AVAO City–– The National Democratic Front of the Philippines has condemned the arrest by police and military authorities of a senior communist rebel leader in Davao City. It said the arrest of Roy Erecre, who was nabbed with his girlfriend Judith Niog on May 7, was illegal and demanded his immediate release from jail.

Magnitude 6.3 quake jolts Negros Occidental THE government-run Philippine Institute of Volcanology and Seismology (Philvocs) on Thursday afternoon said a 6.3 magnitude earthquake rocked parts of Negros Occidental.

In its bulletin, Phivolcs said the tremor occurred at 6:16 p.m. with its epicenter traced 49 kilometers southwest of Hinoba-an in Negros Occidental wherein Intensity 5 was also felt in the area.

MISAMIS Oriental––The provincial government of Misamis Oriental will release a total of P550,000 financial assistance to 11 public elementary schools here on Friday, said provincial Governor Yevgency Vincente Emano on Thursday.

Emano said that the fund for each public elementary school would form part of

the province’s assistance under the “Brigada sa Eskwela” program.

He said that the money would be used to repair and refurbish schools and classrooms in order to provide a conducive environment for learning.

“I value the education of our pupils and students in the province and one factor

for them to succeed is we provide them convenient classroom environment,” Emano said in a statement released to the media here.

He said that the Brigada sa Eskwela is an annual activity of the Department of Education (DepEd) that promotes volunteers among pupils and students, parents, teachers and different civic organizations.

Palace to Ched: monitor unreasonable tuition hike THE Palace on Thursday directed the Commission on Higher Education (CHED) to ensure that there will be no unreasonable tuition fee increase in private universities and colleges.

In a press briefing, Presidential Communications Operations Office Secretary Herminio Coloma Jr. said that while some tuition fee hikes are inevitable, the CHED should ensure that the guidelines and requirements provided by the law on tuition fee increase

should be met.

“Kaya ang titingnan nating katuwiran, paano ba ‘yung level of tuition fee compared to the quality of education being given by the college or university, be it state-owned or private.

Iyan ang mga mahalagang batayan ng CHED sa pagapprove o pag-disapprove ng tuition fee hike,” he said.

Solon wants IRA granted to brgys created by sanggunian A LADY lawmaker from Mindanao has proposed the granting of internal revenue allotment (IRA) to barangays created by local Sanggunians to enable them to continue the delivery of government socials services and projects.

Rep. Juliette Uy (2nd District, Misamis Oriental) said her proposal embodied in House Bill 4109 aims to correct the lopsided, if not unjust distribution of funds among local government units (LGUs) and arrive at an equitable distribution of LGU shares from national taxes and the utilization and development of the national wealth.

Uy said the last paragraph of Section 285 of Republic Act No. 7160 otherwise known as the Local Government Code of 1991 states that “the financial requirements of barangays created by local government

units after the effectivity of this Code shall be the responsibility of the local government unit concerned.”

“It practically excludes barangays created after the

Code’s effectivity from receiving their just shares of the Internal Revenue Allotment (IRA), practically negating the constitutional provisions on local govern-

ment autonomy,” Uy said.

In filing the measure, Uy cited the declared policy of the State which promotes autonomy in local governments.

She said Article II, Section 25 of the Constitution provides that “The State shall ensure the autonomy of local governments.”

Uy further cited Article X, Section 6 which states that “Local government units shall have a just share, as determined by law, in the national taxes which shall be automatically released to them.”

“The continued exclusion of such barangays from the IRA severely impairs implementation of basic social services and projects,” Uy stressed.

Uy said Section 7 of the Constitution provides that “Local governments shall be entitled to an equitable share in the proceeds of the utilization and development of the national wealth within their respective areas, in the manner provided by law, including sharing the same with the inhabitants by way of direct benefits.”

Uy said the bill shall

also engender strict LGU compliance with the requirements on the creation of barangays.

“These shall all help in ending the financial deprivation of non-IRA barangays and make local government autonomy a reality for the same,” Uy said.

