The Cagayan de Oro City Police Office has increased the presence of uniformed officers in public places following the twin bombings in Davao City Monday evening. Police regional director Chief Supt. Catalino Rodriguez Jr. said they remain in full alert with instructions to intensify intelligence gathering. Rodriguez said he has instructed the city and provincial police chiefs around Northern Mindanao to set up more checkpoints. He said the police is coordinating with the Philippine Army as to the investigation in the bomb explosions inside an SM mall cinema

and Gaisano mall cinema in Davao. “We don’t know yet the motive and we do not want to speculate,” Rodriguez said. There were no casualties in the SM mall explosion but some moviegoers in the Gaisano mall were slightly injured. “We do not know the group behind the bombings,” he added. He called on security agencies in Cagayan de Oro

to heighten their preventive measures. He said it was possible that there was laxity in security because moviegoers go through double checking of bags, first at the main entrance of the mall and then at the cinema entrance. City Councilor Ramon Tabor, chairman of the city council committee on police, fire and public safety, said security agencies must totally brief their personnel in searching bags. Tabor said the city government and the police will continue with their peace and order campaign while making police presence felt in public places. According to Maj. Gen. Ricardo Rainer Cruz, Eastmincom chief, the bombs used in the cinema explosions did not contain shrapnel. Cruz said it was possible that the incidents were meant to scare the people or to make it known that the perpetrators are able to use bombs in Davao City. He said those that were slightly injured in the Gaisano explosion have been discharged from the hospital.

UTUAN CITY – One hundred-twenty displaced adults and children are now back to their respective communities from a remote village of this province on September 13, this year.

This, after a series of symposiums, distribution of relief goods and medical consultations done by various concerned agencies at Kauswagan Elementary School in Sitio San Mateo, Brgy Tongao where they temporarily stayed for a while. The displacement resulted from the encounter between the 29th Infantry Battalion and rebels belonging to the Guerilla Front 4A, North Eastern Mindanao Regional Committee of the New People’s Army at Sitio Lamusig, said barangay on September 11, this year. Lt. Col. Virgilio F. Luna, commanding officer of 29IB and Police Sr. Supt. Nerio Bermudo, OIC director of Butuan City Police Office (BCPO), mobilized their troops to support the LGU of Butuan City, particularly the CSWD, CDRRMC and

BUTUAN CIT Y – The Commission on Population (POPCOM) Caraga bared that the Agency is continuously implementing the Philippine Population Management Program focusing on Responsible Parenting and Family Planning. POPCOM-13 OIC Regional Director Alex Makinano said, this is being done by providing accurate and complete information to couples on their fertility needs. “The government respects the right of the couples to decide on the family size they plan to have, and the timing or spacing according to their financial capabilities,” Makinano assured. He added that the Commission is also continuously conducting the Philippine Development Sessions to married couples in the communities (puroks, barangays) to orient them on Responsible Parenthood and Family Planning especially to women with ages 15-49 (reproductive age and capable to bear a child).

"This is also for couples who want to limit pregnancy. Their intention is there but the practice is absent. That's why we have to provide them complete information and it's up to them to choose and decide," he said. It was also learned that 11 women are dying everyday in the country due to pregnancy-related causes. "That's why we have to intensify informed choice and volunteerism among couples especially the women in the choice between artificial and natural family planning," he said. Makinano further said that in every session, POPCOM is giving eight hours of counseling to couples in the communities. As to the provision of contraceptives, Makinano clarified that it is the Department of Health (DOH) that is to provide the commodities like condoms, pills, among others while the commission’s main responsibility is to intensify information, education, communication (IEC), and motivation to married couples. This to me is what is making the Zamboanga City siege where lives had been lost and still counting and so much blood had been shed a very illogical one. The fact is that even Nur Misuari’s pronouncements point to the fact that this adventure of his armed loyal supporters is primarily premised on his ill-feelings toward the Aquino administration for its supposed sidelining of the Moro National Liberation Front (MNLF) in the ongoing peace talks between the government and the Moro Islamic Liberation Front (MILF). While it may be true that the peace agreement between the government and the MNLF is up for review, many observers are of the belief that there is no need for Misuari and his men to resort to armed confrontation with the government just so it gets the latter’s attention. The government is not reneging and has not reneged on its commitments under the peace accord it has entered into with the MNLF hence no need for Misuari and the MNLF to react the way they have reacted now. Besides, no one resorts to taking hostage the government to get concessions and get away with it.

