Probe on tuition increases pushed

BUTUAN City––Agusan del Norte First District Rep. Lawrence Lemuel Fortun wants an investigation of how the guidelines of the Commission on Higher Education (CHED) on increases of tuition and other school fees have been monitored and complied with.

According to Fortun, numerous complaints from parents of college students of rising school fees had prompted him to file a resolution directing the House Committee on Education to look into what CHED had achieved in its monitoring function of universities and colleges’ compliance with tuition guidelines.

Engineer collared for illicit drug transport

CAGAYAN de Oro City–– Agents of the Philippine Drug Enforcement Agency (PDEA) in Northern Mindanao has captured an Engineer who allegedly transports illegal drugs here, PDEA officials said Tuesday.

PDEA regional director, Emerson Margate, of Northern Mindanao, identified the suspect as Engr. Wilson Nilo Roque, 40, married of Samba an Village, Patag, Cagayan De Oro City.

Fishermen catch giant ocean sun fish

SURIGAO City––Fishermen in a coastal village here caught a rare giant fish early morning Tuesday, which awed residents owing to the fish’s size.

Navigational facilities to maximize use of Misor airport

SENATOR JV Ejercito welcomed the recent installation of navigational facilities at Laguindingan airport in Misamis Oriental.

In a press conference over the weekend, Ejercito said the navigational facilities

are essential for the maximized use of the airport.

This, even as he opined that the Laguindingan airport is one of the nicest domestic airports in the country.

“In my trips as senator, I have been in a lot of places. Your airport here in Cagayan

de Oro is one of the best,” he said.

By November this year, Laguindingan airport can already accommodate night landings and takeoffs and Ejercito said he is looking forward for a red-eye flight towards Cagayan de Oro. The SKY-KR Consortium has already

finished the installation of the Air Navigation System and Support Facilities ahead of the November 20 target completion date.

To complement the airport, Ejercito is now batting for the realization of the Mindanao railway system.

AVAO CITY -- Bureau of Customs Port of Davao District Collector Ernesto Ruiz Aradanas left his post, Tuesday (Oct. 14), but stressed, in a press statement he issued, that he “did not resign,” but rather asked for an investigation.

“Instead, (I) requested for an impartial investigation of the alleged oil smuggling, because I believe the Port of Davao did what is the most appropriate process and protocols in addressing the issue,” he said.

“I am saddened by the arbitrary decision of Commissioner (John Sevilla) for my termination, who may be fed himself inaccurate information. When objective consideration of facts and when due process are junked, arrogance and abuse of authority follow, then (effort towards) ‘reforms’ is doomed,” Aradanas’ statement added.

He hoped th​at​ “truth and justice will prevail in the end.”

He denied that he allowed the illegal entry of

260,000 liters of smuggled gasoline at the Sub-Port of General Santos.

“When the said oil shipment arrived at General Santos City, it is considered a domestic cargo, because it

already entered at the SubPort of Jolo, Sulu, which was cleared by the Customs authorities of the port upon compliance with the required Customs formalities, including submission of pertinent documents, like Load Port Survey Report issued by Bureau Veritas and payment of the duties, taxes and other charges due thereon,” the embattled Davao district collector explained.

“Section 1202 of the Tariff and Customs Code of the Philippines provides: ‘Importation is deemed terminated upon payment

of the duties, taxes and other charges due upon the articles, or secured to be paid, at a port of entry and the legal permit withdrawal shall have been granted,” he added.

“Nevertheless, in order to protect the interest of the government, I issued first an Alert Order while the hearing on the existence of probable cause was on-going in compliance with the due process of law as required

by Section 2535 of the Tariff and Customs Code of the Philippines.”

“I eventually issued the Warrant of Seizure and De-

tention on 23 September 2014 on the day I left for the 8th BIMP-EAGA Heads of Customs Meeting in Pontianak, West Kalimantan, Indonesia, even when our fact finding was not yet complete.”

Caraga Region: Pilot for GPBP online and monitoring system

UTUAN City - Caraga region has been chosen as one of the two regions in the country (along with Region 6) to be piloted for the implementation of online reporting and monitoring system of Grassroots Participatory Budget Process (GPBP).

The system allows agencies, projects beneficiaries, stakeholders and even ordinary citizen to submit report, know status of project, and send feedbacks anytime and anywhere on real time.

