Mindanao eyed as major asset in RP’s tourism goal tuesday, march 25, 2014

THE Department of Tourism (DOT) is seriously looking at Mindanao’s six regions as a major contributor to the country’s target to log around 10 million annual foreign tourist arrivals and 56.1 million domestic visitors in three years or by 2016. Arturo Boncato, DOT assistant secretary for Mindanao operations, said the island’s variety of worldclass tourist destinations have the capacity to attract a considerable number of foreign tourists if given proper focus in terms of development and marketing or promotion. “We feel that now is the time for Mindanao to contribute to our national

goals,” he said at the ongoing three-day Region 12 tourism exposition at the SM City Mall here. He said Mindanao tourism stakeholders could begin by expanding their partnerships with their counterparts in other regions or parts of the country. “I feel and I strongly think that Mindanao should position itself very strongly with partners all over the Philippines,” he said. Boncato specifically cited, as example, the marketing and promotion linkages initiated by the DOT Region 12 and the area’s tourism players with their counterparts in Western Visayas or Region 6. Region 12’s tourism stakeholders embarked on a week-long grand “selling

mission” here last Tuesday in a bid to lure more tourists from the area. The activity was highlighted by the tourism exposition, which features exhibits of the region’s top products, tourist destinations, fashion shows and cultural presentations. Regions 12 and 6 share a common heritage and language as thousands of setters in Region 12 hail from the Visayas region. Also known as the Soccsksargen Region, comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato. “What Region 12 has started with Region 6 is a classic example of a great partnership. In the long run, it will not only benefit Region 12 but Region 6 as well,” Boncato said. In 2013, the DOT re-

corded total visitor arrivals of 4,681,307, surpassing the previous year’s record of 4,272,811 by 9.56 percent. In 2012, the agency listed a record 36 million domestic tourists who visited various destinations in the country. DOT has no immediate data as to the contribution of Mindanao’s six region’s

to the foreign and domestic tourist arrivals but it targeted a total of 12,004,157 in 2013. It is targeting total arrivals of 12,641,825 this year and 13,980,197 by 2016 based on the National Tourism Development Plan. The targets are specifically for Mindanao’s

seven identified tourism clusters that comprise the Cagayan de Oro coast and hinterlands, Davao Gulf and coast, Cotabato-Sarangani area, Zamboanga Peninsula, Agusan River Basin, Surigao-Dinagat Island area and the Autonomous Region in Muslim Mindanao. (MindaNews)

City Council allots P60M fund for indigent families CAGAYAN DE ORO CITY – The city government has allocated P 60 million for the PhilHealth insurance of indigent families here,

the city council committee on health said on Monday. City Councilor Dante Paje, chair of the local committee on health, said that the budget was included in the approved budget of the city government for 2014 under the city “Indigent Program.” He said that the amount would cover health insurance coverage of 25,000 indigent families duly assessed and recommended by the city’s social worker department. According to Pajo, the city government also intends to increase the number of prospective PhilHealth beneficiaries should the need arise. Fortun to pursue job program as his 1,000 scholars graduate

BUTUAN CITY – Agusan del Norte First District Rep. Lawrence Lemuel Fortun vowed to continue his “scholarship-for-job” program as 1,000 of his scholars graduated from vocational-technical courses in different schools in the province. In an interview following the March 21, 2014 joint commencement exercises of some 800 successful graduates at the covered court of the Provincial Capitol here, Fortun said he would pursue his scholarship program in cooperation with the Technical Education and Skills Development Authority (TESDA) and public and private educational institutions to equip the youth and poor students with technical and vocational skills to prepare them for jobs here and abroad. The graduates were from the Fr. Saturnino Urios University, Caraga State University, St. Joseph Institute of Technology, Agusan Institute of Technology, Agusan Colleges, Butuan City Colleges, AMA, and PECI here. Earlier, he attended the graduation rites of 200 successful scholars in Las Nieves, Agusan del Norte. The graduates received their respective certificates of completion in courses like computer hardware servicing, book keeping, welding, msssage therapy, bar tending, and

others.