A deeper view Jesse E.L. Bacon II No government will ever allow this because to do so would weaken its ability to rule. Misuari and company know this. For Misuari and his armed supporters to think that the government will offer them the hand of peace after challenging the latter’s ability to rule is pure miscalculation on their part. Think a minute…Do you usually agree with people when they criticize you? Probably not. But just for fun, try it sometime. Agree with the criticism that people might give you. At first, it won’t feel natural or fun because when people criticize us, our natural reaction is just the opposite. We feel hurt like we’re being attacked. So as our blood pressure shoots up, we fire back our own criticism of that person like a counterattack. But think of all the time and energy we waste reacting with anger to criticism. A famous, successful person says: “I’ve learned to take criticism seriously, but not personally.” You see, friend, it just might be true—at least part of it. I don’t know about you, but I’ve got lots of room for improvement. So let’s take all the help we can get, even if it hurts a little, because the truth hurts sometimes. And if part of that criticism of us is simply not true or fair, then just take the part that is true and do something about it. Let it change you and make you a better person. Make it work for you to your advantage. As they say, “Spit out the bones and keep the meat.” It will make you stronger in your character. We can all assume, for the sake or argument, that Enrile, Revilla and Estrada may have really directed the release of their pork barrel allocations, in the aggregate amount of P581 million, to the non-existent nongovernment organizations, but that did not guarantee the release of the funds at all. It was the Office of the President and the Department of Budget and Management which ultimately released the money. -ooo OP & DBM EQUALLY LIABLE FOR PORK BARREL SCAM? Does not that make the Office of the President and the Department of Budget and Management equally liable for the plunder and malversation that are being attributed to Enrile, Revilla and Estrada? Yes, indeed, that makes them equally liable, because it is the release of the money, as ordered by the Office of the President

After a two-year thunderous relationship, the U.S. and China seem to start warming up to each other. Not only did the two countries’ defense chiefs meet in Washington DC, Defense Secretary Chuck Hagel extended an invitation to China to participate in a joint naval exercise! And in a gesture of openness, Hagel showed Chinese Defense Minister Chang Wanquan the nerve center of the North American Aerospace Defense Command (NORAD), which is also known as the American strategic nuclear counterattack forefront. This is where the military’s top brass would operate in the event of a nuclear war with China or any other nuclear-armed country. Located inside a humongous bunker carved out of the Cheyenne Mountain in Colorado, not a lot of foreigners have been invited inside, let alone the Chinese defense minister. Indeed, Chang’s American hosts treated him royally. He could have reciprocated by just being polite. That would have been the right thing to do. Instead, he went on the offensive during a three-hour bilateral meeting with Hagel on August 19, 2013 in Washington DC. In an AFP news report titled, “China will defend seas,” last August 21, Chang was quoted as saying: “We always insist that related disputes be solved through dialogue and negotiation.” That’s a nice and friendly opening. But what followed next was a strongly worded statement, to wit: “However, no one should fantasize that China would barter away our core interests, and no one should underestimate our will and determination in defending our territory, sovereignty and maritime rights.” Clearly, his remarks were directed at Japan, Vietnam, and the Philippines who are embroiled in territorial disputes with China. Nevertheless, Hagel invited China to participate in an anti-piracy naval exercise in the Gulf of Aden, which was held the weekend of August 24. China was also invited

