Labor exec reminds employers on ‘correct pay’ during Eid’l Fitr DAVAO City––The Secretary of the Department of Labor and Employment (DOLE) has issued a reminder to employers to “observe and comply with the pay rules” on Eid’l Fitr, which marks the end of Ramadan, a regular holiday nationwide.

Labor Secretary Rosalinda Dimapilis-Baldoz also issued guidelines on the “correct payment of wages” of private sector workers, during Eid’l Fitr.

Since 2002, Eid’l Fitr has been declared a regular national holiday as man-

dated by RA 9177. Muslims celebrate Eid’l Fitr for three days after a month-long fasting.

Cigarette packs without tax stamps flood markets in Mindanao cities SEVEN months since tax stamps were required on all cigarette products, many stores in Mindanao were found selling cigarette packs still not bearing the proof of tax payment labels in a market survey conducted last week by the Fight Illicit Trade (Fight IT) movement.

The government through the Bureau of Internal Revenue (BIR) implemented the Internal Revenue Stamps Integrated System (IRSIS) that requires all cigarette manufacturers to affix tax stamps on each pack of cigarettes beginning Dec. 1 last year. BIR further required that effective March 1, 2015, no manufacturer can sell

any more pack without tax stamps. The same applies to imported cigarettes effective April 1 this year.

The BIR implemented IRSIS to address the concerns on illicit cigarette trade in the country, and the use of tax stamps ensures that each pack is legitimate and has paid the excise tax.

The Fight IT movement ran simultaneous market surveys in different barangays in the cities of Cagayan De Oro, Davao, General Santos and Zamboanga to check on compliance by manufacturers, wholesale and retail stores.

The market sur vey, according to Fight IT lead convenor Jesus Arranza,

showed that several local brands as well as imported cigarettes believed to be smuggled to the country were openly sold without the tax stamps.

39 wholesale and retail stores in Cagayan De Oro City; 20 retailers in Davao City; nine retailers in General Santos City; and 40 retail and wholesale outlets in Zamboanga City were openly selling significant quantities of products without tax stamps. The situation in outlying areas could even be more alarming.

The Fight IT movement warned consumers against patronizing the “no tax stamps” cigarette packs as this is not only illegal without

the requisite tax payment, but its origin and production are not known as well.

In line with the group’s advocacy to fight all forms of illicit trade activities, Fight IT called on the public to be vigilant in spotting illegal products and report these to authorities.

“Tobacco products are specifically taxed per pack at increasing rates of excise, precisely because tobacco is harmful and addictive, and the tax is intended to make the product less affordable, thereby encouraging people to quit.

A LAWMAKER has filed a new measure in the House of the Representatives that will impose a 20-year maximum jail-terms to protector of illegal gambling.

In filing House Bill 4661, Rep. Sherwin T. Gatchalian considered illegal gambling a social menace that has become the source of corruption involving public officials––and even law enforcers.

Gatchalian said that illegal gambling, in its various forms, persists as a social menage which erodes the basic foundation of public morality. “Its proliferation has continued to leave an impression on the public that it is a source of corruption,” he added.

HB 4661 is entitled “An Act increasing the penalties for other illegal gambling activities, amending for the purpose Republic Act (RA) no. 9287, entitled An

Act increasing the penalties for illegal numbers games, amending certain provisions of Presidential Decree (PD) 1602, and for other purposes,” now under consideration by the Committee on Revision of Laws.

He pointed out that RA 9287 merely increased the penalties for those involved in the illegal numbers game, but did not make any changes on the penalties for offenders engaged in other illegal gambling activities as enumerated under PD 1602, as amended.

He explained that RA 9287 was enacted in 2004 as a response by Congress to public clamor for a tougher law against the illegal numbers game, particularly jueteng.

Gatchalian said the proposed amendments would delete the words “numbers game” and instead provide the phrase “any illegal gambling activity” in the concerned provisions of RA 9287.