The bill seeks the amendment of Section 6, of Republic Act 7160, as amended, on the Authority to Create Local Government Units and Section 7 on the Creation of Conversion.

Also, the bill seeks to amend Section 285 on the Allocation to Local Government Units.

The Depar tment of Finance (DOF) in close coordination with the Department of Budget and Management (DBM) and the Department of Interior and Local Government (DILG) and the leagues of local government units shall issue the necessary implementing rules and regulations.

Law enforcers arrest 34-year-old man in drug buy-bust

CAGAYAN de Oro City-Police authorities arrested a 34-year-old man on Thursday afternoon in Zone 3 in Barangay Lumbia here following a drug

buy-bust operation.

Sr. Insp. Ariel Philip Pontillas, head of Lumbia Police Precinct, said Alvin Sanchez was arrested in a joint drug buy-bust operation conducted by policemen from Lumbia and Macasandig police precincts.

Pontillas said policemen managed to confiscate from Sanchez two packs of heat-sealed cellophane containing a white crystalline substance, believed to be shabu, and the marked money worth P300.

“The suspect was under surveillance for quite sometime now, and with

the help of an informant, Sanchez was caught at last,” said Senior Police Officer 3 Antonio Sambaan Jr. The susp ec t is now languishing in jail pending the filing of criminal complaint for violating Republic Act 9165 or the Comprehensive Dangerous Drugs Act.

BPI Globe BanKO to tap unbanked majority of Filipinos “A savings account for every Filipino.”

For John Rubio, President and CEO of BPI Globe BanKO, his mandate is clear: provide the 80 percent of Filipino households who remain unbanked with easy access to affordable and convenient banking services.

According to the first Consumer Finance Survey of Bangko Sentral ng Pilipinas (BSP) released in 2012, about 8 out of 10 heads of Filipino households do not have bank accounts, and about 4 out of 10 households do not have cash on hand to be used in case of emergencies. It is this unbanked segment that BanKO has reached out to since launching its consumer banking services in 2012.

Its accountholder base has grown to half a million in only two years, due in part to group acquisition efforts and j o i n t pro-

jects with the social development sector.

Rubio was recently appointed to head the country’s first mobile phone-based, microfinance-focused savings bank.

Previously, he was in charge of Globe Telecom’s sales strategy, business development and operations, so he is well-equipped to take on the challenge of doubling BanKO’s customer base and distribution network by year-end.

He envisions BanKO as the game-changer who will reach the unbanked by giving them access to financial products, particularly microloans that will allow accountholders to improve their living conditions, build small businesses, or address emergencies.

For Rubio, innovation is key to

BanKO’s success. “You need to find a way to reach the market in a manner

that’s cost-efficient and effective with innovative solutions and partnerships,” he shares.

One such example is BanKO’s partnership with the USAID-funded Scaling Innovations in Mobile Money (SIMM) project that developed mobile banking ecosystems in Pulilan, Bulacan, in Quezon City and Batangas City.

BanKO worked with the local governments of Pulilan, Bulacan and Quezon City to offer its disbursements facility for salaries, allowances and stipends of government employees, teachers and scholars.

Pulilan Water District customers are now also able to pay for their water bills using their BanKO accounts. Cooperatives of hard-to-reach barangays in Batangas City have become BanKO partner outlets as well, providing the community with access to formal banking services.

International aid agencies Mercy Corps and Goal International have also sought BanKO to facilitate emergency cash transfers to beneficiaries in areas by Typhoon Yolanda (Haiyan). Within weeks of the typhoon, BanKO had successfully disbursed to more than 1,500 beneficiaries in Iloilo and Cebu. To date, more than 5,000 beneficiaries have received aid through their BanKO accounts, and close to 25,000 individuals in relief areas have been given BanKO accounts.

More partnerships with other aid agencies and NGOs are in the pipeline.

