dismissal from service if found “bullying” hospital patients. “I urged patients who might be victims of bully i ng by ho spit a l p e rsonnel to immediately rep or t t he incident to the provincial governor’s office for prompt action,” Emano said. Emano issued the stern warning after heari ng re p or t s t hat s ome health workers have the propensity of maligning and insu lt ing p at ients while being confined in hospitals. The provincial government manages eight public hospitals in Misamis Oriental. These hospitals deliver the provincial government’s basic health ser vices to patients from all walks

of life, especially the poor, Emano said. Although the provinc i a l g o v e r n o r ’s o f f i c e has yet to receive compl ai nt s f rom p at i e nt s , let the health workers be warned that the provincial government will seriously act on future complaints, he said. Of course, the provincial government will conduct a thorough investigation of cases arising from these complaints. The case would be treated administratively and could lead to suspension or summar y dismiss a l of those found liable of the offense, Emano said. He said that the warning covers all health workers – be it doctors, nurses, and the hospital rank-and-file workers.

Congress to kill cases vs. ‘Pinoy’ By CRIS DIAZ Executive Editor

CAGAYAN de Oro City–– The Congress would close ranks to kill the impeachment against President Benigno Aquino III, Rep. Rufus Rodriguez of Cagayan De Oro City, said on Thursday. Rodriguez made the statement saying that the three impeachment filed against President Aquino were premature since the Supreme Court (SC) has yet to rule on the Motion for Reconsideration filed by the President. The Supreme Court held that the Disbursement Acceleration Program (DAP) of the Chief Executive amounting to more than P 1 billion was illegal and unconstitu-

tional. Aquino has filed a motion for reconsideration asking for the reversal of the SC ruling. Rodriguez said that after President Aquino fully explained the DAP and its basis under Sections 39, 49 and 56 of the Administrative Code, the Congress will close ranks behind him. He said that the Administrative Code provides a uniform interpretation of past presidents on the power to realign savings for worthy projects to spur economic development which are done in good faith such as the DAP.