to take part in a major US naval exercise in 2014, which makes one wonder why is the U.S. suddenly cozying up to China? This is a big error on their part because even if the government is willing to talk peace with them, it has to prove to all and sundry first that it was not cowed down by any group or force to sit down in the negotiating table. The government has a position to protect and promote and that is its ability to impose its rule or will even to armed groups challenging it. The truth is that this is the reason why the country has to maintain a posture of aggressiveness in our dispute with China even if we know we are no match to that country because doing otherwise will undermine the government’s authority and ability to rule and impose its will. This is something that Misuari and his armed group must have terribly missed or miscalculated when it challenged the government’s authority through armed confrontation in Zamboanga City. Now that they are on the defensive, they want to talk peace with the government whose authority they challenged and defied. This is not the way to do things. The path of peace is a two-way path. You can’t expect the government to always give in especially after pushing the government to the wall. This is exactly what is happening in Zamboanga City now. To give peace another chance under the circumstances demands that the challenger should lay down their arms first. This is required by the conventions of governance because no one should expect the government to surrender first to the challenger so that peace can be discussed. This is the situation in Syria now. Peace talks can never be had in that country until the rebels lay down their arms if they have still not reached a critical mass in their fight against the government. But if they have reached that critical mass already, then there would not be any need anymore for them to lay down their arms so they can negotiate a peace settlement with the government, if they are winning. Frankly, Misuari and his group are in the disadvantage. Yes, they can inflict trouble on the government but they still don’t have the capacity to topple it down. So under this factual condition, the ball is now on their court whether they want a peace settlement by laying down their arms first. They should never imagine that the government will lay its arms first before they do because that is asking for the sun. More lives will just be wasted if Misuari and his group will insist on their folly. Retreat does not necessarily mean surrender. 3 soldiers killed, 10 wounded as 150 hostages rescued Three soldiers were killed while another 10 were wounded during the successful operations in the last 18 hours in rescuing more than 100 hostages in Zamboanga City. "Three soldiers paid the ultimate sacrifice to rescue the hostages. Ten other soldiers were injured in the tug of war for the hostages," 7th Civil Relation Group commander Major Harold Cabunoc said on his Twitter account. He added that while soldiers used selective fire in dealing with the Moro National Liberation Front (MNLF) to protect the hostages from stray bullets, the MNLF used automatic gunfire against them. "We want to protect the hostages even from our own bullets during the firefight. We are ready to face the risks to end this conflict," Cabunoc pointed out. For his part, Philippine National Police (PNP) chief Director General Alan Purisima said at least 120 hostages had been rescued Tuesday. Purisima said this brought to 150 the hostages rescued so far, even as efforts to get the other hostages are continuing. (PNA)

Sufficient standby-funds to sustain rising number of evacuees assured Department of Social Welfare and Development (DSWD) Secretary Corazon J. Soliman Tuesday assured enough assistance for the more than 80,000 individuals temporarily sheltered in the evacuation centers in Zamboanga City. According to Secretary Soliman, there is no truth that DSWD’s fund is insufficient and it is not able to extend the needed assistance to some affected families in other evacuation centers. “I want to make it clear that the DSWD has sufficient standby fund for the victims. We still have enough rice supply given by National Food Authority (NFA). There are enough food supplies that can feed three times a day the rising number of evacuees,” Soliman stressed. She made the clarification in an answer to some critics who are insisting that the department has no enough food supplies to continue feeding the displaced families and is asking for “donation” to replenish its fund. According to Soliman, even if DSWD has enough fund to sustain the feeding, there are still a great number of non-governmental or-

ganization (NGOs) and other civil society organizations (CSOs) that are extending assistance to the evacuees which the DSWD cannot refuse. “There are many people with good hearts that desires to give assistance and alleviate the pains of the displaced families suffering from the conflict. They see the situation as an appropriate moment to help that is why we cannot close our doors for them,” the DSWD chief added. She said that some media foundations also helped in extending assistance to the evacuees in some small evacuation centers too. She said that in ensuring that enough food supplies are being extended to the rising number of evacuees, the DSWD has partnered with local food providers or suppliers in Zamboanga City to facilitate the timely distribution of cooked foods for the evacuees especially to elder persons, pregnant and lactating mothers and children. She added that DSWD is doing its best to ensure that these displaced sectors' welfare are properly address by ensuring that they are given enough food while the eight-day armedconflict is not yet settled.

