COUNCILOR Adrian Barba, chair of the City Council committee on education, urges all private and public schools in Cagayan de Oro to coordinate with the nearest fire stations for the holding of fire drills and for the organization of volunteer fire brigades. “Angayan lang mangandam kanunay ang matag tunghaan magamay o ma-

DAR turns over P34.3M FMR roads to Lanao Norte CAGAYAN de Oro - The Department of Agrarian Reform (DAR) recently turned over two farmto-market roads (FMR) amounting to PHP 32.1 million in Kalambuan agrarian reform community (ARC) in Kolambugan, and Php 2.2 million to RAKIM ARC in Barangay Ramain, Sultan Naga Dimaporo, Lanao del Norte. Regional Director Felix Aguhob said more agricultural development is expected to happen in

the remote barangays of Kulasihan, San Ro que and Palao following the completion of the 7.583 km. Kulasihan-Palao farmto-market road and 2.2 km. junction national highway to Sitio Langgoyo Ramain road of this province. There is always something exciting about teaching. I always feel that before I go to the class. No boring moments for me. Students are here because they know there is something fun and good inside the class. And I know that I am part of that something fun and good, even exciting. As I prepare my activity, I plan of something different and interesting. (Another way to kill a cat maybe, because as they say, there are many ways to kill it). We all want our students to learn. But sometimes we miss the essential part and that is how to make learning challenging and enjoyable. (I still hate trigonometry because I was forced to solve it without understanding what I was doing.) So I plan of something worth doing. Aha! It’s nutrition month! It’s July. People are talking about food. What food tastes good, what food contains good cholesterol, what food makes us fat, food that causes gallstones, and what food makes us beautiful? Wow! So let’s talk about your favourite food. Gee, I got most hands up. Students were eager to talk about their favourite food. They were happy talking about it. I saw a shy boy at the back. He saw me and he smiled. I saw he exaggerated his lips, and I got it perfectly! “Sinugba!”. That’s it! Before its time to say goodbye class, I asked them to bring a recipe of their favourite food. A girl asked, “ Ok lang dessert, Maam?” ( Is it alright if I bring a recipe for dessert, Maam?) “Of course, Girl!” I see most students early the following day. After the Morning Prayer, most of them were holding their recipes. I see the eagerness in their eyes. When I asked students to raise the hands of those who have recipes, most hands raised up. Only those who were absent yesterday weren’t able to bring recipe. We talked about what a recipe contains. It contains ingredients and procedure. We recalled about our previous activity. We have identified what makes a peaceful community. That a peaceful community needs to have people who understand each other, show respect, and they must be law abiding. Can we possibly combine the two activities? Can we make a recipe of a peaceful community? “Will it be possible?” “Can we give it a try?” Silence… Students were quite. They looked at their recipes. They start scribbling. I see them writing. I see them giving a try. I looked around, checked what they were writing. Wow! They are my miracles! They think they can do it and so they are doing it! I am overwhelmed! And because my heart overflows, I want to share my joy with you. That you may be believe that you can do it. That you will believe that others can do it. Believe and it will happen! NFA warehouseman faces raps for missing 1,800 sacks of rice By CHRIS V. PANGANIBAN-Caraga Regional Editor

AN Francisco, Agusan del Sur - The slipping out of at least 1,800 sacks of rice from the warehouse of National Food Authority in Bayugan City was solely t h e h an d iwor k of t h e warehouse supervisor, an NFA official disclosed. “He did it on his own and he will face administrative and criminal charges,” said NFA provincial manager Gil Tabor.

Tabor said a special inventor y committee composed of staff from NFA regional office and operatives from Criminal Investigation Detection Group is still investigating the case of the missing sacks of rice which are local stocks from the produce of farmers in the province. Tabor said the suspect, Melvin Pacaña, refused to talk to him although

he already made a verbal statement to Senior Inspector Dick Cale, Caraga police CIDG chief, admitting released more or less 1,800 sacks of NFA rice worth P2.4 million to “unknown traders” without proper authorization. The committee however made a bag-to-bag inventory and found out there was an actual 1,890 sacks of rice that went missing. Last July 18, Cale and

officials of NFA Agusan del Sur inspected about 9,000 sacks of NFA rice only to find out that 1,800 sacks went missing. The police then discovered that the missing rice sacks were replaced with 133 pieces of decoy wooden crates covered with empty rice sacks. knowledge economy, especially in Math. These are critical thinking and problem solving, effective communication and collaboration. In order for a teacher to be successful in enveloping such skills, he must cultivate a classroom culture where students understand that autonomy and collaboration are equally important. Teachers words and actions should honor risktaking, active investigation and clearer communication, so that students will come to see themselves as competent mathematicians who thrive on cognitive challenges.