The selection was made by the World Bank and the central offices of the Department of Budget and Management (DBM) and

Department of the Interior and Local Government (DILG) through its GPBP Project Management Office (PMO).

Barangay Libertad, Butuan City is the showcase barangay for the second semester of CY 2014 synchronized Barangay Assembly in the region. It has conducted its Barangay Assembly on October 12, 2014 (Sunday) at their covered court with the complete attendance of their barangay officials. The assembly was jampacked by the attendance of their local residents with the participation of the personnel from the Department of the Interior and Local Government – Region 13 headed by Regional Director Lilibeth A. Famacion and the representatives from inter-faith groups.

RD Lilibeth A. Famacion, in her message, expressed her appreciation and lauded the local and barangay officials for adhering to their mandates and coming up with such important and very timely activity.

She informed the community of the on-going initiatives of the National Government: First, she briefly discussed the Grassroots Participatory Process (GPP) relative to the preparation of the budget proposals of agencies, taking into consideration the development needs of the Cities/ Municipalities as identified in their Local Poverty Reduction Action Plan (LPRAP) which shall be formulated with the strong participation of basic sector organizations and other civil society organizations. Second, she introduced the Ugnayan ng Barangay at Simbahan (UBAS) project, a tri-partite linkage between

the DILG, interfaith churches and Liga ng mga Barangay (LnB) which is to ensure that good governance is practiced and institutionalized through strong partnership towards inclusive growth in the barangay.

City Director of DILG Butuan City Romeo A. Solis delivered the message of DILG Mar Roxas during the assembly. He emphasized the harmonization between the barangay and the interfaith sectors as a way of effectively countering corruption and securing the government’s money.

Punong Barangay Vicente del Rosario comprehensively delivered his State Of the Barangay Address (SOBA) highlighting their CY 2014 accomplishments. Likewise, he provided time to discuss the issues and problems encountered in the performance of their specific mandates, such as the implementation of solid waste management in their area, peace and order, enforcement of the Comprehensive Dangerous Drugs Act, as well as the barangay’s immediate needs. He also presented the line-up of activities and projects for the succeeding months this year.

Rekindling Bayanihan spirit Declaring November 8 of every year as the “Day of Rising,” a day to plant trees, to meaningfully remember Arbor Day could rekindle the Bayanihan spirit venerating a year of survival after the devastation of Typhoon Yolanda.

Typhoon Yolanda was the worst tropical cyclone that hit the country on Nov. 8, 2013, killing at least 6,201 people and injuring 28,626 others. The cost of damages was estimated at P36.69 billion, with P18.3 billion for infrastructures and P18.35 billion for agriculture in seven regions in the Visayas. It is during this kind of calamity that the Filipino Bayanihan spirit must be rekindled.

There is a strong need to raise awareness, enhance education and curb these preventable catastrophic

problems through the system wide approach triggered at the national level like tree planting.

Planting trees on a national level will help address the ill effects of climate change through a Private-Public Partnership (PPP) project, knowing very well that protecting the environment is everyone’s concern in society.

The country observes Arbor Day ever y June 25 by planting trees and ornamental plants and doing other forms of relevant activities pursuant to Proclamation No. 643, series of 2004, and other internationally-recognized environment-themed holidays, such as Earth Day on April 22 and World Earth Day on June 25.

The “Day of Rising” is contained in the proposal under House Bill 4981 arguing that it is the policy of the State to protect and advance the right of the people to a balanced and healthy ecology in accord with the rhythm and harmony of nature.

The Supreme Court declared such mandate of the State by affirming that right of the people in the landmark case of Oposa vs. Factoran, G.R. No. 101083, that stated “…. unless the right to a balanced and healthful ecology is rotected…the day would not be far when all else would be lost for… generations which stand to inherit nothing but parched earth incapable of sustaining life.”

The bill provides that the Department of Environment and Natural Resources (DENR), the Department of Education (DepEd) and the Department of Interior and Local Government (DILG), in coordination with the Climate Change Commission, and in partnership with civil society, the academe and media, shall be the lead agencies, and shall plan and implement activities for the observance of the “National Day of Rising” by making available seeds, seedlings and plants.

This proposal would strengthen a counterpart measure filed in the Senate

by Sen. Grace Poe, Senate Joint Resolution No. 9, on the observance of the “Day of Rising” starting Nov. 8 of this year.

