TUBAY, Agusan del Norte–– Suspected New People’s Army (NPA) rebels raided at around 1 a.m. Saturday a mining firm here, burning four dump trucks, destroying machineries and seizing the firearms of security guards, the military said. A report from the 402nd Infantry Brigade said the heavily armed men overpowered the guards of Philalstron Mining Corp., which is located in Purok 4, Barangay Tagmamarkay. Aside from the burned dump trucks, 1Lt Joe Patrick Martinez, 402nd civil military officer, said the suspects also put on fire a

motorcycle and a laboratory facility of the mining firm. They also destroyed two bulldozers by strafing them and took away three shotguns, seven assorted handguns, a handheld global positioning system, a camera, two laptops and four Motorola handheld radios, he added. Martinez said the suspected communist guerrillas were armed with AK-47 rifles, among other firearms, based on the empty shells recovered from the scene. Supt. Several entertainers in Oro bars have no health permits CAGAYAN de Oro City––An inspection of girlie bars and drinking joints here Friday night by police and local officials revealed that many entertainers were working without the required health permits. The city-wide crackdown also targeted establishments operating without business permits and drinking joints selling beer to minors.

One person was arrested for alleged direct assault on the inspecting police officers and officials but later released. “At the moment we are issuing violation citations to all the establishments. In our next sweep, we will be conducting arrests,” Councilor Eric Salcedo of the Regulatory Complaints Board said. Salcedo said the establish-

ments have a week to comply with the business permit requirement and other public documents. Police officers, officials from the City Treasurer’s Office, City Health Office, and City Social Welfare Department swooped on drinking joints along Corrales Avenue in this city. They also targeted strip and girlie bars along Capistrano Street, which has become Cagayan

de Oro’s premier red light district. City Information Officer Maricel Casino Rivera said that of the 35 drinking joints inspected along Corrales Avenue, only five were found to have business permits. Rivera said 30 bars were found operating without business permits issued by the city government. “The city lost P80,000 to P100,000 in permit fees a year,”

she said. City social welfare chief Teddy Sabugaa said most of these bars were found selling beer and slushy drinks to minors and many of these establishments have unclean and unsanitary comfort rooms. “The comfort rooms of these bars are smelly, dirty and filled with roaches,” Rowena Yu of the City Health Office said. sports camp offers swimming, basketball, soccer, volleyball, lawn tennis, taekwondo and aquathlon (a combination of running and swimming). The activity will be held from April 7 to May 2 3 and re g ist r at i on is ongoi ng at t he Pel a e z Sports Center Management Office. Sabal said the seven

events were chosen after consulting with the youth and their parents who frequently use the sports center. He s ai d t h is sp or t s program for the youth was implemented to help the youth in doing physical exercises rathern than spending all their time on computers. The trainers for each event are accredited in their respective sports not only locally but also nationally. Sabal said the participants can get more out of this program compared to other summer sports clinics because the fees are lower and the training sessions are more. For soccer the head trainer is Percy Guarin with 12 sessions per batch.

Registration fee is P2,000 per athlete inclusive of trainer’s fee, camp t-shirt, camp certificate and facilities usage fee. For basketball there will also be 12 sessions with a registration fee of P1,500 per athlete inclusive of trainer’s fee, camp t-shirt, free basketball, camp certificate and facilities usage fee. For swimming the head trainer is Alice Sayosay wit h 12 s essions for a reistration fee of P2,000 per athlete inclusive of trainer’s fee, camp t-short, camp certificate and facilities usage fee. For lawn tennis, Bobby Saarenas is the head trainer. Twelve sessions will have a registration fee of P1,500 per athlete inclusive of trainer’s fee.

