The 30 million pesocalamity fund was released on 2011 after a state of calamity was declared in Paquibato district following a massive rat infestation destroyed crops consisting mostly of cassava, the staple food of farmers. “More than 30 months to be exact have passed but only two reports were submitted; the first on April 29, 2011 and the 2nd on August 31, 2012,” said Quitain. Quitain cited a February 2011 resolution that declared such state in barangays in Paquibato namely Salapawan, Lumiad, Colosas, Tapak, Mapula, Paradise Embac, Fatima, Pandaitan in a state of calamity due to rat infestation. Councilor Bonifacio Militar also reacted to the two reports. “There are only 23 or 22 million reported, what about the other balance?” asks Militar. Quitain said the balance

“which was not utilized, has been diverted back to the general fund or I think back to the calamity fund.” The councilor said since two years have passed, “it’s time that we put an end to this because if there is no more calamity, then it is our duty to lift the declaration of the state of calamity and we can only do that if we will be given the final report regarding the expenses incurred and also the true state of affairs in these eight barangays.” The executive branch Quitain referred to involves the City Social Services and Development Office (CSSDO), the City Veterinarian Office and the City Health Office led by the City Agriculturist Office (CAO). The Council has given the agencies 30 days to submit the report. Councilor Marissa Salvador-Abella said that village captains should be present in the Council investigation, but Quitain said inviting too many people would not be necessary, as he wants to determine if the barangays are still in a state of calamity. “It might take too long. The more people in a committee hearing, the more confusing it might become,” Quitain said. The investigation is welcomed by Kilusang Magbubukid ng Pilipinas, who picketed the agriculture office on allegations that

the fund became a ‘balunan’ (source) of corruption. KMP spokesperson Pedro Arnado said farmers in Paquibato farmers received only five kilos of rice, two packs of noodles and two cans of sardines. KAPALONG, Davao del Norte— The local government of Kapalong has finally opened to the public its 2.4 million-worth Municipal Disaster Risk Reduction and Management Council Office and Operation Center. “I am very happy that our town has its own disaster command center which can be of ser vice to the people of Kapalong during emergency situations especially when natural and man-made disaster strike,” said Edgardo L. Timbol, the town’s Municipal Mayor. The establishment of the operation center serves as incident command center tation, and coastal clean-up, among other environmental activities which will integrate tree planting. Aside from tree planting and greening projects, other programs included in the Provincial Development Agenda are Safe Scenic Highway, Environmental Protection Program, Mangrove Rehabilitation and Development, Coastal Resource Management Program, Protected Area Development, Community-based Forest Management, Operation of Environmental Special Bodies, Forestry Law Enforcement, Enforcement of Mining Laws, Environment Ordinances, Provincial Environmental Code Formulation, Solid and Liquid Waste Management Program, Land Use Planning, and Watershed Management. The newly-constructed disaster operation center is equipped with complete rescue equipments such as fiber boats, early warning system, radio communication, personal protective gears and other disaster management equipments, among others. He said all rescue equipments were procured through the 5% calamity fund of the local government. Aside from the rescue equipments, the disaster operation center is armed with a quick response team organized as the Kapalong Rescue and Emergency Services (KARES) composed of 26 active members who are employees of the local government and some are even volunteers. “We are confident that each barangay and in due time all the schools will have already its own trained responders who would serve as the quick response team in times of catastrophes,” Timbol stressed. The KARES quick response team has been serving the people of Kapalong prior to the establishment of the local risk reduction and management council. The team has undergone rigid emergency trainings on swift water, high angle, water search and rescue, PCPR and other similar emergency situations, Timbol added. T h e n e w ly - i ns t a l l e d

Meanwhile, Mr. Gaspar Balinggao, Municipal Administrator and LDRRMC Action Officer said that the team has also forged partnership with the Kapalong Tourism Office in cave rescue operation. “Instead of bringing nurses for medical needs during caving adventure of local and foreign tourists, some of the members of the quick response team are mobilized as they are already trained in terms of rescue and medication,” Balinggao said. Balinggao also shared that Kapalong has now around 800 trained responders coming from its 14 barangays who were given training by the local government thru the KARES and Bureau of Fire Protection. As the KARES quick response team is already qualified to train volunteers, they are now into conducting training for first aid and water safety to the respective Disaster Action Teams of the schools in the municipality, Balingao added. With these developments, LGU Kapalong is now making its way to compete for the Gawad Kalasag Award and Seal of Disaster Preparedness.