Oro council tackles ‘Parental Responsibility Code’

CAGAYAN de Oro City–– After approving the “Safe Motherhood, Law” here, the local legislators are now studying the approval of the proposed “Parental Responsibility Code,” a local legislator said.

Councilor Eric Salcedo, chair of the city council committee on social services, said on Monday that

Salcedo, who authored the proposed ordinance, said that any amendment to the proposed law is welcomed if it would be in the best interest of the public.

Councilor President D. Elipe, chair of the committee on finance and ways and means, cited the need for appropriating a specific amount to make the Ordinance operative.

“We want a sustainable implementation of

the program. For it to be sustained it has to have proper appropriation,” he said.

Citing the importance of the legislation, Elipe said that the proposed Ordinance should be treated as a code and not a special project.

Councilor Ramon Tabor, chair of the city council committee on public safety, law and order, also cited the need for such a legisla-

tion, if only to make parents aware of their responsibilities to their children.

He expressed hopes that through this, and the Safe Motherhood, Law, parents will realize that their children should be cared for and not used for illegal activities.

“Let us pool our resources here and come out with an ordinance that will be a legacy to the future,” Tabor said.

AFTER being adjudged the Philippines second most competitive city barely two months ago, Cagayan de Oro City has done it again.

Cagayan de Oro with Iloilo topped the inaugural edition of the Liveable Cities Design Challenge Philippines.

Cagayan de Oro was adjudged the grand winner in the Government Evacuation Center Category while Iloilo topped the APEC Meeting Venue Category in awarding ceremonies held 15 October at the Philippine International Convention Center.

CAGAYAN de Oro City––A city official here on Tuesday warned residents of buying substandard Christmas light decors as the Yuletide Season nears.

City Councilor Edna Dahino, chair of the City Council Committee on Trade, Commerce, and Cooperatives, advised those who

planned to buy Christmas light decors to always look for the Import Commodity Clearance (ICC) sticker required by the Department of Trade and Industry (DTI).

Dahino said that the ICC sticker is attached in the packaging otherwise verify from the vendors if they have ICC certifications

for the products issued by the DTI. She said that it is not, at all times, wise to settle for cheaper Christmas light decors when one suspects that the product’s safety is not defined.

Suspected Abu Sayyaf militant arrested on Zamboanga island

AMBOANGA City – Security forces arrested a suspected Abu Sayyaf militant and seized several blasting caps from his house on an island off Zamboanga City, officials said Tuesday.

Senior Inspector Dahlan Samuddin, a regional police spokesman, said policemen backed by soldiers arrested the 50-year old Abdulhalik Ajibon on Sacol Island on October 13.

He said the police seized

5 blasting caps in the house of Ajibon, who is currently being investigated by the Criminal Investigation and Detection Group (CIDG) in Zamboanga City.

The CIDG said Ajibon also has a relative who is a member of the Abu Sayyaf group in nearby Basilan province.

Ajibon’s wife denied all the accusation against him.

“My husband is neither a member nor a supporter of the Abu Sayyaf. He just takes

care of our small (convenience) store,” she said, adding, the blasting caps found by the police were just toys her child was playing.

The arrest of Ajibun came following a foiled bombing in Zamboanga City just recently after authorities disrupted a thermos abandoned at the Plaza Pershing near the City Hall. The thermos was said to have been left by an unidentified woman at the park. It yielded nails

and ammonium nitrate, a banned chemical fertilizer widely used by rebels in the manufacture of homemade bombs.

Last month, police also arrested 2 persons - Almuksin Amilussin and Saud Arnado - after they retrieved a cargo from the ferry Magnolia Lili Flora containing 2,000 pieces of blasting caps in Zamboanga City.

The detonators came from the southern town of Jolo.

The second option is the one recommended by IMF chief Christine Lagarde and US Treasury Secretary Jack Lew: Europe’s governments shouldn’t keep following the advice of its austerity commissioner German Finance Minister Wolfgang Schäuble - but should stimulate demand with state intervention and higher deficits. Particularly countries with high export surpluses - in other words, Germany - should do more to drive demand, they say.

The idea sounds good except for one catch. Most eurozone countries don’t have the financial resources to make investments large enough to sustainably generate growth and jobs. But if they’re allowed to begin taking out loans again, it will destroy their budget discipline and endanger their reform programs - and soon enough we’ll be back at the start of the euro crisis.