BUTUAN City––Market demand for safe, organically-grown products are increasing due to people’s growing concern for health and wellness. Spread Organic Agriculture in the Philippines (SOAP), in collaboration with the Department of Agriculture Regional Field Unit 13 and Agricultural Training Institute (ATI) in

Caraga recently organized a free seminar on Raw Food Preparation aimed at introducing new and healthy meals using organicallygrown products. In a lecture and workshop, Lakapati Basa, a certified gourmet raw vegetarian chef and her husband, Alvin, brought their “pop-up kitchen” to the newest mall here and shared how to prepare simple plant-based meals. According to the Basa couple, consumption of

organically-grown food is a great way to reduce exposure to contaminants commonly found in foods grown through conventional agricultural practices. These contaminants include not only pesticides classified as potential cancer-causing agents like heavy metals such as lead and mercury, and solvents like benzene and toluene. Minimizing exposure to these potential toxins is important to health, they said.

nutrition as well. She said “a lot of what is needed can be grown in our own backyard and make available plantbased nutrition to everyone.” More than 30 participants learned new techniques and innovations in meal preparation during the affair. “The free seminar on raw food preparation is a good avenue to try new recipes that I can offer to my dad who

How to ensure agricultural productivity and food security To ensure our country’s food security, the only option is to maximize agricultural . New technologies on soil and water conservation must be applied by concerned government agencies, and an up-to-date approaches for sustainable land management is the order of the day.The recent approval of the “Soil and Water Conservation Act of 2013”, contained in HB 2000, by the Committee on Agriculture and Food and, recently by the Committee on Appropriations is a great development for this concern. According to its proponent, the re-filed bill aims to promote soil and water conservation technologies and practices through the National Soil and Water Conservation Program, with local government units and marginalized farmers in rain-fed uplands as primary target sectors. Under the program, environmentfriendly rainwater harvesting structures will be constructed in the middle and upper reaches of the uplands and watershed with predominantly rolling to hilly topography. The depressions and small inland valleys in these areas can be harnessed for small water reservoir development which would then be utilized by poor upland farming communities for agricultural production. The proposed program will also include watershed protection, development and management as major components. Concomitant to water conservation activities are soil conservation activities. There are various soil conservation measures that could

Editorial be implemented in the uplands to protect the environment while attaining agricultural productivity. These will reduce the risks of natural disasters and enhance the adoption mechanism of farmers and communities to climate change. Moreover, it will also enhance food security, improve farm household income, protect resource base and/ or environment and prepare the community against the threats of an upcoming natural calamity, according to the measure. Sustainable upland development is one of the priority thrusts of the government under Executive Order 606 (Pursuing Sustainable Upland Development Anchoring on Food, Wood and Non-Wood Security and Economic Productivity). Rainwater harvesting can contribute to the attainment of sustainable upland development by involving local communities who will manage and maintain both the rainwater harvesting systems and the local watersheds, which are important in recharging ground and surface water that will feed into the water impounding dams. It can be noted that our country has an average annual rainfall of about 2,4000 mm which is enough to meet the annual water demand for crop production. However, this amount of rainfall is not evenly distributed throughout

the year in most parts of the country. In some areas, there is too much rainfall, resulting in excessive surface run-off, severe erosion, siltation of rivers, and flooding during the rainy season. And in other parts of the country, there may be too little to provide a sustained base flow to support crop production especially during the dry season, particularly in the upland areas. The situation is further aggravated by the continuous degradation of watershed, subjected to various forms of degradation such as indiscriminate logging and slash-and-burn practices (kaingin). These resulted in the loss of forest cover from 17 million hectares in 1934 to only about 5.33 million hectares in most recent estimates in 2003. If only properly managed, watersheds can provide a continuing flow of water to a particular water body (river, creeks and streams) and to man-made “water use outlets” like dams, irrigation systems, or water supply take off points. It is deplorable that about 45% of the arable lands in the country have been moderately to severely eroded, triggering the movement of subsistence farmers to marginal lands with the hope of meeting their day-to-day food requirements. Approximately, , 5.2 million hectares are severely eroded and 8.5 million hectares are moderately eroded resulting in 30-50% reduction in soil productivity and water retention capacity which could result to drought and other water-related problems.