Among others, the proposed amendments would now read as follows: “Section 3. Punishable Act. - Any person who participates in any illegal gambling activity shall suffer the following penalties: a) The penalty of imprisonment from 30 days to 90 days, if such person acts as a bettor in any gambling activity; b).... from 6 years and one day to 8 years, if such person acts as a personnel or staff of an illegal gambling operation. The same penalty shall likewise be imposed on any person who allows his vehicle, house, building or land to be used in the operation of the illegal gambling activity; c).... from 8 years and one day to 10 years, if such person acts as a collector or agent of any gambling activity; d).... from 10 years and one day to 12 years, if such person acts as a coordinator, controller or supervisor of

KORONADAL City––The city government is planning to build a multimillion modern convention center in a bid to draw more major events and visitors or tourists to the city.

City Treasurer Marloun Gumbao said studies are now underway for the construction of the proposed city convention center, which is envisioned to become an events hub in Region 12 or the Soccsksargen Region.

He said the city government is initially planning to invest around P150 million for the structure, which would be patterned after the famed SMX Convention Center at the SM Mall of Asia in Pasay City.

“It will be a boxed structure like that of the SMX and equipped with modern amenities that could accommodate up to 1,000 people,” he said in an interview over radio station dxKR.

Gumbao said there has been a demand in the area for bigger events facilities for the hosting of major activities like conferences and conventions.

At present, he said the only available structure that could accommodate up to 1,000 participants is the provincial government-run South Cotabato Gymnasium and Cultural Center, which could not cope with the

Furthermore, a new section denominated as Section 3-A is proposed to be inserted after Section 3 of RA 9287, which shall read as follows: “Sec. 3-A. Other Illegal Gambling Activities.

races, mechanical contraptions and devices that are licensed, regulated, operated or authorized by the Philippine amusement and Gaming Corporation, Philippine racing commission, other regulatory bodies, and local government units as permitted under existing laws or franchises shall not be covered by this Section.”

Section 5 of RA 9287 is also proposed to read as follows: “Sec. 5. Liability of Government Employees or Public officials. - a) If the collector, agent, coordinator, controller, supervisor, maintainer, manager, operator, financier or capitalist of any illegal gambling activity is a government employee or public official, whether elected or appointed shall suffer the penalty of 12 years and one day to 20 years and a fine ranging from P3million to P5-million and perpetual absolute disqualification from public office.”

2016 mayoral polls, crucial to Emano, Moreno Let us now discuss on the possible candidates in the local political arena, particularly in Cagayan De Oro City. Again, let me reiterate that whatever, all of the ideas here are only presumptions, conjectures, or call it a product of fertile imaginations.

Without argument, incumbent City Mayor Oscar Moreno would run for reelection. As an opposition candidate, there is a widespread presumption that former City Mayor “Dongkoy” Emano would become Moreno’s closest political rival. We say “closest” because until the other contestants file the certificates of candidacy, surprise candidates might dart out of nowhere to beat the deadline.

Granting without admitting that Emano would only be the worthy candidate to challenge Moreno, the mayoral race in 2016 here would be a “fight” to the finish.

This is my fearless forecast. The presidential race in 2016 has already been given by the people to Poe on a silver platter. Poe will win the presidency in a clean, honest and orderly elections even as an independent. Funds, which is her concern at the moment, will eventually pour to her side of the battle.

When the campaign starts officially Binay will have to spend his own money that is if his frozen accounts will already be unfrozen. If his money remains frozen, he will not have the logistical requirements to run a presidential campaign. In Binay’s case, his ability to win depends on the money he can throw to fund-hungry supporters.

Truth is outside of his spokesperson, Joey Salgado, who has proved his canine devotion to him since he joined Binay’s camp, there is no other supporter who has such devotion for Binay.

Probe on fake rice yielded zero results

DAVAO CITY -- The series of investigations looking into the reported fake rice yielded negative result.

Speaking in the AFP-PNP Press Corps briefing, Police Director Benjamin Magalong, chief of the Criminal Investigation and Detection Group revealed that only the sample from the rice initially reported as fake showed contaminant

called dibutyl phthalate, a plasticizer used for manufacture of cosmetics.

He said other rice samples taken from various markets in the city showed no irregularity.

Magalong said a case conference on the alleged

fake rice with the officials of the National Food Authority and law enforcement agencies like the National Bureau of Investigation, Bureau of Customs and the Criminal Investigation and Detection Group and the Police Regional Office 11 showed negative result based on the thorough investigation on the supply chain and the laboratory analysis conducted.