According to the young solon, the primary aim of his program is to enable the young and poor students to acquire sufficient knowledge and skills in their chosen fields as they look for and find jobs. This, he said, would significantly answer the need for skilled workers in the country as well as in foreign shores and address the challenge of increasing unemployment. Fortun said “While the batting average for TESDA scholars is 62 percent or 62 of 100 graduates land jobs, we can do more by providing the graduates all the information for local and overseas employment opportunities. Our country is not only known for our skilled and resourceful workers, but also for their knowledge in English, which is the international language.” The neophyte solon cited Malacca, Malaysia where he attended the Climate Change Conference and Strategic Workshop organized by the Council of Asian Liberals and Democrats on March 1417, 2014. He said Malacca City, declared a UNESCO World Heritage Site since July 7, 2008, is visited by 14.3 million tourists a year and has only 1 to 2 percent unemployment rate. “Most of its citizens have a livelihood to speak of,” Fortun noted. “Attaining a two percent unemployment rate

in our country may be improbable, but a dramatic plunge from its present rate is possible through convergence of efforts on the part of government and the private sector in laborintensive projects, and continuous skills training and education of the youth and the poor. I will pursue my small role in the endeavor by providing my constituents scholarships in education and technical-vocational training,” Fortun said.

ARMM prepares to welcome the signing of the Comprehensive Agreement on the Bangsamoro MARAWI CITY, Lanao del Sur - The Autonomous Region in Muslim Mindanao (AR MM) is preparing to welcome the signing of the Comprehensive Agreement on the Bangsamoro (CAB) between the government and the Moro Islamic Liberation Front (MILF) come March 27 with meaningful activities across the region. ARMM Executive Secretary Laisa Alamia said there will be “a celebration of peace in the Bangsamoro.” Large screens will be set up inside the ARMM compound in Cotabato City so that people can witness the signing as it happens. The region’s officials and employees will also offer

prayers in support to the peace agreement. On the night of March 27, a music and cultural fest will be held at the open grounds of the ARMM governor’s office. Alamia said similar activities will be simultaneously held in each of the five component provinces and two cities of the region. In crime punishment, everybody must be equal A law which eliminates gender bias in adultery and concubinage must be enacted and should impose equal punishment for married men and women found unfaithful to their spouses, a lawmaker proposed. Marital infidelity should remain an illegal act. However, the law should not distinguish when the act of infidelity is committed by the married man or woman. The lady lawmaker’s proposal is on the right track, with herHB 4033 as “An Act amending Articles 333, 334 and 344, of Act no. 3815, as amended, otherwise known as the Penal Code, eliminating gender bias in adultery and concubinage. Article 333 of Act No. 3815, as amended, otherwise known as the Revised Penal Code, provides that a married women can be convicted of adultery for a single act of sexual intercourse with a man not her husband. On the other hand, a husband is liable for concubinage under Article 334 of the Revised Penal Code if he commits any of the following act as specified: 1) keeping a mistress in the conjugal dwelling; 2) having sexual intercourse under scandalous circumstances with a women who is not his wife; or 3) cohabiting with her in any other place. A higher penalty is also imposed on married women who commit infidelity as compared to married men. The proponent cited the declared policy of the State to recognize the role of women in nation-building, and shall ensure the fundamental equality before the law of women and men. The Power of Positive Talking Think a minute… They say, “Love is blind.” So when a guy’s in love with a girl and he wants his family to like her, do you think he’ll say anything bad about her to his family? Would he tell his parents that his girlfriend is stupid? Or that she’s lazy and can’t cook? I seriously doubt it! It’s just the opposite. He points out only his girlfriend’s good qualities to his family. You see, when you’re in love, you’re blind to your boyfriend’s or girlfriend’s weaknesses. And even if you do see their faults, it just doesn’t seem that bad or important. Because after all…you’re in love with that person! You know whom else we need to love like that? It’s our own children. Do you realize that our kids believe the things we say to them? So when you and I tell our children that they’re stupid, lazy, or bad, they really

believe it! With our words, we parents can actually kill any self-confidence our kids have! Because if a child believes us when we tell them that he or she is dumb, weak, or can’t do anything well, then they won’t. That’s just what they’ll become! One of the most important gifts we can give our kids is to love them without conditions and help them believe in themselves. Since whatever our kids believe about themselves is what they are going to become! So when you and I tell our kids that they’re smart, good with their hands, or that they’re good-looking. When we tell them that we will always love them no matter what they do or how they look. When we tell them their good points every day. We’re not giving our kids a big head or spoiling them! Beng calls for renewed fire prevention efforts Z AMB OANGA City Mayor Beng Climaco has aired an urgent appeal for renewed efforts to ensure fire safety and prevention amid the rotational power interruption and the dry season. This, as the mayor expressed deepest gratitude to personnel from the City Fire District Of f ice, t he Volunteer Fire Brigade, Philippine Air Force, Zamboanga City Water District, Aleson Shipping Lines and a l l ot he r g roup s t hat provided waters tankers and volunteered to respond to both the fire incidents in Macrohon Drive, Canelar Friday evening, March 21, and in Upper Calarian Saturday dawn, March 22. Mayor Climaco rushed to the fire scene immediately after learning about the incident in Canelar shortly before 9pm Friday where roughly 100 houses were gutted down with damage estimated to cost P5 million. Citing initial reports, City Fire Marshall Dominador Z ab a la Jr. s aid the incident originated in a bedroom of a twos t ore y s e m i - c on c re t e house owned by Gladys Vergara. The cause of the incident was still undetermined pending further investigation. On the other hand, 12 stalls made of light materials located at the Upper Calarian flea market were also burned to t he g round b arely an hour after the Canelar fire was declared under