A lawyer in mother nature I ADMIRE people, who take of our environment. I admire, especially politicians in this country, who do so. However, there should be a law that appointed officials who are not performing good after one years of his office be removed immediately. Replacement to the vacated post will be a deserving Ustadj, Islamic religions leaders, chieftain of the Lumads, Christian priests or even untainted Media personalities. In addition, prospective appointees must swear in to the Holy Koran to do their best. But if they commit graft and corruption and

other grave offenses they will be considered an enemy of the Bangsamoro people. Appointments of officials of the Bangsamoro Government is the best method for Mindanao’s lasting peace, progress and development to avoid chaos and disturbances. In the event that the identified areas of the Bangsamoro will likes vote for yes during the plebiscite to be held in few months time as President Aquino wanted to be, then election will follow. However, there is still enough time to scrap the election and somebody have to whisper to the ears of President Aquido for the eradication of election in the Bangsamoro Government. Actually, to summarize the situation, it was the “fault” of the previous government peace negotiators! The GRP peace negotiators knew that trouble will always happen during election in the Muslim-dominated areas, but they kept silent on the issue. Instead they concentrated on the unpopular MOA-AD which GRP Commissioner Rudy Rodil was embarrassed and could not answer properly the series of questions thrown to him by the Iligan City Councilors during the Session at Iligan City Hall. I agree with the late former Comelec Commissioner Heidi Yorac to scrap the election in the Muslim areas. She told this Columnist two decades ago in Ayala Hotel, Marawi City, saying “Muslim candidates prepare to die rather than accept defeat.” She added that violence will happen before and after elections and the Comelec will have a difficult time to settle the conflict amicably. Yorac was right! Her statements came out true. I had been a news reporter for the last 25 years in the two Lanao provinces and like Yora, I have observed and witnessed that in every election, there is no clean, honest and credible elections in Lanao. Suspect in kidnap of gas station owner's son captured in Zamboanga province

IPOLOG CITY – Police arrested a 25-year old man implicated in the kidnapping of a son of a gas station owner in the southern Philippine province of Zamboanga del Norte, officials said on Sunday.

Inspector Dahlan Samuddin, a regional police spokesman, said the suspect – Omar Wahab – was captured in the village of Bucana in Siocon town where kidnappers seized Michael Kho, 27, at the family’s Petron gas station on April 2. He said Wahab is being interrogated by the police after witnesses pointed to him as one of those who acted as lookout during the kidnapping. “As a result of continuous manhunt operation, p ol i c e ar re ste d O mar Wahab,” Samuddin said. “He was positively identified by eyewitnesses as

Duterte: I will rebel vs my own gov’t

avao City Mayor Rodrigo Duterte again shot down calls from a local movement campaigning to endorse him for the presidency in 2016, and said he would rather run a revolutionary government.

In his regular Sunday program, Duterte said he and the public would only share the same frustrations if he becomes president of the status quo. “Assuming I will be president and things are status quo; there will still be Congress and Civil Service, the Human Rights (Commission) and Ombudsman. Now with this Congress, you have to beg and make horse-deals with them. You’ll be wasting your money paying me for six years where I can not make any meaningful change. I would just curse my way for six years,” Duterte said. The mayor reacted after the Duterte for President Movement, organized by some barangay captains in the city, has reportedly gathered three million signatures from their campaign in this

city that has spread towards neighboring provinces such as Davao del Sur. Duterte’s name has been cropping up in the 2016 presidential race which is now seen as a two-way fight between Vice President Jejomar Binay and Interior and Local Government Secretary Mar Roxas, who has the backing of President Aquino’s ruling Liberal Party. But Duterte said if he could have his way, he would do what the late President Cory Aquino did. “If I’m the president, I will rebel against my own government. Like Cory, I will set up a revolutionary government. I may not be as popular as Cory. But if you want me, this is what I will do. I’ll shut down everything and start from scratch,” the mayor said.

He said he would privatize the Bureau of Customs, the agency recently sighted by the mayor over incidents of rice smuggling and cocaine. He also said to prevent corruption, he would bring along his practice of “streamlining” or distribute the government budget to agencies to ensure better performance. “I will not keep the money. I would double the salaries of the police, the generals. But I will tell them to work and do things right, or else I’ll shoot them,” he said. Duterte’s popularity has been fanned on social media, where netizens across the country heaved admiration for the mayor’s stance against crime and corruption, which they said has kept Davao City safe. The mayor also gained national attention during his Senate hearing testimony where he repeated his threat to kill rice smuggling suspect Davidson Bangayan, and on last year’s killing of suspected