She also added that they also set-up day care centers for children, women-child friendly space and stress debriefing session. “Play sessions are conducted in the day care centers where children are provided by social workers with art materials as a way to enjoy, express themselves and at least remove their stress and trauma brought by the conflict,” Soliman said. “ The Department of Health (DOH), Philippine Red Cross, and Philippine Charity Sweepstakes Office (PCSO) teams are also here and combined forces with local medical staffs of Zamboanga in ensuring also that evacuees health conditions are check and monitor,” she added. To date, 16,533 families with 82,106 people are affected in the Zamboanga armed conflict, where about 67,000 are sheltered in different evacuation centers. More than 50,000 of the evacuees are currently staying at Joaquin F. Enriquez Sports Complex or grandstand and being served with food three times a day. About 23,000 of these evacuees are being sheltered in other different evacuation centers. (PNA)

This would provide interoperability of US and Philippine forces to deter aggression or intrusion into Philippine territory. Given this scenario, China’s military leaders would think twice before they’d attempt to intrude into Philippine territory. Obama visit It was announced the other day that US President Barack Obama will visit Indonesia, Brunei, Malaysia, and the Philippines from October 6 to 12; the same countries Hagel visited last August. It’s interesting to note that since Obama assumed the presidency in 2009, he had made several trips to the Asia-Pacific region but the Philippines was never on his

itinerary. For some reason, the Philippines didn’t seem to have a significant role in the geopolitical game in Asia-Pacific. Or, could it have been a subtle message that Uncle Sam didn’t appreciate what the Philippines did in 1992; that is, kick the US bases out? Whatever the reasons were, the nightmarish threat of Chinese encroachment of Philippine-held islands in t he Sout h China Sea is enough for Philippine President Benigno Aquino III to run to Uncle Sam for help! It did not t hen come as a surprise when Wang Guanzhong, a senior officer of China’s People’s Liberation Army (PLA), reportedly warned visiting US Defense Undersecretary James Miller that the US should handle issues “appropriately” to avoid damaging “mutual strategic trust.” “These issues should not become a problem bet ween China and the United States, and China hopes that the United States does not become a third party in these issues,” Wang said. In short, what China was telling the U.S. is: “Stay out of my way.”

2020 timetable In an article published a few months ago in the Want China Times titled, “China to take Second Island Chain by 2020,” it said: “In 1982, Admiral Liu Huaqing, the former commander of the PLA Navy and the mastermind of China’s modern naval strateg y, said that it would be necessary for China to control the First and Second Island Chains by 2010 and 2020. The PLA Navy must be ready to challenge US domination over the Western Pacific and the Indian Ocean in 2040. If China is able to dominate the Second Island Chain seven years from now, the East China Sea will become the backyard of the PLA Navy.” If China succeeds in breaking through the First Island Chain and takes control of the Second Island Chain, the entire Western Pacific waters would become “Lake Beijing.” And in the midd le of t his “ la ke” is the sea-locked Philippines, isolated from the rest of the world. Mayor Duterte orders tighter security after cinema blasts Davao City Mayor Rodrigo Duterte ordered a tighter security in all public places in the city following the blasts that occurred inside two mall cinemas at 9:03 pm and 9:25 pm Monday night. Speaking in a press briefing before a command conference with security forces Tuesday, he said the possible motive of the blasts could be hate or just a mere political statement. He called the blasts as acts of terrorism because of the use of improvised explosive devices. Duterte said the blasts were designed to merely scare people due to the loud explosion created which could be heard even outside the mall premises. No one was hurt in the first explosion at the SM City Cinema One along Quimpo Boulevard while five persons were treated for hearing impairment following the second explosion at Cinema 5 at the Gaisano Mall along JP Laurel Avenue. Duterte said they are still waiting for the result of the post-blast investigation being conducted by the Scene of the Crime Operatives. He also urged mall operators to beef up the security within their respective premises or closed shop if they cannot comply with the security requirement. Duterte stressed the mall management is responsible for the security within its premises. “Movie houses in malls must provide adequate security. You have to invest on your security measures. The government cannot provide its own manpower-resources as your security since it is against the anti-graft and corrupt practices law,” he said. Duterte also declined to blame the incident to any group. He confirmed that Nur Misuari, chair of the Moro National Liberation Front, called