control. Damage to properties was estimated at P80,000 while the cause is still undetermined. The Calarian incident was the 14th fire incident for March, which is observed as Fire Prevention Month. “Let us exert all efforts to prevent fire by not leaving lit candles unattended at night and checking possible problems on electrical connections and wiring due f luctuations in power supply,” Mayor Climaco said adding “let us help e ach ot her esp e ci a l ly w it h t he dr y sp el l in t h is mont h of March as we observe the Fire Prevention Month.” On instructions of the mayor, personnel from the City Social Welfare in coordination with the Department of S ocial Welfare and Development and other offices provided relief assistance to the families affected by the fire incidents. As of 11am yesterday, over 50 families were temporarily sheltered at the Canelar Elementary School while 21 families were housed at the Sto. Niño barangay hall. They were all provided with food and clothing. Mayor Climaco has called on all those who would like to help those affected by the fire to send their contributions or donations to Canelar Elementary School and the Sto. Judge held for gun shipment at Zamboanga airport

AMBOANGA CITY - Police held a judge for investigation after a gun cargo she was shipping for Manila was intercepted at the Zamboanga City airport, officials said Sunday. Chief Inspector Ariel Huesca, a regional police spokesman, said the judge, who is based in Sulu province, claimed ownership of the cargo that contained a .380 pistol, a magazine and seven bullets, before it could be sent to Manila through AP Cargo courier. Huesca said the police security at the airport led by Inspector Jose Krispher Abas discovered the gun during a routine inspection and authorities informed the judge, who rushed to the airport and presented her gun license. But her permit to carry the pistol outside her house was expired and is now the basis of the police to hold the cargo and further investi-

gate the judge. The cargo was intended to a fiscal at the Department of Justice in Manila, according to Huesca. “She was supposed to board the Cebu Pacific Flight 5J852, but has been placed under questioning and investigation at the Zamboanga airport,” he said. Just recently, airport police also seized an automatic rifle which was dismantled and concealed in a computer unit sent through LBC Express. also known as “poor man’s cocaine” on March 6. The cargo, which came from Caloocan City, was shipped through LBC Express and bound for Tawi-Tawi, when intercepted during a routine security inspection. It was consigned to Dayang Askali and shipped by Walter Aquino. Tawi-Tawi is one of 5 provinces under the Autonomous Region in Muslim Mindanao in the southern Philippines. Officials said the drugs were hidden with other items in the box when it was discovered by alert airport security. The drugs were passed off as a corn starch. It was not immediately known whether the names of the consignee and its sender are fictitious or not, but police and other law enforcement agencies have began investigating the seizure of the illegal cargo. Authorities were also investigating how the cargo managed to pass through a supposed tight security at the airport in Manila. It was not the first time such drug cargo had been intercepted at the local airport and previous haul yielded millions of pesos worth of shabu and even weapons’ spare parts and munitions. Despite being a small airport, local aviation security personnel have excelled tremendously as one of the best in the southern Philippines.

In January, police security at the local airport intercepted a cargo of marijuana worth over a million pesos after it passed a routine security inspection. The marijuana was concealed in several plastic bags along with coffee and milk powder and bound for the town of Jolo. The cargo, passed through LBC Express, was shipped from Las Pinas City by Abdusahar Albi with Nadzmer Murajam as its consignee. Police made no arrest, but officials said investigation is going on to determine whether the names on the package were fictitious or not. Marijuana is still illegal in the Philippines and listed as among dangerous drugs whose medical usage and sale are strictly prohibited. Just late last year, police arrested two men - Mohammad Daud and Salim Sabtari - who tried to smuggle some 20 kilos of illegal drugs called shabu, also methamphetamine hydrochloride, at the Zamboanga airport. The men were supposed to fly to the capital town of Bonggao in Tawi-Tawi to deliver the drugs in Sabah, Malaysia when it was intercepted. The drugs were hidden in milk boxes when discovered by airport police. Daud and Sabtari arrived on November 7 in Zamboanga City from Manila where the drugs originated. (Mindanao Examiner)