Only Schäuble could release between 10 and 20 billion euros ($12 - $25 billion) without endangering Germany’s debt cap. He said in Washington that he was prepared to finance any workable growth projects - a promise that’s easy for him to make, because it will be years, if not decades, before any German projects will be ready to implement. And even if there are enough projects, it doesn’t mean Germany’s European neighbors will profit from them.

That leaves a third option - the toughest, but also the most sustainable: to finally take on the necessary structural reforms and improve the opportunities for growth and employment.

That could increase the potential for growth and competitiveness - making the job market more flexible, decreasing taxes to create more jobs and making Europe more attractive for foreign investors.

Of course, these demands have existed for some time - the IMF has been making

them too. But they require tough intervention and have met with bitter resistance, especially from Italy and France. But there is nothing for it. In the long run, neither new loans nor new flows of money will cover the necessity for structural reforms. Budget and fiscal policy are increasingly reaching their limits - what we need is serious reform.

And this must be demanded now - not just in front of the TV cameras, but behind closed doors, where things really matter.

The global economical crisis is over? I am afraid to say: NO. BFAR officials said the ocean sunfish is the heaviest known bony fish in the world.

Lolong B ernadez, a 69-year-old fisherman of Sitio San Roque, said it was his first time to see that kind of sea creature since he started fishing as a young boy.

“We didn’t know what it was, it was so big and heavy,” he said in the dialect.

Bernadez, along with the other fishermen, said he wanted to get a piece of its flesh, but BFAR personnel told them not to eat it because it might harm them.

“It’s not advisable to eat this kind of fish because it has similarities with the butete or puffer fish,” Energito B. Balaba said.

But Wikipedia said “the flesh of the ocean sunfish is considered a delicacy in some regions, the largest

markets being Taiwan and Japan.” All of its parts, from the fins to the internal organs, are reportedly used in cuisine, and some parts even used for traditional medicine.

BFAR officials dissected the fish and buried it along the beach.

Balaba said that when they dissected the fish, they di not see foreign objects like plastics inside the stomach.

The BFAR has not categorized the ocean sunfish as endangered.

During his time, Baculio admitted that the railway system is too expensive that Ejercito said he is determined to pursue any foreign funding just to realize the project.

Ejercito said that once a railway is in place, Cagayan de Oro will be decongested and new growth centers will open up in other areas such as Opol town or Iligan City.

“Ever y municipality where the railway passes, there will be economic boom. Besides, people as far as Butuan City can now travel by train and hold office here in CDO and go back to their provinces at night. That way, our traffic congestion here will not be a problem anymore,” the senator added.

Design Challenge is a planning and design competition aimed at capacitating city planners across the Philippines to better plan their respective cities and municipalities for a climate-defined future by being more aware and better prepared for disaster-risk reduction.

At the same time, city planners are encouraged to design Liveable Cities that offer safety, convenience, livelihood, lifestyle, and sustainability that attract people to live, work, and play so their cities can be competitive.

“By launching this Design Challenge, we hope to start a movement for better urban planning across the country to make our cities fun, vibrant, and safe places to live, work, invest in, and visit. In order to build a competitive country, we need to build competitive cities,” Mr. Luz said.

Twenty cities and municipalities accepted invitations to join the competition – Angeles, Bacolod, Baguio, Baybay (Leyte), Butuan, Cebu, Cagayan de Oro, Davao, Iloilo, La Union (San Fernando), Legazpi City, Marikina, Olongapo, Ormoc (Leyte), Pasay City, Surigao, Tacloban, Valenzuela and Zamboanga City.

Cities will include those hosting APEC Meetings in 2015 and others that are vulnerable or have been affected by disasters in the past.

Competing teams representing these cities were asked to come up with a Strategic Vision and Plan for a Resilient and Liveable City and select one of two competition categories: 1) Developing a Disaster-Resilient Government Center or 2) Developing an APEC Meeting Venue.

Earlier this year, the NCC ranked Cagayan de Oro as the second most competitive city in the Philippines after Makati City, the country’s premier financial district.

Launched last 07 August 2014 at the Regional Competitiveness Summit, the Cities and Municipalities Competitiveness Index (CMCI) measures competitiveness at the local government level using 28 indicators grouped into three equally-weighted pillars: Economic Dynamism, Government Efficiency, and Infrastructure. Scores on each pillar were combined to form the overall score used to rank cities and municipalities.