“There were no traces of dibutyl phthalate or DBP on the other samples,

except for the rice initially complained as fake,” he said.

Magalong said the focus of the current investigation is on the contaminant.

He said the police could hardly convey other developments given the ongoing laboratory analysis.

“But definitely, the Special Investigation Task Group has announced that there is no fake rice in Davao City,” Magalong said.

Even with this pro-

nouncement, he said the NFA is still leading the effort of inspecting the rice retailers, dealers and importers all over the country, escorted by police personnel and the CIDG which gather samples and conduct unannounced inspection on different sites.

Magalong said there is an ongoing simulation test on the process undergone by the alleged fake rice sample.

He said the sample will be taken by the chemistry

laboratory at the Ateneo de Manila to determine the result.

“After that, we will conduct another simulation test where we will be inviting third parties to really witness the simulation test within six days where representatives like a chemist, NFA personnel and media people. Other featured event would be the first Search for Outstanding PWDs initiated by the Davaobased non-government organization Behind the Rolling Chairs in partnership with the Support the Employment and Livelihood of People with Disability.

Naprey Almario of Behind the Rolling Chairs said the Mindanao-wide search aims to acknowledge PWD leaders and advocates with outstanding works in their chosen fields and serve as role models to other PWDs and their communities.

Almario said there are eight nominees coming from different places like Davao City, Cotabato City, Davao Oriental and Bukidnon, who are vying for the search.

The awarding rites will be held in the afternoon of July 17 at SM City Annex, Ecoland, Davao City.

Davao City’s magician and multi-awarded chess player James Infiesto, who is also president of the Association of Differently-Abled Persons in the city, urged the public to celebrate with the PWDs during the NDPR week.

In the week-long celebration, all schools nationwide call upon all education stakeholders in the community to work together in preparing the school for the opening of the new school year in June. This yearly bayanihan spirit has been more alive in Salawagan Central Elementary School as school officials enjoined external stakeholders all over the barangay to help prepare the school facility for S.Y. 2015. SCES, one of the performing schools in the Division of Bukidnon with a student population of more than 1,400 and an

area of 7 hectares is situated at the heart of this first class Barangay Salawagan.

It is also the mother school of the district where the District Office of Quezon 11 is located.

The school also very fortunate to have its PTA/ SGC composing the best people who always find time and energy to help the school in the implementation of its educational programs.

This years’ brigada, Mr Vicente F. Garciano ,the active School Principal 11 take a lead promoting the advocacy and encouraging everyone to take part in the National School Maintenance Week. The opening ceremony started with a motorcade around the barangay, led by the Police Marshall and participated

in by the students, parents and school officials. An opening program followed at the school covered court witnessed by the Barangay Officials and Hon. Jerly Areja as the keynote speaker. Hon. Areja cited the importance of Brigada Eskwela. He encouraged that everyone should take an active part in making this activity a success. He also added that all the expenses and forces cannot be shouldered by the local government alone and to make this program successful it needs the involvement of the stakeholders.

The Knights of Columbus, Salawagan Chapter spearheaded by Grand Knight Oscar Quimque also helped the parents and other volunteers in cleaning the campus grounds of fallen leaves and grass

that grown over the summer. The Knights also voluntered themselves to paint the front portion of the school buildings.

All in all, SCES was able to collect more than Five Thousand Pesos in cash and in kind. The program does not however end or the last day of the National School Maintenance Week. We at SCES continue to nurture that productive and supportive relationship between school and the external stakeholders of education in the community by actively participating in community affairs all year round, updating them the school’s achievements and needs and most importantly by doing our part in giving only the best quality education to the clienteles.

What It Means To Be A Leader???

“If your actions inspire others to dream more, learn more, do more and become more you are a leader” ~ John Quincy Adam’s ~ John Quincy’s powerful statement simply shows that you can never inspire any individual to follow their dreams, aspirations they have within if you don’t have the power to promote success of advocating, nurturing, sustaining, and stewardship of a vision learning that shared and supported. Being a leader means you have the power to persuade other people to set aside for a period of time their individual concerns and pursue a common goal that is important for the group.

