Emano issued the stern warning after heari ng re p or t s t hat s ome health workers have the propensity of maligning and insu lt ing p at ients while being confined in hospitals. The provincial government manages eight public hospitals in Misamis Oriental. These hospitals deliver the provincial government’s basic health ser vices to patients from all walks

Congress to kill cases vs. ‘Pinoy’ By CRIS DIAZ Executive Editor

CAGAYAN de Oro City–– The Congress would close ranks to kill the impeachment against President Benigno Aquino III, Rep. Rufus Rodriguez of Cagayan De Oro City, said on Thursday. Rodriguez made the statement saying that the three impeachment filed against President Aquino were premature since the Supreme Court (SC) has yet to rule on the Motion for Reconsideration filed by the President. The Supreme Court held that the Disbursement Acceleration Program (DAP) of the Chief Executive amounting to more than P 1 billion was illegal and unconstitu-

tional. Aquino has filed a motion for reconsideration asking for the reversal of the SC ruling. Rodriguez said that after President Aquino fully explained the DAP and its basis under Sections 39, 49 and 56 of the Administrative Code, the Congress will close ranks behind him. He said that the Administrative Code provides a uniform interpretation of past presidents on the power to realign savings for worthy projects to spur economic development which are done in good faith such as the DAP. WHILE expressing full support to the Cagayan de Oro City Police Office (COCPO), Councilor Ramon Tabor, chair of the committee on police, fire and public safety called on the local police office to go double time in efforts to maintain the city’s peace and order situation. This, in the wake of robbery cases in the city such as the SM heist on Tuesday, at the E-games along JR Borja last July 21, and other incidents. Two more incidents were reported this morning, said Councilor Alden Bacal. According to Councilor Tabor, there are also threats in relation to the Bangsamoro Framework Agreement, which will affect the peace and order situation in Mindanao. Councilor Tabor called on the COCPO to strengthen

police visibility, conduct random checkpoints and undertake other measures especially during the upcoming city fiesta. He said barangay police should also be tapped to work with the COCPO in their respective areas of jurisdiction. Tabor cited that outposts, which are well lighted and provided with proper communication and mobile facilities should be established. The committee asked the COCPO to submit its requests for vehicles and other needs for a more effective peace and order campaign in the city. “We extend full support. CAGAYAN de Oro City - The online or e-services of the government do not only ease the doing of business in the country, but promote reforms and make the country competitive especially with the Association of South East Asian Nations (ASEAN) integration in 2015. This was stressed by the Department of Trade and Industry (DTI) OIC regional director Linda Boniao during the National Competitiveness Council (NCC) of the Philippines’ Capacity Building program in Cagayan de Oro on July 23. Various participants from the Local Government Units (LGUs), Micro, Small and Medium Enterprises (MSMEs), academe, National Government Agencies (NGAs) and even the Information Communications Technology (ICT) sector of the region attended. Featured agencies who presented their e-services included Pag-IBIG Fund and Philippine Health Insurance Corporation (PhilHealth). Reynaldo M. Malaya, vice president of Pag-IBIG Fund Management Group and Christian Marlo Asparen, Information Technology Management Department (ITMD) of Philhealth discussed the Electronic Filing and Payment System of their respective companies. According to Malaya, Pag-IBIG is using the e-services through Republic Act (RA) 8792 or the Electronic Commerce Act of 2000 where it recognizes the use of electronic commercial and non-commercial transactions and documents. He said that this is to better serve the members by increasing efficiency. In this manner, filing and payment of

Pag-IBIG contributions and loans can be done online through their accredited banks particularly Unionbank, BPI and Landbank and non-banks like pawnshops, LBC, and Western Union. He said to first register with PagIBIG e-services on their website www.pagibigfund. gov.ph and to enroll with the accredited bank personally by filling up their enrollment form. Similarly, PhilHealth also aims to increase efficiency by providing online services to clients. Asparen said to make sure to secure a PhilHealth Employer Number (PEN) for employers and Philhealth identification Number (PIN) for individuals to enroll in their online system at www. philhealth.gov.ph. Register with accredited banks as well. For Philhealth, ePay system providers are BPI, Bancnet, Citibank, Unionbank and Security Bank. Moreover, PhilHealth’s electronic premium reporting system features online preparation and reporting of RF1; online generation of statement of premium account and user-friendly. Asparen said that the hospital can check your contribution status even on weekends, no need to go to PhilHealth office for paper transaction. NCC was formed in 2006 as a Public Private Sector Task Force on Philippine Competitiveness by virtue of Executive Order (EO) 571 and amended by EO 44 signed by President Benigno S. Aquino III to pursue and promote competitiveness of Philippine enterprises by implementing the priority action agenda for improved governance and competitiveness from bottom third to the top third of competitiveness ranking by 2016.