ZAMBOANGA City – Police rescued an 18-year old maid after seeking help from a local radio station claiming she was maltreated by her employers in Zamboanga City in southern Philippines. Chief Inspector Ariel Huesca, a regional police spokesman, said victim has been handed over to the Department of Social Welfare and Development after she was rescued from her employers at a building in downtown Zamboanga. Huesca said the victim, who was recruited by her co-worker in Ipil town in

Zamboanga Sibugay province, managed to send a letter to dxRZ-Radio Mindanao Network which sought police assistance. Policemen, accompanied by the village chieftain Khaizar Sakandal, convinced the victim’s employers to allow her to leave the premises. “Accordingly, she was recruited to work in Zamboanga City by her co-helper. She had been working since March 17 however she could no longer endure the alleged maltreatment by her employers.” “She wanted to go home to the province she came from but they refused telling her to work for few more days to provide her a fare in going back home thus she wrote a letter for help and threw it down to the pavement,” Huesca said in a report sent to the regional newspaper Mindanao Examiner. Group scores increase in electric rates By DAVAO TODAY

DAVAO CITY – A progressive group here called the Department of Energy (DOE) and the Energy Regulatory Commission “useless” amid the intent of a Davao del Sur electric cooperative to its electricity rate. “The Department of Energy and the Energy R e g u l at or y C om m i s sion are useless when it comes to defending the interests and welfare of the Filipino people. In fact, these government agencies are merely being used by power companies to defend their rate hikes,” the militant group, Bayan, said in a statement emailed to news organizations. The group reacted to a television report that the Davao del Sur Electric Cooperative (Dasurceo) would increase its rate by P1.57 to buy power from an independent producer to supply its energy requirements. An earlier news report said that Dasureco signed a supply contract worth P62.91 million with Alsons Energy Development Corp (AEDC) late last month. AEDC would supply 15 megawatts (mw) to Dasureco for three years from its diesel plants in Digos City. The report said that Dasureco has a supply requirement of 42 mw but the supply is currently at 28 mw only. With the new deal, Dasureco would add another P1.57 per

In a Thursday interv ie w over ABS-CBN, Dasurceo General Manager Godofredo Guya said that the deficiency in supply “is not only in our province (Davao del Sur) but this is the entire Mindanao because of the non-operation of Steag power plant, this is coal-fired powerplant, and Agus 1.” “We are thinking of extending the number of hours of curtailment from 4-6 hours,” he said. He said that the measure is “short term becaue the coal-fired power plant of AboitizPower in Davao City will be operational in late 2015 and another coal-fired power plant of the San Miguel Corporation in Malita, Davao Occidental will also be operational in 2016. “We do not want to establish a contract with a very expensive generator because the customers will suffer,” said Guya. Bayan, who is set to stage a protest in front of the DOE office today, also called on junking the Electric Power Industry Reform Act (Epira.) “Ever since EPIRA was implemented, power rates have risen without letup. Under Epira] the government is prohibited from investing in power generation. The price of electricity is completely in the hands of the big companies that lord it over the market,” said Bayan. Wharf workers return 20 cocaine bricks to PDEA 11

AVAO CITY - Barely 24 hours after the discovery of 24 bricks of high-grade cocaine inside a refrigerated container van in Sumifru wharf in Tibungco this city, about 20 cocaine bricks were returned to authorities by wharf employees Sunday.

Mayor Rodrigo Duterte said that the information he received from the Philippine Drug Enforcement Agency 11 is that about 20 bricks were returned by Sumifru employees to the authorities. ‘Participation, understanding twin steps towards peace’ Lanao del Norte -- Active participation and true understanding of its people can be the twin steps to solving Mindanao’s Conflict, be it with the Moro secessionists or communist movement. This is the focus of the month-long activities in Lanao del Norte to achieve peace. “Nobody knows the problem better than the people themselves, and nobody knows the solution better than the people themselves.” An old saying shared by Mr. Musa Sanguila, executive director of Pakigdait Incorporated, an non-government organization, working to achieve peace in Lanao del Norte. The sentiments shared by Pakigdait Inc., which was given the hand in holding the activities by the Provincial Government, through Ordinance No 01-2008, in an effort to realize the annual celebration every March, dubbed as Lanao del Norte Month of Peace. “Panagtagbo sa Kalinaw” is one of the major activities of the 2014 Lanao Month Peace, which comes to reality when three groups came together to show and share their cooperation and support. The participating groups include the provincial gov-