In 2013, it was gathered that 451 colleges and universities nationwide submitted tuition and other fee hike proposals for School Year 2013-2014, including 95 proposals in the National Capital Region and 38 proposals in Western Visayas.

Fortun stressed that he wanted to know if CHED had monitored and checked if the schools had complied with the programs and projects as well as improvement of facilities the educational institutions had committed to pursue in their certificates of undertaking.

Kabataan party-list president Terry Ridon noted, “By not having appropriate mechanisms to monitor compliance, CHED’s tuition guidelines are revealed to be useless paper tigers. Many schools hike fees without justification and proper consultation, and CHED can do nothing about these cases but serve as a mere stamp pad.”

Fortun said CHED must have a continuing monitoring system to determine its tuition guidelines are religiously followed and commitments by schools complied with. Failure by schools to pursue committed programs and projects should guide CHED in denying them future tuition hike proposals, he added.

Caraga Region: Pilot for GPBP Online System BUTUAN CITY - Caraga region has been chosen as one of the two regions in the country (along with Region 6) to be piloted for the implementation online reporting and monitoring system of Grassroots Participatory Budget Process (GPBP).

The system allows agencies, projects beneficiaries, stakeholders and even ordinary citizen to submit report, know status of project, and send feedbacks anytime and anywhere on real time.

The selection was made by the World Bank and the central offices of the Department of Budget and Management (DBM) and Department of the Interior and Local Government (DILG) through its GPBP Project Management Office (PMO).

Caraga was chosen primarily because of the smooth implementation of the GPBP project in this part of the country. “We laud DILG Region 13 Regional Director and Regional Poverty Reduction Action Team (RPRAT) Chair, Lilibeth Famacion, for a job well done,” said Richard Villacorte,

31,000 coffee seedlings to jump start livelihood of ARC

KORONADAL CITY, South Cotabato - An agrarian reform community (ARC) in Makilala, North Cotabato recently received a a project that would produce 31,000 coffee seedlings not only as a support to the flagship National Greening Program (NGP) but also as a source of livelihood for the members.

Provincial Agrarian Reform Program Officer II Marion Abella said the coffee seedlings will be planted in least 50 hectares along streams and riverbanks and other public lands in Barangay Kawayanon of the said town.

The barangay is an area of the Makilala South West Agrarian Reform Community.

“This project intends to contribute to the poverty alleviation

goal of the NGP by providing agrarian reform beneficiaries (ARBs) additional source of income and livelihood opportunities,” Abella said.

“We are confident that this project will also contribute in achieving climate change resiliency through planting of trees and other suitable high value commercial crops such as coffee in agrarian reform areas.”

DAR and the Department of Environment and Natural Resources (DENR) have identified the Kawayanon Multi-Purpose Cooperative (KMPC) as the partner people’s organization for the implementation of the project.

KMPC has also been tapped to facilitate the seedlings production, site clearing, hole digging, and planting of seedlings.

Davao City wants 70% tax share in coal plant

By Earl Condeza DAVAO City – City hall officials are seeking a 70% share in the taxes for the Aboitiz owned 300-megawatt coal-fired power plant.

In his privileged speech Tuesday, Danilo Dayanghirang, chairman of the Committee on Finance, Ways and Means, and Appropriation said that the city should get more on top

of the city’s automatic 30% share of the taxation of the P25-billion power plant as host of the power plant.

When it starts operating next year, business taxes from the power plant is

estimated at Php 2 million, according to the Regional Development Council-XI. Other dues for the host communities also include a PhP 4.2 million due for community share, PhP3.5

million for government share, and P25.8 million for real property tax.

Dayanghirang said that “this is a very rare situation where one power plant is in the middle of two cities (sic).

It is not written in any law or any reference material on what would be the basis for the sharing. We need to have a position and we need to have a basis.”

National Grid Corporation of the Philippines’ (NGCP) line tripped at 3:07 pm, Tuesday, after a twister hit two structures, causing them to topple down and causing two other structures to lean.

As of yesterday, NGCP

was working to restore transmission services to parts of BUSECO and FIBECO. Repair works on two toppled structures located at Dabongdabong, Valencia City, have been completed.

Power transmission service was restored in parts of FIBECO at 5:05 pm Tuesday.

