FDCP unveiled the Davao Cinematheque, a 120-seater theatre aimed at showing world cinema and Filipino movie classics to the public for free.

One of the guests at the City Council session was renowned film director Brillante Mendoza who during a session recess urged the City Government to support the proposal of Councilor Avila noting the enthusiasm of many Dabawenyos for cinema. Mendoza, the only Filipino director to win the best director prize in the prestigious Cannes Film Festival is currently on a tour among Davao City schools.