New services have also been made available to BanKO’s customers. Aside from being able to pay their utility bills, buy prepaid load, or send money using their cellphones, accountholders are now able to receive remittance from abroad through BPI’s international partners. The remittance is credited directly to their accounts, which is not only more convenient and safe for the recipient, but it also encourages them to save as they can keep the remittance in their account and withdraw it from the ATM or cash-out at any partner outlet only when needed. Cashless shopping is now possible for accountholders as well, as BanKO ATM cards may be used to pay for purchases made at BancNetaccredited merchants.

BanKO launched a number of innovative loan products and has successfully grown its retail lending portfolio to more than Php70 million in just one year, and growing by 60% since end of 2013. This was achieved through partnerships with consumer goods companies such as Nestlé, Unilever and Globe Telecom, enabling their distributors to extend loans to finance additional inventory of goods for small and medium-sized retailers at competitive rates.

BanKO also tied up with GCash to offer salary loans to GCash’s payroll accounts. Rubio aims to scale up BanKO’s retail loan business and disrupt the informal lending sector (“5-6”) in 3 to 4 years.

But wonder of wonders, the government seem to be

conveying the message now that in truth and in fact it did not have a case against Napoles like what had happened to the two cases against former president and now Pampanga Rep. Gloria Macapagal Arroyo for plunder and corruption that had been dismissed by the Ombudsman for lack of evidence linking Arroyo to the charges hurled against her.

This simmering in the desire of the Aquino administration to send to jail those named having a hand in these scams is truly giving many citizens sleepless nights. I for one is alarmed

by this development.

These past days the nation witnessed the surfacing of the truth that the Aquino administration may have bitten off more than it could chew as far as this issue is concerned. It is getting very apparent now that Malacanang was of the belief that these scams only involved opposition senators, namely, Juan Ponce Enrile, Jinggoy Estrada and Ramon “Bong” Revilla Jr. What turned out is that this is merely wishful thinking on the part of the Palace occupant. It is very clear now that even Aquino allies are likewise involved in these scams. In fact, Napoles is very successful in bringing to the doorsteps of Malacanang these anomalies, meaning, Aquino allies are not really innocent about this scam but likewise participants as well.

-oooOBSTRUCTION OF JUSTICE IN PORK ROW: The facts, gathered from media reports: as early May 2013, the digital files of Benhur Luy containing the names of 25 senators (15 incumbent and 10 no longer active), and 100 or so congressmen, and the other public officials alleged to have participated in the P10 billion pork barrel scam had already been submitted to the National Bureau of Investigation (NBI), the Department of Justice (DOJ), and presumably even to President Aquino.

-oooWHY WERE OTHER SENATORS NOT PROSECUTED? Prision correccional is a penalty of imprisonment which, under the Revised Penal Code, carries a maximum detention of 12 years. In addition, PD 1829, a decree issued by then former President Marcos in 1981, also imposes this punishment: “If any of the foregoing acts is committed by a public official or employee, he shall in addition to the penalties provided thereunder, suffer perpetual disqualification from holding public office…”

I COULD hardly figure out how far the government was “napolized” (victimized by Janet Napoles) by the good relationships between her and a lot of lawmakers.

As cash freely flows from one hand to a lot of people, I could see the victims, our countrymen, crying in the dark now that they knew what happened to the funds intended for their communities.

So many of our people are cursing the government for this incident and yet it seems the action to punish the guilty persons are so slow. I wish battle of press releases will be reduced to the minimum if we cannot avoid it.

What I don’t agree is these alleged legislators involved in the scam are there enjoying life while they could have been behind bars already.

Everyone knew fully well that the Ombudsman had filed plunder cases against some of the senators for almost a year now but still these gentlemen hiding in their “barong tagalog” or coat and tie as honorable gentlemen are free.

Why are they enjoying the air outside prison when they could have been detained while their cases are going to be heard.

Why Madam Gloria Arroyo, a lady and a former president of the country was detained right away? Is the germ of politics, acting clearly on the surface.

Janet Napoles had just opened her mouth and enumerated the names of more legislators who participated in the scams. With these revelations, more plunder cases could be filed now and make arrests while some of them are still in town.