It is persuasion, not domination; persons who can do their bidding because of their power are not leaders. Leadership only occur when others willing to adopt, for a period of time the goals of a group as their own. “ Leadership involves building cohesive and goal oriented teams that are capable of working together to accomplish objectives and fulfill the mission. It’s imperative that leadership is about

serving and starts on the inside and moves outward to serve others. A kind of leadership that has the interest of others in mind, nurtures growth and development in others, is willing to listen, and thinks less about self while being held accountable for performance.

A good example to this is the work of and administrators, as a school leader he/she must recognize that they alone cannot be the sole instructional leaders but must coach, mentor, and empower faculty and staff in the common pursuit of reform and renewal.

As school leaders must continue to adapt to their changing roles, effective leadership skills will be essential, and for Green (2001), the real challenge “… is providing the type of leadership necessary to assist school in expanding their traditional boundaries. “Educators must come to realize that we are responsible for our own learning. But… were also responsible for the learning of our colleagues.

DAVAO City––More automated weather stations (AWS) will be installed in Mindanao this year: at least 11 in the Davao region — eight in Davao City and three in Davao Oriental this month; and nine more in Cagayan de Oro next month.

The project, a partnership of the Manila Observatory, Shell and SMART Communications with local government units and universities, is in support of the Manila Observatory’s expansion of its network of AWS, “an established system of standalone devices that can accurately record temperature and humidity, solar radiation, wind speed and direction, as well as rainfall,” organizers said at the Seminar on Climate Resilience held at the Marco Polo hotel Thursday.

The project aims to install a total of 50 AWS nationwide, in Metro Manila, Iloilo, Davao and Cagayan de Oro, with Shell donating the AWS and offering its gas stations and oil depots as sites and Smart to provide technology in data transmission.

With the installation of the additional AWS, information gathered will enhance the Manila Observatory’s urban risk and resilience analysis, as well as its regional and local climate system research.

Based in the Ateneo de Manila University, the Manila Observatory has 40 AWS in Metro Manila. In Mindanao, the Manila Observatory has existing stations in Dahilayan, Bukidnon; Xavier University in Cagayan de Oro;

Matina Hills in Davao City; Notre Dame of Marbel in Koronadal City; and Ateneo de Zamboanga in Zamboanga City.

The Manila ObservatoryShell-Smart’s first AWS in Mindanao was unveiled at the Shell retail station, Hi-Serve, along the Diversion Road in Davao City’s Barangay Cabantian at 9 a.m. on Friday, July 10.

The ten other AWS sites that will be installed this month are in Shell’s Sasa Depot; the Shell retail stations in Purok 16, National Highway in Calinan; Diversion Road in Langub; MacArthur Highway in Ulas, Talomo; Bago Aplaya in Talomo; Matina Aplaya; Carpenter St. in Agdao; and “three partner sites to be determined in Davao Oriental.”

The AWS network is intended to directly benefit the LGUs in their climate and disaster resilience planning.

Resilience Antonia Yulo-Loyzaga, Manila Observatory’s Executive Director, said the project is “an effort to detect how rainfall and other weather parameters are actually impacting Davao City.”

She noted the trend in coastal urbanization, with Davao City identified by the National Economic and Development Authority (NEDA) as among 12 metropolitan areas for investment.

Loyzaga said it is important for the business community as well as the public to get a better understanding of “how climate is in fact impacting their current and future business and how this

impacts economic development of Davao City.”

She cited the “need to establish a better basis for planning, implementing inclusive growth strategies decreasing the gap in income and actually building a resilience that is both social and physical for the city.”

In order to contribute resilience to the city and to achieve social stability, Loyzaga said they are looking at “development patterns involving the physical set-up which is your actual topography, your weather, your long time climate… health organization, economic and social sector altogether as one system, so hopefully the data that we are able collect can fit into the food security and agriculture needs of the city as well as other sustaining systems to the local economy but also to the response needs for certain communities, for example in terms of the need to evacuate preemptively because of understanding the thresholds of the rainfall in terms of flooding. These are just some uses of the data.”