Line personnel are currently working to repair damages caused by the twister on two leaning structures along Maramag-Malaybalay 69KV, which are located between Calonia and Mailag.

The NGCP continues to conduct inspection for other

possible affected structures.

Peace panels of GPH, MILF to create team for transition of ARMM to Bangsamoro A s Congress continues deliberations on the draft Bangsamoro Basic Law (BBL), the peace panels of the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) continue with their parallel work of implementing the provisions of the Comprehensive Agreement of the Bangsamoro (CAB).

In a meeting recently held in Kuala Lumpur, the two panels agreed to create a composite team that will coordinate the preparations and ensure a smooth process for the projected transition of government functions from

the Autonomous Region in Muslim Mindanao to the Bangsamoro Transition Authority (BTA) upon the anticipated passage in Congress of the BBL and its subsequent ratification in the envisioned core territory.

The BTA is the body provided for in the Comprehensive Agreement on the Bangsamoro (CAB) which shall serve as the interim government prior to the establishment of the Bangsamoro and the assumption of its elected leaders in 2016.

“The composite team will be made up of members coming from the central

and ARMM governments and the MILF,” CoronelFerrer said. “The terms of reference of said composite team is being drafted and is expected to be signed soon.”

Clear plan for employees According to CoronelFerrer, the crafting of a clear transition plan for ARMM employees is in the agenda of said composite team.

“The Civil Service Commission and other relevant agencies will be consulted to ensure a smooth transition,” Coronel-Ferrer said.

Earlier, Presidential Adviser on the Peace Process Teresita Quintos Deles said

that civil service rules will be followed and civil service eligibilities and entitlements of ARMM employees will be respected during the transition phase from ARMM to the Bangsamoro government.

“We imagine that there may be some reorganization of the governmental structures in consonance with the proposed ministerial form (of government of the Bangsamoro),” Deles said, emphasizing that, “certainly in doing that, there will be a clear plan, separation benefits if necessary.”

“We’ll follow the laws of the land. Certainly to those who have civil service

eligibility, we’ll have different options open to them such as being transferred to another area or by choice, being separated with due compensation. So this will all undergo due process,” she added.

However, the peace adviser cautioned that implementation of the transition process will only happen once the BBL is passed and ratified in a plebiscite.

As the creation of the composite team is being finalized, the implementation of other components in the CAB moves simultaneously. Just recently, both panels have formalized the bodies and mechanisms

that will roll out the normalization process which includes the Independent Decommissioning Body (IDB) which shall oversee the process of decommissioning of MILF forces and weapons; the Joint Normalization Body (JNC) which shall coordinate the different normalization processes and mechanisms; and the Transitional Justice and Reconciliation Commission (TJRC), recently introduced to the public, which shall undertake a study and recommend to the panels the appropriate mechanisms of transitional justice and reconciliation.

Their main product is roasted corn in different variants used as a coffee substitute. They have their production building situated at Phase 2b of San Roque still in Villanueva.

The product is purely white corn variety where they get their supply from the corn farmers in the different parts of Villanueva.

The organization has been in the business since 2010 and recently was able to penetrate local convenient stores in Tagoloan, Villanueva and Jasaan.

Their products are also being displayed in the city particularly at Vjandep in Bulua Cagayan de Oro City, One Town One Product (OTOP) store in SM CDO and Pasalubong Center at El Salvador, Misamis Oriental.

Agri sector preparing for ASEAN Economic Integration by end-2015

griculture Secretary Proceso Alcala assured the agribusiness sector and its development partners that the government has been working to better prepare the agri-fishery for fastliberalizing global trade, including the much-anticipated ASEAN economic integration by end of 2015.

Speaking at the opening ceremony of the 21st AgriLink, Foodlink and AquaLink trade show Thursday last week at World Trade Center in Pasay City, Alcala said the DA has intensified the small farm clustering initiative and its focus on post-harvest technology and collective marketing, as part of its Agri-Pinoy commodity programs. This way, he

said, farmers are assisted to produce economies of scale and added value as required by bigger markets.

It was that shot in movies in which you see trees pass by through the car window.

Occasional chirping of birds could be heard. Mist sat on trees’ leaves as evidence of fog in the little hours. Inside the vehicle, it was still cold that my scarf and jacket provided no comfort.

It was October of last year.