kidnappers in the city. But Duterte knows he has his share of critics from media and the Commission on Human Rights for alleged failure to uphold human rights of criminals. “You libertarians, supporters of Cory, you may say I don’t uphold democratic values. But I tell you, I’m doing this for the sake that there will be democratic values,” he said. Duterte also took a swipe at his critics. “You just give lip service. You know very well people are suffering, and not getting much from government,” he said. Duterte asked his critics to come to Davao and see how the city has fared in economic growth under his term. “You come here in Davao, where you have the highest employment rate compared to other countries, even ambassadors such as from Mexico told me this. Aris Francisco said rebel forces captured Sergeant Jeric Bucio Curay at a checkpoint in the village of Andap in Compostela Valley’s Laak town on April 4. Curay, a member of the 72nd Infantry Battalion, was travelling on a motorcycle when he was captured. Francisco, whose group operates in the provinces of Compostela Valley, Davao and Agusan, said the soldier is currently being interrogated to determine his involvement in “counterrevolutionary and anti-people” activities in Laak town. “Consistent with its practice of lenient treatment towards POWs, the NPA custodial force ensures the safety and security of POW Curay as he undergoes an investigation

ARMM Balik-Kalikasan program reactivated to plant over FDC Misamis and LGU Villanueva grow trees together 800k trees for 2014 CAMP IRANUN, Maguindanao, April 6 (PNA) -To save its remaining forest covers, the Department of Environment and Natural Resources–Autonomous Region in Muslim Mindanao (DENR-ARMM) reactivated on Saturday a massive tree-planting program that targets to plant 883,000 trees across the region this year. The advocacy, aptly dubbed “Balik-Kalikasan,” was spearheaded by the DENR-ARMM, with the Army’s 603rd Infantry Brigade (IB) based in this camp, as partners in the planting of 1,500 tree seedlings. Over 100 other environmental advocates, including members of the Cotabato media, also joined the activity. This camp, situated at the heart of Barira town, is the former main bastion of the Moro Islamic Liberation Front (MILF) called Camp Abubakar that fell into government hands in 2000 during the height of the all-out military operation against Moro insurgents by the then Estrada administration. More than a decade after its fall, this former rebel fortress has transformed into a center of a greening program by the government, with the 603rd IB watching over the sprawling forest cover straddling the 32,000-hectare BariraBuldon-Matanog expanse. The MILF, meanwhile, is currently nearing completion of a comprehensive peace deal with the administration of President Benigno S. Aquino III. “We would be planting mahogany, antipolo, rubber and coffee seedlings this year in the region,” DENR-ARMM Secretary

Kahal Kedtag said. He added that his office has a pending P300-million budget proposal before the DENR headquarters in Manila for this year, some five times bigger that the 2013 budget of P49 million. “There is barely a 20 percent forest cover left in the entire region and our plan is to at least increase it to 30 percent this year,” Kedtag said. FDC Misamis Power Corporation has started fulfilling its commitment towards greening the environment by holding a tree-growing activity last April 4, along a newly-constructed road stretching from barangays Imelda to Kimaya in Villanueva. Done in partnership with the Municipality of Villanueva, around 250 hardwood and fruit-bearing saplings were planted in initial fulfillment of FDC Misamis’ commitment to grow trees where feasible, all throughout the municipality. PDIC: EIB depositors have until April 28 to file their deposit insurance claims

he Philippine Deposit Insurance Corporation (PDIC) advised depositors of the closed Export and Industry Bank (EIB) to file claims for their insured deposits. Insured depositors of EIB have only until April 28, 2014 to file their deposit insurance claims. According to Republic Act 3591, as amended (or the PDIC Charter), depositors have two years from date of bank closure to file their deposit insurance claims. The Monetary Board placed EIB under the receivership of the PDIC on April 26,

2012. According to PDIC, claims for a total of 10,673 accounts repres ent ing P196.86 million have yet to be filed by depositors as of March 31, 2014. As of March 31, 2014, the state deposit insurer has paid a total of 37,508 accounts amounting to P2.18 billion representing deposit insurance claims of EIB depositors. Insured depositors are entitled to a maximum deposit insurance coverage of up to P500,000. The PDIC explained

Deposit insurance claims may be filed either personally or through

Claimants who are not the signatories in the bank records are required to submit an original copy of a notarized Special Power of Attorney (SPA). In the case of a minor depositor, the SPA must be executed by the parent. The procedures and

requirements for filing deposit insurance claims are posted in the PDIC website, www.pdic.gov. ph.