Sankie Simbulan, Social Performance Manager and Leade for Shell Powering Progress Together Project, said the project is “a concrete manifestation of that collaboration” of various sectors, among them from government, business, academe, media, young leaders.

Localized weather measurements Dr. James Simpas, head of the Manila Observatory’s Air Qual-

ity Dynamics Program, Instrumentation and Technology and Development Program, noted the importance of expanding the network of “localized weather measurements,” as he explained that “remotely sensed (satellite) rainfall cannot yet capture local rainfall accurately.”

Measuring the amount of rainfall through the AWS can help the public prepare for possible floods, among others.

“AWS allows us to understand why these things happen,” he said.

He also explained that “global observations via satellite provide the big picture but are difficult to downscale to capture local effects.”

The AWS that the project installs is a Davis Vantage Pro 2 Plus with solar and UV sensor, wind vane, anemometer, rain gauge, temperature and humidity sensor. It also has a console receiver and data display that is installed indoors, which transmits data from the AWS wirelessly to the Manila Observatory.

Butuan City; Jabonga Automated Weather Station in Jabonga, Agusan del Norte; Mainit in Surigao del Norte; Claver in Surigao del Sur; Dahilayan Adventure Park in Manolo Fortich, Bukidnon; Parasat CATV, Malaybalay City, Bukidnon; HBC Guianga in Tugbok District, Calinan, Davao City; UM Weather Station 01 in Davao City; Vizacaya in Tagum City; TMI M1 in Davao del Norte; Pigcawayan in North Cotabato; lafrutera1 in Buluan, Maguindanao; Notre Dame of Marbel University in South Cotabato; Bagumbayan in Sultan Kudarat and D11 in Maasim, Sarangani.

Haydee Bernabe, head of SMART Communications’ Public Affairs office in Mindanao, said this is not the first time her company is a partner in the installation of AWS. She said they have a tie-up with the Philippine Atmospheric Geophysical Astronomical Services Administration (PAGASA) in the installation of nine AWS in Mindanao – in Sison, Surigao del Norte; Tago, Surigao del Sur; Rosario, Agusan del Sur; Magdum, Tagum City; Iligan City in Lanao del Norte; Bagumbayan in Sultan Kudarat and three towns in Bukidnon: Manolo Fortich, Talakag and Baungon.

Project NOAH or the Nationwide Operational Assessment of Hazards (NOAH), launched by the Department of Science and Technology, also has a network of at least 30 AWS across Mindanao.

ARB Coop Summit caps 27th CARP anniversary celebration in R-10 Cagayan de Oro -- Heavy rains did not dampen the spirit of about 1,700 agrarian reform beneficiaries (ARBs) from Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental and Misamis Oriental who attended the ARB Coop Summit held on July 29 to highlight the 27th CARP anniversary celebration of the Department of Agrarian Reform in Region 10.

Cagayan de Oro City Mayor Oscar S. Moreno welcomed the farmers and guests from partner agencies and institutions. As a former governor of Misamis Oriental, he cited his experience in the transformation of Barangay Lantad, a former no man’s land into a land of hope and fulfillment with the help of the CARP and the active partnership of the local government unit and the DAR. Newly-assigned Regional Director Faisar A. Mambuay, CESO IV, presented the status of CARP implementation in Region 10 based on the three major final outputs namely-land tenure services, agrarian legal services and technical advisory for support services.

Dir. Mambuay reported the 90%

cumulative accomplishment of Region 10 as of March 31, 2015 out of the total land acquisition and distribution target. He also informed that 654 foreign-assisted projects have been completed so far in different agrarian reform communities (ARCs) with a total amount of P 2.82 B. The Archbishop of Cagayan de Oro, His Eminence Antonio J. Ledesma, SJ, D.D, was the guest of honor during the occasion. He acknowledged the presence of some farmers from Sumilao, Bukidnon who staged the historic “walk for land, walk for justice” from Mindanao to Manila in 2007.

“The Sumilao farmers served as the inspiration in the advocacy for agrarian reform in the country,” Arch. Ledesma said. “ They are now receiving several support services to show that small farmers can be successful if given enough support from the government,” he added.