ernment, led by Provincial Governor Mohamad Khalid Dimaporo, the civil and religious societies, the Bacolodnons, along with the third group, the Moro National Liberation Front (MNLF) Border Command from Camp Tomarong, Pagayawan, Lanao del Norte led by Commander Abedin Sanguila. AVAO City -- The regional office of the National Economic and Development Authority ( N E DA ) h a s a d v i s e d businesses with adequate resources to buy power generator sets (gensets), to reduce the impact of the Mindanao power shortage on their operations. Maria Lourdes D. Lim, NEDA regional director, said business establishments that heavily rely on power should find ways to become less

dependent on the island’s power grid considering that summer is fast approaching and the situation could worsen further. “ T he y ( bus i ne ss e s ) should prepare for the power situation to worsen, e sp e c i a l ly n ow, s i n c e summer has already started,” said Ms. Lim. According to her, NEDA and other government agencies like the Department of Trade and Industry have yet to quantify the impact of

the power problem on businesses, days after nearly all of Mindanao experienced a blackout on Feb. 27. Some electric cooperatives in Mindanao have already signified their intention to buy gensets under a program initiated by the Department of Energy. The fund will be in the form of soft loans to electric cooperatives. The Davao City Chamber of Commerce and Industry has yet to complete a survey among its members on the impact of the problem, but

its president, Antonio F. dela Cruz, said the results will be used in coming up with policies that it will submit to the government. D aniel O. L im, chamber executive vicepresident, added that the Feb. 27 shutdown should be investigated and that policies should be instituted to prevent a similar incident from happening again. “The government should find ways to come up with new programs to address the problem,” Mr. Lim told BusinessWeek Mindanao.

The Davao chamber, however, earlier reported that the problem has not resulted in major losses for businesses because the city’s distributing utility, Aboitiz Power Corp.’s Davao Light and Power Co., was able to curb the impact of grid’s power deficiency, which ranged from 100 to 200 megawatts (MW) daily these past few weeks. Although Davao Light announced a one-hour rotating brownout in its franchise area, the power company said that unless

the grid’s deficiency goes higher than 200 MW, it can still ensure that no brownout will take place in the city’s central business district. This is because the company was able to buy all the 42.5 MW from the hydroelectric power plants of sister company Hedcor Inc. in Sibulan, Sta. Cruz, Davao del Sur and another 30 MW from another sister company, Therma Marine Inc. The power distributor also has a 40-MW standby plant.

Petron corporation posts Php 5.1-B income for 2013 Industry leader Petron Corporation posted a Php 5.1 billion consolidated net income in 2013 – an improvement from 2012’s Php 1.78 billion income – on the back of higher sales volumes for its Philippine and Malaysian operations. The company reported a 10% growth in sales volumes for the period reaching 81.5 million barrels from 74.3 million barrels in 2012. The increase can be mainly attributed to the full consolidation of Petron Malaysia in 2013 versus nine months the previous year. As a result, revenues grew by 9% to Php 463.6 billion in 2013 from Php 424.8 billion in 2012. Petron made headway last year not only in terms of income growth but also in its major projects. It maintained its market leadership with an overall share of nearly 37%, driven mainly by its ongoing network expansion program. Last year, the company added more than 200 service stations to its nationwide retail network to end 2013 with 2,200 service stations, more extensive than its two closest competitors combined. In the strategic and highly-competitive Reseller Trade, Petron saw a sales volume growth of over 3%. To complement the retail expansion, the company introduced several products the most notable of which is the Petron Blaze 100 Euro4 - the first premium plus gasoline in the countr y that meets European fuel quality and environmental standards. Meanwhile, the USD 2-billion Refinery Masterplan Phase 2 or RMP-2, the single biggest investment by a Philippine company, is nearing full completion. RMP-2 is a game-changing initiative that allows the full utilization of the Petron

Bataan Refinery’s 180,000 barrels-per-day capacity, therefore enhancing the country’s supply security. It will also allow the refiner y to significantly increase its production of high-value white products (i.e. gasoline and diesel) and petrochemicals. Once finished, Petron will be the only oil company capable of locally producing a full range of Euro-4-compliant fuels. RMP-2 will be in full commercial operation by 2015. In Malaysia, Petron has successfully rebranded over 300 out of 555 stations. The rebranding program is targeted for completion by the end of 2014. Executive Director Jose Luis Oquiñena recently signed the Memorandum of Agreement for the conduct of PDIC’s corporate social responsibility (CSR) program for the rebuilding of homes for the benefit of victims of Typhoon Yolanda. The PDIC-GK partnership will put into action PDIC’s CSR statement of protecting the environment and promoting the balanced development of communities. To kickstart the CSR program, the PDIC is holding “Takbo sa Pagbangon ng Leyte” scheduled on May 4, 2014 at the PNB Financial Center in Pasay City.