Teachers should also have the ability to nurture students so that they would be nourished and soon rely on their own reasoning to solve future problems encountered inside and outside the classroom. Teachers should as well serve the role in promoting effective mathematical discourse in the classroom, which requires students to organize their thoughts, formulate arguments, listen to and consider other students’ positions, and communicate their own positions. Mathematics is a critical subject that requires more attention and time. These tasks are more complex especially in this modern time. As the same, teachers should be teachers of the 21st century.

Andrew Carnegie, a Famous American business magnate once said that “ You can’t push anyone up the ladder unless he is willing to climb himself.” This is the principle that I applied in our Oroquieta City Sepak Takraw Jr team who was able to bring home the gold medal during the Palarong Pambansa 2014 at Laguna. I together with the school officials and stakeholders did the pushing, but the purpose driven athletes are more than willing to be pushed upwards the ladder of sports. In order to be an effective and winning coach, I did the following not so secret steps: 1. Expressing one’s faith in God. Before every activity/ games, players are re-

quired to pray. They are taught that no amount of practice or expertise in the game can surpass the power and will of God. 2. Respect Teach them about the value of respect. They should know that respect to elders and even to rivals should be seen in an athlete. Teach them not to underestimate anybody. 3. Set a goal Provide an irresistible positive challenge that will drive them to perform their best and strive to win. 4. Constant practice Daily practice which includes all the necessary skills needed in the game should be done religiously. 5. Exposure Tune up games with older players and other expert teams will provide

them with the skills and confidence they need to face any challenge. 6. Care for them Show them that you as a coach is concerned for their safety and their welfare. Letting them feel that you are their second parent will do the trick. 7. Equip yourself A coach needs to have a thorough knowledge of the game. One should undergo trainings, seminars, and inputs from friends who are coaches. By following these steps I did get positive results. Our team never failed to bring home medals from the NMRAA, MILO OLYMPICS, and even from the Palarong Pambansa. I was able to help in pushing them up because they are more than willing to be pushed upward. To God be the glory!

THE filing of impeachment complaints in the House of Representatives by the nationalist bloc from that chamber supported by organizations espousing nationalist ideology is viewed by those opposed to it as premature. Impeachment, we should remember, is a political mechanism enshrined in the fundamental law of the land aimed at removing from office certain elective and appointive officials of the land. The elective officials who can be removed from office through the process of impeachment are the president and vice president. Among the appointive officials whose term can be cut short through impeachment are the justices of the Supreme Court and the heads of constitutional bodies such as the Commission on Elections, Commission on Audit and the Civil Service Commission. The process, as mentioned above, is political in the sense that the impeachment is done by the Lower House and the impeachment trial is undertaken by the Senate sitting as the impeachment court. The first successful impeachment process was that of Supreme Court Chief Justice Renato Corona. Then President Joseph Estrada was the first president to be impeached by the House of Representatives and tried by the Senate as the impeachment court. But the trial was not successfully concluded because the senators serving as the

Premature? A deeper view Jesse E.L. Bacon II impeachment court judges and the congressmen serving as the impeachment prosecutors at one point during the trial walked out from the process. Estrada was forced to abandon the office of the president due to political pressure mounted by the people themselves through what was known then as People Power II. The impeachment process starts with the filing of an impeachment complaint in the House of Representatives. However that complaint must be endorsed first by any member of that chamber. The Lower House can’t have jurisdiction over any impeachment complaint until it is endorsed by at least one of its members. The endorsement requirement is the stamp signifying the political nature of the process because the endorsing House member becomes the complainant before his peers when such impeachment complaint is tackled by the House either through its justice committee or the plenary itself. Once it gets endorsed by House members constituting a required percentage of its total membership, the official subject of the

complaint is thus impeached and the complaint is sent to the Senate for the trial proper. The trial in the Senate is another stamp showing the political nature of the process. Will the current impeachment complaints duly endorsed by certain House members against President Aquino for betrayal of public trust and culpable violation of the constitution gets the nod of the House of Representatives and thus be transmitted to the Senate for trial? Many observers are not that optimistic in this regard. The movers of the complaint, however, remain hopeful it’ll gain support in the House. Those who are not very optimistic the complaint will ever prosper anchor their belief in the fact that Aquino still enjoys popular support by the citizenry and in the two-chamber Philippine Congress. The politicians in those chambers still look at Aquino as the political force to reckon with even up to this point. This view on Aquino is not just based on the survey which shows his popularity rating is still a little over 50 percent even with the massive propaganda