“I’m glad that almost 90% of the DAR’s target landholdings have been covered in Region 10. But I’m afraid that may not be happening in other regions,” he informed further.

He then presented the case of Aling Dorita Vargas of Negros Oc-

cidental who on June 14, 2012 got Pres. Aquino’s assurance that she will soon get her land. To this day, Aling Dorita still remains virtually landless.

His Eminence assured the farmers and other stakeholders in the audience, “ The Church will always support social justice measures, the CARP in particular.”

The Catholic Bishops of the Philippines is pushing for the approval of the two (2) pending bills in Congress - House Bill 4296 which seeks to renew DAR’s authority to issue Notices of Coverage for the remaining 700,000 hectares still to be covered, and House Bill 4375 that will create an independent Agrarian Reform Commission to review the actual accomplishments of the CARP. Reiterating his support to the program, the prelate exhorted the farmers in attendance to continue to be the example of how agrarian reform can bring about the transformation of rural society and to help in the overall development of the country.

During the same occasion, representatives of the beneficiaries and other stakeholders gave testimonies of how they have overcome life’s

adversities and challenges with the interventions they have received under the CARP. Benjamin Magtajas of Bukidnon spoke for the Agrarian Reform Beneficiaries Organizations (ARBOs).

Warlie Juario and Ryan Anthony Cawaing shared their experience as recipients of the DAR’s Programang Agraryo Iskolar assistance.

Teresito Marata, Sr. of Misamis Occidental represented the agrarian reform beneficiaries (ARBs) and Jose Loreto Procianos, Jr. as Regional PARCCOM (Provincial Agrarian Reform Coordinating Committee) Chair.

DAR Undersecretary for Foreign Assisted and Special Projects Herman Z. Ongkiko graced the occasion in behalf of Sec. Virgilio de los Reyes.

He shared the news that Pres. Aquino has approved CONVERGE (Convergence on Value Chain Enhancement and Rural Growth), a project that will benefit agrarian reform community (ARC) clusters in Region 10.

The identified clusters include MISORET in Misamis Oriental (Kinoguitan, Sugbongcogon, Binuangan, Salay, Lagonglong and Balingasag), Northern Bukidnon ARC cluster (Manolo Fortich

and Libona), Southern Bukidnon Integrated ARC cluster (Maramag, Pangantucan and Kalilangan) and Camiguin cluster (Mambajao, Sagay, Guinsiliban, Mahinog and Catarman).

The signing of the pledge of support for the CARP then followed during which the participants and

guests affixed their signature on the tarpaulins prepared for the purpose.

Earlier on June 25-28, a photo exhibit and product showcase was held in another venue to showcase the gains of the CARP in Northern Mindanao for the past 26 years.

Ampatuan Sr., served as long-time mayor of Shariff Aguak before he was elected governor of Maguindanao in 2001. In the 2007 polls for his third term, he ran for governor with youngest son Sajid as candidate for vice governor.

He and his sons Zaldy, Anwar, Sajid and son-in-law Akmad “Tato” Ampatuan, then mayor of Mamasapano town, were arrested hours after martial law was declared in Maguindanao and neighboring areas on December 5, 2009.

Andal Ampatuan Jr. or Datu Unsay was handed over by then ARMM Governor Zaldy Ampatuan to then Chief Preidential Legal Counsel Jesus Dureza who was designated crisis manager, and Chief Supt. Felizardo Serapio of the Directorate for Integrated Police Operations on November 26, 2009 at the compound of the then Maguindanao capitol.

Dureza accompanied him to General Santos City where he was turned over to then Justice Secretary Agnes Devanadera and flown to Metro Manila.

Ampatuan Jr., was supposed to file his certificate of candidacy for Maguindanao governor then, expecting he would run unopposed like his father was in 2007. But former ally Esmael “Toto” Mangudadatu, then vice mayor of Buluan town, announced he would run for governor and sent his wife, sisters and his lawyers, accompanied by the media, to file his certificate of candidacy at the provincial office of the Commission on Elections at the provincial capitol in Shariff Aguak town, on November 23, 2009.

schools in Mindanao and the extra-judicial killings of indigenous peoples.