I was on my way to meet a hero. Born and raised in 1935 Bohol, Mario was the eldest.

He was busy studying when his mother died.

As the boy grew older, he was able to contemplate over the death of his mother, he started crying. Moreover, as if the blow wasn’t harsh enough, his father faced mortality just five years after his mother had. Mario lived with his aunt since then. Having stopped school after his second year into high school, he was evidently still not able to cope up from his losses.

His motivation was later discovered when he didn’t stop reading. He read widely, from historical books to Ajinomoto nutrition facts. At 18, he married and moved to Bukidnon. He and his wife were blessed with 9 children.

Mario was slowly moving forward with his family by fishing at the lake when the NPA invaded their area. They were in the hands of rebels against the current administration. Fortunately, former president Ferdinand Marcos freed them and transferred them to Salay, Misamis Oriental to start over.

Not long after moving, another familial death crippled and almost lost Mario’s faith in God. This time, it was Mario Jr. His wife grieved greatly, crying every night and refusing to eat. It was still during his grieving stage when he met a group of missionaries visiting their place.

He listened to them and was given reading materials.

With hopes of leaving past heartaches behind, Mario

and his family left Salay for Cagayan de Oro. The City was also convenient for them because of the schools for his children, who were fast growing up.

His motivation was renewed as he pored over the pages of books and magazines the missionaries gave him. He wanted to write.

Joining literary seminars and workshops, he used his skill in writing as a channel to tell stories inspired by his life experiences. Mario wrote pieces, and they won at award-giving bodies for literature in places like Cebu and Manila. This fruitful succession continued until he was able to publish a book, his one great dream.

Recalling this story gave me warmth on this early morning chill on the road to my grandfather’s hometown.

It reminded me of my own struggles and how microscopic they are compared to his past ones. It’s not what a person achieves that makes him a better one, but what good he does. It is also important to not lose one’s faith in something, like what my grandfather did, even if he buried so much loved ones in his lifetime. Having a strong faith means having strong foundations in character. I deem my grandfather a hero.

He is one not because he had published books and awardwinning pieces, or shook his family out of poverty. He is one because he functioned as an ideal human being, uncorrupted by worldly worthlessness and proud of whom he already was.

When I arrived at my grandfather’s hometown, I saw people tilling the ground, attending to their livestock, and smiling as they did so.

It was a little community full of little heroes, which, in a way, makes it a great community.

I looked for my grandfather.

Built strategically across the country, these trading centers are equipped with storage, transport and market facilities. In this initiative, small farms owned by land reform beneficiaries were consolidated into integrated farming blocks of 30 to 50 hectares to attain economies of scale and promote cost-efficient sugar farming practices. As of December 2013, some 28 sugar farm

blocks have been established.

Philippine Rural Development Program In addition, one essential feature of the upcoming Philippine Rural Development Project (PRDP), Alcala said, is the clustering of farms and production and marketing facilities along the value chain to ensure the production of marketable surpluses, increased incomes and better quality of life for all farmers.

PRDP, which DA will officially launch in Cebu next month, is a largely infrastructure initiative assisted by the World Bank that support value-adding and crop diversification activities for priority commodities.

under PRDP’s i-REAP component are 32 agribusiness ventures worth P471.9 million. These include coffee processing in Kalinga, dairy in Cagayan Valley, “kasuy” processing in Palawan, and coconut geonet and sap sugar in Bicol.

Also part of DA’s strategy to prosper in an increasingly competitive global trade is the continuing negotiations for the harmonization of ASEAN food and agricultural products standards, including the passage of the Food Safety Law last year.

Meeting the King of Bahrain : A “dream-come-true” for a Mindanao teacher

or ordinary people like us, meeting in person, one of the Most Powerful men in the world - at least in the field of oil business - His Royal Highness Sheikh Khalifa Bin Salman Al Khalifa of the Kingdom of Bahrain, indeed is one story that belongs to fairy tales only. But not to a simple teacher who was an awardee as Most Outstanding Regional Teacher, Mrs. Sarah Melendez Querol of Bukidnon National High School, Malaybalay City.

Mam Sarah does more than what ordinary teachers do. She uses her free time to help people and indigent students. It was due to this passion that, back in 2009, she was thinking, albeit dreaming, how she can provide computers and laptops for her students. Only rich and wealthy philantrophists can do this, she thought.