against him as a result of his sponsorship of the very unpopular Disbursement Acceleration Program that the Supreme Court struck as unconstitutional. The political capital Aquino had invested since his meteoric ascension to power in 2010 such as his daang matuwid mantra shown by his personal dislike for the use of wangwangs by any government official including himself still reverberates in the mind of a grateful citizenry. His fight against corruption that many of his foes say is selective against those who do not belong to his Liberal Party only is still viewed by many as beneficial to the nation. Even his administration’s land reform program that many experts say is chaotic in many respects gained respect from the citizenry especially after he allowed the parceling out of Hacienda Luisita to its legitimate tenants. Before the actual distribution of that large estate owned by his mother’s family, many did not believe Hacienda Luisita will ever be parceled out under his administration. These are just few of the political stock stacked in Aquino’s favor that made the impeachment filed against him ending up being viewed by many as premature. an Francisco, Agusan del Sur - The Department of Trade and Industry (DTI) with the Agusan del Sur Chamber of Commerce and Industry Foundation, Inc. (ADSCCIFI) and the local government of San Francisco recently launched the Agusan del Sur Business Resource Center (BRC) here in time with the celebration of the Micro, Small and Medium Enterprise (MSME) Development Week on July 14, 2014. The celebration, according to DTI Agusan del Sur provincial director Lolita Dorado, espouses the firm commitment of the state in the promotion, growth and development of the MSME especially in the countryside. “The objectives of this BRC are to promote MSME services in partnership with the private sector. It is expected to create awareness on the importance of MSME in the development of the local economy and also to promote other benefits available for MSMEs,” Dir. Dorado said.

DTI shared the amount of P502,061 while the cooperator which is the ADSCCIFI shared P255,685 in order to realize the operation of the business resource center for the equipments and facilities needed in order to fully operate. “The business resource center is one of the identified projects of DTI under the Shared Service Facility. All the provinces in Caraga Region are provided with the business resource center that will serve as support system to nurture and facilitate the growth of the microenterprises and small and medium enterprises operating within the priority industr y cluster,” Dir. Dorado said. Acknowledging the part of the local government unit (LGU) in the BRC operations, San Francisco Mayor Jenny de Asis said she is very glad to have the BRC in San Francisco that pictures the strengthened partnership of the LGU, the DTI and the business

industry in the municipality. “Since this is a shared responsibility between us, we, in the LGU committed to provide one personnel to man the center,” Mayor Jenny de Asis said. “I am very glad and prou d t hat u nd e r my leadership, the first ever launching of the BRC which is regionwide happened here in San Francisco. I am therefore looking forward that members of the business chamber will be frequent here in the center to enjoy what it can offer while the center will be serving its purpose,” Freddie Mero, President of the Agusan del Sur Chamber of Commerce and Industry said. Airport parking fee charges start August 1

AMBOANGA CITY - The Zamboanga International Airport (ZIA), effective August 1, will start charging for the utilization of its parking area. Airport manager Danilo Abareta made the formal announcement during the regular press briefing held at City Hall. “Pursuant to Authority Order No. 140-14 and Memorandum Circular No. 12-14, the Zamboanga International Airport under the Civil Aviation Authority of the Philippines will start collecting a parking fee for cars and motorcycles that will use the airport’s parking area,”

to increase the revenue from the city’s airport. Abareta stressed, however, that the order to collect parking fees applies to all CAAP-controlled airports in the country. The rates will be P20 for cars and other four wheel vehicles for the first 2 hours and additional P10 for the next succeeding hours and P10 for motorcycles for the first two hours and additional P5 for the next succeeding hours. Based on the CAAP Circular, all government vehicles (red plates), drop off or pick-up passengers/ guests that did not park for more than 10 minutes are exempted from the

U.S. military to rehab airport runway in Zamboanga City ZAMBOANGA CITY – The United States Armed Forces through the Joint Special Operations Task Force-Philippines (JSOTF-P) is set to repair the Zamboanga International Airport (ZIA) runway. Danilo Abareta, ZIA manager, said the repair works at the 1.8 kilometer runway will start by the first week of August and is expected to be completed in two to three weeks time. Abareta said the repair works will be undertaken by Filipino contractors but will be under the supervision of the JSOTF-P. He, however, said he had no idea how much the project would cost. “We have not discussed about the cost of the rehabilitation,” he said “Definitely, it will be the whole runway that will be rehabilitated,” Abareta said, although he cited that “the scope of work will be the filling of potholes” with asphalt. He said the repair works will not affect incoming and outgoing flights. He said ZIA has an average of 12 in-bound flights and 12 out-bound flights. ZIA served flights to and from Manila, Cebu, Davao, Jolo and Sanga-