Death toll from dengue rises to 12 as cases climb in R-13 By PAT SAMONTE - Caraga Regional Editor

UTUAN City - The Department of Health has reported that 12 people succumbed to dengue as cases of the deadly disease rose to 2,101 in Caraga Region from January 1 to July 19, 2014 or seven percent more than the 1,958 cases recorded for the same period last year. DOH-Caraga’s Media Relations Officer Dines Garcia said the latest two fatalities came from Barangay Cabinet and Barangay 4 in Cabadbaran City. He earlier reported 10 deaths from Barangay Ambago (2), Amparo, Baan Riverside and Pangabugan, Butuan City (6), Barangay Poblacion 3, Buenavista, Agusan del Norte (2), Barangay Poblacion, Bislig City (1), Barangay Poblacion (Bahbah), Prosperidad, Agusan del Sur (l). According to Garcia, of the 2,101 suspect dengue cases, 585 cases were from Agusan del Sur, 474 from Butuan City, 179 from Surigao del Norte, 772 from Agusan del Norte, 165 from Surigao del Sur, 164 from Surigao City, 139 from Bislig City, 127 from Bayugan City, 75 from Cabadbaran City, 16 from Tandag City and 5 from Dinagat Islands. He said that clustering was noted at Barangay Washington in Surigao City and Barangay Poblacion in Bislig City. The ages of the cases ranged from less than one month old to 90 years old while the distribution of cases was greater among males (52 percent) than females (48 percent). Forty-one percent of the cases belonged to 0 to 10 years age group.

WHEN President Aquino delivers his fifth State of the Nation Address on Monday during the opening of the second regular session of the 16th Congress he will be facing the Filipino people with the intention of winning back their collective confidence like when he was running for president in 2010. Monday’s Sona is Aquino’s chance to see for himself if the people still trust him as their president. He should not take Monday’s Sona lightly for in it his popularity with the people will be determined. If I were him I’ll use Monday’s Sona as my vehicle in explaining in no uncertain terms why I should be exculpated by the people for the Disbursement Acceleration Program (DAP) that the Supreme Court ruled as unconstitutional. I should prove to all and sundry that indeed this particular program was implemented with no other intention but to use every government fund for the betterment of the nation. In this regard, I have to clearly explain the portion of the DAP where I made the members of the national legislature to participate in the determination of the projects to be funded by it. I have to present in detail that the DAP that went to the favorite projects of the congressmen and senators indeed benefited their respective constituencies instead of their pockets through the bogus foundations of businesswoman Janet Lim Napoles. For me to just claim that everything

The people are looking for my detailed explanation not motherhood statements or general denials. I know I owe this to the people having adopted the daang matuwid mantra as the centerpiece of my administration. Having made this mantra the guiding principle of my administration’s governance policy, I can’t engage in doubletalk but live out this mantra by all means and at all times. I know this is a very tall order but since I have not committed any wrong against the people contrary to what my political foes are trying their best to do which is to picture me in the eyes of the people as evil in human form I know that at the end of the day the people will again believe me. On another point, I will spell out to the people a program that’ll truly emancipate the landless farmers of the country from the bondage of the soil through genuine land reform. I’ll start this program right in my family’s backyard by parceling out Hacienda Luisita to its tenants. I will not just give the

farmers what is due them, I will use the powers of my office to ensure that the parcel of land given them will be productive by giving them the needed support such as farm inputs like seeds, fertilizer and pesticides and farm implements. This I will do so that the country’s farmers will no longer be engaged in subsistence farming. I know that agriculture is very important in ensuring food security and in ensuring the ample supply of raw materials to be churned out into manufactured goods by the factories. This is how important agriculture is to the economy that is why I’ll give it my highest support in the last two years of my presidency. In my fight against corruption, I will see to it that every corrupt official will have his due before the court of justice. My fight against this menace will not just zero in against my perceived political foes but even those who belong to my party for I know my battle against this evil will not get the people’s support unless they will see my sincerity in this regard. The people’s accolade may be mine now for sending to jail three senators

found by investigators to be in complicity in the P10 billion pork barrel scam. This success may just go to naught if I am not able to send to jail also those who documents and other evidences show were likewise equally guilty in the scam but are not yet haled to court. They may be party mates of mine but my duty to my party ends where my duty to the country begins. I will never lift a finger to protect anyone from being prosecuted to the fullest extent of the law if they are indeed as guilty as the three senators now under detention for involvement in this mind boggling fund scandal. The law may be harsh but it is the law, so one legal maxim goes. As president of the land, it is my constitutional duty to implement the law no matter how harsh the law may be. My presidency will be judged according to my ability in performing my duties with firmness but with compassion. These are the issues, among many others, that Aquino will have to squarely address on Monday. Will he be equal to the task at hand which is to win back the people to his side for him to finish his term loved for what he had done not hated for what he failed to do? Mayor Beng Climaco presided over the hearing together with the Finance Committee concentrating on the requirements for maintenance and other operating expenses (MOOE) of the different national high schools, the Regional Trial Court and Municipal Trial Court branches, Shari’a District Court and Office of the City Prosecutor. Held at the City Hall conference room, the series of budget hearings will be from July 21-25 and July 28-29 to cover all sectors, agencies and offices concerned. The current administration believes that education is one strategy not only to improve knowledge and skills of Filipino human resources but also to better the lives of every Filipino family. The quality of education is also of utmost watch, reason a 10-point education agenda was created. Reviewing, the components of 10-point agenda under President Benigno Aquino’s administration are the following. A 12-year basic education cycle. education cycle is consist of six years in primary education, two years in sunior high and another two for senior high school. It aims to provide thematic approach which focuses on values education, physical health and motor development, social and emotional development,

This part of the agenda is to make sure that a child can already read during his first grade in elementary. There are programs initiated to support this such as the on-going implementation of the Every Child a Reader Program (ECARP). Improve science and mathematics. There is also ongoing and continuous training of teachers in Math and Science. Aside from that, education

To date, several schools already existed through counter-parted funds from LGUs. Education is obviously one of the priorities in the aim to improve education status and produce graduates that are globally competitive.