I supposed if these suspects were the poorest people in the countryside, they should have been in jail long time ago complete with handcuffs, uniforms, haircuts and everything that goes with it.

A lot of people expressed gladness to hear that many of these politicians had been identified, but whatever happened to their criminal cases remained a doubt in the air because no one was ever arrested for such none bailable offense.

In my case, I wish to see these people detained now while their cases are being heard. I am wondering what is happening to our system. We already have the names of suspects and yet it seems we are not interested in arresting them at this point of time. It seems the power and influence of the suspects are strong on the surface.

What are some of our prosecutors doing in these cases? If there is no crime committed, then make a pronouncement to remove confusions in the minds of people. If some of them have actually committed plunder

cases, then let us know and let the suspects have a taste of life behind bars.

What I mean is we should be honest with the general public on how we handle issues. Let the people know how far the government had been victimized

Thus, Mayor Beng Climaco declared yesterday, May 13, as she reported the state of Zamboanga, a year after she and all other city officials were elected to office, even as she reaffirmed her commitment to protect the interest of the city.

“One year ago, we all went to the precincts and made history again with the power of our votes, to place leaders in top positions of the City. We still have a long way to go but we stood firm in all that has happened,” Climaco said. “We paid a high cost for freedom. Around 195 people were taken as hostages, more than 120,000 people displaced and the United Nations declared it as a Humanitarian Crisis.”

As the mayor of the city, Climaco said, she had to be strong, especially for the innocent children who suffered because of this senseless conflict. “I was firm in my conviction not to allow the MNLF to leave our city without being answerable for the crime they have committed. Justice has to be sought.”

In her report at the 8th information caravan, Mayor Climaco said Zamboanga City has been revitalized with a multi-million peso investment between the Zambo Ecozone and a number of investors and locators.

“We’ve also seen announcements over the news of new investors coming in to the City to put up malls such as Double Dragon

Properties Corp. and other enterprises. KCC Mall de Zamboanga is also on full scale construction mode,” she said, adding that this coming July administrators and other officials of all economic and freeport zones in the country will be coming to the city for a convention.

The lady chief executive also reiterated the city’s stand on the Bangsamoro issue, stressing it remains steadfast and unyielding.

“We are for peace—a meaningful, just and lasting peace and we fully support the peace initiatives of President Aquino whose intention is to end the decades-long hostilities in Mindanao.”

“As your mayor, I reaffirm my commitment to fight for the interest of the city. I reiterate and continue to reiterate that the City of Zamboanga and/or any of its ninety-eight (98) component barangays and its municipal waters as defined under the Fisheries Code, should be excluded in the Bangsamoro territory,” she emphasized.

“We don’t always have to agree with each other –you might not agree with what I do, with what I say, but like a mother, I listen, because this government is also your own to earn, shape and lead. NPA rebels demand release of arrested leader

AVAO CITY – The National Democratic Front of the Philippines has condemned the arrest by police and military authorities of a senior communist rebel leader in Davao City.

It said the arrest of Roy Erecre, who was nabbed with his girlfriend Judith Niog on May 7, was illegal and demanded his immediate release from jail. The NDFP, political wing of the Communist Party of the Philippines, said Erecre, being its consultant to the peace talks with Manila, is immune from arrest.

It said Erecre, who holds an NDFP Document of Identification No. ND978243 under the assumed name of Vide Alguna since 2001, is covered by the Joint Agreement on Safety and Immunity Guarantees (JASIG) signed by government chief peace negotiator Silvestre Bello.

JASIG serves as safe conduct pass for all consultants and members of the communist group. “ We c o n d e m n t h e Armed Forces of the Philippines and PNP units for disregarding Roy Erecre’s NDFP Document of Identification, which he had in his possession upon the illegal arrest. We demand his immediate and unconditional release. For the meantime, his rights to be visited by his relatives and lawyers must be respected.”

“We hold the Aquino regime accountable for this latest gross violation of the Joint Agreement on Safety and Immunity Guarantees.