Sanga (Tawi-Tawi). Mayor Ma. Isabelle Climaco-Salazar earlier disclosed that she has requested the JSOTF-P to help rehabilitate the runway since they have been using the airport for more than 10 years. The JSOTF-P had been using the airport since 2002 during the joint military exercise dubbed “Balikatan 021.” Abareta said the U.S. forces under the JSOTFP used big planes like the C-17 “Globemaster” in ferrying personnel and equipment. The biggest plane they have used so far is a Russian-made plane known as the Antonov An-124-100 Ruslan. A handful of American forces are still stationed in this city even as the JSOTF-P was recently downsized. They assist Filipinos troops in fighting terrorism through training and intelligence gathering. Abareta said the rehabilitation will be of great help since it would minimize maintenance expenses of the government. Meanwhile, he said the Civil Aviation Authority of the Philippines is set to undertake asphalt overlay of the runway next year. (MindaNews)

STAR program aims to empower 5 million women in the whole world by 2020, in which the Philippines will contribute 200,000 women. “Since 2012, we have a total of 21,150 women sari-sari store and food stall owners, who graduated in our program,” he said. Tamano also said that the program will not give materials such as cooler or refrigerator to the recipients, instead it will give them the knowledge to sustain their business. “The real empowerment is not by giving them the coolers or other materials from the company, instead, we will give them the knowledge and skills to make them succeed in their own business,” he added. Tamano disclosed that according to their data on their previous trainees, the average income of the sarisari store owners grew up to 40%. Regional Director Gaspar Gayona of the TESDAXI said that the program will create leader-workers not follower-workers. “The program will improve their business skills as this will change their perspective in journeying towards their success,” Gayona said. For Davao del Norte, the STAR program enrolled 1,000 sari-sari store owners, who are members of the Tagum City Council of Women, Inc (TCCWI). Alma Uy, chairperson and president of the TCCWI, said that she heard and read about the STAR program and since then, expressed her eagerness to the Coca-Cola management to bring to Davao del Norte. May Ann Casinto, one of the STAR trainers, said that aside from gender sensitivity program, the program will teach the women in managing a business, simple bookkeeping, basic customer service and even inventory management. Casinto is one of the eight TCCWI members, who undergone Trainer’s Training in Manila by Coca-Cola

and TESDA. She graduated as valedictorian in their batch during the training. Uy said that the 1,000 beneficiaries will be trained in weekly schedule from August to November this year. She said that she envisions the women in the society to be of help to the government and not to be reliant on it. ‘Martilyo Gang’ strikes in Oro

CAGAYAN de Oro City–– Fourteen hours after the incident last night, M Lhuillier is still closed and idle, in contrast to the scene before 7:00 p.m. Tuesday night when armed men -- their actions calculated and synchronized -- barged inside the mall and ransacked the jewelry shop situated inside the it, situated at Masterson Avenue, Upper Carmen, this city. It was around 7:10 p.m., and people were shopping, some were eating and others were playing inside this three-storey mall, which span can be compared to the same mall in Las Pinas in Metro Manila or in Iloilo in the Visayas and a little smaller compared to Davao’s. People were running here in there, when armed men, who were suspected to be members of the “Martilyo Gang,” forcibly disarmed the lady guard of M Lhuillier and ransacked the jewelry store. Sr. Supt. Graciano Mijares, chief of the Cagayan de Oro City Police Office (COCPO), said the hold uppers could reach up to 10 -- four of them barged into the jewelry shop, two dis-manned the guards at the entrance and exit, some played as look-outs and the others were in the waiting single motorcycles at the parking lot. People inside the mall panicked, most of them were trapped inside boutiques and stores whose management padlocked themselves in along with their customers until it was already clear and safe to go out the stores and the mall, using other exits aside from the one near where the incident occurred. A pregnant woman needed medical assistance after the incident due to the tense situation she experienced. Authorities cannot yet account the exact worth of jewelry and the amount of cash taken away, except for P12,000 inside one of the cash boxes, but estimates run up to millions worth of jewelry. A cartographic sketch of one of the suspects have been produced and is being compared to the footage of “Martilyo Gang” members who were caught by CCTV in their operations in the Metro. Police Supt. Adonis Lazo Mutya of the CIDMB unit said the mall has taken footage of the suspects and they are currently verifying if the suspects were involved in past incidents in the city.