Then it struck her mind that maybe, she can write to the King of an oil-rich nation. So she stumbled upon the name of the Prime Minister of Bahrain. A month after, on January 19, 2010 she received a long distance call from the Embassy of Bahrain, asking her if she is Sarah Querol, and informin her that the King & Prime Minister of Bahrain acknowledged her letter request, and another month after on February 17, the computers and DVD casette player arrived. It was a great day of rejoicing for her, her students and her school.

This is her personal account: “It was last September 28, 2014, when I finally received information from the Sec. of the Office of the Prime Minister, Bahrain that H.R.H. Sheikh Khalifa Bin Salman al Khalifa is coming to the Philippines for a state and official visit to Malacañang Palace.

I asked the Secretary if I could have the opportunity to see personally the Prime Minister to thank him for everything he has shared to our school. She answered “yes”, congratulations Ms. Sarah you can fly to Manila and meet the Prime Minister Khalifa. “Bring with you your family” the secretary added.

On October 1, 2014, I arrived at NAIA and we were advised by Mr. Ralph Stephen M. Calderon, a special envoy of the Philippines to Gulf Cooperation Council (GCC) member states, office of the President, to proceed to Shangri-La, Makati.

At last, finally we got so excited, happy and with mixed emotions when we met His Royal Highness Khalifa together with Him are his two (2) Prince nephews. I was so thankful to him bringing the name of my school Bukidnon National High School for the computers, DVD, and school bags, he has given to the students especially the Indigenous People and least fortunate students. I also relayed to him the words of gratefulness from the Muslim Community in Barangay 1, Malaybalay City for the computers, Laptop, DLP and Printer which he has given to the Masjed.

The multi-level marketing craze FOR years, the MLM phenomenon has invaded not just Cagayan de Oro but all over the country. Filipinos have even installed homegrown networking companies to as far as Nigeria, luring in OFWs from the place. They’ve even gone as far as Singapore, Hong Kong, Sydney, Dubai, London and Ontario.

The first MLM company that was aggressively recruiting in CDO was First Quadrant. But after intense marketing efforts, the company simply went pfft. Those who had accumulated wealth via First Quadrant either clung to other MLM firms or invested in other businesses. Now it doesn’t mean that if you started

National Letter Writing Day 2014

wo hundred students from Cagayan de Oro and nearby places simultaneously wrote letters to their loved ones last October 9 in the activity held at SM City Cagayan de Oro. Nine high schools from the city and one from Gitagum town in Misamis Oriental sent in dozens of their students for the National Letter Writing Day event which was also held that same moment

in 1,000 other schools and 34 other SM malls.

The affair, which was spearheaded by the Philippine Postal Corporation (Philpost), is part of the planet-wide celebration World Post Day. Here in Cagayan de Oro, Philpost 8 area director Nimia Acebes said letter writing must be preserved since it is a dying hobby.

Acebes said that letter writing has a personal touch compared to writing in one’s computer tablet, cellphone or

computer. In letter writing, kids can express more vividly what they want to share to the recipient of their leters.

“Letter writing is also the art of handwriting. Handwriting styles are different for each person and that skill must be enhanced and encouraged especially among the young. That is why we have activities such as this,” Acebes said.

With the theme of this year as Pinasaya, participating students wrote happy thoughts to delight family

members, friends, teachers or anyone special.

After the letters were written, the students themselves were made to insert the letter in an envelope and pasted Philpost stamps on it. They were then secured by mailmen and delivered actually to the recipients on the addresses indicated.

The whole exercise also helped the students hone their composition skills and foster the enjoyment of sending and receiving letters through Philpost.

CDO grabs Liveable Cities Design Challenge 2014 award top spot

In a ceremony held yesterday at the Philippine International Convention Center (PICC), CDO Investments and Promotions Office head Eileen San Juan received the award in behalf of Mayor Oscar

In h e r a c c e pt an c e speech, San Juan thanked the design team from the United Architects of the Philippines (UAP) – Cagayan de Oro chapter and the Mindanao University of Science and Technology (MUST) for the presentation that they created under the category Liveable City – Creating A Disaster-Resilient Govern-

ment Center.

In the presentation, the joint UAP-MUST team impressed the jurors by envisioning Oro Central – a complex of functional educational facilities using sustainable energy-efficient design solutions that will also serve as a central evacuation center in times of disaster.