The IPT, to be held at the Catholic University of America in Washington DC on July 16-18, is to indict the regime of Pres. Benigno Aquino III and the US Government as represented by Pres. Barack Obama ‘for Human Rights Violation, Plunder and Transgression of the Filipino Peoples’ Sovereignty’. The Tribunal will be held at the behest of victims of human rights violations and other crimes committed under the watch of President Aquino III. Sister Somogod and other Mission members will also join the historic march throughout Washington DC to conclude the IPT on July 20. On that day, a cultural program featuring stories of the Philippine survivors of human rights violations will be held where the serving of the IPT verdict to the Philippine Government and the US Government are to happen—in front the Philippine Embassy, and the White House and the US State Department, respectively.

Assaults against indigenous leaders and advocates A human rights briefing with international human rights organizations about the state of human rights in Mindanao will be held in New York on July 22 and 23 where Sister Somogod will present the relentless killings directed against the indigenous leaders of Mindanao, including their defenders and advocates. The human rights briefing is being organized by CIVICUS, an international organization advocating for civic space.

CIVICUS is currently coordinating this meeting with the United Nation’s Committee of Religious NGOs and the NGO Committee on Human Rights.

The case of Joel Yagao will be brought into the attention of the briefing participants that is expected to include representatives from Amnesty International, International Service for Human Rights, and Human Rights Watch, among others.

Yagao is a lay co-worker of RMP-NMR arrested in September 2013 for trumped-up charges. Still currently incarcerated, Yagao is effectively hindered from doing his human rights work for the farmers and indigenous peoples of Northern Mindanao. The ‘inability’ of the state forces to present their witnesses during hearings prolong the closure of the case. A petition on-line has recently been mounted to call for his release.

Attacks on schools The General Board for Church and Society of the United Methodist Church will organize a series of meetings with ecumenical organizations concerning attacks on alternative schools in the weeks that will follow.

Sister Somogod is to highlight during these meetings the escalating attacks

on the alternative learning centers for indigenous children as documented by the Save Our Schools Network in Mindanao. The systematic forced closure of the schools and the harassment perpetrated against the schools’ teaching and administrative personnel, including the one recently experienced

by RMP-NMR staff Krystal Malaya Sagbigsal and Rhema Acenas, will be underscored.

The cases mentioned will also be presented to Ms. Diya Nijhowne, the Director of the Global Coalition to Protect Education from Attack (GCPEA) in a closed-door meeting in New York. RMP-NMR is a member of GCPEA, a formation established in 2010 by organizations from the fields of education in emergencies and conflict-affected fragile states, higher education, protection, international human rights, and international humanitarian law who were concerned about on-going attacks on educational institutions, their students, and staff in countries affected by conflict and insecurity.

A series of forum about schools under attack will also be conducted at Los Angeles, California by the end days of July to be hosted by the National Alliance for Filipino Concerns (NAFCON).

This Southern California campaign to stop attack on schools will peak with a Peace Walk at Long Beach on August 1.

Awareness-raising on Lumad human rights situation Sister Somogod and Chenfoo are also to present a Lumad human rights situationer before an ecumenical audience in New York on July 22, organized by the Episcopal Church and the Migrant Center of the Church of St. Francis of Assisi. The activity is dubbed, ‘Faith Seeking Justice: Defending Human Rights of the Indigenous Peoples of Mindanao.’

NAFCON has also arranged a forum series of this kind in Chicago and San Francisco, to be attended by ecumenical organizations and Filipino migrants in the said areas.

International campaign ‘The Mindanao human rights issues deserve to be brought out from severe isolation,” said Sister Somogod. “Aquino can’t just step down come 2016 that easy without him being held accountable for his gross human rights violations against Mindanaoans.”

The US Mission is part of the on-going commitment of RMP-NMR, along with other Mindanao-based human rights organizations, to bring into the international platform the sad plight of the indigenous communities and their defenders. “The world needs to know that terror is attacking our brethren in this part of the world, so as to compel them to help us fight impunity,” said Sister Somogod.

RMP-NMR is set to visit European countries for the same objective. The city government had secured a loan from the Land Bank of the Philippines for the construction of the terminal that is due for completion in two years.