No Parking Think a minute…On this journey called life, do you sometimes feel like just pulling over and parking? You feel like you’ve done enough, worked enough, and learned enough. Now it’s time to relax, let the others do the work, and enjoy the ride. But the problem when we pull over and park is that we get nowhere, since we stop learning and improving to make our life the best it can be. So we don’t reach our potential and live every day to the fullest. One parking place we might stop at is what we wrongly think are our handicaps and weaknesses. the alleged pork barrel scam as “heartbreaking.” “Who will not be shocked with these reports and with the magnitude of money involved?” he said. “It’s like your heart is broken into pieces. Can one really do this to one’s neighbor? Can one really stomach causing this kind of damage on the country?” He then broke into tears when he challenged the politicians and those involved in the “intricate web” of corruption to visit the poor and slum areas. He added that a simple glimpse of a family unfolding carton boxes for them to have a place to sleep would already break their hearts. Meanwhile, the Senate and the House of Representatives decided against conducting an investigation on the alleged pork barrel scam. Many believe that congressional leaders are ill at ease about investigating their own members. Quo Vadis Pinoy?

What’s the solution?

At the height of the flooding that submerged Metro Manila and neighboring provinces caused by monsoon rains and typhoon Maring, all the discussions were again just focused on mitigating the ill-effects of the calamity. I find this truly puzzling why instead of addressing how to taper off the destruction such calamities bring with the end view of permanently abating it, officials would rather just come up with band-aid solutions. Is it really hard to come up with a permanent solution to the problem of flooding? I don’t think so. I am afraid officials are more inclined to resort to band-aid solutions for it is more beneficial to them in more ways than one. Constructing dikes, undertaking de-siltation of lakes, rivers and smaller waterways, constructing diversion waterways or viaducts, replacing existing culverts with bigger ones among other infrastructure solutions will never suffice. The volume of the floodwater cascading from higher to the lower grounds

As what I have mentioned here in a previous column, unless concrete moves are made arresting much volume of water to cascade from higher to lower grounds, all other solutions will just be band-aid in nature. What is needed is to reforest the bald mountains and protect the reforested mountains from predators. But planting trees is a one shot solution. Could this be the reason why officials are not keen on adopting this solution because it’ll not entail a perpetual allocation of public funds thus not beneficial to them? If current discussions are made the yardstick, infrastructure projects are squeezed with kickbacks by

as much as 30 percent. If band-aid solutions are adopted in solving the flooding problem, officials are then assured of regular kickbacks. But I still hope this is not the reason why no one is ever suggesting that the permanent solution be finally adopted which is to reforest the bald mountains. Much have been wasted already in terms of lives, properties and crops lost when low lying areas are submerged with floodwaters. We can’t continue losing resources this way. Did the state auditing agency not say in their report that Gloria ordered the release of P900 million of the Malampaya funds supposedly to help the affected farmers recover from the damage caused by the floods to their farms? Audit findings showed that the entire amount ended up in the pockets of officials and their conspirators in the private sector. The purported agricultural support extended to the farmer victims was all ghost deliveries, meaning, there were no deliveries that actually happened. This fund mess, if you recall, is part of the P10 billion pork barrel fund scam involving fugitive Janet Lim-Napoles. I have asked this question in this column before and I’ll ask it again now. Why can’t the congressmen and senators collectively use their pork barrel fund to reforest the barren mountains with fruit-bearing trees? Farmers can be tapped in undertaking this program by making them the beneficiaries of whatever can be harvested