In addition to the illegal arrest and detention of NDFP Consultants Benito

Tiamzon and Wilma Austria, and the continued violation of the rights of more than a dozen other NDFP consultants and JASIG-protected personnel, this continued refusal of the Aquino regime to comply with its obligations according to the JASIG and the Comprehensive Agreement of Respect for Human Rights and International Humanitarian Law is a big obstacle to the holding of peace negotiations between the regime and the NDFP,” it said in a statement.

Benito Tiamzon is the current chairman of the Communist Party of the Philippines, while his wife Wilma is its SecretaryGeneral. Both were arrested in Cebu province in March.

The military said the communist group has been invoking the JASIG on every arrested high ranking members of the rebel group New People’s Army although majority or all the names in the list were aliases and there is no way to determine their real identities.

Erecre, who is allegedly a politburo member of the Communist Party of the Philippines and regional leader of the New People’s Army in Central Visayas region, is being held in Bohol province where he is facing a string of criminal charges.

a spokesman for the Eastern Mindanao Command, said Niog was released from military and police custody. He said both were arrested in the village of Sasa where undercover agents tailed them undetected for one week while vacationing in different beach resorts and hotels in Davao.

He said authorities seized communist propaganda and P352,000 in cash from Erecre. He said the money may have come from extortion activities of the NPA in central Philippines and was supposed to go to the coffers of the rebel group, but had been absconded by Erecre.

“We still don’t know where he got the money, but it can end up in the coffers of the NPA or wired directly to Jose Maria Sison or finance terror attacks and it is clear that he absconded

Multi-sector group supports national greening effort DAVAO CITY – Over 2,000 seedlings of hardwood trees will soon become forest foliage in this city’s upland area, as a multi-sector group conducted a tree planting activity last month in support to the National Greening Program (NGP).

The City Government of Davao, the Mindanao Development Authority (MinDA), and several other organizations led the planting of Narra, Molave, and Big-leaf Mahogany seedlings at a designated mini-watershed located in Sitio Upper Kibalang in Marilog Disrtrict.

“We cannot be here forever. In fact, I am about to retire. By training members of the local community on how to take care of the environment, we hope that the knowledge will be kept and propagated among the people of this barangay,” said Martin Obrero, supervising environmental specialist of the City Environment and Natural Resources (CENRO).

He added that the seedlings planted in the miniwatershed would be taken cared of by volunteers from the local community for a minimum period of three years to ensure their survival and maturity into full-grown trees.

The tree growing activity, which coincided with the city’s celebration of the 44th Earth Day was also

supported by volunteers from the local community, various offices of the city government, other national government agencies such as the Department of Public Works and Highways (DPWH), and professional organizations like the Philippine Institute of Civil Engineers (PICE).

"We need similar collaborations that aim to rehabilitate our denuded forests and support us in our goal of protecting Mindanao’s environment while contributing to the targets of the NGP,” said MinDA Chairperson Luwalhati Antonino.

NGP is a flagship project of the Department of Environment and Natural Resources (DENR) that aims to plant 1.5 billion trees covering 1.5 million hectares for a period of six years from 2011 to 2016. Apart from being a reforestation initiative, the program is also a climate change mitigation strategy that aims to increase the country’s forest cover to raise its capacity to absorb carbon dioxide, which is largely blamed for global warming.

Antonino added that through the MindaNOW! Nurturing Our Waters Program, MinDA is working with DENR and the Department of Interior and Local Government in the full implementation of the Mindanao Barangay

As a citizen of this country, I can’t imagine Napoles being released from the list as an accused for her to become eligible to be discharged from the charge sheet. If Napoles can be discharged, then there is no reason why Enrile, Estrada and Revilla can’t be released as well from the charge sheet to become state witnesses.

Napoles I suspect is just trying to wriggle out from this legal mess by having a direct control of what she tells and when to tell what she knows about these scams. This is the strategy of Napoles I have seen with great alarm.