him up denying any involvement of his group to the incident. Senior Superintendent Ronald de la Rosa, director of the Davao City Police Office, said the explosions indicated the use of high explosives, which could still maim victims even without the use of shrapnels. He said the IED at the SM City Cinema One was planted at seat No. 6 of the ninth row while the IED at the Gaisano Mall also exploded on a chair inside Cinema Five. De la Rosa said several parts of a cellular phone were found in the crime scene. “The explosions though designed to sow alarm and scare could still hurt anyone by simply looking at the disfigured chairs and a portion of the ceiling ripped by the blast,” De la Rosa said. As of press time, post-blast investigators were still scouring the two separate crime scenes. De la Rosa said his investigators are also studying the closed circuit camera footages of the two malls. “I urged everyone in the city to continue to be very vigilant and to keep calm,” he said. Major General Ariel Bernardo, commander of the 10th Infantry Division also ordered the deployment of mobile checkpoints to do security checks in all urban centers under his area of jurisdiction. He said the heightened alert after the Cagayan de Oro bombing incident and the Kadayawan Festivities has not been lifted, especially with the current Zamboanga City siege and the continued terror threats. Bernardo said visibility of security forces is very important as deterrent to lawless elements. “We are not taking things lightly. Misuari-led MNLF faction cleared over explosions Mayor Rodrigo Duterte has cleared the participation of the members of the Misuariled Moro National Liberation Front (MNLF) faction on the twin explosions Monday night inside cinemas in two malls here. Duterte personally called Nur Misuari Tuesday morning through mobile phone and was assured that his men were not involved in bombing attacks. “I am convinced of his assurance. The MNLF has nothing to do with the incidents. And I believe that

there is a third force which is behind this,” he said. Earlier, MNLF-Davao City chair Rolando Olamit has denied his group was behind the bombings, saying they could not do it because they fully supported the peace and order program of Duterte. Olamit, who went to the bomb site at Gaisano Mall at 12:30 a.m. Tuesday, said a third party was out to make the situation to be shaky. Duterte said as of this posting time, investigators have still no leads on the identities of the suspects and

their motives. “We are still waiting for the post-blast investigation. The EIDs used should still be determined,” he said. He ordered all law enforcement agencies during a command conference to augment security measures, especially on the frisking of baggages and body check in all public places. “This is my order to them and I am asking you to cooperate. Shelvey in the spotlight as Liverpool go top Swansea City midfielder Jonjo Shelvey took center stage against his former club as Liverpool returned to the top of the Premier League with a 2-2 draw at the Welsh club on Monday (Tuesday, PHL time). Shelvey scored Swansea’s opener and created their second but his two shocking passes set up both goals for Liverpool who moved a point clear of Arsenal and Tottenham Hotspur at the top of the table. “I thought for the first 65 minutes we were very, very good with and without the ball. We had to show character after going behind so early,” Liverpool manager Brendan Rodgers told Sky Sports after the match against his former club. “This will be a really big point for us.” Shelvey, who joined Swansea for 5 million

pounds ($8 million) from Liverpool in July, gave his new team the lead after two minutes when he swept a shot into the net at the second attempt from six meters. But two minutes later his weak back pass was pounced on by Daniel Sturridge who fired the ball past goalkeeper Michel Vorm for his fourth goal in four games this season. Another loose pass by Shelvey after 36 minutes was easily picked off by Victor Moses and the winger, onloan from Chelsea, broke forward and slotted the ball past Vorm from the edge of

the area. Shelvey’s deft header set up striker Michu for Swansea’s equalizer after 64 minutes and the home side, 13th in the standings with four points from four games, looked more likely to snatch a winner in the closing stages. “The way we came back in the second half was excellent. It was a really difficult first half, after having the best start of all,” Swansea manager Michael Laudrup said. “The goals came from huge mistakes. But that is part of the game. “We got the equalizer, and in the end it was a very good point for us on a night which could have gone wrong for us with some of the things we did wrong in the first half.” - Reuters

Manchester City must not take Plzen lightly, says Pellegrini Big-spending Manchester City must not underestimate little-known Czech opponents Viktoria Plzen in Tuesday’s (Wednesday, PHL time) Champions League opener, said manager Manuel Pellegrini. The Chilean, who led debutants Malaga to the quarterfinals earlier this year, is in his first campaign at the Etihad Stadium and wants to improve on last season’s performance by City who failed to reach the knockout stages. “It would be a big mistake to think that playing a team with less history

in Europe would be easier to play,” Pellegrini told the club’s website on the eve of the Group D fixture against the Czech league winners in Plzen. “Last season when the draw took place AC Milan and Zenit St Petersburg were happy to be drawn against Malaga and they felt they’d already qualified for the next round.” Pellegrini, who also led Villarreal to the semifinals in 2006, was given some words of advice by former Manchester City manager Mark Hughes at the weekend.