Conceptually, the pork barrel fund of the congressmen is the people’s money. This being the case, the true owner of the fund, the people, should assert that it should be spent for their benefit and never for the benefit of the congressmen. Just because we’ve achieved a little success in life some of us choose to stop. We stop trying, learning, and improving because we’re satisfied with only a little success. Caraga region, ‘country’s poorest region no more’ BU TUA N Cit y -- The Caraga region has been out of the cellar as “the country’s poorest region,” a top regional trade and industry official told a press conference Monday. Director Brielgo Pagaran, Dept. of Trade and Industry Caraga Regional Director, in a press forum at the DTI regional office conference said for some years, the region which had been listed as 16th in the bottom as the Philippines’ “p o ore st re g ion,” ju st a notch higher than the Autonomous Region of Muslim Mindanao. Now it has jumped to 11th-12th place, tying with Region V, following the region’s two consecutive years of high growth in its

gross regional domestic product based on the 2012 f i rst semester of f icia l provincial poverty statistics repor t of t he Nationa l Statistical Coordination Board released April this year, he said. Pagaran said however that Caraga has a lot more to do. “We should aim to be at the top five regions in the country,” he said. In 2010 and 2011 the region’s gross regiona l domestic product registered at 8.5 percent, and on 2011 to 2012 a 10.6 percent. “WE want to professionalize your profession.” With these words, Cagayan de Oro City second district Rep. Rufus Rodriguez (CDP) dismissed allegations that government is really bent on muzzling the “freest and liveliest press in Asia.” Rodrig uez told t he Bu si ne s sDa i ly t hat h i s intention is not to muzzle or regulate Philippine press but only to “professionalize” it, noting the many “chainsaw media/journalists” who are like vigilantes out to do the bidding of the highest bidder. “No, that’s not true that we are trying to muzzle the press,” he said, adding: “We always hear complaints from legitimate professional

journalists regarding the activities of these tigbas that not only destroy the journalism profession but also the image of other journalists who are credible, have integrity and who follow the professional ethics of journalism.” Rodriguez disclosed that he re-filed last week HB 1047 or An Act Providing for a Magna Carta for Journalism, which he first filed on July 8, 2010 but failed to get the approval of the 15th Congress. It was referred to the Committee on Public Information, then headed by Rep. Ben Evardone, on August 2, 2010 but had not passed muster at the Committee level. HB 1047 seeks the creation of the Philippine Center for

Journalists (PCJ) which will act as the accreditation center of all journalists in the country. The PCJ will also administer professional examinations for all journalists before they are allowed to work in the journalism profession. “Accredited journalists shall be entitled to all benefits and privileges to be accorded to them by law, by their employers and by the PCJ,” he said in his proposed measure. Journalists who have at least 10 years continuous experience in the journalism profession are exempted by PCJ examinations. The PCJ is also mandated to promulgate a code of ethics for journalist. And any journalist found guilty of violating the code of ethics will be suspended and/or his

accreditation withdrawn. “It is necessary for the enactment of a law that will ensure a living wage, an atmosphere conducive to productive journalism work, reiterate value of ethics, provide for development programs that will deepen the practice of their profession, and promote the defense and protection of freedom and human rights of journalists and their organizations,” Rodriguez said in the bill’s explanatory note. Once passed into law, the Magna Carta for Journalists a s s u re s a l l a c c re d it e d journalists to be “provided with benefits packaged at par with the current benefits enjoyed by those in the labor force.” “If we lawyers must first

take an exam; like doctors and other professions; why not journalists? This way, we can professionalize the journalism profession and weed it from unscrupulous characters,” he said.

Alvarez admitted that the DILG cannot directly penalize the LGUs that do not comply with the implementation of the executive and legislative agenda. But he cited the Seal of Good Housekeeping mechanism initiated by the late DILG Secretary Jesse Robredo.