Napoles is now singing that she even had Budget Secretary Florencio “Butch” Abad as her mentor. What does this mean? This means that there are far bigger personalities running the whole gamut of this anomaly and not just Naples.

Itinerant fiesta traders ejected from Malaybalay plaza MALAYBALAY CITY – Castillo Apolonio, 60, had just finished displaying his goods for sale at the city plaza late Wednesday morning.

But within minutes he was already packing them back into sacks and detaching his makeshift tent. Selling season turned out to be fleeing time.

"We are worried of a lot of things ... lunch, cargo fees, among other things but we can't do anything," he said as he fills a big sack with plastic wares, which he brought from Maramag early in the morning to sell in time for the celebration of the city's parochial fiesta on May 15.

Mayor Ignacio W. Zubiri ordered him and about a hundred other itinerant traders who came to display their wares to vacate the city plaza before noon.

Zubiri told MindaNews the traders were illegal as they did not ask consent from his office and did not obtain a special permit through the city licensing unit.

He suspected that the traders, mostly from Maramag and Valencia, are or-

ganized and occupied the plaza with the prompting of a leader. The traders, despite protests, repacked their goods and uninstalled their makeshift tents and tarps in front of police, traffic, and other personnel from the city government.

The mayor, who ordered them to clear the place before noon Wednesday, was seen fuming over a group of traders. He said his move is to enforce order in the city plaza.

He said that city residents could no longer use the place for its intended purpose because it had been occupied by the traders.

Zubiri ordered another group of vendors on the other side of the plaza, citing "they have always asked permission and complied with requirements." The other group with permit, he said, is led by Mandangan Ali, a councilman of Barangay 9.

The traders denied they took the cue from an organizer or someone from city hall.

"We came here on our own like we always did in

past fiesta celebrations," Maramag trader "Anita" responded to the mayor, who was looking for their leader.

The women vendors, many of them in tears, rushed their packing. They told reporters they went to city hall to convince the mayor to allow them "but he didn't listen to us."

Apolonio said they packed because they respected the order of the mayor. But he noted that in his years of going around towns in Mindanao, it was yet his first time to be driven away when he only wanted to earn a living.

He said they were willing to pay fees if they were issued tickets like how it is done in other areas.

"We go there, we display, and they come and charge us with fees. We pay, and then we earn a living," Apolonio added.

He said they cannot disobey the mayor but then it means they go home empty handed.

"In some areas, we are lucky. Not here," he added.

ASEAN economic community forum set Gab slated on May 27 in Zamboanga City

ZAMBOANGA City––The Department of Trade and Industry (DTI) is making the necessary preparations for the conduct of a forum on the ASEAN Economic Community (AEC) in this city on May 27.

The Association of Southeast Asian Nations (ASEAN) is composed of the Philippines, Indonesia, Singapore, Thailand, Malaysia, Brunei Darussalam, Vietnam, Cambodia, Myanmar, and Lao People’s Democratic Republic.

Dr. Sitti Amina Jain, DTI Regional Officer-in-Charge, said the preparation is being undertaken by her office since they have been designated as the chair of the AEC Task Force.

Jain said the forum will be held under the auspices of the Task Force on ASEAN Integration of the Regional Development Council-9 (RDC-9).

She said the objective of the forum is to raise the level of awareness about the AEC and “its implications to our

economy both at the regional and national levels.”

Jain said the resource speakers would come from the DTI central office and would include Assistant Secretary Ceferino Rodolfo, who will talk on the topic “Advancing Philippine Engagement in AEC: The Philippine Status of Commitments.”

Senen Perlada, director of the DTI’s Bureau of Export Trade Promotion, will discuss “ASEAN Integration: An Overview, and the Philippine Free Trade Agreements

(FTAs).”

Jain said that speakers from the Philippine Institute for Development Studies (PIDS), namely, Dr. Erlinda Medalla and Dr. Adoracion Navarro, will discuss the topics “Achieving AEC 2015: Trade Liberalization and Facilitation,” and “Infrastructure and Logistics: Moving Toward AEC 2015,” respectively.
